Pritzker vetoes bill that would have allowed new nuclear construction

Gov. JB Pritzker on Friday vetoed a bill that would have lifted a 1980s moratorium on the construction of new nuclear reactors.
The passed in May with three-fifths majorities in both legislative chambers, meaning that if all of the members that voted for it also support an override of the governor’s veto, it still could become law. Its Senate sponsor, state Sen. Sue Rezin, R-Morris, said she has already filed paperwork to bring the bill up in the legislature’s fall veto session scheduled for late October and early November.
The governor said in a message to lawmakers explaining his veto that he did it “at the request of the leadership team of the Speaker of the House and advocates.”
While Pritzker said he saw “real potential” in small modular reactors, or SMRs – a type of “advanced” nuclear reactor that proponents tout as a path forward for the industry – he also said he doesn’t think the legislation goes far enough in regulating the nascent technology.
“This bill provides no regulatory protections for the health and safety of Illinois residents who would live and work around these new reactors,” Pritzker wrote. “My hope is that future legislation in Illinois regarding SMRs would address this regulation gap.”
The governor also cited an “overly broad definition of advanced reactor” in the bill that he said could “open the door
to proliferation” of large-scale nuclear power plants, like the reactors at the state’s six existing generating stations.
Pritzker said these traditional reactors are “so costly to build that they will cause exorbitant ratepayer-funded bailouts.”
The bill would have allowed for the construction of reactors that meet the federal government’s definition of “advanced reactor,” which require that fission reactors have “significant improvements” to things such as safety features and waste yields.
Rezin, in a phone interview with Capitol News Illinois, said Pritzker’s characterization of the bill allowing construction of traditional reactors is “just not true.”
“This is a pattern of a governor that is bending to special interests,” Rezin said.
Rezin also noted the limitation in the bill to only apply to advanced reactors came out of bipartisan negotiations.
“Advanced nuclear reactors would help supplement the flaws that wind and solar unfortunately have by providing reliable power 24/7, because wind and solar alone don’t have the infrastructure or technology to provide our state with the reliable, affordable and efficient energy it needs,” Rezin said in a news release.
Rezin’s claims about advanced nuclear reactors are contentious, particularly among some environmental advocates that have been leading voices in the push for carbon-free energy in Illinois.
On Tuesday, a pair of influential advocacy groups sent a letter to Pritzker asking him to veto the bill. The Sierra Club Illinois Chapter and the Illinois Environmental Council’s joint letter outlined several concerns, including waste disposal, costs and a lack of up-todate regulation.
“Nuclear power comes with significant safety risks and results in highly hazardous wastes that threaten our drinking water, with no safe, permanent waste solution in sight,” IEC Executive Director Jen Walling said in a Friday news release. “Rather than abandon all safeguards, Gov. Pritzker recognized that such substantial risks merit the highest protective guardrails our state can offer.”
Waste was the central concern of the original moratorium, which will end when the head of the state’s Environmental Protection Agency finds the federal government has “identified and approved” a method for the disposal
of high-level nuclear waste, a responsibility the federal government has failed to successfully act on.
Currently, nuclear waste is stored on-site at the plant that produced it. But in the 1970s and 80s, a facility outside of Morris, Illinois, became home to waste from California, Minnesota, Nebraska and Connecticut, making Grundy County the nation’s only de facto high-level storage site.
Rezin defended her proposal on the subject of waste as well, pointing out in an interview that companies building nuclear reactors must submit plans for waste management when they apply for permits.
“This is a very heavily regulated industry by the federal government,” Rezin said.
Beyond waste, environmental advocates also say that focusing on nuclear power diverts attention and resources away from the development of wind, solar and battery storage technology.
“SB76 would have opened the door to increased risk, negative environmental impacts, and higher costs for consumers while jeopardizing our progress toward Illinois’ clean energy future,” Sierra Club Illinois Director Jack Darin said in a Friday news release.
The nuclear moratorium does not affect research reactors, like the one under development at the University of Illinois Urbana-Champaign.
In addition to this bill, the governor on Friday also vetoed a measure that would have required the state to implement a contract to provide religious dietary options in schools, which Pritzker rejected because food service contracts are a district-level responsibility. Pritzker also used his amendatory veto powers to modify two bills that have to do with property taxes and government procurement.

NEW YORK (AP) — For Jake Welch, getting dressed is one big math problem.
The 36-year-old brand director for an advertising firm calculates the cost-perwear of his wardrobe by highlighting 200 items in a spreadsheet — excluding underwear and socks — and meticulously listing the price he paid for each of them as well as how many times he’s worn it. He updates the spreadsheet every night on his computer to determine whether his purchases were worth it — or not.
Lots of people thought Welch was weird when he started doing this 12 years ago, opting to ditch the cheapest items on the sales rack in favor of maximizing the value of his purchases over the span of their lifecycles. But with inflation still a nagging problem, more shoppers are coming around to his way of thinking.
“I was actually onto something versus being a little looney,” said Welch of Erda, Utah, who presented his findings last month at a company meeting.
Retailers are taking note of this mindset and shifting their marketing strategy in some cases. Gap’s Old Navy is offering shoppers a full refund for uniforms purchased during the upcoming back-toschool season if the clothes don’t hold up for a year. Retailers like Kohl’s and online shirt retailer Untuckit have recently revamped their marketing campaigns — particularly for the fall — to focus on durability and versatility. American Eagle is touting the “longevity of your mostloved jeans” made of recycled cotton and polyester in an email campaigns to customers.
That means a $200 classic sweater may end up being a better deal if you plan to wear it every week in comparison to a hot pink dress picked up for $40 that might be worn only once a month.
“Cost-per-wear is another way that they think about how to combat some of the inflation,” said Christie Raymond, Kohl’s chief marketing officer. “Is this item going to last? Is it going to really be versatile? For back to school, for example, can my child wear it in a number of different ways?”
Some shoppers are also looking to be more eco-friendly by buying clothes that don’t end up in a landfill after being worn a few times.
Still, the cost-per-wear calculation may only make sense for those consumers who can afford to prioritize quality and versatility over price. Neil Saunders, managing director of GlobalData Retail, notes that shoppers with tighter budgets will look at price and may not care whether something will last just as long as it looks good for now.
Indeed, fast-fashion purveyors are still faring well in the face of inflation. Chinese e-commerce retailer Temu, known for deep discounts and coupons, has continued its meteoric rise in the U.S., adding nearly 10 million new daily users since the turn of the year, according to market intelligence firm GWS. Meanwhile, Shein, the ultra-low-price, fast-fashion juggernaut founded in China, has been increasing its daily users from 3.1 million to 4.9 million daily users over the past year, according to GWS.
But there’s a growing backlash to the cheap stuff.
Rohan Deuskar, founder and CEO of Stylitics, a retail technology firm that powers personalized styling, outfitting and bundling suggestions for 150 retailers online, said he started seeing the trend this past holiday shopping season. He noted the average order was going up, particularly for holiday dresses, while shoppers were buying fewer items. And shoppers were also spending more time engaging with the virtual models that showed different ways to wear the item.
“Shoppers are being more considerate about every purchase and being willing to spend only if they get value — and that no longer just means cheap,” Deuskar said. “We’re reaching a little bit of an oversaturation of buying a bunch of stuff. “
According to market research firm Circana’s Retail Tracking Service, higher prices are outpacing lower prices over the past 12-month period ending in June. Women’s dresses priced $200 and above grew about twice as fast as those priced under $50. Sales of men’s jeans that were less than $30 declined, while higher price brands drove growth. Sales of women’s jeans priced $150 and above increased by 7%. And while the market for women’s active pants declined 20%, women’s active pants priced between $125 to $150 increased 19%, according to Circana.
Saunders notes that “price and quality aren’t always linked.” In fact, some
retailers may be using any excuse to sell higher price goods. There’s also the timeliness of the fashion item to consider. Shoppers may think about longevity when they look for a coat but not for a skirt or a top.
“People like to refresh or their tastes change,” he said.
And cost-per-wear calculations don’t factor in weight loss or gain, Saunders added.
Welch said his wardrobe consists of mostly blacks, greys and blues and items that can carry through multiple seasons. Higher inflation has helped him better separate his needs and wants.
“I ask myself a little bit harder: ‘Is it something that I absolutely need?’” he said. “Consulting my spreadsheet, how many golf shorts do I really have?”
Welch noted that his formal wear and suits along with dress shirts are among the items that rank the highest in costper-wear. He chose a charcoal suit — not a tan version — for his wedding in 2018 that he bought for $480 at Bonobos. He has worn it 44 times, resulting in a costper-wear of $10.91. Not too bad but ideally he likes to get it down to 50 cents per wear, like the athletic shorts he bought at Outdoor Voices for $20 and has worn 434 times, according to his spreadsheet he shared.
Kohl’s said its marketing campaigns are showing different ways that items can be worn. For example, on the department store’s Instagram account, it pairs a white T-shirt and denim shirts in different ways, including a beachy take and a more stylish approach with hoop earrings. Untuckit’s fall campaign, “Made for the next journey,” focuses on the different ways customers can wear the shirt or the jacket — taking it from the office to night time events.
As for Welch, he said his wife is now staying away from fast-fashion and focusing on quality, though she’s not embracing the spreadsheets. And he’s delighted that his two girls, ages 3 and seven months, fit with the new math.
“With my first daughter, the cost for use on her dresses and stuff like that have decreased with having another girl, “ he said. “So if we have a boy, great. But if we have another girl, that’s just even more savings.”
LAHAINA, Hawaii (AP) — Hawaii’s governor warned that scores more people could be found dead following the Maui wildfires as search crews go street by street through neighborhoods where the flames galloped as fast as a mile a minute across the landscape.
The blazes that consumed most of the historic town of Lahaina, are already the deadliest in the U.S. in more than a century, with a death toll of at least 96.
“We are prepared for many tragic stories,” Gov. Josh Green told “CBS Mornings” in a recorded interview that was aired Monday. “They will find 10 to 20 people per day, probably, until they finish. And it’s probably going to take 10 days. It’s impossible to guess, really.”
As cellphone service has slowly been restored, the number of people missing dropped to about 1,300 from over 2,000, Green said.
Twenty cadaver dogs and dozens of searchers are making their way through blocks reduced to ash.
“Right now, they’re going street by street, block by block between cars, and soon they’ll start to enter buildings,” Jeff Hickman, director of public affairs for the Hawaii Department of Defense, said Monday on NBC’s “Today.”
Such crews had covered just 3% of the search area, Maui Police Chief John Pelletier said Saturday.
The blaze that swept into centuries-old Lahaina nearly a week ago destroyed nearly every building in the town of 13,000, leaving a grid of gray rubble wedged between the blue ocean and lush green slopes. That fire has been 85% contained, according to the county. Another blaze known as the Upcountry fire has been 60% contained, officials said.
“There’s very little left there,” Green said of Lahaina in a video update Sunday, adding that “an estimated value of $5.6 billion has gone away.”
Even where the fire has retreated, authorities have warned that toxic byproducts may remain, including in drinking water, after the flames spewed poisonous fumes. And many people simply have no home to return to. Authorities plan to house them in hotels
and vacation rentals.
Many people have gathered at the War Memorial Gymnasium in Wailuku, which has been serving as a shelter. Among the visitors was Oprah Winfrey, who told Hawaii News Now that she has delivered personal hygiene products, towels and water in recent days.
Winfrey, a part-time Maui resident, warned that news crews will eventually depart from the destruction, and the world will move on. But she said that “we’re all still going to be here trying to figure out what is the best way to rebuild … I will be here for the long haul, doing what I can.”
The cause of the wildfires is under investigation, and Green said authorities would also examine their response. One fire, for instance, was thought to be out but later flared again. Before the blaze engulfed Lahaina, Maui County officials also failed to activate sirens that would have warned the entire population and instead relied on social media posts.
Fueled by a dry summer and strong winds from a passing hurricane, the flames on Maui raced through parched brush. One fire moved as fast as a mile (1.6 kilometers) every minute, according to Green.
“With those kinds of winds and 1,000degree temperatures, ultimately all the pictures that you will see will be easy to understand,” he said.
The fires are Hawaii’s deadliest natural disaster in decades, surpassing a 1960 tsunami that killed 61 people. They also surpassed the 2018 Camp Fire in northern California that left 85 dead and destroyed the town of Paradise.
Many gathered Sunday to mourn the dead. Maria Lanakila Church in Lahaina was spared from the flames that wiped out most of the surrounding community, but with search-and-recovery efforts ongoing, its members attended Mass up the road. The Bishop of Honolulu, the Rev. Clarence “Larry” Silva, presided.
Taufa Samisoni said his uncle, aunt, cousin and the cousin’s 7-year-old son were found dead inside a burned car. Samisoni’s wife, Katalina, said the family would draw comfort from Silva’s reference to the Bible story of how Jesus’ disciple Peter walked on water and was saved from drowning.
“If Peter can walk on water, yes we can.
We will get to the shore,” she said, her voice quivering.
Meanwhile, Hawaii officials urged tourists to avoid traveling to Maui as many hotels prepared to house evacuees and first responders.
Green said 500 hotels rooms will be made available for locals who have been displaced. An additional 500 rooms will be set aside for workers from the Federal Emergency Management Agency. Some hotels will carry on with normal business to help preserve jobs and sustain the local economy, Green said.
The state wants to work with Airbnb to make sure that rental homes can be made available for locals.
J.P. Mayoga, a cook at the Westin Maui
in Kaanapali, is still making breakfast, lunch and dinner on a daily basis. But instead of serving hotel guests, he’s been feeding the roughly 200 hotel employees and their family members who have been living there since Tuesday.
His home and that of his father were spared. But his girlfriend, two young daughters, father and another local are all staying in a hotel room together, as it is safer than Lahaina, which is covered in toxic debris.
“Everybody has their story, and everybody lost something. So everybody can be there for each other, and they understand what’s going on in each other’s lives,” he said of his co-workers at the hotel.

Georgia will begin its drive for an unprecedented college football championship three-peat as the No. 1 team in The Associated Press preseason Top 25.
The Bulldogs received 60 of 63 firstplace votes in the poll released Monday to easily outpoint No. 2 Michigan, which received two first-place votes and has its best preseason rankings since being No. 2 in 1991. The Wolverines’ Big Ten rival, Ohio State, is No. 3 with one first-place vote.
Two more Southeastern Conference teams join Georgia in the top five. Alabama is No. 4, the Crimson Tide’s lowest preseason ranking in more than a decade, and LSU starts at No. 5, its best preseason ranking since 2016.
The Bulldogs have won the last two national titles while going 29-2, but this
will be only the second time in program history they have been preseason No. 1. The first was in 2008.
Georgia started the 2021 season No. 5, before going on to win its first national title since 1980. The Bulldogs followed up with a perfect season in 2022 after being preseason No. 3.
The Bulldogs have had 25 players drafted by NFL teams the last two years, including quarterback Stetson Bennett and All-America defensive tackle Jalen Carter this past April. Coach Kirby Smart has built a program to rival Nick Saban’s Alabama dynasty so voters are now giving Georgia the Crimson Tide treatment.
Alabama had been preseason No. 1 each of the last two seasons, and five of the previous seven. Clemson was preseason No. 1 in the other two seasons, making Georgia the first team other than the Tide or Tigers to be preseason No. 1 since Ohio
State in 2015.
Alabama is also the last team to win back-to-back major college football national championships, doing so in 2011 and ‘12.
No team has won three straight national titles during the AP poll era, which dates to 1936. For the record, Minnesota, the first o�cial AP champion, was retroactively crowned champion for the 1934 and ‘35 seasons by a couple of organizations.
Coach Bernie Bierman’s Gophers from long ago are the closest thing major college football has to a three-peater.
“We have not addressed that with them,” Smart said during SEC media days of chasing college football history. “We’ve certainly looked at some threepeat scenarios of teams like the Bulls and di�erent sports teams that they might actually know about. No o�ense to the Minnesota 1935 team, but I don’t know if it’s going to resonate with my audience.”
The Bulldogs are reloading on the defensive front and at quarterback, but do not lack for stars. Tight end Brock Bowers is one of the nation’s best players; linebacker Jamon Dumas-Johnson was a second-team All-American; and center Sedrick Van Pran anchors one of the country’s most talented o�ensive lines.
Rounding out the top 10 is Southern California at No. 6, which is the Trojans’ best preseason ranking since 2017, followed by Penn State, Florida State, Clemson and Washington.
The Seminoles are back in the preseason rankings for the first time since 2018, and in the top 10 for the first time since 2017.
Beware, ‘Dawgs.
Since the AP preseason poll started in 1950, 11 teams that started No. 1 also finished No. 1. Only two of those have occurred since 2000: Southern California in 2004 and Alabama in 2017.
“The threat for us is complacency,” Smart said. “The first thing you have to do is acknowledge that it’s a threat. Like if you acknowledge the complacency is a threat, it’s the first step towards stomping it out.”
For most schools, a preseason No. 4 ranking would feel pretty good.
For Alabama, it feels like a sign of decline. The last time the Crimson Tide had a lower preseason ranking was 2009. That was Year 3 for Saban in Tuscaloosa, and Alabama went on to win the first of six national championships during his unprecedented run.
This preseason poll is the first since 2015 in which the Tide did not receive at least one first-place vote.
The Tide did run its record streak of top-five preseason rankings to 15. Next best in poll history is 11 for Florida State in 1990-2000. Ohio State has had 11 top-five preseason rankings since 2009.
Over the last three years, schools have been redrawing the conference maps.
This year, the Big 12 has four new members, the American Athletic Conference has six and Conference USA has four.
The really flashy moves come in 2024.
This season will be the last with Texas and Oklahoma in the Big 12 ( before moving to the SEC ) and maybe the last with a Pac-12 at all. USC, UCLA, Oregon and Washington will play in the Big Ten next year while Arizona, Arizona State, Colorado and Utah move to the Big 12 as major college football moves toward sprawling super conferences.

Okra isn’t commonly grown in the Midwestern vegetable garden. It’s more common in southern US gardens. Yet, this summer you may have decided to grow okra for the first time and might be dealing with some unique features of this crop along with some uncertainty of when to harvest your pods.
Okra is in the Malvaceous plant family. Other agricultural members include cotton and cacao though suspect you’ve probably not grown those before. The Malvaceous plant family members you’ve probably grown or are familiar with are hibiscus and hollyhock. The okra plant
then does have similar growth characteristics as other plant family members with a single stalk, large leaves, and hibiscus shaped flowers. Each flower when pollinate will produce an okra pod.
While fairly easy to grow, summer insect pests do like okra. Japanese beetles can thrive and defoliate the okra plant. Pods may also be deformed due to the Brown Marmorated Stinkbug which can cause your okra pods to be misshapen and twisted. You may see that as you harvest your pods.
One of the main tips that okra enthusiasts will share with new okra growers is when to harvest okra. The pods should be harvested when they are 2-3 inches
in length. Bigger than this and you will find that the pods are woody and not as tender as they could be. The pods should be a very vibrant color, either green or purple depending on the variety you are growing. Pale colored pods, even if small, can be woody. Pods form quickly during the peak of summer and you should look to harvest every 2-3 days.
Pods should be cut using pruners from the main stalk, living a bit of a tip to the pod. You might also consider wearing gloves and long sleeves as the okra leaves and pods have very fine hairs that may cause some irritation to your skin.
Pods should not be washed immediately unless you plan to cook with them that
day. If pods stay wet, they will potentially begin to mold and develop a slimy, outer coating. You are better o� washing the pods closer to when you plan to cook with them.
Once you’ve got your pods and decided on your recipe, consider how you cut the pods. Mucilaginous “goo”/”slime” is released as soon as you cut into a pod and smaller pieces can produce more mucilage in the recipe you are cooking. This is one of the reasons many do not like okra. Work with speed and make bigger cuts so as to reduce the mucilage.

A friend recently commented on our long lives and wondered what changes we observed over time. A recent article on the amount of water being used to cool data centers turned our attention to water and its impact on us and society over time. Being from the city, water was seldom an issue for us. In times of drought, sprinkling bans were imposed for short periods of time. Some property owners never watered their lawns as they knew they would recover once rain returned. At our cottage, water was and continues to be an issue. For the first few years we were without a well so obtained water from a nearby well. Later we drove a pipe into the ground and had water for household use. Unfortunately when we developed our well a neighbor’s well went dry. Without indoor plumbing, we used a waterless outhouse. Later water was piped into the cottage and a toilet, bath
and shower were added, necessitating installing a septic system. The cottage is still without a dishwasher or washing machine.
Most cottage owners made a similar transition and water consumption increased. Some upgraded their cottages into year-round homes and began treating their lawns with chemicals which could find their way into the lake impacting water quality. During this period farm operations that drain into the lake increased their use of agricultural chemicals. An existing farm field adjacent to the lake is treated with animal manure from a CAFO operation about 40 miles away. Under certain conditions runo� from the field can flow into the lake adding to its pollution load.
We no longer drink water from our shallow well and buy portable water for personal use.
Beyond concerns over lake and drinking water supplies we had other experiences with water. Brothers, students
at the Taft Campus from South Dakota, left the family farm to become teachers. One reason was agricultural competition for water. A neighboring farmer drilled a new well to support his transition to irrigation. The well on the farm on which the brothers were raised went dry so they had a new well drilled. Then the neighbor’s shallower well went dry. Based on those experiences the boys’ hopes of taking over the family farm diminished and they became teachers.
Water is also consumed in making ethanol and biodiesel fuels; Illinois is an important source of these fuels. A number of lakes have been built to provide cooling waters for power plants. The lakes also provide recreational opportunities such as fishing.
Interests benefitting from technologies which increase water consumption see the developments as progress while downplaying or ignoring their adverse consequences until they become widespread. Water consumption issues are
increasing in intensity beyond the widely publicized concern regarding the Colorado River. One example is the increasing use of water for cooling needs of data centers. The data centers use substantial amounts of energy to perform their operations which require cooling to continue to function. Such centers are expected to increase as society becomes more internet based.
A second growing concern is consumption and handling of water used in CAFO operations. The US EPA is being sued regarding their failure to respond to a legal petition demanding tighter Clean Water Act enforcement for factory farms.
How these issues are resolved remains to be seen but resolving them is important in creating a more sustainable society.
Water consumption can be reduced in homes and public facilities by installing low flow faucets and toilets and front loading washing machines.
