Statewide effort planned to boost student math scores

As reading scores rebound, math scores remain below pre-pan- demic levels

SPRINGFIELD – Illinois education officials plan to launch a statewide initiative over the next several months aimed at boosting student performance in math.

State Superintendent of Education Tony Sanders made that announcement during a recent media briefing to unveil the most recent school report card. That annual report shows how individual schools, districts, and the state as a whole are performing across a wide range of educational measures, including academic performance in English language arts, and math.

“This will be the first-of-its-kind effort here in the state of Illinois,” he said. “As a state, we adopted new learning standards for math in 2010, but there’s never been a concerted statewide effort to provide support to educators in understanding and implementing these shifts in instruction.”

The new report, which is based on standardized tests students took in the spring of 2024, shows student scores in English language arts have fully recovered statewide from the hit they took during the pandemic.

More than 39% of all students scored at or above the state standards for proficiency in English language arts, including a record-high 41% for students in grades 3-8.

But in math, where proficiency rates have always been lower, overall scores remained troublingly low. Only about 28% of all students, and 28.3% of students

in grades 3-8, met or exceeded state standards for proficiency.

Math scores also continued to show disturbing gaps across racial and ethnic lines. Across all grade levels, 38% of white students met the state’s proficiency standard, compared to just 15.3% of Hispanic students and 8.9% of Black students.

Sanders cautioned against drawing overly broad conclusions from those numbers, noting that Illinois sets a relatively high bar for what qualifies as “proficient.”

The report card divides test scores into five broad categories, based on the state’s definition of “proficient.” The two highest categories are “met” and “exceeded” the standard. Below those are “approached,” “partially met,” and “did not meet” the standard.

But the dividing line that marks the “proficiency standard” in Illinois – what testing officials refer to as the “cut score” – is higher than it is in most other states, Sanders said.

“We frequently mislabel students who are actually college and career ready as not being proficient,” he said. “We have already begun the work to realign our proficiency benchmarks, to give us more accurate data, to better support our outcomes. You’ll see that effort unfolding over this coming school year.”

Sanders pointed to other elements of the report card showing improvement in the rate at which schools are preparing students for college or a career after graduation.

For example, the four-year graduation rate rose to 87.7% for the class of 2024, an increase of 1.5 percentage points from the pre-pandemic class of 2019.

The 2024 report card also showed fewer students being required to take remedial

math or English courses in community college after graduating from public schools in Illinois. That figure is 27.7% for the graduating class of 2022, down from 39.1% for the class of 2019.

“We have succeeded in reducing the number of students who have to take remedial coursework by implementing transitional math and English courses in high school statewide,” Sanders said. “Passing a transitional math or English course guarantees a student direct placement into credit-bearing courses at all community colleges and accepting Illinois universities without a placement test.”

Sanders offered few details about what would be included in the upcoming math and numeracy plan, except to say it would largely mirror the statewide literacy plan that the State Board of Education launched in February, a program he said was at least partially responsible for the increase in English language arts proficiency rates.

“The comprehensive literacy plan that we developed has been noted nationwide as being probably a model for how to approach literacy instruction,” Sanders said.

Every veteran is a story

One of the more interesting aspects of the Wisconsin Veterans Museum is its central theme: Every Veteran Is a Story. The museum endeavors to tell the collective, but also the individual stories of the soldiers from Wisconsin who have served in the United States Armed Forces from the Civil War until the present. While the focus of the Madison-based museum is meant to honor the service of Wisconsinites, the experiences of these men and women closely parallels those of veterans from other jurisdictions.

The museum is divided into three galleries, the first two contain permanent exhibits and a third, which hosts special exhibitions.

The permanent galleries are organized in chronological order, beginning in the mid-19th Century, with the Civil War. One of the first exhibits you’ll see introduces you to Col. John W. Jefferson, commander of the Eighth Wisconsin Infantry Regiment.

Col. Jefferson is indeed a story. He was born John W. Hemings in Charlottesville, Virgina in 1835. His paternal grandparents were Thomas Jefferson and Sally Hemings, one of Jefferson’s slaves at

Monticello. John Hemmings was born after his father, Eston Hemings, had been freed upon Thomas Jefferson’s death in 1826. Shortly after John’s birth, the family moved to Chillicothe, Ohio, where he grew up in a free Black community. In 1852, due to the dangers of being kidnapped after passage of the Fugitive Slave Act, the family moved to Madison, Wisconsin, used the surname of Jefferson, went into business and hid their ancestry. While in Madison, Jefferson operated a hotel along with other family members.

Jefferson served throughout the Civil War in fear that he would lose his commission if his ancestry was discovered. He was wounded in Vicksburg and at the Siege of Corinth. John never married or had children. During and after the war, Jefferson also worked as a newspaper correspondent. After the war, he moved to Memphis, bred horses, and became a highly successful cotton broker. Jefferson died in 1992 and is buried in the family plot in Madison’s Forest Hill Cemetery. He left a sizeable estate. Like his Presidential grandfather, Jefferson had red hair, gray eyes, and bore a strong resemblance to Thomas Jefferson.

The permanent collections contain many dioramas, each of which focuses on

a separate war or conflict. These attempt to give a sense of the conditions under which they were fought, whether it’s Civil War soldiers marching through a cornfield or fighting from a Huey helicopter in Vietnam. Artifacts and pictures from each theater are presented along with the dioramas.

The museum is quite comprehensive and even contains an exhibit on the Philippine War in the Early 20th Century. Sadly, the museum is running short of space, but it is making an admirable attempt to adequately cover more contemporary wars, such as the War on Terror and Operation Desert Storm.

John Jefferson isn’t the only veteran whose story is told at the museum. The museum has a permanent collection of over 2800 oral history interviews with veterans from World War I through the 21st Century. In addition, the museum has a database of Wisconsin veterans and their service record. Many stories of D-Day and Vietnam are found on the museum’s website.

The current special exhibit running through 2024 is called Souvenirs of Service, The Things They Kept. It contains memorabilia that soldiers have brought back from the battlefield. Over 400

enlarged pictures line the walls in this impressive, award-winning exhibit. One of these was of a soldier, John Costello, posing in front of the Eiffel tower. Other souvenirs range from Zippo lighters to artillery shells to pennants from places visited.

One of the most interesting souvenirs is an evening gown made from parachute cloth. Dick Steiner’s B-29 bomber plane was attacked over Japan. The crew managed to keep the plane airborne and bail out over Japanese-occupied territory in Eastern China. After being rescued by local Chinese farmers, Steiner mailed the parachute that saved his life to his wife, Majil in Eau Claire, asking her to make a dress for herself. Majil’s dress was completed in 1945. She had a portrait made of her wearing the dress and mailed it to Steiner in India. Steiner carried the photograph with him for the remainder of his tour.

The Wisconsin Veterans Museum is located at 30 West Mifflin Street on the western corner of Madison’s Capitol Square. The Museum is part of the Wisconsin Department of Veterans Affairs and is open Tuesday through Saturday from 10 until 5. Admission is free.

Who will replace Mitch McConnell as Senate GOP leader? It remains deeply uncertain

WASHINGTON (AP) — Senate Republicans vying to replace longtime leader Mitch McConnell have been crossing the country to campaign and fundraise for colleagues, making their final arguments before a consequential ballot the week after the presidential election. But their pitches are mostly behind closed doors, and most GOP senators won’t yet say which lawmaker they are backing.

South Dakota’s John Thune, McConnell’s current No. 2, and John Cornyn of Texas, who held that job before Thune, are the front-runners in the Nov. 13 secret ballot to replace McConnell. The Kentucky senator is stepping aside from the post in January after almost two decades as leader. The winner could steer the direction of the party for years to come and possibly become the next Senate majority leader if Republicans win enough seats in Tuesday’s election.

The outcome is, for now, uncertain.

Only a few Republican senators have publicly endorsed a candidate. Many say they are still undecided. The third senator in the race — Florida Sen. Rick Scott, who is dealing with his own reelection bid — could act as a spoiler. Another candidate could still jump in.

In many ways, “the two Johns” are remarkably similar, making the choice difficult for their colleagues. Both are well-liked and, in the mold of McConnell, lean toward the more traditional wing of the Republican Party. But both have also suggested they will try to move on from the McConnell era with a more open approach.

“I’m trying to find differentiation because they’re both great guys,” said Sen. Thom Tillis, R-N.C., who has worked closely with both of them.

The two men are also trying to distinguish themselves from McConnell by making clear that they support Donald Trump in this year’s presidential election. Like McConnell, they have both sparred with Trump in the past, especially after the Jan. 6, 2021, attack on the Capitol. But both Thune and Cornyn have talked to Trump frequently in recent months, attended campaign events and visited his Florida home.

Whether Trump wins, and if he endorses one of the contenders, could become a determining factor.

“I don’t know what he’ll do,” Cornyn said of Trump in September. “But this is

obviously an election between senators, and I think that’s where the voters are.”

Some of the former president’s strongest allies in the Senate are urging him to stay above the fray. Oklahoma Sen. Markwayne Mullin, who is supporting Thune, says he’s been trying to talk Trump out of an endorsement. Trump understands “the need to work with whoever the next leader is,” Mullin said.

Tillis suggested that a Trump endorsement could backfire.

“You have to be careful with the psychology of the Senate,” Tillis said. “We know each other very well, and we spend hours and hours together. It’s a fairly small club.”

Still, both Cornyn and Thune are keeping close to Trump. Cornyn met Trump on a trip to Texas in October and appeared at a rally in Nevada. Thune was at an event in August with Trump’s running mate, Ohio Sen. J.D. Vance.

Thune, who said after the Jan. 6 attack that Trump’s efforts to disrupt the peaceful transfer of power were “inexcusable,” told The Associated Press over the summer that he views their potential relationship as a professional one. If they both win their elections, Thune said, “we’ve got a job to do.”

Scott, meanwhile, is a longtime friend of Trump’s and has positioned himself as a strong ally. Scott traveled to New York to support Trump during Trump’s hush money trial. Trump could endorse Scott in the contest, potentially winning more votes for the Florida senator or giving him leverage to influence the race.

In addition to private meetings, both Thune and Cornyn have flown around the country to fundraise and campaign for their fellow senators.

Thune has made more than two dozen campaign stops for GOP senate candidates, and aides say he has raised more than $31 million for Senate races this campaign cycle, including a $4 million transfer to the Senate Republican campaign operation.

Cornyn has similarly gone around for candidates and poured money into Texas races. His aides emphasize his long history of fundraising for Republicans — more than $400 million during his 22 years in the Senate, his office says.

On policy, the two men are similar, voting generally in step with the conference but working with Democrats at times. Cornyn is a longtime member of the Senate Judiciary Committee who took a

leading role on bipartisan gun legislation two years ago. Thune worked across the aisle as a former chairman of the Senate Commerce, Science and Transportation Committee.

It’s unclear whether either could win support from the growing minority of Republican senators who battled McConnell in recent years as he championed Ukraine aid and criticized Trump. Many in that group voted for Scott when he challenged McConnell after the 2022 elections.

In a potential overture to that group, Cornyn has called for a conference vote on instituting term limits for the Republican leader. “I believe the Senate needs more engagement from my colleagues, and that includes the opportunity for any member to serve in leadership,” Cornyn posted on X in March.

Missouri Sen. Josh Hawley, a member of the more conservative faction, said he has not made a commitment in the race but wants to know how they would move legislation and work with Trump if he is president. “I think some of this will come into focus after the election when we know what we’re dealing with, we know what our caucus is going to be,” Hawley said.

Many in that group, including Scott and Utah Sen. Mike Lee, have pushed to take power away from leadership and empower individual senators. Lee has issued a series of candidate demands, but neither Cornyn nor Thune has so far shown interest in negotiating.

But both of them have signaled that they hear the complaints.

Thune indicated in the AP interview that he’s open to making changes to the leader’s role, but cautioned that he would not leave the position at the mercy of rank-and-file senators. He said he wanted to “empower our individual members or committees to do things through regular order” and open up the amendment process, but “I’m not going to make wholesale changes that weaken the leader position to where it’s just a free-for-all.”

Tillis suggested in September that it would be a deal breaker for him if any of the candidates engaged in deal-making.

“If you would be willing to weaken your position to satisfy a few votes, then you’re unfit to be leader, in my opinion,” Tillis said. “And I think most people think that way.”

Many retailers offer ‘returnless refunds.’ Just don’t expect them to talk much about it

It’s one of the most under-publicized policies of some of the biggest U.S. retailers: sometimes they give customers full refunds and let them keep unwanted items too.

Returnless refunds are a tool that more retailers are using to keep online shoppers happy and to reduce shipping fees, processing time and other ballooning costs from returned products.

Companies such as Amazon, Walmart and Target have decided some items are not worth the cost or hassle of getting back. Think a $20 T-shirt that might cost $30 in shipping and handling to recover. There are also single-use items, such as a package of plastic straws, that might be difficult to resell or medicines that could be unsafe to market again.

Analysts say the companies offering returnless refunds do it somewhat sporadically, typically reserving the option for low-cost objects or ones with limited resale value. But some online shoppers said they’ve also been allowed to keep more pricey products.

Dalya Harel, 48, received a return-free refund recently after ordering a desk from Amazon that cost roughly $300. When the desk arrived, she noticed it was missing some key pieces and would be impossible to put together, Harel said. She couldn’t request a replacement and have it within a reasonable time for the office of her New York lice detection removal service because the item was out of stock.

Harel, who routinely buys towels and other products from Amazon for her business, said her team reached out to the company’s customer service line. She was pleasantly surprised to hear she would get a refund without having to send back the desk.

“That’s one less headache to deal with,” Harel said. “It was really nice for us to not have to make an extra trip up to the post office.”

She used the desk pieces to create makeshift shelves in her office in Brooklyn.

A mysterious process

While the retail practice of letting customers keep merchandise and get their money back is not exactly a trade secret, the way it works is shrouded in mystery. Companies are not keen to publicize the circumstances in which they issue returnless refunds due to concerns over the potential for return fraud.

Even if brands don’t provide details about such policies on their websites,

returnless refunds are expanding in at least some retail corners.

Amazon, which industry experts say has engaged in the practice for years, announced in August that it would extend the option to the third-party sellers who drive most of the sales on the e-commerce giant’s platform. Under the program, sellers who use the company’s fulfillment services in the U.S. could choose to offer customers a traditional refund for purchases under $75 along with no obligation to return what they ordered.

Amazon did not immediately respond to questions about how the program works. But publicly, it has pitched returnless refunds more directly to international sellers and those who offer cheaper goods. Items sold in an upcoming section of Amazon’s website, which will allow U.S. shoppers to buy low-cost goods shipped directly from China, will also be eligible for returnless refunds, according to documents seen by The Associated Press.

In January, Walmart gave a similar option to merchants who sell products on its growing online marketplace, leaving it up to sellers to set price limits and determine if or how they want to participate.

China-founded e-commerce compa nies Shein and Temu say they also offer returnless refunds on a small number of orders, as does Target, the online shopping site Overstock and pet products e-tailer Chewy, which some customer said had encouraged them to donate unwanted items to local animal shelters.

Wayfair, another online retailer cited by some customers as offering returnless refunds, did not reply to a request for comment on its policies.

Deciding who is eligible - and when

Overall, retailers and brands tend to be careful about how often they let custom ers keep items for free. Many of them are deploying algorithms to determine who should be given the option and who should not.

To make the decision, the algorithms assess multiple factors, including the extent to which a shopper should be trusted based on prior purchasing – and returning – patterns, shipping costs and the demand for the product in the customer’s hands, according to Sender Shamiss, CEO of goTRG, a reverse logistics company that works with retailers like Walmart.

Optoro, a company that helps stream line returns for Best Buy, Staples and Gap Inc., has observed retailers assessing the lifetime value of a customer and

extending returnless refunds as a type of unofficial, discreet loyalty benefit, according to CEO Amena Ali.

The king of online retail appeared to verify the process works that way.

In a statement, Amazon said it offers returnless refunds on a “very small number” of items as a “convenience to customers.”

The company also said it’s hearing positive feedback from sellers about its new program that authorized them to tell customers they could keep some products and still be reimbursed. Amazon said it was monitoring for signs of fraud and setting eligibility criteria for sellers and customers. It didn’t provide additional details on what that encompassed.

Online shopping and the cost of returns

Some retailers also are stiffening the liberal return policies they long employed to encourage online orders. Shoppers who enjoyed making purchases on their computers or cellphones became accustomed to loading up their digital shopping baskets with the intent of returning items

rising inflation and labor costs.

Last year, U.S. consumers returned $743 billion worth of merchandise, or 14.5% of the products they purchased - up from 10.6% in 2020, according to the National Retail Federation. In 2019, returned merchandise was valued at $309 billion, according to loss prevention company Appriss Retail.

Last year, roughly 14% of returns were fraudulent, costing retailers $101 billion in losses, according to a joint report from the National Retail federation and Appriss Retail. The problem spans from low-level forms of fraud - such as shoppers returning already worn clothing - to more complicated schemes by fraudsters who return shoplifted merchandise or items purchased on stolen credit cards.

To deter excessive returns, some retailers, including H&M, Zara and J. Crew, started charging customers return fees in the past year. Others have shortened their return windows. Some shopping sites, such as the Canadian retailer Ssense, have threatened to kick frequent returners off their platforms if they suspect abuse of their policies.

However, retailers don’t all view frequent returners in the same way. Such customers could be seen as “good returners” if they purchase – and keep – many more items than they send back, Ali said. “Oftentimes, your most profitable customers tend to be high returners,”

The pawpaw tree, our largest native fruit tree, has seen a bit of a resurgence in interest the last few years at our University of Illinois Extension office. As backyard and commercial growers are looking to grow fruit trees, it has become one that many ask us about. While the trees can do well in our region, it is a fruit that I do encourage you to taste before you decide on planting.

ed areas of central and southern Illinois though more recent varieties are suitable for northern Illinois. Most all members of this plant family are in the tropics and the tree has a palm-like appearance to it. These trees reach maturity at about 15 to 20 feet and do well in partial shade to full sun.

One of the unique features of the pawpaw tree is their tiny, indiscrete flowers that appear before the tree leafs out in the spring. These 1-1 ½ inch flowers are maroon to purple-brown in color where they stay open for a month after emerging mid-April. These flowers give

off a scent similar to rotting meat which attracts their main pollinators of flies and beetles. You will probably not be able to smell this scent as it is fairly faint.

Fruits of the pawpaw are 3-6 inches long that appear in clusters of 2-9 on the tree. They have a creamy custard like texture with a flavor that reminds people of banana, papaya, mango, apple, or mixture of many of these. Their green skin is very soft which makes them unsuitable for long-term storage as they usually have a short-shelf life of 2-3 days.

Pawpaw fruit is best harvested when it falls from the tree. If you pick the fruit

from the tree, you may limit its flavor and sugar. When you cut open a pawpaw, you will notice very large black-brown seeds which are very difficult to remove from the fruit pulp. In order to have pawpaw fruit, you need two different varieties for proper cross-pollination. Some varieties that are recommended include ‘Convis’, ‘Davis’, ‘Overlees’, ‘Wells’, ‘Prolific’, and ‘Shenandoah’. By planting your pawpaw trees in spring 2024, you should have your first pawpaw fruit sometime in 2027. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Longer storage time for renewables with gravity storage

As the increase in intermittent renewable energy supplies continues to grow, there is an ongoing effort to expand energy storage capacity both for utility scale installations and smaller distributed solar systems commonly installed in homes and small businesses. At this time lithium ion batteries are dominating the marketplace and are capable of storing up to 4 hours of electricity. Depending how they are used the batteries can remain usable for up to15 years.

There are ongoing efforts to design storage systems that can store energy for much longer than 4 hours. One approach under development is known as gravity storage. A well-developed approach to gravity storage uses water in pumped hydro storage. It involves pumping water used to generate electricity back up behind a hydro dam to so it can be used later to generate more hydroelectricity.

A pumped hydro plant in Ludington, Michigan, began being constructed in 1969 to provide a backup system to supply electricity when it was needed. A basin 2.5 miles long and 1 mile wide and over 100 feet deep was dug to store water

pumped from Lake Michigan to fill the basin. Reversible pumps were installed on one end to the water body to bring the water into the basin and release it later to turn six turbines to generate electricity. If needed it could supply electricity for 8 hours meeting the needs of 1.4 million people.

The pumped storage system can also be considered gravity storage. Other gravity systems are being designed and tested using heavy weights that are lifted to higher levels using excessive electricity to be later lowered at a controlled rate in order to power generators to produce electricity when it is needed. Such systems can be designed into skyscrapers to provide additional power for use within the existing building to meet peak demand or provide electricity to the grid in case it is needed.

Another design envisioned consists of a building with a slowly rising horizontal rail system within it to pull up the weights up to reach highest elevation of the building and release them when additional electricity is needed. This design and the skyscraper designs could be installed in or near where stored energy would be of high value.

There are more sites for gravity energy

storage applications being considered. Such systems could be installed starting at the base of a mountain and move weights on a rail up a mountainside during times of excessive renewable energy supplies and released later to generate electricity to meet times when high level of electricity are needed.

Other sites are also under consideration for energy storage. Abandoned coal and metal mines already have deep shafts drilled into the ground, some of which could be developed to accommodate gravity storage systems. Weights positioned on top of preexisting mines and allowed to flow at a control rate deep into the ground could serve to generate electricity. When excessive electricity is available the weights could be pulled back up and be ready for use when high electrical demand occurs.

Gravity generators are estimated to remain useful for up to 60 years and could be designed to store electricity for 6 to 10 hours or much longer. The long life of the systems would offset their higher costs. Currently the costs of gravity based systems are double that of similar battery storage costs. Over time the costs of gravity based storage are expected to fall as they gain market acceptance.

Operating gravity storage systems relies on electrical production and if more comes from renewable energy sources reductions in carbon emissions will occur. As coal mines are closed down they too could be used for gravity storage plants. There are abandoned coal mines in Illinois which could be assessed for their potential for gravity storage sites.

A number of firms, notably Energy Vault and Green Gravity, are developing gravity based systems for the marketplace and are seeking prospective customers for their products. Energy vault has a close working relationship with China which announced its intention to install over 30 gravity based projects. Green Gravity has expressed particular interested in installing systems in abandoned coal mines. The success of these efforts will determine what role gravity storage can play in providing energy storage and accelerating the renewable energy transition.

Hopefully whoever becomes our next president will support the transition to cleaner energy sources and consider testing the potential of gravity based storage systems.
