DCFS director once again faces Cook County contempt citation 16-year-old girl moved 25 times since September By Beth Hundsdorfer

For the fourth time in six weeks, a Cook County juvenile court judge has held Illinois Department of Children and Family Services Director Marc Smith in contempt for failing to move a minor into an appropriate placement. “This really underscores the level of crisis here,” said Cook County Public Guardian Charles Golbert. “They knew about this hearing and even with the hammer of a contempt of court citation over their heads, they were unable to find an appropriate placement for this child.” Golbert’s office provides legal representation to thousands of abused and neglected children in Cook County who are wards of the court. There are currently 43 children in the custody of DCFS who are in placements beyond medical necessity, according to DCFS. “The Department of Children and Family Services is dedicated to keeping children safe and strengthening families,” DCFS spokesman William McCaffrey said in an email. “We are working aggressively addressing the decades-long challenge of a lack of community resources and facilities for children with complex behavioral health needs, which has been exacerbated by an increased demand in social services in recent years.” The latest case involves a 16-year-old girl who came into the state’s care on Sept. 28. The girl was medically approved for discharge from a locked psychiatric hospital but remained in the hospital for two more months while DCFS tried to find

a placement for her, Golbert said. The girl was discharged from the psychiatric hospital on Nov. 18, but has changed placements 24 times since then, Golbert said. A chart with her placements that was used as an exhibit in court showed the teen was moved up to six times in a week. Her placements included hospitals, temporary foster homes and emergency temporary shelters, including a shelter in Indiana, Golbert said. “This poor kid was bounced around all over,” he said. DCFS first recommended a specialized foster home for the girl based on an October evaluation, Golbert said, but then reevaluated her in December and then recommended residential care. On Jan. 6, a Cook County juvenile court judge ordered DCFS to place the girl in residential care in compliance with their own recommendation. Six weeks later, the girl was still waiting for that placement. On Thursday afternoon, a judge once again signed a contempt citation against Smith. The girl is currently in a psychiatric hospital. This is the fourth time in six weeks that Smith has been found in contempt. “I don’t think you will ever find this situation happening anywhere across the country,” Golbert said. The latest contempt citation prompted House Republican Leader Jim Durkin, of Western Springs, to write Gov. JB Pritzker. “It is clear that whatever you and Director Smith are doing at DCFS is not working,” Durkin’s letter said. “Your administration’s lack of transparency on this issue is beyond startling and the nonchalant attitude you have taken on these very serious contempt of court orders is unacceptable. My question to you is what are you doing to protect the children of this state who have to depend on your administration for their wellbeing?”

DCFS has faced scrutiny from the legislature in recent weeks for the death of a caseworker, the death of a child after abuse allegations were reported, and the contempt citations filed against Smith. In late December, the body of Damari Perry, 6, was found abandoned and burned in Gary, Indiana. A medical examiner ruled the boy died from hypothermia. His mother and siblings said Damari was punished with a cold shower but then vomited and became unresponsive. They have been charged with the boy’s death. Days later, DCFS child protection investigator Deidre Silas, who had worked for the department for six months, was murdered during a welfare check of six children at a Thayer home in Sangamon County. She was beaten and stabbed. In mid-January, a Cook County judge found Smith in contempt and ordered a $1,000-a-day fine for as long as he left children in placements that were inappropriate, including in locked psychiatric units and at the Southern Thirty Adolescent Center, or STAC, an emergency center in Mount Vernon meant to hold children for less than 30 days. The three contempt citations were purged and the fines waived after the children were moved to the recommended placements. During a hearing in front of the House Human Services Appropriations Committee, Smith told legislators that DCFS is working with private agencies to place DCFS wards, but those agencies are facing hiring struggles and trying to reconstitute services that were dismantled by the state budget impasse during the previous administration. “That does not mean on any level that we do not have to have aggressive, hard-working people working at all hours of the day, every day, trying to place that child,” Smith told the legislators during that hearing. “For me, it’s so important and I would resign from this position immediately if I did not feel and act in a way that these have to be cared for and placed immediately.” Smith went on to tell legislators that the number of children who are held beyond medical necessity is a small portion of the 21,000 children under DCFS custody. Of the 43 children being held beyond medical necessity, DCFS estimated that about 25 percent are in Cook County with the rest being spread around the state. His fieldbased work has taken him to many of the Gondwanan continents of the southern hemisphere, including multiple expeditions to Madagascar and Africa where he has worked on bizarre crocodiles and giant sauropod dinosaurs. Closer to home in the Rocky Mountain West, his research is focused on the ecology and evolution of dinosaurs during the last 20 million years of the Cretaceous. In addition to investigations into the latest-Cretaceous dinosaurs of Colorado, he leads the Laramidia Project, currently working to uncover dinosaur ecosystems in the Cretaceous of Grand Staircase-Escalante National Monument, Utah, northwestern New Mexico, and the Big Bend region of Texas. Northern Europe battered by 3rd major storm; deaths hit 14 By Danica Kirka Associated Press

LONDON (AP) — Northern Europe has been battered by its third major storm in five days, with heavy rains and high winds killing at least two more people, disrupting travel and prompting hundreds of flood alerts across a region still recovering from last week’s hurricane-force winds. Storm Franklin pushed in from the North Atlantic on Sunday afternoon even as crews worked to clear fallen trees and restore power to thousands of customers hit by storms Dudley and Eunice last week. Heavy rains and high winds swept across Northern Ireland and northern England on Monday before moving on to France. England’s environment agency issued more than 300 flood warnings and alerts and train operators urged people not to travel. In France, a couple in their 70s died Sunday after their car was swept into the

English Channel near a small town in Normandy. The couple had called for help but it did not reach them in time. “With the wind, the car skidded,’’ Herve Bougon, mayor of Bricqueville-Sur-Mer, told the Ouest-France newspaper. “It was pushed onto its side as it sank into the water.” At least 14 people have died across Europe during a week of wild weather that meteorologists say is being fueled by an unusually strong jet stream over the North Atlantic. The storms have left hundreds of thousands of people without power and triggered local flooding and evacuations as high winds ripped the roofs off buildings. Gusts of up to 87 mph (140 kph) were recorded late Sunday on the Isle of Wight. A gust of 122 mph (196 kph), provisionally the highest ever recorded in England, was measured Friday on the Isle of Wight as Storm Eunice hit the region. Hurricanelevel winds start at 74 mph.

Official weather warnings in Germany, where the latest storm is known as Antonia, were lifted on Monday, though disruption to transport continued in northern parts of the country. Experts said the weather toll for the week has been extensive for the environment as well. The German Aerospace Center, DLR, says the current storms hitting northern Europe would likely result in widespread damage to already weakened forests. In a study released Monday, the government-funded agency said satellite data shows massive forest loss due to drought and bark beetle infestation between 2018 and 2021. These factors — which are exacerbated by global warming — weaken trees, making them vulnerable, DLR said. “The current storm situation across Germany will probably again lead to the need to remove damaged trees in many areas,” it said. Insurance broker Aon estimated the

insured damage in Germany from the successive storms at 1.6 billion euros ($1.8 billion). The Dutch insurers’ association estimated that the three storms caused at least 500 million euros ($567 million) of damage across the Netherlands. Despite preparations and warning by weather authorities, “the February storms have sparked a record number of claims and an enormous damages bill,” said Richard Weurding, general director of the Dutch Association of Insurers. The storms blew roofs off buildings and uprooted trees across the Netherlands, killing four people on Friday as Eunice lashed the country. Insurers warned that more damage could still be to come with strong winds forecast in coming days. In Denmark, the storm uprooted trees and disrupted rail services in and around Copenhagen, the capital. Sweden saw heavy snowfall that shut down buses in its capital city of Stockholm.

Streaming Oscar Nominees By Paula Hendrickson Contributor

It’s always fun to watch some of the Academy Awards nominees ahead of the annual telecast. And you’d think having umpteen streaming services would make it easier, but you’d probably need to subscribe to at least four or five different services just to watch the Best Picture nominees. To be fair, the Academy expanded the number of nominees for the category, but that’s still a lot of monthly fees to pay. And as of now, you’ll also need to pay an additional feel to rent or buy the title. Three of the films have yet to become available via streaming.

There’s nearly a month left to get caught up before ABC airs the 94th Annual Academy Awards on March 27, and but then a couple more Best Picture nominees might be available for streaming. Here are the nominees and where you can, or can’t, currently stream them. (Rental fees seem to average around $6 and purchases around $18-20.) Belfast — can be purchased on AppleTV+ or Amazon Prime Video, and will be available for rental as of February 28. Don’t Look Up — Netflix. Drive My Car — not currently available for streaming. Dune — can be rented or purchased on

Amazon Prime Video or Apple TV+. King Richard — can be rented or purchased on AppleTV+ and Amazon Prime Video Coda — AppleTV+. Licorice Pizza — not currently available for streaming. Nightmare Alley — HBO Max and Hulu. The Power of the Dog — Netflix. West Side Story — not currently available for streaming, but is coming to Disney+ on March 2. With a month to go, there’s time to make plans. Most streaming services offer a free trial period, but if you don’t want to forget to cancel some of the subscriptions before

you get charged for a second month, ask friends and family what services they already subscribe to. Maybe you have Netflix and Amazon, but one of your friends has AppleTV+ or Hulu, switch weekends hosting a pre-Oscar’s viewing party. Being patient could pay off, too. 50 years after Nixon visit, US-China ties as fraught as ever By Ken Moritsugu Associated Press

BEIJING (AP) — At the height of the Cold War, U.S. President Richard Nixon flew into communist China’s center of power for a visit that, over time, would transform U.S.-China relations and China’s position in the world in ways that were unimaginable at the time. The relationship between China and the United States was always going to be a challenge, and after half a century of ups and downs, is more fraught than ever. The Cold War is long over, but on both sides there are fears a new one could be beginning. Despite repeated Chinese disavowals, America worries that the democratic-led world that triumphed over the Soviet Union could be challenged by the authoritarian model of a powerful and still-rising China. “The U.S.-China relationship has always been contentious but one of necessity,” said Oriana Skylar Mastro, a China expert at Stanford University. “Perhaps 50 years ago the reasons were mainly economic. Now they are mainly in the security realm. But the relationship has never — and will never — be easy.” Nixon landed in Beijing on a gray winter morning 50 years ago on Monday. Billboards carried slogans such as “Down with American Imperialism,” part of the upheaval under the Cultural Revolution that banished intellectuals and others to the countryside and subjected many to public humiliation and brutal and even deadly attacks in the name of class struggle. Nixon’s 1972 trip, which included meetings with Chairman Mao Zedong and a visit to the Great Wall, led to the establishment of

diplomatic relations in 1979 and the parallel severing of formal ties with Taiwan, which the U.S. had recognized as the government of China after the communists took power in Beijing in 1949. Premier Zhou Enlai’s translator wrote in a memoir that, to the best of his recollection, Nixon said, “This hand stretches out across the Pacific Ocean in friendship” as he shook hands with Zhou at the airport. For both sides, it was a friendship born of circumstances, rather than natural allegiances. China and the Soviet Union, formerly communist allies, had split and even clashed along their border in 1969, and Mao saw the United States as a potential counterbalance to any threat of a Soviet invasion. Nixon was seeking to isolate the Soviet Union and exit a prolonged and bloody Vietnam War that had divided American society. He hoped that China, an ally of communist North Vietnam in its battle with the U.S.-backed South, could play a role in resolving the conflict. The U.S. president put himself “in the position of supplicant to Beijing,” said June Teufel Dreyer, a Chinese politics specialist at the University of Miami. Chinese state media promoted the idea that a “prosperous China would be a peaceful China” and that the country was a huge market for American exports, she said. It would be decades before that happened. First, the U.S. became a huge market for China, propelling the latter’s meteoric rise from an impoverished nation to the world’s second largest economy. Nixon’s visit was a “pivotal event

that ushered in China’s turn outward and subsequent rise globally,” said the University of Chicago’s Dali Yang, the author of numerous books on Chinese politics and economics. Two years after Mao’s death in 1976, new leader Deng Xiaoping ushered in an era of partial economic liberalization, creating a mix of state-led capitalism and single-party rule that has endured to this day. China’s wealth has enabled a major expansion of its military, which the U.S. and its allies see as a threat. The Communist Party says it seeks only to defend its territory. That includes, however, trying to control islands also claimed by Japan in the East China Sea and by Southeast Asian nations in the South China Sea, home to crucial shipping lanes and natural resources. The military has sent a growing number of warplanes on training missions toward Taiwan, a source of friction with the United States. China claims the self-governing island off its east coast as its territory. The U.S. supplies Taiwan with military equipment and warns China against any attempt to take it by force. Still, Nixon’s trip to China was touted afterward as the signature foreign policy achievement of an administration that ended in ignominy with Watergate. Embarking on the process of bringing China back into the international fold was the right move, but the past half-century has yet to put relations on a stable track, said Rana Mitter, professor of Chinese history and modern politics at Oxford University. “The U.S. and China have still failed to work out exactly how they will both fit into

a world where they both have a role, but find it increasingly hard to accommodate each other,” he said. Chinese officials and scholars see the Nixon visit as a time when the two countries sought communication and mutual understanding despite their differences. Zhu Feng, the dean of the School of International Studies at Nanjing University, said the same approach is key to overcoming the current impasse. “The commemoration of Nixon’s visit tells us whether we can draw a kind of power from history,” he said. Though his trip to China gave the U.S. leverage in its Cold War rivalry with the Soviet Union, America now faces a new geopolitical landscape — with echoes of the past. The Soviet Union is gone, but the Russian and Chinese leaders, Vladimir Putin and Xi Jinping, are finding common cause as they push back against U.S. pressure over their authoritarian ways. The Vietnam War is over, but America once again finds its society divided, this time over the pandemic response and the last presidential election. U.S. President Joe Biden has said he wants a more predictable relationship with China but major differences over trade and human rights make mutual understanding elusive. The prospect of long-term stability in ties raised by Nixon’s visit seems to be ever farther out of reach. “China-U.S. relations are terrible,” said Xiong Zhiyong, a professor of international relations at China Foreign Affairs University. “There are indeed people hoping to improve relations, but it is utterly difficult to achieve.”

POMPEII, Italy (AP) — In a few horrible hours, Pompeii was turned from a vibrant city into an ash-embalmed wasteland, smothered by a furious volcanic eruption in A.D. 79. Then in this century, the excavated Roman city appeared alarmingly close to a second death, assailed by decades of neglect, mismanagement and scant systematic maintenance of the heavily visited ruins. The 2010 collapse of a hall where gladiators trained nearly cost Pompeii its coveted UNESCO World Heritage Site designation. But these days, Pompeii is experiencing the makings of a rebirth. Excavations undertaken as part of engineering stabilization strategies to prevent new collapses are yielding a raft of revelations about the everyday lives of Pompeii’s residents, as the lens of social class analysis is increasingly applied to new discoveries. Under the archaeological park’s new director, innovative technology is helping restore some of Pompeii’s nearly obliterated glories and limit the e�ects of a new threat: climate change. Gabriel Zuchtriegel, an archaeologist who was appointed director general 10 months ago, likens Pompeii’s rapid deterioration, starting in the 1970s, to “an airplane going down to the ground and really risking breaking” apart. The Great Pompeii Project, an infusion of about 105 million euros ($120 million) in European Union funds — on condition it be spent promptly and e�ectively by 2016 — helped spare the ruins from further degradation. “It was all spent and spent well,” Zuchtriegel said in an interview on a terrace with Pompeii’s open-air Great Theater as a backdrop. But with future conservation problems inevitable for building remains first excavated 250 years ago, new technology is crucial in this “battle against time,” the 41-year-old told The Associated Press. Climate extremes, including increasingly intense rainfall and spells of baking heat, could threaten Pompeii. “Some conditions are changing and we can already measure this,” said Zuchtriegel. Relying on human eyes to discern signs of climate-caused deterioration on mosaic floors and frescoed walls in about 10,000 excavated rooms of villas, workshops and humble homes would be impossible. So artificial intelligence and drones will

provide data and images in real time. Experts will be alerted to “take a closer look and eventually intervene before things happen, before we get back to this situation where buildings are collapsing,” Zuchtriegel said. Since last year, AI and robots are tackling what otherwise would be impossible tasks — reassembling frescoes that have crumbled into the tiniest of fragments. Among the goals is reconstructing the frescoed ceiling of the House of the Painters at Work, shattered by Allied bombing during World War II. Robots will also help repair fresco damage in the Schola Armaturarum — the gladiators’ barracks — once symbolizing Pompeii’s modern-day deterioration and now celebrated as evidence of its revival. The weight of tons of unexcavated sections of the city pressing against excavated ruins, combined with rainfall accumulation and poor drainage, prompted the structure’s collapse. Seventeen of Pompeii’s 66 hectares (42 of 163 acres) remain unexcavated, buried deep under lava stone. A long-running debate revolves on whether they should stay there. At the start of the 19th century, the approach was “let’s ... excavate all of Pompeii,” Zuchtriegel said. But in the decades before the Great Pompeii Project, “there was something like a moratorium — because we have so many problems we won’t excavate any more,” Zuchtriegel said. “And it was almost like, psychologically speaking, a depression.” His predecessor, Massimo Osanna, took a di�erent approach: targeted digs during stabilization measures aimed at preventing further collapses. “But it was a di�erent kind of excavation. It was part of a larger approach where we have the combination of protection, research and accessibility,” Zuchtriegel said. After the gladiator hall’s collapse, engineers and landscapers created gradual slopes out of the land fronting excavated ruins with netting, keeping the newlyshaped “hillsides” from crumbling. Near the end of Via del Vesuvio, one of Pompeii’s stone-paved streets, work in 2018 revealed an upscale domus, or home, with a bedroom wall decorated with a small, sensual fresco depicting the Roman god Jupiter disguised as a swan and impregnating Leda, the mythical queen of Sparta and mother of Helen of Troy. But if visitors stand on tiptoe to look past the marvelous fresco over the home’s jagged walls, they’ll see how the back

rooms remain embedded under the newly “stabilized” unexcavated edge of Pompeii. Nearby is the most crowd-pleasing discovery to emerge from the shoring-up project — a corner “thermopolium” with a countertop setup similar to current saladand-soup bar arrangements. This fast-food locale is the only one discovered with frescoes in vivid hues of mustard-yellow and the omnipresent Pompeii red decorating the counter’s base — apparently advertising the chef’s specialties and including a bawdy gra�to. Judging by the organic remains found in containers, the menu featured concoctions with ingredients like fish, snails and goat meat. Quick street meals were likely a mainstay of the vast majority of Pompeiians not a�uent enough to have kitchens. Archaeologists have been increasingly using social-class and gender analyses to help interpret the past. When they explored an ancient villa on Pompeii’s outskirts, a 16-square-meter (172-square-foot) room emerged. It had doubled as the villa’s storeroom and the sleeping quarters for a family of enslaved people. Crammed into the room were three beds, fashioned from cord and wood. Judging by the dimensions, a shorter bed

was for a child. When the discovery was announced last year, Zuchtriegel described it as a “window on the precarious reality of people who rarely appeared in historical sources” about Pompeii. This winter, an afternoon guided tour is o�ered at sites not otherwise open to the public. One such o�ering is the House of the Little Pig. On a wall of a tiny kitchen is a whimsical painted design of a pig’s head with a prominent snout. The park’s ambitions stretch further: Nearby Naples and its sprawling suburbs ringing Vesuvius su�er from organized crime and high youth unemployment, which drives many young people to emigrate. So the archaeological park is bringing together students from the area’s more elite institutions and from working class neighborhoods who attend trade schools to perform a classical Greek play at the Great Theater. “We ... can try to contribute to a change,” Zuchtriegel said. There are also plans to create public strolling grounds in an unexcavated section of ancient Pompeii which, until recently, had been used as an illegal dump and even a marijuana farm.

The push for a cleaner energy future appears to support an increasing level of energy consumption for a growing economy. Humanity has built an enormous enterprise based on consumption of a massive amount of energy and resources. A glimpse of the scale of resource consumption is highly visible along expressways. We lived through the low energy consumption years of the depression and the energy restrictions imposed during WW11. Limited gasoline, recapped worn tires and limits on the availability of meat were some of the restrictions. The limits caused some car owners to place their cars on blocks and take public transportation. With auto manufacturing shut down plants began to produce jeeps, tanks and airplanes. Cars were kept in service for years as repair shops kept them moving. Truck transportation was prohibited on Sundays and highway speeds were limited to 55 mph. The Wall Street collapse of 1929 marked the beginning of the Great depression. Unemployment rates exploded to 25% when workers lost their jobs and people stopped buying what factories produced. The depression continued until WW11 required production of war equipment. Producing weapons remains an important sector of today’s economy. The farm

sector was already in a depression in the 1920s as inflated production during WW1 had soared to offset the loss of production in war torn Europe. With the end of the war agricultural production in Europe increased initiating a depression in the US farm economy for decades. During the 1920s there were already signs that industrial production exceeded the ability of firms to profit. In 1921 the international light bulb maker Osram formed the International Association of Light Bulb Prices. The intent of the organization was to regulate prices and limit competition. Members traded patents and sales information to accomplish their control of the light bulb market. The solution to the problem became known as planned obsolescence. Products were intentionally made with shortened lifetimes to encourage additional sales. The concern is illustrated by the production of a light bulb purchased in 1901 which continues to be in use today. In 1924 the Phoebus Cartel was formed to limit the life expectancies of lightbulbs. Although lightbulbs that lasted 2500 hours were available the firms agreed to standardize bulb life at 1000 hours to increase their overall sales. While LEDs use less energy and last a long time, their use has dramatically expanded into decorative lighting, increasing resource consumption. Similarly the automobile market began reaching a saturation point and in 1924

Alfred Sloan of GM determined that annual changes in model-year car design could convince car owners to buy a new car every year. The strategy worked and eventually the entire American economy adopted the practice of planned obsolescence. The current transition to electric vehicles, while environmentally beneficial, keeps society dependent on cars and roads while shifting resource consumption. In 1932 Bernard London wrote a pamphlet titled Ending the depression through planned obsolescence. He called for government imposition of legal obsolescence on personal use items to stimulate perpetual purchasing. In 1954 Brooks Stevens, an industrial designer, called for “instilling in the buyer the desire to own something a little newer, a little better, and a little sooner than is necessary.” Annual changes in clothing fashions illustrate the point. The recent trend of buying new jeans with holes in the knees should make it respectable to wear old jeans until holes are worn through use. Structuring the economy along these lines has accelerated energy and resource consumption while dramatically increasing global pollution and waste. From this perspective the drive to transition to cleaner energy sources, while important, will fail to arrest the ever increasing global environmental degradation. Finding an alternative to the planned

obsolescence basis of today’s economy is essential for a sustainable society. In a short book review by Donald Wright of Mark Maslin’s How to save our planet: The Facts Maslin believes that change comes from the bottom up when a shared vision of the common good is articulated and policies are put in place to realize it. The reforms needed are captured in Wright’s description of consumer capitalism as “that three-way suicide pack among corporations that make junk we do not need, governments that refuse to put regulations in place and consumers that fashion their identity through the things they buy is the only game in town”. Many manufacturers continue to make products that only last a limited amount of time, are hard or impossible to repair and end up in landfills. One response to nonrepairable products is the push for the Right to Repair. Versions of the law have passed in 20 states and efforts exist to make it an Illinois law (Illinoisrepair.org). Passing such legislation should help reduce the accumulation of wastes in landfills. Another potential solution is to create a tax on all products that are produced to cover their adverse environmental impacts and use the revenue generated to fund environmental reforms. Firms, many of which are in the US, that make durable products, can be found with a simple internet search.
