Rockford Art Museum features 143 works of art by 129 students From Sarah McNamara Rockford Art Museum
Rockford Art Museum (RAM) opens its 79th Young Artist Show: High School Division with a free public opening and awards ceremony 1–3 p.m., Sunday, March 15. Sponsored by the Rotary Club of Rockford East/Cherry Valley and Women’s Art Board, the exhibition remains on view through April 11 at RAM, located inside the Riverfront Museum Park building at 711 North Main Street in downtown Rockford, Illinois. Teachers at schools within 50 miles of Rockford Art Museum submitted more than 900 pieces for consideration by this year’s jurors, who chose 143 works of art representing 129 students at 16 area schools. On view are paintings, prints, drawings, sculptures, photography, digital art, mixed media and more. Jurors Molly Noyes of Milwaukee Institute of Art and Design and Dave Menard of Rockford University did not know the artist’s name, grade level, or school affiliation when selections were made for inclusion in the exhibition and for awards. Awards will be announced at 2 p.m. during the free public opening on Sunday, March 15. Students and teachers of any grade at any school receive free admission to the museum throughout the entire 79th Young Artist Show, which includes the subsequent Youth Division (April 19–May 10).

WASHINGTON (AP) – President Donald Trump pitched his proposed payroll tax break Tuesday on Capitol Hill as pressure mounts on the administration and Congress to work more vigorously to contain the coronavirus outbreak and respond to the financial fallout. Trump’s economic team joined in presenting the economic stimulus package privately to wary Senate Republicans, who have been cool to additional spending at this stage. Democrats are preparing their own package of low-cost virus testing, unemployment insurance and sick pay for workers struggling to keep paychecks coming as the outbreak disrupts workplaces. “We’re taking this unbelievably seriously,” Trump said after his meeting at the Capitol. “It will go away, just stay calm.” Asked why he has not yet been tested for the virus, after having been in close contact with several advisers and members of Congress who are now self-quarantined after exposure, Trump said: “I don’t think it’s a big deal” and “I feel very good.” White House o�cials have been blindsided by the president’s sudden moves. As Trump headed to Capitol Hill, two administration o�cials said the proposals he was putting in play had not been completed. They were unauthorized to discuss the planning and requested anonymity. Trump’s team o�ered few specifics at the closed door GOP lunch on the size of the payroll tax break or its duration, senators said. Trump has long promised to bring about an election year “tax cuts 2.0,” and seemed to be seizing on the virus fears as a way to bring about a victory on that front before November. In addition to payroll tax relief, Trump has said he wants help for hourly-wage workers to ensure they’re “not going to miss a paycheck” and “don’t get penalized for something that’s not their fault.” He’s also mentioned small-business loans. But so far, the president’s approach, based on tax breaks, is receiving a cool response from Democrats as well as Republicans from his own party who say it’s too soon to consider fresh spending from Capitol Hill. Some Republicans endorsed Trump’s suggestion that help be provided to the beleaguered cruise-ship and airline industries. Others spoke up to push for broader economic stimulus from a bipartisan highway bill they said was shovel-ready and popular. The payroll tax plan remains a work in progress. “They didn’t get into specifics,” said
the No. 2 Republican, Sen. John Thune of South Dakota. Earlier, Speaker Nancy Pelosi told House Democrats that Congress should keep working this week despite concerns about infection spreading there. “We are the captains of the ship,” Pelosi said during a closed-door meeting, according to a person in the room unauthorized to discuss the private caucus and granted anonymity. “We are the last to leave.” But time is short as Congress heads toward its scheduled break next week. Trump had Treasury Secretary Steven Mnuchin meet with Pelosi, whose support will be needed for any deal in the divided Congress, where Republicans hold the Senate majority but Democrats hold the House. The two have successfully negotiated in the past and Mnuchin called the meeting productive. “We’re going to work together on a bipartisan basis to figure out how we can get things done quickly,” he said. For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. The vast majority of people recover from the new virus. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three to six weeks to recover. In mainland China, where the virus first exploded, more than 80,000 people have been diagnosed and more than 58,000 have so far recovered. At the U.S. Capitol, some senators said they resisted shaking Trump’s hand. Lawmakers were given new instructions on how to protect themselves, with the House’s attending physician asking them to stop shaking hands or touching people during greetings. He recommended the split-fingers Star Trek greeting instead. Crowds are the norm in the Capitol and handshakes are coin of the realm there, even between political foes. But about a half dozen lawmakers have placed themselves in quarantine after being exposed to someone who had the virus, and the norm has been upended. During House Democrats’ closed session, one lawmaker, Rep. Raul Ruiz, D-Ca., who is a doctor, noted that the average age in Congress is 57, some lawmakers have underlying health conditions and their work requires them to fly back and forth between home and the capital. Still, Pelosi implored lawmakers to keep working to strengthen the country’s
defenses. Rather than picking up their own co�ee and snacks for the breakfast meeting, lawmakers were served by sta� from the bu�et and warned o� touching the serving utensils. Senate Majority Leader Mitch McConnell was noncommittal after the meeting with Trump. He said any deal would need both both parties and chambers on board. Emphasizing the talks between Mnuchin and Pelosi, he said: “We’re hoping that he and the speaker can pull this together.” Trump spoke of a stimulus Monday after markets dropped sharply and as the outbreak spread. Markets recovered from some of the losses Tuesday, reacting positively to the prospects for an economic boost from Washington. Yet even within the administration, there are divisions on the best approach. The payroll-tax plan found support inside the administration from Jared Kushner and Peter Navarro, among others. Other Trump aides, such as Mnuchin and Larry Kudlow, who was also on the Hill, advocated more modest measures. It was not immediately clear how Trump was aiming to provide assistance to employees weighing whether to stay home because of illness – a crucial aim of public health o�cials seeking to curtail the spread of the virus. One mechan ism, backed by t he Trump-allied National Association of Manufacturers, involves a proposed tax credit for employers who pay employees who are quarantined. At the Capitol, Democratic lawmakers were told by the House chief administrative o�cer behind closed doors that the o�ce could support up to 10,000 sta� members teleworking if need be. Laptop orders were being expedited and cyber-security measures reviewed. Several Trump confidants have disclosed they are isolating themselves after potential exposure to the virus; one lawmaker traveled with the president from Florida on Air Force One on Monday; another was his just-tapped new chief of sta�. The Securities and Exchange Commission, which monitors financial markets, encouraged employees at its Washington headquarters to work from home after an employee there had respiratory symptoms and was referred for coronavirus testing. And Defense Secretary Mark Esper postponed a trip to India, Pakistan and Uzbekistan that was to begin Monday, citing the coronavirus crisis, Pentagon press secretary Alyssa Farah said Tuesday. She said he would remain in the U.S to help manage the Pentagon response.

LONDON (AP) – A barber in Beijing is supporting his wife and child by charging food and other expenses to a credit card while he waits for his employer’s shop to reopen. A waiter at a barbecue restaurant in Kansas City, Missouri, washes his hands more often and hopes for the best. A parcel delivery driver in Britain worries about getting sick from the people who sign for their packages. While white collar workers trying to avoid contagion can work from home or call in sick if they experience symptoms of the virus, that’s not an option for the millions of waiters, delivery workers, cashiers, ride-hailing drivers, museum attendants and countless others who routinely come into contact with the public. Their dilemma is often compounded by spotty sick leave policies or inadequate health insurance coverage, leaving them vulnerable to the fast-spreading coronavirus that has already claimed thousands of lives and put them in a financially precarious position. “The recommendations on what people should be doing to protect themselves really gives a sharp indication of the divide between white collar and blue collar workers,” said Shannon Liss-Reardon, a workers rights attorney in Boston. “Our social safety net is just not equipped at this moment to deal with a crisis like this, and it will disproportionately affect the most vulnerable low wage workers.” For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. While tech companies like Facebook, Amazon and Microsoft have implemented work-from-home policies, only 29% of U.S. workers have that option, according to the Bureau of Labor Statistics. That means retail workers like Mendy Hughes must fend for themselves. The Walmart cashier in Malvern, Arkansas, serves hundreds of people a day and her big worry is what will happen to her income if she catches the virus or comes in contact with someone
who’s had it and must self-quarantine for 14 days. “If I can’t go to work, I could try to take a leave but it will be unpaid,” said Hughes, who earns $11.60 an hour. “I don’t know what I would be doing about taking care of my family.” Hughes, a diabetic and mother of four, gets 48 hours of sick leave a year but she fears it wouldn’t be nearly enough time to recover. On Tuesday, Walmart announced a new policy that might offer her some relief: employees who work in a region that is required to quarantine by the government or by the retailer, as well as those who have a confirmed case of the new virus, will receive two weeks of pay. If they are not able to return to work after that time, additional pay may be provided for up to 26 weeks for both full-time and part-time hourly workers. In the United States, about 27% of private sector workers don’t have access to paid sick leave, according to the Bureau of Labor Statistics. Some countries, like Britain, are looking into helping out non-permanent workers. There is no federal sick leave policy in the U.S., but 12 of the 50 states and Washington D.C. require employers to offer paid sick leave. Some House and Senate Democrats have been pushing legislation that would require employers to allow workers to accrue seven days of paid sick leave and to provide an additional 14 days in the event of any public health emergency, including the current coronavirus crisis. President Donald Trump said he was seeking help for hourly-wage workers to ensure they’re “not going to miss a paycheck,” and he would outline the proposals Tuesday. In Britain, parcel delivery driver Ed Cross worries about catching the virus from the machine he hands people who sign for their packages. “People have coughed on their hand and then got hold of my machine and you sort of make a joke of it trying to point it out,” Cross, 53, said. “But yeah, it’s what we face daily.” “We only have to go to the wrong house and we could catch it, as simple as that,” said Cross, who on a recent day handed packages to 110 people on his route in Whitby, northern England. The British government last week made it easier to collect statutory sick pay and is working on changes to help millions of non-permanent workers like Cross who aren’t eligible for it. In a sign the industry is waking up to the problem, his parcel company, Hermes, announced a 1 million
pound ($1.3 million) fund to help couriers who need to self-isolate. Uber, meanwhile, said it would compensate drivers and couriers for up to 14 days if they get sick or have to be quarantined. The viral outbreak has revealed gaping holes in health care coverage at a time when people may need it most. Most European countries and Canada have universal healthcare systems, but the U.S. relies on a patchwork of public and private insurance. About 69% of private industry workers in the U.S. have access to healthcare benefits, but that drops to 43% of service workers. U.S. employers with 50 or more employees are required to offer health insurance. But the same protection isn’t provided to parttime workers or independent contractors. Waiter Joey Ingham, who works at a barbecue restaurant in Kansas City, Missouri, popular with business travelers, says he doesn’t have insurance. His protection? Washing his hands more often. “If I wasn’t able to come into work, it would be hard to make ends meet,” said Ingham, who waits on 80 to 120 people a shift. If he felt sick, he’d “probably talk to a manager” about what to do, but noted management hasn’t yet outlined any policies. Liss-Reardon said most gig workers – independent or temporary contractors – she represents don’t have health insurance. “We won’t have a fully insured population until we get universal healthcare,” he said. “There are going to be these huge gaps. The burden is falling on the poorest and most vulnerable in our society. This is just another example.” The American Academy of Family Physicians recommends workers without insurance contact a local health department or community health center for help. The U.S. Centers for Disease Control and Prevention recommends emergency room visits only for patients who are very sick. In France, where people have the right not to work and get full pay when they consider their workplaces to be dangerous, some service staff briefly stayed home because of contagion concerns. Workers at the Louvre, the world’s most-visited museum, refused to work for two days and were only coaxed back after management introduced a raft of new anti-virus measures. “We are asking for gloves. We are asking for disinfectant gels, and masks for the drivers,” said Bastien Berthier, of the Paris metro’s UNSA union. In China, where the outbreak has been raging for two months, many service industry workers have it far worse, with
business evaporating as people are forced to hunker down at home. A barber in Beijing who would give only his surname, Long, said he is supporting his wife and child by charging food and other expenses to a credit card while he waits for his employer to reopen. “I can ask for sick leave or compassionate leave, but I get nothing without working,” said Long, 33. Jiang Yanlin, a tour guide in eastern China’s Huangshan region, said she hasn’t earned anything since mid-January and doesn’t have any social welfare benefits to fall back on. Usually she can earn up 300 yuan ($42) a day during the normally busy Lunar New Year holiday. “If I don’t work, I don’t get paid. Everyone here in the Huangshan tourist zone is like this,” said Jiang, 33. “No one is coming to travel. Everyone is so scared.”

Woman indicted in overdose death By Jim Hagerty Reporter
ROCKFORD - A 33-year-old Rockford woman has been indicted by a grand jury after another woman died from a drug overdose last fall. Suzette A. Vasquez is charged with two counts of drug-induced homicide and two counts of delivery of a controlled substance. According to Winnebago County State’s Attorney Marilyn Hite Ross, Vasquez provided drugs to Elizabeth Bermudez Cruz, who was found unresponsive last Oct. 5 at 1125 Benton St. She was later pronounced dead. An autopsy concluded Cruz died from adverse effects of fentanyl, acetyl fentanyl and cocaine. “The abuse of drugs in our community can never have a positive impact,” Hite Ross said. “It leads to lives lost and families destroyed. My office will continue to work with law enforcement to identify those who sell illegal drugs in our community, and if their conduct results in the death of an individual they will prosecuted be under the applicable state laws.” Drug-induced homicide and delivery of a controlled substance are Class X felonies, both punishable by six to 30 years in the Illinois Department of Corrections followed by three years of mandatory supervised release. Vasquez is lodged without bond in the Winnebago County Jail. Possession with intent to deliver Pierre Watson, 26, of Rockford, is charged with possession with intent to deliver cocaine and unlawful possession
of ammunition by a felon. “Rockford Police Narcotics Detectives received complaints from the community about a suspect selling cocaine around the 600 block of Acorn Street,” Rockford Police Media and Marketing Director Michelle Marcomb said in a release. Watson was arrested Monday after detectives served a search warrant at 612 Acorn St. He is lodged in the Winnebago County Jail. Bond is set at $50,000. Aggravated discharge of a firearm Jamain McFadden Jr., 22, has been sentenced to 10 years behind bars for the offense of aggravated discharge of a firearm. The sentence comes almost two years after a shooting incident in Cherry Valley. March 18, 2018, Cherry Valley Police, Winnebago County Sheriff’s Deputies and Rock ford Police responded to CherryVale Mall after reports of shots fired. McFadden was arrested near the mall. He was in possession of a firearm. Detectives reviewed surveillance footage from CherryVale Mall and also identified Marchello Johnson as suspect. It was later determined that Johnson and McFadden exchanged gunfire outside of the Barnes & Noble bookstore before police arrived. Johnson was convicted and sentenced last August to 12 years in prison for his role in the shooting. Aggravated discharge of a firearm is a Class 1 felony, punishable four to 15 years in the Illinois Department of Corrections followed by two years of mandatory supervised release. McFadden must serve 85%
of his sentence. McFadden is currently lodged in the Winnebago County Jail without bond on unrelated charges. His cases are scheduled for status April 6. Unlawful possession of a weapon by a felon Tonio Leron Trammell, 31, has been sentenced to 11 years in prison for possession of a weapon by a felon. The sentence stems from a shooting that occurred in the 1500 block of Birch Court on Oct. 3, 2018. Trammell was developed as suspect after officers recovered several shell casing at the scene and a victim was treated for a gunshot wound at a local hospital. Unlawful possession of a weapon by a felon is a Class 2 felony with a sentencing range of three to 14 years in prison followed by two years of mandatory supervised release. Trammell is required to serve at least 50% of his sentence. Solicitation of a sexual act A former Oregon, Illinois, doctor was placed on probation for 24 months after pleading guilty to the offense of solicitation of a sexual act. Mark K. Myers, 53, was one of 28 people charged in August 2019, after the City of Rockford investigated reports of prostitution and human trafficking at Chantilly Lace, 106 7th St., and Exclusive Lingerie Boutique, 77 7th St. Myers also received a 180-day suspended jail sentence. Both lingerie shops are now closed.
Aggravated criminal sexual abuse Jermey Jenkins, 33, was arrested last Thursday, jailed on three counts of aggravated criminal sexual abuse. Police say last Dec. 17, officers with the Rockford Police officers responded to a report that a juvenile under the age of 12 had been abused. The Sensitive Crimes Unit conducted a follow-up investigation and identified Jenkins as a suspect. Police say he is known to the victim. Jenkins is lodged in the Winnebago County Jail. His bond has been set at $200,000. He’s due in court April 3. Fines collected The Winnebago County State’s Attorney’s Office has partnered with a Chicago collection agency to recover more than $14.1 million in outstanding fines from people involved in the criminal justice system. According to State’s Attorney Maryiln Hite Ross, her office contracted with Harris and Harris, Ltd. in December 2011. “Over the past several years, there have been many efforts made to get people to pay what they owe to Winnebago County,” Hite Ross’s office said. “Harris and Harris, Ltd. has a strong reputation and represents many government agencies throughout the country.” The fee paid to Harris & Harris to collect is paid by those who have delinquent fines and fees, the state’s attorney’s office added. The firm has been collecting debt for government agencies, utility services and health care facilities since 1968.

Mercyhealth announces renovations at Rockton Avenue campus Staff Report
ROCKFORD-Mercyhealthhasannounced the addition of a 17-bed sub-acute care unit at Javon Bea Hospital–Rockton, 2400 N. Rockton Ave. The $5.3 million in planned renovations reflects Mercyhealth’s continued commitment to invest in the Javon Bea Hospital–Rockton Avenue campus and increase access to care for patients. As part of the addition, Mercyhealth will add at least 35 positions, which will include a physician, nurses, therapists and support staff. The sub-acute unit will care for patients who are no longer sick enough to require or justify hospitalization but are not medically
ready to be discharged to a skilled nursing facility or their own home. Admission to the unit will be limited to Mercyhealth hospital patients. “This approach is very successful at our hospital in Janesville, where we have operated a five-star sub-acute care unit since 2003,” Mercyhealth President and CEO Javon Bea said. “This type of unit results in better care coordination and achieves better outcomes for at-risk patients.” Some examples of patients that might benefit from the sub-acute care unit include those with kidney disease, severe infection, neurological issues, heart disease or congestive heart failure, respiratory concerns, strokes, and orthopedic fractures.
“We thank the Illinois Health Facilities and Planning Review Board and staff for their thoughtful process and consideration of our application,” Bea added. “We anticipate the renovation to be complete by the end of 2020.” In addition to the $5.3 million sub-acute care unit, Mercyhealth has also invested or will be investing nearly $70 million in renovations at the Rockton Avenue campus, including dozens of service areas such as the Orthopedic Institute, EMS training center, pharmacy and lab, cancer and infusion centers, dialysis, the helipad, clinical education, medical affairs, respiratory therapy, sterile processing, management services and data center, central supply,
medical records, and infrastructure improvements. The most recent upgrades include a makeover of the Intensive Care and Medical/Surgical Units, and a newer, modernized look to the majority of the hospitals’ private patient rooms, nurse’s stations and hallways. This phase of construction will be completed this spring. “We are proud of the impact we have made over the last four years in the Rockford region,” Bea said. “’Our One Hospital, Two Campuses’ plan has shown our commitment to all sides of town as we improve our Rockton Avenue campus and opened our $505 million Javon Bea Hospital–Riverside campus on I-90.”

ORLANDO, Fla. (AP) – The 2020 census kicked off in rural villages of Alaska in January. Now the rest of the nation gets to start participating in the once-a-decade head count. Here are answers to some frequently asked questions.
WHEN WILL I HEAR FROM THE CENSUS BUREAU?
The Census Bureau will begin sending out notices this week to 95% of the nation’s households, informing people that they can start participating in the 2020 census. The mailings will be staggered, going out from March 12 to 20 to avoid overwhelming the self-response website and a telephone helpline. About 80% of households receiving the initial mailings will be encouraged to answer the questions online, and around 20% of households will get a paper questionnaire that can be mailed back because they live in neighborhoods with low internet access or large numbers of seniors. For less than 5% of households, in areas that have been hit by natural disaster or places that use only PO boxes, a census taker will drop off the initial notices in person. Census takers will eventually go
home to home, interviewing residents of households that have not responded.
WILL SOMEONE BE KNOCKING AT MY DOOR?
Only if you fail to reply online, by mail or by telephone. This is the first census in which the Census Bureau is encouraging most people to answer the questions via the internet. The Census Bureau’s initial mailing in mid-March will be followed by a reminder letter a week later and a postcard reminder a week after that. If you still haven’t responded by April, you will get another reminder with a paper questionnaire in the mail, followed by a final reminder postcard. By May, the Census Bureau will be sending out workers to knock on the doors of households they haven’t heard back from.
WHAT ARE THE QUESTIONS?
The form asks how many people live in the household as of April 1, whether the home is owned or rented, and the form-filler’s age and sex. They ask people to identify themselves by race, declare whether they’re Hispanic or not, and provide details about their country of origin. All other residents in the household must answer, or have the first form-filler answer for them, the same questions on age, sex, race and
Hispanic origin. They must specify their relationship to the form-filler and if they live elsewhere, like away at college. For the first time, same-sex couples will be able to identify as such, either as spouses or unmarried partners.
IS THERE A CITIZENSHIP QUESTION?
No. The Trump administration tried to add the question, but the U.S. Supreme Court blocked it.
WHAT IF I DON’T SPEAK ENGLISH?
Besides English, respondents will be able to answer the census questionnaire in Spanish, Simplified Chinese, Traditional Chinese, Vietnamese, Korean, Russian, Arabic, Tagalog, Polish, French, Haitian Creole, Portuguese and Japanese. Guides in both video and print are being issued in 59 languages, including American Sign Language.
WHO GETS COUNTED?

Pruning brambles BY GRANT MCCARTY CONTRIBUTOR
Brambles, like blackberry and raspberry, are two of the most common small fruits grown in Northern Illinois. They both tend to yield well for most growers and have very few production problems. Unlike blueberry plants that are finicky when it comes to their soil pH needs, the brambles can tolerate a wide range of soil conditions. The main task of bramble production is pruning. To understand how to e�ectively prune brambles and control them, you need to know that they produces floricanes and primocanes. Primocanes are the new canes that develop during the summer. These green and bendy canes then overwinter into the spring in which they are now called floricanes. As a floricane, it will produce fruit that season. When it comes to pruning brambles, you are removing floricanes that have already produced fruit from the previous summer. These canes are usually very woody and gray. You’ll notice the buds where the fruit was harvested too. It is important to know this distinction as your guides will sometimes tell you to remove floricanes but you want to make sure you remove floricanes that you’ve already harvested from the previous summer or else you’ll be removing fruit that would have produced in summer 2020. Another feature of the brambles is that
there are di�erent types of raspberries which determine how they’ll be pruned. Everbearing and summer bearing are your two main types. To prune a summer red raspberry plant, you will prune out canes that produces the previous year and then prune back canes to 5 feet. In summer, prune out canes that produced after harvest. You have two strategies for Everbearing raspberries. The first would give you two raspberry crops: summer and fall. In this method, you thin out this year’s floricanes so that there are 5 inches between which will produce fruit in early summer. This summer, newly grown primocanes may then produce fruit in the fall before overwintering, thinning out next spring, and producing again in the summer to start the cycle over again. The other pruning method happens to be the easiest but you will only get a fall harvest. In this pruning method of everbearing, you move all canes down which will then produce primocanes this summer and yield in the fall. For blackberries, you’ll prune out any canes that have produced last year, cut your main canes back 3-4 feet, and then prune side branches to 12 inches with 5-6 buds on each. We were involved in setting Illinois’ original goal of 25% renewable energy by 2025 as a means to focus on the importance of an orderly transition to a cleaner energy system. Although subsequent actions toward that goal have been erratic, renewable energy investments in Illinois continue to climb. Yet we have only reached a renewable energy capacity of 7%. Currently $230 million per year is raised from a 2% change on consumer’s electricity bills and supports a steady increase in investments in renewable energy. Given the increasing concern about climate change and the public’s interest in renewable energy, the demand for renewable energy investments far exceeds the funds available to accelerate the transition to renewable energy. In his State of the State address Governor Pritzker expressed his support for strong energy legislation and a widespread citizen lobbying e�ort that is underway to accelerate the state’s transition to cleaner energy sources. Some 700 supporters of the Clean Energy Jobs Act spent this past Wednesday meeting with their state representatives to advocate for the passage of CEJA. Advocates for CEJA consists of a broad coalition of supporters including environmental, renewable energy, religious and business leaders, consumer and student advocates. Last week Jen Wailling of the Illinois Environmental Council sent out an email message urging supporters not able to attend the day in Springfield to contact their legislators to express their support for CEJA ( SB 2132/ HB3624). According to her email the benefits include achieving 100% renewable energy in Illinois by 2050, securing a carbon free grid by 2020, cutting
pollution from the transportation sector, savings on energy bills and generating jobs and economic opportunities in Illinois. In an earlier discussion Wailing had indicated the substantial economic savings which should be counted as an economic benefit from investing in clean energy includes costs of all the damages imposed on the economy from the consumption of fossil fuels. The Illinois Council website provides updates on what is happening with energy legislative in Illinois. Other organizations continue to express support for CEJA. While supporting CEJA, the Citizens Utility Board (CUB) also supports the e�ort to have the Illinois Power Agency to hold the capacity markets auction for the PJM service area in Illinois. A recent decision by the Federal Energy Regulatory Commission is seen as benefiting fossil fuel interests over renewable energy interests for Illinois. If CEJA is passed, CUB believes it will help Illinois by cutting carbon pollution from the power sector, moving toward 100 percent renewable, electrifying the transportation sector, and securing job and training benefits of a clean energy economy. Other energy interests within Illinois are attempting to have their concerns addressed in energy legislation, some of which are in contrast to CEJA. How those di�erences are resolved or dismissed in the state legislation awaits resolution. With the Governor’s expressed support for a cleaner energy future for Illinois, we could anticipate some favorable legislation for renewable energy. For that to happen the Illinois Environmental Council and CUB are calling on supporters of renewable energy to express their support to their legislators.

Dow surges 4.9% in another wild day on hopes for virus aid BY STAN CHOE AND ALEX VEIGA ASSOCIATED PRESS
NEW YORK (AP) – Stocks on Tuesday recouped most of their historic losses from the prior day as hopes rose, faded and then bloomed again on Wall Street that the U.S. government will try to cushion the economic pain from the coronavirus. The S&P 500 surged as much as 3.7% in the morning, only to see those gains evaporate by midday. The index then bounced up and down before turning decisively higher after President Donald Trump pitched his ideas for a break on payroll taxes and other economic relief to Senate Republicans. By the end of trading, the S&P 500 was up 4.9% and had erased three-fifths of Monday’s loss. The moves reflected the mood of a market just as preoccupied with the virus as the rest of the world. Since U.S. stocks set their record high just a few weeks ago, traders have crossed over from dismissing the economic pain created by COVID-19 – thinking it’s similar to the flu and could stay mostly contained in China – to being in thrall to it – worrying that it may cause a worldwide recession. Severe price swings are likely to continue as long as the number of infections accelerates, market watchers say. In the meantime, investors want to see a big, coordinated response from governments and central banks to shore up the virus-weakened economy. Monday’s 7.6% plunge for U.S. stocks was the sharpest since 2008, when global authorities banded together to rescue the economy from the financial crisis. Investors saw glimmers of such a coordinated response, which led to Tuesday’s optimism. At a White House press briefing Monday night, Trump said his administration would be asking Congress to pass payroll tax relief and other quick measures aimed at easing the impact of the coronavirus on workers. In Japan, a task force set up by the prime minister approved a 430 billion yen ($4.1 billion) package Tuesday with support for small to medium-sized businesses. But as markets waited on Tuesday for details about Trump’s plan, prices oscillated sharply. After a meeting with major health insurers, Trump said the government is working with the cruise line industry, one of the hardest hit by the virus. That helped lift the market, which had earlier flipped to losses amid doubts that the government would announce anything soon. The S&P 500 shu�ed along with modest
gains until rocketing higher in the last two hours of trading. That’s when Trump made his pitch for economic aid on Capitol Hill. Treasury Secretary Steven Mnuchin also met with House Speaker Nancy Pelosi, whose support would be needed for any deal in a deeply divided Congress. Mnuchin called the meeting productive. “I would expect the authorities to pull out all the stops to reduce uncertainty,” said Alec Young, managing director of global markets research at FTSE Russell. “This may be their one opportunity to do that.” Perhaps the most notable move in markets Tuesday was that Treasury yields pushed higher. The bond market rang warning bells about the virus long before the stock market, and a rise in yields is a sign that fear has receded a bit. The 10-year Treasury yield rose to 0.79% from 0.49% late Monday. A week ago, it had never been below 1%. The S&P 500 rose 135.67 points, or 4.9%, to 2,882.23. The Dow Jones Industrial Average rose 1,167.14 points, or 4.9%, to 25,018.16, and the Nasdaq composite jumped 393.58, or 5%, to 8,344.25. The recovery is pulling the stock market a bit further from the edge of a bear market, signified by a drop of 20% from a record. The S&P 500 is down 14.9% from its high. If it can rally back to that point, it would extend the longest-ever bull market, which began its climb after the market hit bottom on March 9, 2009. Brent crude, the international standard, rose $2.86, or 8.3%, to settle at $37.22 a barrel, while benchmark U.S. crude rose $3.23, or 10.4%, to $34.36 a barrel. Oil prices plunged 25% on Monday amid a price war between producers, who are pulling more oil out of the ground even though demand is falling due to the virus. For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. The vast majority of people recover from the new virus. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three to six weeks to recover. In mainland China, where the virus first exploded, more than 80,000 people have been diagnosed and more than 58,000 have so far recovered. But because the virus is new, experts can’t say for sure how far it will ultimately spread. That has investors worried about the worst-case scenario for corporate profits and the economy, where factories
and supply chains are shut around the world due to quarantines and people stay huddled at home instead of working or spending. Investors expect central banks around the world, which have done some of the heaviest lifting to prop up markets the last decade, to do more to cushion the blow. Traders expect the Fed to cut rates again at its meeting next week. They’re also expecting some kind of action from the European Central Bank, which meets on Thursday. But central banks have limited firepower, and some have already cut rates blow zero. That adds pressure on governments to do what they can as well. Investors are asking for quick, coordinated aid to provide support to companies and households who are going to be out income because of the virus. For strategists at BlackRock Investment Institute, that could include generous sick-
pay programs or even direct payments to households. For businesses, governments could suspend collecting tax revenue to give them some temporary relief and hold on to cash as the world waits for the outbreak to be contained. “That would prevent these temporary disruptions from turning into a full-blown global recession,” strategists at BlackRock Investment Institute wrote in a report. Until then, many investors have had a “sell-first, ask questions later” reaction to the uncertainty, said Greg McBride, chief financial analyst at Bankrate.com. Still, he urges investors to avoid changing their long-term investment strategies, which can play out over years or decades, because of short-term volatility. “Markets fall quickly, but they can rebound rapidly,” McBride said. “Investing is a marathon, not a sprint.”

Coordinated and directed by Dorothy Paige-Turner, the actors will perform music, monologues from plays, recite poetry, and feature cameos of women who were major contributors to the cause of the Suffragist Movement of the 1900s. I know, I know… savory and salad in the same sentence just doesn’t make sense. HOWEVER, if you have tried any or all (you can accomplish anything if you believe in yourself) of the salads at the restaurants listed below, you understand that these salads have the ability to be just as tasty as any other dish. ESPECIALLY if you trust the expertise that lies within the restaurants I am sharing with you today!
Woodfire Brick Oven Pizza
408 E. State St., Rockford The last time I visited Woodfire Brick Oven Pizza I had the pleasure of trying two salads. I ordered the Arugula Salad for myself, which contains arugula (#OBVI), dried cherries, walnuts, goat cheese (I hated goat cheese for the longest time until I finally realized that I have been doing everything wrong in life), and grape jam vinaigrette. This salad is the reason why the phrase “simplicity is key” exists. Yes, some salads are delicious because they have so many different ingredients incorporated into them, but this salad is mouth-watering with as little as FOUR ingredients (plus dressing). After the Arugula Salad, I tried a bite (or three or five – I’m telling
you self-control is not my strong suit nowadays) of my mom’s Woodfire Wedge Salad. My world has been rocked people. The Woodfire Wedge (pictured above) includes iceberg lettuce, diced tomatoes, red onions, bacon, bleu cheese crumbles, house-made bleu cheese dressing, and a balsamic drizzle. Last but certainly not least, I tried the Caprese Salad (this was a separate occasion guys – don’t be judgey). I have never met a Caprese Salad that I didn’t like and this scenario was no different. Between these three salads and the two remaining on the menu that I have yet to try (Woodfire Chopped and Kale), you will definitely find a salad that will make you come back to Woodfire for more.
Five Forks Market
6565 Lexus Dr., Rockford Five Forks Market is a one-of-a-kind restaurant. They describe themselves as “gourmet in a casual setting” and they are absolutely right. Five Forks is my go-to when I am meeting a friend for a quick and casual lunch, but I still want to show them a restaurant that knows how to make scrumptious (oh yeah I threw a new adjective in the mix) meals. Pictured above is the first salad I ever tried at Five Forks (#MEMZ). This was called the Caribbean Salad which included mixed
Octane salad greens, Ahi tuna, pineapple, red onion, and so on. Unfortunately this is no longer on the menu, however the Tuna Salad is very similar which features mixed greens, Ahi tuna, carrots, apples, Marcona almonds, and sweet soy vinaigrette. The cover photo of this blog is another salad that I have had the pleasure of trying at Five Forks. This salad included mixed greens, walnuts, red onion, goat cheese (seriously if you haven’t had goat cheese, you haven’t lived), seared tuna, and more deliciousness. This salad is most comparable to the Five Forks Salad and the Mediterranean Salad. I have tried both of these salads and they are both delightful… so delightful that I didn’t have a chance to take a picture (whoops). I should also mention that I am fully aware of the fact that there is alcohol next to my salads in both photos. I am eating the salad so I can drink the Moscow Mule… It’s all about balance, right?
Octane
124 N. Main St., Rockford Octane is one of my favorite restaurants in the downtown area. Why, you ask? You all know I’m going to tell even if you didn’t ask… SO Octane is one of my favorites because they like to keep me on my toes. Whenever I take a stroll down the street to pay them a visit, my mind is blown. Half
of the time I don’t even understand what the ingredients are, but the combination of flavors and textures are SO GOOD every single time. If you told me that I was going to like grilled pears on my salad, I would probably laugh at you and walk away (but then I’d come back and say sorry because I would feel bad). ANYWAYS...the salad pictured above is called the Mocambo Salad which features your choice of fresh pears, gala apples or grilled pears, dried cherries, gorgonzola, candied walnuts, as well as your choice or raspberry or honey balsamic vinaigrette. I personally like adding a protein to my salads to give them an even greater boost of flavor. In this case, I added tuna but they also offer chicken, portobello, steak, salmon, AND shrimp. Aside from the fact that I love saying Mocambo Salad, I appreciate the fact that Octane gives you so many different options when it comes to the fruit, protein, and dressing on this salad. If this salad doesn’t tickle your fancy, there are plenty of other salad options as well as tasty entrées on their menu. Basically if you haven’t grabbed your car keys and put your coat on yet, you are missing out BIG TIME. ROCKFORD - Whether the Rockford IceHogs will extend their season beyond April 11 will likely depend on their record in their 13 remaining games. As of this report, Rockford is tied for the fourth place, the final playoff spot the American Hockey League’s Central Division. The ‘Hogs spent a brief moment in third place before dropping two of three contests to division foes. The IceHogs began Week 23 by blanking the Griffins at the BMO Harris Bank Center. MacKenzie Entwistle, Alexandre Fortin, Dylan Sikura and Gabriel Gagne found the back of the net for Rockford while Colin Delia made 34 saves in his third shutout of the season. The Griffins returned the favor Saturday in the second contest of the home-andhome series. The Red Wings affiliate did so with a 3-0 decision that knocked the IceHogs into a fourth-place tie with Chicago. “We had a lot of chances,” assistant coach Anders Sorensen said. “We missed the net on a couple of them and we didn’t get around enough pucks for second chances and rebounds.” Rockford had an opportunity for redemption and a return to third place Sunday with only the Wolves standing in their way at Allstate Arena. It was close affair in all three periods as Chicago skated to 2-1 lead with six minutes left in regulation by way of two goals from Curtis McKenzie. The IceHogs announced Monday the they have signed forward Gabriel Gagne to a standard player contract for the remainder of the season and through the 2020-21 campaign. Since joining the IceHogs in January, Gagne, 23, has six goals and six assists in 21 games. Before coming to Rockford, Gagne led the ECHL with 24 goals in 38 points in 36 games as a member of the Allen Americans. He was selected by the Ottawa Senators in the 2015 NHL Draft. The IceHogs have also signed defenseman Dmitry Osipov to an extension of his AHL deal that will also take him through the 2020-21 season. The 23-year-old has scored one goal in 28 games with this year. The Moscow, Russia native was named Defenseman of the Year as a member of the Indy Fuel last season.

Rockford enters Saturday’s contest searching for their seventh win against Chicago in 2019-20. It would be the first time the IceHogs have won seven games against the Wolves in a season since 2015-16 when they went 7-2-3-0 against their divisional rival. Despite a combined record of 29-21-7-0 against the Wolves since the start of the 2016-17 season, the IceHogs have yet to repeat that feat of seven victories in a single campaign. The seventh victory would also signify the securing of the Illinois Lottery Cup, which the IceHogs have not claimed since 2015-16. From the IceHogs’ season-opener on Oct. 4 through Dec. 20, the club as held an overall record of 17-10-0-1 and reached as high as second place in the Central Division. However, from Dec. 21 through Feb. 1, Rockford won just three matchups, going 3-14-1-1 in that span and falling to sixth place in the division. But, the club has since righted the ship by winning nine of their last 16 since Feb. 4, jumping into a tie for the fourth and final playoff spot in the Central Division. Collin Delia stopped each of the 34 shots he faced on Friday to earn his third shutout of the season and fourth of his professional career. He’s the first IceHogs goaltender to register three or more shutouts in a season since Michael Leighton blanked opposing teams five times in both 2014-15 and again in 2015-16.

Rushing the passer well is a touchy subject amongst NFL circles. Common convention maintains that pressures are more valuable than sacks because pressures are easier to create. They’re m ore plentiful. Even when a defender or two doesn’t manage to bring down the quarterback, a pressure influences the trajectory of a pass. It still has an e�ect on turnovers, incompletions, any general possible negative outcome when a team decides to drop back. The statistical ledger for one man can feature little to no sacks of a quarterback and nevertheless ruin the o�ense’s day if it stacks pressure after pressure. Discipline in a mission to bother the quarterback even if he isn’t brought to the ground. Sacks are, therefore, only as important or backbreaking for the opposition as you can create them. A bounty of sacks means nothing if the passer was otherwise relaxed, composed, upright. There’s nothing more inflated on an artificial level than a player with an abundance of sacks under their belt, but zero to no e�ect on on-field proceedings otherwise. The epitome of a paper tiger possessing gaudy numbers to back up a hollow, unearned reputation. But what happens when a player can’t manage to create sacks or pressures? Unmitigated, frustrating confusion. In more ways than one, a personnel ripple e�ect is inevitable. The Bears once believed Leonard Floyd would be a star. The 2016 first-round pick out of Georgia had a worthy profile as a lanky lightning rod of versatility. He could cover running backs out of the backfield in the blink of an eye. Tight ends would lose their shadow with him in pursuit. And yes, he could rush the passer. A defensive weapon in every sense of the phrase. Let him loose and watch controlled destruction reign. If only such lofty premonitions always turned out so optimistic, so rosy, so ideal. Leaving hopes in high prognostications only sets up one up for grave disappointment. In four professional seasons, Floyd has 18.5 career sacks to his name. 44 quarterback hits. 26 tackles for loss. These are numbers some bona fide superstars manage over a two-year span, let alone over the term of a U.S. President. Whatever’s happened to the pass rush skill set in Floyd’s back pocket is easy to discern: Someone cut a hole in his jeans and it fell out. That or the wallet holding his pass rush card was thinner than preconceived notions had drummed up. Either scenario doesn’t inspire much confidence in the 27-year-old ever materealizing into the di�erence maker he was supposed to be. The green optimism surrounding him fades away.
Floyd’s lack of impact playmaking has left the Bears in (relative) dire straits. Yes, Khalil Mack is one of the best players in football who happens to play for Chicago. Yes, Akiem Hicks might seem like an actual grizzly bear in size and ferocity. But beyond those two dynamos, the Bears have nothing else to hang their pass rushing hat on. If a great defense needs three unblockable monsters up front, then the Bears are only two-thirds of the way to their destination, forever stuck in a passable neutral. If an o�ense finds e�ective means to neutralize those two looming fractions (easier said than done, but feasible), than the defense is a shell of its full potential. A player of Floyd’s caliber, or lack thereof, is then correctly viewed as “The Missing Piece” or in more extreme hypercritical circumstances, “The Weakest Link.” Neither description is in any fashion a flattering outlook for a former top-10 pick. Floyd’s ongoing failures leaves the Bears grasping at straws they don’t have in their own back pocket. It’s an indictment of his profile as a jack-of-all-trades and Master of None. Adequacy in every responsibility asked of you means nothing if your adequacy amounts to eminent replaceability. Possess no one distinctive impact talent like Floyd and the results will speak for themselves: Sand to blow away in the wind. Imagine a world where a top-10 defense has the third head to its defensive Cerberus in tow. Picture that defense morphing into an unblockable wave of anger, power, and fury. An upgrade means a step forward into defensive immortality for a star-studded group. The status quo in rewarding Floyd with a lucrative contract extension, or even paying into his $13 million franchise tag, means languishing back into contrived irrelevance. That’s the reality of the dead weight Floyd poses to the Bears’ anchors at sea if he isn’t cut loose. They’ll never be able to set sail at full mast in their current state, forever more likely to drown with the cackles of Davey Jones than ascend to consistent greatness on the back of a magnificent pass rush. A near future in Chicago without Floyd is not a slam dunk decision. Reneging on the prospects of a former top-10 pick before he reaches a second contract will never have favorable optics for an outsider. There are exceptions to the term “bust,” and Floyd might be one. But him not being a “bust” doesn’t mean he isn’t a disappointment, which he is. It doesn’t mean it isn’t worth looking into other options while cutting your losses with his presence, which it is. The route ahead isn’t without its twists and turns. Finding a replacement for Floyd means finding a reliable pass
rusher almost on a whim. Outside of the Jaguars’ Yannick Ngakoue, there won’t be a clear upgrade available on the free agent market. A team without a first-round selection won’t have the opportunity to add a first-round replacement. But it shouldn’t be di�cult to move on from 4.5 sacks a year. Those kinds of players do grow on trees, as much as popular belief might state the contrary. Not everything is better than alternative, but many, many
players are. Leonard Floyd can do many things well. He’s a positive boon to a locker room, and a Swiss Army Knife of sorts. But if he can’t rush the passer, if he can’t create sacks, if he can’t bother the quarterback at all, then what do the first two pluses amount to?
