Madigan

Madigan chooses House replacement from his Chicago ward Appoints Latino to fill seat representing majority Latino community By Sarah Mansur

PRINGFIELD – Former state Rep. Michael Madigan, 78, handpicked his successor on Sunday when he voted to fill the House seat he resigned from on Thursday, marking the end of his 50-year career in the state General Assembly. Out of 10 candidates, Madigan voted for Edward Guerra Kodatt, a 26-year-old employee of Madigan’s 13th ward organization on the southwest side of Chicago, who is of Ecuadorian descent and bilingual. Vacancies in the 22nd House District are filled by vote of the Democratic committee persons who represent the wards within the House District, which include the 13th, 14th, 18th and 23rd wards and Stickney Township. The votes are weighted by population, and Madigan’s vote guaranteed Kodatt’s appointment, as his ward includes more than half of the district’s population. The demographics of the 22nd House District have shifted since Madigan was first elected in 1971, and it now has a majority Latino population. Kodatt is a native of the southwest side and recently worked on the Democratic campaigns of state Sen. Karina Villa, of West Chicago, Rep. Lance Yednock, of Ottawa, and Rep. Jennifer Gong-Gershowitz, of Glenview. “My life has always been here on the southwest side. And I want to continue my work on behalf of those in this community by serving in the General Assembly as a

new generation steps up to lead us into the future,” he said. Kodatt was officially sworn in after the committee meeting concluded. Ald. Derrick Curtis, 18th ward committeeperson, and Vince Cainkar, Stickney township committeeperson, also voted for Kodatt. Ald. Silvana Tabares, of the 23rd ward committee, and State Rep. Aaron Ortiz, who is also chair of the Illinois Legislative Latino Caucus and the 14th ward committeeperson, voted for other candidates. Kodatt, a graduate of Eastern Illinois University, was asked by committee members about whether his approach to public safety would address police accountability. “I come from a big police family, so I support the police, but I also don’t support police malpractice either so there needs to be a good area in the middle where both sides could come and we can all agree on what happens when certain things happen in the community regarding incidents with the police,” Kodatt said. He said his mother, who is an immigrant from Ecuador, served as law enforcement with the Chicago Police Department, as well as his father and step-father. When asked what he would do differently from his predecessor, Kodatt said he’s “certainly learned a lot from” Madigan, and would “continue to deliver these great services and be responsive” to constituents. “But also I’m my own person so I would deliver new ideas, new perspectives and just build on what I already know and how to deliver these services, but going on my own path,” he said.

Although Madigan did not ask questions during the candidates’ presentations, he took a moment before the meeting to thank his constituents, the people of Illinois, his colleagues in the General Assembly and “all of those people who have permitted me to serve as a local state representative.” He also offered some thoughts about his five-decade career in the General Assembly. “My operating mantra as a state representative was to represent ordinary working people on the southwest side of Chicago — people whose main interest in life is to get a decent job, be able to make a mortgage payment, maybe provide for higher education for their children, provide for their family, especially the elderly in the twilight of their lives,” Madigan said before the candidates gave their presentations. “And so I would hope that my successor, as the state representative, would follow the same approach to representation in the House of Representatives.” Madigan resigned from his seat representing the 22nd District last week after he was unable to retain the House speakership last month, a position he has held for all but two years since 1983. The longtime speaker began to lose support from his Democratic House caucus after utility giant Commonwealth Edison admitted last summer it bribed associates of Madigan, through no-work jobs and contracts, over several years in order to gain favorable legislation from the state House of Representatives, which was controlled by Madigan. While Madigan has maintained he had no knowledge of the scheme and was not charged with a crime, a group of 19 House Democrats pledged not to support his bid for speaker after federal prosecutors revealed the ComEd bribery scheme. Ultimately, Madigan suspended his campaign and Rep. Emanuel “Chris” Welch was elected speaker. Madigan resigned Monday from his position as chairman of the Illinois Democratic Party, which he’s held since 1998. DPI Vice Chair Karen Yarbrough will serve as interim chair until Democratic Party leadership elects a new chair, according to a news release. White House promises vaccine help as states rush to catch up BY NOMAAN MERCHANT AND TAMMY WEBBER ASSOCIATED PRESS

HOUSTON (AP) — A giant vaccination center is opening in Houston to administer 126,000 coronavirus doses in the next three weeks. Nevada health o�cials are working overtime to distribute delayed shots. And Rhode Island is rescheduling appointments after a vaccine shipment failed to arrive as scheduled earlier in the week. From coast to coast, states were scrambling Tuesday to catch up on vaccinations a week after winter storms battered a large swath of the U.S. and led to clinic closures, canceled appointments and shipment backlogs nationwide. But limited supply of the two approved COVID-19 vaccines hampered the pace of vaccinations even before last week’s extreme weather delayed the delivery of about 6 million doses. The White House promised on Tuesday that help is on the way. States can expect about 14.5 million doses of the coronavirus vaccine this week, an almost 70% increase in distribution over the past month, White House press secretary Jen Psaki said Tuesday. And White House coronavirus coordinator Je� Zients told governors on Tuesday that the number of doses sent directly to pharmacies will increase by about 100,000 this week, Psaki said. The stepped-up e�orts come as the COVID-19 death toll in the U.S. surpassed 500,000, far more than any other country. Although average daily deaths and cases have been falling, some experts say not enough Americans have been inoculated for the vaccine to be making enough of a di�erence. The decline instead is attributed to the passing of the holidays, more people staying indoors during the winter and better adherence to mask rules and social distancing. What’s more, they warn that dangerous variants could cause the trend to reverse itself. States are responding by simultaneously trying to catch up from last week’s pause and gear up to vaccinate more people in the coming weeks. Houston’s federally funded vaccination site will open Wednesday at NRG Park, operating seven days a week for three weeks to distribute 126,000 first doses, before transitioning to second doses, o�cials said. Texans are recovering from a devastating winter storm that killed at least 35 people, left millions without power and water, and delayed vaccinations. “It’s been trauma after trauma, and people deserve some good news, some

hope,” said Harris County Judge Lina Hidalgo, the county’s chief elected o�cial. In Buda, Texas, retired teachers Donna and Gerald Haschke, both 74, were supposed to get their second doses last week but had appointments canceled three times because of the storm. Now their appointment has been rescheduled for Thursday. The couple are eager to get completely vaccinated after months of scaling back all of their activities as a precaution. Gerald Haschke has heart stents and Donna Haschke has atrial fibrillation, she said. “My cardiologists said, ‘You do not want to get COVID,’” Donna Haschke said. “I said, ‘No, I don’t.’ To me that was a warning that I need to stay home, so we have done that.” The Haschkes have seen their grandchildren only occasionally and while masked. Donna has stopped going to the YMCA where she used to ride the exercise bike and take water aerobics classes. She’s looking forward to loosening up a bit after her second vaccine shot. “I am definitely going to do water aerobics,” she said. “If I have to wear my mask in the pool, I am going to do that.” In Mississippi, where COVID-19 vaccinations plummeted last week amid freezing temperatures and icy roads, health o�cials were automatically rescheduling appointments, and planned to schedule more people than normal for vaccinations through the weekend. The state Department of Health said Monday that just 32,540 vaccinations were given in the state last week, down from 106,691 the previous week. Nevada Gov. Steve Sisolak said Monday that 46,000 doses of Moderna’s COVID-19 vaccine which were delayed by weather began arriving in the state. The head of the state’s Bureau of Child, Family and Community Wellness said o�cials would work overtime to administer those doses along with this week’s regularly scheduled shipment. President Joe Biden has said that every American who wants a vaccine will be able to get one by the end of July. But demand continues to outpace limited supplies distributed by the U.S. government. Executives from five companies with contracts to supply shots to the U.S. — Pfizer, Moderna, Johnson & Johnson, AstraZeneca and Novavax — were testifying Tuesday before Congress’ Energy and Commerce Committee about the supply and manufacturing of doses. Looking ahead to summer, Pfizer and Moderna executives said they expect to

complete delivery of 300 million doses each, and J&J aims to provide an additional 100 million doses. That would be more than enough to vaccinate every American adult, the goal set by the Biden administration. Arizona is pressing on with plans to increase vaccinations and vaccine access, opening its fourth state-run mass vaccination clinic, state health department o�cials said. In addition, transportation costs to and from vaccination appointments now will be covered for people enrolled in Arizona’s Medicaid program, Gov. Doug Ducey said. “This change will make it easier for our most vulnerable Arizonans ... to get vaccinated,” Ducey said in a statement. California Gov. Gavin Newsom said 11 mobile clinics will open in California’s vast Central Valley, an agricultural region that’s been hit hard by coronavirus. They’ll be used mainly to vaccinate farmworkers who don’t have transportation to larger vaccination sites or can’t navigate the state’s online signup portal. Newsom said the state also is sending 34,000 extra vaccine doses to that area from a pharmacy that wasn’t using them quickly enough.

Technology sector leads stock market lower; bond yields rise By Damian J. Troise and Alex Veiga Associated Press

Declines in technology stocks are dragging the broader market lower Tuesday as investors remain increasingly focused on a big tick up in bond yields and what it means for the overall market. Major indexes pared a good part of an early slump by the afternoon. The S&P 500 index was down 0.3% as of 2:47 p.m. Eastern after being down more than 1.8% earlier. The technology-heavy Nasdaq Composite was down 1.3% after being down 3.9% earlier. The Dow Jones Industrial Average, which is less exposed to tech stocks than the two other indexes, was down 40 points, or just 0.1%, to 31,477. The companies that were dragging down the overall market were the big tech names that had pushed the market significantly higher the past year: Apple, Amazon, Microsoft and Tesla. Since the pandemic began, investors consistently pushed the prices of these companies’ stocks to stratospheric heights, betting that quarantined consumers would do most of their shopping online and spend money on devices and services for entertainment. The bet mostly paid off, as big tech companies reported big profits last year. But the pandemic may be reaching its end stages, with millions of vaccines being administered each week in the U.S. and across the globe now. It may cause consumers to return to their pre-pandemic habits. Apple fell 0.8%, Microsoft lost 0.9%,

Amazon dropped 0.8% and Tesla fell 4.3%. Part of the decline in Tesla was caused by the falling price of Bitcoin. The electric car maker put $1.5 billion of its cash into the digital currency earlier this year, and there’s been a sharp pullback in Bitcoin’s price in the last couple days. Investors now use at least part of Tesla’s valuation as a proxy for Bitcoin’s movement. A bigger part of the reason for the decline has been what’s going on in the bond market, and the dynamic that happens to stock valuations when bond yields rise. The yield on the 10-year Treasury note rose to 1.36%, continuing its quick climb up over the last few weeks. When bond yields rise, stock prices tend to be negatively impacted because investors turn an increasingly larger portion of their money toward the higher, steadier stream of income that bonds provide. “If you have a 10-year (Treasury yield) which returns something, then all of a sudden you get this situation where investors may want more of a risk-free asset and rotate out of equities,” said Sylvia Jablonski, chief investment officer at Defiance ETFs. While eventually bond yields impact big dividend-paying stocks like consumer staples, utilities and real estate, it does tend to impact stocks that have big valuations like technology stocks much earlier. Tech stocks tend to have higher-than-average price-to-earnings ratios, which values a stock on how much the company earns in in profits each year versus its stock price. The S&P 500

index is currently trading at a price-toearnings ratio of 32, historically high by any measurement, while the price-toearnings ratio of a company like Amazon is north of 75. Jablonski expects the sell-off in technology stocks, which are on track for their sixth straight decline, will be short-lived, though she adds that a further increase in the 10-year Treasury yield could be “a different story.” “The 10-year was sort of the news of the week that took some of the fire out of equities, but I wouldn’t be surprised that investors looking for entry points are going to get back in at these levels,” she said. “Stocks still have a future that looks to me to be a lot brighter than the value investors are going to get if they convert to bonds.” More broadly, investors remain focused on the future of global economies badly hit by COVID-19 and the potential for more stimulus to fix them. The U.S. House of Representatives is likely to vote on President Joe Biden’s proposed stimulus package by the end of the week. It would include $1,400 checks to most Americans, additional payments for children, and

billions of dollars in aid to state and local governments as well as additional aid to businesses impacted by the pandemic. The large amount of stimulus being pumped into the economy has given some investors pause, reviving worries about inflation that have been nearly nonexistent for more than a decade. The inflation worries have been a big driver of why bond yields have risen. “Overall, the view is this rise in yields is just a reflection of confidence in economy and the vaccine rollout,” said Leslie Falconio, senior strategist at UBS Global Wealth Management. “Right now, this rise in yields, given the fact that financial conditions are still loose, is not a red flag,” she said. “As long as growth supports the rise in interest rates, then that’s not a concern.” Federal Reserve Chair Jay Powell speaks to Congress on Tuesday and Wednesday as part of his regularly schedule updated for lawmakers. Powell said the Fed didn’t see a need to alter its policy of keeping interest rates ultra-low, noting that the economic recovery “remains uneven and far from complete.”

Capitol defenders blame bad intelligence for deadly breach By Mary Clare Jalonick, Michael Balsamo and Lisa Mascaro Associated Press

WASHINGTON (AP) – Faulty intelligence was to blame for the outmanned Capitol defenders’ failure to anticipate the violent mob that invaded the iconic building and halted certification of the presidential election on Jan. 6, the officials who were in charge of security declared Tuesday in their first public testimony on the insurrection. The officials, including the former chief of the Capitol Police, pointed their fingers at various federal agencies – and each other – for their failure to defend the building as supporters of then-President Donald Trump overwhelmed security barriers, broke windows and doors and sent lawmakers fleeing from the House and Senate chambers. Five people died as a result of the riot, including a Capitol Police officer and a woman who was shot as she tried to enter the House chamber with lawmakers still inside. Former Capitol Police Chief Steven Sund, who resigned under pressure after the attack, and the other officials said they had expected the protests to be similar to two pro-Trump events in late 2020 that were far less violent. He said he hadn’t seen an FBI field office report that warned of potential violence citing online posts about a “war.” And he and a House official disputed each other’s versions of decisions that January day and in advance about calling for the National Guard. Sund described a scene as the mob arrived at the perimeter that was “like nothing”

he had seen in his 30 years of policing and argued that the insurrection was not the result of poor planning by Capitol Police but of failures across the board. Trump had rallied the invaders to protest his election loss at the Capitol, and the House later impeached him on a charge of “incitement of insurrection.” But he noted that he had asked the crowd to protest “peacefully,” and the Senate acquitted him. Sund insisted the invasion was not his or his agency’s fault. “No single civilian law enforcement agency – and certainly not the USCP – is trained and equipped to repel, without significant military or other law enforcement assistance, an insurrection of thousands of armed, violent, and coordinated individuals focused on breaching a building at all costs,” he testified. The joint hearing, part of an investigation by two Senate committees, was the first time the officials testified publicly about the events of Jan. 6. In addition to Sund, former Senate Sergeant-at-Arms Michael Stenger, former House Sergeantat-Arms Paul Irving and Robert Contee, the acting chief of police for the Metropolitan Police Department, testified. Like Sund, Irving and Stenger resigned under pressure after the deadly attack. They were Sund’s supervisors and in charge of security for the House and Senate. “We must have the facts, and the answers are in this room,” Senate Rules Committee Chairwoman Amy Klobuchar said at the beginning of the hearing. The Rules panel is conducting the joint probe with the Senate Homeland Security and

Governmental Affairs Committee. Much remains unknown about what happened before and during the assault. How much did law enforcement agencies know about plans for violence that day, many of which were public? How did the agencies share that information with each other? And how could the Capitol Police have been so ill-prepared for a violent insurrection that was organized online? Sund told the lawmakers that he learned only after the attack that his officers had received a report from the FBI’s field office in Norfolk, Virginia, that forecast, in detail, the chances that extremists could bring “war” to Washington the following day. The head of the FBI’s office in Washington has said that once he received the Jan. 5 warning, the information was quickly shared with other law enforcement agencies through a joint terrorism task force. Sund said Tuesday that an officer on the task force had received that memo and forwarded it to a sergeant working on intelligence for the Capitol Police but that the information was not sent on to other supervisors. “How could you not get that vital intelligence?” asked Senate Homeland Chairman Gary Peters, D-Mich., who said the failure of the report to reach the chief was clearly a major problem. “That information would have been helpful,” Sund acknowledged. Sund said he did see an intelligence report created within his own department warning that Congress could be targeted on Jan. 6. But he said that report assessed the probability of civil disobedience or arrests, based on the information they had, as “remote” to “improbable” for the groups expected to demonstrate. Contee, the acting city police chief, also suggested that no one had flagged the FBI information from Norfolk, Virginia, which he said came in the form of an email. He said he would have expected that kind of intelligence “would warrant a phone call or something. “ Two officials disagreed on when the National Guard was called and on requests for the guard beforehand. Sund said he spoke to both Stenger and Irving about requesting the National Guard in the days before the riot, and that Irving said he was concerned about the “optics” of having them present. Irving denied that, saying Sund’s account was “categorically false.” Safety, not optics, determined the security posture, he said, and the top question was whether intelligence supported the decision.

“We all agreed the intelligence did not support the troops and collectively decided to let it go,” Stenger said. He added that they were satisfied at the time that there was a “robust” plan to protect Congress. After smashing through the barriers at the perimeter, the invaders engaged in hand-to-hand combat with police officers, injuring dozens of them, and broke into the building. Once the violence had begun, Sund and Irving also disagreed on when the National Guard was requested – Sund said he requested it at 1:09 p.m., but Irving said he didn’t receive a request until after 2 p.m., right as rioters breached the Capitol’s West side. Contee said he was “stunned” over the delayed response. He said Sund was pleading with Army officials to deploy National Guard troops as the rioting rapidly escalated. Police officers “were out there literally fighting for their lives” but the officials on the call appeared to be going through a “check the boxes” exercise, he said. Pentagon officials have said it took time to put the troops in position, and there was not enough contingency planning in advance. They said they offered the assistance beforehand but were turned down. The hearing was the first of many examinations of what happened that day, coming almost seven weeks after the attack and over a week after the Senate voted to acquit Trump of inciting the insurrection by telling his supporters to “fight like hell” to overturn his election defeat. Fencing and National Guard troops still surround the Capitol in a wide perimeter, cutting off streets and sidewalks that are normally full of cars, pedestrians and tourists. Congress is also considering a bipartisan, independent commission, and multiple congressional committees have said they will look at different aspects of the siege. Federal law enforcement has arrested more than 230 people who were accused of being involved in the attack, and President Joe Biden’s nominee for attorney general, Judge Merrick Garland, said in his confirmation hearing Monday that investigating the riot would be a priority. A second hearing, expected next week, will examine the response of the Defense Department, the Department of Homeland Security and the FBI. The panels may also hold closed-door interviews. Missouri Sen. Roy Blunt, the top Republican on the Rules Committee, said they might want to ask for phone records to clear up some of the discrepancies between officials.

Jonah King: How The West Was Won

From sandcastles and relic-like sculptures to an immersive three-channel video, Jonah King’s exhibition, How the West Was Won, reveals unique relationships among geologic time, colonialism, climate change, and golf. King’s exhibition purposefully shares the title of the 1962 ultra-widescreen American western film, which opens with this narration: “This land has a name today and is marked on maps. But the names and the marks and the land all had to be won. Won from nature and from primitive man”. This film and unnerving quote about westward expansion contextualizes the entire exhibition—not just in the artwork’s content but also its mediums. For instance, King’s stunning ultra-wide video projection directly references the format of the original film, but in the place of gallant cowboys trailblazing western trails there are two older white men, in casual sports attire, playing an eternal round of golf in the middle of the Mojave Desert—a foreboding foreshadow of the consequences of climate change. Like two ghosts, the golfers seem to be forever destined to haunt the barren landscape, not with rattling chains, but with swinging golf clubs.

Veronica Soria-Martinez: Memory Access

By mixing augmented reality, video projections, and sound, Veronica SoriaMartinez’s exhibition Memory Access invites visitors into a multi-sensory space that investigates a speculative future through fictional relics. SoriaMartinez’s exhibition is loosely inspired by two prominent Argentinian writings from 1940s: Adolfo Bioy Casares’s short novel The Invention of Morel, which could be considered a prediction of virtual and augmented reality and Jorge Luis Borges’s short story Tlön, Uqbar, Orbis Tertius which is a tale about an alternate reality in which humans deny the existence of material objects and nouns in language—questioning if something can exist if it is not perceived. Soria-Martinez further investigates this mind-bending philosophical question specifically by using augmented reality to reveal her

sculptures within the gallery space. Soria-Martinez explains “I became very intrigued by the idea of presenting fiction as fact, with the addition of contradictions that would lead to some atrocious truth about ourselves”, referring to her connection to the Argentinian writers. From the augmented reality sculptures of “relics from the future” to the audio narration explaining their history, visitors are encouraged to physically, intellectually, and virtually investigate this intriguing exhibition.

About the artists:

Born in Ireland, Brook lyn based artist, filmmaker, and writer Jonah King explores technology, intimacy and collectivity. King’s work focuses on areas of scientific research that have the power to destabilize dominant cultural beliefs. King’s work has been exhibited at the Irish Museum of Modern Art, The New York Jewish Museum, and Fotografiska Stockholm. Their films have received official selections at the Oberhausen Film Festival and London International Motion Pictures Awards. Recent solo exhibitions include NCAD Gallery (Dublin), Wonsook Kim University Galleries (Illinois), Clima (Milan), Weekend (Seoul), and Meyohas (New York). King is a recipient of the Owen Walsh Award and Andrew Fisher Fellowship. Born in Spain, Rockford-based artist Verónica Soria Martinez focuses on visual culture and sonic arts. She holds PhD and Masters degree in Visual Arts and Intermedia from Polytechnic University in Valencia, Spain. A portion of her research can be read in English at “Resounding Memory: Aural Augmented Reality and the Retelling of History”, Leonardo Music Journal n. 27 (MIT Press). She currently teaches CAPA art at West Middle School for RPS 205 and is an instructor for New Genres Art Space.

Rockford Area CVB Works to Reflect Community’s Diversity By John Groh Rockford Area CVB

The Rockford Area Convention & Visitors Bureau is an organization that promotes the Rockford region and proudly works to welcome visitors to our community. We believe diversity is one of this region’s greatest attributes. Still, as an organization and as a community we have more work to do to fully embrace the celebration of diversity and efforts focused on equity and inclusion. While we cannot take ownership in the work of all organizations, we absolutely can and should do our part to help our region be welcoming to all. Last summer, the RACVB made a public statement in support of our Black community. Nearly immediately we knew that was not enough. We knew then and affirm now that we must move from individual statements to commitments with actionable steps and accountability. To move toward further action, RACVB’s board and staff, under the guidance of board members Jennifer Furst, Tiana McCall and John Penny and team members Martesha Brown and Austin Taylor, committed to listening. Over the next few months, we gathered in person and virtually with individuals from our minority and LGBTQ communities asking for input and feedback on every area of our operation. The feedback group represented civic, business and nonprofit sectors with representation from public health, law, advocacy, marketing, hospitality, small business, our immigrant community and more. What they shared was helpful, heart-felt and challenging. They helped me, a white male and the organization’s president/CEO, see where we are and are not living up to our higher ideals of being an organization

that welcomes all. Recognizing there is more we can do and based on their input, we developed nine commitment statements and our board unanimously adopted policy changes that collectively constitute RACVB’s “Commitments to our Diverse Community” in order to “Welcome Diversity.” As CEO, I will report to the board multiple times per year on how we are living up to these commitments. In order to live out our commitments, I want to share them with you. We are committed to “increasing awareness of biases and becoming better allies through ongoing diversity and inclusion training.” We are committed to “continuous engagement and relationship building with our diverse communities and residents.” We recognize engagement is not a one-time investment. We heard clearly that representation matters and believe diversity will enrich our organization. We are committed to “ensuring our board, staff and volunteers are a reflection of our diverse community” and to “ensuring our marketing and advertising reflects the diversity of our community.” We will “develop, support, promote and/or recruit events, tournaments and meetings that are created for and/or have a proven attendance of minority and/or LGBTQ attendees.” As we do that, we will “utilize marketing channels owned by and/or proven to be successful in reaching diverse audiences.” Partnering with others, we will “lead efforts that foster a community where minority and LGBTQ visitors feel welcome” and will “celebrate the contributions and history of residents from our diverse community.”

John Groh Finally, we are committed to “utilizing minority owned businesses and providing opportunities for exposure to event planners and partners.” Following the board’s approval, our staff worked together and developed specific actions and measurements to ensure we live up to our commitments. Working with our partners and through daily activities, our entire staff will work to fulfill our commitments. In closing, I offer my sincere appreciation to the members of the Welcoming Diversity Feedback Group. Their willingness to share

helped us understand more fully that in order for visitors to feel welcome, our residents must feel welcome. To achieve this, they are helping RACVB move from statement to action. Perhaps it is a little late to act for this year’s blast of winter storms including considerable amounts of snow, blowing snow and freezing temperatures. We hear far too little of the old scout model of being prepared and even when hear we often fail to act on it. Some people have acted in advance and have a range of heating supplies from wood, natural gas, propane and solar powered electric heat to keep them comfortable. So far, the area has benefitted from the reliable supply of power from the electric grid. But even then, there is the need to bring the day’s supply of wood into the home to maintain a comfortable setting. Risks can be involved; a neighbor slipped and broke his leg while delivering wood to his outdoor wood furnace. Solar panels provide less energy in winter especially on cloudy days or when ice or snow covered. But both heating with wood and obtaining electricity from the sun allow the individual to act securing additional

wood or clearing snow off solar panels to enhance their energy security. Given the hard economic times a substantial number of people lack the resources to be properly prepared for the winter, although cooperative strategies and community support can provide some assistance. But the old model of being prepared was not always followed and the latest cold snap caught many states unprepared; the most severely impacted was Texas. As the people suffered through the cold with inadequate heating supplies the old question of who’s at fault quickly emerged as their grid system failed many in their time of need. An early target for criticism was freezing wind generators which reduced their overall production. While some did freeze, the problem could have been avoided if investments had been made to winterize them to reduce the chance of freezing as is common throughout Canada. W hile t he product ion loss from

renewable energy was part of the problem, it was not the major problem. The independent system operator for Texas indicated that renewable energy sources, primarily wind, accounted for 16,000 MW of lost power while coal, gas and nuclear accounted for around 30,000 MW of lost power. In addition there was a limited supply of natural gas as gas wells and pipelines froze as did plant gauges, turbines and water supplies for cooling. Some energy experts characterized the situation as an extreme weather problem rather than a clean energy problem. Somewhat ironically, last summer energy supplies were unable to keep up with energy demand during an intense heat wave due to air conditioning demands. While the crisis has led to a demand for an investigation of the causes and solutions to the problem, the solutions will require time and funding to implement. An awareness of the vulnerability of the state’s energy system existed but potential solutions were not implemented

in a timely fashion. Some scientists theorize the more southernly movement of the polar vortex is linked to the warming polar region and is likely to occur more frequently as conditions continue to change due to the release of climate changing gases. For our region extreme weather events are also expected to increase suggesting that individuals and political leaders implement timely appropriate solutions. For individual homes and small businesses energy efficiency and solar energy remain some of our most appealing actions to help withstand the loss of energy services. For community energy resilience increasing microgrids has proven effective. Electric vehicles with the capacity to feed electricity back into the grid as needed also can enhance local energy autonomy. However no energy system is failproof and emergency backup items including food, water, warm clothes and blankets should be on hand.
