Positivity rate, hospitalizations remain near pandemic lows State announces new vaccine sites, narrowed eligibility at United Center By Tim Kirsininkas

SPRINGFIELD – The state’s rolling seven-day COVID-19 positivity rate held steady near two percent Monday as officials continue to increase vaccination efforts in all parts of the state. The positivity rate stood at 2.3 percent, a number that has not moved more than two-tenths of a percentage point for the past 10 days. Public health officials announced 1,182 new confirmed and probable cases of COVID-19 Monday out of 39,636 test results. The Illinois Department of Public Health reported five additional deaths due to COVID-19 Monday, bringing the state’s death toll to 20,767. Hospitalizations also continued on a steady decline near pandemic lows, with 1,178 people reported hospitalized with COVID-19 at the end of Sunday, including 266 in intensive care unit beds and 118 on ventilators. As of Monday, the state had administered over 3.3 million COVID-19 vaccine doses in total. Friday saw a single-day record for vaccines administered with over 134,000 administered statewide, while a total of 98,550 doses were administered Saturday and 29,564 on Sunday. The state has a seven-day rolling average of 90,135 doses administered per day, an increase of 10,000 additional doses from one week ago when

that figure stood at 80,416. As of Monday, just over nine percent, or 1.1 million, of the state’s 12.7 million residents have been fully vaccinated. In a news conference late last week, Gov. JB Pritzker acknowledged that some residents who are currently eligible to receive a vaccine may still find it difficult to schedule an appointment as the federal government continues to increase production and delivery of vaccine doses. “The increasing supply of vaccine is frankly very exciting, but there is still a shortage across the nation,” Pritzker said on Friday. “That means getting an appointment is still a frustrating experience.” Pritzker expressed optimism, however, that vaccination numbers will continue to improve as the state expects to receive upward of 100,000 doses per day from the federal government by mid-March. While the state continues to build and expand vaccination capacity in advance of increased supply, the Federal Emergency Management Agency and state officials announced Sunday that Chicago’s United Center federal mass vaccination site will now limit appointments to Chicago residents currently eligible for the vaccine as part of the state’s vaccination plan. That includes frontline essential workers, people over 65 years of age, and people aged 16-64 with preexisting conditions and disabilities. The announcement came after officials noted that less than 40 percent of vaccination appointments at the United Center were made by Chicago residents. The United Center federal vaccination site was opened in order to target “particularly

vulnerable communities,” according to a news release which said the narrowing of eligibility for the site was an effort to promote equity in distribution. “Based on the early registration data, it became apparent this was not occurring, leading FEMA to provide additional guidance related to the site to better target communities hit hardest by the virus, including ones surrounding the vaccination site on the city’s West Side,” officials said in the release. Officials said that a portion of extra vaccine doses from the United Center site would be shifted to mobile vaccination teams in other parts of the state in order to continue to focus on vaccine access equity. The state also announced Monday that it would deploy additional resources, including members of the Illinois National Guard, to support vaccination teams in downstate Rock Island and Grundy Counties. “I’m proud to deploy Illinois National Guard teams and additional state resources to Grundy and Rock Island to ensure residents in these counties can receive their vaccines as efficiently and equitably as possible,” Gov. Pritzker said in a statement Monday. Over 850 vaccination sites are currently open across all regions of the state. Eligible residents can search for vaccination appointments and vaccination sites closest to them at coronavirus.illinois.gov.. Voters in Winnebago County can now apply for their Vote By Mail Ballot for the April 6th Consolidated Election. Illinois voters must submit a Vote By Mail Application for each election; applications are only valid for a specific election. Winnebago County registered voters (who live outside the City of Rockford Election District) may complete their application at WinnebagoCountyClerk.com. “A record number of voters cast their Vote By Mail Ballots in the November 2020 election and found it simple and

secure,” said County Clerk & Recorder Lori Gummow. “Due to the ongoing presence of COVID19, we wanted to ensure voters have a safe and convenient way to cast their votes for the upcoming Consolidated Election,” she added. Applications will not be automatically mailed to voters, as they were in the summer of 2020. Ballots must be completed and returned to the Winnebago County Clerk’s Office no later than 7 p.m. on Election Day, or be postmarked April 6th. The Ballot Drop Box has not been approved for the Consolidated Election and is not an option for voters at this time.

Ballots received at the Clerk’s Office, postmarked by Election Day, will be tabulated on the second Tuesday after Election Day (April 20). Early voting at the Winnebago County Administration Building started on February 25. Nukes versus gas By Allen Penticoff Columnist

I have been reading a great book called Shorting the Grid by Meredith Angwin (2020). I had seen a Zoom presentation by Angwin on her topic of how the electric grids work and are financed - and was thus inclined to learn more. Her book is quite readable - if you like to read Mr. Green Car, you will find her casual style very similar. My challenge here is to summarize the essence of some very complicated things how economics and policy drive the ways in which our electricity is generated (most of it not very cleanly). Angwin, like myself, supports having much more nuclear generated electricity than we presently have (about 20 percent). And what nuclear power we do have is threatened by the undercutting of their income by heavily subsidized renewable energy in the form of wind and solar power that produce only a tiny fraction of our clean energy. Most “grids” are vast multi-state complexes where generators of electricity bid every five minutes to sell power. Some sources of power actually get most of their money not from selling electricity, but by being paid to BE ABLE to produce electricity, which they call “capacity.” Nuclear power makes nearly all its money (90%) by selling electricity - so they live and die by what the going rate per kilowatt hour (kWh) is. Renewable energy is far and away cheaper, selling in negative numbers at times because it is so heavily subsidized through Production Tax Credits (PTC) and the ability to sell Renewable Energy Credits (REC). Angwin tells us that electricity generation is not a free market at all. There are many complex rules about who can produce energy and when - and how they will be paid to make it or not make it. When the Balancing Authority calls upon the generators in their grid system to make more power, the companies will bid how much they would like to get for their kWh. A “clearing price” is set this way - out of all the companies that bid, they take the lowest, the next lowest and the third lowest bids - then the third lowest bid is what the first two will get for the next five minutes for the power they make. So, if a renewable source bids in at zero cents, a gas plant at 10 cents, and a nuclear plant at 15 cents, then all will get 15 cents per kWh. The problem is that the first two are making extra money above what they need while the third is just getting by. Often the bigger plants are forced by gas and renewables to sell their electricity below cost. This is forcing the nuclear plants offline. It is not because nuclear plants are wearing out. Most are now good for 80-year life spans of

zero pollution energy - but the economics of cheap gas is killing them. Renewable sources like wind and solar are intermittent. The wind does not always blow and the sun goes down every night. The grid’s Balancing Authority has to make up for this, so most of the time this sudden need for power is addressed by calling upon natural gas-powered turbines. For every kWh generated by wind and solar, there is 1.14 kWh of gas generated back up power that must be available. The natural gas industry is actually promoting wind and solar installations as it means they will be selling more gas. Oddly, this creates fragility in the grid - as recently seen in the Texas blackouts. There are only so many gas pipelines. When a cold weather event happens, the gas supply system is challenged to meet the needs of heating buildings. At the same time, electricity needs rise sharply as people turn on electric heaters. Gas heating gets priority and electric generators find themselves with no extra fuel to produce power. Some can run on expensive emergency fuel oil and do. So, instead of having plenty of electricity from nuclear power that can make zero emissions kWh in vast quantities 24/7/365 we’ve come to depend on greatly polluting sources. And Angwin shows that the slippery slope is that we are moving to nearly an all gas supplied source of electrical generation - without expanding the gas line system. That’s just how the deck is being stacked by those with the financial interests and rules to make it happen. Yet, the big grids have no entity responsible for care, upkeep and planning of the system. The wires are maintained by those who own them, but the grid itself is a loosely tied hodgepodge of self-interested corporations. Meanwhile, there is precious little public control over the grids - it is mostly behind closed doors dealings of the stakeholders. If anything, state laws mandating use of renewable energy have only created supply problems and increased the cost of electricity to the consumer without actually delivering clean energy. When gas-generated electricity replaces a shut-down nuclear power plant, Angwin calculates a very conservative figure of 2.4 MILLION metric tons of planet warming carbon dioxide (CO2) will be released into the atmosphere per year. I struggled with what a metric ton of CO2 looked like. So I researched it. The average American’s per capita share of all sources of CO2 is one metric ton per 14 days. The volume of a metric ton of CO2 has been determined to be a cube 27 feet on each side. My analogy is; such a cube is a bit more than three two-stall garages (24x24x8) stacked on top of one another. Hmm, now how many garages are there in 2.4 million metric tons - and this is

just one of many such situations. There are 330 million people in the U.S. alone - that’s 26 three-story two-stall garages per each of us per year! No wonder the planet is heating up. There is a new awakening to the need for nuclear power. The green movement of the 1970s anti-nuclear sentiments no longer holds any water. The need for zero emissions energy is just far more important than ill-found notions of radioactive hazard. New nuclear technologies can produce vast amounts of energy even more safely than is presently being produced by early nuclear generation. We have a planet to save. We

need to wake up to the undermining of our grid systems and the increased cost of electricity caused by our quest for use of unreliable renewable energy. Most analysts believe renewable energy can be part of the mix, but I feel “why bother,” as we can go to an all-clean-electric economy and life - with nuclear power alone. France and Ontario Canada have proven this possible. I highly recommend Angwin’s book for those who can digest a lot of complex information about energy - I am doing the book little justice in this brief summary.

$1.9T Biden relief package a bet government can help cure US BY JOSH BOAK AND LISA MASCARO ASSOCIATED PRESS

WASHINGTON (AP) – President Joe Biden wants America to know that he’s from the government and he’s here to help. That sentiment became a well-worn punchline under Ronald Reagan and shaped the politics of both parties for four decades. Democrat Bill Clinton declared the era of big government over in the 1990s, Barack Obama largely kept his party in the same lane and Republican Donald Trump campaigned on the premise that Washington was full of morons, outplayed by the Chinese and others. But Biden is now staking his presidency on the idea that the government can use his $1.9 trillion coronavirus relief plan not only to stop a pandemic and jobs crisis but also to catapult the country forward to tackle deep issues of poverty, inequality and more. The massive bill could be approved by Congress as early as Tuesday. “When I was elected, I said we were going to get the government out of the business of battling on Twitter and back in the business of delivering for the American people,” Biden said after the huge bill passed the Senate on Saturday. “Of showing the American people that their government can work for them.” Taken together, provisions in the 628-page bill add up to one of the largest enhancements to the social safety net in decades, pushing the country into uncharted territory. Besides stopping the pandemic and jumpstarting hiring, money in the rescue package – now awaiting final approval in the House – is supposed to start fixing income inequality, halve child poverty, feed the hungry, save pensions, sustain public transit, let schools reopen with confidence and help repair state and local government finances. And Biden is betting that the government can do all of this with the speed of a nation mobilizing for war without touching a tripwire of inflation. “People have lost faith government can do good for them,” says Senate Majority Leader Chuck Schumer, who spoke daily with Biden while ushering the bill through the Senate last weekend. Now, as vaccines become more available and other changes take place, “people are going to see that government actually is making their lives better – which is how Americans used to think of it, and we’ve gotten away from it.” Republicans say Americans have plenty of reason to be skeptical, calling the American Rescue Plan excessive and wasteful. They warn the sweeping package will run up the national debt to precarious new heights after $4 trillion in aid has

already been provided. Senate Republ ican leader M itch McConnell argues against the package as missing the moment – too big at a time when the virus is showing signs of easing and the economy is poised to come “roaring” back. Instead of working across the aisle toward unity, as Biden has promised, McConnell says Democrats are “ramming through what they call ‘the most progressive domestic legislation in a generation,’” quoting the White House chief of sta�. “They explained their intent very clearly: to exploit this crisis as ‘a tremendous opportunity to restructure things to fit our vision,’” McConnell says. This is the first COVID-19 bill that had zero support from Republicans in the House or Senate. Biden’s bet, more than others in modern politics and economics, is full of questions. Can the federal money push economic growth above 6% for the first time since Reagan in 1984? Will the 9.5 million lost jobs quickly return? Will inflation surge? Will the national debt spook voters in next year’s midterm elections? Biden has placed the biggest of markers on the theories of the 20th Century British economist John Maynard Keynes that the government can stimulate a dormant economy back to health. Sweeping in scope, Biden’s plan largely relies on existing health care and tax credits, rather than new programs, but it expands that standard fare in ambitious new ways that are designed to reach more people who are su�ering in an unprecedented time. “We haven’t done this before,” said Syracuse University economics professor Len Burman, a co-founder of the Tax Policy Center. “If it actually does work the way it does in theory and the economy is back at full employment in a year, that would be amazing. It would save a lot of hardship and su�ering.” But Burman also has misgivings about the design of Biden’s package because it distributes direct payments and other benefits to almost every household in the United States, rather than directing the money to the poor and to businesses and organizations most damaged by the pandemic and ensuing shutdowns. “It kind of reminded me of this idea when I was in grad school of helicopter money – which was basically dropping money from the air and seeing if it raised incomes,” he said. “The money could have been better targeted.” Final passage of the bill is expected this week – before expanded unemployment benefits are set to expire mid-March. But

Biden’s signing celebration will just be the start. His administration will have to show that the funds can be spent e�ectively and e�ciently, helping those in need while giving the broader public enough confidence to awaken growth through hiring and spending. Felicia Wong, CEO of the liberal Roosevelt Institute, sees parallels to the Great Depression, when Franklin Delano Roosevelt brought about an unprecedented series of government interventions that realigned U.S. politics. Wong said she is monitoring the process by which the money from the COVID-19 relief package gets distributed. “That’s going to matter as much as the scale of the package because it’s going to build trust,” Wong said. Republicans are poised to portray the spending as bloated and ine�cient, much the way they attacked the Obama-era recovery act during the 2009 financial crisis. At the same time, much of the aid is temporary, set to expire in a year or so, leaving Congress to assess Biden’s approach ahead of the next election season.

Nasdaq jumps 3.7%, most in a nearly year, as Big Tech surges By Damian J. Troise and Alex Veiga Associated Press

Stocks notched broad gains on Wall Street in afternoon trading Tuesday as a pullback in bond yields sparked a rally in beaten-down technology companies. The S&P 500 rose 1.9% as of 2:58 p.m. Eastern time, pushed higher primarily by gains in tech stocks and companies that rely on consumer spending. The Nasdaq composite surged 4.1%, led by gains in Apple, Amazon, Facebook and Cisco. The tech-heavy index was on track of its best day in nearly a year, though it remains nearly 7% below its all-time high set Feb. 12. On Monday, it closed 10% below its peak, what is known as a “correction” on Wall Street. The Dow Jones Industrial Average, which is weighted less toward tech than the other two indexes, was up 201 points, or 0.6%, to 32,004. The Russell 2000 index of small company stocks added 2.4%. Investors were relieved to see that long-

term interest rates were falling in the bond market. The yield on the 10-year Treasury note dropped to 1.54% after trading above 1.60% a day earlier. Higher bond yields tend to pull money away from high-priced stocks like technology companies, which have been soaring through the pandemic. Financial sector stocks, which had benefited from the rise in bond yields, were lagging the rest of the market. Bank of America fell 1.1%, while American Express slid 2.8%. Banks tend to do well when interest rates are rising because they get to charge higher rates on loans. Yields have been climbing with rising expectations for growth and the inflation that could follow. Higher yields put downward pressure on stocks generally, in part because they can steer away dollars that might have gone into the stock market into bonds instead. That makes investors less willing to pay such high prices for stocks, especially those that look the most expensive, such as technology stocks.

“We’re going through a regime change and it’s not dissimilar to what we saw last year,” said Kristina Hooper, chief global market strategist at Invesco. “Now we’re seeing the reverse of that and an abrupt move like that creates an environment in which investors start to worry about valuations.” Striking the “correction” level for the Nasdaq is also important for many investors and traders who use technical indicators to decide when to buy or sell stocks. A correction is typically seen as a healthy moment for any market, giving investors a chance to pause and reallocate their investments without the volatility and stress that a bear market typically can bring. Some of the big technology stocks that fueled the market’s remarkable turnaround in 2020 after its initial plunge as the pandemic upended the global economy have been shedding gains in the weeks since the Nasdaq’s peak on Feb. 12. Apple, for example, was down 14% through the end of last week. It was up 4.4% Tuesday. Chipmaker Nvidia had been down 22.5% in the same stretch, but is now up 8.2%. Amazon was up 4.3%, clawing back some of its losses after a nearly 10% skid since the Nasdaq’s peak. Bond yields will likely continue rising throughout the year as part of the improving economy. “It’s not a bad thing, it’s normal and in this environment it’s positive because

it’s reflecting a far improved economic outlook,” said Hooper, said. Investors have been betting that $1.9 trillion in coming government stimulus will help lift the economy out of its coronavirus-induced malaise. There are also investors who are betting that stimulus and an improving economy will result in some inflation down the road. The U.S. economic aid package, passed narrowly by the Senate on Saturday, provides direct payments of up to $1,400 for most Americans and extends emergency unemployment benefits. It’s a victory for President Joe Biden and his Democratic allies, and final congressional approval is expected this week. Oil prices were also moving modestly lower, continuing a two-day slide. U.S. crude oil fell 1.6% to $64.01 a barrel. End of trading update: Gains for major tech companies powered a 3.7% surge in the Nasdaq, the largest jump for the index in almost a year. The latest swing came a day after the tech-driven index sank more than 10% below its February peak. The S&P 500 rose 1.4%. Markets have been adjusting to a rapid increase in long-term interest rates in the bond market over the past few weeks. That has helped pull money out of stocks, particularly tech companies that have been surging through the pandemic as more of daily life moves online. A decline in bond yields Tuesday helped put that trend in reverse, perhaps temporarily.

Strawberries: Overwintering June-bearing berries BY GRANT MCCARTY CONTRIBUTOR

If you have chosen to grow Junebearing strawberries, this means that you will need to overwinter them. Winter protection is necessary for these types of strawberries. It allows for them to survive our cold temperatures and snow. It also allows them to be ready for growth the next spring. Most years your strawberry plants should be able to survive our winters if proper protection is in place. As a reminder, your June-Bearing strawberries will be grown as perennial. You’ll plant them this spring, select 4 daughter plants, and remove all flowers

this summer. The focus in year 1 of Junebearing is to build up the roots for this perennial plant. These June-bearing strawberries will live for 3-5 years. In the fall, your strawberry plants will begin to enter dormancy. For our area, this is usually around the end of October when temperatures are in the 20s F in the evening. To determine if your plants are ready to overwinter, take a piece of plywood and place on top of some of your plants to block out light and air. Remove after 1-2 days. If your plants are yellow/ discolored, this means they are not ready to overwinter. If they are green and the same color as strawberry plants that were

not covered, they are ready for winter protection. The best material to overwinter your strawberries is straw mulch. It allows for winter protection and air flow. Ideally, four to six inches of straw mulch can be used. You want this straw to provide protection while still being “flu� y”. Mulches like leaves, grass clippings, and others could be used for winter protection. The main challenge is ensuring you have enough coverage and that it does not lead to a matted situation. You might need to shred leaves before applying onto your plants. This mulch layer will be in place until

the end of April. You want to remove the straw but still leave some to provide protection for your strawberries. A garden rake may be the easiest tool to do this as can pull the straw back from the berry plants, exposing their leaves. President Biden intends to make clean energy development a priority within all government agencies to curb carbon emissions. His decision to rejoin the Paris Accord demonstrates his moving ahead on energy, carbon and social initiatives aimed at clean energy. His appointment of Jennifer Granholm, former Governor of Michigan with a track record on clean energy initiatives, to head the U,S, Department of energy reinforces Biden’s commitments. With some $40 billion in budgeted funds at her disposal from the previous administration she is in a position to implement some energy initiatives. While securing approval for President Biden’s initiatives is likely to face opposition from powerful interests in Congress many actions are likely to be implemented. Some of the president’s e�orts could enable Illinois to secure support to increase installations for a cleaner energy future. Renewable energy and energy e�ciency e�orts within Illinois are not a

standstill but more funding is essential to accelerate the transition. According to the 2021 Community Power Scorecard Illinois is one of the top five states in the nation based on its energy policies which help local clean energy action. Only Massachusetts, California and New York place higher on the score card. Illinois’ high ranking is based on the following supporting policies. The state allows community choice aggregation. It has good interconnection and net metering policies and has a community solar program in place. The passage of CEJA would provide the essential funding to accelerate our transition to cleaner energy. Citizens can take other e�orts to lower their carbon impact now. Having an energy audit performed will help identify priorities for upgrading conservation and e�ciency practices in one’s home or business. Installing a heat pump to both heat and air condition the home is one possibility. Switching to a heat pump water heater, securing an induction stove for cooking, installing a smart meter to control a heating and cooling system or

having a geothermal system installed will saving energy dollars and cutting emissions. Another energy funding opportunity available in the state was recently enacted for Winnebago County as it entered into the Illinois’ Pace program. It allows property owners to obtain up to 100% long term, fixed-rate financing for energy e�ciency, renewable energy and water conservation projects with no upfront costs. A property owner pays o� the loan over a period of time while saving energy dollars. Owners of commercial, industrial or multiunit residential properties are eligible for the program. Utilities in northern states were generally well prepared for the energy demands associated with the polar vortex but some southern states failed to make the investment to winterize for such cold conditions. One likely response to the Texas situation will be a call for upgrading the electric grid across the nation. Such e�orts have run into opposition by those interests adversely impacted by such projects. Opposition to expanding the grid is ongoing in the Wisconsin Driftless Area

and in Maine where a power line is being developed to bring Canadian hydro power into the state. Green Mountain Power in Vermont prefers to install renewable energy within the state rather than rely on renewable imports from other sources. The utility already encourages solar installations with battery backup. An alternative response to demands to expand the grid could focus on increasing local energy resilience, security, income and job opportunities. It could come from implementing an aggressive local e�ort to increase local clean energy and e�ciency installations while delaying the need for costly grid upgrades. As solar energy and battery costs continue to fall, installing them now will keep more energy dollars in the community while enhancing local energy security and providing local employment opportunities. As we await government actions, private interests such as Amazon, Facebook, Google and others continue to invest in renewable energy helping to drive down their costs.

NCAA Division I Basketball Heads to Rockford for 2021 Postseason WNIT Rockford Area CVB

In a joint announcement with Triple Crown Sports and various regional partners, the Rockford Area Convention & Visitors Bureau (RACVB) is thrilled to announce that the UW Health Sports Factory in downtown Rockford has been selected as one of four regional sites for the 2021 Postseason Women’s National Invitational Tournament (WNIT). The 2021 Postseason WNIT will feature a field of 32 NCAA Division I women’s basketball teams, including eight that will travel to the Forest City next month—marking the first time ever that postseason Division I women’s basketball tournament play will be held in Rockford. Tournament play will occur in Rockford from March 19-22. During a competitive bid process, RACVB worked closely with the Rockford Park District, BMO Harris Bank Center, Embassy Suites by Hilton Rockford Riverfront, Radisson Hotel & Conference Center, Northern Illinois University Huskies Athletics and the Winnebago County Health Department (WCHD) to present a comprehensive and creative championship solution. “The community of Rockford and their Convention and Visitors Bureau staff immediately stood out to us through the process of selecting our WNIT sites,” said Renee Carlson, executive director of the WNIT. “The partnership within the community and their pursuit to bring women’s college basketball games to their area sold us.” Rockford is joined by Fort Worth, TX, Charlotte, NC, and Memphis, TN as this year’s regional host destinations. The field of teams for the 2021 Postseason WNIT will be announced the evening of March 15, after the brackets for the NCAA Tournament are released.
