Court upholds state legislative redistricting plan 3-judge panel rules against plaintiffs in remap By Peter Hancock

SPRINGFIELD – A three-judge federal court panel has upheld the legislative redistricting plan that state lawmakers approved during a special session last summer, thus leaving in place the new maps that will govern state legislative elections for the next 10 years. In their 64-page opinion, released Thursday, Dec. 30, the judges said the plaintiffs in the three separate lawsuits had failed to show that the redistricting plan violated federal law or the U.S. Constitution by diluting Latino voting power in Chicago and its surrounding suburbs or Black voting power in the Metro East region on the Illinois side of the St. Louis metropolitan area. “In the end, we find that the boundaries for Illinois House and Senate districts set out in SB 927 neither violate neither the Voting Rights Act nor the Constitution,” the panel wrote. “The record shows ample evidence of crossover voting to defeat any claim of racially polarized voting sufficient to deny Latino and Black voters of the opportunity to elect candidates of their choice in the challenged districts.” Last year’s redistricting process was complicated and slowed by the COVID-19 pandemic and delayed release of data from the 2020 U.S. Census. Lawmakers initially passed one set of maps during their regular spring session in May, even though the census data had not yet been released, in order to meet the Illinois Constitution’s June 30 deadline for lawmakers to pass a plan before handing over the process to a bipartisan commission. Republican leaders in the General Assembly, as well as the Mexican American Legal Defense and Educational Fund, or MALDEF, quickly filed suit, arguing the maps violated the one-person, one-vote principle because the districts were not close to being equal in population. The Census Bureau eventually released the detailed population data on Aug. 12, and lawmakers convened a special session later that month to adjust the maps. Those maps passed the General Assembly on Aug. 31 and Gov. JB Pritzker signed them into law Sept. 24. MALDEF and the Republicans challenged those new maps as well, arguing that they actually reduced the number of Latino-majority districts in Chicago and the surrounding suburbs, even though
Latinos were one of the fastest-growing demographic groups in Illinois over the previous 10 years. Separately, the East St. Louis Branch of the NAACP, along with other civil rights groups, challenged the way lawmakers had redrawn three House districts in the Metro East region, saying the new maps broke up the area’s Black voting population in order to protect two white Democratic incumbents, all to the disadvantage of the region’s only Black House member, Rep. LaToya Greenwood. Democratic leaders who had approved the new maps argued that they were not drawn for the purpose of racial gerrymandering but, instead, to protect Democratic majorities. They also pointed to recent elections of Lt. Gov. Juliana Stratton and Secretary of State Jesse White, both of whom are Black, as well as Comptroller Susana Mendoza, who is Hispanic, and even former U.S. Sen. and former President Barack Obama to show that white majority voters will cross party lines to elect minorities. Citing previous U.S. Supreme Court cases, the judges said that in order to prevail, plaintiffs had to prove three things – that a minority group is sufficiently large and geographically compact to constitute a majority in a single-member district; that the white minority group must be “politically cohesive;” and that the majority must vote sufficiently as a bloc to enable it usually to defeat the minority’s preferred candidate. But the plaintiffs failed to make that case, the judges wrote, particularly with regard to the third factor because white Illinois voters do not necessarily vote as a racially-cohesive bloc. They also ruled that partisan gerrymandering may be unfair, but is not illegal under federal law or the Constitution. They noted that a 2016 effort to put a constitutional amendment on the ballot to establish an independent redistricting commission received popular support, but the initiative was struck down by the Illinois Supreme Court because it exceeded the scope of citizen initiative power. “These are matters for the people of Illinois to continue debating,” the court wrote. “Levers other than federal courts are available to them, whether they are state statutes, state constitutions, and even entreaties to Congress, if they wish to change the current process. … Our role as federal judges is limited and does not extend to complaints about excessive partisanship in the drawing of legislative districts.”
Surge of COVID-19 cases stresses Illinois health care By Grace Kinnicut

As omicron surges across the state, Gov. JB Pritzker warned Monday that hospitalizations are about as high as they were last winter before vaccines were widely available. About 85 percent of those hospitalized with COVID-19 across the state are unvaccinated. “It is frustrating and tragic that two years into the pandemic, with multiple widely available and free, life-saving vaccines, that we are once again in this horrible position,” Pritzker said during a news conference in Chicago. The Illinois Public Health Department reported 6,294 people were hospitalized with COVID-19 as of Sunday, the most since the pandemic began. Dr. Ngozi Ezike, IDPH director, said an average of 550 people are being admitted to hospitals each day. With hospital beds for other emergencies “frighteningly limited,” Pritzker joined the Illinois Health and Hospital Association in urging health care providers to postpone non-emergency surgeries and procedures as needed to accommodate the influx of COVID-19 cases. “This surge is testing our health resources yet again,” A.J. Wilhelmi, CEO and president of the IHA said. Though hospitals have become accustomed to managing bed capacity and the needs of COVID-19 patients over the course of the pandemic, Wilhelmi said the best way for people to provide relief for health care workers and facilities is to get vaccinated and boosted. More than 19 million vaccines have been administered with about 60 percent of Illinois residents fully vaccinated against COVID-19. Pritzker fears the rise in COVID-cases will continue to increase as the virus incubates in those who were exposed during the holidays. He urged individuals to get tested as soon as possible. Pritzker also announced that starting this week, free community-based testing sites will expand operations to six days a week. There is a full list of site locations and times on IDPH’s website. Insurrection prompts year of change for US Capitol Police By Michael Balsamo and Farnoush Amiri Associated Press
WASHINGTON (AP) — A year after thousands of violent pro-Trump rioters overwhelmed police officers at the U.S. Capitol — severely injuring dozens in the process — the force dedicated to protecting the premier symbol of American democracy has transformed. The leaders who were in charge of the U.S. Capitol Police on Jan. 6 were ousted following criticism for intelligence and other failures that left the legislative branch vulnerable to the stunning attack. And more broadly, the agency that was once little-known outside of Washington now has an elevated profile, leading to a roughly 15% increase in funding and a greater awareness of its role in the patchwork of groups that protect the region. With the nation’s political divide running deep and an unprecedented number of threats against lawmakers, there is still concern about the readiness of the Capitol Police to thwart another attack. But experts say the shock of the insurrection has prompted needed changes, including better communication among the Capitol Police, other law enforcement agencies and the public. “It’s a sea change between this year and last year in terms of how the Capitol Police are thinking, and operating,” said Chuck Wexler, the head of the Police Executive Research Forum, an organization that focuses on professionalism in policing. “They’re going to be over-prepared, and willing to be criticized for being over-prepared.” As the temporary public face of the department, then-acting Police Chief Yogananda Pittman conceded to Congress in February that multiple levels of failures allowed rioters to storm the building. But she disputed the notion that law enforcement had failed to take the threat seriously, noting how Capitol Police several days before the riot had distributed an internal document warning that extremists were poised for violence. The police department had compiled numerous intel l igence document s suggesting the crowd could turn violent and even target Congress. The intelligence documents, obtained by The Associated Press, warned that crowds could number in the tens of thousands
and include members of extremist groups like the Proud Boys. The Capitol Police Board has oversight of the force and is comprised of the House and Senate sergeants-at-arms and the architect of the Capitol, who oversees the building. It passed over Pittman in its search for a permanent chief and, in July, selected J. Thomas Manger, the former chief of the police departments in Fairfax County, Virginia, and Montgomery County, Maryland. Manger has focused on making major changes to the agency, which includes 1,800 sworn police officers and nearly 400 civilian employees. He’s ordered new equipment for front-line officers and officers assigned to the civil disturbance unit while expanding training sessions with the National Guard and other agencies. He’s also pushed for stronger peer support and mental health services for officers. “I think that the damage that was done on Jan. 6 was not just the physical damage to the Capitol itself. It was not just the harm, the injuries, the deaths that occurred to the men and women of the Capitol Police Department, to the demonstrators, to the folks that were on the Capitol grounds that day,” Manger said in an interview with the AP in September. “The damage went beyond that. It went to where it damaged, I think, the confidence of the American public that the Capitol could be adequately protected.” In the last year, Capitol Police say they have also improved the way that investigators gather, analyze and disseminate intelligence and have brought on someone dedicated to planning major events to focus on intelligence and coordination. The agency has also started conducting planning sessions and exercises ahead of major events and is briefing officers in person. Many officers within the department had criticized their own leaders, saying they had failed to recognize the threat ahead of the insurrection and didn’t do enough to bolster staffing. Some officers were outfitted with equipment for a protest, rather than a riot. But even with a new chief and major changes to operations, questions still remain about whether the Capitol is adequately protected. While many, both inside and outside the Capitol, were surprised by the attack that took place last
January, some were cautioning the intelligence community to take the planned rallies by pro-Trump entities seriously. Sen. Mark Warner, D-Va., who chairs the Senate intelligence committee, said he had been calling the FBI for days leading up to the attack and had been assured officials were prepared. But as he made his way to the Senate floor for the certification of Democrat Joe Biden’s electoral votes, he saw the crowd of protesters coming up the hill through the Capitol windows. “I’ve been here a long time and lived in Washington for years, and never before had I seen protesters appearing to be that close to the building, and there was a lot of them,” Warner told the AP last month. What happened next, he says, could only be described as chaotic, “ad hoc,” and an embarrassment of a response. The Capitol Police watchdog has said only a small number of the recommendations he made to make the Capitol complex “safe and secure” have been adopted. And he says there were clear systemic issues identified after the insurrection. “The Department still lacks an overall training infrastructure to meet the needs of the department, the level of intelligence gathering and expertise needed, and an overall cultural change needed to move the department into a protective agency as opposed to a traditional police department,” Inspector General Michael Bolton told lawmakers on the Senate Rules Committee last month. Police say they have been focused on “completing the recommendations that could help prevent another attack” and have detailed plans in place to address the dozens of recommendations from the inspector general. Still, the most pressing issue the force faces is staffing shortages. Manger plans to hire about 400 new officers and officials plan to bring on about 280 sworn officers this year. “The United States Capitol Police is stronger than it was before January 6,” the agency said in a statement. “We are incredibly proud of the work our dedicated employees have done during this challenging year.”

Some school systems around the U.S. extended their holiday break Monday or switched back to online instruction because of the explosion in COVID-19 cases, while others pressed ahead with in-person classes amid a seemingly growing sense that Americans will have to learn to co-exist with the virus. Caught between pleas from teachers fearful of infection and parents who want their children in class, school districts in cities such as New York, Milwaukee, Chicago, Detroit and beyond found themselves in a difficult position midway through the academic year because of the super-contagious omicron variant. New York City, home of the nation’s largest school system, reopened classrooms to roughly 1 million students with a stockpile of take-home COVID-19 test kits and plans to double the number of random tests done in schools. “We are going to keep our schools open and ensure that our children are in a safe environment,” newly sworn-in Mayor Eric Adams said. New Yorker Trisha White said that she feels the risk is the same for her 9-yearold son in or out of school and that being with classmates is far better for him than remote learning. “He could get the virus outside of school,” she said as she dropped the boy off. “So what can you do? You know, I wouldn’t blame the school system. They’re trying their best.” While the teachers union had asked the mayor to postpone in-person learning for a week, city officials have long said that mask requirements, testing and other safety measures mean that children are safe in school. The city also has a vaccination mandate for employees. New cases of COVID-19 in the city shot up from a daily average of about 17,000 in the week before the holidays to nearly 37,000 last week. Across the U.S., new COVID-19 cases have tripled in the past two weeks to over 400,000 a day, the highest level on record, amid a rush by many Americans to get tested. The high infection rates and resulting worker shortages are putting a heavy burden on employers large and small. Thousands of airline flights have been canceled in recent days, and many businesses have shelved return-to-work plans.
Weekend garbage collection was delayed in New Orleans, and jury trials in several Colorado counties were suspended. Some libraries on New York’s Long Island and a ski resort in New Hampshire had to close. A restaurant owner in Atlanta has spent $700 on rapid test kits and resorted to testing workers in the parking lot to make sure he had enough help to staff a recent dinner shift. Dawn Crawley, CEO of House Cleaning Heroes, a cleaning service based in Herndon, Virginia, said she had to cancel four of 20 cleaning jobs for Tuesday because four employees were sick — three with COVID-19. “The fear is it will run through the team” as well as customers, she said. Policymakers and health authorities have been mindful of the toll on the economy and the education system. Public heath experts have said that eradicating the virus is unlikely and that the world will instead have to find a way to keep COVID-19 down to an acceptable level, the way it does with the flu. Last week, after the Centers for Disease Control and Prevention cut the recommended COVID-19 isolation period from 10 days to five, CDC Director Dr. Rochelle Walensky said: “We want to make sure there is a mechanism by which we can safely continue to keep society functioning while following the science.” In another development Monday that could have a bearing on the ability of schools to stay open, the Food and Drug Administration gave its OK for Pfizer booster shots for children as young as 12. Boosters already are recommended for everyone 16 and older. Elsewhere around the country, the Los Angeles Unified School District announced Monday that schools will now reopen Jan. 11 because of omicron’s rise. Furthermore, the district’s 600,000 students and roughly 73,000 employees will have to show a negative COVID-19 test result to enter campus. The district will have a testing site as well as take-home test kits available. Syracuse, New York, canceled school Monday because of the increasing number of infections and a lack of substitute teachers. In Wisconsin, the 75,000-student Milwaukee school system is going back to virtual instruction Tuesday because of rising cases among staff members. The district said it is aiming to return to in-person classes Jan. 10. The Madison, Wisconsin, district also
announced a shift to virtual learning, beginning Thursday. Detroit School Superintendent Nikolai Vitti told parents there will be no in-person or online learning through Wednesday because of a high rate of infection among employees that could lead to extensive spread of COVID-19 and “excessive staff shortages.” The roughly 350,000 students in the Chicago school system returned, but a dispute between district leaders and the teachers union over safety measures could disrupt classes later this week. The union said it may vote Tuesday for remote teaching in the nation’s third-largest district. The Peoria, Illinois, district extended winter break by a week. Schools in Davenport, Iowa, surprised parents early Monday by announcing the cancellation of all classes for the day because of a shortage of bus drivers that was blamed at least in part on COVID-19.
Minnesota’s educators braced for a spike in cases as classrooms reopened as scheduled. “What I’ve heard from superintendents is that they are nervous about omicron,” said Bob Indihar, executive director of the Minnesota Rural Education Association. “It seems to be the new normal that changes are going to happen and quarantines and people being out are just part of the process now. Districts are kind of taking it in stride.” The president of the National Parents Union, a network of parent organizations, called the sudden switch back to virtual learning “an abomination.” “Once again, parents are left scrambling at the last minute and, worse, far too many children are being deprived of an in-person learning experience, which is critical for their academic and social-emotional development,” Keri Rodrigues said in a statement.

Architect and Belvidere native Jeanne Gang has made yet another mark on the region: Beloit College’s Powerhouse Student Center is transforming everyday life for students on the campus. The Blackhawk Generating Station was constructed in several phases during the 20th Century. It used various fuels, including coal, to generate electricity. It was shuttered by its former owner, Alliant Energy, due to obsolescence. About ten years ago, Beloit College recognized the need for new athletic facilities, a large swimming pool and an improved student union. The availability of the adjacent, recently-abandoned power plant led the college to consider if the plant could be repurposed to meet the school’s needs. Discussions between Alliant Energy and Beloit College were fruitful, and led to acquisition of the power plant by the college. The innovative, unique merging of a student union and athletic complex was inspired by the facilities of the East Bank Club in Chicago. Jeanne Gang was retained as the architect. The college did not incur debt to finance the $40 million project, but rather relied on the donations of alumni and others. The Powerhouse is located on the east bank of the Rock River along Pleasant Street (US 51) just south of the intersection of White Avenue (Wisconsin 81). The site’s elevation is considerably below the level of the adjacent campus located to the east. A new outdoor pedestrian bridge connects the campus to the third floor of the Powerhouse. The campus side of the bridge is conveniently located between the academic and residential areas of the campus. A major goal in renovat ing t he Powerhouse was to incorporate the Rock River. Beyond attractive views from the inside of the building, there are also
several decks overlooking the river. A rooftop deck is also planned. The project included a grant to build the Rock River Trail through the site. The Rock River Trail was the brainchild of the Late Frank Schier, former publisher of The Rock River Times. The Powerhouse project opens access to this part of the river, which was closed to the public for over 100 years. The building uses radiant panels and slabs to capture thermal energy from the Rock River for heating and cooling. The second floor of the building serves as the entrance and main floor of the Powerhouse. Stairways and elevators lead to the lobby from both the third-floor pedestrian bridge and the first floor, Pleasant Street level. Inside the Pleasant Street vestibule are bikes for Beloit College students to borrow and explore the community as well as the Rock River Trail. The main-level, second floor contains the food service area, which is a popular campus dining option and often packed with students. The college’s health and wellness center is also on this level, as is spectator access to the pool. The third floor contains a running track and surrounds weight training equipment. From the track, there are views of much of the facility, including the newly constructed fieldhouse at the north end of the building. The fourth floor has event space that features expansive views of the river. On the first floor, in addition to the pool and lounges, is a 150-seat, tiered theatre suitable for films, lectures and other activities. A college souvenir shop is adjacent to the theatre. The first floor is also filled with additional athletic facilities and an arcade. Access to the fieldhouse is also on this level. The attached fieldhouse is made of translucent polycarbonate panels arranged in a sawtooth pattern. Artificial turf forms an indoor baseball field. The running track has a view of the fieldhouse
from left field on a curved and suspended, glassed-in balcony. Perpendicular windows along the east and west walls of the fieldhouse provide indirect views of both Pleasant Street and the Rock River. The north wall of the fieldhouse has a hangar door that opens to the parking area north of the building. The plan is to use this space for farmers’ markets and other community events. Beyond providing access to the river, Beloit College intends that the Powerhouse should be open to and have its facilities utilized by the larger Beloit Community. As a possible example, Project Manager Dan Schooff noted that the local YMCA has a busy pool on weekday mornings, yet that is a quiet hour at the swimming pool in the Powerhouse. He also suggested that the Beloit International Film Festival might screen films in the theatre. But for now, the pandemic has largely delayed those aspirations, and use of the building has so far been restricted to the college community. Not surprisingly, the project has won several prestigious awards: Fast Company magazine has named the Beloit Powerhouse the winner of the Spaces and Places category in the 2021 Innovation by Design Awards for cleverly reusing architecture that’s already there. In Business Magazine awarded it 2021’s Best New Development or Renovation in Education. The Powerhouse was named the Best Adaptive Reuse Project in 2021 by the Wisconsin Economic Development Corporation. The Plan – An international competition that recognizes excellence in the fields of architecture, design and urban
planning, gave it its 2021 award in the renovation category. The World Architecture Festival named the Powerhouse the best future building in the world in 2018. A LEED (Leadership in Energy and Environmental Design) Silver designation is expected. Financ ing t he Powerhouse took advantage of federal and Wisconsin historic structure credits and, while many changes were allowed to be made to the structure, the facade of the original power plant remains. That original exterior does not present the visually exciting piece of starchitecture that one might expect from a project like this. The new fieldhouse on the north side of the building is an exception. With its sawtooth, translucent polycarbonate walls, the structure has a light, gauzy appearance. The effect is to admit a considerable amount of daylight into the interior, which is quite enjoyable. Similarly, the exterior takes on a soft, pleasing glow at night. It provides an interesting contribution to the streetscape at the intersection of Pleasant Street and White Avenue. This is not the first time Beloit College has added a large, award-winning building to its campus. In 2008, the Sanger Center for the Sciences was constructed. That building has a large, airy, multistory atrium and houses many of the college’s classes. Entrances on different levels helps those who have difficulty navigating the hill on campus get from one side to the other. The Sanger Center was awarded LEED Green and won a Design Excellence Honor Award in Interior Architecture from the Chicago chapter of the American Institute of Architects.

2022 Garden Resolutions BY GRANT MCCARTY CONTRIBUTOR
While your New Year’s resolutions may be focused on health, wellness, and finances, garden resolutions can be a great one to consider. Each year, I think about resolutions that can be made to my garden such as new vegetables/varieties I would like to try out, perennial plants that could find a home in di�erent beds, and other actions that could become daily habits for a better gardening experience. What I like about garden resolutions are that they can be simple actions I can take before my season begins. I also can stretch
them into the growing season. Before I get to my 2022 resolutions, let me tell you about my 2021 garden. For the most part, it did well. I tried out day-neutral strawberries (annual strawberries) that were planted in April, harvested in August, and yielded weekly for me all the way until the end of October, after which they were removed. I did a weed census on my property to determine beds where perennial and annual weeds were located and where I needed to better manage them. Knowing the weeds you have can help you determine how to manage them and this will help me in the future as I look to plant
in areas if I know there are challenges with weed competition. I started my pumpkins from seeds indoors (3-4 weeks) and will continue to do that every year now as they did better than being sowed directly in the soil. I added new varieties of Japanese eggplant, garlic, and okra. Finally, I grew horseradish for the first time and was pleased with how it yielded. My 2022 garden resolutions are a mix of management and new additions. I will add persimmon trees and haskap/honeyberries to my growing area. These perennial fruits will take 3 years to reach maturity and I will need to do further research on their
needs but believe they will be fine additions to my perennial fruits. I will add 2-3 new varieties of pumpkins and winter squash to the main mixture of cucurbits I grow each year. My pumpkins did wonderful last year and have found the right growing area for them. Rabbits are causing some problems in my growing area and I need to put a fence in place to keep them out in 2022. They devoured young pepper and squash plants in 2021. Lastly, my weed census will continue as a 2nd year of identifying weed species will help me in the future. During the latest storm in which most neighbors lost electrical power for about 45 minutes, one with a battery backed solar system only lost electrical power for one minute as their electrical service transitioned from collapsed grid service to battery power. A similar continuity of electrical service occurred in homes with automatic fossil fuel generators. When a storm disrupts electrical service on a wide scale, it takes time, e�ort and money to restore it. Repairs add to the cost of electricity. As climate change increases the frequency and intensity of storms, the cost of electrical service will continue to rise. As grid costs rise more people will pursue alternatives. As the price of electric vehicles falls owning an EV could provide battery backup power for households. An increasing number of communities, states and countries want to dramatically increase their reliance on renewable energy sources to combat climate change. Such a transition raises the question of how energy will be supplied considering the intermittent output of renewable sources. Natural gas peaker plants were built to solve the intermittency problem but high levels of methane released by the industry intensified climate change. Now
large scale battery systems are gaining acceptance as sources of grid stability. Using natural gas requires underground storage facilities to meet peak demand. A massive four month leak which occurred in the Aliso Canyon field north of Los Angles was considered a climate disaster. The facility is part of an extensive network of pipelines, compressors and storage units to supply natural gas for heating, cooling and electrical generation in California. Over 50 California cities and New York have banned or restricted natural gas service to new homes and businesses according to the LA Times Boiling Point. The push to reduce natural gas consumption has resulted in a new development of over 19,000 new homes with no gas hookups in Southern California. The homes will rely on electricity for heating, cooling and cooking. Project advocates see the massive home construction e�ort as essential in addressing the housing shortage in the area and point to its e�orts to reduce environmental impacts. Opponents see the project as suburban sprawl which will lead to a massive increase in air pollution from increased vehicle transportation. The project illustrates the challenge of meeting climate and environmental goals while pursuing continued economic growth leaving behind massive environ-
mental damage. Decreasing reliance on oil and natural gas may happen as supplies dwindle. A recent report by David Hughes entitled Shale Reality Check 2021 illustrates the concern. Hughes, a scientist formerly with the Geological Survey of Canada, spent years assessing coal and natural gas resources of the country. He established his credentials as a valued shale critic in 2013 when he challenged the U.S. Energy Information Administration estimates of over 15 billion barrels of recoverable oil from the Monterey shale deposits in California which led to a 96% reduction in the Administration’s estimate. His 2021 analysis undercuts the U.S Energy Information Administration’s long-term forecast for the availability of U.S. oil and gas supplies from shale deposits. According to Kurt Cobb, a keynote speaker at an early Energy Fair, the Administration is relying on shale deposits for nearly 70% of all U.S. oil from 2020 to 2050 and 77% of all U.S. gas deposits. Cobb reminds us that U.S. oil production was important to the world from 2008 and to 2018 when it accounted for 73% of the growth in global oil supplies. However, a large amount of capital was destroyed by unprofitable investments in the shale oil and gas industry during that time. The US has also increased the export of
Liquefied Natural Gas to profitable foreign markets which raises concern about energy security for our country. With energy prices on the rise, Reuters reported that liquified natural gas shipments headed to Asia have been diverted to Europe to obtain higher prices there. With natural gas supplies through the new pipeline from Russia being blocked by Germany, a growing natural gas shortage is occurring in Western Europe and particularly in England. A combination of supply shortages, rising prices and the intermittency of renewable energy electricity could produce an intense energy crisis with global implications. England cut funding for upgrading energy conservation but has focused instead on increasing its energy supply. In 2017 the country approved the installation of small molten salt and liquid metal reactors on existing nuclear sites to reduce their reliance on natural gas for back up electrical supplies. The potential of using less energy, using it more e�ciently and producing more of what is needed locally is often ignored in the pursuit of technological solutions to dwindling energy supplies. But opportunities still exist for individuals and communities in Illinois to implement that strategy with the passage of its clean energy legislation.
