State Updates

State seven-day COVID-19 positivity rate hits lowest point since Oct. 23 Hospitalization metrics continue to improve as well By Jerry Nowicki

SPRINGFIELD – The state’s COVID-19 seven-day average case positivity rate dropped to 5.7 percent Tuesday, the lowest it has been since Oct. 23. The positivity rate peaked at 13.2 percent on a rolling average as of Nov. 13, and the entire state entered strict Tier 3 mitigations on Nov. 20. Since then the positivity rate has been on a continual downward trend except for the two weeks following Christmas day when it rose from just under 7 percent to over 8.5 percent before beginning to fall again. Hospitalizations for the disease continued on a gradual downward arc as well, decreasing for the eighth week in a row as of Sunday night after peaking the week ending Nov. 22. There were 3,335 people reported hospitalized for COVID-19 in Illinois as of Monday night, while there were 3,473 people hospitalized on average each night for the seven days prior. That marked a 7 percent decrease from the week prior and a 43 percent drop from its peak the week ending Nov. 22. Intensive care unit beds have followed similar trends with 713 of them in use by COVID-19 patients Monday night and 728 in use on average each night for the seven days prior. That marked a 5.9 percent decrease from the week prior and a 40 percent decrease from the week ending Nov. 29, when there were 1,209 in use on average. COVID-19 patients occupied 395 ventilators as of Monday night, or slightly more than the 389 that were in use on average the seven days prior. That number marked an 8 percent decrease from the week prior and a 44 percent decrease from the Nov. 29 peak. Approximately 32 percent of staffable hospital beds and 29 percent of staffable

ICU beds remained unused statewide. That surge capacity had dropped to the high teens for ICU beds and low 20s for hospital beds in December.

Deaths slowing

Deaths related to COVID-19 have significantly dropped this week as well, although those numbers fluctuate daily and are lagging indicators of disease spread. The Illinois Department of Public Health reported another 33 deaths Tuesday after reporting 50 Monday and 29 Sunday. The state had reported single-day death counts exceeding 100 for 17 of the past 30 days, and has not reported a death count this low in a three-day period since the end of October. The progress on all of the key metrics has spurred the state to slowly begin removing mitigation measures that prohibited several indoor activities since Nov. 20 or earlier, depending on the region and the activity. There was no tier movement reported by the state Tuesday, however, with Regions 3 and 5 remaining in Phase 4-level mitigations that allow for indoor dining and bar service; Regions 1, 2 and 6 in Tier 1 mitigations which allow for indoor dining and drinking as long as food is served; and Regions 8, 9, 10 and 11 all in Tier 2 which does not allow indoor dining but allows other establishments to open slightly more broadly. Only Region 4 in the Metro East near St. Louis and Region 7 in Will and Kankakee Counties remain under the strictest Tier 3 mitigations, with Region 4 potentially one day away from moving back to Tier 2.

Vaccine update

The state has now reported over 1 million cases of the disease and 18,291 deaths since the pandemic first reached Illinois, with more than 14.8 million test results reported. As of Tuesday night, Illinois had received over 1 million doses of COVID-19 vaccines, with 508,732 having been administered,

although administrators have three days to report a vaccination once it has been conducted. Of the doses received, 781,350 were delivered to providers and 304,600 doses have been allocated to the federal government’s Pharmacy Partnership Program for long-term care facilities. Of the doses administered, 69,976 have been part of the partnership program. On average over the past week, the state administered 22,134 doses each day. Gov. JB Pritzker’s office also announced the locations for four state-supported vaccination sites in Cook County Tuesday which will begin vaccinating individuals immediately. They are in the municipalities of North Riverside, Robbins, Cicero and Ford Heights and will be open from 9 a.m. to 5 p.m. for health care workers who are part of Phase 1A before opening to those eligible for Phase 1B on January 25. More information is available at https://cookcountypublichealth.org/. “Standing up these sites is a pivotal first step of a plan that coordinates our 97 local health departments statewide – who operate clinics already and will open up more as vaccine supply grows,” Pritzker said in a news release. Phase 1B will begin statewide on Jan. 25 with sites giving vaccinations to those eligible by appointment only, according to the governor’s office. All residents over the age of 65 and frontline essential workers can receive the vaccine as part of Phase 1B. IDPH will also partner with large pharmacies to launch new sites in communities across Illinois, according to the governors office. The sites announced Tuesday are being stood up through support from the Illinois National Guard.. Biden DNI pick says no room for politics in intel agencies BY ROBERT BURNS, LOLITA C. BALDOR AND MATTHEW LEE ASSOCIATED PRESS

WASHINGTON (AP) – President-elect Joe Biden’s nominee to lead the intelligence community, Avril Haines, promised Tuesday to “speak truth to power” and keep politics out of intelligence agencies to ensure their work is trusted. Her remarks implied a departure from the Trump administration’s record of pressuring intelligence o�cials to shape their analysis to the president’s liking. “When it comes to intelligence, there is simply no place for politics — ever,” she told the Senate Intelligence Committee. Haines, a former CIA deputy director and former deputy national security adviser in the Obama administration, would be the first woman to serve as director of national intelligence, or DNI — a role created after the Sept. 11, 2001 terrorist attacks. Her testimony kicked o� a series of confirmation hearings for Biden’s top national security nominees. In the opening hour of her hearing, Haines was repeatedly asked to comment on the problem of domestic extremism, following the Jan. 6 insurrection at the U.S. Capitol. She said that under her watch, the intelligence community, which is comprised of 18 intelligence agencies, including the CIA, would have a support role in assessing the threat coming from domestic extremists. The primary responsibility for U.S.based threats belongs to the FBI and the Department Homeland Security, she said, adding that she expects that intelligence agencies would be involved in those discussions, particularly if there are connections between Americans and foreign-based extremist groups. She said she understand that such connections to international groups do exist, although she mentioned none by name. The committee’s lead Republican, Marco Rubio of Florida, and its ranking Democrat, Mark Warner of Virginia, both indicated they expect Haines to win confirmation. Her hearing kicked o� a series of Senate confirmation hearings Tuesday, including those for Biden’s picks to lead the State Department, the Pentagon, and the departments of Homeland Security and Treasury. While most of those nominees are unlikely to be confirmed by the time Biden takes the oath of o�ce at noon Wednesday, some could be in place within days. In introducing Haines to the committee, Dan Coats, who served as director of national intelligence in the Trump

administration, called her an “exceptional choice” for the position. Also testifying Tuesday at his confirmation hearing was Alejandro Mayorkas, Biden’s nominee for secretary of the Department of Homeland Security. He would be the first Latino and first immigrant to lead the agency. In opening remarks, Mayorkas addressed the Jan. 6 attack on the U.S. Capitol. He said in prepared remarks released ahead of the hearing that the pro-Trump riot is “horrifying” and the authorities still have much to learn about what happened that day and what led to the insurrection. Putting his national security team in place quickly is a high priority for Biden, not only because of his hopes for reversing or modifying Trump administration policy shifts but also because of diplomatic, military and intelligence problems around the world that may create challenges early in his tenure. The most controversial of the group may be Lloyd Austin, the recently retired Army general whom Biden selected to lead the Pentagon. Austin will need not only a favorable confirmation vote in the Senate but also a waiver by both the House and the Senate because he has been out of uniform only four years. Also facing confirmation hearings were Biden confidant Antony Blinken to lead the State Department, and Janet Yellen as treasury secretary, another first for a woman. In prepared remarks, Blinken said he is ready to confront challenges posed by China, Iran, North Korea and Russia and is committed to rebuilding the State Department after four years of atrophy under the Trump administration. Ahead of the Blinken hearing, the ranking Democrat on the Senate Foreign Relations Committee, Robert Menendez of New Jersey, said he expects the committee to vote on the nomination on Monday. Blinken will tell the Senate Foreign Relations Committee on Tuesday that he sees a world of rising nationalism and receding democracy. In remarks prepared for his confirmation hearing, Blinken will say that mounting threats from authoritarian states are reshaping all aspects of human lives, particularly in cyberspace. He’ll say that American global leadership still matters and without it rivals will either step in to fill the vacuum or there will be chaos — and neither is a palatable choice. Blinken also promises to bring Congress in as a full foreign policy partner, a subtle jab at the Trump administration and Secretary of State Mike Pompeo, who

routinely ignored or bypassed lawmakers in policy-making. He called the Jan. 6 insurrection on Capitol Hill “senseless and searing” and pledged to work with Congress. Austin was testifying later Tuesday before the Senate A rmed Ser v ices Committee, but the panel will not be in position to vote until he gets the waiver. Republicans are expected to broadly support the Austin nomination, as are Democrats. Biden’s emerging Cabinet marks a return to a more traditional approach to governing, relying on veteran policymakers with deep expertise and strong relationships in Washington and global capitals. Austin is something of an exception in that only twice in history has a recently retired general served as defense secretary — most recently Mattis. Austin, who would be the first Black secretary of defense, retired from the military as a four-star general in 2016. The law requires a minimum seven-year waiting period. Doubts about the wisdom of having a recently retired o�cer running the Pentagon are rooted in an American tradition of protecting against excessive military influence by ensuring that civilians are in control. When he announced Austin as his pick in December, Biden insisted he is “uniquely suited” for the job. Lindsay P. Cohn, an expert on civil-military relations and an associate professor at the U.S. Naval War College, said at a Senate hearing on the subject last week that an Austin waiver raises worrying risks. “Choosing a recently retired general o�cer and arguing that he is uniquely qualified for the current challenges furthers the narrative that military o�cers are better at things and more reliable or trustworthy than civil servants or other civilians,” she said. “This is hugely problematic at a time when one of the biggest challenges facing the country is the need to restore trust and faith in the political system. Implying that only a military o�cer can do this job at this time is counterproductive to that goal.” Some Democrats have already said they will oppose a waiver. They argue that granting it for two administrations in a row makes the exception more like a rule. Stocks are ticking higher on Wall Street Tuesday, recovering some of last week’s losses to pull closer to their record highs. The S&P 500 was up 0.9% in afternoon trading and back within 1% of its record set earlier this month. The Dow Jones Industrial Average was up 154 points, or 0.5%, at 30,968, as of 2:11 p.m. Eastern time, and the Nasdaq composite was 1.5% higher. Wall Street’s rally is getting back on track after stocks ran out of steam last week. Markets have been rising on enthusiasm about a coming economic recovery as COVID-19 vaccines roll out and Washington gets set to try for another massive round of stimulus for the economy. nominee to be Treasury Secretary, is calling on Congress to do more to boost the economy. In testimony prepared for her confirmation hearing on Tuesday, she said that with interest rates near their record lows, “the smartest thing we can do is act big” to avoid an even worse downturn in the near term and scarring for the economy in the long term. Biden last week released details of a $1.9 trillion plan to bolster the economy, which would include $1,400 cash payments for most Americans. Democrats are also pushing for an accelerated rollout of COVID-19 vaccines, a higher minimum wage for workers and enhanced benefits for laid-off workers. The hope is that such stimulus can carry the economy until later this year, when more widespread vaccinations get life returning to some semblance of normal. “If most of this is implemented, it does suggest significant pickup in economic growth as we head through to the fourth quarter of this year,” said David Kelly, chief global strategist at JPMorgan Funds. The case for such stimulus has been rising by the day. Dismal reports have piled up showing how the worsening pandemic has more workers applying for jobless benefits and shoppers feeling less confident. Tuesday’s Senate Finance Committee hearing with Yellen is one of several that the Senate will be holding as the incoming Biden administration tries to get its top Cabinet officials in office quickly. Biden is set to take the oath of office on Wednesday, ending President Donald Trump’s four-year term. Besides stocks, the optimism about an eventual acceleration for the economy and another round of stimulus have also helped push Treasury yields up sharply recently. The yield on the 10-year Treasury climbed to 1.09% from 1.08% late Friday. Higher rates could eventually add pressure on stocks, underscoring more how expensive stocks have become relative to the profits that companies are producing. But some areas of the stock market could benefit, including banks. Higher rates and a healthier economy would allow them to earn bigger profits from making loans. Bank of America was up 0.1% after flipping between small losses and gains after reporting a weaker profit for the last three months of 2020 than a year earlier, but still above analysts’ expectations.

The bank also said expectations for a healing economy mean it doesn’t need to hold onto as much in reserves to cover for potentially bad loans. Goldman Sachs, State Street and Halliburton also reported stronger results for the end of 2020 than analysts expected as earnings reporting season picks up pace. Wall Street is expecting a relatively weak showing across the S&P 500 this time around, with another sharp drop in earnings per share. But analysts expect growth to rebound powerfully through 2021. General Motors jumped 9.4% for one of the biggest gains in the S&P 500 after saying its self-driving car company, Cruise, will work with Microsoft to develop autonomous, all-electric vehicles. GM, Microsoft, Honda and other investors will also pump $2 billion into Cruise, valuing it at $30 billion. GM bought Cruise in 2016. Microsoft shares rose 1.6%. Western Union rose 1.9% after it said it will begin offering money transfer and other services at more than 4,700 Walmart stores, beginning in the spring. Walmart slipped 0.9%. On the losing end was NOV, which fell 5.9% after saying it expects to report weaker revenue and results for the end of 2020 than it had earlier forecast. The

energy company said the resurgence of COVID-19 infections pushed customers to slow their orders. In Europe, Germany’s DAX lost 0.2%, and France’s CAC 40 slipped 0.3%. The FTSE 100 in London fell 0.1%. In Asian markets, Hong Kong’s Hang Seng gained rose 2.7%, the Nikkei 225 in Tokyo gained 1.4% and South Korea’s Kospi jumped 2.6%. Stocks in Shanghai slipped 0.8%. On Monday, trading got off to a slow start for the week around the world with U.S. markets closed in observance of Martin Luther King Day. End of trading update: Stocks closed higher on Wall Street, recovering some of last week’s losses and pulling closer to their record highs. Project Art one of the area’s largest art programs for adults with disabilities. Throughout the programs history, artists have learned not only art skills, but also entrepreneurial skills, as well a new way to communicate in an expressive way. Project Art is facilitated by The Arc of Winnebago, Boone, & Ogle Counties, which serves individuals with intellectual and developmental disabilities. For over 50 years, The Arc has always searched for new ways for individuals with disabilities to grow, and Project Art does just that. Through partnerships with the Rockford Park District Therapeutic Recreation, and Rockford Area Arts Council, Project Art has thrived for over a decade, and artists continue to emerge from the program. Often, adults with intellectual disabilities experience social exclusion, being left out of participation in meaningful social activities that provide support, companionship, and fosters self-esteem. These benefits are not being felt by most adults with intellectual disabilities. Project Art’s design facilitates an environment in which these individuals can engage socially promoting inclusion of adults with disabilities in everyday life. Artists come in to the studio, engage with other artists, and create together. Additionally, Project Art plays an important role in the development of identity. Through art, identity can be celebrated through creating pieces reflecting those identities. Project Art allows individuals who may have hindrance with identity and

communication a means to communicate themselves. Project Art allows its artists the ability to embrace the intersection of being an artist and having a disability instead of just the latter. Creating art allows individuals with disabilities to display their core identities, their interests, beliefs, and messages. From choosing what to create, to choosing the colors to create with, every piece is designed by these artists, and every piece is reflection of themselves. The development of these skills is matched with entrepreneurial skills. Once a piece is completed, artists get to decide if they want to sell the piece. Art director Jane McMillan professionally prepares the pieces for sale. The artists then receive some of the profits, outside of supply costs. Additionally, many artists are featured annually in The Arc’s fundraising efforts through an art auction. Through this, artists really see the worth of the art they create. Project Art would not be possible if it were not for the generous support of the community who recognize the program’s benefits. Through donations, art sales, and grant supports, the program has been able to survive, and the artists are extremely grateful to see the program continue. At the end of the day, Project Art is an escape for most of these individuals. The artists get to express themselves in a unique way, while developing their communication and entrepreneurial skills. When the artists walk into the art studio, they are exactly that: artists. They are reminded of what they can do, and what they can do is beautiful.

Mets fire GM after he sent explicit texts to female reporter By Mike Fitzpatrick Associated Press

NEW YORK (AP) — Jared Porter went from rising star to unemployed — literally overnight. Just more than a month after joining the New York Mets as general manager, Porter was fired Tuesday for sending sexually explicit, uninvited text messages and images to a female reporter in 2016 when he was working for the Chicago Cubs in their front office. ESPN reported late Monday that Porter sent dozens of unanswered texts to the woman, including a picture of “an erect, naked penis.” ESPN said it obtained a copy of the text history, and many of the messages and photos he sent were displayed in the report online. About nine hours later, new Mets owner Steve Cohen posted on Twitter that Porter had been fired. “We have terminated Jared Porter this morning,” Cohen wrote Tuesday. “In my initial press conference I spoke about the importance of integrity and I meant it. There should be zero tolerance for this type of behavior.” Approximately 30 minutes after that, the Mets released a statement from team president Sandy Alderson saying the move was effective immediately. “Jared’s actions, as reflected by events disclosed last night, failed to meet the Mets’ standards for professionalism and personal conduct,” Alderson said. New York hired the 41-year-old Porter last month. He agreed to a four-year contract after spending the past four seasons with the Arizona Diamondbacks as senior vice president and assistant general manager. It was not immediately clear if the Mets planned to replace Porter with a new GM. Porter reported to Alderson, who is running baseball operations. The woman was not identified in the report. ESPN said she recently chose to come forward only on condition of anonymity because she is afraid of backlash in her home country. In a statement Monday night addressing the report, Alderson said the Mets would “follow up” as they reviewed “the facts regarding this serious issue.” “I have spoken directly with Jared Porter regarding events that took place in 2016 of which we were made aware tonight for the first time. Jared has acknowledged to me his serious error in judgment, has taken responsibility for his conduct, has expressed remorse, and has previously apologized for his actions,” Alderson said in that statement. “The Mets take these matters seriously,

expect professional and ethical behavior from all of our employees, and certainly do not condone the conduct described in (the ESPN) story.” ESPN said the woman was a foreign correspondent who had moved to the United States to cover Major League Baseball. She met Porter in a Yankee Stadium elevator in June 2016, and she said they spoke briefly about international baseball and exchanged business cards. She told ESPN that was the only time they ever spoke. After text exchanges that began casually, Porter started complimenting her looks, inviting her to meet him in different cities and asking why she was ignoring him, ESPN said. After he sent her a lewd picture, the woman ignored more than 60 messages from Porter before he sent the most vulgar photo, according to ESPN. The woman told ESPN she intentionally tried to avoid him at a couple of big league ballparks and the texts from Porter ultimately contributed to her decision to leave journalism and return to her home country. Porter texted apologies to the woman in 2016 after she saw the naked picture and wrote to him that his messages were “extremely inappropriate, very offensive, and getting out of line,” ESPN reported. ESPN said it contacted Porter on Monday evening, and he acknowledged texting with the woman. At first, he said he hadn’t sent any pictures of himself, but when informed the exchanges show that he sent selfies and other pictures, he said “the more explicit ones are not of me. Those are like, kinda like joke-stock images,” ESPN reported. After asking whether the outlet intended to run a story, Porter requested more time before later declining further comment, ESPN said. It’s another embarrassing development for the Mets, who have energized fans by acquiring star shortstop Francisco Lindor and several other notable players since Cohen purchased the club from the Wilpon and Katz families for $2.42 billion in early November. Last offseason, under previous GM Brodie Van Wagenen, the Mets hired former slugger Carlos Beltrán as manager only to cut ties with him 2 1/2 months later when he was implicated in MLB’s investigation of illegal sign stealing by Houston while Beltrán was an Astros player in 2017. Beltrán was let go by the Mets — without managing a single game — just more than a year ago on Jan. 16, 2020, following a tenure that lasted 77 days. Porter was fired less than 40 days after being introduced as GM of the Mets, which he called “a dream job.” Before his Diamondbacks tenure, Porter

worked under Theo Epstein with the Boston Red Sox and Chicago Cubs, winning three World Series championships in Boston’s front office and another with the Cubs. ESPN said Porter was the Cubs’ director of professional scouting when he sent the messages to the woman. Not fully familiar with the English language and American culture, the woman received help from an interpreter in constructing a message to Porter asking him to “please stop sending offensive photos” or messages. He apologized by text multiple times and said he would stop, ESPN reported. ESPN said it interviewed three other people who said they saw or were told about the texts at the time. The woman eventually informed her bosses and was connected in 2016 with a lawyer and a Cubs employee from her home country, ESPN reported. She didn’t want to identify the employee publicly because she feared retribution, according to ESPN. She said the Cubs employee told her Porter wanted to apologize in person, but she didn’t want to see him. She said the employee pressed her repeatedly on whether she planned to file a lawsuit against Porter and months later got angry when she saw the employee at spring training in 2017 and said she was still considering it, ESPN reported. ESPN said the employee confirmed Monday that he discussed the situation with Porter and the woman but denied getting angry. The woman did not pursue legal action and told ESPN she doesn’t plan to.

“This story came to our attention tonight and we are not aware of this incident ever being reported to the organization,” the Cubs said in a statement given to ESPN late Monday. “Had we been notified, we would have taken swift action as the alleged behavior is in violation of our code of conduct,” the club said. “While these two individuals are no longer with the organization, we take issues of sexual harassment seriously and plan to investigate the matter.” Cohen brought back Alderson, the Mets’ general manager from 2010-18, as team president and he immediately fired Van Wagenen and several of his top front-office aides. The team initially sought to hire a president of baseball operations but changed course when it was unable to attain permission to interview several candidates around the majors and at least one did not want to move to New York. Instead, the 73-year-old Alderson has taken over baseball operations, and the idea was for Porter to potentially grow into that role. “I think what we’ve talked about the most is just a cultural shift, for one,” Porter said when introduced as GM last month. “Adding good people to the organization. Solutions to dwindling energy By Drs. Robert & Sonia Vogl Contributors

As we await actions from Washington and Springfield which would increase support for renewable energy, we would like to share some ramblings by a retired engineer who was a technology researcher. He reads our articles to get another perspective on energy and environmental problems. His career involved inventing new technologies while not being very concerned about the costs involved in bringing them into the market place. These are some of his ideas. For the past several years he has been experimenting to increase the efficiency of his home energy use by eliminating sources of “phantom” energy while powering the home with carbon free energy sources. He has a substantial solar system and relies on nuclear power for backup energy to live with plenty of reasonably priced energy. Such efforts while worthwhile are not seen as sufficient to address global energy supply concerns in a world of nearly 8 billion people. Technological solutions are preferred to behavioral changes such as turning

down one’s thermostat and enduring discomfort as such actions only temporarily delay addressing declining energy resources. Building new energy efficient buildings and upgrading the efficiency of existing ones where feasible are seen as desirable. He doubts that most households will undertake as complicated an energy management plan as he has but suggests that installing Energy Star appliances should be widely practiced. Those willing to go off the grid and lead what is portrayed as a limited and labor-intensive lifestyle are too few to have a major impact. The approach involves using firewood, propane and diesel fuel and supporting wells and septic systems. In the words of a friend of ours, living off grid did not appeal to her as she considered herself to be a non-renewable resource. If living off grid includes internet service, cell phones, internal combustion vehicles and other high-tech equipment they are not as independent as they tend to believe they are. If world development expands substantially along these lines,

the resulting pollution is portrayed as overwhelming, Another major concern is to need to curtail pollution, particularly from coal that kills humans and threatens all of our lives. The recent cloudy weather has limited solar production and increased concern as to how to solve the problem of intermittent production. Although batteries have been seen as solving this problem, they currently do not have sufficient capacity to actually overcome it. Compressed air for storage is not seen as efficient as compressing it produces a great deal of heat which is dissipated and lost. He sees uranium based nuclear power plants as coming closest to solving the supply problem and supports their continued use as a means to recovering our investment in them. From a global perspective there is interest in building thorium nuclear reactors. With large thorium reserves, India has indicated it will move in this direction and hopes the world will also. Thorium advocates claim that it cannot explode and is safer and cheaper to build

thorium plants. It is more plentiful than uranium and safe containment is only required for 300 years, not 100,000 years as is uranium waste. Thorium holds potential for solving some environmental concerns about obtaining minerals needed for the renewable energy revolution. It is currently a waste product associated with mining these minerals but it could be captured and put to use in thorium based nuclear plants. We remain advocates of energy efficiency, renewable energy and the role of batteries in energy storage. Using thorium as a nuclear fuel source is not currently a major contributor to our energy supply and its importance in a sustainable energy future remains to be established. In contrast renewable energy is an established source of energy now and benefits from continued improvements and falling costs. Similar gains are occurring with battery technology. The renewable energy industry is an important clean energy source and deserves both federal and state government support.

A new COVID-19 challenge: Mutations rise along with cases BY MARILYNN MARCHIONE ASSOCIATED PRESS

The race against the virus that causes COVID-19 has taken a new turn: Mutations are rapidly popping up, and the longer it takes to vaccinate people, the more likely it is that a variant that can elude current tests, treatments and vaccines could emerge. The coronavirus is becoming more genetically diverse, and health o�cials say the high rate of new cases is the main reason. Each new infection gives the virus a chance to mutate as it makes copies of itself, threatening to undo the progress made so far to control the pandemic. On Friday, the World Health Organization urged more e�ort to detect new variants. The U.S. Centers for Disease Control and Prevention said a new version first identified in the United Kingdom may become dominant in the U.S. by March. Although it doesn’t cause more severe illness, it will lead to more hospitalizations and deaths just because it spreads much more easily, said the CDC, warning of “a new phase of exponential growth.” “We’re taking it really very seriously,” Dr. Anthony Fauci, the U.S. government’s top infectious disease expert, said Sunday on NBC’s “Meet the Press.” “We need to do everything we can now ... to get transmission as low as we possibly can,” said Harvard University’s Dr. Michael Mina. “The best way to prevent mutant strains from emerging is to slow transmission.” So far, vaccines seem to remain e�ective, but there are signs that some of the new mutations may undermine tests for the virus and reduce the e�ectiveness of antibody drugs as treatments. “We’re in a race against time” because the virus “may stumble upon a mutation” that makes it more dangerous, said Dr. Pardis Sabeti, an evolutionary biologist at the Broad Institute of MIT and Harvard. Younger people may be less willing to wear masks, shun crowds and take other steps to avoid infection because the current strain doesn’t seem to make them very sick, but “in one mutational change, it might,” she warned. Sabeti documented a change in the Ebola virus during the 2014 outbreak that made it much worse.

MUTATIONS ON THE RISE

It’s normal for viruses to acquire small changes or mutations in their genetic alphabet as they reproduce. Ones that help the virus flourish give it a competitive advantage and thus crowd out other versions.

In March, just a couple months after the coronavirus was discovered in China, a mutation called D614G emerged that made it more likely to spread. It soon became the dominant version in the world. Now, after months of relative calm, “we’ve started to see some striking evolution” of the virus, biologist Trevor Bedford of the Fred Hutchinson Cancer Research Center in Seattle wrote on Twitter last week. “The fact that we’ve observed three variants of concern emerge since September suggests that there are likely more to come.” One was first identified in the United Kingdom and quickly became dominant in parts of England. It has now been reported in at least 30 countries, including the United States. Soon afterward, South Africa and Brazil reported new variants. On Tuesday, researchers at Cedars-Sinai Medical Center in Los Angeles said yet another new variant has been found in one-third of COVID-19 cases in that city and may have fueled its recent surge in cases. The main mutation in the version identified in Britain also turned up on a di�erent version “that’s been circulating in Ohio ... at least as far back as September,” said Dr. Dan Jones, a molecular pathologist at Ohio State University who announced that finding last week. “The important finding here is that this is unlikely to be travel-related” and instead may reflect the virus acquiring similar mutations independently as more infections occur, Jones said. That also suggests that travel restrictions might be ine�ective, Mina said. Because the United States has so many cases, “we can breed our own variants that are just as bad or worse” as those in other countries, he said.

TREATMENT, VACCINE, REINFECTION RISKS

Some lab tests suggest the variants identified in South Africa and Brazil may be less susceptible to antibody drugs or convalescent plasma, antibody-rich blood from COVID-19 survivors — both of which help people fight o� the virus. Government scientists are “actively looking” into that possibility, Dr. Janet Woodcock of the U.S. Food and Drug Administration told reporters Thursday. The government is encouraging development of multi-antibody treatments rather than single-antibody drugs to have more ways to target the virus in case one proves ine�ective, she said.

Current vaccines induce broad enough immune responses that they should remain e�ective, many scientists say. Enough genetic change eventually may require tweaking the vaccine formula, but “it’s probably going to be on the order of years if we use the vaccine well rather than months,” Dr. Andrew Pavia of the University of Utah said Thursday on a webcast hosted by the Infectious Diseases Society of America. Health o�cials also worry that if the virus changes enough, people might get COVID-19 a second time. Reinfection currently is rare, but Brazil already confirmed a case in someone with a new variant who had been sickened with a previous version several months earlier.

WHAT TO DO

“We’re seeing a lot of variants, viral diversity, because there’s a lot of virus

out there,” and reducing new infections is the best way to curb it, said Dr. Adam Lauring, an infectious diseases expert at the University of Michigan in Ann Arbor. Loyce Pace, who heads the nonprofit Global Health Council and is a member of President-elect Joe Biden’s COVID-19 advisory board, said the same precautions scientists have been advising all along “still work and they still matter.” “We still want people to be masking up,” she said Thursday on a webcast hosted by the Johns Hopkins Bloomberg School of Public Health. “We still need people to limit congregating with people outside their household. We still need people to be washing their hands and really being vigilant about those public health practices, especially as these variants emerge.”
