City aims to replace police car fleet By Jim Hagerty ROCKFORD – The City of Rockford’s Finance & Personnel Committee, on Monday, gave the full city council the go-ahead to vote on a leasing plan that would provide the police department with 28 new squad cars this year. If approved, this year’s lease will be for $1.4 million. It is part of a five-year, $6 million vehicle replacement program. The city will spend $211,493 a year to repay the lease beginning in 2019. The city will own the vehicles at the end of the term. “Public safety is on the top of my list of priorities,” Mayor Tom McNamara said. “And I think it’s at the very top for the vast majority of Rockford citizens. Officers are looking forward to new vehicles because the vehicles they’ve been driving have had tremendous wear and tear.” The lease is a string of public-safety investments in McNamara’s first year. Since last May, aldermen have approved a

gunshot detection system, license-place reader, and surveillance cameras for high-traffic intersections. The department has purchased more drones, social-media monitoring software also increased its rank-and-file force to 300 for the first time in a decade. More dash cams are coming to the police department. The city has received a $200,000 grant from the Illinois Law Enforcement Training and Standards Board to purchase cameras for squad cars that are not being replaced under the new lease. The grant is a part of a statewide joint purchasing agreement. The committee agreed Monday to tap Springfield-based CDS Office Technologies to install the cameras, which will cost between $300 and $500 each. Twenty-four squad cars are currently equipped with dash cams. McNamara said despite the city’s budgetary constraints, public-safety investments were vital. And even though

reducing crime can be a slow process, those investments are already paying off. “What we are doing is really working,” the mayor said. “From 2016 to 2017, we reduced violent crime by 8 percent and property crime by 5 percent. And if you look at what we’ve done from January through April 2018 and compare that to January through April 2017, we’ve reduced property crime by 1 percent over that year and violent crime by 22 percent. This technology is allowing our officers the tools and resources they need to get to scenes and soon as possible and hold these (criminals) accountable. If you do crime in Rockford, you will be held accountable. Our No. 1 priority is to make sure we have safe homes, safe streets and ultimately safe neighborhoods and a safe city.” The five-year vehicle replacement program will also include ambulances, fire engines and public works vehicles. Prairie Street Brewing Company launches canned beer for off-site sales By Jim Hagerty Reporter

Area retail outlets will soon feature two locally brewed and packaged beers. Feather Eye Rye is a rye IPA, while Berry River Roll is a fruit-enhanced Kölsch. Both are brewed by Prairie Street Brewing Company and will soon be in regional grocery stores, liquor stores, restaurants and bars. “It’s kind of surreal, really, drinking beer you helped make out of a can,” Reed Sjostrom, co-founder and head of brewery operations, said, “We’re excited about this and we hope it makes a few customers happy along the way, too.” Berry River Roll contains no sweeteners. It’s all-natural, containing only blackberry and blueberry juiced added to the tank. It came out of a desire to make a classic summer beer, one Sjostrom called “refreshing and crushable,” perfect for sitting on a boat, lawn chair, or on the dock while “watching the river roll by.” Feather Eye Rye is a unique twist on a popular style in the challenging modern world of craft brewing. “IPAs are super popular, of course,” he said. “So, we wanted one of our first canned styles to be an IPA. But, we didn’t want to do just any IPA. Feather Eye Rye really showcases the ability of our brewers to make

complex beers. It shines up front with rye spice and a little fruit, then moves on to a velvety medium body in the middle and finishes with citrus, pine, and tropical and herbal notes. Feather Eye Rye is a product of our experimental Pilot Series and we could not be prouder of it.” The IPA won a gold medal in 2018 from tastings.com. The expansion is an outcropping of Prairie Street’s growth over the last seven years. The company sold 1,098 barrels of beer in 2015; 1,160 in 2016 and 1,250 in 2017, marking the first time since 1945 beer was brewed at a 200 Prairie St. “We will add another 400 - 500 barrels in 2018,” Sjostrom said of the company’s growth. “It’s all part of our desire to bring our brews to more people in the region, wherever they are. We want Prairie Street Brewing Company to be known as ‘”Rockford’s hometown beer.’” The historic downtown building was designed by Jonathan Peacock, an English brewer who immigrated to the United States and first brewed beer in Rockford in 1849. Illinois governor seeks to reinstate death penalty By John O’Connor AP Political Writer

SPRINGFIELD, Ill. (AP) — Eight years after Illinois abolished the death penalty, the state’s Republican governor on Monday proposed reinstating the punishment for mass killers and people who gun down police officers. Gov. Bruce Rauner tied the death penalty plan to gun restrictions favored by Democrats who control the Legislature — inserting it into legislation that lengthens the waiting period for taking possession of rifles or shotguns from 24 hours to 72 hours, and adding other limits on firearms possession. “I don’t believe that this is anything other than very good policy, widely supported by the people of Illinois,” Rauner said of the death penalty proposal while at the Illinois State Police forensic laboratory in Chicago. “These individuals who commit mass murder, individuals who choose to murder a law enforcement officer, they deserve to have their life taken.” The last execution to be carried out in Illinois was in 1999, before Republican

Gov. George Ryan issued a moratorium and later emptied death row, believing the system too fraught with mistakes to be tenable. Illinois had executed 12 people in the decades since the U.S. Supreme Court reinstated capital punishment in 1976, but 13 people had been freed because of questions about their guilt. Democratic Gov. Pat Quinn officially abolished the death penalty in 2011. Rauner, an unpopular first-term governor facing a tough road to re-election in November, used his amendatory veto authority to add capital punishment and other provisions to the gun bill, including a ban on bump stocks, the rifle-firing speed accessory used in a mass shooting in Las Vegas last year. He also proposed giving the courts the authority to take guns from people deemed dangerous. Democrats pushed back. Senate President John Cullerton of Chicago said in a statement that “the death penalty should never be used as a political tool to advance one’s agenda.” “Doing so is in large part why we had so many problems and overturned convictions,” Cullerton said.

Democrats have introduced several proposals to curb gun violence — in response not only to mass shootings elsewhere in the U.S. but also because of the Feb. 13 fatal shooting in downtown Chicago of police Commander Paul Bauer. The bill now goes back to the House. For Rauner’s plan to become law, the Legislature must approve his changes. If lawmakers do not act, the whole package will expire without becoming law. The Legislature could also vote to override Rauner’s changes and enact the original waiting-period language. Steve Brown, spokesman for House Democrats, said the first task will be to determine whether Rauner exceeded his authority. The Illinois Constitution says the governor may send a bill back “with specific recommendations for change,” and Democratic House Speaker Michael Madigan has repeatedly taken a narrow view of that power. Rep. Jonathan Carroll, a Northbrook Democrat and House sponsor of the original measure, would not comment Monday, saying he needed time to examine Rauner’s action.

Rauner’s proposal would allow a jury to impose the death penalty only in cases where someone is found guilty “beyond all doubt” — a higher standard than the constitutionally guaranteed “reasonable doubt” requirement for most criminal cases. He told reporters that would eliminate cause for concern, noting that “so many times, the person is caught in the act” or “there are multiple witnesses, and they’re fleeing the act.” But Robert Dunham, executive director of the Death Penalty Information Center in Washington, D.C., said Illinois is rife with examples of recanted eyewitness testimony and confessions beaten out of suspects by police. Dunham, whose organization is officially neutral on the death penalty but often criticizes its application, said a “beyond all doubt” standard would still be open to interpretation. “Illinois’ death penalty history showed how arbitrary and unreliable the death sentence was and how susceptible it was to official misconduct,” Dunham said. “Any suggestion that it should be brought back without a full public discussion and full public hearings is incredibly reckless.”

NIU Board of Trustees Approves AFSCME Collective Bargaining Agreement By Chase Cavanaugh WNIJ News

The Northern Illinois University Board of Trustees voted unanimously in favor of a collective bargaining agreement Thursday with AFSCME Local 1890. The five-year contract provides union members an immediate 3% wage raise and various job-related protections.

Barbara Andree is President of the NIU Operating Staff Council. She says the agreement makes up for stagnant clerical worker pay. “All other Illinois state universities’ clerical units have been unionized for a very long time and, if you look on their website, you’ll see that we are far behind them in wages for that reason,” she said.

However, Admissions Department employee James Lawson used the meeting’s public comment period to urge trustees to postpone their vote. He accused AFSCME of not providing enough time for union members to examine the agreement before voting on it May 1. “That room was loud, public, people were not allowed to see the contract, discuss it

with their families,” he said. The collective bargaining agreement will last for five years. It includes various job protections and more wage hikes in succeeding years. The collective bargaining agreement mostly covers clerical workers, but also a number of WNIJ staff members.

Same-sex parenting rights By George P. Hampilos, Esq. & Thomas C. Laye, Esq.

Same-sex marriage has been legally recognized in the State of Illinois since June 1, 2014, and became legal at the federal level on June 26, 2015. However, custody and visitation rules for same-sex couples with children vary from state to state. Our 2nd District Illinois Appellate Court recently affirmed the decision of Winnebago County Family Court Judge Joseph Bruce, who ruled that a local non-biological mother of a child born through artificial insemination has parental rights. In 2009, two women married in Iowa and purchased a house together in Rockford, Illinois. Several years later, the two of them decided that they would try to conceive a child through artificial insemination. Seven months after the birth of the child, the couple separated, and eventually divorced. Judge Bruce ruled that the non-biological mother was legally a parent of the child, even though she did not carry the child. The decision was appealed, and the 2nd District Illinois Appellate Court affirmed the trial court’s ruling based in part on the standards set forth in the following cases. In 2003, the Illinois Supreme Court ruled that an unmarried adult who consented to artificial insemination has parental rights. In re Parentage of M.J., 203 Ill. 2d 526 (2003). The Court reasoned that if an unmarried man who unintentionally impregnates a woman is legally obligated to support the child, then the same rule should apply to parents who intentionally conceive a child through artificial insemination. This ruling was later extended to same-sex couples when an Illinois Appellate Court held that if a nonbiological parent acted in such a way that demonstrated actual consent to the artificial insemination procedure and was actively involved in the child’s life, then he or she has parental rights to the child. The Court further stated that denying a nonbiological parent their parental rights would deny the child his or her right to the

physical, mental, and emotional support of two parents. In re T.P.S., 978 N.E.2d 1070 (5th Dist. 2012). Regardless of your stance on the issue, one thing is undeniably true: the expansion of the rights of same-sex couples adds variables which further complicate existing laws that were not written with current social “norms” in mind.

Divorce and college expenses

Under Illinois law, a non-minor child of divorced parents may be awarded sums of money out of the property and income of either or both parties for educational expenses. All educational expenses subject to any petition filed shall not be incurred after the student reaches the age of 23, except for good cause, but in no event later than the age of 25. Educational expenses can include: (1) actual costs of housing expenses, provided they do not exceed the cost of a double-occupancy student room, with a standard meal plan, in a residence hall operated by the University of Illinois at Urbana-Champaign; (2) the actual costs of the student’s medical expenses; (3) reasonable living expenses during the academic year and periods of recess; and (4) the cost of books and other supplies necessary to attend college. The student must maintain a “C” average, with exceptions given in the event of illness or good cause; be under the age of 23 years; not yet obtained a baccalaureate degree; and be unmarried. (750 ILCS 5/513) On May 4, 2018, in DuPage County, Circuit Court Judge Thomas A. Else ruled that the aforementioned statute on college expenses violated the equal protection clause and found the statute unconstitutional. The reasoning of the Court is that the law creates two classes of people: those who are married with children and not obligated to pay college expenses, and those who are divorced (or are not married) and may be obligated to pay college expenses. The Court continued to state that the creation of the two classes of people was done without

a rationale basis, a legal test used to determine whether the creation of two classes of people is constitutional. Judge Else’s ruling is contrary to a 1978 Illinois Supreme Court decision upholding the statute. The Judge based his contrary ruling on the fact that 40 years ago, divorce was substantially less common and a divorced couple was less likely to pay for the college of their child, whereas this is not necessarily true today. The consequence of the ruling remains to be seen, and is largely dependent on whether the decision is appealed. Nevertheless, the issue is certainly worth following.

A Florida woman was accused and arrested on May 8, 2018 for stalking an Arizona man she met on a dating website a year ago. The matchmaking website, Luxy, matches millionaires with attractive mates. She is alleged to have sent him 500 text messages a day after one date. Jacqueline Ades allegedly sent the Phoenix man a whopping 65,000 text messages, many of which went unanswered. In a jailhouse interview, Ades stated that she was “in love.” “I felt like I met my soulmate and everything was just the way it was... and I thought we would just do what everybody else did and just get married and everything would be fine. But that’s not what happened,” said 31-year-old Ades. Ades was arrested after she was allegedly found in the man’s bathtub in Paradise Valley, Arizona. The man spotted Ades on his home security cameras while he was traveling outside the United States. Officers said they found a butcher knife in her car, and charged her with threatening, stalking and harassment. “Loving him selflessly brought this information because everyone just wants to take,” Ades said. “But if you just give and you don’t stop giving, even if you don’t receive, you’ll all of the sudden receive a lot.” Some of the text messages included romantic overtures such as: “I want to wear your body parts,” while another read, “I want to bathe in your blood.” Ades is also quoted as saying, “When you’re finding love, not everything is perfect. This was a journey, and I want to apologize because no one would ever be more sorry.” The unidentified man was pre-warned. “I told him that if he ever blocked me on this app, that I would come move here,” the woman told reporters. “And he blocked me, so I came here.” Moral of the story... North Korea threatens to cancel US summit By Hyung-Jin Kim and Foster Klug Associated Press

SEOUL, South Korea (AP) — North Korea on Wednesday canceled a high-level meeting with South Korea and threatened to scrap a historic summit next month between U.S. President Donald Trump and North Korean leader Kim Jong Un over military exercises between Seoul and Washington that Pyongyang has long claimed are invasion rehearsals. The surprise declaration, which came in a pre-dawn dispatch in North Korea’s state media, appears to cool what had been an unusual flurry of outreach from a country that last year conducted a provocative series of weapons tests that had many fearing the region was on the edge of war. It’s still unclear, however, whether the North intends to scuttle all diplomacy or merely wants to gain leverage ahead of the planned June 12 talks between Kim and Trump. The statement was released hours before the two Koreas were to meet at a border village to discuss setting up talks aimed at reducing military tension along the world’s most heavily armed border and restarting reunions between families separated by the Korean War. The North’s Korean Central News

Agency called the two-week-long Max Thunder drills, which began Monday and reportedly include about 100 aircraft, an “intended military provocation” and an “apparent challenge” to an April summit between Kim and South Korean President Moon Jae-in, when the rival leaders met on their border and agreed to reduce animosity and set up more high-level exchanges. “The United States must carefully contemplate the fate of the planned North Korea-U.S. summit amid the provocative military ruckus that it’s causing with South Korean authorities,” the North said Wednesday. “We’ll keenly monitor how the United States and South Korean authorities will react.” A n nua l m i l it a r y d r i l l s b et we en Washington and Seoul have long been a major source of contention between the Koreas, and analysts have wondered whether their continuation would hurt the detente that, since an outreach by Kim in January, has replaced the insults and threats of war. Earlier — and much larger — springtime drills, which Washington and Seoul toned down, went off without the North’s typically fiery condemnation or accompanying weapons tests. Department emphasized that Kim had previously indicated he understood the need and purpose of the U.S. continuing its long-planned joint exercises with South Korea. State Department spokeswoman Heather Nauert said the U.S. had not heard anything directly from Pyongyang or Seoul that would change that. “We will continue to go ahead and plan the meeting between President Trump and Kim Jong Un,” Nauert said. Army Col. Rob Manning said this current exercise is part of the U.S. and South Korea’s “routine, annual training program to maintain a foundation of military readiness.” Manning, a Pentagon spokesman, said the purpose of Max Thunder and exercise Foal Eagle — another training event — is to enhance the two nations’ abilities to operate together to defend South Korea. “T he defensive nat ure of t hese combined exercises has been clear for many decades and has not changed,” said Manning. Washington and Seoul delayed an earlier round of drills in the spring because of the North-South diplomacy surrounding February’s Pyeongchang Winter Olympics in the South, which saw Kim send his

sister to the opening ceremonies. Kim told visiting South Korean officials in March that he “understands” the drills would take place and expressed hope that they’ll be modified once the situation on the peninsula stabilizes, according to the South Korean government. South Korea didn’t immediately make any official response to the North’s announcement. The North’s statement Wednesday comes amid a flurry surprising moves from the North in recent weeks. On Tuesday, South Korea’s military said North Korea was moving ahead with plans to close its nuclear test site next week, an assessment backed by U.S. researchers who say satellite images show the North has begun dismantling facilities at the site. The site’s closure was set to come before the Kim-Trump summit, which had been shaping up as a crucial moment in the decades-long push to resolve the nuclear standoff with the North, which is closing in on the ability to viably target the mainland United States with its longrange nuclear-armed missiles. ROCKFORD – Rockford’s St. Ambrogio Society celebrated its 100th anniversary this month. A public open house was held May 1 to celebrate the milestone. Club members and their families celebrated at a gala

Saturday, May 5, at their clubhouse at 802 Montague St. The club is the last remaining Italian social club in south Rockford. It was founded May 1, 1918, as a club exclusive to immigrants from Ferentino, Italy, Rockford’s Sister City. The first club meetings were held in homes near St.

Anthony of Padua Parish at 1010 Ferguson Street. The St. Ambrogio Society purchased Americanization Hall, building that originally adjoined the church at 1010 Ferguson Street. The structure was then placed on wooden rollers and pulled by horses to its present location.

Today, the club is open to all people and cultures. It offers a Friday fish fry and pasta nights that are open to the public and a host of activities like bocce leagues and an active ladies auxiliary. R.

Walgreens, America’s pharmacist, got its start in Illinois By Christopher Placek cplacek@dailyherald.com

A pharmacist at Walgreens for 37 years, Joel Karlinsky might often see people on their worst days, coming to him for antidotes to their health maladies. But in providing a helping hand and friendly smile, Karlinsky formed a bond with his customers. One regular appreciated the service so much that he had an engraved Montblanc pen made for Karlinsky with the pharmacist’s name on it. “I tried to go out of my way to be nice to them,” said Karlinsky, now retired, who for a time managed the pharmacy at a Walgreens near the company’s Deerfield headquarters. “Customer service goes a long way. Everybody fills the same prescriptions, but if you’re providing them with a friendly, knowledgeable individual, that gives them a level of service above and beyond.” That pharmacist’s personalized touch mirrors the 117-year-old company’s origin story, when founder Charles R. Walgreen Sr. and colleague Arthur C. Thorsen personally greeted each customer who came to the door of their modest 20-by-50-foot pharmacy on Chicago’s South Side. Some customers also called in their orders to Walgreen. He famously tried to keep the person on the phone long enough to give his assistant Caleb Danner time to gather the requested items and personally deliver them. Company historians have coined it the “two-minute drill.” “He was bringing a new level of customer service to the industry,” said Michael Polzin, a longtime Walgreens spokesman. “It was one of the things he focused on early on.” Walgreen, born near Galesburg, moved to Dixon with his family as a child. At 16, he got his first pharmacy job, working for Horton’s Drugstore, where he earned $4 a week. He quit after a year and a half, but continued in the pharmacy business, working for several pharmacists after arriving in Chicago in 1893. Walgreen ended up at Isaac Blood’s drugstore inside Barrett’s Hotel at the corner of Cottage Grove and Bowen avenues. In 1901, Blood sold the store to Walgreen for $6,000. It took Walgreen years to pay off a loan he needed to make the purchase. Walgreen became an innovator, taking what had been a dimly lit drugstore and installing bright lights. He widened the aisles and started selling items uncommon for pharmacies at the turn of the century, like pots and pans.

Photo courtesy of Walgreens Walgreen, like other pharmacists, introduced the soda fountain to his stores, but he kept his open year-round, serving his wife Myrtle’s homemade specialties, like chicken, tongue and egg salad sandwiches, bean and cream of tomato soup, and cakes and pies. In 1919, Walgreen had 20 stores, which a decade later grew to 525. Company historians have attributed Walgreens tremendous growth in the 1920s to the popularity of the malted milkshake, invented by soda jerk Ivar “Pop” Coulson in 1922. Coulson added vanilla ice cream to the common malted milk drink, which consisted of milk, chocolate syrup and malt powder. Daniel Okrent, in his book “Last Call: The Rise and Fall of Prohibition,” suggests the store also benefited from alcohol sales during that time, because pharmacies were allowed to sell booze for medicinal purposes. It was in the 1950s when Walgreens entered the modern retail era, with the introduction of self-service stores. Until then, clerks working behind counters retrieved goods off shelves for customers. By the 1980s, the company was building more and more stand-alone stores instead of those in strip malls or attached to other retailers. By the next decade, the company started building drive-through pharmacy lanes.

Expansion has continued in recent years: in 2010, Walgreens acquired New York-based pharmacy chain Duane Reade; in 2014, it merged with Switzerland-based Alliance Boots, and in 2017, it got regulatory approval to purchase about 2,000 Rite Aid stores. With that addition, Walgreens will have about 10,000 locations in the United States. So how can a chain that’s become America’s pharmacist maintain its personal touch? “It was so important to Charles Walgreen Sr. to make that connection with his customers,” says Polzin, the company spokesman. “I think that

carries through today, too. “Obviously, we’re a much, much bigger retailer and pharmacist than we were back then, but we still want to provide that care to each individual that comes into our stores.” Daily Herald reporter Christopher Placek can be reached at cplacek@dailyherald.com. Race is on to set up Europe’s electric car charging network By David McHugh AP Business Writer

MUNICH (AP) — Charging an electric car away from home can be an exercise in uncertainty — hunting for that one lonely station at the back of a rest-area parking lot and hoping it’s working. In Europe, some of the biggest automakers are out to remove such anxieties from the battery-only driving experience and encourage electric-vehicle sales by building a highway network of fast charging stations. The idea is to let drivers plug in, charge in minutes instead of hours, and speed off on their way — from Norway to southern Italy and Portugal to Poland. Much is at stake for the automakers, which include Volkswagen, BMW, Daimler and Ford. Their joint venture, Munichbased Ionity, is pushing to roll out its network in time to service the next generation of battery-only cars coming on the market starting next year. They’re aiming to win back some of the market share for electric luxury car sales lost to Tesla, which has its own, proprietary fast-charging network. Despite a slower-than-expected start, Ionity CEO Michael Hajesch told The Associated Press in an interview he’s “confident” the company will reach its goal of 400 ultra-fast charging stations averaging six charging places each by 2020. The idea is “to be able to drive long distances with battery electric vehicles, across Europe and to have the same experience at each station, meaning a very easy and comfortable customer journey,” Hajesch said, speaking at the compa-

ny’s Munich headquarters near the 1972 Olympic stadium. The idea is to break electric cars out of the early adopter niche, in which they are charged slowly overnight at home and used for short commutes. “The sites we are looking for are really the A-sites,” he said, “directly at the autobahn. Not down the road, not driving five kilometers into the next industrial area and finding a charging station somewhere, without light, or any amenities around, but right at the autobahn.” “If you’re going from Hamburg to Munich, because it’s a weekend trip to friends, typically you do not have much time,” he said. So what counts will be “the speed of recharging your vehicles, and at the same time finding maybe some amenities: maybe a coffee, getting a newspaper or whatever.” Ionity opened its first station April 17 at a rest stop off the A61 highway near the small town of Niederzissen, 50 kilometers (30 miles) south of Bonn in western Germany. The six high-speed chargers are operating in “welcome mode,” meaning they’re free until May 31. After that, Ionity plans to charge for the power, which it seeks to obtain from renewable sources. Ionity has agreements for some 300 sites, working with fueling station and rest stop landlords. The average distance between stations will be 120 kilometers (75 miles). More charging availability is what it will take to get an environmentally aware car buyer like Rainer Hoedt to choose a battery-only vehicle. The 58-year-old Berlin geography teacher is a proud owner

of a Mitsubishi Outlander, a plug-in hybrid that combines internal combustion with a battery he can charge overnight. The battery-only range of 50 kilometers (30 miles) lets him drive emissions free for daily trips at home. But a family vacation of more than 200 kilometers (120 miles) to the Baltic Sea was a different story. Hoedt had to drive on internal combustion before finding a lone charging station as he approached his destination, using the goingelectric.de website. “It was right next to the highway, there was one charging station and we were lucky that it was free,” he said. But he couldn’t find a charging station he could use by the seashore. On the way back, he was able to charge at a rest stop, but only by asking a non-electric car owner to move his vehicle away from the lone charging pole. A battery-only car might never have made it home. And he couldn’t use one to visit his cousin 650 kilometers (400 miles) away in Rosenheim. “I looked at the option... The infrastructure is still so bad, I just don’t want to risk that I get stranded,” he said. “Once the infrastructure gets better, that might be my next car.” Tesla has shown how charging infrastructure can drive vehicle sales. It has 1,229 stations with 9,623 fast chargers in Europe alone, where it has cut into Mercedes and BMW’s sales of luxury cars. But it has its own proprietary plug. Ionity is using the CCS plug backed by the European Union as a common standard for all.

In both the U.S. and Europe, the situation is roughly similar: More chargers available in jurisdictions where government strongly backs electric vehicles, such as California, Norway or the Netherlands. Elsewhere, chargers get can harder to find for long stretches along rural highways. Volkswagen, which agreed to invest in low-emission driving to settle charges it cheated on diesel emissions, is building 300 highway charging sites in the U.S. by June 2019 through its Electrify America unit. Japan has 40,000 charging points, exceeding its 34,000 gas stations, according to Nissan — but many of those are private garages. Ionity is counting on the large 350-kilowatt capacity of its publicly available chargers — almost three times the 120 kilowatts per vehicle of Tesla’s Superchargers. No car currently on the market can make full use of 350 kilowatt charging capacity. But they’re coming: in 2019 Porsche plans to introduce the Mission E. Porsche says that the sleek, low-slung sports car will take 15 minutes to charge for 400 kilometers (250 miles) more driving. Tesla and its founder, Elon Musk, “showed it’s not enough to just build electric cars” without also building charging infrastructure, said Ferdinand Dudenhoeffer, director of the CAR Center Automotive Research at the University of Duisberg-Essen. The automakers “are late, but it’s better than it was... it remains the case that without Elon Musk the carmakers would not have realized this,” he said.

Catching up with former Fierce Heart guitarist Rex Carroll By Todd Houston Contributor

Let’s face it, if you lived through and survived the 1980s you deserve some kind of an award. Period. If you not only survived the 1980s but also made it out with your dignity intact? We’re now talking Starbuck’s gift card, inscribed watch and maybe one of those creepy, reissued Teddy Ruxpin bears. Former Fierce Heart lead guitarist Rex Carroll survived the decade of decadence. The decade that should have made him and his band household names. Yes, his guitar playing was and still is that good! We caught up with Rex just before The Fierce Heart reunion show earlier this month to see how it all happened or, uh, didn’t quite happen as it were. Rockford Rocked Interview: I understand that Fierce Heart was put together sort of by accident. Weren’t you originally wanting to audition for Whitesnake when that whole thing came together? Rex Carroll: Well, in 1982 I contacted the Mirage/Atlantic record label. I read that Whitesnake had fired both of their guitar players and was looking for somebody new. I wrote a letter, included a cassette tape of myself playing a straight 12-bar blues pattern and simply mailed it to the address on the back of the album. Three or four weeks go by and Jim Delehant who ran the A&R department of Atlantic calls me on the phone; I completely freaked out! My hand started shaking uncontrollably and I dropped the phone to the floor; I’m surprised it didn’t shatter into a million pieces. He told me that David Coverdale already had his man, (some guy named John Sykes, laughs). But in his words, “why don’t we put together a band around you?” RRI: From reading previous interviews and stories it sounds like Jim Delehant took you under his wing. RC: Yeah, He was very generous with his time, and would frequently mail vinyl albums to me of Albert King and Gary Moore with explicit instructions on the exact licks he wanted me to study. I don’t know what he saw in me, but I would mail my songs to him and he would critique my playing and give me songwriting pointers as well. RRI: Vocalist Larry Elkins sounded so damn good on the Fierce Heart album! Sort of like David Coverdale and Steve Marriott on steroids! How was it that you found him? RC: First off, I couldn’t seem to find a singer, and I was having nightmares about it. I thought I might lose my chance. Then a guy named John

Douminian contacted Jim about a vocalist he had discovered (Larry Elkins). John had spent the previous decade managing Humble Pie, and then Peter Frampton. He came to Jim and said “what should we do with this singer?” and Jim suggested he’d be a perfect fit with me. The bass player on the FH album is a great Chicago area guy named Tom Heslin. After all these years Tom and I are still friends! RRI: In the early ‘80s you had bands like Ratt, Motley Crue and Twisted Sister coming up. Was there ever any pressure to sound like what was coming out of Los Angeles at the time either by Delehant or anyone else? RC: Mr. Delehant became our producer and hired a hot shot up-and-coming young guy to be the engineer and co-producer of our record. He had a strange sounding name, Chris Lord-Alge. Back in those days Chris played everything at about 115-120 db all day long, and every, single, day, the UPS truck would show up with new speakers to replace the studio monitors that Chris had blown up the day before. (No problem…it all went on our studio bill!) My ears were splitting open continually, but I was green, just a dumb kid from the suburbs dropped into Times Square in the summer of 1984 and trying to keep up and I didn’t know any better. Chris’s younger brother Tom Lord-Alge was also in the studio with us every day, as Chris’s assistant engineer. The thing that’s amazing to me about Chris, both then and now, is, he simply doesn’t care about anybody else’s opinions. He’s not impressed by how big your record label is or what band you’re in or any of that, he just makes the music sound the way he wants it to sound, and that’s that. And, he’s got a way of looking you in the eye and practically daring you to even think about disagreeing with him. (Laughs) RRI: This is getting interesting! Your guitar playing is top notch and you certainly fit right in with the guitar heroes of the era so there was no problem there. In your mind why wasn’t the Fierce Heart release a major hit? You had all the elements and ingredients for a gold album. RC: Our record finally came out in 1985 and almost didn’t quite work out. Of course, there are multiple reasons when a record or a band ends up not working. I’ve identified several reasons in the case of Fierce Heart. One thing that has been acknowledged by all parties as a mistake was the extreme over-use of the Fairlight drum computer. In 1984 the Fairlight was a primitive drum machine with a price tag of about $160,000. Compare that to

today when your $900 Apple laptop ships with thousands of drum loops already installed for free with Garage Band (laughs). And there were other things, too. To put it mildly, Larry Elkins the singer, and myself, famously did not get along. That’s a whole other story. Eventually Larry went back to Virginia, and Robert Reynolds became the lead singer. RRI: I want to touch on the Christianbased bands King James, Rex Carroll Band and Whitecross. Sometime after Fierce Heart you became a full fledged Christian, giving your life to God. Tell us more about how that happened and why if you would. RC: Actually I was “full-fledged Christian” as you say, since I was 17. I always loved bands like Black Sabbath, as they say themselves, their songs are a “warning against evil” to quote Geezer Butler. And that’s totally cool, I was a huge fan. I still love the song ‘War Pigs’. But, I wanted to take it one step further. I always thought it would be awesome to see a band go one more step and actually give God his due. So, myself and several other people around the country had the same idea at approximately the same time and next thing you know, bam! Here’s this new style…all these bands writing positive messages and giving God his due praise. So, for lack of a better handle, it got labeled as “Christian rock”

and that explains Whitecross (which often got compared to RATT) and King James. The Rex Carroll Band, by the way, is actually a mainstream blues/rock band. In my alternate reality. (laughs) I love Stevie Ray Vaughan, Freddy King, Albert King, Gary Moore, and all the great blues players so from time to time I also like to get in to those musical areas. RRI: Be honest. Have any of your bands ever played Rockford? RC: I had a cover band in 2015/16 that played in Rockford a few times but that’s all. (laughs) RRI: On May 4 Fierce Heart reunited to play at Melodic Rock Festival at the Home Bar in Arlington Heights, IL. What are you thoughts on this reunion and who put it together? At the time of this interview, that gig is now completed and my hats off to Andrew McNiece for putting it on, my FierceHeart record label AOR Blvd Records for getting us in, and the fans for coming out. For me personally, it was truly amazing! I loved playing with the Fierce Heart guys, what an amazing band! We made great connections to the audience and I got to meet a lot of great people. And at the end of the day, that’s what it’s about anyways – people coming together over a shared love of music. I was happy to be there Todd, and happy I got the chance to do my part. R. Every spring ad buyers gather in New York as broadcast and cable networks – and now streaming services, too – throw star-studded presentations to reveal their fall lineups. It’s also when a lot of casts and crews of current series learn whether or not they’ll have jobs to return to. It’s a nerve-wracking time for fans, too. Last week, Fox announced their critically-praised Andy Samberg police comedy Brooklyn Nine-Nine wouldn’t be returning. Fans were outraged. By the next day NBC proudly proclaimed it had picked Brooklyn Nine-Nine up for sixth season. Fans rejoiced. Timeless fans faced a similar ordeal

during last year’s upfronts when NBC canceled the time-travel series (co-executive produced by Rockford’s own Shawn Ryan) only to reverse their decision a day or two later. Unfortunately, this year Timeless is again on the brink of cancelation again despite being a critical darling with a massive social media following (the show’s super fans have dubbed themselves Clock Blockers). It’s a good thing NBC’s Entertainment Chairman Bob Greenblatt (also originally from Rockford, believe it or not) decided to hold off on deciding whether to renew or cancel Timeless – and NBC’s bubble show, the comedy Champions – until the season has concluded. Why is that good? Because Sunday night’s two-hour season finale of Timeless

trended #1 on Twitter and the overnight ratings showed a slight uptick from the previous week. The figures could go up a bit once the +3 ratings are in. By the time this column runs, the fate of Timeless may already be sealed. Hopefully with a renewal, because the odds of reversing cancellation two years in a row are pretty steep, even if the fans had a time machine. In this day and age, few shows are safe from cancellation unless they constantly win their time slots. Even then, some might still be at risk of cancellation, especially if a big production budget is involved, as with ABC’s Agents of S.H.I.E.L.D., which as of now is still on the bubble. For networks, programming is a numbers game, and ratings comprise only

part of a complicated equation. Audience demographics factor into how much ad revenue a show can command, the costs of acquiring or producing a series are considered, and even social media activity can be taken into account, because all of the tweets, shares, and likes from fans are essentially free promotion. Once programming executives have all of the numbers for all of the shows, they have to figure out which combination of series will appeal to the network’s audience, fit in the schedule, and work within the network’s budget. It’s a harder job than most fans realize. Sure, networks want good, entertaining shows, but the bottom line is always the bottom line. R.

Margot Kidder, Lois Lane in the ‘Superman’ franchise, dies By Andrew Dalton

LOS ANGELES (AP) — Margot Kidder, the Canadian actress who starred as a salty and cynical Lois Lane opposite Christopher Reeve in the “Superman” film franchise of the 1970s and 1980s, has died. She was 69. Kidder’s manager Camilla Fluxman Pines said she died peacefully in her sleep on Sunday. Police in Livingston, Montana, said in a statement that officers were called to Kidder’s home, where they found her dead. An autopsy will be performed to determine the cause, but no foul play is suspected. “Superman,” directed by Richard Donner and released in 1978, was a superhero blockbuster two decades before comic book movies became the norm at the top of the box office. Makers of today’s Marvel and D.C. films cite “Superman” as an essential inspiration. Kidder, as ace reporter Lane, was a salty, sexually savvy adult who played off of the boyish, farm-raised charm of Reeve’s Clark Kent, though her dogged journalism constantly got her into dangerous scrapes that required old-fashioned rescues. Kidder had many of the movies’ most memorable lines, including “You’ve got me?! Who’s got you?!” when she first

encountered the costumed hero as she and a helicopter plunged from the top of a Metropolis building. Marvel Studios President Kevin Feige called the moment “the best cinematic superhero save in the history of film” at an Academy of Motion Picture Arts and Sciences event honoring Donner last year. Kidder and Reeve were relative unknowns when they got their leading parts in the first of the films in 1978, which also included big names Gene Hackman and Marlon Brando. Kidder and Reeve went on to star in three more “Superman” movies, the fourth and last in 1987. She spent the last decades of her life living in Montana and engaging in political activism, including protesting the U.S. military action in Iraq. Kidder was born in Yellowknife, Canada, and graduated from a Toronto boarding school before pursuing acting. She dated then-Prime Minister Pierre Trudeau in the 1980s, calling him the “love of my life, my true love” in her radio interview last week. For those who garden, the last thing you want to see occur is disease. Youâ&#x20AC;&#x2122;ve spent a considerable amount of time starting your seeds, enhancing your soil, and taking care of your plants to then have disease move in and destroy the plants can be devastating. There are some steps that you can take before your season to hopefully prevent disease from occurring this season and the next. Before I discuss prevention, you need to understand what fruit/vegetable plant diseases are. Diseases are caused by mainly bacterial or fungal pathogens. Each disease has a pathogen that causes it. For instance, Late Blight, a serious disease on tomatoes, potatoes, and others, is caused by Phytophthora infestans. For disease to occur, the pathogen, a host/plant, and environmental conditions must all be present. Seasonal conditions also dictate pathogen levels. Each pathogen favors certain conditions such as cold, hot, dry, and/ or wet weather. Pathogens have many ways of moving into the garden. Water, air, soil, in the mouths of insects, and combinations of these channels are how pathogens move. Disease prevention practices includes crop rotation, cleaning tools, avoiding wet conditions, watering plants during

the day, using disease resistant varieties, among other methods. Crop rotation is an easy strategy that can keep soilborne pathogens from attacking the plants if you rotate out of a different family season to season. You should remove any dried soil on your garden tools before using them this season as pathogens may be present in the dried soil. This includes tomato cages. If there has been significant rain and your plants are wet, you should avoid working with them as you may be moving pathogens with the tools you use. Watering your plants in the morning is recommended as it allows for wet leaf foliage to dry out. If you water in early evening, the wet foliage sits in the dark and is more likely to spread disease. If you have yearly problems with disease, there are disease resistant varieties of vegetables available. As much as you can put these practices into action, they cannot always prevent disease completely. There are environmental conditions that are out of our control. Still, these practices can set you down the right path for disease prevention and a successful harvest. R. As renewable energy installations are set to substantially increase in Illinois, they are seen as only a partial solution to the challenge of climate change to our economy, the health of the planet and human well being. While the current Trump administration prefers to continue expanding our heavy reliance on fossil fuels, a report from the U.K. prepared by Anouk Honroe addressed the topic of decarbonizing heat in Europe and considers the options available to them. Common climate reduction strategies include using renewable energy, substituting electricity for fossil fuel consumption in buildings and industry and expanding the use of electric vehicles. Much of the content of the report holds implications for the United States including Illinois. Decarbonization efforts globally have primarily focused on electrical production and improved energy efficiency. Those targets have limited impacts on the lives of the public as existing appliances can continue to be used until their useful lives have ended. Government subsidies have helped accelerate the acceptance of more efficient appliances. Electricity has served governments around the globe as the initial target for carbon reductions and low carbon electricity could serve to further cut emissions. Decarbonization can be achieved by using electricity or hydrogen with carbon capture and storage. In order to cut carbon consumption by 80 percent by 2050 in Europe heating and transportation consumption needs to be more aggressively addressed; they may have to approach zero carbon emissions by 2050. By insuring high levels of insulation and using either air source heat pumps or ground source heat pumps much

of the heating demand could be met. Heat pumps could also serve air conditioning needs electrically. Using this combination is technically feasible but has high up-front costs which would require government subsidies to gain wide acceptance. Depending on the price of natural gas convincing customers to abandon its use could prove difficult. Natural gas also has the advantage of being able to be stored in large volumes at low prices in order to meet high heating demands associated with cold weather. According to the report storing natural gas in underground reservoirs costs about 30Â˘/kW to develop while developing battery storage currently costs about $200/kW to develop; creators hope to reduce that to $100/kW. Current battery storage capacity is limited to short term service and is unable to meet seasonal demands. With a dramatic increase in the number of electrical vehicles it is thought that much of the needed capacity for additional electrical storage could come from them. Another potential source of additional electrical output could come from fuel cells producing electricity from hydrogen gas via electrolysis. While the electrical solution is generally accepted as the most appropriate one, the author calls for a hydrogen demonstration project involving electrolysis along with carbon capture and storage to assess its technical and economic feasibility. The hydrogen solution has been studied including a detail study of the city of Leeds in England to assess whether it would be practical to convert it to hydrogen. The author believes the studies indicate hydrogen could be a feasible solution and the concept should be implemented, If a demonstration project is successful, it would provide another approach to decarbonize heat with global implications. THERE IS A NEED FOR NEW PHYSICAL THERAPY EQUIPMENT

ILESTONE’s mission is to help each Individual reach their fullest potential and live as full a life as possible. Our Interdisciplinary team includes both physical and occupational therapists and a PT/OT program is designed for each Individual to meet their needs. Many times rehabilitation therapy is needed after an extended hospital stay, and can keep a person ambulatory. Chris’ family gained first hand knowledge about the difference a strong PT/OT department can make after she returned to MILESTONE after an extended hospital stay. Before she had to go to the hospital Chris was able to walk, but after a month of being mostly bedridden she returned to Milestone non-ambulatory. With guidance, work, time and care from the PT/OT team, she was able to regain the ability to walk with the same level of assistance as before she entered the hospital. Jill Morgan, MILESTONE’s PT/OT coordinator, says, keeping our individuals ambulatory and mobile for as long as possible is entirely essential to their overall health. Weight bearing stimulates bone strength, range of motion exercises, active or passive promotes circulation, stimulates the bowels and keeps their joints fluid and the 1 on 1 attention gives them comfort and stability. Without PT and OT our individuals health would deteriorate at a more rapid rate, according to Morgan, who adds, osteoporosis, constipation and contracture of muscles and fusion of bones would occur more rapidly and more quickly interfere with our ability to care for them. Their quality of life would seriously decline. Providing and supporting what limited mobility many of our individuals have is truly as vital and valuable as any treatment or medication. But in order to do this equipment is needed, everything from walkers, to air pressure and orthotic splints, custom molded shoes, versiform cushions and walking belts. There is currently a need for standers, along with gravity, the standers help stimulate bone growth and helps maintain bone strength. The straightening and stretching of the leg mucsles and tendons also help an Individual maintain lower extremity mobility allowing for better personal care and aiding in the potential for ambulation. The change in perspective (going from sitting to standing) stimulates brain activity, and visual motor and proprioceptual skills. Our current standers are over 20 years old and we need additional ones. CHICAGO (AP) — Nobody expected 5-foot-9 Ozzie Albies to be among the major league home run leaders. Same with the Atlanta Braves’ rise to the top of the NL East. They’ve made a believer of Cubs manager Joe Maddon. Albies hit a leadoff drive for his 13th homer, Jose Bautista connected for a threerun shot and the Braves held off Chicago 6-5 on Monday. This time last year, Mike Glennon was the toast of Chicago. The man everyone at Halas Hall believed in. Okay, that’s not true. But the Bears sure acted like they believed in Glennon as their quarterback, for as much as everyone else wasn’t convinced. Everyone else was rightfully, frustratingly focused on Mitchell Trubisky taking the mantel, a decision that took much longer than it should have. If all goes according to plan, the blip of drama concerning Trubisky and Glennon in the 2017 off-season is wiped from memory. Nobody remembers that the Bears anointed the ineffective Glennon over Trubisky if Trubisky pans out. The fact of the matter is, no one remembers that Glennon kept Trubisky sidelined, even if the young quarterback doesn’t live up to snuff. What a difference a year can make. Going into his second season as a starter with limitless pressure on him to shine, Trubisky enters 2018 as the unquestioned face of the Bears’ franchise for the first time. Unlike with Glennon, the Bears have pushed very remaining chip they have on Trubisky becoming a superstar and the type of quarterback that can make them contenders. There are no developmental stars in the pipeline. Chicago isn’t drafting a quarterback any time soon. This is it. It’s Trubisky or bust: the way it should be in an organizational hierarchy. This is fresh territory at the NFL level for Trubisky, but not something he isn’t wholly unaccustomed to. After all, it took two years for Trubisky to eventually start in college at North Carolina. That was part of the reason some had concerns about drafting him due to a limited sample size of 13 starts in college. Now famously, Tar Heels head coach kept Trubisky benched in favor of the effective Marqise Williams. Every now and then, Trubisky would get to shine in relief, but he was never offered the full opportunity to take the helm. No one could have predicted the quarterback throwing 30 touchdowns to just six interceptions in his first year as a college starter. That includes Fedora, who defended his decision saying that “no one knew he was gonna blow up like he did.” In many ways, perhaps this was the ideal for Trubisky. Gestating in college allowed him to self-motivate. To use his detractors’ criticisms as fuel to get better. To be prepared for the moment, much like his much shorter but similar

experience with the Bears. Yes, Williams did play better than the objective failure of Glennon’s short-lived tenure, but the similarities remain. Trubisky had to wait. And he never showed signs of incessant impatience. As the Bears toyed with an inept Glennon that generally struggled to move the ball in the 2017 preseason, and had 10 turnovers in four September games: you never heard a complaint from Trubisky. Just professionalism and support for the man in front. “I think it’s more of how I can make myself better each day, how I can be the best version of me and how I can make the people around me better,” Trubisky said once he began to receive first team starting reps last August. “That’s one of the things I can control and I’m just focused on what I can control: my effort, my attitude.” This was a young quarterback that wasn’t going to count his chickens (or Bears) before they hatch. The past had taught him this patience. Trubisky bid his time and polished his craft, as cliche as it sounds. Moving forward, and with ironically 12 pro starts under his belt (to those 13 in college) Trubisky doesn’t have to stay quiet. The Bears under general manager Ryan Pace and head coach Matt Nagy have done everything in their power to give their quarterback the largest soapbox possible. They want Trubisky to take control. They want him to be in complete command of not only their offense, but the Bears’ organization from top to bottom. What it boils down to for Chicago is that the only people the second-year prized quarterback answers to is Pace and Nagy themselves. And even then, they won’t micromanage. That’s not the theme of this 2018 off-season. That’s not what they desire for their hopeful franchise quarterback. The wheel is Trubisky’s to grapple with and grapple alone with a surrounding foundation. The way the Bears have operated, they believe he can handle it. With organized team activities starting this week, this ship is Trubisky’s alone to steer. He has the full backing of the franchise. Now he just has to make good on the Bears’ faith in him. IceHogs roll to conference finals

ROCKFORD – The Rockford IceHogs wasted no time doing away with the Manitoba Moose last Friday to remain perfect in the playoffs and advance to the AHL Western Conference Finals. The 6-3 drubbing came from four players who posted multi-point efforts and Collin Delia’s 35 saves in front of a spirited, red-cladded BMO Harris Bank Center crowd. Delia now owns the IceHogs’ all-time record for consecutive playoff wins by a goaltender with seven, and the 2017-18 Hogs set a new team record, also for consecutive playoff wins, with seven. The Hogs outscored the Moose 18-7 through their series, and with four power-play goals tonight now lead the League with 15 tallies on the man-advantage.

“Right when we skated out, I felt like it was going to be an amazing night,” Delia said about Friday’s win. “The energy the fans bring is second to none. I don’t think I’ve played in a more excited building. Friday’s tilt included 10 Manitoba penalties, something the IceHogs expected after the Moose fell 3-0. And although Rockford found the penalty box eight times, their special teams more than did their jobs. The IceHogs capitalized with four power-play goals, including a highlight-reel quality penalty shot by Victor Ejdsell in the second period. “We knew they had some undisciplined players and some hotheads,” Delia said. “So, we had to keep our composure because I think at a certain point they realized they couldn’t play with us and

they were just trying to drag us down. I thought we did really good maintaining that composure.” For the first time this postseason, Rockford opened the scoring in Game 4, a power-play goal from Cody Franson, his third playoff marker five minutes into the contest. The Moose found the equalizer eight minutes later. The clubs traded goals from there and headed into the first intermission with a 2-2 tie. It was all Rockford in the second period as the IceHogs exploded for three goals, including a second power-play strike from Franson. Chris DiDomenico and Adam Clendening assisted on both Franson goals. DiDomenico finished the night with a goal and two assists. Andreas Martinsen added an emptynet insurance goal for Rockford in the third period just before Manitoba lit the

lamp for a meaningless strike with 10 second left in the game. “We wanted to close it out,” coach Jeremy Colliton said. “It wasn’t always perfect, but we got some important goals at key times. We got some saves at key times and we were physical and hard to play against. That was the series.” The IceHogs will now head to the Western Conference Final for the first time in AHL franchise history, where they will take on the Texas Stars in a best-of-7 series beginning Friday at the H-E-B Center at Cedar Park, just outside of Austin.
