COVID-19 picture continues to improve amid widespread reopening Seven regions in Phase 4 with another on pace to join them Tuesday BY JERRY NOWICKI

SPRINGFIELD – COVID-19 hospitalizations and positivity rates continued on a steady decline in Illinois Monday as the state reported just 16 virus-related deaths over the previous 24 hours. Daily death counts fluctuate significantly and are generally lower on Mondays than the rest of the week, but the 16 deaths – recorded in people from their 40s to their 90s – marked the lowest one-day total since Nov. 9. It followed death counts of 40 and 65 the previous two days. The state’s rolling seven-day average case positivity rate also dipped below 4 percent over the weekend for the first time since Oct. 9, sitting at 3.9 percent as of Monday. It has been declining steadily since hitting 8.6 percent on Jan. 4. That came as the state reported 2,312

new cases out of 61,263 test results reported over the previous 24 hours, making for a one-day positivity rate of 3.8 percent. The statewide virus death toll since the pandemic began rose to 19,259 out of more than 1.1 million cases and 16.1 million test results reported. Over the previous seven days, the state vaccinated 43,478 individuals on average, with at 36,851 vaccinations administered Saturday and 14,422 administered on Sunday. The state, in a news release, cited winter weather which deposited heavy snowfalls in several areas of the state as a factor in slowing down Sunday vaccinations. To date, 996,410 of 1.8 million doses received have been administered in Illinois. Of the received doses, 496,100 have gone to the state through the Pharmacy Partnership program for long-term care residents to be administered through nationwide pharmacy chains CVS and Walgreens. Of those, 156,872, or nearly 32 percent, have been administered. Of the more than 1.3 million doses

administered to the state outside of that program, 839,538, or nearly 63 percent, have been administered. As of Monday, seven of the state’s 11 COVID-19 mitigation regions – Regions 1, 2, 3, 4, 5, 6, 7 and 11 – had moved into Phase 4 restrictions, meaning indoor dining and competitive high school sports are allowed in those regions. Region 10, which includes suburban Cook County, is expected to join them Tuesday if all trends continue in the region, according to the state. Regions 8 and 9, which include Kane and DuPage counties and Lake and McHenry counties respectively, remained in Tier 1 restrictions as of Monday, meaning indoor dining was allowed in a limited capacity. Both saw their first day of positivity rates at 6.5 percent or below – a metric that would allow them to move to phase four in two more days if they meet the three consecutive day threshold. Region 4 in the Metro East area on the St. Louis border remained in Tier 2, which does not allow for indoor dining or drinking, because it did not have more than 20 percent of hospital beds available. As of Sunday night, there were 2,387 people hospitalized for COVID-19 in Illinois, a decrease of 80 from the day before. From Monday, Jan. 25 to Sunday, there were 2,703 people hospitalized on average, a decrease of 462, or 14.6 percent, from the week prior. That means hospital bed usage for COVID-19 has decreased by more than 50 percent from the week ending Dec. 4. There were 515 patients in intensive care unit beds for COVID-19 as of Sunday night and 553 in use on average from Monday to Sunday last week. That marked a decrease of 107, or 16.2 percent, from the seven-day period prior. Ventilator use declined as well, with 278 in use as of Sunday night and 294 used on average each day from Monday to Sunday. That marked a decrease of 54, or 15.6 percent, from the week prior. WASHINGTON (AP) — Donald Trump endangered the lives of all members of Congress when he aimed a mob of supporters “like a loaded cannon” at the U.S. Capitol, House Democrats said Tuesday in making their most detailed case yet for why the former president should be convicted and permanently barred from o�ce. The legal brief forcefully links Trump’s baseless e�orts to overturn the results of the presidential election to the deadly Jan. 6 riot at the Capitol, saying he bears “unmistakable” blame for actions that directly threatened the underpinnings of American democracy. It argues that he must be found guilty when his impeachment trial opens before the Senate next week on a charge of inciting the siege. “His conduct endangered the life of every single Member of Congress, jeopardized the peaceful transition of power and line of succession, and compromised our national security,” the Democratic managers of the impeachment case wrote. “This is precisely the sort of constitutional o�ense that warrants disqualification from federal o�ce.” The legal brief lays out for the first time the arguments House lawmakers expect to present at the impeachment trial. It not only explicitly faults him for his role in the riot but also aims to preemptively rebut defense claims that Trump’s words were somehow protected by the First Amendment or that an impeachment trial is unconstitutional, or even unnecessary, now that Trump has left o�ce. It says Trump’s behavior was so egregious as to require permanent disqualification from o�ce. The Constitution specifies that disqualification from o�ce can be a punishment for an impeachment conviction. “This is not a case where elections alone are a su�cient safeguard against future abuse; it is the electoral process itself that President Trump attacked and that must be protected from him and anyone else who would seek to mimic his behavior,” the legal brief states. Lawyers for Trump are expected to file their own brief Tuesday. In a Fox News appearance Monday night, one of the attorneys, David Schoen, said he would argue that the trial was unconstitutional, that e�orts to bar Trump from o�ce were undemocratic and that his words were protected by the First Amendment. Democrats made clear that they disagree with all points. “The only honorable path at that

point was for President Trump to accept the results and concede his electoral defeat. Instead, he summoned a mob to Washington, exhorted them into a frenzy, and aimed them like a loaded cannon down Pennsylvania Avenue,” they wrote in their 77-page brief. The Democrats draw heavily on the words of prominent Republicans who have criticized the former president. Among them are Wyoming Rep. Liz Cheney, who voted for Trump’s impeachment and said there has never been a “greater betrayal” by a president, and Senate Republican Leader Mitch McConnell, who said Trump “provoked” the rioters. Still, Republicans have signaled that acquittal is likely, with many saying they think Congress should move on and questioning the constitutionality of an impeachment trial — Trump’s second — now that he has left o�ce. In a test vote in the Senate last week, 45 Republicans, including McConnell, voted in favor of an e�ort to dismiss the trial over those constitutional concerns. Though no president has been tried after departing the White House, Democrats say there is precedent, pointing to an 1876 impeachment of a secretary of war who resigned his o�ce in a last-ditch attempt to avoid an impeachment trial. The Senate held it anyway. The Democrats write that the framers of the Constitution would not have wanted to leave the country defenseless against “a president’s treachery in his final days, allowing him to misuse power, violate his Oath, and incite insurrection against Congress and our electoral institutions” simply because he is leaving o�ce. Setting that precedent now would “horrify the Framers,” the brief says. “There is no ‘January Exception’ to impeachment or any other provision of the Constitution,” the Democrats wrote. “A president must answer comprehensively for his conduct in o�ce from his first day in o�ce through his last.” Trump was impeached by the House while still in o�ce, they note, forcing a Senate trial. And there are precedents for trying former o�cials. “Trump is personally responsible for a violent attack on the Capitol,” they wrote. “He was impeached while still in o�ce. The case for trying him after he has left o�ce is stronger than any of the precedents.” The brief also traces Trump’s e�orts to subvert democracy back to the summer of 2020, when he first declined to say he would accept the election results, through the election and his many failed attempts to challenge the results in court. When those

e�orts failed, the Democrats wrote, “he turned to improper and abusive means of staying in power,” specifically by launching a pressure campaign aimed at state election o�cials, the Justice Department and Congress. The Democrats cite his unsuccessful e�orts to sway Georgia Secretary of State Brad Ra�ensperger and former Attorney General William Barr. Trump then became “fixated” on Jan. 6, the managers wrote. They note that many of his supporters, including the Proud Boys – who Trump told to “stand back and stand by” at a September debate – were already primed for violence. “Given all that, the crowd which assembled on January 6 unsurprisingly included many who were armed, angry, and dangerous—and poised on a hair trigger for President Trump to confirm that they indeed had to “fight” to save America from an imagined conspiracy,” the Democrats wrote.

Big Tech leads stocks to broad gains; GameStop collapses By Ken Sweet, Damian J. Troise and Alex Veiga Associated Press

Stocks were broadly higher in afternoon trading Tuesday, though shares of closely watched companies like GameStop and AMC Entertainment were falling sharply. The S&P 500 rose 1.7% with each of its 11 sectors making gains. Banks and and a mix of companies that rely on direct consumer spending were leading the way higher. Rising crude oil prices and solid earnings results helped lift energy companies, including Exxon Mobil and Marathon Petroleum. The Dow Jones Industrial Average rose 557 points, or 1.8%, to 30,767 as of 2:11 p.m. Eastern. The Nasdaq rose 1.7% as technology stocks made broad gains. Treasury yields rose in another sign of investor confidence. The yield on the benchmark 10-year Treasury note rose to 1.10% from 1.06% late Monday. While the broader market was solidly higher, Wall Street was still closely focused on a set of beaten-down companies that have seen their shares surge due to intense online interest. GameStop dropped 53.9% to roughly $103 a share, and AMC Entertainment lost 42.3% to $7.70 a share. Both companies have been in the spotlight for more than two weeks as an online community of investors pushed the stocks to astronomical levels. Trading in those and several other stocks have been restricted by the popular online trading platform Robinhood since last last week following the bouts of extreme vola-

tility. Robinhood needed to secure funding in order to meet deposit thresholds required by organizations that handle the trading orders placed by investors on its platform. Robinhood eased some of the trading limits on GameStop and select other stocks Tuesday. For example, it now allows users to buy up to 100 shares and options contracts in GameStop and 1,250 in AMC. On Monday, the brokerage was limiting users to 5 shares in GameStop and 75 in AMC. An online army of traders using the online site Reddit banded together for the past two weeks to snap up shares of GameStop, AMC and other struggling chains, stocks that have been heavily shorted (bets that the stock will fall) by a number of hedge funds. In the process, they’ve done heavy damage to those hedge funds in a stunning reversal of financial power on Wall Street. But it’s not clear how much longer the Reddit traders can hold the line. Intense media and Wall Street interest pushed many traders into these stocks late last week, with GameStop going as high as $483 last Thursday. They began trading this year at just over $17 a share. The huge run-up in the stock price appears to have little to do with the future prospects of the mall-based retailer, which has been losing money consistently. While a lot of people seem to be holding a line on some of these positions, the broader market is not showing many signs of strain because of it, said Darrell Cronk, chief investment officer of Wells Fargo Wealth and Investment Management.

“I hope the markets are moving away from some of the issues it dealt with last week and focusing on more of the true fundamentals,” Cronk said. Uber rose 7.2% after the company said it would buy liquor delivery service Drizly for $1.1 billion in cash and stock. Solid earnings reports helped lift shares for several companies. Lab equipment maker Waters rose 7.6% after easily beating analysts’ fourth-quarter profit and revenue forecasts. Exxon rose 1.8% and Marathon Petroleum rose 3.6%. Investors cont i nue to fo c us on Washington. President Biden invited 10 moderate Republicans to the White House to discuss his proposed $1.9 trillion economic aid plan. Republicans earlier countered with an offer of $600 billion, or less than one-third of Biden’s proposed amount.

Investors bid up stocks heading into 2021 in expectation the rollout of coronavirus vaccines would allow global business and travel to return to normal. That optimism has been dented by infection spikes and disruptions in vaccine deliveries. End of trading update: Stocks closed broadly higher on Wall Street, adding to the market’s gains from a day earlier with solid contributions from Big Tech companies, banks and other sectors. The S&P 500 rose 1.4%, while the Dow Jones Industrial Average and the Nasdaq each rose 1.6%. GameStop plunged 60% in the latest wild swing for the stock and several others that have become caught up in a speculative frenzy by online traders seeking to inflict damage on Wall Street hedge funds who bet the stocks would fall. UPS rose after reporting record revenue. Treasury yields rose, as did crude oil prices.

Growing raspberries, Part 2 BY GRANT MCCARTY CONTRIBUTOR

Now that you’ve decided on growing raspberries, you might be considering how many plants you can actually grow. At the same time, you need to consider that beyond it’s pruning needs, there are some additional actions that you need to take. Raspberry plants are spaced based on their type. Whether it’s a summer or everbearing red raspberry, it will be spaced 2-3 feet between plants with 6-10 feet between rows. Yellow are spaced at 2-3 feet between while purple is spaced at 3-5 feet and black

raspberry is at 4 feet. Most of these non-red raspberry types will benefit in spacing 8-10 feet between rows. It’s best to plant the same type of raspberry together as their pruning, harvest, and spacing needs will be similar. In choosing a location, look toward an area that has full sun, a well-drained soil, and good air flow. You might consider an area that allows for these plants to spread out. Most of these will do well at a pH of 6.0 to 6.5. Avoid areas with poor air flow. These plants will thrive in a sunny area of your backyard.

Raspberry canes are notorious for being hard to manage if you do not have a trellis system in place. Look to have some sort of system that allows for the canes to grow upward and allow you to prune canes out easier. Some growers will create a hedgerow system in which plants are grown in a row of 2 feet wide. For small plantings, you might be able to use a metal post on either sides of your plants. While diseases can be a problem on raspberries, the main pests are insects. One of the main ones is spotted wing drosophila. This invasive insects lays eggs in the fruit

as it ripens with maggots hatching. It is very hard to control and one of the main strategies is to harvest with a bucket for “bad berries”. These berries must be thrown away and not composted. You will harvest raspberries depending on their type. Red and yellow raspberries tend to mature at their cane tips and are harvested over a longer season. Black and purple raspberries have a shorter season with maturity of only about 2 weeks. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

A push is going on to share information, and tools needed to once again allow people to fix appliances and other equipment for either themselves or as a business. We grew up at a time when do it yourself repairs were common and done by individuals, friends and small businesses operating locally. Such an approach requires that parts are available and that the equipment is designed to be repairable. A local tv repair store ceased operating when the owner could no longer secure parts to make the needed repairs. A Studebaker ad from the 1930s claimed it would last a lifetime. A well built light bulb was alleged to have been installed at power company plant and remained lit for over 60 years. Neither company remained in business as durability limited the volume of sales possible and was easily overcome by appealing advertising focused on new and novel competitive products. During the economic slowdown during the late 1970s and early 1980s an article in the Wall Street Journal quoted an executive from one of the big three auto firms stating that they intended to capture more of the profitable repair market from local shops.

Installing computers in vehicles and controlling access to reading the information on the computer limiting the ability of local shop owners from servicing such vehicles. As the cars aged, however, manuals and code reading scanners enabled local shops to make repairs on them. One local mechanic who kept records on the what parts would need to be repaired around specific mileages was able to inform vehicle owners what repairs were likely to be needed and what they would cost. We continue to buy used vehicles as needed and maintain them until the repairs become too costly. Many local mechanics are able to keep older vehicles operating. Sonia’s 1998 Chevy Malibu recently needed metal brake lines replaced as they were rusting and leaking. The repairman did a computer search, found the parts at a shop in Newfoundland and made the repairs. We use a small tractor to mow pastures and prairies and maintain paths in a section of woods. When we bought the farm a friend found a 1954 Ford Jubilee which included a front end loader and brush cutter which was just what we needed for maintenance. We continue to use it as our neighbors have the skills, tools and access to parts to keep the vehicle running. There are some draw-

backs to owning an older tractor including impacts of weather as there is no cab, heating, or air conditioning for comfort. In the interest of creating a more sustainable, participatory society there is a growing e�ort in returning to an economy based on the right to repair. In Dixon the Leydig Center has operated for years recycling available materials to the local economy. The operation includes an individual who repairs equipment to make it usable once again. He follows instructions of the “fix it” website for how to make such repairs. His major concern is that far too many potentially useful items are not repairable and feels more of them should be designed so they can be repaired, along with the parts, information and tools needed. The reason for this overview of a frugal existence is that there is a small but growing chorus of speakers, writers and organizations seeking a cleaner, less wasteful, less expensive and more sustainable economy. According to an article by Nathan Proctor 14 states are now involved in what is known as the Right to Repair Campaign. It is a coordinated e�ort involving U.S. PIRG, Repair.org, SecuRepairs and Fixit. The

e�ort stresses the important savings to families and communities from supporting the right to repair in their states. At the time of writing this article Illinois was not on the list of states introducing legislation on the right. The Right to Repair is an important component leading to a more sustainable economy..

Dolly Parton on Super Bowl commercial and COVID-19 vaccine By Mesfin Fekadu Associated Press

NEW YORK (AP) — Dolly Parton has been singing about everyday office employees working “9 to 5” for over 40 years, but now the country icon is singing about entrepreneurs working “5 to 9” to pursue their dreams after hours. The Grammy-winning legend’s 1980s hit has been flipped by Squarespace — a company that helps users build and host their own websites — for a Super Bowl commercial debuting Tuesday. Oscar winner Damien Chazelle of “La La Land” fame directed the spot. “A lot of people through the years have wanted to change the lyrics to fit certain things they’re doing. I really thought that was a wonderful thing, especially for Squarespace. They’re so into people, new entrepreneurs working after hours to start their own businesses,” Parton said. “’5 to 9’ seemed to be a perfect thing when they pitched it.” Pa r ton is using Squa respace to create a website for her new perfume, DollyFragrance.com. The singer, who is also an actor, producer, humanitarian and more, said she can relate to businesspeople working around the clock to fulfill their goals. “Well I work 365 (days a year). I’m always working 5 to 9, 9 to 5. I work all hours of the night and day,” she said. “Whatever you need to do, you gotta get it done, however many hours it takes.” In an interview with The Associated

Press, Parton talked about flipping “9 to 5,” being a part of this year’s Super Bowl, donating $1 million to coronavirus research and remembering her brother Randy Parton, who died last month. Answers have been edited for length and clarity. _______ AP: Are you excited to be part of this year’s Super Bowl? Parton: I’ve been asked several times to be part of that. It’s always such a big commitment. I’ve always kind of chickened out. I know it’s just a big commitment. If you do good, you do great. If you do bad, you do bad in front of all those people. I just asked if I could donate a million dollars to the research for a vaccine. I get a lot more credit than I deserve I think, but I was just happy to be a part of any and all of that. _______ AP: Have you gotten your shot?

Dog Friendly Winter Walks in the Region By Liz Gronewold Rockford Area CVB

My German Shorthaired Pointer, Rylee, is probably the best walking partner ever. As a dog owner, I can honestly agree with the fact that we all think our dogs are the “best dog,” so why not bring your beloved pup along with you the next time you want to get outside. Rockford has so many wonderful walking trails that are just waiting to be explored. The Blackhawk Springs Forest Preserve has beautiful trails for you to walk whether you’re up for a bit of a hike or looking to take a casual stroll. The paved path is cleared of snow in the winter for safe walking and warmer paws for your four-legged pal. While you’re enjoying your walk, take in the scenery as there is so much to see out in these beautiful woodlands. If you’ve noticed the abundance of Bald Eagles in the 815 this winter, you can take advantage of the bird and wildlife watching at the forest preserve. Make sure to bring a camera and snap some pictures! A location in the downtown area that is a favorite of mine is the Sinnissippi Gardens. Though they’re known for their gorgeous blooms in the spring and summer, you can’t

miss out on the river views, sculptures, and pedestrian bridge this winter. While you’re over there, you can also hop onto the Rock River Recreation Path. This path is paved for 6 miles and runs along roads for another 10. You and your dog will see lots of friendly faces on this trail as it is very popular! Bikers, walkers, joggers, and more utilize this path daily. My dog is pictured (left) viewing the Rockford skyline from nearby this trail. Another trail open year-round and home to lots of wildlife is the Kishwaukee River Forest Preserve. Again, they clear their paved paths in the winter so you can have a safe walk. This area attracts many birds whose singing makes for peaceful strolls and a relaxing mini getaway for you and your dog. No more “stuck in the house” this winter. These are only a few of the amazing parks Rockford has to offer. Please remember to be courteous and keep dogs on a leash as well as clean up after them when walking in these public parks.
