Senate committee to hold hearing on COVID-19 vaccine rollout Statewide positivity rate stays below 3.5 percent By Tim Kirsininkas

SPRINGFIELD – The state’s seven-day rolling average COVID-19 case positivity rate remained below 3.5 percent Monday while a state Senate committee announced it will hold a hearing regarding the state’s vaccination plan. The statewide positivity rate stood at 3.3 percent Monday, marking the ninth consecutive day that figure has been below 4 percent. Public health officials reported 1,747 new and probable cases of COVID-19 out of 47,210 test results over the previous 24 hours. The positivity rate has continued on a steady decline since Jan. 1, when it stood at 8.1 percent. The state administered 64,469 COVID19 vaccinations statewide over the

weekend following a single-day record for vaccinations on Friday. As of Monday, the state has issued over 1.3 million doses, with 2.3 percent of the population having been fully vaccinated. Illinois has ranked near the bottom of all 50 states in vaccines administered thus far, according to a New York Times database, leading some state lawmakers to call for increased transparency and a more effective process for allowing eligible residents to receive vaccines. On Monday, Senator Julie Morrison, D-Lake Forest, announced that the Senate Health Committee will hold a special hearing on Thursday regarding the state’s COVID-19 vaccination plan. “The COVID-19 vaccine is the greatest line of defense we have against the pandemic,” Morrison said in a Monday news release. “Unfortunately, many people across the state who are eligible for the vaccine haven’t been able to get their dose – and that’s disheartening.”

The release said that the hearing has been scheduled amid “hundreds of questions and concerns from constituents” regarding the rollout of the vaccine, citing a “confusing” scheduling process. “I hope this hearing will lead us toward a path of greater efficiency,” Morrison said in the release. The virtual hearing, scheduled for noon on Thursday, will feature Illinois Department of Public Health Director Dr. Ngozi Ezike, as well as representatives from the Chicago and Sangamon County Health Departments. The hearing will also include Walgreens and CVS pharmacies, the two companies responsible for issuing COVID-19 vaccines at long-term care facilities through the federal government’s Pharmacy Partnership Program. So far, 212,256 doses out of 496,100 allocated vaccines have been issued at long-term care facilities. According to the news release, the subject matter hearing will focus on frequently asked questions and concerns regarding the rollout and supply of the COVID-19 vaccine, and aims to “help vaccine distribution become more convenient and readily available.” The hearing will be streamed on the General Assembly’s website, ilga.gov. The Senate is also accepting written testimony from members of the public. IDPH has reported a total of 1.14 million cases of COVID-19 since the start of the pandemic. On Monday, public health officials reported an additional 35 deaths due to COVID-19, bringing the state’s death toll to 19,688. As of Sunday night, 2,161 individuals in Illinois were reported to be in the hospital with COVID-19. Of those, 469 patients were in the ICU and 251 were on ventilators. Last week, IDPH announced that all 11 of the state’s public health regions had reached metrics to return to Phase 4 of the state’s Restore Illinois plan, which allows for some indoor service at bars and restaurants as well as some activities like youth sports to resume. WASHINGTON (AP) — Donald Trump’s historic second impeachment trial opened Tuesday in the Senate with graphic video of the deadly Jan. 6 attack on Congress and the defeated former president whipping up a rally crowd — “We’re going to walk down to the Capitol!” — as he encouraged a futile fight over his presidency. The lead House prosecutor told senators the case would present “cold, hard facts” against Trump, who is charged with inciting the siege of the Capitol to overturn the election he lost to Democrat Joe Biden. Senators sitting as jurors, many who themselves fled for safety that day, watched the jarring video of the chaotic scene, rioters pushing past police to storm the halls, Trump flags waving. “That’s a high crime and misdemeanor,” said Rep. Jamie Raskin, D-Md., in opening remarks. “If that’s not an impeachable o�ense, then there’s no such thing.” Trump is the first president to face impeachment charges after leaving o�ce and the first to be twice impeached . The Capitol siege stunned the world as rioters ransacked the building to try to stop the certification of Biden’s victory, a domestic attack on the nation’s seat of government unlike any in its history. Five people died. Acquittal is likely, but the trial will test the nation’s attitude toward his brand of presidential power, the Democrats’ resolve in pursuing him, and the loyalty of Trump’s Republican allies defending him. Trump’s lawyers are insisting that he is not guilty of the sole charge of “incitement of insurrection,” his fiery words just a figure of speech as he encouraged a rally crowd to “fight like hell” for his presidency. But prosecutors say he “has no good defense” and they promise new evidence. “Hear ye, hear ye, hear ye,” the acting sergeant at arms intoned to start the trial. Security remained extremely tight at the Capitol, a changed place after the attack, fenced o� with razor wire and armed National Guard troops on patrol. The nine House managers walked across the shuttered building to prosecute the case before the Senate. White House press secretary Jen Psaki said Tuesday that Biden would not be watching the trial of his predecessor. “Joe Biden is the president, he’s not a pundit, he’s not going to opine on back and forth arguments,” she said. With senators gathered as the court

of impeachment, sworn to deliver “impartial justice,” the trial was starting with debate and a vote over whether it’s constitutionally permissible to prosecute Trump after he is no longer in the White House. Trump’s defense team has focused on the question of constitutionality, which could resonate with Republicans eager to acquit Trump without being seen as condoning his behavior. But the House prosecutors argued there is no “January exception” for a president on his way out the door. Rep. Joe Neguse, D-Colo., referred to the corruption case of William Belknap, a war secretary in the Grant administration, who was impeached, tried and ultimately acquitted by the Senate after leaving o�ce. “President Trump was not impeached for run of the mill corruption, misconduct. He was impeached for inciting a violent insurrection - an insurrection where people died, in this building,” Neguse said.”If Congress stands by, it would invite future presidents to use their power without any fear of accountability.” It appears unlikely that the House prosecutors will call witnesses, in part because the senators were witnesses themselves. At his Mar-a-Lago club in Florida, Trump has declined a request to testify. Trump’s defense team has said it plans to counter with its own cache of videos of Democratic politicians making fiery speeches. “We have some videos up our sleeve,” senior Trump adviser Jason Miller said on a podcast Monday. “In trying to make sense of a second Trump trial, the public should keep in mind that Donald Trump was the first president ever to refuse to accept his defeat,” said Timothy Naftali, a clinical associate professor at New York University and an expert on impeachment. “This trial is one way of having that di�cult national conversation about the di�erence between dissent and insurrection,” Naftali said. A first test Tuesday will be on a vote on the constitutionality of the trial, signaling attitudes in the Senate. The chamber is divided 50-50 between Democrats and Republicans, with a two-thirds vote, 67 senators, required for conviction. A similar question was posed late last month, when Sen. Rand Paul of Kentucky forced a vote to set aside the trial because Trump was no longer in o�ce. At that time, 45 Republicans voted in favor of Paul’s measure. Just five Republicans joined with Democrats to pursue the trial: Mitt Romney of Utah, Ben Sasse of

Nebraska, Susan Collins of Maine, Lisa Murkowski of Alaska and Pat Toomey of Pennsylvania Presidential impeachment trials have been conducted only three times before, leading to acquittals for Andrew Johnson, Bill Clinton and then Trump last year. Typically senators sit at their desks for such occasions, but the COVID-19 crisis has upended even this tradition. Instead, senators will be allowed to spread out, in the “marble room” just o� the Senate floor, where proceedings will be shown on TV, and in the public galleries above the chamber, to accommodate social distancing, according to a person familiar with the discussions. Presiding is not the Chief Justice of the Supreme Court, as has been tradition for the nation’s few presidential impeachment trials, but the chamber’s seniormost member of the majority party, Sen. Patrick Leahy of Vermont. Under an agreement between Senate Majority Leader Chuck Schumer and Republican leader Mitch McConnell, the opening arguments would begin at noon Wednesday, with up to 16 hours per side for presentations. The trial is expected to continue into the weekend. In filings, lawyers for the former president lobbed a wide-ranging attack against the House case, dismissing the trial as “political theater” on the same Senate floor invaded by the mob. Trump’s defenders suggest he was simply exercising his First Amendment rights when he encouraged his supporters to protest at the Capitol, and they argue the Senate is not entitled to try Trump now that he has left o�ce. House impeachment managers, in their own filings, assert that Trump “betrayed the American people” and has no valid excuse or defense. Trump’s second impeachment trial is expected to diverge from the lengthy, complicated a�air of a year ago. In that case, Trump was charged with having privately pressured Ukraine to dig up dirt on Biden, then a Democratic rival for the presidency. This time, Trump’s “stop the steal” rally rhetoric and the storming of the Capitol played out for the world to see. The trial could be over in half the time. The Democratic-led House impeached the president swiftly, one week after the most violent attack on Congress in more than 200 years. Five people died, including a woman shot by police inside the building and a police o�cer who died the next day of his injuries.

Stocks wobbled between small gains and losses in afternoon trading on Tuesday, after the major stock market indexes hit record highs the day before. Investors continue to keep their eyes on Washington, where it appears Democrats plan to move ahead without Republican help on a major stimulus bill for the economy. The S&P 500 index was flat as of 3:20 p.m. Eastern. The benchmark index is on a six-day winning streak. The Dow Jones Industrial Average rose 25 points, or 0.1%, to 31,409 and the Nasdaq rose 0.3%. The Russell 2000 index of small company stocks rose 0.5%. The four indexes set all-time highs on Monday. The S&P 500 was nearly evenly split between gainers and losers, with communications companies rising the most. A mix of companies that deal with consumer services and products were the biggest drag on the broader market. Several companies were making big moves after reporting their latest quarterly results. Hanesbrands soared 24.1% for the biggest gain in the S&P 500 after reporting earnings that came in well ahead of what analysts were expecting.

Mobile games developer Glu Mobile vaulted 34.9% after it agreed to be acquired by Electronic Arts in a deal valued at $2.1 billion. Shares in Electronic Arts, maker of “Medal of Honor” and other video games, rose 2.6%. Stocks have been moving steadily higher for several days as Wall Street becomes more optimistic that the worst parts of the economic impact of the coronavirus pandemic might be in the rearview mirror. Vaccine rollouts continue both in the U.S. and globally, with the U.S. administrating hundreds of thousands of doses per day at this point. “The vaccinations have outpaced the virus and that becomes part of what’s playing into the optimism in the market,” said Keith Buchanan, senior portfolio manager at Globalt Investments. “It makes for an environment where it’s getting back to some sense of normality.” Washington is preparing to go big for its next round of economic stimulus to support struggling Americans and businesses. Democrats have rallied around President Joe Biden’s $1.9 trillion stimulus plan, which will include one-time payments to Americans plus a likely increase in the federal minimum wage to $15 an hour.

Expectations for another financial boost for the economy has helped keep investors in a buying mood. The market’s strong start to February and the strength in shares of companies that rely on consumer spending “is an indicator of the optimism creeping higher and the assumption that consumers in the U.S. will get a larger check perhaps than we thought three or four weeks ago,” Buchanan said. GameStop shares were down 17.5% and AMC was down 10.9%. Traders in cryptocurrencies continued to push up the price of bitcoin. It was up 8.8% to $46,942, according to the tracking site CoinDesk. Growing small fruits: strawberries BY GRANT MCCARTY CONTRIBUTOR

One of the small fruits we receive questions about at the University of Illinois Extension each year are strawberries. These small fruits do not take up too much space in your garden, can produce in a single season, and do not require the extensive pruning and trellising like other small fruits. However, strawberry plants are not without their own issues with decisions that you make that can help you have an easier strawberry experience. The main decision you need to make is whether you’ll grow strawberries as an annual or perennial. Strawberry plants can be grown as an annual crop

in which you are planting them the end of April, harvest weekly starting the end of June for 10-12 weeks, and then remove them in October. You’d be planting new strawberry plants ever spring. The traditional way of growing strawberries is as a perennial plant where you’d overwinter your strawberry plants each year with straw, harvest for 2-3 weeks in the summer, renovate the strawberry patch, and overwinter again. In this perennial system, you would not harvest strawberries in 2021 and plants would live 3-5 years before replacing. The decision on whether you grow strawberries as annual or perennial will depend on what your goals are. If you want to try out small fruits and get yields

this season, an annual strawberry plant may be great. You though would have to commit to managing and harvesting them on a weekly basis until the end of October. You’d buy new plants every year. For a one time investment and a short harvest season, the perennial strawberry plants will be the type you want. The primary concerns on perennial strawberry plants are sometimes an inability to survive winters and disease problems. You also need to renovate the patch each summer. To grow annual strawberries, you want to grow the “Day-Neutral” type. These are specifically bred to not overwinter. All runners, the vine like growths from the strawberry plant, are removed. Annuals

work great in containers. Strawberries will produce for you only in summer of 2021. If you’d like to grow perennial strawberries, look for “June-Bearing”. After planting this spring, you will select four runners from your plant and remove all other runners and any flowers that develop. The goal being to develop a good root system. In the summer of 2022, this will be your first harvest and you’ll renovate the bed to overwinter the plants in the fall. Next week, I’ll go into more detail on recommended varieties, overwintering, and patch renovation. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

As a wedding present a relative on the Wisconsin Governor’s Conservation Committee gave us scholarships at a newly opened residential conservation camp. It stressed direct experiences in the outdoors with an emphasis on ecological understandings. It was an exciting adventure which deepened our understanding of the natural world. As a residential experience it included three meals a day. Our first breakfast there included a reprimand by the director of the camp over Sonia’s response to the traditional breakfast of fried bacon, eggs and potatoes. She picked up the pieces of bacon, wrapped them in a napkin and squeezed out some of the fat which was a common family practice. Adding to the director’s ire occurred when she distributed a handful of vitamin pills to the two of us. With that the director who was sitting across the table from us challenged her actions arguing that

this was a healthy meal which contained all the vitamins we needed. A few years later when sharing a meal with her uncle, a medical doctor, he also claimed a balanced diet contained all the vitamins people needed. A few years ago a research report by Dr. D. Davis detected that the level of vitamins in vegetables had fallen over the years and expressed concern regarding this occurrence. His uneasiness included whether the pursuit of growing tomatoes with a longer shelf life was responsible for the loss of vitamins in them and other vegetables. Developing hybrids for marketing purposes also reduced their level of vitamins. This had been a concern of nutritionists for a long time, as in the 1950s a writer asked, “Which apricot? Grown where?” referring to questionable nutritional levels. Today some doctors are reporting that low levels of vitamin D in patients appear associated with an increased likelihood of contracting Cov-19.

A low level of vitamin B1, or thiamine, has been reported to be associated with declining fish and wildlife populations. An article by Alastair Bland, The Ocean’s Mysterious Vitamin Deficiency, provides an overview of the issue. Biologists have identified low levels of thiamine as a major factor in the decline of salmon in the Atlantic and Pacific Oceans as well as in the Great Lakes. Thiamine is essential to cell functioning and converts food into energy. It originates from activities at the bottom of the food chain by bacteria, phytoplankton and fungi. As it passes through the food web it ends up in every living plant and animal. Without thiamine no life form would survive. In 2018, 24 scientists expressed concerns regarding over 100 threats to the health of the world’s ecosystems. Their top concern was that the thiamine deficiency was “a possible driver of wildlife population declines” and degraded health. The priority being given to thiamine comes from its potential to

lead to a widespread collapse of plant and animal populations. Research is focused on resolving the uncertainties regarding declining levels of thiamine. Some scientists believe thiaminase, a naturally occurring substance, is responsible for thiamine losses in higher organisms. Other scientists believe that a widespread environmental change has altered the production of thiamine at the bottom of the food chain. If the synthesis of thiamine at the bottom of the food web is being disrupted, little to no thiamine can work its way up to the top predators. While the e�ort to transition out of fossil fuels and into renewable energy and e�ciency is an important e�ort to curb carbon emissions, other environmental problems need to be addressed as well. If the decline of thiamine is occurring at the bottom of the food chain and is essential to all life forms, it “illustrates the outsize impact that one single nutrient can have on an entire ecosystem.”

Beloit International Film Festival

BIFF on for 2021 By Charles Herbst Contributor

The 16th Annual Beloit International Film Festival will look a little different this year. Taking its cue from the Toronto International Film Festival, BIFF organizers have opted to present an online festival this year. With the cancellation of the Boone County Fair, Milk Days, indefinite postponement of the Chicago Auto Show and countless other disappointments, it’s great to see the show safely go on and offer a break from the humdrum of everyday life. The Festival has announced its 2021 lineup of about 100 films. Instead of screening them at the usual Downtown Beloit venues, they will be available on demand at the Festival website, www. beloitfilmfest.com. The films can be viewed any time during the festival, which runs from Friday, February 19 through Sunday, February 28. The number of film festivals has proliferated, and yet Beloit is one of the top 100 festivals worldwide. Fewer than twenty percent of the films submitted to the festival end up making the final cut. Filmmakers are lavish in their praise for the festival and its hospitality. Several have commented that Beloit audiences are engaged and ask thoughtful questions of them. Too often it seems, film festivals have filmmakers watching each other’s films with little other interaction. That’s not the case at Beloit, where films often play to a full house, even when additional screenings are offered. Despite the enthusiastic audiences and popularity, Beloit remains a small, intimate festival held in a small, charming Midwestern city with plenty of restaurants and nightlife, all only 30 minutes away from home. Even the parking is easy. To keep up that collegial Beloit spirit in pandemic times, video conferences with the filmmakers will be available for many films. You can video chat live with the filmmaker and ask questions. You can watch the film at your leisure, but of course you’ll want to watch before the filmmaker conference. In past years, you bought tickets in advance. This year, instead of advance tickets, you buy tickets when you are ready to see your film. Tickets can be purchased anytime, starting on Friday, February 19. Start by browsing the film index at beloitfilmfest.org. When you choose a film to see, you can head over to Ticket Information. Once there, you’ll be prompted to buy a ticket. Each selection is $10.

Buying your ticket and watching your film should be easy. But if there is a problem, BIFF promises to have plenty of support. There will be a virtual chat help desk, email and phone support. There’s also an in-person box office at Irontek, 635 Third Street.

One of the great perks of BIFF is the opportunity for a night out on the town. Dinner, a movie, and maybe drinks afterward. That’s not completely going away this year. This year you can enjoy some of the BIFF traditions from your car. BIFF is sponsoring five drive-in films this year. And the price – this year all three are free! Bring your own popcorn. Opening the Drive-In is Isle of Dogs, on Friday, February 20 at 6:30 p.m. An outbreak of dog flu has spread through the city of Megasaki, Japan, and Mayor Kobayashi has demanded all dogs to be sent to Trash Island. On the island, a young boy named Atari sets out to find his lost dog, Spots. The animated film is in English and is rated PG-13. This year’s sing-along film is one of the greatest films of all time, The Wizard of Oz. This 1939 musical fantasy is the perfect family picture – Toto, too – and, besides, you already know all the words! The Wizard of Oz will be screened on Saturday, February 20 at 6:30 p.m. Benny & Joon will be featured Sunday, February 21 at 6:30 p.m. A mentally ill young woman finds her love in an eccentric man who models himself after Buster Keaton. This year’s silent film is the 1936 comedy Modern Times, written, directed and starring Charlie Chaplin as the Little Tramp. Modern Times will be screened on Friday, November 26 at 6:30 p.m. Commemorating BIFF’s 16th anniversary, The First National Bank Classic Film is Sixteen Candles, starring Molly Ringwald and directed by John Hughes. Shot mainly in Chicago and Evanston, Sixteen Candles will be screened on Saturday, February 27 at 6:30 p.m. The drive-in is located at 705 Third Street, which is the north end of the Ironworks Campus adjacent to Stainless Steel Tank & Equipment. Capacity is limited to about 80 vehicles, first-come, first-served. Screening these films is weather dependent and will be rescheduled if necessary. The Beloit International Film Festival is a great chance to both see and support the work of independent filmmakers without having to travel great distances. It has quickly become an acclaimed, annual tradition in the region. This year, the festival “will make you feel right at home.”
