Pritzker to propose tax relief in budget address Relief plan would ease grocery, motor fuel, property taxes BY PETER HANCOCK

SPRINGFIELD – Gov. JB Pritzker will propose a roughly $1 billion package of tax relief measures aimed at mitigating the impact of inflation on Illinois consumers when he gives his budget address Wednesday. The “Illinois Family Relief Plan,” as it is being called, would suspend the 1 percent grocery tax for one year, suspend the automatic inflation-adjusted increase in the motor fuel tax and provide a 5 percent property tax rebate to qualifying property owners. “At the same time of what has been record growth in the economy, and dramatically di�erent revenue forecasts for the state, we’re experiencing a surge of inflation,” Deputy Gov. Andy Manar said in an interview with Capitol News Illinois. “And this decline in purchasing power has hit working families in the state and the governor recognizes that.” According to the U.S. Bureau of Labor Statistics, the 12-month inflation rate
in the United States in December stood at 7 percent, the highest rate in nearly 40 years. That included a 29.3 percent increase in energy prices and a 6.3 percent increase in food prices. Manar declined to provide many details of the forthcoming budget proposal except to say that it will follow the same pattern of his previous budget proposals. “I’m not going to give any specifics today because those are the governor’s to propose on Wednesday,” he said. “But the governor is going to continue to take the state down the path that he’s established, which is controlled spending, paying o� debt, getting caught up on our bills, and working with legislators and working with people to solve big problems.” But Manar said Pritzker believes the state can a�ord to provide some tax relief due to its improved fiscal management and better-than-expected revenue growth. In November, the Governor’s O�ce of Management and Budget revised its revenue forecast for the current fiscal year upward by $1.7 billion based on strong growth in income and sales tax receipts. “There has been collaborative work to restore fiscal stability to our state,” Manar said. “We now have balanced

budgets, we have paid o� debts, we’ve controlled our spending and we have caught up on our unpaid bills. And this is all occurring during the ongoing budgetary challenges of COVID-19.” In Illinois, consumers do not pay the regular retail sales tax on groceries but instead pay a flat 1 percent “grocery tax,” which goes to local governments. Pritzker’s proposal would suspend that 1 percent tax for a year while using state funds to reimburse local governments for the revenue they otherwise would have gotten at an estimated cost of $360 million. In 2019, the General Assembly passed a 10-year, $45 billion capital improvements program known as “Rebuild Illinois.” It included an increase in the motor fuel tax along with a provision for automatic increases each year to adjust for inflation. That tax is scheduled to increase on July 1 and Manar estimated it would have gone up about 2 cents per gallon. But he said the governor will propose holding o� on that increase in the coming year, freezing the state tax for one year at its current 39.2 cents per gallon for gasoline and gasohol, and 46.7 cents per gallon for diesel. That would cost an estimated $135 million that the state otherwise would take in. Manar said that would have no impact on the Department of Transportation’s plan for road improvements in the upcoming fiscal year and would not a�ect the financing of any bonds that are backed by fuel tax revenue. Finally, Manar said, Pritzker will propose o�ering a 5 percent property tax rebate to property owners, which would be in addition to the 5 percent property tax deduction they can take on their Illinois income tax returns. The rebate would be available to only those who qualify for the property tax credit. That is estimated to cost about $475 million. Pritzker is scheduled to deliver a combined budget and State of the State address at noon Wednesday, Feb. 2. Danes halt virus restrictions By Jan M. Olsen Associated Press
COPENH AGEN, Denmark (A P) — Denmark took the European Union lead Tuesday by scrapping most pandemic restrictions as the Scandinavian country no longer considers COVID-19 “a socially critical disease.” European nations elsewhere had a patchwork of different approaches, with some relaxing virus measures while others tightened them. Officials say the reason for the Danish move is that while the omicron variant is surging in the country, it’s not placing a heavy burden on the health system and Denmark has a high vaccination rate. Prime Minister Mette Frederiksen told Danish radio it’s too early to know if virus restrictions ever have to make a comeback. “I dare not say that it is a final goodbye to restrictions,” she said. “We do not know what will happen in the fall, whether there will be a new variant.” Denmark, a nation of 5.8 million, has in recent weeks seen more than 50,000 new cases a day but the number of COVID-19 patients in hospital intensive care units has dropped. Some other nations were moving in the same direction as Denmark. Last week, England lifted almost all domestic restrictions: masks are not mandatory anywhere, vaccine passes are not required for any venue and people are no longer advised to work from home. The only legal requirement is to self-isolate after a positive COVID test. Ireland has dropped most of its restrictions and the Netherlands also has been easing its lockdown, although Dutch bars and restaurants still have to close at 10 p.m. France — which is still reporting the continent’s highest daily positive cases — plans on lifting some restrictions Wednesday, notably outdoor mask rules in Paris, a part-time work-from-home order and limits on crowd sizes. But face masks are still required indoor in many public places, nightclubs are closed and no eating or drinking is allowed in cinemas, stadiums or public transport. Finland will end its COVID-19 restrictions this month. On Monday, border controls between Finland and the other Schengen countries that form Europe’s ID check-free travel area, ended. Travelers coming from outside the EU will continue to face border controls at least until Feb. 14. In Serbia, there are hardly any controls, so the few rules in place — mandatory face masks in closed spaces, passes for bars, restaurants and nightclubs in the
evening and only 500 people at events — don’t mean much. Nightclubs have been open all along. Italy, however, has been gradually tightening its health pass requirements during the omicron surge. As of Monday, Italy requires at least a negative test within the previous 48 hours to enter banks and post offices, and anyone over 50 who has not been vaccinated risks a one-time 100-euro ($112) fine. Austria has imposed a vaccine mandate that takes effect this month and Greece has ordered fines for people 60 and over who refuse to get vaccinated. Germany politicians, meanwhile, have opened a debate on whether to impose a national vaccination mandate. T he head of t he Dan ish Hea lt h Authority, Søren Brostrøm, told Danish broadcaster TV2 that his attention was on the number of people in ICUs rather than on the number of infections. He said that number had “fallen and fallen and is incredibly low.” The most visible restriction disappearing is the wearing of face masks, which are no longer mandatory on public transportation and shops. Authorities only recommend mask use in hospitals, health care facilities and nursing homes. Another restriction that no longer is required is the digital pass to enter nightclubs or eat indoors in restaurants. Stefano Tandmark, a Copenhagen waiter, said bars and eateries can stay open now till 5 a.m. “We can dance and yeah, just be yourself again and don’t worry about if corona is gone or where it is at the moment.” Still, many Danes took a cautious approach Monday, wearing face masks on public transport and in shops. Some noted that the omicron variant had led to staff shortages. “There’s a lot of our employees who are sick without the restrictions being lifted, and it’s going to be even worse now,” said Ulla Vestergaard, 59-year-old social care worker. Health authorities urged Danes to get tested regularly so the country can react quickly if necessary but also praised citizens for embracing vaccines. “A lot of people (in Denmark) have received two vaccination shots and a lot have received three doses as well, and many of those doses were provided in the fourth quarter of 2021,” Jens Lundgren, a professor of viral diseases at Copenhagen University Hospital told The Associated Press. More than 60% of Denmark’s population over age 12 have gotten a third vaccine shot.

Supreme Court shouldn’t be covered in Ivy, 2 lawmakers say By Jessica Gresko Associated Press
WASHINGTON (AP) — Enough already with the Supreme Court justices with Harvard and Yale degrees. That’s the message from one of Congress’ top Democrats to President Joe Biden, and a prominent Republican senator agrees. Eight of the nine members of the current court went to law school at either Harvard or Yale. But it would be good if the person named to replace retiring Justice Stephen Breyer doesn’t have an Ivy League degree, according to Rep. Jim Clyburn, a Democrat, and Sen. Lindsey Graham, a Republican. The bipartisan message from the two South Carolina lawmakers neatly aligns with the background of the South Carolina judge they’ve praised as a good candidate to fill the seat. Biden, a Democrat, has pledged to make history by nominating the first Black woman to the Supreme Court. Clyburn, C ong r e s s’ h ig he s t-r a n k i ng Bl a c k member, says Biden should be concerned about the court’s lack of educational diversity, too. “We run the risk of creating an elite society,” said Clyburn, a graduate of South Carolina State University. “We’ve got to recognize that people come from all walks of life, and we ought not dismiss anyone because of that.” Graham, a member of the Judiciary Committee, which will hold hearings for the eventual nominee, said Sunday on CBS’ “Face the Nation”: “I’d like to see the court to have a little more balance, some common sense on it. Everybody doesn’t have to be from Harvard and Yale. It’s OK to go to a public university and get your law degree.” Clyburn is a particularly prominent voice in the debate over whom the nominee should be. At Biden’s lowest moment in the 2020 presidential campaign, it was Clyburn who suggested he pledge to name the first Black woman justice if given the opportunity as president. Biden’s ultimate promise and Clyburn’s endorsement helped Biden decisively win South Carolina’s primary. The win revived his campaign and helped propel him to the White House. Clyburn has made clear his own first choice for the open seat: J. Michelle Childs. The 55-year-old federal judge got her law degree from the University of South Carolina School of Law. She also has a master’s degree from the university and another degree in law from Duke. Childs’ non-Ivy League education and her upbringing in a single-parent household
would make her a justice more representative of Americans, Clyburn said. Graham called Childs “a fair-minded, highly gifted jurist.” Other women frequently talked about as possible nominees are Ivy League graduates. Leondra Kruger, a justice on the California Supreme Court, graduated from Yale’s law school. Ketanji Brown Jackson, a federal appeals court judge, went to Harvard. Lawrence Baum, a professor emeritus at Ohio State who has studied the backgrounds of Supreme Court justices, said there’s been a gradual shift to nominees with more elite law school backgrounds. The fact that a nominee has attended a school “regarded as the best, or at least among the best,” might sway senators at the margins, he said. But going to a prestigious school can also connect a person with others who go on to politically important positions, he said, making them known in elite legal circles. Judith Browne Dianis, the executive director of the Advancement Project, a racial justice organization, said the current nomination is “an opportunity for the legal profession to have more discussions about the term ‘qualified.’” Dianis said the qualifications that have been used in the past are “based on a career pathway that has been reserved for white men traditionally and some white women.” There are “very few people of color and Black people who have that pathway because there is a lot of discrimination that happens along the way,” she said. While the overwhelming dominance of
Harvard and Yale law degrees on the court is something of a modern phenomenon, about a third of all the justices who have sat on the court attended an Ivy League law school. Education isn’t the only way in which the backgrounds of the current justices are similar. All but one of the current justices is a former federal appeals court judge. And six served as a law clerk to a justice, a highly coveted position that often sets young lawyers on the path to other high-profile posts. Justice Sonia Sotomayor, the court’s first Latina justice, has said diversity can play an important function. “The advantage of diversity, whether it’s gender or race or ethnicity or even professional work, whatever the diversity represents, it gives people who don’t otherwise think there’s opportunity, it aspires them to believe there might be,” she said in 2019 at an event honoring Justice Sandra Day O’Connor, the court’s first female member. Currently, the court is split 4-4 between Harvard and Yale law graduates. Breyer attended Harvard, as did Chief Justice John Roberts and Justices Elena Kagan and Neil Gorsuch. Sotomayor and Justices Clarence Thomas, Samuel Alito and Brett Kavanaugh attended Yale. The court’s newest member, Justice Amy Coney Barrett, is the outlier. Barrett, a graduate of Notre Dame’s law school, mentioned the fact at her 2020 confirmation hearing. “I am confident that Notre Dame could hold its own,” she said. “And maybe I could even teach them a thing or two about football.”

Putin discusses Ukraine tensions with visiting Hungarian PM By Vladimir Isachenkov and Matthew Lee Associated Press
MOSCOW (AP) — Russian President Vladimir Putin discussed tensions over Ukraine with his visiting Hungarian counterpart on Tuesday as top U.S. and Russian diplomats also held talks on the issue. The Kremlin is seeking legally binding guarantees from the U.S. and NATO that Ukraine will never join the bloc, deployment of NATO weapons near Russian borders will be halted and the alliance’s forces will be rolled back from Eastern Europe. The demands, rejected by NATO and the U.S. as nonstarters, come amid fears that Russia might invade Ukraine, fueled by the buildup of an estimated 100,000 Russian troops near Ukraine’s borders. Talks between Russia and the West have so far failed to yield any progress. All eyes were on Putin as he hosted Prime Minister Victor Orban in the Kremlin, telling the Hungarian leader he would brief him about the talks with the West on Russia’s security demands. Orban, who has forged close ties with Putin, putting NATO member Hungary in a unique position, stressed that no European leader wants a war in the region. Putin has not spoken about the issue since late December. Orban, a right-wing nationalist, has avoided taking a definitive stance on the buildup of Russian troops along Ukraine’s borders and some of his opponents at home criticized his trip to Moscow as a betrayal of Hungary’s interests and Western alliances. Washington has provided Moscow with a written response to Russia’s demands, and on Monday three Biden administration officials said the Russian government sent a written response to the U.S. proposals. On Tuesday, Russian Foreign Minister Sergey Lavrov described that statement as a misunderstanding, saying he actually sent letters to the U.S. and other Western counterparts to seek their explanations about the past obligations signed by all members of the Organization for Security and Cooperation in Europe, a top trans-Atlantic security grouping. Russia has argued that NATO’s expansion eastward has hurt Russia’s security, violating the principle of “indivisibility of security” endorsed by the OSCE in 1999 and 2010. Lavrov charged Tuesday that U.S. and its allies have ignored the principle that the security of one nation should not be strengthened at the expense of others while insisting on every nation’s right to choose
alliances, noting that he again raised the issue in a phone call Tuesday with U.S. Secretary of State Antony Blinken. “We will insist on a frank conversation about why the West doesn’t want to fulfill its obligations,” Lavrov said in televised remarks. Blinken, meanwhile, emphasized “the U.S. willingness, bilaterally and together with Allies and partners, to continue a substantive exchange with Russia on mutual security concerns.” State Department spokesman Ned Price noted that Blinken also “further reiterated the U.S. commitment to Ukraine’s sovereignty and territorial integrity, as well as the right of all countries to determine their own foreign policy and alliances.” Blinken also “urged immediate Russian de-escalation and the withdrawal of troops and equipment from Ukraine’s borders,” Price said. He reaffirmed that “further invasion of Ukraine would be met with swift and severe consequences and urged Russia to pursue a diplomatic path.” Senior State Department officials described the call as professional and “fairly candid,” noting that Lavrov restated Russia’ insistence that it has no plans to invade Ukraine and Blinken replied that if Putin didn’t really intend to invade Ukraine, Russia should withdraw its troops. The top diplomats agreed that the next step would be for Russia to submit its response to the US and to speak again. Lavrov said Russia’s foreign and defense ministries are still working on its response, which will be sent to Putin for review before it is transmitted to Washington. Shortly after speaking to Lavrov, Blinken convened a conference call with the secretary general of NATO, the EU foreign policy chief and the chairman-in-office of the OSCE as part of efforts to ensure that the allies are engaged in any further contacts with Russia. On Monday, Russia accused the West of “whipping up tensions” over Ukraine and said the U.S. had brought “pure Nazis” to power in Kyiv as the U.N. Security Council held a stormy debate on Moscow’s troop buildup near its southern neighbor. U.S. Ambassador Linda ThomasGreenfield shot back that Russia’s growing military force along Ukraine’s borders was “the largest mobilization” in Europe in decades, adding that there has been a spike in cyberattacks and Russian disinformation. High-level diplomac y cont inued Tuesday, with British Prime Minister Boris Johnson arriving in Kyiv for scheduled
talks with Ukrainian President Volodymyr Zelenskyy. Pol i sh P r i me M i n i ster M ateusz Morawiecki visited Kyiv in a show of support, promising to deliver more weapons to Ukraine including portable air defense systems, drones, mortars and ammunition. He noted that Russia’s neighbors feel like they are living “next to a volcano.” Morawiecki criticized Germany for considering the certification of the newlybuilt Nord Stream 2 gas pipeline that would carry Russian natural gas to German consumers bypassing transit countries Ukraine and Poland. “You can’t express solidarity with Ukraine while also working to certify the Nord Stream 2,” the Polish prime minister said. “By allowing the pipeline’s launch, Berlin would hand Putin a gun he could
then use to blackmail the entire of Europe.” Zelenskyy said Ukraine would forge a new trilateral political alliance with Britain and Poland, hailing it as a reflection of strong international support for Ukraine. The Ukrainian president signed a decree on Tuesday expanding the country’s army by 100,000 troops, bringing the total number to 350,000 in the next three years, and raising army wages. Zelenskyy, who in recent days sought to calm the nation in the wake of fears of an imminent invasion, said Tuesday that he signed “this decree not because of a war.” “This decree is so that there is peace soon and further down the line,” the president said. The decree ended conscription starting from Jan. 1, 2024, and outlined plans to hire 100,000 troops over the next three years.

Comedic Mysteries By Paula Hendrickson Contributor
Putting a comedic twist on the mystery genre can be fun – as in films like Knives Out and Clue – and two new miniseries are joining the party. Last week AppleTV+ dropped the first three episodes of The Afterparty, starring Tiffany Haddish as a police detective trying to solve the possible murder before her superiors reach the crime scene. The celebrity victim, Xavier (Dave Franco), either jumped, fell, or was pushed from the balcony of his cliffside mansion during an afterparty following his 15th high school reunion. In the first episode, Haddish’s Detective Danner – who could be either be a lousy detective or a Columbo-like genius – announces she wants to interview all suspects separately. Danner posits that everyone views themseves as the star of their own movie, so each person will
have a different take on how the evening’s events transpired. That conceit defines the whole season. Each 30-minute episode focuses on a different suspect whose flashbacks are shown in a distinct cinematic style. The first suspect views the night as a RomCom. The next sees himself as an action hero. There’s even an episode where the suspect bursts into song. Every flashback offers new insights about the victim and all of the characters as well as their relationships to one another. A character who seems comically marginalized in one episode may turn out to have serious issues with other characters. The Afterparty is one of those series you’ll want to watch all over again from the start just to see how the writers built and finessed the mystery while dropping hints throughout each episode. Also brilliant: clips of the songs and videos that made Xavier a star, like
playing Daryl Hall in a biopic of Hall & Oates. Netflix’s entr y into the comedic mystery sub-genre is The Woman in the House Across the Street from the Girl in the Window (TWITHATSFTGITW for short). It’s a parody of the Rear Window and The Girl on the Train type mysteries where a voyeuristic neighbor is certain they witnesses a crime, yet no one believes them. In this case, Kristen Bell plays Anna, a woman who has lost everything, is depressed, and self-medicates by washing down prescription medication with lots of red wine. She also makes a lot of chicken casserole and seems to have an endless supply of giant covered casserole dishes. She’s the ultimate unreliable witness. I normally find it hard to watch more than a couple hours of any one show at a time, but the mystery pulled me in so
much I watched all 8 (25-minute) episodes in one sitting. The biggest problem I had with TWITHATSFTGITW was balance. At times the mystery – and Anna’s struggle to distinguish reality from hallucinations – was so strong that it overpowered the loving parody/homage to the extent that that more obvious points of parody – like the size of Anna’s wine glasses, her rain paralysis, repeated bits of dialogue, even the fact a headstone has a different epitaph in each scene – proved distracting. That said, I was pleasantly surprised by the twists and turns, especially when the truth was finally revealed. But the fun didn’t end then – an unexpected cameo at the end of the final episode is worth the wait. If you like mystery tinged with comedy, The Afterparty and TWITHATSFTGITW are both worth checking out.

The Heritage Museum Park is a historical campus containing the Ethnic Heritage Museum and Graham-Ginestra House. TAMPA, Fla. (AP) — Tom Brady, the most successful quarterback in NFL history, has retired after winning seven Super Bowls and setting numerous passing records in an unprecedented 22-year career. “This is difficult for me to write, but here it goes: I am not going to make that competitive commitment anymore,” Brady wrote in a lengthy post on Instagram. “I have loved my NFL career, and now it is time to focus my time and energy on other things that require my attention.” Brady has long stated his desire to spend more time with his wife, supermodel Gisele Bundchen, and three children despite still playing at the top of his game. The 44-year-old Brady goes out after leading the Tampa Bay Buccaneers to a Super Bowl title last season and NFC South championship this season. News of Brady’s pending retirement leaked Saturday. His family and the Buccaneers denied that he had made a final decision, and he said Monday night on his SiriusXM podcast he wasn’t ready to finalize his plans. That came Tuesday morning. “I’ve done a lot of reflecting the past week and have asked myself difficult questions,” Brady said. “And I am so proud of what we have achieved. My teammates, coaches, fellow competitors, and fans deserve 100% of me, but right now, it’s best I leave the field of play to the next generation of dedicated and committed athletes.”

Brady thanked the Buccaneers organization, his teammates, ownership, general manager Jason Licht, coach Bruce Arians, his trainer Alex Guerrero, agents Don Yee and Steve Dubin and his family in his nine-page post. He didn’t mention the New England Patriots, where he spent his first 20 seasons and won six Super Bowls. Of course, Brady thanked the Patriots and coach Bill Belichick after he left the team to sign with the Buccaneers two years ago. Brady said he’s still figuring out how he’ll spend his time, but he plans to be involved in his TB12 health and wellness company, Brady clothing line and NFT company. “I know for sure I want to spend a lot of time giving to others and trying to enrich other people’s lives, just as so many have done for me,” he said. Brady led the NFL in yards passing (5,316), touchdowns (43), completions (485) and attempts (719) in 2021, but the Buccaneers lost at home to the Los Angeles Rams in the divisional round. Brady leaves as the career leader in yards passing (84,520) and TDs (624). He’s the only player to win more than five Super Bowls and was MVP of the game five times. Widely considered the greatest quarterback to play the game, Brady won three NFL MVP awards, was a first-team All-Pro three times and was selected to the Pro Bowl 15 times. He was 243-73 in his career in the regular season and 35-12 in the playoffs. “To finish a 22-year career while still performing at his peak was nothing short of extraordinary,” Licht said. “I wish we had
more time with Tom, but I understand and respect his decision to leave the game in order to spend more time with his family.” Brady went from 199th pick in the 2000 draft to replacing an injured Drew Bledsoe in 2001 and leading New England to a Super Bowl victory over the heavily favored Rams that season. Brady led the Patriots to consecutive Super Bowl titles following the 2003-04 seasons. No team has since repeated as champions. But New England wouldn’t win another one for a decade, twice losing to the New York Giants in the Super Bowl, including a 17-14 defeat on Feb. 3, 2008, that prevented the Patriots from completing a perfect season. Brady earned his fourth ring after the 2014 season. Two years later, in the biggest Super Bowl comeback, he led the Patriots out of a 28-3 deficit in the third quarter against Atlanta to win in overtime for No. 5. Brady got his sixth championship when New England beat the Rams following the 2018 season. He joined the Buccaneers in 2020 amid a pandemic, instantly transforming a franchise that hadn’t won a playoff game in 18 years. His buddy Rob Gronkowski came out of retirement to join him and they helped the Buccaneers become the first team to play in a Super Bowl in its stadium. “He set a standard and helped create a culture that took our team to the mountaintop,” Arians said. Brady reached the playoffs 19 times, won
18 division titles, went 10-4 in conference championships and 7-3 in Super Bowls. After starting his first game on Sept. 30, 2001, Brady was under center for every game except when he suffered a season-ending knee injury in Week 1 in 2008 and the first four games in 2016 when he sat out a suspension because of the deflated footballs scandal. “An incredible competitor and leader, his stellar career is remarkable for its longevity but also for the sustained excellence he displayed year after year,” NFL Commissioner Roger Goodell said in a statement. Known for his work ethic, intense exercise regimen and strict diet, Brady was better with age. After turning 37, Brady won four Super Bowls and was 17-4 in the playoffs. He was 95-30, completed 65.2% of his passes for 35,371 yards, 265 TDs, 69 interceptions and 100.2 passer rating in the regular season in those eight seasons. “I have always believed the sport of football is an ‘all-in’ proposition — if a 100% competitive commitment isn’t there, you won’t succeed, and success is what I love so much about our game,” Brady said. “There is a physical, mental, and emotional challenge every single day that has allowed me to maximize my highest potential. And I have tried my very best these past 22 years. There are no shortcuts to success on the field or in life.”

Some energy experts believe the long predicted decline in global energy supplies is underway and will force major reductions in energy consumption, changing the economy. With rising energy costs and inflation flowing through economy, cutting energy consumption will provide some budget relief as well. As energy prices, interest rates and probably taxes increase less money will be available for discretionary expenditures as people spend more of their income on essentials. Job opportunities in discretionary goods and services would also shrink. Rising energy prices should stimulate interest in energy efficiency opportunities for homes, businesses and industry. When IREA initiated its Annual Energy Fairs in 2002, there was a heavy emphasis on energy efficiency as concern over rising energy prices, the approaching arrival of peak conventional oil and the high costs of renewable energy sources motivated participants to seek ways to
save energy. Energy audits for homes and other buildings are still available and serve as guides to cost effective improvements . Retrofitting existing homes to cut energy consumption included adding insulation to inside and outside walls, basements and ceilings. Reducing air leaks and upgrading or installing window coverings to reduce energy losses continue to serve as energy saving opportunities. For extreme energy crisis strategies including heating or cooling one room, expanding public heating or cooling facilities, carpooling, speed limits, working at home, shortened work weeks and reducing overall energy consumption are possible. New energy efficient buildings were promoted and zero net energy buildings became an important goal of innovators. Geothermal heating and cooling systems were advocated. Energy efficient vehicles were promoted including conversion of vehicles to biodiesel fuels and use of hybrid vehicles. As the costs of renewable energy fell, interest in it gained prominence. Before

low cost solar energy was achieved, energ y efficiency was seen as the important first step to take to cut energy consumption. With more energy efficient buildings fewer solar panels are needed to meet energy demands. With the arrival of EPA’s Energy Star program reductions in energy consumption from improved appliance efficiency enabled owners to cut their electrical consumption and carbon footprint and save money. Recent efforts to upgrade appliance standards were blocked or weakened during the previous administration; over 60 standards are in need of being upgraded by the end of 2024. If all of the new standards were implemented, the American Council for an Energy Efficiency Economy claims that carbon emission reductions by 2050 would be equivalent to closing 13 - 25 coal powered plants. By 2030 American households would have saved $100 annually on their electrical bills. The Environmental Entrepreneurs report that energy efficiency remains the best route for quick, fair and local job growth. But jobs in both energy-saving products and services have not returned to pre-pandemic rates of growth. The workforce in the efficiency industry was projected to grow 3% in 2020 but fell by 13.5%. Prior to the drop in the growth rate, home energy retrofits yielded an annual savings on energy bills of around $800 billion and public health benefits of $540 million. Increasing home energy efficiency
programs can reduce the need for new gas electrical generation facilities as illustrated in a report from the American Council for an Energy-Efficient Economy. It calls for the introduction of a residential energy efficiency and demand response program which would cut peak demand for electricity in summer and winter and avoid the need to spend more money on new natural gas generating plants to avoid grid failures like those that occurred in Texas. An NREL report states that energy efficiency combined with renewable energy could reduce the energy storage needed for buildings. A simple, inexpensive way for a family to minimize energy use in winter is to heat their home to a minimal level and add supplemental heat to specific rooms when they are occupied. Use sweaters for additional comfort and supplemental electrical heaters as needed. Let the temperature drop in the evening and bring it back up in the morning. Heavy clothing and blankets can keep them warm even when the temperature drops. Energy efficiency remains an important component in curbing excess energy consumption and resource depletion, reducing carbon emissions and the overall environmental deterioration of the planet. Existing efforts being implemented to date all fall far short of their potential to protect human and planetary health. Using less energy and using what we do more efficiently helps to strengthen the local economy.
