State Sen. Manar resigns to become senior advisor to Pritzker Senate Republican Leader Brady resigned Dec. 31 as well By Jerry Nowicki

SPRINGFIELD – Democratic state Sen. Andy Manar of downstate Bunker Hill announced Monday he will resign from the General Assembly effective Jan. 17 to join the governor’s office as an advisor two days later. The announcement marked the second high-profile resignation from the state Senate in one week’s time, as Minority Leader Bill Brady, R-Bloomington, announced his immediate resignation on Dec. 31. Manar announced his resignation shortly after noon Monday, and within 20 minutes Gov. JB Pritzker’s office announced he would hire Manar as a senior advisor. Manar will be paid $278,000, annually according to the governor’s office, half of which will be paid out from a limited liability company created by Pritzker to compensate several of his top aides beyond their state payrolls. That company is East Jackson Street LLC. The rate of pay is more than threeand-a-half times Manar’s Senate salary, which was $79,100 in 2019, according to a state database run through the Illinois Comptroller’s office. In a statement, Manar said his wife Trista and three children “have only known me as a husband and father who also carries the responsibility of serving as an elected official.” “They have never known a day otherwise,” he said. “The time has come for someone new to take up the call in the Illinois Senate. Central Illinois is full of outstanding individuals ready to step forward to meet the challenge — be an agent of change in Downstate Illinois.” Manar would have been up for reelection in the 48th Senate District in 2022, likely facing a difficult challenge in an area
that leaned heavily toward Republican President Donald Trump in the 2020 election. He did not respond to a phone message from Capitol News Illinois Monday. Manar replaces Nikki Budzinski, who left the administration in February, as a senior advisor. “Andy is a fiercely devoted public servant with an enviable track record in the legislature. His counsel and friendship have been invaluable over the last two years,” Pritzker’s Chief of Staff Anne Caprara said in a statement. “We are elated that he will be serving alongside this team as we face the challenges of the coming years.” The Bunker Hill Democrat has served in the Senate since 2012 and was most notably the lead negotiator of an evidence-based funding formula for K-12 education which directs money to the schools that are furthest from funding adequacy based on a number of factors. That reform passed in 2017. Prior to the General Assembly he served as city councilman, then mayor in Bunker Hill, as well as Macoupin County Board Chairman. Brady, who resigned ahead of the new year, served as Senate GOP leader since 2017, but members of his caucus elected Sen. Dan McConchie, of Hawthorn Woods, to lead them in the 102nd General Assembly which begins Jan. 13. Brady served in the Illinois House from 1993 to 2000 and has served in the state Senate since 2002. He also made three separate bids for the governorship, winning a place on the ballot as the GOP’s candidate facing Pat Quinn in 2010. He lost to Quinn by approximately 32,000 votes. He did not give a reason for his resignation in a letter distributed to members of the Senate Republican caucus. He was paid $96,500 in 2019, according to the comptroller’s database. He would have stood for reelection in 2022 in the heavily Republican area. “Over the years, our caucus was successful in securing additional funding for our
public schools, helping create a tax-credit private school scholarship program for low and middle-income students, standing up against incomes tax hikes that hurt working families, and working tirelessly to improve our state’s crumbling infrastructure,” he said in the letter. Both senators stepped down after a deadline that would have called for special elections to choose their successors, so local party leaders in the counties within their districts will choose each of the senators’ replacements. Sen. President Don Harmon, who was voted to that post in January 2019, lauded both outgoing senators in statements distributed by a spokesperson. “I will miss working with Leader Brady. He has proven time and again to be a results-driven lawmaker and leader. While we have our political differences, he always came to the negotiating table looking for common ground and success, not conflict,” Harmon, D-Oak Park, said as he wished Brady well. Harmon called Manar a “guiding force for so many lawmakers on so many issues,” noting that Manar served first as a chief of staff in the Senate before being elected to the chamber. “He’s compiled a lifetime of achievements in what is still a very young career. Atop that list would be the education funding overhaul he led that sets our state on a course for fundamental education fairness, equity and excellence,” Harmon said. “Andy’s been my friend and an invaluable sounding board since my first days in the Senate, and I’m grateful that our friendship is even stronger today. The governor is very lucky to have him. I wish Andy all the very best in his new role.”. LONDON (AP) — Despite growing vaccine access, January is looking grim around the globe as the virus resurges and reshapes itself from Britain to Japan to California, filling hospitals and threatening livelihoods anew as governments lock down businesses and race to find solutions. Mexico City’s hospitals hold more virus patients than they ever have. Germany reported one of its highest daily death tolls to date Tuesday, and South African undertakers are struggling to keep up with virus mortalities. Even pandemic success story Thailand is fighting an unexpected wave of infections. And as doctors face or brace for rising numbers of COVID-19 patients after end-of-year holiday gatherings, more and more countries are reporting cases of a new, more contagious virus variant that has already swept across Britain. January is going to be “a tough one,” Dr. Margaret Harris, a spokeswoman for the World Health Organization, told The Associated Press. “This idea that seems to be ‘Ah, we’re all sick of it. We want to look at something else. Oh, this doesn’t apply to me’ .... That’s got to go away. It really is all hands on deck.” While Britain rolled out a second vaccine this week and some U.S. states are starting to give booster shots from the country’s first vaccine, access to inoculations globally is sharply unequal. The supply also isn’t remotely close to meeting the massive demand needed to fight a microscopic foe that has already killed over 1.85 million people. “We’re at intense pandemic in Europe, intense pandemic in the U.S.,” Harris said. “The more you can bring the transmission down, the better chance you have of your vaccine vaccination strategy working.” England is facing a third national lockdown that will last at least six weeks, as authorities struggle to stem a surge in COVID-19 infections that is threatening to overwhelm its hospitals. Prime Minister Boris Johnson announced a tough new stay-at-home order for England that takes e�ect at midnight Tuesday and includes shutting schools, restaurants and all nonessential shops, and won’t be reviewed until at least mid-February. Scottish leader Nicola Sturgeon imposed a lockdown that began Tuesday. The two leaders said the restrictions
were needed to protect the National Health Service amid the emergence of new, more contagious virus variant that has sent daily infections, hospitalizations and deaths soaring. The NHS “is going through probably the toughest time in living memory,” said Siva Anandaciva, chief analyst of the King’s Fund think-tank. He said some U.K. emergency rooms have waiting times of 12 hours and doctors were treating people lined up in ambulances outside. Elsewhere in Europe, Italy extended its Christmas lockdown, Spain is restricting travel and Germany’s chancellor was meeting Tuesday with state governors to decide how long to extend the latest lockdown. Cyprus and France are likely to announce tougher measures Thursday, and Ukraine is closing schools and restaurants starting Friday. In Latin America, some warn the worse is yet to come. Mexico’s capital has more virus patients than at any point in the pandemic and is flying in doctors from less hard-hit states. Its beach resorts are readying for more cases after thousands of U.S. and European tourists visited over the holidays. “Probably in the third week of January, we are going to see the system stressed more, that there will be more ambulatory cases and cases requiring hospitalization,” said Dr. Mauricio Rodriguez of Mexico’s National Autonomous University. He blamed the rise on fatigue with social distancing, mixed messages from public figures and Mexicans lowering their guard during the holidays. Beach parties were blamed for surging cases in Argentina, notably among young people, and the government is considering new restrictions. In South Africa, the continent’s hardest-hit nation, authorities re-imposed a curfew, banned liquor sales and closed most beaches. Zimbabwe reintroduced a curfew, banned public gatherings, and indefinitely suspended the opening of schools. South Africa’s undertakers are struggling to cope with the rise in deaths, National Funeral Practitioners Association of SA President Muzi Hlengwa told state broadcaster SABC. “It is something that you have never seen before. ... We have run out of co�ns, we have run out of space at the mortuary,” he said. “We normally have cremations during the day but now we have cremations
even at night.” The pandemic is even reaching countries that seemed to have the virus under control. Thailand is facing an unexpected surge that has infected thousands in a few weeks blamed on complacency and poor planning. The government is locking down large parts of the country, including the capital Bangkok, and considering tougher measures. “We don’t want to lock down the entire country because we know what the problems are, so can you all lock down yourselves?” Prime Minister Prayut Chano-cha pleaded with his nation. Japan getting ready to declare a state of emergency this week, beefing up border controls and speeding up vaccine approval after a surge of cases around New Year’s Eve. Italy has been trying to control its latest surge with local measures. After two months of restrictions, infections have plateaued but hospitals are still under pressure, hundreds of people are still dying every day and o�cials fear cases will surge again due to holiday get-togethers. And holiday worries aren’t over now that 2021 has arrived. Pope Francis abandoned an annual ritual of baptizing babies in the Sistine Chapel tied to Wednesday’s Epiphany holiday. Orthodox Christian countries like Russia and Greece could face more infections after they celebrate Christmas on Thursday. And China is closing schools early ahead of next month’s Lunar New Year holiday, telling migrant workers not to go home and tourists to avoid Beijing. Vaccines o�er an exit, but are getting o� to a slow start in many places. Some U.S. states are struggling to secure enough shots and organize vaccinations. The Netherlands has come under heavy criticism for being the last European Union nation to start inoculations, which it will do Wednesday. Australia isn’t planning to do so until March. And most poorer countries are even farther behind. Opposition politician Geert Wilders called the Dutch government “the village idiot of Europe.” Yet India o�ers a glimmer of hope. Its infection rate is down significantly from a September peak, and the country is kicking o� one of the largest inoculation programs in the world, aiming at vaccinating 300 million people by August.

US stocks recoup some losses after sharp slide to start 2021 By Stan Choe, Damian J. Troise and Alex Veiga Associated Press
Stocks closed broadly higher on Wall Street Tuesday, regaining their footing a day after suffering their worst loss in months amid the worsening pandemic and potentially market-moving Senate elections. The S&P 500 rose 0.7%, recovering about half of the index’s losses from a day earlier. The majority of big stocks in the S&P 500 notched gains, with oil producers leading the way as crude prices strengthened. Stocks of smaller companies did even better than the broader market, driving the Russell 2000 index of small-caps to a market-leading 1.7% gain. Treasury yields rose. The market’s moves were tenuous early on, though. At one point, the S&P 500 gave up all of an early-morning rise and was down 0.2% even after a report showed U.S. manufacturing grew last month at its strongest rate since 2018. “While we probably will end up having a pullback sometime in the near future, the bull is not ready to wind down just yet,” said Sam Stovall, chief investment strategist at CFRA. The S&P 500 rose 26.21 points to 3,726.86. The Dow Jones Industrial Average gained 167.71 points, or 0.6%, to 30,391.60. The Nasdaq composite picked up 120.51 points, or 1%, to 12,818.96. The Russell 2000 climbed 33.19 points to 1,979.11. Wall Street’s uneven start to the year comes as investors remain optimistic that the economy will recover this year as more Americans receive coronavirus vaccinations. Optimism is being kept in check as new infections climb at frightening rates around the world, threatening to bring more lockdown orders that would punish the economy. Traders have also focused on the outcome of the runoff elections in Georgia Tuesday, which will determine which party controls the Senate. Some analysts say the results could mark clear winners and losers in the stock market. T he genera l t h i n k i ng is t hat a Democratic sweep would open the door to higher tax rates, tougher regulation on businesses and other potentially profit-crimping changes from Washington. That would put broad pressure on the stock market, with Big Tech stocks in particular perhaps attracting more regulatory scrutiny. But Democratic control of the Senate,
White House and House of Representatives could also make another dose of big financial support for the economy more likely. Democrats have lobbied for $2,000 cash payments to go to most Americans, for example, and they could push for more spending on infrastructure projects. Such stimulus could eventually lead to higher inflation across the economy, something that has been nearly nonexistent for years. Increasing inflation expectations have helped buoy Treasury yields recently, and the yield on the 10-year Treasury rose to 0.95% from 0.90% late Monday. “There’s some risk on the election, but mostly just due to uncertainty,” said James Ragan, director of wealth management research at D.A. Davidson. Investors likely shouldn’t worry much about either a Democratic or Republican victory, strategists at Barclays said in a report. Even a Democratic sweep of the runoffs would leave the party with only the slimmest of majorities in the Senate, which would make big, bold changes less likely. Beyond Georgia and Washington, though, worries about the worsening global pandemic continue to weigh on markets. A new, seemingly more contagious variant of the coronavirus is pushing countries to announce or consider more restrictions on businesses. That’s threatening Wall Street’s widespread belief that financial support offered by central banks and governments can keep the economy afloat until a big recovery sweeps the world later this year due to the rollout of COVID-19 vaccines. Worries are also rising that markets have simply stormed too high since hitting bottom early last year and are setting investors up for big disappointment. “The long, long bull market since 2009 has finally matured into a fully-fledged epic bubble,” the famed value investor Jeremy Grantham wrote in a recent report titled “Waiting for the last dance.” “Featuring extreme overvaluation, explosive price increases, frenzied issuance, and hysterically speculative investor behavior, I believe this event will be recorded as one of the great bubbles of financial history, right along with the South Sea bubble, 1929, and 2000.” Grantham has correctly predicted big market turns in the past, including the plunge caused by the 2008 financial crisis and the sharp rebound higher in early 2009. But he acknowledges that his calls have sometimes been early: He got out of
Japanese stocks in 1987, for example, only for the bubble to keep inflating through the end of 1989. Energy stocks led the way higher Tuesday as the price of U.S. crude oil climbed 4.9%. Occidental Petroleum jumped 10.1% for the biggest gain in the S&P 500. The surge in energy stocks is an indication that investors believe the economy
will improve this year, driving up demand for oil and pushing up prices, Stovall said. In overseas stock markets, Asian indexes closed mostly higher. South Korea’s Kospi rose 1.6%, Hong Kong’s Hang Seng added 0.6% and stocks in Shanghai gained 0.7%. Japan’s Nikkei 225 fell 0.4%. In Europe, France’s CAC 40 fell 0.4%, and Germany’s DAX lost 0.6%. The FTSE 100 in London rose 0.6%.

CHICAGO (AP) — Jon “Boog” Sciambi is the new TV play-by-play announcer for the Chicago Cubs, replacing Len Kasper. Sciambi joins color analyst Jim Deshaies in the booth for Marquee Sports Network, which is jointly owned by the Cubs and Sinclair Broadcast Group. Sciambi has worked at ESPN in a variety of roles since taking a full-time position at the network in 2010, including TV playby-play for Wednesday night games since 2014. He will continue to do some work for ESPN, in addition to his job at Marquee. “I don’t take lightly the position I’m being put in because I know how much this team, this job, means to the fans,” he said Monday on a Zoom call. “I’m thrilled to get this opportunity. It is going to be fun. I look forward to doing it and connecting with the community (and) doing it every day, getting a chance to connect with the fans. It’ll be a lot of fun.”
Sciambi served as the lead TV play-byplay announcer for the Atlanta Braves from 2007-2009 and the radio voice of the Marlins from 1997-2004. Kasper was Miami’s TV play-by-play announcer 20022004, and the two remain friends. Kasper joined the radio booth of the crosstown White Sox last month. Kasper, who spent 16 seasons on the North Side, will call games alongside former major leaguer Darrin Jackson. Sciambi recalled watching Cubs games on WGN growing up and visiting Wrigley Field for the first time, when he was about 12 and his dad took him. They saw Nolan Ryan pitch for the visitors. Sciambi’s family and friends also threw him a surprise 30th birthday celebration at Wrigley when he was there with the Marlins. “I want to be where baseball matters,” Sciambi said. “And baseball matters on the North Side of Chicago.”

AL-ULA, Saudi Arabia (AP) — Gulf Arab leaders signed a declaration Tuesday in Saudi Arabia to mark a new page in relations following the kingdom’s decision to end a 3 1/2-year embargo of Qatar, easing a rift that deeply divided regional U.S. security allies and frayed social ties across the interconnected Arabian Peninsula. The Saudi decision to open its airspace and borders to Qatar was the first major step toward ending the diplomatic crisis that began in 2017, just as the Trump administration was raising pressure on Iran. The Saudi move was announced Monday night, on the eve of the gathering of Gulf Arab leaders in Saudi Arabia’s ancient desert city of Al-Ula. It was unclear what, if any, significant concessions Qatar had made before the summit. Saudi Crown Prince Mohammed bin Salman, who embraced Qatar’s emir upon his arrival at the summit, said the region needed to unite and face challenges posed by Iran’s proxies and its nuclear and ballistic missile programs. He said the declaration signed by Gulf leaders and Egypt “emphasizes Arab and Gulf solidarity and stability, and reinforces the continuity of friendship and brotherhood between our countries.” The four countries that jointly boycotted Qatar — Saudi Arabia, the United Arab Emirates, Egypt and Bahrain — were hoping their embargo and media blitz would pressure it to end its close relations with Turkey and Iran. Egypt and the UAE view the support by Qatar and Turkey of Islamist groups like the Muslim Brotherhood as a security threat. Saudi Arabia and Bahrain are primarily concerned about Qatar’s ties with Iran. The boycott failed to change Doha’s stance, however, instead buoying its young ruler domestically as patriotic fervor swept through Qatar in support of his resolve. It also pushed Qatar closer to Turkey and Iran, which rushed to support the ultrawealthy Gulf state as it faced medical and food supply shortages in the first days of the embargo. While the Saudi decision to end its embargo marks a milestone toward resolving the dispute, the path toward reconciliation is far from guaranteed. The rift between Abu Dhabi and Doha has been deepest, with the UAE and Qatar at sharp ideological odds. The UAE’s Minister of State for Foreign Affairs, Anwar Gargash, tweeted late Monday that his country was keen to restore Gulf unity but cautioned: “We have
more work to do.” The conflict in Libya remains a contentious issue, with Egypt and the UAE supporting military commander Khalifa Hifter, who launched a 2019 assault on a Tripoli-based bloc backed by Turkey and Qatar. Thafer said the issues that sparked the row haven’t been eliminated. “The core tensions are still lingering, and that leaves a major question mark on how will they move forward,” she said. The summit and the declaration signed in Al-Ula to support Gulf unity “were confidence-building mechanisms more than they were a full reconciliation.” The presence of Qatar’s Sheikh Tamim bin Hamad Al Thani at the summit marked the first time he’s attended the Gulf Cooperation Council meeting in Saudi Arabia since the boycott began. He sent an envoy to the past two summits there. This year, Egypt’s foreign minister also attended the meeting of the six-nation Gulf Cooperation Council, which comprises Saudi Arabia, the UAE, Bahrain, Kuwait, Oman and Qatar. The meeting was chaired by the Saudi crown prince rather than his father, King Salman. Meanwhile, Qatar’s finance minister arrived to Cairo Tuesday for the opening of a luxury hotel on the Nile, developed by Qatar’s Diar. It is the first visit to Egypt by a senior Qatari official since the crisis began. Officials at Cairo’s airport said the Qatari minister flew directly from Doha through Saudi airspace. This year’s GCC summit is the first since Washington brokered normalization deals
between Israel and the UAE, Bahrain, Sudan and Morocco in rapid succession, marking a major shift in regional alliances. Trump adviser and son-in-law Jared Kushner, who spearheaded those deals, was at the summit for the signing of the Gulf declaration. The dispute had pitted regional U.S. allies against one another at a time when the Trump administration was working to pressure Iran. It also separated families who had intermarried with Qataris and ended years of visa-free travel for Qataris in parts of the Gulf. Thafer said the dispute was seen as “low-hanging fruit” that the Trump administration felt it had the leverage to try to resolve quickly. Saudi Arabia’s decision to end the embargo not only underscored the kingdom’s assertion of its heavyweight position among Arab states, but also its regional leadership, which has been challenged at times by the UAE’s unilateral and politically shrewd moves. Qatar’s only land border with Saudi Arabia, which it relied on for the import of dairy products, construction materials and other goods, has been mostly closed since June 2017. The boycotting countries made a list of demands on Qatar that year, including that it shutter its flagship Al-Jazeera news network and terminate Turkish military presence in Qatar, which is also home to a major U.S. military base. Qatar rejected the demands and has denied support of extremists.

Stroll on State Goes Back in the Box

There are some people who take their Christmas decorations down in a timely manner after the holidays. And then there’s me. There are some years where I get my tree and decorations packed up and put away a week or two after Christmas, but most years my decorations linger a little longer. I look at them and think, “Oh I’ll put things away this weekend.” But then the weekend comes and goes, and the decorations are still up. Eventually once the end of January rolls around, I get more motivated to put things away and they eventually do make their way back into the basement until next December. I should take note from the volunteers and organizers of Stroll on State and the downtown decorating, because they make the clean-up look like a breeze! Every year in early January, we have “back in the box” day for the Stroll on State decorations (this year, it’s Saturday, January 9). It’s the one day of the year where all the lights, giant presents, and other décor items get packed up and put
away until the next Stroll on State. Yep, you heard right. All of those decorations get put away in one day. How do Santa’s elves pack up everything? I’ll fill you in! Volunteers can sign up to help at www. gorockford.com/stroll-on-state/volunteering for either the morning shift (8 a.m. – Noon) or the afternoon shift (1 – 5 p.m.)…or both! There are a variety of tasks for packing things up throughout the day. All lights and ornaments need to be taken down from the trees, giant presents and bows need to be picked up and stored, and even the City of Rockford Christmas Tree needs to be taken down. Once volunteers gather all of the decorations, trucks come to pick everything up to take to storage. So you don’t have to worry about carrying those giant presents across downtown by yourself! But then where does everything go? Most of the decorations, signage, and other Stroll-related items are stored in the Sharefest building in downtown Rockford. If you’ve ever been in it, you’ll see that it is truly Santa’s Workshop with
all of the supplies and décor items stored there. But did you know that some of the outdoor decorations are stored in a different building? All of the string light trees and the elf houses from Strollville are stored… under the Jefferson Street Bridge! There is a storage area right behind the unique underwater mural where these decorations live for most of the year. Once everything is put into storage, the decorations and everything will be organized so things can be ready to go for the next Stroll on State! Saving and preserving these decorations is really important for Stroll on State. If things are kept looking nice, we don’t have to worry about repairing old decorations, and can rather focus on making new ones to deck out downtown even more during Stroll on State! Just a couple helpful tips when you volunteer for “back in the box day,” make sure you dress for the weather. I don’t think there will be any more giant snowstorms before January 9, but you will want to make sure you dress warmly. I have found it helpful to have hand warmers! If it’s
especially chilly, I’ll even put some in my shoes to keep my toes warm. You can also volunteer as individuals, or maybe you want to get your family/friends/coworkers together to work as a group! Lastly, when you’re done volunteering, spend some time downtown! You’ve worked hard so you deserve to kick back and relax. Getting started in berries and brambles BY GRANT MCCARTY CONTRIBUTOR
During the winter, it’s an appropriate time to start thinking about growing new crops next season. Fruit crops have a lot of interest for growers especially berries and brambles. Blackberries, blueberries, raspberries, and strawberries are all in the berries and brambles category. Most of these can be grown fairly well in our region if we choose varieties that are cold hardy for our planting zone. A berry is a fleshy fruit that is produced from a single ovary. Some fruits that we don’t think of as berries are in fact
berries based on this definition. This includes banana, grape, pumpkin, and of course blueberries. Strawberries remain a berry-like fruit. Brambles are a prickly shrub in the genus, Rubus. This includes blackberry and raspberry. The brambles are aggregate fruits as they contain seeds from di�erent ovaries of a single flower. Planting is going to be crucial to having productive plants. Your soil should have organic matter added to it prior to planting. You also will need a slightly acidic soil between a pH of 5.5-7.5. Blueberry plants need very acidic soil in the pH range of 4.8 to 5.2. Get a soil test if you are unsure
what your soil pH and soil nutrients are. Because these are perennial plants, it will be very hard to alter the soil in the future. Yield per plant can vary considerably. For example, expected yield from one strawberry plant is around ½ quart while it can be 1 quart from black raspberries. There are many guides out there that can provide greater clarity on how many plants you might need for a family of 4. When deciding on a cultivar, choose a variety that is fresh eating, for preserving, or both. You also will want to look for winter hardiness and disease resistance. Early and late cultivars will mean that
you have an extended harvest season. There are many reputable nurseries in the Midwest that sell cultivars with these qualities and can work with you to find the right one for our zone. Each type of berry or bramble has its own growing needs. As you begin to decide which ones you want to grow, you’ll need to do additional research. In the next couple of weeks, I’ll be focusing on how to grow certain ones. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

While a global energy transition is underway, progress is slowed in Illinois awaiting legislative action. Hope persists that multiple factors will be resolved in this year’s legislative deliberation. Recently covid-19 with its adverse health and economic impacts has been the most pressing issue within the state. The political scandal involving previously passed electrical policy adds more uncertainty to legislative e�orts to secure 100% of Illinois’ electrical supplies from clean energy sources. New federal regulatory rules could raise the minimum acceptable price for bids to supply additional electricity during times of exceptionally high demand which would adversely impact Illinois clean energy goals. Beyond these concerns, competing energy interests within the state hold di�ering views on what is acceptable energy policy for Illinois. With a few exceptions, the least costly source of energy for electricity is renewable energy sources. From each doubling of cumulative installed capacity of renewable energy its costs are cut in half. The falling costs also reduce carbon emissions while reducing system costs and expanding the market. Through September, 2020, w ind accounted for nearly 8% and solar roughly 3.5% while natural gas still supplied over
40% of the US’ electrical supply. Ken Bossong of the Sun Day Campaign reports that by 2023 new solar and wind electricity could nearly double new natural gas generating capacity. The International Energy Agency’s World Energy Outlook for 2020 declared that solar power provides the cheapest electricity in history; cheaper than coal and gas in most countries. For the first time the report addressed the potential of behavior change to contribute to the goal of cutting carbon emissions. Behavior changes suggested included cutting down on flights, turning down air conditioning units, increasing use of public transport, switching to line-drying clothes, lowering driving speeds and working from home, which reduces carbon emissions by three times the increase in emissions caused by working from home. Changes in global agricultural practices including livestock farming could also cut emissions. The challenge will be in implementing such changes. Some of them have come about in response to the presence of covid-19. As we increase the use of renewable energy, overcoming output intermittency needs to be solved. Utility scale systems are increasing their use of battery backup systems. As rooftop systems gain greater public acceptance, if grid connected they present challenges to the system. According to a study conducted
in Australia, household battery storage remains the best fi x. An energy imbalance occurs from increasing installations of rooftop solar systems producing levels of electricity which decreases the demand for utility electricity. When evening household power demand increases it adds to grid instability. One option is to install additional solar panels facing west to capture sunlight and extend electrical production later into the day. Another simple solution is to add battery storage to individual household systems to level out power demand. As battery costs continue to fall, more solar installers are encouraging home owners
to have battery systems installed. A more powerful battery backup system includes having an electric vehicle which stores enough electricity to power the home connected to the home electrical system as needed. A utility scale option which could prove even more acceptable is compressing air, storing it in a cavity in the earth and releasing it later to produce electricity. Such systems could be widely implemented to cover extended periods when renewables are not producing power. Appropriate state and federal support for renewable energy can accelerate the transition to clean energy sources.

Statewide COVID-19 hospitalizations continue to drop While lower than second-wave highs, positivity rates increasing BY SARAH MANSUR

SPRINGFIELD — The state’s COVID-19 hospitalizations and average case positivity rate remain below second-wave highs while public health o�cials in Illinois continue to caution residents that a post-holiday surge could materialize. The Illinois Department of Public Health reported 5,059 new and probable cases of COVID-19 on Monday, with an average of 5,900 of new cases daily from Dec. 31 to Sunday. Those case figures are significantly lower than the second wave peak of 15,415 cases on Nov. 13 — which was the highest number of daily new cases reported since the pandemic began. The latest numbers bring the state-

wide totals since the pandemic began to 984,880 confirmed and probable cases and 16,834 fatalities. Those fatalities included 477 individuals who died since Thursday afternoon. Hospitalization rates continued to fall for the sixth straight week. From Dec. 28 through Jan. 3, the daily average hospitalization count from COVID-19 stood at 4,099, down 7 percent from the week before, and down 33 percent, or 2,029, from the period ending Nov. 23. At the end of Sunday, there were 3,948 people hospitalized with COVID-19 in Illinois, an increase of 131 from the day prior. The statewide seven-day rolling average positivity rate has ticked upward slightly, increasing for the eighth straight day. The average positivity rate increased above 8 percent on Jan. 1 after falling below that figure for 11 straight days. The statewide seven-day rolling average positivity rate currently sits at
8.6 percent, an increase of two tenths of a percent from the prior day. There were 816 intensive care beds in use by COVID-19 patients as of Sunday, an increase of 18 from the day prior. That left 25.9 percent of ICU beds open statewide, while the seven-day average for ICU bed usage stood at 833. That was a decrease of 9.9 percent, or 92, from the prior sevenday period. It’s the fifth consecutive week that the average decreased. COV ID-19 pat ients occupied 471 ventilators as of Sunday, an increase of five from the day prior. The seven-day average for ventilator use stood at 479 as of Sunday, a decrease of 43, or 8.3 percent, from the previous seven-day period. Illinois Department of Public Health Director Dr. Ngozi Ezike said in an interview with Good Morning America last week that state o�cials will be monitoring the data closely to see if there is a spike after Christmas and New Year
celebrations. “Thanksgiving was a much shorter holiday. We had the most tiny blip, almost insignificant. But with the Christmas and the New Year’s, with that break being days, weeks actually, there’s a lot of concern, especially as the fatigue is real,” Ezike said during the Dec. 29 interview. “So, we will have to follow that closely. But we try to make sure that people know: No matter what choice you made, it’s still going to be very important when you come back.
