Some counties entering next phase of vaccine distribution State prepares for loosened COVID-19 restrictions as rolling positivity remains below 8 percent By Grace Barbic

SPRINGFIELD – Some regions of the state could see loosened COVID-19 restrictions as early as Friday as some counties have already transitioned to the next phase of vaccine distribution, Gov. JB Pritzker announced Monday. Although the state remains in Phase 1A of its vaccine distribution plan, some communities which have substantially completed Phase 1A have moved to the early stages of Phase 1B. “We want to make sure any available vaccine is administered quickly to the priority groups that we’ve laid out,” Pritzker said. “Let’s get those out to Phase 1B people. ... Even though we haven’t moved everybody into the next phase, we don’t want any of these vaccines sitting around.” Those in Phase 1A, who are receiving vaccines, include health care workers and residents of long-term care facilities. Phase 1B would extend vaccine priority to non-health-care essential workers and residents age 65 or older. This early transition has been authorized by the Illinois Department of Public Health, but local health departments determine the phase transition on a county-by-county basis, depending on Phase 1A progress. It is not clear which counties have already started Phase 1B. Pritzker said he expects to make a formal announcement later this week regarding when the entire state will move into Phase 1B. “But I want to urge patience,” Pritzker said. “Phase 1B will take many weeks to complete.” If the next phase is not yet available in certain areas, it is because many counties
have not administered enough vaccines in Phase 1A to move forward with the current pace of the national vaccine development pipeline, Prtizker said. Even when the entire state transitions into Phase 1B, those who were eligible for Phase 1A who have not yet been vaccinated, are still authorized to receive the vaccine in its next phase. As of Sunday night, approximately 587,900 doses of Pfizer-BioNtech and Moderna COVID-19 vaccines have been delivered to the state. Approximately 478,175 doses have been delivered to public and private health care providers, outside the city of Chicago, and 109,725 doses to providers in the city of Chicago. The federally mandated pharmacy partnership program has administered approximately 334,939 vaccinations as of Sunday night; 36,867 by pharmacy partners CVS and Walgreens, and 298,072 by the state’s public and private health care providers. Yet, Pritzker said the state is still not receiving enough vaccine doses. “We don’t even have a million doses and there are 12.7 million people in the state of Illinois,” he said. Pritkzer recently joined eight other governors in urging President-elect Joe Biden to release more available vaccine doses, noting that the federal government, under President Donald Trump’s administration, has been holding back enormous stores of vaccines. The Biden administration has agreed to release nearly all available vaccines upon taking office. Tier 3 mitigations will begin to be lifted come Friday in regions that meet certain metrics. The timeline represents a 14-day incubation period following New Year’s Day. In order to transition from Tier 3 to Tier 2, a region must experience a positivity rate below 12 percent for three consecutive days. It must also have greater than 20
percent available intensive care unit and hospital bed availability and declining COVID hospitalizations for 7 of the 10 days. Regions began hitting Tier 2 restrictions in November, with statewide Tier 3 mitigations announced on Nov. 20. No region has been able to move back to Tier 1 restrictions after reaching Tier 2. According to an IDPH document detailing Tier 2 restrictions, “IDPH will continue to track the positivity rate in regions requiring additional mitigations over a 14-day monitoring period to determine if mitigations can be relaxed, if additional mitigations are required, or if current mitigations should remain in place. If the positivity rate averages less than or equal to 6.5 percent over a 3-day period, the region will return to Phase 4 mitigations under the Restore Illinois Plan.” The statewide COVID-19 rolling positivity rate remained below 8 percent for the second consecutive day Monday at 7.6 percent. Illinois reported 4,776 new confirmed and probable cases of COVID-19 on Monday, with 53 additional virus-related deaths. The state is reporting a total of 1,033,526 cases for a total of 17,627 deaths across the state’s 102 counties. A total of 66,697 test results have been reported Monday. Over 14.1 million test results in the state have been reported since the pandemic began. As of Sunday night, 3,540 people in Illinois were reported to be in hospital beds for COVID-19, an increase of 13 from the day prior, and 759 COVID-19 patients were in intensive care unit beds, an increase of 19 from the day prior. There were 401 patients reported to be on ventilators, an increase of 10 from the day prior. Mexico sees holiday bump in tourism amid pandemic surge BY EMILIO ESPEJEL AND CHRISTOPHER SHERMAN ASSOCIATED PRESS
TULUM, Mexico (AP) — The friends from Jackson, Mississippi, relaxed on lounge chairs dug into a white sand beach and romped in the turquoise Caribbean waters, grateful for a break from the pandemic winter in the United States. They were among tens of thousands of American tourists who descended on Mexico’s glittering Caribbean beaches at the close of 2020 and start of this year. Quintana Roo state, the country’s tourism crown jewel, home to Cancun, the Riviera Maya and Tulum, received 961,000 tourists during that stretch — nearly half from the U.S. — down only 25% from the previous year. “You come here and it’s a sigh of relief from all the turmoil of the COVID,” said Latron Evans, a 40-year-old Jackson firefighter. But concern is spreading that the winter holiday success could be fleeting, because it came as COVID-19 infections in both Mexico and the United States, the main source of the foreign tourists, were reaching new heights — and as a new, more easily spread variant was beginning to emerge in the U.S. If a sharp rise in infections forces a new shutdown of the tourism sector, the e�ects would be devastating. Tourism accounts for 87% of Quintana Roo’s gross domestic product, said state Tourism Secretary Marisol Vanegas Pérez. The state lost some 90,000 tourism jobs — only 10,000 of which have come back — and countless others that depend on tourism. Flights from the U.S. dried up last spring as the pandemic took hold but have risen steadily since then. In December, Quintana Roo was averaging 460 air arrivals and departures per day compared to a pre-pandemic average of 500, Vanegas said. The increase in American tourists helped compensate for the Europeans, whose numbers remain sharply down. More U.S. tourists came to Quintana Roo during this pandemic-stricken holiday season than a year earlier, when the world was just beginning to learn of the coronavirus. They accounted for 9 out of 10 foreign tourists, Vanegas said. And they are staying longer, with some seemingly waiting out the pandemic at the beach, she said. O�cials strive to “create a tourist bubble that generates confidence in everything a
tourist does,” Vanegas said, describing how the visitors move from the airport to a van to a hotel, and then to tours of sun-splashed archaeological sites certified by state health authorities. “Where there could be risk is when they leave that bubble,” she said. For example, the throbbing crowd that packed shoulder-to-shoulder — many not wearing masks — in downtown streets and clubs to ring in the New Year in Playa del Carmen, the lively beach town between Cancun and Tulum. Indoor venues also pose a risk: Restaurants, theaters, salons and other businesses are permitted to operate at 60% capacity, and indoor gyms at 50%. Hotels can book at 70% capacity. Evans, the Mississippi firefighter, said he was impressed by the health measures everywhere he went. “They’re taking temperatures when you enter the building and giving you hand sanitizer every place you go,” he said. His friend, Gearald Green, a 32-yearold music producer from Jackson, where nearly everyone in his immediate circle of friends has been infected, said the climate and outdoor-focused beach living inspired confidence. “I don’t have to try an extra amount to keep social distance because it’s the beach, it’s water and when you come out it’s not like a lot of people on top of one another,” he said. Vanegas said the state health department aggressively traces any reported infections. Still, there are worrisome signs. The positivity rate on COVID-19 tests in the state is nearly 50% and the weekly number of COVID-19 deaths quadrupled from the week before Christmas to the week after, according to federal government data. Health experts fear the increase in travel through the holiday season will likely lead to spikes in places that previously seemed to have it under control. “In the most popular tourist destinations, you’re going to have epidemic activity increase again in a big way,” said Dr. Mauricio Rodríguez of the medical school at Mexico’s National Autonomous University, citing beach destinations like Puerto Vallarta, Acapulco, Quintana Roo and the Riviera Maya. The southern state of Oaxaca, which draws tourists to its colonial capital as well as its laid-back Pacific beaches, had half the number of tourists this holiday season
as a year earlier. State Tourism Secretary Juan Carlos Rivera said that wasn’t bad considering the pandemic. “We are going to enter in ... an economic recession in terms of tourism in the coming months, not only in Oaxaca, in the whole country,” Rivera said. If infections increase sharply, pressure will build to close beaches again like last spring, spurring massive layo�s. When the pandemic arrived in Mexico, big hotels started laying o� workers with what they called “solidarity breaks.” Workers were told it was temporary, that they’d be hired back in a month and most were let go without the benefits they deserved. There was little debate over the health risks of promoting tourism versus the economic impact of losing all those jobs, said Alejandro Palafox-Muñoz, a professor of tourism at the University of Quintana Roo. The people who lost those jobs had no choice but to go out and look for new work to feed their families, he said. Saily Camacho, 25, had worked at a beach club on the island of Cozumel for two years, as a hostess, selling tours and at the cash register. Barely two weeks after the first recorded COVID-19 infection in Mexico, she was out of a job. Camacho earned commissions from selling tours and could make $110 on a good day. After she was laid o�, she lived o� her savings for a month, thinking that she’d be hired back. She put finishing her college degree on hold. Her mother and two siblings lost their tourism sector jobs too. Her mother — and many others — tried to sustain themselves by selling food from their homes via social networks. Her mother, a hotel chambermaid, finally started a new hotel job this month. After a long search, Camacho was hired as a cashier at a supermarket where it takes her almost two weeks to earn what she made on a good day at the beach club. “Before, I was working to save for my future, to buy a house, a car,” Camacho said. “And now, honestly, I only work to get by, for food, for expenses.” She still has concerns about the coronavirus, but admitted that she was buoyed by seeing tourists return. “To see tourists, truly, was something exciting, because it’s the sustenance for the island,” she said.

Stocks notch gains on Wall Street; Treasury yields climb By Stan Choe, Damian J. Troise and Alex Veiga Associated Press
U.S. stocks are drifting near their record heights Tuesday, while Treasury yields keep marching higher amid expectations that the economy will pull out of its slump after a powerful recovery sweeps the globe later this year. The S&P 500 was up less than 0.1% after flipping between small gains and losses for much of the day. The Dow Jones Industrial Average was up 68 points, or 0.2%, at 31,073, as of 3:16 p.m. Eastern time, and the Nasdaq composite was up 0.2%. Markets have been charging higher recently amid a wave of optimism about the future. The rollout of coronavirus vaccines has Wall Street anticipating a big rebound for the economy and corporate profits as daily life starts to return toward normal later this year. Expectations are also rising for another round of stimulus coming for the economy because Democrats are set to soon have control of the White House, Senate and House. But the gains have been so big that critics say stocks and other investments simply look too expensive. Some measures of value in the stock market are at their priciest levels since 2000, when the dot-com bubble was popping. That includes how much investors are paying for each $1 in profits that a company produces. Low interest rates and almost nonexistent inflation have been encouraging investors to keep piling into stocks, even though their prices are rising faster than their profits. But longer-term interest rates have begun to pull higher with
expectations for more borrowing by the U.S. government, economic growth and possibly inflation in the future. The yield on the 10-year Treasury has climbed to 1.14%, for example. That’s up from 1.12% late Monday and from less than 0.90% at the start of the year. “I wonder whether as the economy reopens and consumer confidence comes back does that further push rates up and challenge the justification of these values,” said Andrew Slimmon, portfolio manager at Morgan Stanley Investment Management. Besides driving investors away from pricey stocks, higher interest rates can also make borrowing more expensive and hit the housing and other industries particularly hard. That could mean additional pressure on the Federal Reserve, which has been trying to keep interest rates low to jolt the economy out of its pandemic-caused weakness. The Fed has held short-term interest rates at a record low of nearly zero and bought all kinds of bonds in its drive to help the economy. Its next policy meeting on interest rates is in two weeks. And despite all the hopes for the future, the present remains bleak. The pandemic is accelerating around the world, particularly as new and potentially more contagious variants of the coronavirus spread. That helped force U.S. employers to cut more jobs than they added in December, the first month that’s happened since the economy was collapsing during the spring. Energy stocks made broad gains as crude oil prices advanced. Occidental Petroleum climbed 11.8% for one of the biggest gains in the index, while
Marathon Oil rose 7.6%. General Motors jumped 6.8% amid excitement about a business unit it’s creating to sell electric-powered delivery vehicles and equipment. Stocks of smaller companies were also rallying, with the Russell 2000 index of small-caps up 1.5% and on track for an all-time high. They’ve been leading the market in recent weeks as investors see them benefiting much more from a healthier economy than behemoth stocks that managed to largely sustain themselves through the pandemic. “You’re starting to see value stocks and financials putting in a consistent outperformance versus growth stocks,” Slimmon said. “But, as rates move higher that thesis becomes more challenged.” On the losing end were several of those Big Tech stocks that cruised as workfrom-home and other trends beneficial to them boosted their profits. Microsoft slipped 1.1%, Facebook fell 1.9% and Google’s parent company dipped 1.2%. Profits will be in focus on Wall Street in upcoming weeks as companies report how much they made during the last three months of 2020. Banks are among the first to report, with several scheduled for Friday. Across the S&P 500, analysts are forecasting a sharp drop in earnings of nearly 9% from a year earlier. Also hanging over the market will be political uncertainty. Democrats are pushing for the removal of President
Donald Trump after his words incited a mob of loyalists to storm the Capitol last week. The FBI is also warning of plans for armed protests across the country in the days leading up to President-elect Joe Biden’s inauguration next week. . Investors for the most part have been looking past such acrimony and violence, though. They’ve chosen to focus instead on the economic recovery they see as on the way. In Europe, stock markets were modestly lower. The French CAC 40 slipped 0.2%, and the German DAX fell 0.1%. The FTSE 100 in London lost 0.7%. In Asia, markets were mixed. Stocks in Shanghai jumped 2.2%, and Hong Kong’s Hang Seng rallied 1.3%. But South Korea’s Kospi fell 0.7%, and Japan’s Nikkei 225 inched up by 0.1%. End of trading update: Stocks shook off a midday slide and ended broadly higher on Wall Street. The S&P 500 edged up less than 0.1% Tuesday. Small-company stocks continued to outpace the rest of the market by a wide margin, a sign that investors are becoming more optimistic about an economic rebound. Treasury yields kept marching higher as investors anticipate that the economy will pull out of its slump and rebound later this year. Markets have been charging higher on optimism about COVID-19 vaccines and more stimulus for the economy, but the gains have been so big that critics say stocks have become too expensive.

After the last week or so, I’m sure we all could use a little escapism. Books are always a great escape from reality, but so is TV (as long as you avoid news channels). With the holidays behind us, some of our favorite shows are returning, and new series are peppering the airwaves. The mere premise of Miss Scarlett and the Duke – PBS’ latest addition to Masterpiece – had me intrigued the minute I heard about it. Set in Victorian England, the story revolves around a young, unmarried woman, Eliza Scarlett (Kate Phillips, Peaky Blinders, Wolf Hall), who is trying to eke out a living following the death of her father, who was a detective. With few options available to her, she decides to take over her father’s detective agency – much to the shock of nearly everyone she encounters. Admit it. Watching a smart young lass buck the system and outsmart Scotland Yard detectives sounds like a lot fun. Speaking of Scotland Yard, the “Duke” in the show’s title is the nickname of the slightly-more-openminded-than-hispeers Scotland Yard detective William Wellington (Stuart Martin, Jamestown, Babylon) who becomes Eliza’s unlikely crimes-solving partner. It’s season is only six episodes long, so why not give it a try? If British period dramas aren’t your thing, a pair of whacky American dramas are returning, too: 9-1-1 and 9-1-1: Lone Star. I love how the original 9-1-1 – back for season four – celebrates the camaraderie, pathos, and humor of heroic first responders – thanks to a strong ensemble led by
Angela Bassett and Peter Krause. I also like the way season one of its spinoff, 9-1-1: Lone Star, led by Rob Lowe, incorporated the same off-beat ability to balance dangerous, provocative, and heart-breaking storylines with flat-out comedy. How could you not enjoy a running joke centered on Lowe’s real-life love of skincare products? But now I’m worried that the reason I liked the first season of 9-1-1 Lone Star as much as I did might be because it aired during months the original series wasn’t on. I’ll soon know if that’s the case, since Fox decided to air the sibling series back-toback. While I’ll undoubtedly enjoy a double dose of the ongoing story arcs and outrageous rescues, I’ll also be dreading going back to months without fresh episodes of either show once their seasons end. If you think 9-1-1 and 9-1-1: Lone Star are just more of the same first responder procedural shows, think again. These shows are nothing like anything in the Law & Order, NCIS, or Chicago franchises. They’re a roller coaster ride of drama and comedy, relationships and rivalries that just happen to be set in the world of first responders—one series set in Los Angeles, the other in Austin, Texas. Both, to me, are pure escapism.

MIAMI GARDENS, Fla. (AP) — The celebration was at once familiar and unique. The confetti cannons sent a crimson and white shower into the air and Alabama players ran to the sideline to grab their championship hats and T-shirts. It’s a rite of passage if you have played for the Crimson Tide under coach Nick Saban. This time, though, the band playing the fight song was a piped -in recording, and when “Sweet Home Alabama” blared, only a few thousand Tide fans were still in the stadium to sing along. The final game of a college football season in a pandemic, a season that was uncertain to be played in the summer and filled with disruptions in the fall, ended in the most predictable fashion: Alabama as national champion for the sixth time in the last 12 years under Saban. DeVonta Smith was uncoverable, Najee Harris unstoppable and Mac Jones impeccable as the top-ranked Tide won the College Football Playo� national championship game 52-24 against No. 3 Ohio State on Monday night. They finished the year 13-0 — a full season when many wondered if it would be possible to play any. “I think we’re the best team to ever play,” Jones said. On the Buckeyes’ first drive, they lost star running back Trey Sermon to an injury, and in a game they needed to be running at top speed, facing one of great o�enses in recent history, they sputtered too much. Ohio State has never allowed more points in a bowl game. “I think there’s a feeling of, if you don’t score you’re going to get behind and then the pressure mounts,” Buckeyes coach Ryan Day said of facing the Tide’s prolific o�ense. Fans can debate which team in the Saban dynasty is best, but none will be more memorable than this group. “Everybody is so together,” Smith said. “People last year said the dynasty was over. We don’t stop. We just keep reloading.” After going a whole two seasons without winning a national title, the Tide finished perfect during a season that could not have been further from it. Jones, who finished third in the Heisman voting, was 36 for 45 for a CFP championship-record 464 yards and five touchdowns. In one of maybe the most overlooked seasons a quarterback has ever played, Jones set a single-season record for passer e�ciency rating at 203.
Harris, who was fifth in the Heisman race, had 158 yards from scrimmage on 29 touches, scoring three times to give him an SEC record 30 touchdowns this season. Smith hardly played in the second half, leaving with an injury. He returned to the sideline in the fourth quarter with his right hand wrapped to the wrist, two fingers taped together, and wearing a Heisman mask. Alabama hardly missed him and cracked 50 early in the fourth quarter when Harris went in untouched from a yard out. Smith and Harris surprised some by returning to college after last season for their senior years. Boy, did it turn out to be worthwhile. Along with Jones, another member of that 2017 recruiting class, they will leave Alabama as the leaders of a team that managed to make an arduous march from through the pandemic look easy. “We all had a mission trying to end things the right way,” Smith said. “We all went to work and it ended the way we wanted.”

Maybe it’s the college student in me, but I consider ordering takeout Italian food a perfect date night. The menu at Lino’s is huge, so you can guarantee it’ll be a smash hit for family dinner night as well. Whether you’re craving pasta or a nice steak, you’ll have come to right place. They also introduced a new item to their carry-out menu called the “Graze Box” which is basically a charcuterie board in a box. Seriously, you can’t miss out on this! Growing blueberries BY GRANT MCCARTY CONTRIBUTOR
Blueberries are one of the major berry plants that many people like and want to grow. Based on their bush characteristics, these plants can do well in our region and do not require the intense maintenance that other berry and bramble plants do. However, the major issue related to growing blueberries is their need for acidic soils. Since most of our soils are not this acidic, it can be the limiting factor in successful plantings. There are three types of blueberry plants which include lowbush, highbush,
and rabbiteye. The lowbush is one that is native to Northern US while high bush are commercial varieties that are best for Illinois. The rabbiteye type is common in the southern US and is not recommended for our climate. Varieties recommended for our region include ‘Bluejay’, ‘Patriot’, and ‘Nelson” among others. Like other berries and brambles, blueberries need full sun, well-drained soil, and uniform moisture. Blueberry plants need acidic soil of a pH between 4.8 to 5.2. Most of our soils are nowhere near this acidity level. If you want to grow blueberry plants but your soil is not acidic, you’ve
got a couple options. For small plantings, you might add sphagnum peat moss or elemental sulfur. Both of these will need to be applied a year prior to planting as it takes time for the pH to be altered. It is not advised to plant your blueberry plants and then lower the pH. Instead of altering your soil pH, you might consider a raised bed. By having a raised bed in place, you may have better control over the soil pH by starting with soil you are adding. If you plant two varieties, you may have better pollination and higher yields. In the first two years of planting blueberries, you want to remove the flowers as these
first years should be spent allowing for the blueberry plant to grow, develop, and not concentrate on yields. Once you’ve planted your blueberry plants, plant them at the same depth and spread the roots out slight. Add soil and peat moss and water thoroughly. Blueberry plants benefit greatly with mulch. This mulch can be in place for years helping with water infiltration and weed control. Adding to the mulch each year can also benefit your plantings. We are living in di�cult times with the economic hardships wrought by the coronavirus and deteriorating financial conditions of individuals, businesses, municipal and state governments. A further stress is the loss of normal social interactions imposed by responses to the coronavirus. With the new administration about to assume power in Washington there is hope that new policies will alleviate some of the financial pressures on the citizenry. In tough times such as we are experiencing it is common for people to question the basic premises of the existing economic system and the governmental policies flowing from it. A new economic model being developed by Tim Morgan is known as Surplus Energy Economics. In it Morgan argues that there is not one economy but two of them operating simultaneously. One is the real economy of energy, labor, resources, goods and services. It is driven by the existence of surplus energy currently from the production and consumption of fossil fuels. The second is the financial economy which operates parallel to the real one. It involves the use of money which has no innate worth but has claims on the real economy. The claims primarily include cash and debt and other instruments involving ongoing payments, As securing additional supplies of oil
and natural gas requires an ever-increasing amount of energy being used to capture and process the fuels, it leaves less energy available to power the two economies. Temporary e�orts by governments involve injecting massive amounts of debts to maintain the illusion of substantial economic growth. According to Morgan from 1999 through 2019 each dollar of economic growth was supported by three dollars of new debt. The author concludes we are reaching our debt limit and the pursuit of continuous economic growth is not sustainable. Even if the coronavirus is successfully controlled, the expectation of returning the economy to what was considered normal is not likely to happen. While some recovery will occur, the decreased amount of surplus energy available to power the economy is not expected to keep up with the projected population growth. The model does not assume an economic collapse will occur but it does describe a future in which individuals and businesses will have less money to spend on nonessential goods and services while focused on spending on what is known as essentials such as shelter, food and clothing. The priorities of voters would likely turn to economic issues leading to calls for economic reforms such as economic redistribution and challenges to increasing monopolization of the economy.
While the author does value a transition to wind and solar energy to power the economy he does not believe renewable energy sources will be able to scale up to the size essential to power the existing economy or one based on perpetual economic growth. A massive visual reminder of our society’s intensive use of energy is illustrated regularly on television with the panoramic views of communities surrounding the stadiums in which night professional football games are played. The recent ice storms and cloudy weather have dramatically reduced power production from numerous solar installations in our area. This illustrates
one of the challenges of providing power from renewable energy during unusual weather conditions. System owners who have remained connected to the grid have maintained electrical service. Those living without grid service have either had to rely on backup generators to supply them with power or have been reduced to living with little or no electricity. If the surplus energy model proves to be an accurate description of the economy and gains acceptance it could provide guidance for a sustainable society. Our intent in writing about Morgan’s model was to introduce people to it and suggest they read it and judge its merits for themselves.

Trump says ‘tremendous anger’ in nation over impeachment BY LISA MASCARO, ZEKE MILLER AND MARY CLARE JALONICK ASSOCIATED PRESS
WASHINGTON (AP) — With the House set to impeach, President Donald Trump is blaming Democratic congressional foes for “tremendous anger” in the country and last week’s deadly attack on the Capitol by his supporters after he urged them on their way. The embattled president, in his first remarks to reporters since last week’s attack, took no responsibility Tuesday for the deadly mob invasion of the building but also said he wanted “no violence.” Trump defended his fiery rally remarks to a protest crowd last week as “totally appropriate,” and he showed no remorse for the following attack, the most serious and deadly domestic incursion at the Capitol in the nation’s history. On impeachment, Trump said it’s “a really terrible thing that they’re doing.” “To continue on this path, I think it’s causing tremendous danger to our country, and it’s causing tremendous anger,” he said. “I want no violence. The president spoke as he left for Texas to survey the border wall with Mexico. He took no questions. Impeachment ahead, the House on Tuesday will first try to convince the vice president and Cabinet to act even more quickly to remove Trump from o�ce, warning he is a threat to democracy in the remaining days of his presidency. House lawmakers are reconvening at the Capitol for the first time since the deadly pro-Trump riot to approve a resolution calling on Vice President Mike Pence to invoke the 25th Amendment to declare the president unable to serve. Pence is not expected to take any such action. The House would next move swiftly to impeach Trump. Trump faces a single charge — “incitement of insurrection” — in the impeachment resolution that the House will begin debating Wednesday, a week before Democrat Joe Biden is set to be inaugurated, Jan. 20. The unprecedented events, only the first U.S. president to be twice impeached, are unfolding in a nation bracing for more unrest. The FBI has warned ominously of potential armed protests in Washington and many states by Trump loyalists ahead of Biden’s inauguration. In a dark foreshadowing, the Washington Monument was closed to the public and the inauguration ceremony on the west steps of the Capitol will be o� limits to the public. It all added up to stunning final moments
for Trump’s presidency as Democrats and a growing number of Republicans declare he is unfit for o�ce and could do more damage after inciting a mob that violently ransacked the U.S. Capitol last Wednesday. A Capitol police o�cer died from injuries su�ered in the riot, and police shot a woman during the violence. Three others died in what authorities said were medical emergencies. “We have to be very tough and very strong right now in defending the Constitution and democracy,” said Rep. Jamie Raskin, D-Md., an author of both pieces of legislation, in an interview. Late Monday, the entire Congressional Hispanic Caucus, all 34 members, unanimously agreed to support impeachment, calling for Trump’s immediate removal. “It is clear that every moment Trump remains in o�ce, America is at risk,” said a statement from the caucus, led by Rep. Raul Ruiz, D-Ca. It said Trump “must be held accountable” for his actions. Democrats aren’t the only ones who say Trump needs to go. Rep. Liz Cheney, R-Wyo., encouraged House GOP colleagues late Monday to “vote your conscience,” according to a person granted anonymity to discuss the private call. She has spoken critically of Trump’s actions but has not said publicly how she will vote. Republ ican Sen. Pat Toomey of Pennsylvania joined GOP Sen. Lisa Murkowski of Alaska over the weekend in calling for Trump to “go away as soon as possible.” Pence and Trump met late Monday for the first time since the Capitol attack, and had a “good conversation” pledging to continue working for the remainder of their terms, said a senior administration o�cial, who spoke on condition of anonymity to discuss the private meeting. Pence has given no indication he would proceed with invoking the 25th Amendment to remove Trump from o�ce. No member of the Cabinet has publicly called for Trump to be removed from o�ce through the 25th Amendment process. As security tightened, Biden said Monday he was “not afraid” of taking the oath of o�ce outside at the Capitol. As for the rioters, Biden said, “It is critically important that there’ll be a real serious focus on holding those folks who engaged in sedition and threatening the lives, defacing public property, caused great damage -- that they be held accountable.” Biden said he’s had conversations with senators ahead of a possible impeachment
trial, which some have worried would cloud the opening days of his administration. Senate Democratic leader Chuck Schumer was exploring ways to immediately convene the Senate for the trial as soon as the House acts, though Republican leader Mitch McConnell would need to agree. The president-elect suggested splitting the Senate’s time, perhaps “go a half day on dealing with impeachment, a half day on getting my people nominated and confirmed in the Senate, as well as moving on the package” for more COVID relief. As Congress resumes, an uneasiness swept government. Another lawmaker, Rep. Pramila Jayapal, D-Wash., announced Tuesday she had tested positive for COVID19 after sheltering during the siege. Many lawmakers may choose to vote by proxy rather than come to Washington, a process that was put in place last year to limit the health risks of travel. House Republican leader Kevin McCarthy has discouraged GOP lawmakers from using the proxy option. But during a call with them he loosened his strict opposition for this week’s votes, according to a Republican granted anonymity to discuss the private call. Among Trump’s closest allies in Congress, McCarthy said in a letter to colleagues that “impeachment at this time would have the opposite e�ect of bringing our country together.” He said he would review possible censure of the president. But House Republicans are split and a few may vote to impeach.
Democrats say they have the votes for impeachment. The impeachment bill from Reps. David Cicilline of Rhode Island, Ted Lieu of California, Raskin of Maryland and Jerrold Nadler of New York draws from Trump’s own false statements about his election defeat to Biden. Judges across the country, including some nominated by Trump, have repeatedly dismissed cases challenging the election results, and former Attorney General William Barr, a Trump ally, has said there was no sign of widespread fraud. The impeachment legislation also details Trump’s pressure on state o�cials in Georgia to “find” him more votes, as well as his White House rally ahead of the Capitol siege, in which he encouraged thousands of supporters last Wednesday to “fight like hell” and march to the building. The mob overpowered police, broke through security lines and windows and rampaged through the Capitol, forcing lawmakers to scatter as they were finalizing Biden’s victory over Trump in the Electoral College. While some have questioned impeaching the president so close to the end of his term, Democrats and others argue he must be prevented from holding future public o�ce. There is precedent for pursuing impeachment after an o�cial leaves o�ce. In 1876, during the Ulysses Grant administration, War Secretary William Belknap was impeached by the House the day he resigned, and the Senate convened a trial months later. He was acquitted.
