University of Illinois receives FDA approval for saliva-based COVID-19 test Third COVID-19 vaccine approved as statewide case positivity rate declines By Grace Barbic

The University of Illinois System received Emergency Use Authorization from the U.S. Food and Drug Administration on Monday for its saliva-based COVID-19 test, as the statewide seven-day rolling positivity rate reached 2.4 percent. The FDA approval allows for the covidSHIELD test to expand beyond the U of I System. The saliva-based COVID-19 test has been administered more than 1.5 million times at universities in UrbanaChampaign, Chicago and Springfield since it launched in 2020, according to a news release. Gov. JB Pritzker says he will be dedicating $20 million in federal CARES Act funding to provide one million of the saliva-based tests to Illinois’ 12 public universities and 48 community colleges.
According to Pritzker, widespread testing remains critical to combating the ongoing pandemic. An agreement between the Illinois Department of Public Health and the U of I System allows for federal funds to be put toward providing the tests. “My administration has been proud to work hand in hand with U of I since the earliest days of this development, which has had an enormously positive effect on keeping COVID-19 at bay in the U of I System, and we’re wasting no time in deploying this technology throughout the state,” Pritzker said in a news release. The testing process was developed by a team of researchers at UIUC. The samples are tested at a covidSHIELD lab and individuals receive results within 24 hours. The test uses a genetic material contained in SARSCoV-2 virus to determine if the virus is present or not in the salvia. “The University of Illinois has been a national leader in innovation for decades, and the campus’ groundbreaking work

to develop rapid, saliva-based COVID-19 testing is but the latest example of that tradition,” Pritzker said. This comes as the FDA also granted Emergency Use Authorization to a third COVID-19 vaccine, developed by Johnson & Johnson, over the weekend. Vaccine distribution centers could start to see the new single dose vaccine as early as Tuesday, USA Today reports. White House officials announced 3.9 million doses could be expected by Tuesday and a total of 20 million doses could be sent to states throughout the remainder of the month. Illinois has received more than 3 million doses of the Pfizer-BioNTech and Moderna COVID-19 vaccines as of Monday. A total of 2.7 million doses have been delivered to providers in the state, with an additional 443,700 doses allocated to the federal government’s Pharmacy Partnership Program for long-term care facilities. On Sunday, 50,897 doses of the vaccine were administered in a single day. A total of 2.7 million vaccines have been administered across the state, including 319,393 for long-term care facilities, as of Sunday night. About 6.5 percent of the state’s population has received two doses of the COVID-19 vaccine. The seven-day rolling average of vaccines administered daily is 77,876 doses. The statewide seven-day rolling positivity rate reached 2.4 percent, a rate not seen since June 23. IDPH reported 1,143 new confirmed and probable cases of COVID-19 Monday of 42,234 test results reported, including 20 additional deaths. As of Sunday night, 1,288 COVID-19 patients were reported to be hospitalized. Of those, 308 patients were in intensive care unit beds and 148 were reported to be on ventilators. IDPH is currently reporting a total of 1,187,839 cases of more than 18 million total test results reported, including 20,536 total virus-related deaths since the pandemic started. Senate Dems sorting final details of $1.9T virus relief bill BY ALAN FRAM

WASHINGTON (AP) — Democrats sorted through lingering disagreements over emergency jobless benefits and other issues Tuesday and prepared to commence Senate debate on a $1.9 trillion COVID-19 relief plan that would deliver a major victory to President Joe Biden. With Democrats having no margin for error in the evenly split 50-50 Senate, Biden was expected to urge them on by conference call. Senate Majority Leader Chuck Schumer said he planned to bring the sweeping bill to the floor as early as Wednesday, teeing up first votes on a bill aimed at energizing the nation’s battle against the pandemic and its wounded economy. “That’s what the American people sent us here to do,” said Schumer, D-N.Y., “That’s what our government is for. Not to sit back and wait for problems to fi x themselves.” The huge package is a too-big-to-fail moment for the fledging president, who would be politically staggered if Congress – controlled narrowly by Democrats but controlled nonetheless – failed to deliver. Conquering the virus that’s killed half a million Americans and thrown the economy and countless lives into tailspins is Biden’s top initial priority. But so far, Republicans are following the template they set in former President Barack Obama’s presidency. GOP senators seemed on track to oppose the relief bill solidly, perhaps with the unanimous “no” vote their House counterparts cast early Saturday when that chamber approved its similar version of the measure. Senate M inorit y Leader M itch McConnell, R-Ky., accused Democrats of ignoring signs that the economy and the deadly virus’ rampage through the U.S. were beginning to turn around. He also accused Democrats of loading the bill with spending for favored constituencies, saying they were “taking advantage of the crisis to check o� unrelated liberal policies.” The Senate bill was expected to largely mirror the House-approved package. Democrats want Congress to send Biden a final version for him to sign by March 14, when an earlier round of emergency jobless benefits expires. The legislation would provide $1,400 payments to individuals plus hundreds of billions of dollars for schools and colleges, COVID-19 vaccines and testing, mass transit systems, renters and small businesses. It also has money for child care, tax
breaks for families with children and assistance for states willing to expand Medicaid coverage for low-income residents. The House-approved bill would provide $400 weekly emergency jobless benefits, on top of state unemployment payments, through August. Some Democratic moderates including Sen. Joe Manchin of West Virginia want to trim that figure back to $300, arguing the higher figure would discourage people from returning to work. “It would be awful for the doors to open up and there’s no one working,” Manchin said. But party leaders and progressives oppose trimming those benefits, and Manchin conceded he didn’t know that his side would prevail. Despite the huge leverage ever y Democrat has because all their votes are needed, none has so far threatened to sink the legislation if they don’t get their way. All are aware of how damaging that would be to Biden’s presidency and Democrats’ ability to stay united and be productive for the current Congress. The Senate bill seems certain to omit House provisions gradually hiking the federal minimum wage to $15 hourly, up from the $7.25 locked in for the past 12 years. The Senate’s nonpartisan parliamentarian said last week that the increase ran afoul of the chamber’s budget rules. Combined with opposition from Manchin and Sen. Kyrsten Sinema, D-Ariz., Democrats have essentially conceded that the wage increase push will have to wait for future legislation. Democrats must now decide “how we do minimum wage as part of another piece of legislation or on its own,” said Sen. Richard Blumenthal of Connecticut. Even so, Senate Budget Committee Chairman Bernie Sanders, I-Vt., has said he will force a vote on an amendment restoring the increase to $15, though it seems virtually certain to lose. Some other eleventh-hour questions also seemed to need resolution. Manchin and Sen. Jon Tester, D-Mont., said they want spending to be better “targeted,” which Manchin said meant “helping the people that need help the most.” Republicans have said the legislation is too costly and spends money needlessly. Sen. Angus King, I-Maine, said he wants the bill’s $350 billion for state and local governments to specify minimum amounts for municipal governments. He also said he wants perhaps $50 billion to improve broadband coverage.
But many final loose ends seemed to be starting to be tied up. In one sign of that, 11 Democratic senators sent a letter Tuesday to Biden urging him to use a huge, upcoming infrastructure bill to create regularly paid relief and jobless benefits that would be automatically triggered by economic conditions. Some progressives had wanted those payments to be included in the COVID19 bill. Democrats’ push to include it in later legislation suggested an e�ort to satisfy progressives while also avoiding jeopardizing the current package. While the seldom-used procedures Senate Democrats are using forced them to jettison the unemployment benefits, they have huge upside – the bill is shielded from filibusters, meaning it can pass without any GOP support if Democrats remain united.

Stocks drift lower on Wall Street; yields continue to ease By Stan Choe, Damian J. Troise and Alex Veiga Associated Press
Stocks are drifting lower in afternoon trading on Wall Street Tuesday, giving back some of their big gains from a day earlier. The S&P 500 was down 0.1% after earlier flipping between small gains and losses. A day before, it leaped 2.4% for its best performance since June, nearly erasing its entire loss from the week before. The Dow Jones Industrial Average was up 47 points, or 0.1%, at 31,581, as of 2:57 p.m. Eastern time, and the Nasdaq composite was 0.8% lower. “At some point the market has to stabilize and today it seems to be stabilizing,” said Mike Zigmont, director of trading and research at Harvest Volatility Management. For weeks, the market’s focus has been fixed on the bond market, where a swift recent rise in interest rates is threatening one of the main reasons for the stock market’s run to records through the pandemic. The yield on the 10-year Treasury eased a bit more Tuesday afternoon, down to 1.41% from 1.44% late Monday. It’s a reprieve following weeks of relentless rising. The 10-year yield had crossed above 1.50% last week, up from roughly 0.90% at the start of the year, and the zoom higher raised worries that more increases would destabilize the market. Treasury yields have been climbing with expectations for economic growth and inflation, and such a rise makes borrowing more expensive for home buyers, companies taking out loans and virtually everyone else. That can slow economic growth. Higher rates also force investors to rethink how much they’re willing to pay for stocks, making each $1 of profit that companies earn a little less valuable. Technology and internet stocks bore the brunt of the rethink, in large part because their recent dominance left them looking even pricier than the rest of the market. “Valuations have just become problematic across certain pockets of the U.S. (stock) market and investors are starting to realize that,” said Megan Horneman, director of portfolio strategy at Verdence Capital Advisors. Investors should be prepared for more risks in sectors that have driven the market’s growth through the pandemic because of more inflation, according to Cliff Hodge, chief investment officer of
Cornerstone Wealth. “What’s gotten us here is not likely to get us where we want to be going forward,” he said. Tech stocks were weak again on Tuesday, with those in the S&P 500 falling 0.8%. But strategists along Wall Street remain fairly optimistic, saying stocks in other areas of the market are likely to rise with expectations for the economy’s improvement later this year. Gains for banks, energy producers and other companies whose profits are closely tied to the economy’s strength can help offset a pullback for tech stocks, which had been driving the market for years, the thinking goes. Zoom Video Communications, the company whose software helps students and workers around the world talk with each other from a distance, fell 7% as concerns over slower subscriber growth offset its otherwise solid quarterly financial report and forecast. One of the biggest gains in the S&P 500 came from Nielsen Holdings, whose ratings data helps companies choose which television shows to advertise on. It rose 7.7% after signing a deal with Roku to help measure audiences for streaming content. Among the decliners was First Republic Bank, which fell 3.3% after it said it will sell 1.75 million shares of stock to raise cash. Tuesday’s modest moves may prove short-lived. Several speeches and data reports this week could offer more light on the direction of interest rates, which are the dominating force on Wall Street now. Federal Reserve Chair Jerome Powell is scheduled to speak on Thursday. On Tuesday, Federal Reserve Governor Lael Brainard sought to calm financial markets by emphasizing that the Fed, while generally optimistic about the economy, is still far from raising interest rates or reducing its $120 billion a month in asset purchases. She also said that the Fed is closely monitoring the recent rise in the 10-year Treasury yield and an increase in investors’ inflation expectations. But she repeatedly said the economy is 10 million jobs short of its pre-pandemic level and the Fed would keep rates at nearly zero until the job market has fully recovered. “We’ve got some distance to go to meet our goals,” of higher inflation and lower unemployment, Brainard said. At the end of the week will be the government’s jobs report, which is typically the highlight economic report
of every month. It also includes numbers for how much wages are rising across the economy, a key component of inflation. Worries have been rising in recent months that inflation could be headed higher as COVID-19 vaccines get the economy back to strong growth and Washington gets close to delivering another $1.9 trillion in aid for the economy. In Europes, Germany’s DAX returned 0.2%, and France’s CAC 40 rose 0.3%. The FTSE 100 in London added 0.4%. In Asian trading, the Nikkei 225 in Tokyo declined 0.9%, the Hang Seng in Hong Kong shed 1.2% and stocks in Shanghai lost 1.2%.

In case you missed it (and the multitude of ads announcing it), a new streaming service called Discovery+ launched about two months ago. Most people I’ve spoken to really took notice when they could no longer see new episodes of some of their favorite shows on TV. Discovery currently owns 19 pay-TV networks in the United States, listed in alphabetical order: American Heroes Channel, Animal Planet, Cooking Channel, Destination America, Discovery Channel, Discovery en Español, Discovery Familia, Discovery Family, Discovery Life, DIY Network, Food Network, Great American Country, HGTV, Investigation Discovery, Motortrend, OWN, Science Channel, TLC, and Travel Channel – and Magnolia Network is set to debut this summer. The Discovery+ streaming app ($4.99/ month) promises lots of fun original content – including new shows from some of the Discovery family’s most popular personalities – along with a vast library of existing programming from their linear networks. That’s great news in that it gives people who don’t already get those channels as part of their cable or satellite package access to all of that programming. It’s also great for super fans eager to watch exclusive content from their favorite HGTV designers, Food Network chefs, or Travel Channel paranormal investigators. The plan seems to be working: In less than two months Discovery+ already had over 11 million subscribers. Unfortunately, moving new episodes of several popular series from linear networks to the streaming service has angered millions of cable and satellite subscribers. I remember seeing vitriolic comments (since deleted) on the Instagram feeds of
stars from some of those shows. Other commenters had to remind them that the people on the shows have no control over when or where their shows are aired. The anger was understandable, though, considering most came from people who were already paying hefty cable or satellite subscriptions and didn’t want to be “forced” to pay another $4.99 per month to keep watching shows that used to be on cable. No one is forcing anyone to subscribe. I haven’t. Yes, I miss shows that used to be part of my weekly routine, but I can live without them. Someone else might be motivated to drop cable or satellite and subscribe to streaming services. We have choices. Where we choose to spend our money will help shape the future of Discovery+. The true test will be how much it impacts Discovery’s relationships with cable and satellite operators. How much will the streaming app cut into the linear channels’ ratings? How will that effect ad rates? How many cable or satellite customers will cut the cord? Discovery+ is a very different streaming model than NBCUniversal’s Peacock, which debuted last year and had 33 million subscribers as of late January (that figure includes free subscriptions from cable providers like Comcast/Xfinity which owns NBCUniversal). Peacock offers free and paid tiers allowing different levels of access to original content and their impressive library, and new episodes of linear series are available to stream the day after they air on regular TV. Right now, both companies are testing the waters to figure out the optimum balance between their linear and streaming programming. Changes will likely be made based on ratings, ad rates, and subscribers. What those changes are remains to be seen.

Most people in Northern Illinois wouldn’t have recognized the names Catherine Rekate, Carl A. Reimann, or Betty F. Piche, but that would change on December 29, 1972. It was a Friday night and the Christmas lights were still up in the Pine Village Steakhouse and Tavern in Yorkville, Illinois. The dinner rush had ended and 16-year-old Catherine Rekate was finishing her shift as a dishwasher. Her father, Donald, was already out in the parking lot to give her a ride home. Catherine had begged her parents to let her get the job only a few weeks before. She wanted extra money to buy Christmas presents. There were only a few other people inside the restaurant when Carl A. Reimann walked in with his girlfriend, Betty F. Piche. The sta� knew the couple but one waitress, Harriet thought it odd that Betty was wearing a blonde wig that night. Harriet was working in the back a few moments later when the terrifying sounds of gunfire rang out. She ran out the back door and across the yard to the owner’s house. Wendell Flint couldn’t quite understand the hysterical girl that pounded on his door that night. He only understood the words “gunshots fired”. Catherine’s father, Donald Rekate was an amateur radio bu� and he quickly called the police on his scanner when he heard the gunshots. He was able to give a description of the couple that came running out of the
steakhouse. Donald also managed to notice the direction the car headed as it sped away from the parking lot. Police O�cer Richard Randall and owner Wendell Flint arrived at about the same time. They were horrified by the scene. “There were bodies all over the place.” Flint would state later. O�cer Randall would describe it as the most heinous crime scene of his career. There were three bodies behind the bar and one victim was on the floor in front of the bar. Another man who tried to flee made it to the dining room before he was shot. Kendall County Coroner, William Dunn would later describe the scene as a “bloody massacre.” Everyone was astonished to find one of the victims clinging to life. John Wilson was a bartender at the restaurant. He had been shot twice in the head. Though all e�orts were made to save him, Wilson succumbed to his injuries a few days later. The o�cers’ horror at the brutal scene quickly grew when they realized that there was a couple with two small children hiding under one of the tables near the bar. They rushed the hysterical family to safety. The family told o�cers they had entered the restaurant just as Reimann and Piche were gathering the money from the cash register. Reimann told them to sit down and not to look at them. Later police would find out that Reimann had planned to shoot the family but he ran out of ammunition. Coroner Dunn made his way through the restaurant examining the dead. The victims were: 35-year-old Dave Gardner,
who stopped by the restaurant to get his family dinner, Robert Loftus a 48-year-old retired Navy Veteran, 73-year-old George T. Pashade, a chef at the Pineville for 11 years and 16-year-old Catherine Rekate. One doesn’t even want to think about what was going through Donald’s mind as he waited outside the scene for news about his daughter. Forty minutes later near the small town of Morris, Illinois a police cruiser spotted the 1959 Chevrolet and pulled it over. Carl A. Reimann still carried the .32 caliber chrome handgun that he had used in the shooting spree. The police were also able to recover the money that was taken. The $500 amount seemed too small for the death of five people. Authorities learned that Reimann had served two years in a Nebraska prison for armed robbery. He came to live with his mother in Sandwich, Illinois upon his release. They theorized that maybe this time Reimann decided not to leave any witnesses. This crime changed life for everyone in northern Illinois. People found it hard to believe that the slight, young man could shoot five people in cold blood. The defense team argued that there was no way that Reimann and Piche would receive a fair trial in Kendall County. The lawyers won their argument and the case was shifted to Winnebago County. The week-long trial began in May of 1973. Seven men and five women listened to all the horrendous details of the crime. It was
the first time that the details were released to the public. Some of the victims had been shot more than once but they had all been killed with shots to the head. Carl A. Reimann was sentenced to 50-150 years for each of the five counts of murder and a 20-60 year sentence for the robbery charge. Betty F. Piche was sentenced to serve a 20-60 year term for each of the five murders and a 10-30 year term for the robbery charge. This case has continued to gain headlines even though 49 years have passed. Piche served her sentence and was released in 1983. She died in 2004. Carl A. Reimann was paroled under a lot of protest in 2018. In fact, people in the towns where he tried to settle protested three times before the state could find someplace for him to live. Officer Randall kept in touch with Catherine Rekate’s family through the years. The Rekate family’s greatest fear was that Reimann would be released from prison. Donald passed away on December 30, 1995, long before Reimann walked free. Randall remembered that people in Yorkville were grateful for that. “There is only so much heartache one family can take.” Kathi Kresol has been researching Rockford’s past for over a decade. Strawberry management: Your first season BY GRANT MCCARTY CONTRIBUTOR
If you plant new strawberry plants this year, you may need to do some additional steps in order to produce strawberries this season and for years to come. This depends on the type you are planting. As you may recall with our series, day neutral strawberries are a type that would be grown as an annual. They’ll be planted in the spring of 2021, produce strawberries from June to October, and removed in the fall of 2021. You will not overwinter them. Your perennial strawberries are june-bearing. You’ll plant these in 2021 but won’t fully harvest from
them until summer 2022. They will need to overwinter. Strawberry plants should be planted the end of April. You might be able to plant these a couple weeks early but they will do well towards end of April as the soil is beginning to warm. At planting, you should add some compost to your plants. Wait a month before adding any fertilizers as it’s not needed just yet. The first month of growth for any strawberry plant is focused on developing leaves and a good root system. Remove any runners/ flowers that develop in May. Since day neutral strawberries will be grown as an annual, you’ll still be
removing runners throughout the season. The reason for this is that these runners are taking energy away from your day neutral plants. These runners will develop all season long and you’ll want to keep searching for them to remove as you harvest your berries. After removing runners in May of year 1 for june bearing, you want to select 4 runners to develop daughter plants. Think of these as extensions from your main plant but will also create new plants and fill up your physical growing area. These daughter plants should be positioned to create a “box” around the main plant. All other runners throughout the season
should be removed. In this first year, it’s important to remove any flowers that develop as the main purpose of this season is to develop your plants along. As you can imagine, this means that you won’t be getting strawberries this first season. By the fall, your day neutral strawberry plants will be removed. Your june-bearing strawberry plants though will need winter protection to overwinter and finally produce strawberries for you in year 2. Keeping living quarters warm during cold weather is challenged when centralized supplies of gas and electricity are curtailed as was highly publicized in Texas and other states recently. Even with a very energy e�cient house with very e�cient appliances, a need for heat remains. Wood provides an alternative heating source. Many of its users like the opportunity to be energy self-su�cient and enjoy the steady warmth and glow of a wood fire. A wide range of appliances are designed to burn wood including wood stoves, pellet stoves, fireplaces, fireplace inserts, central furnaces and masonry heaters. Wood heat still has a place in many homes in this part of the country. Its use involves a combustion process which has some health and environmental impacts. To limit them new appliances must meet governmental standards as well as safety standards. To minimize the release of pollutants an updated appliance is
essential as is securing a dry source of untreated wood. A remaining environmental question is whether wood burning is carbon neutral and therefore sustainable. If gathered from a fallen tree or collected from wood wastes such as sawdust or fallen branches many experts consider that to be a reasonable, carbon neutral use of wood resources. A growing challenge to its carbon neutral assumption comes from felling woodlands and taking the entire tree and turning it into wood pellets or wood chips to burn in old coal fired plants to produce electricity. Such a transition to wood fuel is occurring in Europe, particularly in England, and has led to a growth in cutting forests in the southeastern United States. Somewhat under the radar for most Americans is the development of the U.S. wood pellet industry. Turning wood into pellets improves the density of the wood, reduces its moisture content and some related pollutants and makes for easier handling and increased automation. The
demand for pellets is driven by a European policy to increase the use of renewable energy to cut greenhouse gas emissions and enhance the e�ciency of its energy system. Wood in Europe is considered a renewable resource and is targeted to replace coal in existing electrical generating installations. In contrast to utility scale pellet consumption in Europe, residential consumption is the biggest use in the United States. When Scott Pruitt was the head of the US EPA, he declared biomass was a source of renewable energy. Forests in the southern states have been harvested and shipped to Europe to meet their demand. In Vermont’s renewable energy planning document wood is portrayed as a way to cut carbon emissions. But critics point out if the wood is secured from a living tree and replaced with a newly planted sapling, it will take years for the young tree to capture the carbon released by burning the mature tree. In theory the process is carbon neutral but not in reasonable time to cut carbon emissions
as the reductions are needed now. With abundant forests and a long tradition of burning wood, it still supplies about 21% of the state’s heating needs, much from cordwood. With wood consumption expected to increase by 20% this decade, targeting mature trees and woodlands is likely to increase in many parts of North America. A recent controversy in Fort Nelson, British Columbia, involves a proposal to cut a massive mature forest of poplar and spruce trees to be processed into wood pellets for sale to Japan to help that country meet its carbon reduction goals. Critics point out that it is not a sustainable method to cut carbon emissions and has adverse environmental impacts. The massive scale of the project under consideration also could eliminate wood supplies serving the local lumber, furniture and plywood industries. If the demand for pellets and wood chips expands as projected the forests of the Midwest could be increasingly targeted for harvesting.
