Republicans call for balanced budget ahead of governor’s address Current budget relied on federal aid, graduated tax amendment that never materialized By Peter Hancock

SPRINGFIELD – Republican leaders in the Illinois House are calling on Gov. JB Pritzker to propose a truly balanced budget when he delivers his budget address Wednesday, noting he should avoid relying on money that may never materialize. That’s what happened in May when lawmakers adopted the current fiscal year’s budget. That plan called for $42.9 billion in in General Revenue Fund spending, but it was predicated on the assumption that Congress would pass an aid package for state and local governments and that Illinois voters would approve Pritzker’s proposed constitutional amendment to allow for a graduated income tax. The graduated tax amendment failed in the November election and Congress so far has not passed a stimulus package that includes aid to state and local governments, although the new Biden administration has proposed one. “The Illinois Constitution cannot be
more clear about the responsibilities of the executive branch,” House Minority Leader Jim Durkin, of Western Springs, said during a virtual news conference Monday. “Article 8, Section 2 and 2(b) say that the governor presents a budget that must balance spending with estimated revenue available for that fiscal year. Estimated revenue, not wishful thinking.” In response to the drop in revenue caused by the COVID-19 pandemic and the failure of the proposed graduated income tax, Pritzker announced in mid-December that he was ordering more than $700 million in spending reductions along with plans to borrow $2 billion through the Federal Reserve’s Municipal Liquidity Facility. Those were two steps aimed at tackling a budget deficit that could still exceed $1 billion for the current fiscal year. According to the latest monthly report by the Governor’s Office of Management and Budget, base revenues flowing into the state have actually been running about 6.2 percent above estimates as individual income tax and sales tax receipts have come in better than expected. State spending, however, also has exceeded budgeted amounts, primarily due to heavier than expected Medicaid

expenses, which are partially paid for with federal funds. So far, Pritzker has revealed little about the budget he plans to propose for the next fiscal year, which begins July 1. In a brief email last week, his office said that the $700 million in spending cuts would be carried forward into the next year and that he will propose closing about $900 million in what he calls “corporate tax loopholes.” It also said he would not propose an increase in individual income or sales taxes. He also said that for the second straight year, he will not propose a general increase in K-12 education funding, which makes up the largest share of general state spending, although he does expect a large increase in federal aid for public schools. State law calls for adding $350 million to the K-12 funding formula each year. But that still leaves a deficit of roughly $3 billion for the upcoming fiscal year and the governor’s office has not said how Pritzker plans to fill that gap. Deputy Minority Leader Tom Demmer, R-Dixon, noted during the news conference that due to the pandemic, the budget lawmakers passed in May gave the governor unprecedented authority to shift money between agencies and line items and to direct the spending of billions of dollars in federal disaster relief aid, and he said he believes this year lawmakers should reassert their own authority. “Last year, the state was on the receiving end of billions of dollars from the federal government and again, it was it was programs that were overseen by the administration through emergency rules and through an unprecedented level of appropriation authority that was unchecked and unreviewed by the General Assembly,” Demmer said. “We must reengage our role as a coequal branch of government to provide the kinds of checks and balances that the people of Illinois expect.” Pritzker is scheduled to deliver his annual budget message to the General Assembly via a live video feed at noon Wednesday, Feb. 17. WASHINGTON (AP) — The House Homeland Security chairman accused Donald Trump in a federal lawsuit Tuesday of inciting the deadly insurrection at the U.S. Capitol and conspiring with his lawyer and extremist groups to try to prevent Congress from certifying the results of the presidential election he lost to Joe Biden. The lawsuit from Democratic Rep. Bennie Thompson is part of an expected wave of litigation over the Jan. 6 riot and is believed to be the first filed by a member of Congress. It seeks unspecified punitive and compensatory damages. It also names as defendants Rudy Giuliani, Trump’s personal lawyer, and the Proud Boys and the Oath Keepers, extremist organizations that have had members charged by the Justice Department with taking part in the siege. “All I wanted to do was do my job, and the insurrection that occurred prevented me from doing that,” Thompson, D-Miss., told reporters Tuesday as he recounted his harrowing experiences as Trump loyalists broke into the Capitol and disrupted the constitutionally mandated process of certifying the election. A Trump adviser, Jason Miller, said in a statement that Trump did not organize the rally that preceded the riot and “did not incite or conspire to incite any violence at the Capitol on Jan. 6th.” A lawyer for Giuliani did not immediately return an email seeking comment. The suit, filed in federal court in Washington under a Reconstruction-era law called the Ku Klux Klan Act, comes three days after Trump was acquitted in a Senate impeachment trial that centered on allegations that he incited the riot, in which five people died. That acquittal is likely to open the door to fresh legal scrutiny over Trump’s actions before and during the siege. Additional suits could be brought by other members of Congress or by law enforcement o�cers injured while responding to the riot. Even some Republicans who voted to acquit Trump on Saturday acknowledged that the more proper venue to deal with Trump was in the courts, especially now that he has left the White House and lost certain legal protections that shielded him as president. The suit traces the drawn-out e�ort by Trump and Giuliani to cast doubt on the election results even though courts across the country and state election o�cials repeatedly rejected their baseless allegations of fraud. Despite evidence
to the contrary, the suit says, the men portrayed the election as stolen while Trump “endorsed rather than discouraged” threats of violence from his angry supporters in the weeks leading up to the assault on the Capitol. “The carefully orchestrated series of events that unfolded at the Save America rally and the storming of the Capitol was no accident or coincidence,” the suit says. “It was the intended and foreseeable culmination of a carefully coordinated campaign to interfere with the legal process required to confirm the tally of votes cast in the Electoral College.” Presidents are historically afforded broad immunity from lawsuits for actions they take in their role as commander in chief. But the lawsuit filed Tuesday was brought against Trump in his personal, not o�cial, capacity and alleges that none of the behavior at issue had to do with his responsibilities as president. “Inciting a riot, or attempting to interfere with the congressional e�orts to ratify the results of the election that are commended by the Constitution, could not conceivably be within the scope of ordinary responsibilities of the president,” Joseph Sellers, a lawyer who represents Thompson, said in an interview. “In this respect, because of his conduct, he is just like any other private citizen,” he said. Sellers, a lawyer with the Washington law firm of Cohen Milstein, filed the case along with the NAACP. Several other members of Congress are expected to join. White House press secretary Jen Psaki told reporters Tuesday that Biden supports the rights of individuals “to take steps through the judicial process,” but she declined to comment further. Though the impeachment case focused squarely on accusations of incitement, the lawsuit more broadly accuses Trump of conspiring to disrupt the constitutional activities of Congress — namely, the certification of election results establishing Biden as the rightful winner — through a monthslong e�ort to discredit the outcome and to lean on individual states and his own vice president to overturn the contest. The case against Trump was brought under a provision of the Ku Klux Klan Act of 1871, which was passed in response to KKK violence and prohibits violence or intimidation meant to prevent Congress or other federal o�cials from carrying out their constitutional duties. “Fortunately, this hasn’t been used very much,” Sellers said. “But what we see here is so unprecedented that it’s really remi-
niscent of what gave rise to the enactment of this legislation right after the Civil War.” The suit cites incendiary comments that Trump and Giuliani made in the weeks leading up to the riot and on the day of it that lawyers say were designed to mobilize supporters to work to overturn the election results and to prevent the congressional certification process. That process was temporarily interrupted when Trump supporters broke into the Capitol. Trump told supporters at a rally preceding the riot to “ fight like hell,” but lawyers for the former president adamantly denied during the impeachment trial that he had incited the riot. They pointed to a remark during his speech in which he told the crowd to behave “peacefully” that day. Defense lawyers are likely to revisit those assertions in the lawsuit. They may also argue, as was done during the impeachment case, that Trump’s speech was protected by the First Amendment.

Optimism that Washington will come through on trillions of dollars of more aid for the economy and encouraging company earnings reports have helped stocks grind higher this month, along with hopes that the coronavirus vaccine rollout will set the stage for stronger economic growth in the second half of this year. With the second impeachment trial over, investors believe Congress can now make progress toward passing President Biden’s $1.9 trillion stimulus plan. Traders in cryptocurrencies pushed up the price of Bitcoin above $50,000 for the first time Tuesday. It was up 0.2% to $48,592 in afternoon trading, according to the tracking site CoinDesk. Much of Asia remains closed in observance of the Lunar New Year and European markets were mostly lower Tuesday. End of trading update: Stocks ended a tentative day of trading with mixed results as gains for energy companies and banks were offset by losses in other sectors. The S&P 500 ended down less than 0.1% Tuesday, and the Nasdaq lost 0.3%. The Dow Jones Industrial Average managed to eke out another record high with a gain of 0.2%. Natural gas prices jumped 7.5% to their highest level since November as a wave of extremely cold weather hit large parts of the U.S. Treasury yields continued to climb, pushing the yield on the 10-year Treasury note up to 1.29%, the highest level in a year.

Beloit International Film Festival
BIFF film reviews for 2021 By Charles Herbst Contributor
The festival has about 100 films on offer, and it’s often a difficult decision picking which ones to watch. Of the films I’ve seen, these eight strike me as good picks.
Freeland
Rated PG-13, Directed by Kate McLean and Mario Furloni Those who survived the sixties and seventies will appreciate the irony of this film. Back then, legalizing pot was a fringe view. Now that weed is legal in Illinois, if not yet in Wisconsin, a new issue has emerged: How does the old guard of longtime growers fit in with the new players in the cannabis trade? The story takes place in Humboldt County, California, an area well-known and ideally suited for growing marijuana. The scenery and resulting cinematography is beautiful, and a real treat. Devi (Kristina Fairchild) is silver-haired, old-time marijuana grower who is about to bring in her best-ever crop so it can be transported to Nebraska (where it is still illegal). Growing pot is now legal in California, but as a tightly regulated industry. Harassed by local bureaucrats, Devi tries, but fails to become licensed as a grower. The fines and large investment required to go legal are prohibitive for her. Her Nebraska connection gets wind of her legal troubles and wants no part of her crop. Gradually Devi’s world collapses. This film leaves you thinking about the cannabis industry and how it should be structured. Does it only belong to young, nimble entrepreneurs or should there be a place at the table for the experienced professionals who took risks and built the business? The acting in the film is first-rate and Kristina Fairchild has already won best actress accolades at River Run and the Sidewalk Film Festivals. The rest of the cast does not disappoint. Freeland has won Best Narrative Feature at the Atlanta and Bend Film Festivals and Winner of the New Directors Competition at the Nashville Film Festival as well as several other awards and nominations. It is sure to be in the running here.
Samaritan
United Kingdom. Rated PG-13, Directed by Dustin Curtis Murphy This dystopic, British narrative film is only 12 minutes long, but tells a story worthy of a full-length feature. Dr. Saeed Ali (Chris Kyriacou) is an immigrant doctor fearing deportation. Prior to living in the city and working at a hospital, he is living off the grid in a woodland. He comes across the body of racist politician, Robert Harrington (Peter Ormond). Dr. Ali treats
Harrington and saves his life. Robert Harrington has a first-class ticket to board Samaritan I, a space station meant to support human life now that Planet Earth has been wasted and is no longer capable of supporting humans. Ungrateful, Harrington tries to leave Ali’s cabin and collapses outdoors. The climate crisis and bigotry directed against Dr. Ali make this apocalyptic film highly topical and relevant to our times. Dustin Curtis Murphy is an award-winning filmmaker with over twenty years’ experience in the film industry. Samaritan has already won an Award of Excellence in the drama category at the Southern Shorts Awards, and was a semifinalist at the Academy Award-qualifying Rhode Island International Film Festival. Samaritan will be shown along with a group of other short films in Short Slot 2.
Royalty Free: The Music of Kevin MacLeod
Rated PG-13, Directed by Ryan Camarda Green Bay native Kevin MacLeod is one of the most heard composers in the world. Nearly everyone has heard his music but has probably never heard of him. This documentary tells the story of how MacLeod releases his music for free. All MacLeod asks is that you give credit to his music. If you can’t give him credit (such as in a commercial), he will license the music to you for a one-time token payment. It is a strategy that’s made him rich and successful. If you have used his free music, he may be the guy you think of when you need paid work. Free music is a boon for filmmakers and fledgling artists who often can’t afford to hire studio musicians or pay a royalty. Many amateur YouTubers and studio filmmakers use his tunes. MacLeod distributes his music at a website, Incompetech.com. After watching the film, I went over to the website and checked it out. Sure enough, I recognized at least two tunes, one I had heard waiting on hold the previous week. While writing this review, I found myself listening to some of his music online. The film touches on MacLeod’s personal life and discusses the controversy that surrounds MacLeod’s distribution model. MacLeod’s electronically produced free music is a threat to many studio musicians and their livelihoods. Is this good for the art? Rather dismissively, McLeod compares his work to what happens to mom-and-pop retailers when Walmart comes to town. Royalty Free is informative and has a good discussion of the issues and times that the music industry is facing. It is a bit long in spots, but the fascinating subject compensates for the lag.
Drought
Rated PG, Directed by Hannah Black and Megan Petersen Drought takes place in rural North Carolina in 1993, when the state was experiencing a record dry spell. Estranged older sister Lillian (Megan Petersen) comes by to check on Sam (Hannah Black) and Carl (Owen Scheid), because their Mother Lorraine (Jane McNeill) has been arrested on a marijuana charge and is in jail. Carl is a 17-year-old, autistic young man with a strong interest in meteorology. Carl believes that a storm is imminent and wants to chase it. His sister Sam facilitates that by “borrowing” their Mother Lorraine’s ice cream truck for a road trip. Lillian, Sam, Carl, and friend Lewis (Drew Scheid) – who appears not to have much of a family life – ultimately set out together. Black and Peterson play realistic sisters while doing an outstanding job of directing this coming-of-age road trip. Family tensions are convincingly portrayed. The cinematography and musical soundtrack are enjoyable. During the trip, the four gradually put aside their differences and become friends. Gossamer Folds
Rated PG, Directed by Lisa Donato It’s the summer of 1986. Nine-year old Tate (Jackson Robert Scott) moves to the suburbs of Kansas City. Tate, an only child whose constant companion is the dictionary, pronounces the house his parents have just rented The Amityville Horror. Tate’s parents’ marriage is breaking up and his father, Billy (Shane West) moves out shortly thereafter. Next door neighbor Gossamer (Alexendra Grey) is a Black, transgendered, 25-yearold woman, who lives with her father, retired English teacher father Edward (Franklin Ojeda Smith). Edward still calls Gossamer “George.” Gossamer feels stifled in Kansas City, and dreams of moving to New York. Gossamer works hard to earn Tate’s confidence. Although Tate’s parents do not approve of Gossamer and want their son to avoid her, Gossamer and Tate become chums. A babysitting emergency forces Tate’s Mother, Frannie (Sprague Grayden) to ask Edward and Gossamer to watch Tate while Frannie is at work. The central theme of this film is the heartwarming friendship between Tate and Gossamer. Tate has no concept of Gossamer as anything but a woman and bears no stereotypes or prejudices. Everyone in the film has a personal struggle and together, Edward, Gossamer, Frannie
and Tate, all work through them.
We Left As Brothers
Rated PG-13, Directed by Evan Mulgrave Fifty years later, six veterans return to Vietnam. Each had fought the war in a different place. As individuals, the group of returning veterans felt that they had not been able to talk about their experiences for years or even decades after their service. Each of them wanted to tell their stories and what it felt like to return to those spots fifty years later. The veterans found a changed Vietnam, one that had moved on and did not harbor a malice to them or other Americans. In many cases, the returning Americans found Vietnamese who welcomed them to their country. Several of the people they met had wartime experiences or had learned of the war from the experience of family members. This documentary shows how Vietnam has evolved into a modern nation and is an interesting epilogue for those of the Vietnam War Era. It also offers an interesting perspective and explanation for subsequent generations of the process of coming to grips with the Vietnam experience in an objective and reasoned way.
More Than Miyagi
Rated PG-13, Directed by Kevin Derek Actor Pat Morita had a diverse, interesting career, and this feature-length documentary does a great job of covering both the highs and the lows. Morita had spinal tuberculosis as a child and was not expected to ever be able to walk. He spent much of his early life in hospitals and, when released, joined his family in a Japanese internment camp in Arizona. After the war, the family returned to the Bay Area. Morita worked several other jobs before trying stand-up comedy full time. He became acquainted with Red Foxx, who gave him a role in Sanford and Son which ultimately led to playing Arnold, owner of Arnold’s Diner in the television show Happy Days. His most famous role was that of Mr. Miyagi, the patient karate teacher who taught Daniel (Ralph Macchio) to defend himself against bullies in the 1984 film The Karate Kid. Initially, producer Jerry Weintraub did not want to cast Morita, looking for a more “serious” actor. For his role in The Karate Kid, Morita was nominated for an Oscar as Best Supporting Actor. Morita went on to make several more films in the Karate Kid franchise and had a long filmography of other television and motion picture credits. Have you ever been engrossed in watching a TV show only to wonder how or why you got drawn in? I often wonder why so many people are hooked on train wreck reality shows like 90-Day Fiancé or any of The Real Housewives incarnations. But it can happen to the best of us. Several months ago, I stumbled on a repeat of a TLC series 1000-lb Sisters. I admit there’s a judgmental element that creeps in when watching that show – Why are you stuffing your face with greasy food? Why don’t you try to move around a little more? Who’s supplying you with copious amounts of junk food? – but there’s also a point when you realize how difficult it has to be to simply stand and walk 10 or 15 feet when you’re carrying the equivalent of three or four human beings with you. After a pair of back-to-back episodes, I became invested in weight loss journey of Amy and Tammy Slaton. So much so that I set the DVR to record it each week. Despite often disagreeable attitudes (especially from Tammy, who obviously has some deep, unresolved issues she needs to address), it’s clear the Kentucky-based sisters love each other and share a very off-kilter sense of humor. Seeing Amy begin losing weight as Tammy gained was heartbreaking. When the second season rolled around earlier this year, Amy – who had already lost over 100 pounds – and her husband, Michael, were expecting their
first child while Tammy was still stuck in bad habits. When their siblings became more involved in season two it became clear that nearly everyone in their family has weight issues, just none as severe as Tammy’s – after she tipped the scales around 600 pounds, their bariatric surgeon said if she didn’t lose significant weight, there was an 80% chance she would be dead in five years. That’s when their 400-pound brother, Chris, decide to lose weight with Tammy and serve as her tough-love coach and cheerleader. Knowing this is a heavily-edited reality show is the key to watching 1000-lb Sisters. Some “confrontations” and discussions are obviously staged – like the scene last week at Amy’s baby shower as family members discuss how to get Tammy to stop overeating, and Amy says they tried a meal delivery service but Tammy ate all 32 meals in two days. Some scenes are at least loosely scripted, and stilted talking points in the “interviews” are crafted to help create a story arc for each episode. Yet I still watch. I’m happy for Amy and Michael’s growing family. I want Tammy to wise-up and work harder to get healthy. So yeah, I understand how people can get sucked into some of these kinds of shows. Just don’t let me make a habit of it.

Mambo Man
Rated G, Directed by Edesio Alejandro and Mo Fini Cuba. Spanish with Subtitles. A Cuban farmer and music promoter, JC (Hector Noas) decides to invest in a deal that’s too good to be true, with predictable consequences. While the storyline is a bit thin, the film is believable, well-acted and well-produced. What makes this film special is cinematography illustrating not the usual threadbare scenes of Havana, but the lush
beauty of Eastern Cuba. It presents a realistic view and the struggles of everyday life. JC entertains foreign tourists at his farm in style and has outstanding musicians in attendance. A road trip provides additional sights and scenery. A special treat is the soundtrack. Many live performances in this film feature the same legendary Cuban musicians who appeared in the hit film Buena Vista Social Club. Mambo Man has won numerous awards including Best Picture at the Ciudad de Mexico International Film Festival, Continental Film Festival, and Florence Film Awards; Best Original Song at the Hollywood Gold Awards; and Best Cinematography at the Anatolia Film Festival. Be sure to enjoy this one with some good rum.

In the year of 2021 there are so many milestones that can be celebrated. There are so many accomplishments that have been made by black people. Obstacles that have been overcome leaving our counterparts wondering how and some would even wonder why? There is simply one answer. We are made of Magic. No, not the kind where a card disappears or a coin comes from out behind your ear, but real magic. The type of magic that leaves a legacy. Black History Month is a moment to remember and celebrate that very legacy that has created such a diverse world. Some may think that diversity only speaks to an individual’s ethnicity but that is not true. Diversity speak to opportunities, education, communities but most of all it is the foundation of our families. If you take a moment and think about your family I’m sure that you all have many differences that each contribute to who you are. Black History Month provides us with an opportunity to see the magic that has been able to spread throughout the world

through music, art, economics and so much more. Our daily interactions are filled with the very legacy that our ancestors have passed down. Who would have thought that we would survive a pandemic while still trying to fight for the very right to breathe, but we have. Black History Month is a moment to remember that no matter how hard life becomes because of the color of our skin, we are beautiful, resilient and a driving force in anything that we believe in. Do not be fooled while black history is celebrated in a month it is an everyday lifestyle. You are black history, I am black history because we create black history every day that we choose to continue to fight for what is right. In every moment you have a choice. That choice will vary with different causes and outcomes. A choice that you have every day is what perspective that you will choose to adopt. While we are influenced daily, it is our responsibility to do right by others. Black history holds many of moments of doing good but also many moments
of pain. Through the resilience of our parents, grandparents and so many more, we have developed a moment in time where their legacy can be shared. Inventions, music, art and so much more allow us a peek into the past. While the past may not always be joyful to recall, it is more than important. For us to be able to know exactly where we are going we must know and remember where we have been. Growing strawberries: Selecting varieties BY GRANT MCCARTY CONTRIBUTOR
Once you’ve decided whether you’ll grow Day-Neutral or June-Bearing, there are some additional decisions you’ll need to make when it comes to managing them. First though, let’s discuss recommended varieties. Most of the time when you order strawberries you are purchasing them as bare roots. They’ll arrive mid to late April without much growth to them. Over the season, they’ll grow for you and if they are the Day Neutral, produce strawberries for you. You might also find strawberries as transplants at home and
garden centers this season. Whether you choose bare-root or transplants, both should work fine for you. If you purchase them as transplants, inspect them to ensure that there are not any diseased/ infected leaves. A single strawberry plant tends to yield 1 ½ lbs of strawberries over the course of it’s season. For June-Bearing, this would be over 3-4 weeks while Day-Neutral would be that longer season from end of June to October. If you are to plant 10 strawberry plants, you might expect 15 lbs of strawberries. You should recognize though this is in a perfect growing season. Recommended June-Bearing straw-
berries include ‘Jewel’, ‘Honeyoye’, ‘Annapolis’, ‘Earliglow’, and ‘Cabot’. Most of these tend to be very vigorous which means they’ll grow well but would also produce a number of runners and you would need to remove some of these runners as needed. ‘Earliglow’ is one that produces early but also is recommended for beginners. If growing in an area you feel stays cooler, ‘Cabot’ is one that is very adapted to colder climates. Day-Neutral strawberries that would grow well in our area include ‘Albion’, ‘Seascape’, ‘Evie 2’, ‘Porotola’, and ‘San Andreas’. Some of these are less sensitive to heat such as ‘Evie 2’. One that has high
yields and large berries is ‘Albion’ but it does need consistent watering. ‘Porotola’ has great yields but flavor has been noted to be muted. What you’ll find with any variety of strawberry is that it can have some issues. They may be sensitive to heat, cold, rain, and other conditions that may be out of your control. You can help address some of this through your planting location, spacing, and consistent water/fertilizer. Next week we’ll continue our strawberry discussion with management. Renewable energy and e�ciency on national and state levels BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS
Good vibrations exist on the renewable energy and e�ciency fronts both at the national and state levels. A good place to start is at the national level as that preceded state e�orts and may have helped stimulate them. The Biden administration has made it clear that it intends to undo some of the Trump administration initiatives and move ahead on some of its own priorities. His new Executive Order on Tackling the Climate Crisis at Home and Abroad highlighted some initial e�orts. The full presentation is available as a fact sheet released from the White House briefing room; some ideas appear in this article. President Biden is rejoining the Paris Agreement and has initiated an immediate review of the previous administration’s rollbacks of governmental standards designed to protect the environment and impacted communities. The goals of achieving a carbon free power system by 2035 and putting the economy on a zero net energy economy by 2050 were also
announced. The transportation sector is targeted for carbon reductions through initially purchasing clean and zero emission vehicles for federal government fleets including the U.S. Postal Service. Integral to carbon reduction goals is the intent to create well-paying union jobs and deliver social justice for communities which have su�ered from environmental harm. A promise was made to protect scientists from political interference allowing them to research and speak freely while providing useful information to the public. Scientific advisory committees will be reestablished. A Civilian Climate Corps will be created “conserving and restoring public lands and waters,” boosting community resilience, “increase reforestation, increasing carbon sequestration in the agricultural sector, protecting biodiversity, improving access to recreation, and addressing climate change.” Another dimension to the President’s executive order is creating jobs in clean technologies such as EVs, clean energy, and energy e�ciency while requiring where possible that the products bought
for such efforts be purchased from American businesses. The 17 Federal intelligence agencies were directed to produce a National Intelligence Estimate regarding security threats from climate change including threats to U.S. military bases. The concern arose from flooding that occurred at the O�utt Airforce base in Nebraska and the $5 billion damage to the Tyndall Air Force Base in Florida caused by Hurricane Michael. In general the multitude of orders illustrates the priority given to the climate crisis by the Biden administration. However, there are limits to executive orders; rewriting regulations eliminated by the Trump Administration may take up to two years to complete and is dependent on Congressional approval and funding. While states face similar problems as does the federal government resulting from Covid-19 economic stress, they di�er in that the states do not have the economic resources that the federal government has. Attempts to fund CEJA to support renewable energy initiatives are seen as a desirable boost to the economy
and job opportunities in Illinois. The Clean Energy Coalition has called for citizens to appeal to their legislators and the Governor to pass legislation to provide funds to maintain the state’s program for a clean energy future. A recent project illustrates what the state’s program under FEJA was able to accomplish with funding from the program. It is a 2.8 megawatt solar installation at Mooseheart Child City and School in Batavia, Illinois. The energy savings will mean that more of their donations will be available for the work with children and for workers installing the system and maintaining it. Increased reliance on electric vehicles is another element in the Illinois clean energy transition. Illinois could benefit from jobs at the Rivian assembly plant in Normal which could occur with an accelerated transition to electric vehicles as proposed by President Biden. Passing CEJA will provide additional funding to continue the clean energy transition in Illinois.
