House committee advances bill expanding ballot drop boxes, curbside voting Legislation easing LGBTQ+ participation in elections discussed as well By Raymon Troncoso

SPRINGFIELD – The Illinois House Ethics and Elections Committee advanced a bill Monday that would expand ballot drop boxes and curbside voting throughout the state. House Bill 1871 would make changes similar to those passed ahead of the 2020 presidential election during the COVID-19 pandemic. The bill was introduced last month by Democratic Rep. Katie Stuart of Edwardsville. Under HB 1871, Illinois may use federal funds distributed to states for election administration through the 2002 Help America Vote Act to create and maintain secure collection sites for mail ballots. Curb-side voting, which allows for an individual to fill out a ballot from their vehicle in a designated zone outside the polling place, would be allowed in all elections for certain persons. The practice was prevalent during the COVID crisis due to the elevated dangers for seniors and immuno-compromised individuals to vote in person. If enacted, the legislation would allow for voters with temporary or permanent disabilities to engage in curbside voting
on election day or on early voting days. A curb-side voting program must have at least two election judges, with at least one from the Democratic Party and one from the Republican party, present at each vehicle where curbside voting is taking place and the ballots must be filled out without interference from the election judges. The bill would also expand mail voting by mandating that all election authorities accept any mail ballot, even if it is returned with no postage or not enough postage. Election officials would also have the option to legally maintain postage-free collection sites where voters can return their mail ballots. The law would postmark ballots received after business hours as having arrived the next day, except for ballots dropped off after hours on election day, which will be treated as having arrived on election day. This is in line with how election law treats mail ballots actually returned through the mail: If they are postmarked for a date no later than election day, but arrive after polls are closed, they will still be counted if received by election officials before the end-date of provisional ballot counting. Republicans on the committee opposed the legislation on the grounds that expanding voting methods should also mean expanding safeguards to prevent potential fraud. Rep. has come before the General Assembly in the past year, yet changes requested by Republicans have still not been added or considered. “I think the drop boxes can be a useful tool in communities, but I think if we’re going to continue to allow drop boxes to be utilized in elections in the future there are many more rules that we need to put in place,” he said. “We have had an opportunity to really tighten up and provide details beyond what the state board of elections is doing about these drop boxes, and again we’re not doing so. I think that’s a major oversight.” The committee advanced HB 1871 to the House Floor along partisan lines in a 10 to 7 vote. No other legislation was considered for debate, but four other bills received brief subject matter hearings. One of them was House Bill 57 from Democratic Rep. Daniel Didech of Buffalo Grove. Under current law, individuals who changed their name within 3 years of running for office must have their former name listed on the ballot alongside their current one. Exceptions to this include those who have taken an adoptive surname, their spouse’s surname through marriage, or dropped their spouse’s name due to divorce or annulment. Didech’s bill would expand the list of exceptions to include those who have gained or lost a surname through the formation or dissolution of civil union. It would also grant an exception to individuals who have legally changed their name to conform to a new gender identity. For transgender people or those who identify as non-binary, the use of their “dead name” – the name they were assigned at birth that doesn’t conform with their current gender identity – is considered a harmful practice, Didech said. “The gender identity exception will reduce the stigma and make it easier for LGBTQ candidates to run for office and serve in our government,” Didech said. “Forcing a candidate to print their dead name on the ballot serves no legitimate public policy rationale, is unfair and damaging to the candidates and we believe it is something that our state should stop doing.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. BOSTON (AP) — U.S. guidelines that say students should be kept 6 feet apart in schools are receiving new scrutiny from federal health experts, state governments and education o�cials working to return as many children as possible to the classroom. Even as more teachers receive vaccinations, the distancing guidelines have remained a major hurdle for schools as they aim to open with limited space. But amid new evidence that it may be safe to seat students closer together, states including Illinois and Massachusetts are allowing 3 feet of distance, and others including Oregon are considering it. Debate around the issue flared last week when a new study suggested that, if masks are worn, students can be seated as close as 3 feet apart with no increased risk to them or teachers. Published in the journal Clinical Infectious Diseases, it looked at schools in Massachusetts, which has backed the 3-feet guideline for months. Asked about it Monday, Dr. Rochelle Walensky, director of the Centers for Disease Control and Prevention, said the agency is now exploring whether children can be seated closer together than was previously recommended. The 6-feet spacing guideline is “among the biggest challenges” schools have faced in reopening, she said. The CDC included the larger spacing limit in its latest school guidelines, which were issued in February and concluded that schools can safely operate during the pandemic with masks, distancing and other precautions. It suggested 6 feet and said physical distancing “should be maximized to the greatest extent possible.” Other organizations have issued more relaxed guidelines, including the World Health Organization, which urges 1 meter in schools. The American Academy of Pediatrics says to space desks “3 feet apart and ideally 6 feet apart.” Dan Domenech, executive director of AASA, a national superintendents group, said he expects to see more states and schools move to the 3-feet rule in coming weeks. With the larger guideline, he said, most schools only have the space to bring half of their students in at a time. Moving to 3 feet could allow about 75% at a time, he said. “There are districts that have been doing 3 feet for quite some time without experiencing any greater amount of infection,” he said. In Illinois, health o�cials said last week that students can be seated 3 feet apart
as long as their teachers are vaccinated. Before, state o�cials required the CDC’s larger requirement. With the state’s blessing, the Barrington district near Chicago plans to reopen its middle schools Tuesday using the smaller spacing rule. Any student will be allowed to attend in-person at the two middle schools, although the district expects roughly 30% to continue with remote learning. “I’m glad that our public health o�cials allowed us to move forward by looking at the data and research,” said superintendent Brian Harris. Questions around spacing have led to a battle in Massachusetts, where teachers and some schools are opposing a state plan to bring younger students back five days a week starting next month. The plan calls on schools to space students 3 feet apart, although many schools have been using the CDC’s guideline. The Massachusetts Teachers Association, a statewide union, argues that seating students closer will increase the risk for everyone in the classroom. It also poses a problem for districts that have agreed to contracts with teachers adopting the 6-feet rule as a requirement. “They can’t just throw 6 feet out the window. They can’t throw away what has been agreed upon,” said Merrie Najimy, president of the union. “If they can’t make it work, then they’re going to have to come to a new agreement.” In Boston’s public schools, desks will be spaced at least 3 feet apart but teachers and sta� will be asked to keep 6 feet from students and other sta� when feasible, said Xavier Andrews, the district’s spokesperson. Schools will also use larger rooms and outdoor spaces to keep students at a safe distance, he said. “BPS remains committed to working with our union partners and is excited to continue our safe return this month for thousands of additional students,” Andrews said in a statement. In Ohio, Cincinnati’s school board got an earful from parents and others last month when it proposed resuming in-person learning at the crowded Walnut Hills High School under a model that called for distancing of only 3 feet there while its other schools would use 6 feet. The critics included Walnut Hills teacher Brandon Keller, who said the plan was foolish and dangerous. He warned the board: “Your decision will have a body count.” Board members backed o� on reopening that school, then weeks later narrowly voted for a plan that included a phased reopening, but also warned the physical
distancing might not be as much as 6 feet. Students also have options to continue learning virtually. Seven superintendents in central Oregon sent a letter to Gov. Kate Brown last week asking the state to relax some of its social distancing rules — including the state’s 6-foot barrier — so that more students can return to class full time. Oregon’s Crook County School District, which has had students in classrooms most of the school year, has found that what’s most e�ective in combating the virus are masks, contact tracing and sending home students when they’re showing symptoms, said district spokesperson Jason Carr. “It goes back to what we know works,” he said. “The 6-feet rule doesn’t make as much sense as the other safety measures.” “What may have made sense two months ago or at the beginning of the year might not now,” he said.

U.S. stock indexes were mixed in afternoon trading Tuesday, hovering near their all-time highs and within striking distance of matching Wall Street’s longest winning streak of the year. Investors continue to closely watch the bond market, with even minute changes in bond yields causing stocks to fluctuate. They are also working through economic data that showed Americans cut back on spending last month. The S&P 500 was up 0.1% as of 3:37 p.m. Eastern time after wobbling between small gains and losses most of the day. The benchmark index is coming o� a five-day winning streak. A sixth-day of gains for the index would match its longest winning streak so far this year. The Dow Jones Industrial Average was down 84 points, or 0.3%, to 32,869, pulled lower by industrial companies and banks as bond yields and oil prices fell. The technology-heavy Nasdaq Composite rose 0.3%. The big technology names that rose sharply in 2020 were once again on the rise. Apple was up 1.5%, Google’s parent
company was up 1.7% and Facebook rose 2.6%. Tech stocks have moved in tandem with the bond market, so as bond yields ticked lower on Tuesday, it moved technology stocks in the opposite direction. Americans spent less last month, partly due to bad weather in parts of the country that kept shoppers away from stores, and partly due to their December and January stimulus payments running out. Retail sales fell a seasonally adjusted 3% in February from the month before, the U.S. Commerce Department said Tuesday. February’s drop followed soaring sales in January as people spent $600 stimulus checks sent at the end of last year. In fact, the Commerce Department revised its January number upwards to 7.6% from its previously reported rise of 5.3%. Meanwhile severe winter weather pushed industrial production down a sharp 2.2% in February, reflecting a big decline in factory output. “We’re still in the midst of getting back to a more normal environment,” said Jason Pride, chief investment o�cer of private wealth at Glenmede. “Given the lumpiness of government stimulus payments, we’re going to see numbers

Getting soil ready for spring BY GRANT MCCARTY CONTRIBUTOR
With spring right around the corner, you are probably thinking about what plants you will grow, seeds you will start, and getting the garden up and running. Your soil will also need to get prepared for the season too. Before you start your garden, you need to recognize that right now the soil is too cold for the vegetables. Soil temperatures can be the main limitation in starting your vegetable garden. The ideal temperature is between 65-75° F. When soils are within this range, it will mean that the transplants you grow will
be successful. If you are planting cool season vegetables as direct seeded such as spinach, radish, and carrots, these will tolerate warming soil temperatures but you still need to factor in the last frost free date in your area. For example, our date tends to be mid-May each year. If a seed packet says planting six weeks before this date, it means you are planting the first week of April. One tool to consider adding to your garden toolbox is a soil thermometer. It looks very similar to a meat thermometer but is designed specifically to measure soil and other growing medias. Taking quick measurements with this in your
growing area may help you determine if you are ready to sow your seeds. If you make your own compost, you might consider a longer thermometer that can be used for both your soil and compost pile. If you are planting any perennial plants like fruit trees and brambles, you need to get a soil test. Because these plants will come back season after season, it is important to know what the soil pH is which can limit the productivity of your plants by making soil nutrients unavailable. In addition, it is very hard to modify a soil pH once your plants have been planted. Established gardens would benefit with an addition of compost. Compost can feed
soil microbes as the soil warms up which will then be active and ready to help your plants get the soil nutrients they need once they are planted. Most soil problems like compaction and water infiltration can be addressed with an addition of compost. You want your compost to come into contact with the soil and usually this will mean turning it into the soil. Most composts are very similar in overall quality. If you are growing perennial plants with an established wood mulch, consider adding some compost around the base of the plants. Going green often is seen as a technological means to mitigate widespread environmental damage emanating from massive global consumption of resources including fossil fuels. The ongoing growth of green technologies is impressive but questions remain whether their widespread implementation will result in a sustainable global society. Many green solutions cut carbon emissions by replacing fossil fuels once they are installed and operating. But they all involve the use of fossil fuels and natural resources to build and service them. At some point t he installat ions will have to be replaced and recycled. Eventually there could be enough renewable capacity in place to provide much of the energy needed to build and service the replacement installations. Other environmental considerations exist beyond that of reaching the goal of transitioning to clean energy sources by 2050. One looming question is how much land and open space will be devoted to
renewable energy installations destroying open space, scenic vistas, natural areas and biodiversity. We once were o�ered a position with the Minneapolis Park District in which half of the work load would be designing strategies and generating public support to prevent highway transportation expansion plans from placing expressway corridors through parkland. In today’s world some solar and wind farm advocates have plans to target natural areas for their installations or for the power lines needed to bring clean energy sources into the marketplace. A recent example is the e�ort to build a power line through the Upper Mississippi River National Wildlife and Fish Refuge to bring electricity from a wind farm in Iowa into Wisconsin. The Environmental Law and Policy Center is representing four conservation organizations in a lawsuit against the Rural Utilities Service for violating the National Environmental Protection Act and the U.S. Fish and Wildlife Refuge System Improvement Act for approving the Cardinal-Hickory Creek
high-voltage transmission line. The overall environmental concern is that public lands serving important conservation purposes should not be treated as available space for transmission lines and pipelines. For similar reasons we continue to advocate for ample local energy solutions such as energy e�ciency, rooftop and community solar, increased reliance on mass transit and increased micro grid installations. Such developments can provide important community services to ensure water and sewage treatment plants, hospitals, nursing homes and public shelters continue to operate in times of grid failures such as those recently occurring in Texas. Such actions enhance community resilience while keeping energy dollars in the community and providing for local employment. Some recent examples of energ y installations are targeted at local energy needs. Zero net energy buildings, if widely developed and utilizing local materials and labor, can enhance local energy security while reducing carbon emissions and
air pollution. Both new and remodeled buildings can be designed to achieve zero net energy consumption. Advanced energy storage continues to grow. According to a recent report from Wood Makenzie there was more energy storage installed in 2020 than had been in the previous seven years. While current installations have a limited number of hours of capacity, it is su�cient to overcome some of the intermittency of renewable energy sources or extend their production later into the day. Such approaches could limit the need to expand the grid and delay upgrades to it. With the recent situation in Texas there have been calls for a massive energy makeover including the need for a di�erent transmission system to accommodate the increasing presence of renewable energ y installations. Certainly Texas would have avoided its recent energy crisis if its grid had been designed to accept power from places such as California which had an excessive amount of power available.
