County seeks election judges for March 17 primary By Jim Hagerty Reporter
ROCKFORD - With the Illinois primary election three weeks away, the Winnebago County Election Department is looking for election judges. Officials say they are looking workers to bring their roster to around 500, staffers to man polling places to distribute ballots, verify voter registration and count votes after polls close on Tuesday, March 17. Teams also work for an hour Monday morning to set up polling places. “On the day of the election, judges report for duty at the polling place at 5:30 a.m.” the Winnebago County Clerk Lori Gummow’s office reports on the office’s website. “Polls open at 6 a.m. and close at 7 p.m. Election judges need to remain at the polls this entire time.” When the election is over, two judges bring the ballots and voting equipment they received back to the Election Office on Elm Street in Rockford. Workers will be paid $120 for the day and an additional $10 for attending the mandatory training class. Election judge applications may be obtained by call in the Winnebago County
Clerk’s Office at 815-319-4250 or visiting winnebagocountyclerk.com. Meantime, there are several local races in Winnebago County. In the Republican primary contested races, J. Handley faces David Gill for Winnebago County States Attorney. Jim Webster faces Joe Chiarelli for the Winnebago County Board Chairman seat. Pamela Connell is challenging David Kelley for Winnebago County Board District Nine. In District 11, it’s three-way race between John Penney, Kevin McCarthy and David Fiduccia. Fred Wescott (District 17), and Jamie Getchius (District 19) are running unopposed. There is no Republican candidate in District 18. In the March 17 Democratic primary, Paul Carpenter is running unopposed for Winnebago County State’s Attorney. Burt Gurl is also unopposed in his bid for Winnebago County Board Chairman. The contested race for District 17 pits Art Bardsley against Robert Young. Dorothy Redd (District 18) and Angela Fellars (District 19) are running unopposed.

announced that a Public Test of the AccuVote machines will be conducted on Friday, February 28, at 1 p.m., at the County Administration Building, 404 Elm Street, Room 303, Rockford. These machines will be used for the Tuesday, March 17 General Primary Election. The AccuVote is a popular optical scan voting machine which is utilized in a lot jurisdictions in Illinois. On the AccuVote ballot, the voter fills in an oval which is placed next to a candidate’s name. After voting, the voter places the ballot in a ballot counting device which will read all votes cast on that ballot. Local officials from both political parties will be invited to observe and participate in the testing of the machines. “We are confident that this test will verify that the failure rate of the machines will be very low,” said Clerk Gummow. “We want everyone to know their vote is important and will be counted.” Additional information regarding the March 17 General Primary Election can be found on the website winnebagocountyclerk.com/election-information. Legal marijuana sales generate $7.3 million in tax revenue By Peter Hancock

SPRINGFIELD – The Illinois Department of Revenue reported Monday that the first month of legalized adult-use cannabis sales in the state generated $7.3 million in cannabis tax revenue for the state, plus another $3.1 million in retail sales taxes that are shared between the state and local governments. “Today marks another milestone in the successful launch of Illinois’ legal cannabis industry,” Toi Hutchinson, a senior advisor on cannabis policy to Gov. JB Pritzker, said in a statement. Last year, at Pritzker’s urging, lawmakers passed a bill legalizing the production and sale of adult-use recreational marijuana. The law took effect Jan. 1. Under that law, marijuana cultivators pay a 7-percent privilege tax on their sales to dispensaries. Retail sales, in turn, are subject to retail sales taxes as well as a special cannabis tax that ranges from 10
to 25 percent, depending on the type of product being sold and its THC content. Those taxes are in addition to the retail sales taxes levied by the state and the local governments where the sales occur, but they do not apply to products that are taxed under the state’s medical marijuana program. Pritzker’s budget office had estimated that marijuana sales would generate $28 million in the final half of the current fiscal year, which ends June 30. The Department of Revenue said Monday’s report showed the state is on pace to surpass that estimate. The state’s share of the revenue is divided among several funds: • 35 percent goes to the state general fund. • 25 percent goes into a special fund for community development projects in areas with high arrest and poverty rates that were disproportionately affected by the “war on drugs.” • 20 percent goes to the Department of Human Services for substance abuse and
prevention programs and mental health. • 10 percent is put into the Budget Stabilization Fund to pay down the state’s backlog of unpaid bills. • 8 percent goes to local governments to support crime prevention, training and interdiction efforts. • And 2 percent is used to fund public education campaigns and to support data collection and analysis of the public health impacts of legalizing recreational marijuana. “Our goal has been to build the nation’s most socially equitable program that includes new opportunities for the communities most harmed by the failed war on drugs,” Hutchinson said in her statement. “Revenue raised in this first month will soon begin flowing back into those communities to begin repairing the damage done by the failed policies of the past and creating new opportunities for those who have been left behind for far too long.”

AP-NORC poll: Most Americans plan to participate in census BY HANNAH FINGERHUT AND MIKE SCHNEIDER ASSOCIATED PRESS
ORLANDO, Fla. (AP) – Most Americans say they are likely to participate in the 2020 census, but some doubt that the U.S. Census Bureau will keep their personal information confidential, a new poll shows. The poll from The Associated PressNORC Center for Public A�airs Research finds 7 in 10 Americans say it’s extremely or very likely they will participate in the census this year by filling out a questionnaire. Another 2 in 10 say it’s somewhat likely. That’s higher than what the Census Bureau predicts – a self-response rate of 6 in 10 people. But the bureau’s past research shows that people say they are going to participate in the census at a higher rate than they actually do. “People respond to a survey question as they think they are expected to behave,” Kenneth Prewitt, a former Census Bureau director in the Clinton administration, said in an email. The poll shows that older, white and highly educated adults express greater certainty that they will participate than younger adults, black and Hispanic Americans and those without college degrees. It also shows that the more partisan people are, the more likely they are to participate. At least 7 in 10 Democrats and Republicans are very likely to answer, compared with about half of Americans who don’t identify with or lean toward either party. “It might be that they understand the importance of the census in distributing political representation and want to make sure they get their fair share,” John Thompson, a former director of the U.S. Census Bureau in the Obama administration, said in an email. The 2020 census will help determine how $1.5 trillion in federal spending is distributed. It will also determine how many congressional seats each state gets, as well as the makeup of legislative districts in a process known as redistricting. People can start answering the questions in mid-March, either online, by telephone or by mailing in a paper form. “I think it’s important. It’s a civic duty,” said Quintin Sharpe, a 21-year-old college student, who’s studying business at the University of Wisconsin-Whitewater. Compared with the share saying they’ll participate, 57%, say it’s highly important to them to be counted in the census. About a quarter say it’s moderately important. The poll shows about a third of Americans are very or extremely confident that the U.S. Census Bureau will keep their personal
information confidential, while roughly the same share say they are moderately confident. About another third have little to no confidence in the agency to keep private information private, even though the bureau is legally required to do so. About a quarter of Americans report a great deal of confidence in the people running the U.S. Census Bureau, and roughly two-thirds say they have some confidence. Joe Domas, a 57-year-old carpenter in Paris, Tennessee, said he plans to fill out the census form but won’t answer every question. The questionnaire asks how many people live in a household; whether their home is owned or rented; the age, race and sex of every person living in the home; and how they are related. “I don’t divulge a lot of personal information. I just give them a head count, pretty much,” Domas said. “I’m not into government intrusion, and the way the internet is, people leak information.” A majority say they have heard or read about the count of every person living in the U.S., the largest peacetime operation the federal government undertakes, but just 2 in 10 say they know “a lot.” About a third say they have heard or read little or nothing at all. That will likely change after the Census Bureau expanded its advertising campaign last week. The goal of the $500 million education and outreach e�ort is to reach 99% of the 140 million U.S. households with messages about the importance of participating in the 2020 census. Many of those who say they will take the survey this year think they will complete it online. Close to half say that’s their likely format, with another 2 in 10 saying they expect to fill out and mail in a paper questionnaire. Just 4% say they prefer phone, but 30% say they don’t know yet how they will respond. This is the first decennial census in which most participants are being encouraged to fill out the form online.
Gil Parks, a 60-year-old retired financial planner from Stephenville, Texas, said he still hasn’t decided if he will answer questions online or use the paper form. Parks and his wife often drive to a ranch they own an hour south of where they live to keep tabs on building projects and baby calves. “If we have a paper form, my wife could fill it out while we are driving down there and driving back,” Parks said. Majorities across racial and ethnic groups say they are highly likely to participate, but about half of white Americans are “extremely” likely, compared with about 3 in 10 black and Hispanic Americans. A bout 8 in 10 col lege-educated Americans, but just about two-thirds of those without a degree, say they are highly likely to participate. Similarly, roughly 8 in 10 adults older than 45 say they are very likely to complete a census questionnaire, compared with just over half of younger adults. There’s also a significant age gap in the preferred form of answering the questions. Just about a quarter of adults ages 60 and older who will participate say they will take the survey online, compared with more than half of those who are younger. Older adults are also somewhat more likely than younger adults to express high confidence in the Census Bureau to keep their information private, 37% among those 45 and older and 25% among younger adults. “Getting accurate data is important,” said Parks, who also is chair of the local Republican Party. “We need to know who is here, and what not.” The AP-NORC poll of 1,074 adults was conducted Feb. 13-16 using a sample drawn from NORC’s probability-based AmeriSpeak Panel, which is designed to be representative of the U.S. population. The margin of sampling error for all respondents is plus or minus 4.2 percentage points. Respondents were first selected randomly using address-based sampling methods and later were interviewed online or by phone.

‘Time is everything’: World braces for spread of new virus BY CARLA K. JOHNSON ASSOCIATED PRESS
China’s massive travel restrictions, house-to-house checks, huge isolation wards and lockdowns of entire cities bought the world valuable time to prepare for the global spread of the new virus. But with troubling outbreaks now emerging in Italy, South Korea and Iran, and U.S. health o�cials warning Tuesday it’s inevitable it will spread more widely in America, the question is: Did the world use that time wisely and is it ready for a potential pandemic? “It’s not so much a question of if this will happen anymore, but rather more a question of exactly when this will happen – and how many people in this country will have severe illness,” said Dr. Nancy Messonnier of the U.S. Centers for Disease Control and Prevention. Some countries are putting price caps on face masks to combat price gouging, while others are using loudspeakers on trucks to keep residents informed. In the United States and many other nations, public health o�cials are turning to guidelines written for pandemic flu and discussing the possibility of school closures, telecommuting and canceling events. Countries could be doing even more: training hundreds of workers to trace the virus’ spread from person to person and planning to commandeer entire hospital wards or even entire hospitals, said Dr. Bruce Aylward, the World Health Organization’s envoy to China, briefing reporters Tuesday about lessons learned by the recently returned team of international scientists he led. “Time is everything in this disease,” Aylward said. “Days make a di�erence with a disease like this.” The U.S. National Institutes of Health’s infectious disease chief, Dr. Anthony Fauci, said the world is “teetering very, very close” to a pandemic. He credits China’s response for giving other nations some breathing room. China locked down tens of millions of its citizens and other nations imposed travel restrictions, reducing the number of people who needed health checks or quarantines outside the Asian country. It “gave us time to really brush o� our pandemic preparedness plans and get ready for the kinds of things we have to do,” Fauci said. “And we’ve actually been quite successful because the travel-related cases, we’ve been able to identify, to isolate” and to track down those they came in contact with. With no vaccine or medicine available
yet, preparations are focused on what’s called “social distancing” – limiting opportunities for people to gather and spread the virus. That played out in Italy this week. With cases climbing, authorities cut short the popular Venice Carnival and closed down Milan’s La Scala opera house. In Japan, Prime Minister Shinzo Abe called on companies to allow employees to work from home, while the Tokyo Marathon and other public events scheduled in the coming weeks have been canceled. Is the rest of the world ready? In Africa, three-quarters of countries have a flu pandemic plan, but most are outdated, according to authors of a modeling study published last week in The Lancet medical journal. The slightly better news is that the African nations most connected to China by air travel – Egypt, Algeria and South Africa – also have the most prepared health systems on the continent. Elsewhere, Thailand said it would establish special clinics to examine people with flu-like symptoms to detect infections early. Sri Lanka and Laos imposed price ceilings for face masks, while India restricted the export of personal protective equipment. India’s health ministry has been framing step-by-step instructions to deal with sustained transmissions that will be circulated to the 250,000 village councils that are the most basic unit of the country’s sprawling administration. Vietnam is using music videos on social media to reach the public. In Malaysia, loudspeakers on trucks blare information through the streets. In Europe, portable pods set up at United Kingdom hospitals will be used to assess people suspected of infection while keeping them apart from others. France developed a quick test for the virus and has shared it with poorer nations. German authorities are stressing “sneezing etiquette” and Russia is screening people at airports, railway stations and those riding public transportation. In the U.S., hospitals and emergency workers for years have practiced for a possible deadly, fast-spreading flu. Those drills helped the first hospitals to treat U.S. patients su�ering from COVID-19, the disease caused by the virus. Other hospitals are paying attention. The CDC has been talking to the American Hospital Association, which in turn communicates coronavirus news daily to its nearly 5,000 member hospitals. Hospitals are reviewing infection control measures, considering using telemedicine
to keep potentially infectious patients from making unnecessary trips to the hospital and conserving dwindling supplies of masks and gloves. What’s more, the CDC has held 17 di�erent calls reaching more than 11,000 companies and organizations, including stadiums, universities, faith leaders, retailers and large corporations. U.S. health authorities are talking to city, county and state health departments about being ready to cancel mass gathering events, close schools and take other steps. The CDC’s Messonnier said Tuesday she had contacted her children’s school district to ask about plans for using internet-based education should schools need to close temporarily, as some did in 2009 during an outbreak of H1N1 flu. She encouraged American parents to do the same, and to ask their employers whether they’ll be able to work from home. “We want to make sure the American public is prepared,” Messonnier said. How prepared are U.S. hospitals? “It depends on caseload and location. I would suspect most hospitals are prepared to handle one to two cases, but if there is ongoing local transmission with many cases, most are likely not prepared just yet for a surge of patients and the ‘worried well,’” Dr. Jennifer Lighter, a pediatric infectious diseases specialist at NYU Langone in New York, said in an email. In the U.S., a vaccine candidate is inching closer to first-step safety studies in people, as Moderna Inc. has delivered test doses to Fauci’s NIH institute. Some other companies say they have candidates that could begin testing in a few months. Still, even if those first safety studies show no red flags, specialists believe it would take at least a year to have something ready for widespread use. That’s longer than it took in 2009, during the H1N1 flu pandemic – because that time around, scientists only had to adjust regular flu vaccines, not start from scratch. TheheadoftheWorldHealthOrganization, Tedros Adhanom Ghebreyesus, said the U.N. health agency’s team in China found the fatality rate between 2% and 4% in the hard-hit city of Wuhan, the virus’ epicenter, and 0.7% elsewhere. The world is “simply not ready,” said the WHO’s Aylward. “It can get ready very fast, but the big shift has to be in the mindset.” Aylward advised other countries to do “really practical things” now to get ready. Among them: Do you have hundreds of workers lined up and trained to trace the contacts of infected patients, or will you be training them after a cluster pops up?
Can you take over entire hospital wards, or even entire hospitals, to isolate patients? Are hospitals buying ventilators and checking oxygen supplies? Countries must improve testing capacity – and instructions so health workers know which travelers should be tested as the number of a�ected countries rises, said Johns Hopkins University emergency response specialist Lauren Sauer. She pointed to how Canada diagnosed the first traveler from Iran arriving there with COVID-19, before many other countries even considered adding Iran to the at-risk list. If the disease does spread globally, everyone is likely to feel it, said Nancy Foster, a vice president of the American Hospital Association. Even those who aren’t ill may need to help friends and family in isolation or have their own health appointments delayed. “There will be a lot of people a�ected even if they never become ill themselves,” she said.

Police probe phone scam; woman charged with sexual abuse By Jim Hagerty Reporter
ROCKFORD - The Rockford Police Department responded to several incidents over the last week, including a phone scam, a raucous party and a report that a woman sexually assaulted two children. The phone scam report came Sunday, Feb. 23, after investigators were notified by the Rockford 911 Center about numbers associated with the police department. “Residents from outside of Illinois have reported receiving calls that appear to originate from 815-966-2900 and 779-500-6555 – both are RPD phone numbers – asking for Social Security and Credit Card information,” Rockford Police Media and Marketing Coordinator Michelle Marcomb said in a news release. “These calls are not from the Rockford Police Department.” Marcomb added that police do not take payments or request financial information of any kind over the phone and that no one should give their financial information to anyone purporting to be from the Rockford Police.

A Rockford woman found herself behind bars this week in a sexual-assault case
involving two minors. Cowanda Curtis, 35, is charged with two counts of aggravated criminal sexual abuse, allegations police say stem from a report investigators received Sunday, Feb. 16 that she sexually assaulted two children younger than 13. Curtis was served an arrest warrant detailing the charges Tuesday, Feb. 18., inside the Winnebago County Jail, where’s she’s lodged in an unrelated case.

Four people were arrested after patrol officers responded to a report that shots were fired during a suspected AirBnB party near downtown. Police say officers witnessed several people leaving an address in the 700 block of Second Avenue early Sunday, Feb. 23. “Officers located approximately 60 people inside the residence,” Marcomb said. “A search was conducted and all attendees were asked to vacate the residence.” Four people refused to leave and were arrested at the scene. Myquon Greer, 20; James Dunner, 21; Jesus Peinado, 19; and Di’aerio Austin, 19, all of Rockford, are charged with resisting arrest. Austin is also charged with illegal possession of cannabis
and obstructing identification.

A Rockford man was picked up on an outstanding warrant over the weekend after he told police he was the victim of a robbery. Police say the incident unfolded Saturday, when officers were called to the 700 block of Clark Drive and spoke to 37-year-old Omar Reece, who said he had been hit in the head, knocked unconscious and robbed by a group unidentified subjects. As officers ran Reece’s name, they learned he was wanted in a domestic violence case. He is currently jailed on a $100,000 bond.

Three men face drug charges after Rockford detectives received information about a suspect selling cocaine and heroin on the city’s west side Tuesday. A 26-year-old Rockford man was arrested Wednesday, Feb. 19, after officers responded to a domestic violence call at a home int the 300 block of South Central Avenue. “Officers witnessed subjects running from the residence,” Marcomb said. “After a brief foot chase, they were apprehended.” Police alleged that on of the subjects, Jamie J. Abron, of Rockford, was in possession of two handguns and a box of ammunition. One of the handguns had previously been reported as stolen. Abron is charged with aggravated unlawful use of a weapon, domestic battery, possession of a stolen firearm, no FOID, illegal possession of ammunition and resisting/obstructing an officer. Illinois, Chicago Auto Show see an electric future By Charles Herbst Contributor
There has been increasing global concern for both climate and the environment. It is driving a major push to reduce the use of gasoline to power transportation. Twenty-nine percent of US carbon emissions are from transportation, and 59 percent of those emissions come from light duty vehicles. The only way to reach carbon-reduction goals is through greater electrification of automobiles.
ICC Takes the Lead
Last month, the Illinois Commerce Commission held a policy session in Chicago on The Beneficial Electrification of Transportation. The meeting was a peek into the future. It discussed the impediments to electrification, the opportunities, and some of the “nuts and bolts” of an electrified transportation infrastructure. Three panels of expert presenters addressed the Commission over the course of the afternoon. The main hearing room was filled to capacity, and the proceedings were broadcast to an auxiliary room next door and another in Springfield. Both the public and the commissioners were intrigued by the ideas and insights that were presented. Britta Gross, Managing Director for Mobility at the Rocky Mountain Institute, set the tone when she declared that “the energy and automotive sectors are facing one of the most significant transitions in history as cars, trucks and buses become electrified.” To grow the electric vehicle market, Gross stressed that we must address the cost and affordability of electric vehicles, install charging infrastructure at a faster pace, and build electric vehicle awareness. Alexander Keros, Lead Architect for Electric Vehicle Infrastructure at General Motors noted that the electrification of transportation is “more like a marathon than a sprint.” Keros noted that Mary Barra, CEO of GM, has set the goal for the company to achieve: Zero crashes, zero emissions, and zero congestion. Keros sees four challenges to electrification: The need for a longer range between charges, affordability, building out the charging infrastructure and providing excellent vehicle performance. Keros narrows this further to a “big three”: Cost, range and “charge anxiety.” For the 2020 all-electric Chevrolet Bolt, the battery represents 42 percent of the vehicle’s cost. Nick Nigro, the Founder of Atlas Public Policy and a senior advisor at the Alliance for Transportation Electrification, notes there has been a steep decline during the 2010s in the cost of batteries. This has made progress
happen “faster than everyone thought was possible.” Nigro believes that electric vehicles will reach cost parity with internal combustion engines sometime in the 2020s. In terms of range, the 2020 Chevrolet Bolt has a range of 259 miles. The mission at GM is to exceed 300 miles of range in a car that is profitable to manufacture. (The 2021 Mustang Mach-E has a range of 300 miles.) Keros explained that the paradigm for recharging an electric vehicle is different that refueling an internal combustion engine. For most people, this will mean plugging in a charger in the garage when coming home. Plugging in a car is easy, and he compares the experience to charging a cellphone. A secondary source of charging would be plugging in the car at the workplace, with public charging being used as a tertiary place to charge the vehicle. Translating the electric vehicle experience to the public conscious will be a major step in the development of electrification. Kate Tomford, Senior Analyst for the Chicago Transit Authority spoke about the challenges posed to fleet operators. Like the transit authority in New York City, the CTA has set a goal for its buses to be all-electric by 2040. As a bus typically lasts 15 years, this presents a challenge. The CTA will need to start purchasing only electric buses by 2025. Battery charge has always been an issue in colder climates, and, even in Philadelphia, which is much warmer than Chicago, this has been a problem. Another question is designing the recharging structure for the fleet. There are several options, such as overhead systems, plug ins, and others. For a bus fleet the size of the CTA, this requires planning, design and building out a charging infrastructure. Electrifying transportation will be a disruptive technology, and it will most certainly increase the demand for electricity. Utility companies will have to review their power grid and consider incentives for charging vehicles at off-peak times. There is currently an ample amount of overnight power supply. Upgrades to residential electricity systems will be needed. Mike Raikes, Business Manager for the International Brotherhood of Electrical Workers, notes that there will be increased demand for qualified electricians to install such systems. He described his union’s training and apprenticeship programs and believes that his members are wellquipped to meet the need to build increased electrical charging capacity. Tim Drea, President for the Illinois AFL-CIO noted that his union embraces the new technology and asked that the state take a “holistic” approach to clean energy. Specifically, he noted that the transportation industry is a source of
many middle-class jobs in in Illinois, and, as workforce needs change, the state should be ready with ample transition and training programs for workers displaced by the technology.
Electrics at the Auto Show
The recently closed Chicago Auto Show, whose primary goal is to sell new cars, SUVs and trucks to the public, predominantly featured vehicles with internal combustion engines. But, although the price of gasoline is hovering between $2-3 per gallon, it wasn’t hard to find hybrids and electric vehicles getting attention. Ford Motor Company was showing off its 2021 Mustang Mach-E at the Concept & Technology Garage and in the Exhibit Hall. The all-electric Mustang will be available for purchase this fall. Meanwhile, Ford is currently using virtual reality to teach mechanics how to service the vehicle. At the Midwest Automotive Media Association breakfast, Edward Laukes, a Group Vice President for Toyota, spoke of Toyota’s sponsorship of the Summer Olympics in Tokyo and how the company increasingly sees itself as a diverse transportation company rather than a vehicle manufacturer. A few hours later, a special luncheon meet ing of t he Economic Club of Chicago featured Cody Thacker, Head of Electrification for Audi as its keynote speaker. Stressing many of the same points presented at the ICC Policy Session, Thacker noted that 3 car companies promoted electric cars in their Super Bowl Advertising this year. There was no market for electric cars in 2010 and now there are a total of 7 million electric vehicles in 2020. He forecasted a 60-percent market share, 9
million vehicles per year in 2040. Thacker does not see “performance” as a barrier to electric adoption. By their very nature, electric vehicles can be high performance. The barriers Thacker does see are cost, range, charging infrastructure and apathy. He notes that fewer than 10 percent of customers are willing to pay a premium for an environmentally friendly vehicle. Battery costs have dropped dramatically from 2010, and the cost of an electric vehicle battery has dropped from over $1,000 per kilowatt hour to currently about $175 per kilowatt hour. Cost parity with an internal combustion engine is approximately $100 per kilowatt hour. Thacker sees parity being achieved around 2023. In terms of range, Thacker believes the minimum acceptable range for consumers is 300 miles. He noted that 98 percent of trips in the US are under 50 miles, with the average car usage being under 30 miles per day. People new to electric vehicles often have range anxiety, but this dissipates once they own an electric vehicle. Thacker predicts that, with technology, the costs of vehicles will plummet around 2040. As autonomous vehicles become more prevalent, he observes that most accidents involving autonomous vehicles were caused by human mistakes. Comparing it to an 1890s land rush in Oklahoma, Thacker said that automakers must act now. Despite the urgency of action, he said that we are experiencing a great conflict in the market between carbon reduction aspirations and consumers who are not yet compelled to act. According to Thacker, the race will be won by those who act “Sooner,” rather than holding back for consumer sentiment to catch up.

Stocks sink, bonds soar on fears virus will stunt economy BY ALEX VEIGA AND STAN CHOE ASSOCIATED PRESS
Stocks fell sharply again on Wall Street Tuesday, piling on losses a day after the market’s biggest drop in two years as fears spread that the growing virus outbreak will put the brakes on the global economy. Nervous investors snapped up low-risk U.S. government bonds, sending the yield on the 10-year Treasury note to a record low. The S&P 500 has lost 7.6% in the last four days since hitting a record high last Wednesday. That’s the benchmark index’s worst such stretch since the end of 2018, resulting in $2.14 trillion in losses, according to S&P Global. Tuesday also marked the first back-to-back 3% losses for the index since the summer of 2015. The latest wave of selling came as more companies, including United Airlines and Mastercard, warned that the outbreak will hurt their finances, and more cases were reported in Europe and the Middle East, far outside the epicenter in China. Meanwhile, U.S. health o�cials called on Americans to be prepared for the disease to spread in the United States, where there are currently just a few dozen cases. The Dow Jones Industrial Average dropped 879 points, for a two-day loss of 1,911 points. Travel-related stocks took another drubbing, bringing the two-day loss for American Airlines to 16.9%. The large publicly traded cruise operators have also su�ered double-digit losses. The worst-case scenario for investors – where the virus spreads around the world and cripples supply chains and the global economy – hasn’t changed in the last few weeks. But the probability of it happening has risen, said Yung-Yu Ma, chief investment strategist at BMO Wealth Management. “It’s the combination of South Korea, Japan, Italy and even Iran” reporting virus cases, Ma said. “That really woke up the market.” The S&P 500 index fell 3%, the Dow lost 3.2% and the Nasdaq dropped 2.8%, erasing its gains for the year. European markets also fell. Markets in Asia were mixed. Technology stocks, which rely heavily on China for both sales and supply chains, once again led the decline. Apple dropped 3.4% and chipmaker Nvidia slid 4.1%. Bond prices continued rising. The yield on the 10-year Treasury fell as low as 1.31%, a record, according to TradeWeb, before recovering somewhat to1.35% in the late afternoon. The yield is down from 1.37% late Monday and far below the 1.90% it stood at in early 2020. The lower bond yields, which force
interest rates lower on mortgages and other loans, weighed on banks. JPMorgan Chase slid 4.5% and Bank of America fell 5%. Real estate companies and utilities also fell, though they held up better than the rest of the market as investors favored safe-play stocks. The viral outbreak that originated in China has now infected more than 80,000 people globally, with more cases being reported in Europe and the Middle East. The majority of cases and deaths remain centered in China, but the rapid spread to other parts of the world has spooked markets and raised fears that it will hurt the global economy. On Tuesday, U.S. health o�cials warned that it’s inevitable the virus will spread more widely in America. “It’s not so much a question of if this will happen anymore, but rather more a question of exactly when this will happen - and how many people in this country will have severe illness,” Dr. Nancy Messonnier of the Centers for Disease Control and Prevention said in a call with reporters. United Airlines tumbled 6.5% after withdrawing its financial forecasts for the year because of the impact on demand for air travel. Mastercard dropped 6.7% after saying the impact on cross-border travel and business could cut into its revenue, depending on the duration and severity of the virus outbreak. Moderna surged 27.8% after the company sent its potential virus vaccine to government researchers for additional testing. The biotechnology company is one several drug developers racing to develop vaccine. Energy companies have been some of the hardest hit on worries that a weakened global economy will burn less fuel. Exxon Mobil is down 10.2% over the last four days, and the slump has wiped away nearly $26 billion in market value. But the losses extend far beyond the energy sector. A rapidly spreading virus threatens factories, shipments of parts and customers for businesses around the world. At Apple, which said last week that the virus will force it to fall sort of a previous quarterly revenue forecast, $158.6 billion in market value has vanished in the last four days. The chief risk is that the stock market was already “priced to perfection,” or something close to it, before the virus worries exploded, according to Brian Nick, chief investmentstrategist at Nuveen. After getting the benefit of three interest-rate cuts from the Federal Reserve last year and the consummation of a “Phase 1” U.S.-China trade deal, investors were willing to pay high prices for stocks on the expectation that profits would grow
in the future. The S&P 500 was recently trading at its most expensive level, relative to its expected earnings per share, since the dot-com bubble was deflating in 2002, according to FactSet. If profit growth doesn’t ramp up this year, that makes a highly priced stock market even more vulnerable.

The S&P 500 index fell 97.68 points, or 3%, to 3,128.21. The Dow sank 879.44 points, or 3.2%, to 27,081.36, following a drop of more than 1,000 points Monday. The Nasdaq lost 255.67 points, or 2.8%, to
8,965.61. The Russell 200 index of smaller company stocks dropped 56.21 points, or 3.5%, to 1,571.90. Benchmark crude oil fell $1.53 to settle at $49.90 a barrel. Brent crude oil, the international standard, fell $1.35 to close at $54.95 a barrel. Wholesale gasoline fell 8 cents to $1.53 per gallon. Heating oil declined 4 cents to $1.57 per gallon. Natural gas rose 2 cents to $1.85 per 1,000 cubic feet. Gold fell $25.50 to $1,646.90 per ounce, silver sank 69 cents to $18.19 per ounce and copper was little changed at $2.59 per pound. The dollar fell to 110.12 Japanese yen from 110.74 yen on Friday. The euro rose to $1.0881 from $1.0842.

Draft Week Diary with Jamie Diaz Ruiz Rockford Area CVB
Area native and professional esports commentator Jamie Diaz Ruiz has spent the past few years as a lead broadcaster for global events featuring signature gaming titles like Call of Duty and NBA 2K. Now, he’s attempting to make the leap to the League as a professional player this weekend, when Diaz Ruiz hopes to hear his name called by one of the 23 NBA 2K League franchises. During the run-up to the Draft on February 22, GoRockford caught up with Diaz Ruiz to talk esports, broadcasting, growing up in the area, professional athletes and more. GoRockford: How long have you been playing NBA 2K and what drew you to that game? Jamie Diaz Ruiz: I’ve been playing NBA 2K since NBA 2K10. One of my friends, Remy Montieth, introduced me to the game. The only other sports game I played before that was FIFA. When Remy introduced me to NBA 2K, I was hooked on the MyCareer mode, where you could build your own player from scratch and build it however you want. At the time, it was one of the most unique things ever done in a sports game—creating your character and going through a story mode of your path to the NBA. Another thing that really drew me to 2K was once you made the character, you could use him to play online in a game mode called ‘Crew Mode’ which was a 5v5 setting similar to how the NBA 2K League is structured. GR: You’re originally from England, but now you call the Rockford area home. Can you share a little bit about where that pride comes from? JDR: My family moved over from England in 2004 when I was about 10 years old. Moving to a different country was definitely scary at the time. In England, especially at my age, you don’t really learn about other countries unless it’s anywhere else in Europe. The only thing I knew about the

U.S. first coming here was that they had trolleys in San Francisco that drove in the middle of the roads, which I found so odd. When we first came over, funny enough, we actually lived in the Clock Tower hotel until we were able to find a house in the area, which ended up being in Byron. For me, Rockford is a second home that I’ve never really lived in. Everything you need is in Rockford—shopping, groceries, entertainment, plus I’ve worked a few jobs in Rockford over the years as well. GR: What led you to esports? JDR: Something I’ve always prided myself on, in either esports or just the working world, is trying to build up my resume to gain as much experience as possible. I started by trying to stream on Twitch and create content on YouTube. From there, I learned how to create content while also editing my videos, mastering audio when doing voice overs, and learning Photoshop so I could create my own thumbnails for my videos. After that, I got into commentating and had to learn an entire new world. Improvising was something that I loved to do. I took drama classes in high school, and that definitely helped a lot as a commentator. Since starting in 2013, I always loved to observe individuals and what they do in esports, so that way if I ever wanted to try something new—like being a professional player, manager, or something more towards the business side of things—it could become a realistic option. GR: How would you describe the esports scene in Rockford? JDR: Being one of the few involved with esports in the area, I’m always trying to find people who share common interests. I’m thankful to have met a handful of people who play the same games that I play. Back in the day, when GameStop was in the mall and Crazy Penguin was around, I remember there being small Call of Duty tournaments before the launch of the game, as well as the line of people

As of right now, I’d say the esports scene in Rockford is small, but I’d love to see some events in the area featuring games like League of Legends, Fortnite, Call of Duty, NBA 2K. I feel like we’d really see the power of esports in Rockford when that happens. GR: What are some things you’ve learned, either as a broadcaster or player, that you believe you would’ve only learned through esports? JDR: From being a broadcaster, the biggest thing I’ve learned is just people skills. I was already an interactive person prior to becoming a broadcaster, but at a lot of these events you’re talking with high level executives, celebrities or professional athletes. It gives you a different sense of confidence knowing you work on camera and do a good job compared to another career where you wouldn’t necessarily have that opportunity. Another big takeaway comes from being self-employed—you learn a lot about tax scenarios, money
management, negotiations, contracts, travel and more. You’re kind of the Swiss Army knife of your own little business if you will. About the NBA 2K League: A joint venture between the NBA and Take-Two Interactive, the NBA 2K League is a 23-team professional esports league featuring the best NBA 2K players in the world and the first official esports league operated by a U.S. professional sports league. NBA 2K20’s launch month sales were the highest for any sports game in history, and the NBA 2K series is now the 6th largest video game franchise based on tracked full-game dollar sales. A friend recently su�ered a heart attack and was without a heartbeat for a short time, but fortunately for him medical help was available which brought him back to life. He is doing well thanks to a change in
diet, medication and an exercise program to improve his fitness. He was active prior to the heart attack and appeared to be in good health. As one who had raised beef and enjoyed eating a 12 ounce steak he did not look forward to cutting back the frequency with

which he ate meat as well as the overall changes in his diet. As for many heart patients the changes recommended often include exercising to cause one’s heart to temporarily beat faster, avoiding fried foods, limited salt and alcohol intake and eating less while eating more fruits, vegetables, grains, nuts, seeds or beans, lean meat, fish and poultry and low fat dairy. Beyond medical care it is suggested that one secure advice from a dietitian and follow the information available through the American Heart Association. As a society Americans remain overweight and su�er from many diseases including heart problems, high blood pressure and diabetes often associated with their diet. The emphasis on changing one’s diet also holds implications for the farming community. Several years ago a public radio interview addressed the problem of high death rates among small farm operators in Ireland. A program was initiated to change the eating habits of the male farmers who were dying from diet related conditions. A medical strategy was implemented appealing to the wives of farmers to change the foods they were preparing for their husband so they could avoid being widows during the middle years of their lives. As a result we decided to adjust our diets and lifestyles to reflect the medical advice readily available. Our daughter who has an interest in healthy foods, while not vegan limits her animal products intake and gave us two books which have influenced her thinking. One, Kiss the Ground, by Josh Tickell explains how the food we eat can reverse climate change, heal our bodies and ultimately save our world. While
those claims are exaggerated, the book contains interesting information on the links between what we eat, human health, climate change and other environmental conditions related to agriculture. The second book by Melanie Joy with an interesting title: Why we love dogs, eat pigs and wear cows, indicates that such distinctions reflects our perception of the animals that we chose to place in those categories. In other parts of the world di�erent animals are consumed as food. For example we doubt many of us have ever tried bat soup which at one point was pointed to as a possible link to corona virus in China. As farm owners we have raised and eaten animals including sheep, chickens, and beef and are reducing our consumption of them but do not intend to become vegetarians. The books have modified some of our food choices and have led us to try some new foods that were part of earlier diets or are new entrants in the market place. While the push to limit climate change has focused primarily on using less energy, increasing energy e�ciency, installing renewable energy sources and electrifying heating and transportation, other ways exist to reduce carbon consumption and adverse environmental impacts. The actions to address climate change need to include more emphasis on our food choices which if implemented will lead to better health and in turn impact farming practices. Some of that has already occurred with the growing consumer demand for organic foods and expanding such consumption is a worthwhile personal health, social, environmental and climate change goal.

Monday, March 2 Charter Day Celebration - To commemorate the 173rd anniversary of the signing of Rockford University’s charter, this year’s Charter Day Convocation will showcase a dramatic reading depicting the school’s role in saving World War II victims. This event will take place at 4 p.m. in Maddox Theatre, Clark Arts Center. This year’s Charter Day brings to life the stories of five people whose lives had been broken by World War II and who found at then Rockford College, now Rockford University, a welcoming community that provided them opportunities and an educational environment that war had taken away from them. The presentation will be an adaptation of a chapter entitled “Rescue Stories” from the book We Are a College at War: Women Working for Victory in World War II, written by Rockford University professors, Christine Bruun, Catherine Forslund, and Mary Weaks-Baxter. ROCKFORD - The Rockford IceHogs are two points out of playoff contention despite dropping two games last week. Week 21’s first loss came at the hands of the league-leading Milwaukee Admirals a UW Panther Arena Saturday. Garrett Mitchell and Joseph Cramarossa scored for Rockford but the club couldn’t get past an onslaught of Admiral goals. The night’s biggest highlight for Rockford came at 8:36 of the third period when IceHogs goaltender Matt Tomkins went toe-to-toe with Troy Grosenick in a rare goalie fight at center ice. While the jury is still out on which netminder won the scrap, its was Milwaukee that took game by a score of 7-2 and two standings points Rockford hoped to grab on the road. Nick Moutrey scored his fifth of the year Sunday but it wasn’t enough as the IceHogs as it dropped their second straight, a 5-1 decision to the Chicago Wolves. “They had our number tonight,” IceHogs coach Derek King said. “They scored some goals on their power play and that kind of broke our backs. They took the wind out of our sails when they took the lead. Hopefully the rest before we go out to Texas will help us.” Rockford clipped the San Antonio Rampage 1-0 at home Friday. With 55 points in the standings, the IceHogs begin a threegame road swing against the Texas Stars tonight. They’ll face Texas again Friday and close out trip Sunday in San Antonio. “It’s in our hands,” King said of the next few games.

Not even a year after the Blackhawks signed Robin Lehner as their apparent starting goaltender of the future, he’s no longer with the club. Chicago shipped the 28-year-old to the Vegas Golden Knights Monday in a three-way deal with Toronto. In exchange for Lehner, Blackhawks will receive goaltender Malcom Subban, defenseman prospect Slava Demin and a 2020 second-round draft pick. Defenseman T.J. Brennan will be back with the Blackhawks organization for a second stint, after being acquired from the Philadelphia Flyers in exchange for Nathan Noel. Brennan has an AAV of $675,000 and is signed through the 2019-2020 season. He will report to the Rockford IceHogs. He has appeared in 28 contests with the Lehigh Valley Phantoms of the American Hockey League this season, recording one goal and seven assists. Brennan has skated in 230 games with the Phantoms since 2016, recording 156 points (44G, 112A). In 673 career AHL games, the Moorestown, New Jersey native has tallied 475 points (157G, 318A) with Lehigh, Toronto, Rockford, Rochester and Portland. Originally drafted in the second round (31st overall) of the 2007 NHL Draft by Buffalo, Brennan has appeared in 53 career NHL games with Buffalo, Toronto and Florida, notching five goals and eight assists. He set career highs in games played (29), goals (3), assists (7) and points (10) during the 2012-13 season with Buffalo and Florida. The Bears’ Combine credo means nothing By Robert Zeglinski Contributor
Public intelligence agencies are notorious for their secrecy. Outfits like the CIA and FBI are deliberate in what information they share, and what they deem classified. There are rigid factors to training and earned trust for any entry level data miner or intern, let alone a stereotypical suave field agent or field director. The Jason Bourne’s and Jack Ryan’s of the real world, on a smaller scale, aren’t born overnight. The secretive standards they are held to reflect that of a state of internal, self-justified paranoia. It’s out of safety, out of a mandate of looking out for the common good. For justice. It’s to help people less involved feel more important, and included, as if such a goal merited weight. Sometimes this inherent bureaucratic process is warranted. Sometimes it’s convoluted to a fault. But there is a fine line. One the CIA, FBI, MI6 could never dare cross. Even in the darkest corners of careful, planned espionage, no spy or technology or background blueprint could match the nuclear codes an NFL team pretends it’s hiding come the off-season. Langley, Virginia would kill to have the same power and bunker-sealed airtight bubble of Lake Forest, Illinois. The annual Scouting Combine is a comprehensive meeting of the minds. A presumptive, decadent breaking of bread over shrimp cocktails, dark stouts, chardonnay. Bargains are made under the table on inebriated whims. On-field actions of prospects in shorts take second fiddle to the face-to-face interaction of Indianapolis after dark. And as far as Ryan Pace’s are concerned, nothing of value comes to light until well after the curtains have dropped and the sun rises on a sleepy southern Indiana landscape. Short of implied subtext read into by an intrepid reporter or three, there’s no other reasonable method of reading the Combine. This isn’t to say that what the Bears venture out to accomplish at Lucas Oil Stadium is of no consequence. The NFL Draft is boiled down to such an overcomplicated inexact science of human emotion and athletic prosperity – perspectives proving to be foolhardy in perfect measurements – that it pays to possess as much as background research on hand as possible. Every piece of data, every quote, every conversation makes a difference. Sometimes that difference means the inevitable drafting of Mitchell Trubisky over an NFL and Super Bowl MVP like Patrick Mahomes, calling the entire process into question. But most of the time, no organization will regret doing its homework and
staying on deadline. Jobs, futures, and all important revenue are on the line, after all. Fan consternation looking on can only last so long. Actions always speak louder than words. In the case of Ryan Pace, taking any of his utterances and extrapolating them into a cloudy fabrication, ignores the contextual ledger of his past work. What he says at the Combine (the unofficial opening ceremony of the off-season) has seldom alluded to execution. If he was at the front of the pack in a navy blue and orange tracksuit leading the Bears around a track, while fireworks blaze in the air and the 31 other teams follow around, you would not be able to discern any sort of emotion from his poker face. That’s by design. Whereas others would be prideful in their displays of team unity and plans of consistent success in the spring, Pace would defer. He would step back. He would acknowledge questions of performance and preparation. His solemn work do the talking for him by the time every relevant departed the sleepy center of the Midwest. No nationalism or team-ism present. Pace’s obsequiousness has been evident in the past. Instead of his heart and sound logic, it’s the thing he might actually wear on his sleeve in an ironic twist. A guarded poker hand held tight in front of this middle-aged man’s face is not new. It’s his default setting. When former head coach John Fox was on the hot seat entering the 2017 season following two middling campaigns, Pace was noncommittal in offering an endorsement of the coaching veteran. Drafting a young quarterback such as Trubisky (without Fox’s input) was the only statement needed to articulate Pace’s genuine feelings on his autumnal underling. Fox was being ushered out the door, and had no power to change the outcome. Pace was in charge. Personnel fluctuation did his speaking for him. When Mike Glennon threatened a supposed comprehensive plan to move forward with a green face of the franchise, Pace espoused over the potential of the journeyman quarterback. Never mind that the previous ineffective, tepid play of Glennon made him a journeyman for good reason, he was Pace’s golden lamb. The man to fill a massive hole under center. The person to delay the selection of a quarterback at the top of the draft because of his quality and superiority. The man to transform Chicago into a contender on the strength of his unthreatening five-yard check-downs. Taking Trubisky anyway, while Glennon watched on with fans at a
draft party at Soldier Field, should have been foreseen. It was the ultimate evidence to use to poke a hole into all of Pace’s future rhetoric. The formula from herein was to listen to whatever Pace stated in public in confidence, and then assume he was thinking the exact opposite. Because he was. Because he is. Trubisky is the next target in Pace’s unofficial, totally-not-paying-attention, crosshairs. The worst-kept secret is that the Bears need more from their quarterback. A year after winning the NFC North, Chicago stumbled to a .500 record in 2019 largely thanks to their deficiencies from the head of the table. Even if every scout, media member, and fan knows that the Bears desire from their offensive signal caller. Even if a pending change was as obvious a reality as the sky being blue, or chocolate being the only candy being worthwhile to consume, Pace would still appear withdrawn if asked to elaborate on the future. He could be lying on his death bed with nothing else to live for. He still would neglect to divulge any of the Bears’ internal processing or thinking. “We believe in Mitch,” leaving the taciturn general
manager’s lips on Tuesday morning, is as sincere a gesture as a child saying they brushed their teeth before bed even though their toothbrush is bone dry. Take Pace too seriously and you risk being thrown out of his loop, his primary want. Take the child too seriously, and well, I hope you have good dental insurance for the root canal they will eventually need. Word to the wise, but feeling as if your gums are being stabbed by the back end of a stiletto heel is not a pleasant experience. Check Pace’s toothbrush tonight, every night. A man of contradictory terms. A man of reservation who so happens to be the director of a professional football team. Even the CIA could not be so coy when taken to task. But they do not have an assortment of draft picks to manage and use in a wise fashion. Only the national security of one of the world’s most prosperous first-world nations. Ho-hum.
