State to put $20 million toward grants for grocers, research into food insecurity

New law aims to alleviate ‘food deserts’ throughout the state

Communities across Illinois that lack access to nearby stores that sell high quality food may soon see that change.

Gov. JB Pritzker on Friday signed a bill that sets up a program to distribute $20 million for grants and technical assistance for grocery stores as well as funding research into food insecurity.

The grants will go to grocery stores that are independently owned, including for-profit and nonprofit organizations, co-ops and grocery stores owned by units of local government.

The program’s proponents say

supporting grocers with state funds will be a boon for residents and struggling local economies.

“When our residents struggle to keep a roof over their head, can’t put food on the table, or have to choose between paying for basic medical care and keeping the lights on – that’s a failure of the system,” Pritzker said in a Friday news release.

According to 2021 data from the U.S. Department of Agriculture, at least 3 million Illinois residents live in food deserts as defined in the new law, although the state’s Department of Commerce and Economic Opportunity can designate additional areas as food deserts.

Data collected this spring by the U.S. Census Bureau also revealed that food insecurity a�ects multiracial, Hispanic

and Black households at higher rates than white households.

Officials declined to announce a specific timeline for when the grants will become available but said that updates would be published on the DCEO website when about the grant application process is finalized.

“We’re moving as fast as we can because we know there’s a need across the state,” Pritzker said at a Friday news conference.

One of the bill’s chief sponsors, freshman state Rep. Mary Beth Canty, D-Arlington Heights, said in an interview with Capitol News Illinois that she also views the bill as a step toward reducing violence.

“When there’s a lack of investment in communities, that’s when you start to see incidents of violence rise,” Canty said.

She also noted that she hopes to revisit food availability through further legislation or other state programs.

“Some of the things we’ve talked about are looking at this from a public health perspective,” Canty said. “On the business side of things, we’re looking at our licensing structures.”

While the Grocery Initiative originated among Democrats, it passed the Senate unanimously in May, something Pritzker credited to Sen. Dale Fowler, R-Harrisburg. Fowler noted that areas of his rural district struggle with food access.

“An entire county in the 59th district that I represent does not have one single grocery store,” Fowler said on Friday.

In the House, however, there was more conservative opposition leading to a 96-17 vote, splitting the Republican party.

Among the dissenters was Rep. Martin McLaughlin, R-Barrington Hills, who took a hardline stance against the bill, saying the proposal was a “horrendous idea” during floor debate on the bill in May and likening government support for grocery stores to socialist countries like Venezuela and Cuba.

Food security is at crossroads as rice shortages and surging prices hit the most vulnerable

Francis Ndege isn’t sure if his customers in Africa’s largest slum can afford to keep buying rice from him.

Prices for rice grown in Kenya soared a while ago because of higher fertilizer prices and a yearslong drought in the Horn of Africa that has reduced production. Cheap rice imported from India had filled the gap, feeding many of the hundreds of thousands of residents in Nairobi’s Kibera slum who survive on less than $2 a day.

But that is changing. The price of a 25-kilogram (55-pound) bag of rice has risen by a fifth since June. Wholesalers are yet to receive new stocks since India, the world’s largest exporter of rice by far, said last month that it would ban some rice shipments.

It’s an effort by the world’s most populous nation to control domestic prices ahead of a key election year — but it’s left a yawning gap of around 9.5 million metric tons (10.4 tons) of rice that people around the world need, roughly a fifth of global exports.

“I’m really hoping the imports keep coming,” said Ndege, 51, who’s sold rice for 30 years.

He isn’t the only one. Global food security is already under threat since Russia halted an agreement allowing Ukraine to export wheat and the El Nino weather phenomenon hampers rice production. Now, rice prices are soaring — Vietnam’s rice export prices, for instance, have reached a 15-year high — putting the most vulnerable people in some of the poorest nations at risk.

The world is at an “inflection point,” said Beau Damen, a natural resources officer with the U.N. Food and Agriculture Organization based in Bangkok.

Even before India’s restrictions, countries already were frantically buying rice in anticipation of scarcity later when the El Nino hit, creating a supply crunch and spiking prices.

What could make the situation worse is if India’s ban on non-basmati rice creates a domino effect, with other countries following suit. Already, the United Arab Emirates has suspended rice exports to maintain its domestic stocks. Another threat is if extreme weather damages rice crops in other countries.

An El Nino is a natural, temporary and occasional warming of part of the Pacific Ocean that shifts global weather patterns, and climate change is making them stronger. Scientists expect the one underway to expand to supersized levels, and, in the past, they have resulted in extreme weather ranging from drought to flooding.

The impact would be felt worldwide. Rice consumption in Africa has been growing steadily, and most countries are heavily dependent on imports. While nations with growing populations like Senegal have been trying to grow more of their own rice — many are struggling.

Amadou Khan, a 52-year-old unemployed father of five in Dakar, says his children eat rice with every meal except breakfast, which they often have to skip when he’s out of work.

“I am just getting by — sometimes, I’ve trouble taking care of my kids,” he said.

Imported rice — 70% of which comes from India — has become prohibitively expensive in Senegal, so he’s eating homegrown rice that costs two-thirds as much.

Senegal will turn to other trading partners like Thailand or Cambodia for imports, though the West African country is not “far from being self-sufficient” on rice, with over half of its demand grown locally, Agriculture Ministry spokesperson Mamadou Aïcha Ndiaye said.

Asian countries, where 90% of the world’s rice is grown and eaten, are struggling with production. The Philippines was carefully managing water in anticipation of less rain amid the El Nino when Typhoon Doksuri battered its northern rice-producing region, damaging $32 million worth of rice crops — an estimated 22% of its annual production.

The archipelago nation is the second-largest importer of rice after China, and President Ferdinand Marcos Jr. has underscored the need to ensure adequate buffers.

India’s rice restrictions also were motivated by erratic weather: An uneven monsoon along with a looming El Nino meant that the partial ban was needed to stop food prices from rising, Indian food policy expert Devinder Sharma said.

The restrictions will take offline nearly half the country’s usual rice exports this year, said Ashok Gulati of the Indian

Council for Research on International Economic Relation. Repeated restrictions make India an unreliable exporter, he added.

“That’s not good for the export business because it takes years to develop these markets,” Gulati said.

Vietnam, another major rice exporter, is hoping to capitalize. With rice export prices at a 15-year high and expectations that annual production to be marginally higher than last year, the Southeast Asian nation is trying to keep domestic prices stable while boosting exports.

The Agriculture Ministry says it’s working to increase how much land in the Mekong Delta is dedicated to growing rice by around 500 square kilometers — an area larger than 90,000 football fields.

Already the Philippines is in talks with Vietnam to try to get the grain at lower prices, while Vietnam also looks to target the United Kingdom, which receives much of its rice from India.

But exporters like Charoen Laothamatas in neighboring Thailand are wary. The Thai government expects to ship more rice than it did last year, with its exports in the first six months of the year 15% higher than the same period of 2022.

But the lack of clarity about what India will do next and concerns about the El Nino means Thai exporters are reluctant to take orders, mill operators are unwilling to sell and farmers have increased the prices of unmilled rice, said Laothamatas, president of the Thai Rice Exporters Association.

With prices fluctuating, exporters don’t know what prices to quote — because prices may spike again the next day.

“And no one wants to take the risk,” Laothamatas said.

Looking for a new car under $20,000? Good luck. Your choice has dwindled to just one vehicle

DETROIT (AP) — Just five years ago, a price-conscious auto shopper in the United States could choose from among a dozen new small cars selling for under $20,000. Now, there’s just one: The Mitsubishi Mirage. And even the Mirage appears headed for the scrap yard.

At a time when Americans increasingly want pricey SUVs and trucks rather than small cars, the Mirage remains the lone new vehicle whose average sale price is under 20 grand — a figure that once marked a kind of unofficial threshold of affordability. With prices — new and used — having soared since the pandemic, $20,000 is no longer much of a starting point for a new car.

This current version of the Mirage, which reached U.S. dealerships a decade ago, sold for an average of $19,205 last month, according to data from Cox Automotive. (Though a few other new models have starting prices under $20,000, their actual purchase prices, with options and shipping, exceed that figure.)

The Mirage, with hatchback and sedan versions, costs less than half of what the average U.S. new vehicle does. That average is now just above $48,000 — 25% more than before the pandemic struck three years ago.

“I just won’t pay that kind of price,” said Karen Schaeppi of suburban Minneapolis, who bought a red Mirage sedan last month for around $19,000. Schaeppi, who is 78, said she could have afforded an average-priced new vehicle. But because she’s only 5 feet tall, she wanted a small car so she could see easily over the hood.

When she set out to replace her 2008 Ford Focus, Schaeppi was surprised to find no small cars available at the dealers she visited — at any price.

“There was nothing that existed,” she said. “Not even close.”

The scarcity of small cars at dealerships helps explain why the average new vehicle costs so much: Detroit’s Big Three automakers — General Motors, Stellantis and Ford — began to jettison the compact and subcompact car business about five years ago. Low profit margins for small cars and consumers’ increasing shift to SUVs and trucks made the decision an easy one. Likewise, Toyota and Honda later halted U.S. sales of their subcompacts.

Then a pandemic-related computer-chip shortage slashed global auto production. Vehicles were suddenly in short supply at a time of high demand. Prices shot up.

Another factor that has swollen average prices is that 32 models in the United States now have selling prices above $100,000, according to Cox. As recently as 2018, only 12 models sold for over 100 grand. At an average sale price of $29,000, even most used vehicles cost more than a new Mirage.

People like Andrew Lang of Flint, Michigan, feel priced out of the market entirely. Lang, 26, said there’s no way he could afford a new car right now, not even a Mirage.

“I don’t make enough money,” he said, Lang spoke after stepping out of his 2009 Chevrolet Impala in a grocery store parking lot near Ypsilanti. The Impala, with cloudy headlights, a crack in the front bumper and a dent in right side of the trunk, has 150,000 miles on it. Lang, an information technology coordinator, said he doesn’t know what he’d do if he had to replace it. He would have to buy a used car — if he could find something affordable.

At White Bear Mitsubishi near St. Paul, Minnesota, where Schaeppi bought her vehicle, used cars are the main competition for the Mirage, according to Richard Herod III, the dealership’s managing partner. But because so few new small cars were sold in recent years, he said, the used-vehicle selection is low and prices are high.

A new Mirage, which costs about the same as a 4-year-old Chevrolet Cruze or Mazda 3, has a five-year, 60,000-mile bumper-to-bumper warranty. Most used cars that age, Herod said, no longer include such warranties. The Mirage gets roughly 39 miles to the gallon, among the highest of any vehicle in the United States that isn’t hybrid or electric.

Still, the horsepower in its three-cylinder engine amounts to a tepid 76.

“It’s not going to win any drag races,” Herod said. “It’s not going to make you more popular at school. It’s the last honest affordable car in America.”

Despite the low price, U.S. sales of the Mirage have been sluggish. Mitsubishi sold only 5,316 in the first half of the year — 44% below the same period in 2022. And it might not be available at all in

a couple of years. The trade publication Automotive News reported last week that Mitsubishi will stop selling the Mirage by mid-decade. Mitsubishi, part of the Nissan-Renault alliance, declined to comment. But its website says production of the Mirage in Thailand, where it is built, is ending.

Once the Mirage disappears, Mitsubishi’s least expensive vehicle would be the Outlander Sport small SUV. It starts around $24,600, which includes shipping.

Michelle Krebs, an analyst at Cox Automotive, said she thinks sales of the Mirage would be stronger if more customers knew about it.

“There aren’t that many Mitsubishi dealers, and they don’t have a very loud voice in the advertising world,” she said.

In addition, Krebs said, Mitsubishi buyers tend to have lower-than-average credit scores, and many of them have been priced out of the auto market entirely because higher loan rates have sent monthly payments surging.

A buyer who put down a 10% payment at the average Mirage sales price of $19,205 would owe roughly $365 each month for 60 months at a 7% loan rate.

The latest data suggests that Mitsubishi’s decision to phase out the Mirage might be premature. Overall sales of small cars, after having dropped in seven of the past 10 years, are up 11.7% in the first half of the year. Some of that gain may reflect more interest from consumers concerned about higher gas prices, Krebs said, but most of it represents fleet sales to rental car companies.

“It’s not going to be where it used to be,” she said of small-car purchases.

Mitsubishi can afford to sell the Mirage for less than its competitors do for similar vehicles because it’s such an old model that money to develop it has long since been spent, said Sam Abuelsamid, an analyst for Guidehouse Insights.

Low-wage labor is another factor: Factory workers in Thailand make only about $16 a day — far less than unionized automakers earn in the United States and slightly less than in Mexico.

Even as the Mirage appears likely to be phased out, some other cars and SUVs have average sales prices only slightly above $20,000. They include the Kia Rio, the Nissan Versa, the Hyundai Venue and the Nissan Sentra. According to Cox, their prices range from $20,157 for the Rio to $23,994 for the Sentra.

As the sub-$20,000 new car disappears, Krebs suggests that buyers who need affordable transportation consider certified pre-owned small cars, which can be reasonably priced and include at least a year’s warranty.

Krebs said she expects new-auto prices to drop slightly as factories produce more vehicles, likely forcing automakers to offer discounts. Price declines among electric vehicles, led by Tesla, have helped lower overall auto prices, too.

But don’t expect the return of the $20,000 new car.

“I can’t imagine that unless a Chinese automaker came in and sold cheap,” Krebs said. “Politically, that doesn’t seem likely.”

Beef & The Bear

The ability to catch up on shows well after they premiered is a huge advantage of streaming services. Two shows I recently devoured were FX on Hulu’s The Bear and Netflix’s Beef

The Bear is filmed in Chicago and its first season – set mostly in a restaurant called The Beef (inspired by the actual Mr. Beef on Orleans) – racked up 13 Emmy nominations, and the second season was released this summer.

Beef – which is not about food – also earned 13 Emmy nominations, albeit in Limited or Anthology Series categories. That title stems from a road rage incident between the lead characters which rapidly becomes an on-going “beef” that negatively impacts essentially everyone in their lives.

Beef boasts an almost entirely Asian

cast, led by Emmy nominees Ali Wong (American Housewife) and Steven Yeun (The Walking Dead), and comes from Emmy-nominated writer-producer Lee Sung Jin (Dave, Undone).

These two “comedies” couldn’t be more different, yet both are addictive character studies of troubled people, and both contain far more drama than comedy. I’m relieved that Beef wasn’t included in the Comedy categories, or Emmy voters would have a difficult time deciding which series and actors to support.

The Bear has beautifully-filmed close-ups of chefs and bakers making edible works of art, and despite constant bickering and name-calling, there is a lot of love between rising superstar chef Carmie (Jeremy Allen White, Shameless), his sister Natalie (Abby Elliot, SNL) and “cousin” Ritchie (Ebon Moss-Bachrach, The Punisher). White is nominated as in a

lead actor category, while Moss-Bachrach and co-star Ayo Edebiri – who plays Carmie’s new chef de cuisine Sydney Adamu – are nominated in supporting categories.

(A lot of people have asked if Jamie Lee Curtis was nominated for playing Carmie’s alcoholic mother, Donna, but she appeared in season two, which was too late to be considered for this year’s nominations. She could well get a guest actress nomination next year.)

For the most part, the central characters on Beef are not good people. Wong’s character, Amy, refers to herself as a bad person many times, and by the end we learn why she believes that. And Yeun’s character, Danny – who loves his parents and brother – often does the wrong things for the right reasons. Amy and Danny have the misfortune of meeting under bad circumstances, and their subsequent

decisions only make the situation worse as the season goes on.

Both of these shows use the F-word a lot (even in a church on one show). Way more than most people I’ve ever encountered. Some characters use it multiple times per sentence. So if you’re sensitive to swearing, these shows probably aren’t for you. But if you appreciate riveting stories and good acting, you might want to check them out before the Emmy Awards.

And in case you missed it, the on-going WGA and SAG-AFTRA strikes have pushed the annual Emmy Awards back once again. As of last week, the Creative Arts Emmy Awards have been rescheduled for Sunday, January 7, and the 75th Primetime Emmy Awards for Monday, January 15 – with an asterisk saying those dates are subject to change.

The Fitzgeralds is part of the Nordlof’s Celtic Concert Series and is presented by the local Irish heritage group, the Irish Marching Society. This unique act is a family group of four from Canada consisting of fiddling and step dancing siblings. The Fitzgeralds are three-time Canadian Grandmaster Fiddle Champions and have won step dancing competitions. They have three albums featuring their Canadian folk music. Harvesting your apple trees

This past weekend marked the start of apple season in Northern Illinois. While this may seem very early especially with the very hot temperatures we are receiving this week, it’s actually common for orchards in our regions to open in August. One of the very early season apples many orchards now grow is ‘Zestar!’. This University of Minnesota variety is good for fresh eating and cooking. It further has a good storage ability of about 2 months. Outside of this variety, you may even see some ‘Honeycrisp’ but otherwise

will be waiting a bit longer into the fi rst week of September for new varieties to be harvested. Most orchards will have 2-3 new varieties each week throughout the fall.

If you have apple trees in the backyard and this is your first harvest season, you may be wondering when your apples are ready to be picked. Like the orchards in our region, you will harvest apples based on their seasonality. We would further recommend looking at some guides as there are so many di�erent varieties and must be picked at di�erent times in the fall. For instance, ‘Granny Smith’ may not be ready

until the end of October while ‘Fuji’ may be mid-September. One way that I look to see if my apples are ready are to see what the orchards around me are picking and/ or their harvest calendars. This can give me a greater estimate of when my apples might be ready. If I am growing a variety not listed, you could see if there are similar varieties and estimate that way. Color could be used to indicate apple maturity. The skin color can at times be a good indicator of when the apple is ready. Of course, if your apple is a mixture of red and yellow and not one color solely, it may be hard to determine the readiness. The

ground color is where the skin of the stem is. When the apple matures, this color will go from green to a yellow. Yet again, this will be based on variety.

Orchards will commonly do a starch test. This is done by cutting the apple and dipping it into an iodine solution. An apple that is strongly purple is considered immature while mature apples that are ready will have a subtle blue-purple color on the edges. You can do this on your home orchard but know that it takes some practice to figure this out.

Travel, speed, and resource consumption

As our climate and political extremes intensify we ponder where civilization is headed. We thought our annual travel into Wisconsin north of Madison would give us time to discuss the climate extremes of fi res, floods, hurricanes, damaging winds, hail, droughts and rising sea levels, labor shortages and lack of skilled people to repair existing equipment and how they would impact the lives of current and future generations. Over the years we have discussed many ideas when we travel and some of them have led to articles for The Rock River Times.

Our expectations of having a discussion during a round trip of eight hours quickly ended when we entered the challenges of high speed travel on I39 headed north. The posted speed limits of 70 mph were soon exceeded as the mass of vehicles moved at speeds approaching 75 to 80 mph. With up to four lanes of tra�c a driver must keep an eye on the road and cars to both the right and left to assess where the next vehicle weaving in and out of tra�c might cut in sharply. They could be di�cult to spot at times as they appeared suddenly. At times a car would weave through tra�c

at speeds approaching 90 mph. Under such conditions a driver concentrates on personal survival while assuming other drivers hold a similar value.

We quickly recalled earlier thoughts we had discussed regarding the immense consumption of fossil fuel energy which powers high speed travel on major highways. Travelling over miles of concrete highways adds other energy dimensions which include energy and resources poured into making concrete and building and maintaining the roads as well as energy and resources involved in constructing and maintaining the cars themselves.

While a transition to electric vehicles has been justified on environmental grounds, changing just the fuel addresses only a portion of the environmental impact of existing personal vehicle based transportation.

When tra�c thinned and slowed down our thoughts shifted to Alberta’s suddenly announced seven month moratorium on the approval of new wind and solar projects of one MW or larger, equivalent to the average consumption of 160 Alberta homes.

The temporary moratorium was justified out of concern that the renewable

installations would consume prime agricultural lands and would be likely to disrupt the electrical grid, adding to the cost of electricity. Concern over the proposed federal legislation regarding potentially limiting the use of natural gas as backup to intermittent electrical production was also a factor in implementing the moratorium.

The ban raised the ire of interests supporting the transition to renewable energy. It hinders the transition in Alberta and will delay reducing emissions of climate changing gases. In 2022 roughly 87% of wind and solar installations in Canada was installed in the province.

Alberta has an abundance of oil, coal and natural gas. About 60% of electrical production in the Province is from natural gas according to a report from Energy Rates Canada.

The province is also home to the tar sands oil project, recognized as a major source of carbon emissions. It involves using steam heated with natural gas to bring the heavy oil out of the ground and mix it with lighter oils to be able to ship it via pipelines to further process it into gasoline and other petroleum products. Much of it is shipped to the United States and used to fuel vehicles travelling on

Interstate highways.

Critics of the renewable moratorium consider it an intrusion into the marketplace, which stands in marked contrast to what the fossil fuel industry experiences in Alberta. If the moratorium produces a balanced assessment of the renewable industry it could yield an approach similar to what was expected from the U.S. practices of environmental impact statements and the reports from the disbanded O�ce of Technological Assessments. Such assessments should be applied to all major projects and industries.

As we travel on the existing expressways, the sheer volume and speed of tra�c serve as clear examples of the unsustainability of the global economy. Beyond tra�c is the overall environmental destruction experienced in the form of extremes of climate: fi res, floods, hurricanes, damaging winds, hail, droughts, and rising sea levels.

While individual and community actions are important for local energy reforms, it is essential to push for appropriate state and federal policies focused on sustainable actions. The current economy based on mass consumption which is quickly sent to landfi lls or storage cannot lead to a sustainable society.
