Jon Bates announces retirement from Community Foundation Staff Report
ROCKFORD - Jon Bates, President of the Community Foundation of Northern Illinois (CFNIL), has announced his intention to retire June 30, the end of the organization’s fiscal year. “It has been an honor and a privilege to experience firsthand the generosity, caring, and brilliance that characterize the people of northern Illinois and the volunteers and staff who guide the Community Foundation of Northern Illinois in our stewardship and grant making,” Bates said.” Bates began his tenure with the Foundation in 2008 as the vice president of finance and administration and was named president in 2015. Under his leadership, CFNIL has grown combined assets to over $114 million and grants and scholarships made since its inception now total over
$73 million. During Bates’ 12-year tenure, the foundation’s impact in strengthening local nonprofits and communities has continued to grow. He oversaw CFNIL’s largest-ever grant supporting the creation of the Linking Talent with Opportunity (LTO) initiative. Bates also partnered with local colleges and universities to add over $6M in permanent scholarship endowments for local students attending local colleges, bringing total scholarship endowments at the foundation to nearly $15 million. The effort positioned the Community Foundation of Northern Illinois as an anchor institution in our region, facilitating the generosity of donors for the benefit of students, nonprofit organizations, and the common good. “Since I’ve met Jon, I’ve admired how he
has merged his passion for this community with his leadership at the Foundation,” said CFNIL Board Charir Erin Calkins said. “As a result of his steadfast commitment to our mission, the Foundation has grown exponentially over the last several years. It is now our primary goal to find a successor who will bring that same passion and commitment to an ever-evolving institution.” CFNIL board has engaged an executive search firm, FurstExecutives, to lead the search for a new president. “CFNIL is entering its 67th year of service to the people of northern Illinois,” Calkins said, “We look forward to it being a year in which we celebrate Jon’s many accomplishments and in which we welcome a new President who will build upon that success.”

NASHVILLE, Tenn. (AP) – Rescuers searched through shattered Tennessee neighborhoods for bodies Tuesday, less than a day after tornadoes ripped across Nashville and other parts of the state as families slept. At least 25 people were killed, some in their beds, authorities said. The twisters that struck in the hours after midnight shredded more than 140 buildings and buried people in piles of rubble and wrecked basements. The storms moved so quickly that many people in their path could not flee to safer areas. “It hit so fast, a lot of folks didn’t have time to take shelter,” Putnam County Mayor Randy Porter said. “Many of these folks were sleeping.” The governor declared an emergency and sent the National Guard to the county to help with search-and-rescue e�orts. Early findings by National Weather Service survey teams indicated that the damage in Nashville and Wilson County to the east was inflicted by a tornado of at least EF-3 intensity, the agency said. One twister wrecked homes and businesses across a 10-mile (16 kilometer) stretch of Nashville that included parts of downtown. It smashed more than three dozen buildings, including destroying the tower and stained glass of a historic church. Another tornado damaged more than 100 structures along a 2-mile (3.2-kilometer) path of destruction in Putnam County, wiping some homes from their foundations and depositing the wreckage far away. Daybreak revealed landscapes littered with blown-down walls and roofs, snapped power lines and huge broken trees, making many city streets and rural roads impassable. Schools, courts, transit lines and an airport were closed. More than a dozen polling stations were also damaged, forcing Super Tuesday voters to wait in long lines at alternative sites. The death toll climbed steadily as first responders gingerly pulled apart wreckage. Sheri� Eddie Farris said only 30 percent of the Putnam County disaster area had received a “hard check” by midday. “A lot of these homes had basements, and we’re hopeful there are still people down in there,” he said. In Putnam County, 80 miles (128 kilometers) east of Nashville, trees, vehicles and other loose, heavy items had completely flattened houses and businesses. A van of longtime customers at a local eatery – who proudly stated they ate there every morning – arrived to help clear debris just as Gov. Bill Lee stopped by to tour the devastation.
In one neighborhood, volunteers had found five bodies by Tuesday afternoon. Neighbors and sheri�’s o�cers were still looking for two more. Nashville residents walked around on streets and sidewalks littered with debris, in neighborhoods where missing walls and roofs left living rooms and kitchens exposed. Mangled power lines and broken trees came to rest on cars, streets and piles of rubble. “It is heartbreaking. We have had loss of life all across the state,” said Lee, who ordered nonessential state workers to stay home and then boarded a helicopter to survey the damage. During the governor’s tour of Putnam County, homeowners dug through debris, trying to salvage any items not destroyed. One young woman held up a clean green blouse while standing on a second floor of a home that had no roof. The Red Cross set up a shelter with 50 cots at a church in nearby Cookeville for those left homeless by the storm who had nowhere else to stay, said Anita Murrell, who helps manage Red Cross disaster response volunteers in Tennessee. President Donald Trump spoke with the governor by phone and pledged federal assistance, the White House said. Trump also announced plans to visit the disaster area on Friday. “We send our love and our prayers of the nation to every family that was a�ected,” Trump said. “We will get there, and we will recover, and we will rebuild, and we will help them.” The tornadoes were spawned by a line of severe storms that stretched from Alabama into western Pennsylvania. In Nashville, the twister’s path was mostly north and east of the heart of downtown, sparing many of the city’s biggest tourism draws – the honky tonks of Broadway, the Grand Ole Opry House, the storied Ryman Auditorium and the convention center. Instead the storm tore through the largely African American areas of Bordeaux and North Nashville as well as neighborhoods transformed by a recent building boom. Germantown and East Nashville are two of the city’s trendiest hotspots, with restaurants, music venues, high-end apartment complexes and rising home prices threatening to drive out longtime residents. “The dogs started barking before the sirens went o�. They knew what was coming,” said Paula Wade, of East Nashville. “Then we heard the roar ... Something made me just sit straight up in bed, and something came through the
window right above my head. If I hadn’t moved, I would’ve gotten a face full of glass.” Then she looked across the street and saw the damage at East End United Methodist Church. “It’s this beautiful Richardsonian Romanesque church. The bell tower is gone, the triptych window of Jesus the good shepherd that they just restored and put back up a few weeks ago is gone,” she said. The roof came crashing down on Ronald Baldwin and Harry Nahay in the bedroom of their one-story brick home in East Nashville. “We couldn’t get out,” Baldwin said. “And so I just kept kicking and kicking until we finally made a hole.” The roaring wind woke Evan and Carlie Peters, also in East Nashville, but they had no time to reach the relative safety of an interior bathroom. “Within about 10 seconds, the house started shaking,” Carlie Peters said. “I jumped on top of the ground. He jumped on top of me. The ceiling landed on top of him. ... we’re grateful to be alive.” With more than a dozen Super Tuesday polling places in Nashville’s Davidson County damaged, voters were sent to other locations, some of them with long lines. Election o�cials in Putnam County advised voters in eight precincts with damaged polling locations to vote at the main election o�ce in Cookeville. “None of us are yelling at each other, so that’s good,” said Ryan Rayburn of Nashville, who waited about 90 minutes to vote at the Cleveland Park Community Center, where people were sent after their regular precincts were closed due to storm damage. Damage to the power grid left more than 44,000 customers in the dark. The weather also damaged gas lines, water mains and cellphone towers, making the rescue and recovery efforts much more difficult, authorities said. Schools were closed in Nashville and beyond as families who were suddenly homeless tried to figure out their next steps. Hundreds of people went to a Red Cross shelter at the Nashville Farmers Market, just north of the state Capitol, but a power outage there forced them to move again to the Centennial Sportsplex. The weather also reduced much of the interior of the long-closed Tennessee State Prison in Nashville to huge piles of bricks, the state Department of Corrections said in a tweet. The prison formed the set of “The Green Mile” and other films.

Virus spread prompts Fed to slash rates in surprise move By Martin Crutsinger and Christopher Rugaber Associated Press
WASHINGTON (AP) – In a surprise move, the Federal Reserve cut its benchmark interest rate by a sizable half-percentage point Tuesday in an effort to support the economy in the face of the spreading coronavirus. Chairman Jerome Powell said at a news conference that the virus “will surely weigh on economic activity both here and abroad for some time.” It was the Fed’s first move since last year, when it reduced its key short-term rate three times. It’s also the first time it’s cut rates between policy meetings since the 2008 financial crisis, and it is the largest rate cut since then. The Dow Jones Industrial Average, which had been down as much as 356 points shortly before the Fed’s announcement, initially jumped on the news. The surge was short-lived. By late afternoon, the Dow had tumbled more than 600 points in a sign of nagging worries about economic damage from the virus. Still, on Monday, the Dow had rocketed up nearly 1,300 points – its largest percentage gain since 2009. The yield on the 10-year Treasury note briefly fell below 1% for the first time ever. Investors around the world bid up bond prices – which move in the opposite direction of yields – as they sought safety from the stock market’s turmoil. The fear that coursed through financial markets after the Fed’s announcement underscored the worry that there are limitations to what the Fed and other central banks can do to resolve a crisis of this kind. Powell acknowledged as much when he observed that the “ultimate solution to this challenge will come from others, most notably health professionals.” Indeed, the Fed’s announcement of a steep rate cut signaled its concern that the coronavirus, which is depressing economic activity across the world, poses an escalating threat and could trigger a recession. Rising uncertainty about how and when the threat will be resolved is pressuring markets. Powell said that since last week, when several Fed officials had said they saw no urgent need to cut rates, “we have seen a broader spread of the virus.” “So, we saw a risk to the economy, and we chose to act,” he added. At the same time, Powell sought to balance those concerns by noting that U.S. economy remained sturdy, with
unemploy ment low and consumer spending solid. “The economy continues to perform well,” he said. “We will get to the other side of this.” The Fed’s statement announcing its rate cut said it would “act as appropriate to support the economy,” which economists saw as a sign it’s leaning toward an additional rate cut, perhaps at its next policy meeting in two weeks. Emergency cuts like Tuesday’s have typically been followed by further reductions soon afterward. Tuesday’s move, which the Fed’s policy committee backed unanimously, lowered its benchmark rate to a range of 1% to 1.25%. On Tuesday, Australia’s central bank announced that it was cutting its official rate by a quarter-point to a record low of 0.5% and cited the coronavirus’ “significant effect” on the economy as the reason. Just as in Australia, central banks in Japan and Europe have almost no more room to provide stimulus through rate cuts because their benchmark rates are at or near zero – or even below. The result is that pressure is rising on governments across the world to supply economic help through tax or spending policies. China has taken action on several fronts to ease credit and stabilize the world’s second-largest economy in the face of the coronavirus. Members of the U.S. Congress are finalizing a $7.5 billion emergency bill to fund the government’s response to the coronavirus outbreak in a rare act of bipartisan cooperation. The legislation would speed development of a coronavirus vaccine, pay for preparedness by states and localities, help other countries fight the outbreak and seek to ensure that the vaccine is affordable when it’s ready, though that could take a year. Powell acknowledged that there are limits to the Fed’s influence to deal with the economic repercussions of the virus – from closed factories to canceled business travel to disrupted company supply chains. But he said lower rates can help keep credit flowing, particularly to struggling businesses already laden with debt that would otherwise face higher borrowing costs. And he suggested that the Fed’s intervention would boost consumer and business confidence and provide “a meaningful boost to the economy.” Many economists do see some benefit from the Fed’s move. “The Fed obviously cannot address the
virus itself by cutting rates, but they can hope to short-circuit the potential for a negative response in financial markets that could make the economic impact of the virus even worse,” said Eric Winograd, senior economist at AB. Across the world, business is slowing and in some places stopping altogether as a consequence of the virus. Factories in China have been struggling to grind slowly back to life. Many European vacation destinations have been all but deserted as leisure and corporate travel has diminished. And major companies around the world bracing for the risk that the economic landscape could worsen before it improves. Indeed, Powell noted that “you are hearing concerns from people in the travel business, the hotel business and things like that.” “We expect that will continue and probably will grow,” he said. Google told its 8,000 full-time staffers and contractors at its European headquarters in Dublin to work from home Tuesday. Irish news reports have said that a Google staffer is being tested for coronavirus. But the company issued only a brief statement that said it was continuing to take precautionary measures to protect the health and safety of its workforce. President Donald Trump, who has repeatedly attacked the Fed and Powell in particular for not cutting rates more aggressively, doubled down in a new tweet after the Fed’s announcement, saying, “More easing and cutting!” Powell said the central bank is focused on its goal of supporting the economy and said, “We’re never going to consider any political considerations whatsoever.” Earlier Tuesday, seven major economies had pledged to use “all appropriate tools” to deal with the spreading coronavirus but announced no immediate actions. The group of major industrial countries, referred to as the G-7, said it was “ready to take actions, including fiscal measures where appropriate, to aid in the response to the virus and support the economy.” The joint statement from the United States, Japan, Germany, Britain, France, Italy and Canada followed an emergency conference call among the finance ministers and central bank presidents, led by Powell and U.S. Treasury Secretary Steven Mnuchin. The G-7 has issued similar joint statements during periods of extreme market turmoil, such as the Sept. 11, 2001, terrorist attacks and the 2008 financial crisis.
Last week, the Dow plunged 14% from recent highs, its worst week since the 2008 global financial crisis. Global agencies have indicated this week that there will be a significant economic impact as the virus spreads. On Monday, the Organization for Economic Cooperation and Development said that the coronavirus, which was first detected in China but has now spread to 60 nations in Europe, the U.S., Latin America and other parts of Asia, could cause the world economy to shrink this quarter for the first time since the international financial crisis more than a decade ago. The OECD lowered its forecasts for global growth in 2020 by half a percentage point, to 2.4% – and said the figure could go as low as 1.5% if the outbreak is sustained and widespread. There are signs that the outbreak has begun to ebb in China.

Pair charged in sexual abuse case By Jim Hagerty Reporter
ROCKFORD - A Rockford father and daughter have been jailed for their alleged role in a sexual abuse case involving a child. Harvey Bales, 58, is charged with predatory criminal sexual assault and aggravated criminal sexual abuse. Aliesha Bales, 28, is charged with endangering the health of a child. Police say the charges stem from a report received by the Rockford Police Department on Jan. 28 that a juvenile younger than 13 had been sexually abused. Harvey and Aliesha Bales were identified as suspects by the Rockford Police Department’s Sensitive Crimes Unit and charges were authorized by the Winnebago Count State’s Attorney’s Office. “Warrants were obtained and on March 2, 2020 (and) they were taken into custody and lodged in the Winnebago County Jail,” Rockford Police Media and Marketing Coordinator Michelle Marcomb said. Harvey and Aliesha Bales are known to the victim, police said. Harvey Bales is being held on a $500,000 bond. Aliesha’s bond is set at $10,000. Both suspects were in custody at press time.
Aggravated discharge of a firearm A Rockford man was the victim of gun violence over the weekend. Police say at around 8:21 p.m., Saturday, Feb. 29, patrol officers responded to a shots-fired report in the 2300 block of West Jefferson Street. That’s where they found Anthony Hicks suffering from multiple gunshot wounds. Details of the case have not been reported. Hicks is expected to survive. Aggravated battery with a deadly weapon A Rockford woman faces charges as the result of a stabbing incident that occurred Saturday, Feb. 29, in the 500 block of North Main Street. Police say that is was where a 57-year-old woman suffered bite marks and two stab wounds. Shimika Davis, 41, was developed as suspect during a followup investigation. She is charged with aggravated battery with deadly weapon and lodged in the Winnebago County Jail. Bond is set at $50,000. Davis, who was in a relationship with the victim, is due in court April 3. The victim’s injuries were not life-threatening. Resisting arrest At 3:21 a.m., Sunday, March 1, police
responded to residence in the 300 block of Ogilby Road for a report that a vehicle had been struck by gunfire. Officers observed a person running from a party that was occurring and arrested Kedrick Burden, 27, of Rockford. He is charged with resisting arrest. Home invasion No charges were filed after a report of a home invasion in the 100 block of South Chicago Avenue was Friday, Feb. 28. At around 3 a.m., officers responded to a lower apartment and noticed signs that someone forced their way into residence and that a struggle ensued. “The female occupant of the apartment then arrived home and stated her children were left under the care of her current boyfriend,” Marcomb said. The woman told police she suspected that her ex-boyfriend was responsible for the confrontation. Police say the parties involved would not cooperate with officers and no charges were filed. No injuries were reported. Guilty plea A 24-year-old man faces 18 years behind bars after being convicted of criminal
sexual assault and three counts of domestic battery. Robert E. Guerrero was found guilty Feb. 27 after a bench trial before Judge Brendan Maher. Guerrero’s charges were filed after he battered a sexually assaulted a woman inside a Roscoe apartment last March. An investigation of that incident began a month later and Guerrero was arrested May 6, 2019. Criminal sexual assault is a Class 1 felony punishable by a sentence of four to 15 years in prison followed by two years of parole. Domestic battery is a Class A misdemeanor punishable by up to a year in jail. Guerrero is scheduled for sentencing on April 8. City to settle wrongful imprisonment suit By Jim Hagerty Reporter
ROCKFORD - Rockford aldermen, on Monday, agreed to settle a wrongful imprisonment lawsuit for $11 million. The suit was brought by Tyjuan T. Anderson, 38; Anthony S. Ross, 39; and 46-year-old Lumont D. Johnson, all of Rockford. The trio spent more more than 10 years in prison for the shooting death of 8-year-old DeMarcus Hanson. Hanson was hit in the head by a stray bullet April 14, 2002, at his grandmother’s Chestnut Street home. Prosecutors said the bullet was one of several fired by the Anderson, Ross and Johnson, who were targeting the boy’s uncle, Alex Dowthard, a member of the Gangster Disciples. Dowthard identified the men as the shooters; they were each sentenced to 50 years. The case made headlines again a decade later later when former Rockford Detective Doug Palmer told reporters that he physically assaulted Ross and Anderson during questioning. “I slapped Anthony Ross,” Palmer told NBC Chicago. I slapped TyJuan Anderson a couple of times.” In addition, he said he falsified statements, intimidated witnesses and handcuffed a woman in front of her crying baby to get her to talk. Anderson and Johnson were convicted
in October 2002. Ross was found guilty in March 2004. Palmer resigned from the Rockford Police Department after having a sexual relationship with an informant in an unrelated case. A year after he resigned, Palmer told attorneys representing the defendants that they may be innocent. He went to Chicago media in 2013 and not only detailed his own misconduct but claimed his fellow officers were also guilty of bad behavior. “You had guys that would walk around with jail photos of people they had beaten as jail trophies,” he told the station. The convictions of Ross, Anderson and Johnson were upheld in 2005 and 2006. However, Judge Joe McGraw ordered new trials in 2014, after Palmer came forward. Witnesses who took the stand in the first trial evoked their Fifth Amendment rights and refused to testify in the second. The men were acquitted in 2015, and brought a lawsuit seeking as much as $80 million against the city in federal court. The suit claimed police withheld exculpatory evidence, fabricated statements and coerced witnesses. The complaint was dismissed in 2018. The plaintiffs filed an appeal, however; and in 2019 a federal appellate court in Chicago reversed parts of the dismissal, sending the case back to the United States District in Rockford.
Palmer was among several officers named in the complaint. City of Rockford Legal Director Nick Meyer said the case could have caused the city tremendous financial hardship had it lost in a jury trial. “Palmer admitted the alleged wrongdoing in sworn affidavits, testimony under oath in post-conviction proceedings, and a televised interview,” Mery said. “Whether those statements are true or false, that still makes this an almost indefensible case.” Meyer said the average judgment for individuals wrongly convicted and imprisoned because of police misconduct is $1 million per year of incarceration, and there have been recent verdicts up to $25 million plus attorney fees per plaintiff in similar cases. “None of those cases involved an officer that essentially admitted to framing the plaintiffs,” he said. “The City of Rockford could have been liable for between $20 million and $75 million.” The settlement cancels the civil trial that was scheduled to begin this week. “We need to remember that a little boy was murdered in 2002 while he slept at his grandmother’s house,” Mayor Tom McNamara said. “His family, friends and our community still suffer for that senseless tragedy nearly 18 years ago and still do not have justice.”
The mayor added that Palmer’s actions when he was member of the Rockford Police have no bearing on today’s department. “Although this case highlights the misconduct of one officer, it does not reflect the integrity of our entire source,” he said. “The Rockford Police Department is comprised of more than 300 outstanding men and women who have dedicated their lives to serving our community and who are working to make Rockford safer every day.” The city expects to issue bonds to pay the majority of the settlement. Officials say when the incident occurred in 2002, Rockford did not have insurance to cover such settlement but began purchasing coverage in 2008. Anderson is represented by Seven Greenberg, of Chicago, known recently for representing R. Kelly in his sexual abuse case. Johnson and Ross are represented by Chicago firm Loevy & Loevy. According to court records, Ross was sentenced in 2017 to 11 years federal prison for possession with the intent to distribute heroin and cocaine, and illegal possession of a firearm. He’s currently lodged in the Winnebago County Jail. Records also show that Anderson and Johnson face federal drug charges filed in 2018, allegations that they were part of a drug trafficking operation involving cocaine, heroin and crack.

More season finales are on tap this month – Carol’s Second Act and 9-1-1: Lone Star air their finales within the next week – which means season premieres are coming up as well. The week after 9-1-1: Lone Star’s two-hour finale, unsurprisingly, will see the return of the series that inspired it, 9-1-1, as it reclaims its Monday night timeslot with the back half of its third season. New and returning shows run the gamut this spring. If you like bittersweetly realistic comedy with a surprising amount of heart, you probably already watch and love Pamela Adlon’s FX series Better Things, which kicks off its fourth season March 5. Writer-producer-director Adlon uses humor to keep her character Sam, a middle-aged actress struggling to
find work while raising three daughters, grounded and empathetic. If scripted fare isn’t your thing, but you like traveling and talking, you might want to check out Ride with Norman Reedus. Although Reedus is best known as The Walking Dead’s Daryl Dixon, you don’t need to be familiar with the actor or the show to enjoy his travelogue series, now entering its fourth season on AMC. (Of course, fans of The Walking Dead will love when co-stars appear on Ride. Michael Rooker, who played Daryl’s brother Merle, guest stars in the season opener.) In each episode, the motorcycle-loving Reedus explores different parts of the world with friends and colleagues. He’s surprisingly good at drawing in viewers and exposes them to new locations and fringe cultures – somewhat reminiscent of what the late Anthony Bourdain accomplished in

Dow sinks 2.9% after rate cut fails to stem market’s dread BY STAN CHOE

NEW YORK (AP) — Fear and uncertainty continue to control Wall Street, and stocks fell sharply Tuesday after an emergency interest-rate cut by the Federal Reserve failed to reassure markets wracked by worries that a fast-spreading virus will cause a recession. The Dow Jones Industrial average sank 785 points, or 2.9%. It had surged 5% a day earlier on hopes for a broader set of stimulus measures. While the cut gave some investors exactly what they had been asking for, Federal Reserve Chairman Jerome Powell acknowledged that the ultimate solution to the virus challenge will have to come from health experts and others, not central banks. Some traders are also questioning whether more aid is on the way to stabilize the market, while others called the Fed’s move premature to begin with. For more than a few, the Fed’s steepest rate cut since 2008 recalled the dark days of the financial crisis and only added to the dread. Through it all, markets are still faced with the same quandary that has sent stock prices tumbling 11% since they set a record just two weeks ago: No one knows how far the virus will ultimately spread before authorities can get it under control, and by how much companies’ profits will be shorn because of it. That uncertainty led to jagged trading across markets on Tuesday. Stocks rallied briefly in the morning following the Fed’s surprise move, but it took just 15 minutes for the gains to evaporate. The yield on the 10-year Treasury fell below 1% for the first time in history as investors ratcheted back expectations for the economy and

inflation. A gauge measuring traders’ fear of upcoming swings for stocks jerked wildly up and down through the day. After popping to a 1.5% gain shortly after the Fed’s announcement, the S&P 500 swung between modest gains and losses for about an hour before turning decisively lower. The index ended the day down 86.86 points, or 2.8%, at 3,003.37. It pared a loss that reached 3.7% in the mid-afternoon, and it marks the eighth drop in the last nine days for the index. The Fed has a long history of coming to the market’s rescue with lower rates and other stimulus, which has helped this bull market in U.S. stocks become the longest on record. Some analysts said the Fed’s latest cut could provide some more confidence. “Confidence in markets is crucial,” said Quincy Krosby, chief market strategist at Prudential Financial. “Without confidence, you don’t have a market.” The Dow Jones Industrial Average had jumped Monday to its best day in more than a decade on rising anticipation for aid from the Fed and other central banks. Even before Tuesday’s announcement, traders were convinced that the Fed would cut rates by half a percentage point on March 18 at its next meeting. But doubts are high about whether the medicine provided by central banks can be as e�ective this time around. Lower rates can encourage shoppers and businesses to borrow and spend more, but they can’t reopen factories that have been shut or recall workers out due to quarantines. After the Fed’s announcement, Powell acknowledged that central banks can’t solve the health crisis. But he said the Fed recognizes the fast spread of the virus is a risk for the economy, and he cited concerns from the travel and hotel industries. Powell said that since last week, when several Fed o�cials had said they saw no urgent need to cut rates, “we have seen a broader spread of the virus.” The high stakes pushed the Fed to cut rates outside of a regularly scheduled meeting for the first time since the 2008 financial crisis, when investors were considering a complete meltdown of the world’s financial system as possible if not likely. That in itself may have spooked the market, as some investors wondered if the Fed saw things as worse than they were led to believe. “I don’t believe that market participants woke up this morning thinking we were facing a crisis similar to the global financial crisis,” said Kristina Hooper, chief global market strategist at Invesco. “But that’s what the Fed’s actions suggested to some.”
She said investors will likely have mixed emotions about the move for days. Some economists called the Fed’s move premature, given that U.S. economic data has yet to show a sharp drop due to the virus. “The nature of today’s announcement could send the wrong signal to market participants, including individual investors who are concerned with recent market volatility,” said Roger Aliaga-Diaz, chief economist of the Americas at Vanguard. Markets are likely to remain shaky until investors get a sense of what the worst-case scenario really is in this virus outbreak. Markets have been on edge for nearly two weeks, as the virus spreads beyond China and companies across continents and industries say they expect it to hit their profits. Payments processor Visa on Tuesday joined the lengthening list of companies warning investors. It said its quarterly revenue will be weaker than earlier predicted because of a drop-o� in travel-related spending on cards. “To get a floor on the markets, realistically, what we need to see is not so much a cut in the number of new coronavirus cases, but at least a slowdown in the acceleration,” said Salvatore Bruno, chief investment o�cer for IndexIQ. “Up until that time, we’re likely to see a lot of volatility.” Worldwide, more than 92,000 people have been sickened, and over 3,100 have died. The number of countries hit by the virus has reached at least 70, with Ukraine and Morocco reporting their first cases. The topsy-turvy Tuesday got o� to a slow trading start in the United States. Earlier in the day, the Group of Seven major industrialized countries pledged support for the global economy, but they stopped short of announcing any specific new measures. Disappointment in the lack of action helped push U.S. stocks lower at the opening of trading, before the Fed surprised markets with its announcement of the steep, half-point rate cut at 10 a.m. Eastern time. Investors are still speculating whether other central banks will join and cut rates and o�er stimulus in a coordinated e�ort around the world. Before the Fed made its move, the Reserve Bank of Australia cut its key interest rate to a record low 0.5%. U.S. markets have been hit hard by fear over the virus’ impact. Monday’s surge for stocks on hopes that central banks will come to the rescue followed a broad sell-o� last week that erased gains for 2020 and sent indexes into what market watchers call a “correction,” or a fall of 10% or more
from a peak. Last week was the worst for the S&P 500 since the financial crisis.

The S&P 500 fell 86.86 points, or 2.8%, at 3,003.37. The Dow Jones Industrial Average lost 785.91 points, or 2.9%, to 25,917.41, and the Nasdaq fell 268.07, or 3%, to 8,684.09. European stock markets were broadly higher, with the German DAX returning 1.1%, the French CAC 40 up 1.1% and the FTSE 100 up 1%. In Asia, Japan’s Nikkei 225 fell 1.2%, South Korea’s Kospi rose 0.6%, and stocks in Shanghai added 0.7%. Bond yields swung following the Fed’s announcement. The yield on the 10-year Treasury slumped to 1.01% from 1.08% late Monday after earlier dropping below the 1% threshold for the first time. The 10-year yield tends to fall when expectations are for weak economic growth and inflation. Shorter-term yields, which move more on Fed actions, had even more dramatic drops. The two-year Treasury yield sank to 0.71% from 0.81%.

Getting soil ready for spring BY GRANT MCCARTY CONTRIBUTOR
With spring right around the corner, you are probably thinking about what plants you will grow, seeds you will start, and getting the garden up and running. Your soil will also need to get prepared for the season too. If you are planting any perennial plants like fruit trees and brambles, you need to get a soil test. Because these plants will come back season after season, it is important to know what the soil pH is which can limit the productivity of your plants by making soil nutrients unavailable. In addition, it is very hard to modify a soil pH once your plants have been planted. Established gardens would benefit with an addition of compost. Compost can feed soil microbes as the soil warms up which will then be active and ready to help your plants get the soil nutrients they need once they are planted. Most soil problems like compaction and water infiltration can be addressed with an addition of compost. You want your compost to come into contact with the soil and usually this will mean turning it into the soil. Most composts are very similar in overall quality. If you are
growing perennial plants with an established wood mulch, consider adding some compost around the base of the plants. You will need to decide on a fertilizer this season too. For a general vegetable garden, we tend to recommend a 10-10-10 meaning 10 of Nitrogen, 10 of Phosphorus, and 10 of Potassium. You will find a lot of other fertilizers available to you though with a wide range of di�erent nutrients. Two things are important for fertilizers: rate and amount. Some fertilizers will state that they need to be applied every two weeks, once a month, and/or one time a season. Sometimes the amount may mean a tablespoon at planting, 10-15 lbs of the product applied in a growing area, and/ or other measurements. The take-away is that it varies and you need to read the label to determine how much of the product you need. If a fertilizer is saying it will need to be applied once a month, you should assume that all of the nutrients of that fertilizer will be taken by the plant. A couple of years ago a nearby farmer had ground on which it was di�cult to grow a crop as flood waters would reduce output. He talked to an o�cial in Rochelle and asked what they were planning on doing to control flood water from their community as he felt they had some responsibility for increasing flood water on his land. The o�cial had little to say and the land owner eventually sold the land to a buyer not interesting in farming the ground. It is an historic pattern as upstream development often involves accelerating water flow from developed land to formerly dry ground downstream. As former owners of a landscape business, we recognized that when a new home was built between existing homes where to direct the flow of excess rainwater between the properties was always a concern. Some of the excess water contributing to flooding in farm communities comes from the widespread practice of tiling farm ground to get rid of excess water and the common practice of growing corn and beans and leaving the ground bare for most of the year. Experience and research indicate problems such as erosion, flooding and carbon loss from the soil could be substantially reduced by planting cover crops on the land. But planting cover crops is not widely practiced in the area as fewer farmers have animals needing hay or bedding so local demand is down. Also, with the growth in the size of farms there is only a limited amount of time to seed the land with a cover crop after the existing field crops are harvested. Planting a cover crop also involves an additional expense of time, seed, fuel and equipment. What makes for rational decision making by a farm operator in today’s farm economy does not include planting cover crops which would help reduce problems at the community level. For some, the answer would be to require cover crops and assist the farmers in financing the transition or requiring them to plant a cover crop as a part of receiving government payments. When solutions are o�ered, gaining social acceptance of them is a major challenge as some interests benefit and others consider themselves harmed. So potential solutions involving environmental considerations can be minimized, brushed aside or ignored as they are seen as interfering with economic goals. If farmland is abandoned for agricultural use due to flooding, drought, or farmers quitting farming it can impact the temperature above the abandoned ground. Over the last 24 years about 25 million hectares of agricultural land has been abandoned across Europe, roughly equivalent to the size of Switzerland. According to Michael Thomsen a study of abandoned farmland in Western Europe by scientists from the Norwegian University of Science and Technology has documented that temperatures above such land are 1.8°F cooler than when previously farmed as a result of tree growth and extra moisture that prevented sunlight being absorbed by the ground. There was also greater evaporation of moisture from wetlands, tree leaves and other sources which also block the amount of solar energy being absorbed by the ground. In Eastern Europe the land temperatures actually failed to drop on abandoned land due to being a drier area with less water available for evaporation and more sunlight hitting the ground. The contrasting results are seen as calling for di�erent approaches to land management in order for abandoned farmland to serve as a source of carbon storage while providing local cooling benefits. Addressing climate change also requires changes in our land use practices including those involving agriculture.

Our Energy Future, Part III (and last of this series) Allen Penticoff Contributor
As good as a Liquid Fluoride Thorium Reactor (LFTR) reactor could be to develop, the United States and the rest of the world followed Rickover’s light-water reactor path. Over time it became entrenched – “it is what we know” – is how the industry and the Nuclear Regulatory Commission (NRC) feel about it, and they have little incentive to change. Presently, builders of the reactors make their money not on building hugely expensive reactors, but in supplying the fuel rods to keep them running – it is a sure thing. So - we’ve decided to stick with using the Model T of reactors when we could be driving a Tesla. No thanks. Not changing. There are a few other nuclear reactor designs in use – considered Generation 2, and 3. Generation 4 is in the works including LFTR and similar technologies (much of it is over my head and I’m not going to try to explain it in layman’s terms). There is debate on what is best and has the fewest problems, but the consensus still is that nuclear technology needs to advance in the next few decades to save the planet. Since Molten Salt Reactors (MSR) can burn “nuclear waste” – all that we need to do with unused uranium fuel is to safely store it until such time it can be economically reprocessed or used directly. The world already has hundreds of years worth of this fuel on hand – even in an all electric age. It is not “waste” in need of disposal
(I prefer to think of it as “leftovers”), and it has already been properly secured against nefarious diversion or accident – mostly in heavy cement/steel containers stored near power plants or other essentially big well-guarded parking lots (i.e. the shut down enrichment plant near Paducah, Kentucky that is now a state wildlife area). While Alvin Weinberg realized you could not practically build an MSR/LFTR small enough to power an airplane (or could we?), our military is now eyeing development of semi-trailer sized LFTR reactors that could be used in the field. As we’ve learned in Desert Storm, Afghanistan and Iraq, a weak link in our military operations is the long supply line that brings in fuel to power our generators and vehicles. With a powerful portable nuclear power plant, much of the military’s energy needs could be met. Future wars will likely involve autonomous vehicles powered by electricity. These desert nations we seem to end up in don’t have power to spare, so we perilously bring in fuel. While I fully expect our military to implement LFTR technology in the field, on bases and perhaps even ships and submarines, our NRC is dragging its feet. Because a LFTR reactor is not under high pressure, its construction is rather simple metal work. It does not need a huge concrete building built to withstand a hydrogen explosion. The design is scalable, so even small towns could have their own power source and
definitely larger cities could have them. Our energy supply would be much more secure by this diversification. They could be on their own grid networks and controlled as needed without the threat of hacking into an interactive network of power-sharing grids. Since the construction is so straightforward, they can be mass-produced with common tools and machinery. Rockford, with its manufacturing know-how could be a leader in building these billion-dollar machines and selling them to the world. Good jobs and a high standard of living come along with that leadership. Alas, our NRC has put a lid on LFTR development in the United States. Billionaire philanthropist/investor Bill Gates sees the wisdom of expanding LFTR technology worldwide to wean us off fossil fuels. Yet his attempts to get something going in the U.S. were thwarted – so, he went to China, whose government not only sees a great need for clean power, but doesn’t mind leading the world by manufacturing this technology they borrowed from our research. But Gate’s efforts in China have been thwarted by the U.S.’s economic war with China by embargoing funds and technol-
ogy transfer. We really have no time to lose on all counts. Keep our current light-water reactors online, subsidize them (or better yet let them be owned by the public) as does “sustainable” sources. On the sites of fossil fuel burning power plants, assemble a manufactured LFTR reactor that can tie into the existing electrical infrastructure and shut the fossil fuel burners down. Look seriously for other places that this power can replace or augment the power grid. Convert our entire society over to a 100 percent electric powered life. We’ll breath easier. We’ll start reversing some of the damage we’ve created and perhaps Gaia can once again keep all in order on our lonely little blue planet. I am sorry to have angered my green friends by finding flaw in their sustainable energy ideology and finding good things to say about nuclear/atomic power. But either you want to immediately reduce the impact of climate change by going nuclear – or you are going to delay until it is far too late by trying to use the sun and wind to save the day. ROCKFORD - The playoff race in the Central Division could come down to the wire as the 2019-20 season enters its final month. As of Tuesday, the Milwaukee Admirals, Iowa Wild and San Antonio Rampage, respectively, were in the first three playoff spots while the Chicago Wolves, Grand Rapids Griffins and Rockford IceHogs represent a three-way tie for the fourth. Rockford started Week 22 poised to take move strongly into postseason position but but dropped a key game in a three-game road swing against a divisional opponent that’s also clawing to make the Calder Cup Playoffs. The trip began on a positive note as Rockford clipped the Texas Stars twice in Austin. Rockford then fell 3-0 in San Antonio, which knocked them into the three-way tie final spot and propelled the Rampage to No. 3. “We ran out of legs,” coach Derek King said after the loss. “As the game went on, they got better and faster. We took (a) penalty, they got (a goal) on us and it just deflated us.” Overall though, King said his club played a solid road game despite the shutout. “They kind of tilted the ice at the end of the second,” he said. “But, I still liked our game, tied (0-0) going into the third. (But) we sort of got away from managing the puck. We started giving pucks up. I think we just got tired.” Rockford likely left some of its energy in Austin, a lot of it spent in Friday’s 5-4 thriller at the H-E-B Center. Or, perhaps it was when they started to lose it. The IceHogs appeared to be cruising to victory when they had a 5-1 lead in the third period. But former ‘Hog Anthony Louis quickly started to re-paint that picture. Louis cut the lead to three with a goal at the 8:43 mark followed by a shorthanded strike that made it 5-3 shortly after. The Stars scored again but Colin Delia was able to close the door on the win.

The IceHogs fell to the San Antonio Rampage on Sunday after being tied 0-0 heading into the first intermission. Rockford boasts a record of 11-3-1-0 this season when leading after the opening frame but is just 10-12-0-2 when tied after one and 7-14-0-0 when trailing after one for a combined 17-26-0-2 when entering the first intermission tied or trailing. From the IceHogs’ season-opener on Oct. 4 through Dec. 20, the IceHogs held an overall record of 17-10-0-1 and reached as high as second place in the Central Division. However, from Dec. 21 through Feb. 1, Rockford won just three matchups, going 3-14-1-1 in that span and falling to sixth place in the division. But, the club has since righted the ship by winning eight of their last 13 since Feb. 4, jumping into a tie for the fourth and final playoff spot in the Central. Lucas Carlsson made his NHL debut with the Chicago Blackhawks on Feb. 23 against the Dallas Stars after being recalled on Feb. 22. He became the 120th IceHogs alum to reach the NHL and the 89th to go from Rockford to the Blackhawks. Prior to his recall, Carlsson pieced together a sevengame point streak from Feb. 4 to Feb. 18 in which he tallied nine points (1g, 8a) to tie for the longest point streak ever recorded by an IceHogs defenseman in AHL history. Adam Clendening previously set the record when he recorded nine points (1g, 8a) across seven games from Feb. 24-March 15, 2013.

Bryant ruling: Cubs did nothing ‘nefarious’ By Ronald Blum Associated Press
Arbitrator Mark Irvings accepted Theo Epstein’s rationale for delaying Kris Bryant’s debut at the start of the 2015 season, concluding there was no proof of “a nefarious motive” by the Chicago Cubs president of baseball operations to delay the third baseman’s eligibility for free agency. In a 42-page decision obtained by The Associated Press, Irvings accepted Epstein’s explanation that injuries to Mike Olt and Tommy La Stella prompted the timing of Bryant’s call-up to the Cubs in April 2015. Had Bryant been brought up one day earlier, he would have been eligible for free agency after the 2020 season. Instead, he will be eligible after the 2021 season. “The association could not satisfy its burden of proving that the Cubs’ assignments of Bryant were done in bad faith to mask service time manipulation,” Irvings wrote. “Given this finding, there is no need to resolve, and this decision does not address, the global issue of whether clubs have the right to manage service time to delay a player’s achievement of the service benchmarks for salary arbitration and free agent eligibility.” Hearings were held last Oct. 21-23, with a final day on Nov. 6. Irvings issued his decision to the parties on Feb. 4, but it was not made public. Now a three-time All-Star third baseman, Bryant hit .425 with nine homers in 40 at-bats during spring training in 2015. Hampered by a sore shoulder, he made three errors in eight games, a factor cited by Epstein as among the reasons for having Bryant start the season at Triple-A Iowa. “The fact that Bryant amassed the worst fielding percentage of any third baseman in baseball during spring training cannot be ignored,” Irvings wrote. Olt started for the Cubs at third base on opening day and La Stella in the second game. La Stella strained an oblique muscle on April 10 and Olt was hit on his right wrist by a pitch the following day, then diagnosed with a fracture on April 15. Bryant batted .321 with three homers in seven games at Iowa. The Cubs were off on April 16, and Bryant was brought up to make his debut against San Diego on April 17. If Bryant had been called up a day earlier, he would have had exactly six years of major league service – the time needed for free agency – by the end of the 2020 season. Epstein said service time was a secondary consideration, Irvings said. “The association was not able to produce memos, emails or texts from Epstein to show he had a nefarious motive at variance
with his public comments,” Irvings wrote, adding that “unforeseen events had forced Epstein’s hand.” “He made a decision based on what he concluded were the acute needs of the major league team, even though it posed a risk to the development of his top prospect,” Irvings added. “The debatable wisdom of that decision cannot be the grounds for finding that Epstein lacked a basis in fact or reason for keeping Bryant with Iowa until April 17.” The players’ association has been critical of teams’ actions that have delayed eligibility for salary arbitration and free agency. Union head Tony Clark has said the matter will be brought up in bargaining for the labor contract that follows the current deal, which expires in December 2021. “Epstein’s explanations cannot be discounted as pretextual or dishonest. While other baseball people could certainly have decided that Bryant should have been put on the opening day roster, Epstein had bases in both fact and reason for reaching a different conclusion,” Irvings wrote. “He had a philosophy of player development that he had followed at that point for 14 years as the person in ultimate control of baseball operations at two big-market baseball clubs,” the decision said. “The association was not able to produce a single example before or since of a first-year minor league player whom Epstein brought up in September or of a true rookie who started the season on the 25-player roster. The association is correct that Bryant’s minor league and spring training numbers were exceptional, even unprecedented, but it cannot be said that consistent adherence to a philosophy that had proven successful is evidence of bad faith motivation.” Selected by Chicago with the second overall pick on the 2013 amateur draft, Bryant was voted National League MVP in 2016 as the Cubs won the World Series for the first time since 1908. The 28-yearold agreed in January to an $18.6 million, one-year contract. Attempting to show there had been service time manipulation, the union cited a Feb. 26, 2015, email from Cubs director of major league scouting Kyle Evans to general manager Jed Hoyer suggesting talks to trade outfielder Ryan Sweeney to Toronto early in the season as a way of clearing a roster spot for Bryant. It also cited a March 20 remark to Bryant by farm system director Jaron Madison about why Bryant was walking through the minor league side of the complex when he had not been assigned there “yet,” and a text from Evans to Epstein and Hoyer predicting Bryant would homer and made an “unreal
