Coronavirus Outbreak Restrictions

Events of 50 or more added to ban as 12 new COVID-19 cases confirmed Officials say stop hoarding toilet paper, urge those with mild symptoms to stay home, call doctor By Jerry Nowicki

Capitol News Illinois jnowicki@capitolnewsillinois.com

SPRINGFIELD – Events attended by more than 50 people are banned in Illinois as part of a statewide near-shutdown aimed at slowing the spread of novel coronavirus disease, or COVID-19, but there is no need to hoard toilet paper and like supplies. That message came from Gov. JB Pritzker and public health officials in the eighth straight daily briefing on the spread of COVID-19 since the governor declared a state of emergency on Monday, March 9. Public health officials at the briefing announced 12 new confirmed cases – including the first in Peoria and Will counties – bringing the total number to 105 in Illinois. “The numbers of cases are increasing each day, as is the number of locations,” said Dr. Ngozi Ezike, Illinois Department of Public Health director. “People should assume that this novel coronavirus is in their community and take steps to protect themselves and reduce the spread,” she added. “There is evidence that the transmission of the virus often occurs when symptoms first develop. So it’s important to limit close contact with people as much as possible, even if you don’t feel that sick.” Pritzker said the new 50-person limit on events complies with updated U.S. Centers for Disease Control and Prevention guidance. The executive order implementing it applies to faith-based organizations, fitness centers, private clubs, theaters and any others that would bring 50 people in close quarters. However, it specifically allows groceries, pharmacies, gas stations, hospitals, shelters, banks and credit unions to stay open. Pritzker said he did not foresee any closure of the facilities exempted in the order, although he acknowledged circumstances change daily. “Obviously the fundamental functions that people need,… being able to put gas in your car and all that, I cannot anticipate, I do not anticipate that we’ll be doing anything that will prevent people from getting in their own car if they absolutely need to,” he said. “I would suggest to people they should stay home, but they may need to go to the grocer, they may need to go somewhere else, to go to a doctor, perhaps, so we’re not going to prevent any of that,” he added. “But I will say that I don’t know what the next day will bring. I mean, as you’ve

seen, we’ve had to evolve as the science has evolved.” Illinois Emergency Management Agency Director Alicia Tate-Nadeau said despite the precautionary measures to halt the spread of the virus, residents should not hoard supplies. “There is no need to purchase dozens of packages of toilet paper at any one time,” she said. “Let me be clear — hoarding is irresponsible. Please be considerate with others. … When people go out and buy more than they really need, they are hurting our most vulnerable neighbors. Please stop buying more than you need.” When it comes to testing, Ezike said the state is prioritizing those who are at the highest risk of illness, and those who have mild symptoms should not demand to be tested. “Those who need (testing) the most would be those of advanced age, those residing in long-term care facilities, those with pre-existing medical conditions like heart disease, lung disease, who are on chemo, dialysis with liver disease, or who are otherwise immunocompromised,” she said. She said officials also need to make sure that “the worried well,” or people with mild symptoms, are not overwhelming the health care system. Those with mild symptoms should stay home and rest until they are well, but should call a health care provider to verify their symptoms do not need further medical care. “We want to make sure that we have available beds for the sickest patients in our communities,” she said. Pritzker said an executive order allowing for mobilization of the National Guard will allow Illinois to use its medical expertise and emergency manpower. He said the National Guard can help with establishing triage centers outside of hospitals “so that people who might have COVID-19 aren’t traipsing into the emergency room and possibly, giving it to somebody else.” Tate-Nadeau also said those with flu-like symptoms should not dial 911. Pritzker opened his news conference in Springfield by reiterating the state’s COVID-19 hotline – 1-800-889-3931 – will be able to answer questions, and the IDPH also has an email address for questions at dph.sick@illinois.gov.

More on the event ban

Pritzker’s most recent executive order directs the Illinois State Police, Fire Marshall and Liquor Control Commission to cooperate on enforcement of the 50-person event limit measure. He also said local communities would be involved in enforcing public health measures

resulting from the state of emergency declaration. “Obviously, you can’t police everything all the time, and so we obviously want communities to understand what the limitations are, understand what the orders are that have been given, and to follow them,” Pritzker said when asked about enforcing isolation measures. “And so we’re going to do our best to have the communities managing themselves.” Bars and restaurants will be closed through at least March 30, and K-12 schools are closed through that date as well. Pritzker said his administration is working with restaurant associations and owners to “find options to safely keep kitchens open for drive-thru, for curbside pickup and delivery.” “During this period, I know that there are Illinoisans all across the state who get their paychecks from bars and restaurants. My administration has expanded unemployment insurance to cover individuals without access to paid sick leave, or who are unable to work due to COVID-19,” he said. The governor added his administration has also sought a moratorium on utility shut-offs for residents who can’t pay their bills and has filed a federal waiver to expand Medicaid. Pritzker said he has spoken with the Illinois Department of Revenue about upcoming tax payments due from restaurants, but has not made a decision on any action. “We want to be good to our small business people, there’s no doubt about it and I care deeply about making sure that entrepreneurs are successful, and we live in a moment that is going to be challenging for everybody,” he said. But he added if there’s a delay to tax payments, it “could be an enormous hit to the state of Illinois.” “And so we’re trying to work with the federal government to get a little bit of help in providing that relief, so that’s the discussion that’s going on right now,” he said. “But we are focused on it, you should let the small business people know that we are focused on exactly that.” When asked whether the March 31 reopening date for schools, bars and restaurants might have to eventually be pushed back, Pritzker said that would depend on what headway the state can make in limiting the spread of the virus. “Things evolve. We’ll know more over the next couple of weeks, whether we’re making a difference, whether the numbers are continuing to increase at an exponential rate,” he said. “But I would say to people that they too should be watching the news, should be tracking the numbers to get a sense for what direction things are going.”

Hospitals fear shortage of ventilators for virus patients BY LINDSEY TANNER AND LINDA A. JOHNSON ASSOCIATED PRESS

U.S. hospitals bracing for a possible onslaught of coronavirus patients with pneumonia and other breathing diculties could face a critical shortage of mechanical ventilators and health care workers to operate them. The Society of Critical Care Medicine has projected that 960,000 coronavirus patients in the U.S. may need to be put on ventilators at one point or another during the outbreak. But the nation has only about 200,000 of the machines, by the organization’s estimate, and around half are older models that may not be ideal for the most critically ill patients. Also, many ventilators are already being used by other patients with severe, non-coronavirus ailments. Hospitals are rushing to rent more ventilators from medical-equipment suppliers. And manufacturers are ramping up production. But whether they can turn out enough of the machines at a time when countries around the world are clamoring for them, too, is unclear. “The real issue is how to rapidly increase ventilator production when your need exceeds the supply,” Dr. Lewis Kaplan, president of the critical care society, said Tuesday. “For that I don’t have a very good answer.” In the most severe cases, the coronavirus damages healthy tissue in the lungs, making it hard for them to deliver oxygen to the blood. Pneumonia can develop, along with a more severe and potentially deadly condition called acute respiratory distress syndrome, which can damage other organs. Ventilators feed oxygen into the lungs of patients with severe respiratory problems through a tube inserted down the throat. The machines are also used routinely to help other hospital patients breathe, namely those undergoing surgery while

under general anesthesia. “If everyone in the country wants to order some, that will get rapidly depleted in a heartbeat,” Kaplan said. The other problem is that there are only enough respiratory therapists, specialist nurses and doctors with the ideal type of critical care training in the U.S. for about 135,000 patients to be put on ventilators at any one time, the critical care organization said. Postponing non-emergency surgeries in the event of a big surge in coronavirus cases could help free up some ventilators as well as anesthesiologists and nurse anesthetists to deal with the crisis, Kaplan said. On Tuesday, U.S. Defense Secretary Mark Esper said the Pentagon will provide 2,000 specialized ventilators to federal heath authorities to help handle the outbreak. He said the machines are designed for use by troops, and the military will need to train civilians how to use them. President Donald Trump said Monday that the government is seeking to acquire more ventilators. But he angered some when he said governors should feel free to take matters into their own hands if they can obtain the equipment more quickly elsewhere. “To hear the leader of the federal government tell us to work around the federal government because it’s too slow is kind of mind-boggling,” Michigan Gov. Gretchen Whitmer, a Democrat, said on MSNBC. The critical care group’s estimate of the number of ventilators nationwide includes those in the U.S. government’s Strategic National Stockpile, which keeps medical supplies on hand for states to use in emergencies. The stockpile has nearly 13,000 ventilators, Dr. Anthony Fauci, the Trump administration’s infectious-disease expert, told ABC on Monday. Whether that is enough depends on how well the nation can contain the virus, he said.

For most people, the coronavirus causes only mild or moderate symptoms, such as fever and cough. Most patients recover in a matters of weeks, as seen in mainland China. Evidence from China suggests that some coronavirus patients who develop severe breathing problems need to be on ventilators for weeks, if not longer, said Dr. Jacqueline Kruser, an intensive care physician and professor at Northwestern University’s medical school. “The most important thing right now is to plan ahead and start mobilizing all the resources at hospitals in the city and at the state and national level ... to get ventilators to places that need them the most,” Kruser said. “Waiting until a shortage occurs or appears imminent is going to be far too late.” Philips Healthcare of the Netherlands; GE, which manufactures ventilators in Wisconsin and sells them globally; and Vyaire Medical Inc. of Mettawa, Illinois, all said they are stepping up production. Vyaire is adding a second shift at its Palm Springs, California, factory and hiring more workers, spokesman Cheston Turbyfill said. As a global supplier, it has previously shipped ventilators to China and now is getting requests from Italy. “We’re prioritizing by where the hot spots are,” he said. O ne m ajor rent a l compa ny, US Med-Equip, reported that U.S. hospitals have rented 60 percent more ventilators, monitors and other equipment over the past few weeks than at any time last year. It said it has 6,500 ventilators on rent and expects 1,200 more to arrive within the next few weeks at its Houston headquarters. “Our team is working around the clock to provide patient-ready equipment so medical sta can focus on their lifesaving work,” CEO Gurmit Singh Bhatia said in a statement.

Economic Aid Package

Trump’s economic aid could approach $1T, senators say By Lisa Mascaro and Zeke Miller Associated Press

WASHINGTON (AP) – President Donald Trump is asking Congress to unleash a torrent of emergency economic aid – including direct checks to Americans – in an extraordinary effort to shore up households and the economy in the coronavirus crisis. As part of a proposed economic rescue not seen since the Great Recession in 2008, Trump wants checks sent to the public within two weeks as part of a package that officials said could approach a cost of $1 trillion. Congressional leaders vowed swift action. Treasury Secretary Steven Mnuchin appeared on Capitol Hill to brief Senate Republicans as state and local officials acted more forcefully to restrict gatherings and mobility in the face of growing sickness. “We want to go big,” Trump said at a White House briefing. “We want to get it done and have a big infusion.” Senate Majority Leader Mitch McConnell promised the Senate would not adjourn until the package was passed. “Obviously, we need to act,” McConnell said after meeting White House officials at the Capitol. But first, McConnell said, the Senate will vote on the House’s $100 billion package of sick pay, emergency food and free testing that’s on track for Trump’s signature – a sign of how difficult it will be for Congress to consider the new, bigger effort. Senators gathered as Americans across the country were implored to heed advice and avoid crowds. Even so, presidential primary elections unfolded in Florida, Illinois and Arizona. Ohio’s was called off hours before the polls were set to open. After a savage drop at the start of the week, the stock market rose during Trump’s briefing as he and aides sketched out elements of the economic rescue package. Bigger than the 2008 bank bailout or the 2009 recovery act, the White House proposal aims to provide a massive tax cut for wage-earners, $50 billion for the airline industry and $250 billion for small businesses. Two people familiar with the request described it to The Associated Press on the condition of anonymity because they weren’t authorized to speak publicly. “”This is a very unique situation,” said Mnuchin, exiting a briefing of Senate Republicans. “We’ve put a proposal on that table that would attract a trillion dollars into the economy.” One GOP leader, Sen. John Thune of South Dakota, told reporters

afterward it “could be” up to $1 trillion. “A lot of our members believe that we need to be bold and big,” Thune said. Senate Democrats produced their own $750 billion proposal, which includes $400 billion to shore up hospitals and other emergency operations in response to the global pandemic and $350 billion to bolster the safety net with unemployment checks and other aid to Americans. “The aid has to be workers first,” said Senate Minority Leader Chuck Schumer, not what happened in 2008, when the big banks took precedence. Schumer also said it’s time to call out the National Guard to provide security as communities reel from the crisis. House Speaker Nancy Pelosi and the chairman of the House Transportation Committee, Rep. Peter DeFazio of Oregon, spoke by phone with Mnuchin in the morning. The Democrats “emphasized that protecting workers’ paychecks and benefits was their top priority, and that immediate action was needed,” said Drew Hammill, Pelosi’s spokesman. Congress was being asked to approve the most far-reaching economic rescue package since the Great Recession . It’s an enormous political and economic undertaking as a slow-moving Congress tries to rise to the occasion of these fast times. “There’s great spirit” among lawmakers, Trump said. “I can say that for Republicans and Democrats.” The debate is sure to revive the sharp divisions over the costly bank bailout and economic recovery of the Obama and Bush era. Particularly striking is McConnell’s urgency after having adjourned the Senate over the weekend while Pelosi muscled through an aid package. Some GOP senators were skeptical about the massive aid on the table. “I’m going to be very leery of doing something like in 2008,” said Indiana Republican Sen. Mike Braun. But the other senator from Indiana, Todd Young, chairman of the Republican Senate campaign committee, said he was open to approving $1,000 checks and wants aid out the door as as soon as possible. He noted the sudden change of American life, and said he was the only passenger on his flight back to Washington. Angry senators from both parties boarded planes returning to a changed Washington, as Trump declared a state of emergency, the virus spread and the economic free-fall worsened. Despite federal guidelines against so many people gathering, senators had no choice but to

convene. Legislating cannot be done from home. The House is on a recess. The White House hopes the measure will pass quickly, possibly this week, as the administration scrambled to contain the economic fallout of the outbreak. The new proposal is beyond the House’s estimated $100 billion aid package of sick pay, emergency food aid and free virus testing that was approved over the weekend and is pending before the Senate. Now Congress will be rushing to pass two measures or combine them into one, altogether a sweeping response. Muscling the aid will test Congress and the White House at a pivotal moment in the crisis and in an election year when the two parties have vastly different outlooks on the best way to prop up the economy and help Americans. All sides – the House, Senate and White House – agree more federal resources are needed to handle what’s coming. At the start of the month, Congress approved $8.3 billion in initial aid. Trump quickly signed into law the measure, which provided federal agencies money for vaccines, tests and potential treatments, and funding to help state and local governments respond to the threat. During the recession, the American Recovery and Reinvestment Act of 2009, passed in February of that year, had an initial price tag of $787 billion which was revised later to $831 billion. That was under Barack Obama. The Tarp passed in the fall of 2008 to help troubled banks had a price tag of $700 billion. It was put together by the George W. Bush administration, and provided money for the auto bailouts for General Motors and Chrysler. All of that money for the banks and the auto companies was paid back. Now, Republicans often reluctant to spend federal dollars did not flinch at the head-spinning number, as a roster of America’s big and small industries – airlines, hotels, retailers – lined up for aid. Sen. Mitt Romney, R-Utah, called for sending $1,000 to every adult American – an idea the White House said it likes, though not necessarily that sum and not to wealthier people. Industries representing a broad swath of the economy are seeking help in withstanding the fallout as schools close and Americans are being told they should stay inside, skip nonessential travel and avoid gatherings with 10 people or more. That means no dining out, no boarding planes, no shopping the malls as a great national shutdown sparks business closures, layoffs and lost paychecks for

rents, mortgages and everyday needs. The nation’s largest business organization, the U.S. Chamber of Commerce, asked the Trump administration and Congress on Monday to act rapidly to help companies have access to cash and avert a “potentially devastating” hit to the economy. For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. The vast majority of people recover from the new virus. According to the World Health Organization, people with mild illness recover in about two weeks, while those with more severe illness may take three to six weeks to recover.

Service Industry Impact

Virus strikes blow to local service industry By Jim Hagerty Reporter

ROCKFORD - The parking lots at local bars and restaurants were eerily vacant Monday night, as Gov. J.B. Pritzker ordered all taverns to close and restaurants to suspend all dine-in services at 9 p.m., amid the novel coronavirus outbreak. The governor’s order will keep bars closed and limit restaurants to carryout, delivery and drive-through service at least through the end of the month. Pritzker issued the order Sunday, after local officials confirmed Winnebago County’s first case of coronavirus (COVID19)--a 60-year-old man who’s at home recovering. The shutdown now leaves dozens of local service-industry workers with few options outside of what could be scant unemployment benefits, which could run even thinner if the situation lasts into April. “They really depend on that income,” Wired co-owner Shanna Hill said. “And it keeps the community going.” Wired will be open this week. Whether it operates through the shutdown will depend on the numbers. “We see how this goes,” Hill said. “We will then decide if economically it makes sense for us.” Following is a list of local restaurants offering pickup, delivery and drivethrough service during the COVID-19 shutdown. LOCAL RESPONSE

Local leaders respond to outbreak BY JIM HAGERTY REPORTER

ROCKFORD - As Winnebago County’s first victim of the novel coronavirus (COVID-19) is at home recovering, local leaders say the situation is being proactively addressed. Mayor Tom McNamara took to social media, asking citizens to remain calm and support each other as the situation unfolds. “There is no need for any Rockfordian to panic,” McNamara posted on Facebook an hour after President Donald Trump declared the pandemic a national emergency. “We must just be prepared and do what we can to limit exposure.” McNamara urged citizens to patronize local merchants during what could be a challenging time for the local economy while taking measures to limit their exposure to the virus. “Please get out and support our local businesses,” he said. “Need supplies – buy local. Need food – buy local. Want to go out to eat – buy gift cards and carryout from local restaurants.” Winnebago Board Chairman Frank Haney declared the situation a countywide

emergency by signing a disaster proclamation Monday under Section 11 of the Illinois Emergency Management Act. Haney said the move gives the county better access to resources to address COVID-19 locally, strengthening proactive measures already taken. “T he Winnebago Count y Hea lt h Department has been working with local agencies for weeks in preparation of the coronavirus coming to our community,” Haney said. “We have implemented best practices in the last several days and reported them to the community aggressively. The county’s top priority is the safety of our residents. I want to urge our residents to follow the guidance provided by the Winnebago County Health Department, the Illinois Departments of Public Heath and the Centers for Disease Control and Prevention.” The county’s first coronavirus patient – a man his 60s from outside of Rockford – visited an urgent-care clinic before testing positive at Javon Bea Hospital. He had not been traveling, leading doctors to believe he contracted the virus through a community transmission.

“He had no other identified risk of travel or contact with another case of COVID-19 and met a clinical picture suggesting community transmission,” Winnebago County Health Department Director Dr. Sandra Martell said. Martell said along with frequent hand washing, social distancing of at least six feet is the most eective way to prevent transmission. “Stay away,” she said. “This sounds kind of harsh, but it’s that six feet of social distance, whether in line at the grocery store, at the workplace, or walking the dog outside–it’s six feet.” McNamara added: “The first case (of coronavirus) will certainly not be our last case. We knew it was coming. Our thoughts are with the individual, and we are pleased that that individual is recovering well. And we appreciate the preparedness to which this incident was appropriately handled. Now is the time for all our community to work together.” Meanwhile, Gov. J.B. Pritzker, on Sunday, ordered all taverns to close and limited restaurants to carryout, pickup or drive-through service until April 1. He

also canceled the order limiting public gatherings to 50 people and urged citizens not to gather in groups larger than 10 until further notice. “Illinoisans who can stay home should continue to do so,” Pritzker said. “It is imperative that our residents take responsibility for themselves, families and their communities at this moment.” While there is no cure or vaccination for COVID-19, disease experts are researching treatments options. The majority of people who come down with the virus will recover within several days. However, the elderly and those with compromised immune systems could become extremely ill. Between 1 and 6% of all cases are critical. Symptoms include cough, sore throat, runny nose, fever and breathing diculties, which can be severe in some cases. As of this report, there are approximately 3,200 confirmed cases of the virus in the United States. Ninety-four people have died. There are 105 cases and one death in Illinois.

COVID State Rules

US life with COVID-19: A state-by-state patchwork of rules By Claire Galofaro Associated Press

As the nation struggles to reconcile itself to a new and spreading peril, it also struggles with a patchwork of rules that vary dizzyingly from place to place: For now, your life and lockdown in the shadow of COVID-19 depends on where you live. In some places, many ordinary Americans are making public health choices, searching their own conscience and deciding for themselves what risk they’re willing to endure. In others, government has made at least some of those decisions. Ohio canceled its presidential primary to avoid crowds, but the polls opened Tuesday morning in Florida, Illinois and Arizona. Bars in some states prepared for hordes of St. Patrick’s Day revelers, while elsewhere others are stacking the stools up on tables and locking the doors. Casinos in some states have shut down, yet others remain open, where hundreds or even thousands of people touch the same slot machines and gambling chips. Spring breakers are partying by the hundreds on some beaches, while police are sweeping others, ordering people away through loud speakers. The federal government on Monday urged Americans not to gather in groups of 10 or more and asked older people to stay home, as the number of infections in the U.S. climbed to more than 4,500, with at least 88 deaths. But hard rules have been left up to the states, creating what New York Gov. Andrew Cuomo derided as a “hodgepodge.” Jennifer Dykstra, the owner of a restaurant called Kitchen House in rural Michigan, cried all weekend, paralyzed to choose which prospect seemed more terrifying. She could close her restaurant, potentially putting herself out of business and rendering her 25 employees unemployed. Or she could stay open, risking their health and that of their customers, many of them old friends and regulars, who’d suddenly stopped shaking hands on their way in and started instead making nervous jokes about preferring tables in the virus-free section. “It’s been lurking in the room, weighing heavily on us: what is the right answer, what is the right thing to do?” she said. Then Michigan announced Monday afternoon that all bars and restaurants must close to dine-in customers: “I’m relieved that the decision was made for us,” Dykstra said. Even as some states made stunning announcements – 7 million people in the San Francisco area were put on a near-total

lock-down – life carried on in others. Jade Noble looked out from behind her Phoenix bar, Linger Longer Lounge, packed with people. They were mostly young, but she imagined them all going home to older, more vulnerable relatives and neighbors. She watched one person walk up to the water cooler and put the mouth of their bottle right up to the spigot. “We need less people in here,” she thought this weekend. She considered the guidance from the Centers for Disease Control, begging people to stay away from each other to flatten the curve – the exponential spread of the virus. “We need to take ourselves out of that equation,” she decided. So the Linger Longer Lounge closed its doors, despite no mandate from the state or city. In Oklahoma, Scott Wagoner, the co-owner of a furniture store in Oklahoma City, also decided to shut down his store, despite not being ordered by the state to do so. Most of his employees, he said, are parents and grandparents, and he felt they could do their part to stop the spread. “It’s a very tough decision, people’s lives and livelihoods are at stake,” said Gareth O’Sullivan, who owns a pub called Mac McGee in Decatur, Georgia, also among the states that has not yet instituted a statewide rule. Mac McGee has been awaiting word from authorities. In the meantime, tables and bar stools have been spread 6 feet apart. Employees are wearing gloves and obsessively sanitizing every surface. But as the death toll ticked up and warnings became more dire, O’Sullivan began to feel like some parts of this were totally out of his control. The crowd is starting to thin, he said, as reality sank in. If the government doesn’t weigh in soon, he’ll probably close on his own. The stress, he said, is becoming too much to bear. While Ohio postponed its election, other states were opening the polls, with an assortment of methods to try keeping voters safe. Officials in Cook County, Illinois, encourage poll workers to use blue painter’s tape to to mark the floor every six feet so voters can keep their distance while waiting in line. In Florida, Orange County Election Supervisor Bill Cowles said voters are being allowed to bring wipes to clean their voting booths, face masks and their own pens to mark their ballots. Poll workers have been given supplies to wipe down counters. Nick Campbell, went with his wife and their 11-year-old daughter to vote in the Tampa suburb of Riverview, armed with masks and gloves. But when they saw there were no other voters, they opted to

don only the gloves. They were in and out within minutes. “I didn’t touch anything. It was a very sterile operation,” he said. But others chose to stay away. Jonathan Castoire, a Broward County telecommunications engineer, said he couldn’t vote Tuesday because he has multiple sclerosis and his voting station is in a senior center. He felt that would be too dangerous. He said he feels like he has been given “an ultimatum” to choose between his health and his right to vote. “That’s not right,” he said. Uncertainty and frustration extends even to beaches. In Florida, beaches on the Gulf coast near Tampa intend to stay open until state emergency officials mandate closures. Local news reports showed Clearwater Beach flooded with spring breakers on Monday. But in Puerto Rico, sirens blared across the busiest beaches Monday as police cleared hundreds of tourists. Using loudspeakers, officers in patrol cars ordered people away: “Please stay at home. Governor’s executive orders. The beach is closed.” “Why would I get sick at the beach? I’m not going to be touching anything,” said 46-year-old David Zimmer of Richmond, Minnesota, as he joined a group of family and friends flip-flopping their way to a beach that police had driven through just an hour before to empty it out. Other tourists heeded the warnings and shuffled back to their hotels, many carrying take-out meals before locking themselves in. As state after state on Monday announced they’d be shutting movie theaters, bars, restaurants museums and all non-essential business, others were still preparing for a party. In Savannah, Georgia, bar owner Jessica Walden said she was trying to just break even with far fewer customers that she’s used to during St. Patrick’s Day celebra-

tions. City officials this year canceled the city’s massive parade, but allowed bars and restaurants to remain open. Walden, who co-owns Bay Street Blues with her mother, said few weekend guests seemed concerned about the pandemic. The bar’s Saturday crowd reached a capacity of 144 patrons several times. They had hand sanitizer posted in two spots on the bar and at the front door, and other than people pumping copious amounts into their palms, the party seemed to go on uninterrupted. Closing down during the most lucrative week of the year would crippled her business, she said, and she’s not that worried. “I just at this time don’t have any concerns,” she said. “Maybe I’m naive. Everybody keeps saying it’s like the flu.” But in places where the government has mandated closures, residents seemed resigned to waiting it out inside. In Louisville, Kentucky, people bought wine by the case. Hours after the governor announced all bars and restaurants would close at 5 p.m. Monday, Danny Flanigan and Jennie Mulhall scrapped their plans to eat fast food in the car. They opted instead for lunch at their favorite restaurant, the Bristol. “We want to support you one more time while we still can,” he told the hostess as they walked inside. Flanigan and Mulhall said that over the last week, they have been trying to live some abridged version of their normal lives. He’s a musician and played a small show over the weekend, and it felt different, like people were aware it would be the last hurrah for awhile. “In times like this, everything else takes a backseat to being alive,” Flanigan said. Maybe six months from now, we’ll all laugh and say ‘oh, remember all that stuff we couldn’t do when we were stuck inside.’ But we won’t be laughing if we don’t take these precautions and people die.”

STOCK MARKET

Stocks jump after Trump promises to ‘go big’ on virus aid BY STAN CHOE

ASSOCIATED PRESS

NEW YORK (AP) – Stocks are closing solidly higher after President Donald Trump promised he’s “going big” with plans to blunt the economic pain caused by the coronavirus outbreak. The market got back not quite half of what it lost in a breathtaking drop a day earlier, which was the biggest in more than three decades. The S&P 500 rose 6% and the Dow rose 5.2%, or 1,049 points. Treasury Secretary Steven Mnuchin said the government intends to send to checks to Americans in the next two weeks. Earlier, the Federal Reserve dusted o a program from the 2008 financial crisis to get the short-term borrowing market working more smoothly. Stocks jumped Tuesday as President Donald Trump promised he’s “going big” with plans to blunt the economic pain caused by the coronavirus outbreak. Markets around the world remain highly volatile as traders see a recession growing more likely, if it hasn’t begun already. Tuesday’s 4.9% gain for the S&P 500 meant it clawed back a little more than a third of its loss from a day before, its biggest in more than three decades. Experts say the big swings will likely continue until the number of new infections peaks. Trump wants the government to send checks to Americans in the next two weeks to help support them while chunks of the economy come closer to shutting down, Treasury Secretary Steven Mnuchin said Tuesday. Gains for stocks accelerated as Trump and Mnuchin spoke at a briefing, but neither gave details about how big the stimulus could be. The administration is expected to propose a roughly $850 billion stimulus plan to help the economy, including relief for small businesses and

the airline industry. The travel industry has been among the industries hardest hit by the outbreak. Planes sit grounded and hotels and casinos shut their doors. Investors have been waiting for Washington to oer more aid for the economy. After flipping between gains and losses Tuesday morning, stocks turned decisively higher after the Federal Reserve revived a program first used in the 2008 financial crisis to help companies get access to cash for very short-term needs. It’s the latest in a string of big, emergency moves by the Fed and other central banks around the world to support the economy and smooth operations in markets. No one expects such moves to fix the health crisis, but investors hope they can help blunt the economic blow. “Government tends to show up late to the party with a bazooka,” said Barry Bannister, head of institutional equity strategy at Stifel. “It’s a bit of an overreaction, but that’s to be understood as normal for policy makers.” “There are still a lot of questions in the mind of the market as to what will be enough,” said Robert Haworth, senior investment strategist at U.S. Bank Wealth Management. “It’s a start, but there’s still a lot to be determined.” Ultimately, investors say they need to see the number of infections slow before markets can find a bottom. Worldwide cases now exceed 190,000. In the San Francisco area, nearly 7 million people were all but confined to their homes in the nation’s most sweeping lockdown. For most people, the coronavirus causes only mild or moderate symptoms, such as fever and cough, and those with mild illness recover in about two weeks. But severe illness including pneumonia can occur, especially in the elderly and people with

existing health problems, and recovery could take six weeks in such cases. Uncertainty about when the outbreak will be contained and how much economic damage will be done to individuals and businesses has kept the markets on a roller coaster as steep losses give way to sharp gains and are wiped out again, sometimes all in the same day. That’s made investors skeptical about market rallies. “I don’t think we’re going to be able to trust movements in the market for some time,” said Tom Martin, senior portfolio manager with Globalt Investments. Trading was unsettled around the world. European stocks swung from gains to losses and back to gains. South Korean stocks fell to their fifth straight loss of 2.5%, but Japanese stocks shook o an early loss to edge higher. The Dow Jones Industrial Average see-sawed through the day. It went from up 600 points to down 300 to up 1,190 and then pulled back again. It was up 668 points, or 3.3%, in afternoon trading. A day earlier, it lost nearly 3,000 after Trump said a recession may be on the way. The S&P 500, which dictates the movements of workers’ 401(k) accounts much more than the Dow, is still roughly 26%

below its record set last month and is close to where it was in late 2018, erasing most of the best year for stocks in decades. Stocks have had a few rebounds since the market began selling o in mid-February on worries that COVID-19 will slam the economy and corporate profits. But all have ended up short-lived. The S&P 500 has had four days in the last few weeks where it surged more than 4%, a remarkably large amount in normal times, and has slumped more than 2.8% the following day each time. The virus has spread so quickly that its eects haven’t shown up in much U.S. economic data yet. A report on Monday about manufacturing in New York State was the first piece of evidence that manufacturing is contracting due to the outbreak. On Tuesday, a report showed that retail sales weakened in February, when economists had been expecting a gain. “The global recession is here and now,” S&P Global economists wrote in a report Tuesday. They say initial data from China suggests its economy was hit harder than expected, though it has begun to stabilize. “Europe and the U.S. are following a similar path,” the economists wrote.

Mr. Green Car

Used Car Test Drive – 2014 VW Passat TDI Allen Penticoff Contributor

There is absolutely no better way to get to know a prospective car purchase than to rent one for a week and drive it on a long trip. My wife Ruth and I recently went on a skiing/driving vacation in New Mexico and Southern Colorado. It had been 12 years since I’d been to Taos last. Overdue. Our route was to start in Albuquerque, NM and end in Denver CO - visiting relatives at both ends and experiencing ski areas we’ve not been to previously along the way. Upon arriving in Albuquerque we were assigned a black 2014 VW Passat TDI. I was shocked. A diesel!? Never seen a diesel rental. But I was good with that. Great fuel economy. That would prove to be true. Also, it easily held our skis and bags. After lunch with relatives in Albuquerque we immediately went to Santa Fe, NM where we went through the awesome “Meow Wolf” art experience. Look it up. I hope we can have one here in Rockford. Worth the trip in itself, and in fact was the inspiration for the trip. Santa Fe is not as charming as

it once was - go to Taos for that. We stayed at an AirBnB in Santa Fe, then got snowed on - but by time we got to Los Alamos, NM to ski at Parajito Mountain, it was all clear for the most part. Lovely SMOOTH highways in New Mexico and Colorado. Great cheap skiing at Parajito Mountain (started as a ski club in 1944, and still a clubby thing). We found we liked the city of Los Alamos a lot. Unique geography. Look it up on Google Maps satellite view. Especially the airport! We then drove to Taos, NM where we stayed two nights at an inexpensive but nice hotel. Skied at Red River, NM the next day. It’s an old mining town - now a tourist place for Texans. Nice skiing there too. The following day, with a long drive to Crested Butte, Colorado, we just shopped for clothes and hung out in quaint downtown Taos. This town has the muddiest darn street through the city. When not mud - it is dust. And it’s paved! We quite enjoyed the beautiful desert and mountainous drive up to Crested Butte, especially Colorado 114. Snow dusted hills, but clear winding

deserted two-lane with the Passat handling the curves with aplomb. We stayed three nights at Crested Butte Mountain with walk-out-the-door skiing. The hotel’s elevation is 9380 feet – top of mountain 12,000 feet or so - a huge mountain to ski with wonderful views. This is hunting and fly-fishing country on the edge of wilderness. The small town of Crested Butte is Westerny-quaint. Summer is their big tourist time. We also enjoyed most of the drive to Denver via mountainous Highway 50. I liked manually shifting the VW in the curves and hills. It was easy, delightful, to switch between automatic and manual shifting of the six-speed transmission. See a hill coming - drop her down a click or two, spin that diesel engine, they like it - same going downhill to save on the brakes. Drove it 816 miles and used only 21 gallons. Filled it the first time with 7 gallons and got 37.5 mpg, second/last time 39.5 mpg (more highway driving). It has an 18.5-gallon tank yielding 700 miles of range. Not bad. Saturday we took our four-year-old twin nieces to the

Denver Zoo. That was fun too. We flew out of Denver in the evening Saturday - getting home about 1 a.m. The cost of the one-way rental was not so bad since the airfare to Chicago was less out of Denver. That should cure my need for “mountains” for a while. As for the Passat. It was a very comfortable fuel-efficient car. Never any trouble starting dead cold at high-altitude. If you are considering buying one, test drive to be sure it does not have that awful lag when you need to jump out into traffic. It was dangerous. Too bad it was not a hybrid - the electric motor would cure that. Otherwise the Passat had great passing power, handled wonderfully, a smooth ride and perfect seats. Controls are mostly mechanical, while gauges are a mix of analog and digital (the speedo was both). We had the most trouble understanding the weird CD player. Due to people returning TDIs to VW - you can get good deals on them. I think one would be a great long distance commuter car. Not so much a city car.

Voices From the Grave

The mystery in the wall By Kathi Kresol Contributor

The Grinnell Senior Center sits on one of the most historic streets in Beloit, Wisconsin. According to the Historic Preservation Booklet: A Guide for Property Owners published in 1997, Bluff Street is one of the first residential streets in the city. The neighborhood was formed shortly after the building of the first bridge crossing the Rock River in the late 1840s. It hosted some of the most elaborate and distinctive homes built in the early days of Beloit. Though the Grinnell Memorial Hall now has a different purpose than when it was built, it stills has a distinct purpose for the city. Today the center hosts classes, exercise instruction, nutritional meals and concerts to active older adults. It offers a vibrant place to, as their website claims, “Live your life and forget your age!” When the Grinnell Building was built its original purpose was as a hall for veterans. It was built in 1937 at the request of Emma Grinnell who gave the city $100,000 to build a memorial for her late husband, William. William fought in Company F. of the 35th Wisconsin Volunteers during the Civil War. He also was a founding partner of the Beloit Iron Works in the 1880s. Emma donated the $100,000 in William’s name to create a place to host events to honor all of the Beloit veterans. Before the building could begin, they needed to tear down the old home that

stood on the property of 631 Bluff Street. The house had at one time been owned by the Lee family and was described as one of the finest houses on Bluff Street. It had seven arches across the first floor and a cupola that over-looked the budding city. It was during the demolition of the old home that a mystery was discovered. When workers were bringing down the 18-inch thick walls of the old house, they uncovered a small tin from the rubble. The tin had the letters “Dickie” carved into it. The curious workers took the small tin to the Superintendent of the dig, Paul B. Kennedy. When Kennedy opened the tin, he discovered the well preserved body of a canary placed on a tiny silk pillow. There was also an old New Year’s greeting card dated 1886. On the back of the card were the following words: “If in years to come anyone should find this box, please bury it again, just as you find it. It holds the oldest and most knowing bird in America. I loved him and I shall miss him.” The other side of the card was written, “Dear Little Dick. May you find wings that will bear you far from all imprisonment to a land ‘tis evergreen and summer is everlasting-where old age never comes-there you may sing your glad song with many others who have gained life and liberty by death. Peace be to his aches.” The card was signed only by the initials “N.C.” The little coffin and its dedication touched Paul B. Kennedy and he decided to hunt for the owner of the initials N.C. The word leaked out and the local

newspapers from Rockford all the way to Milwaukee, carried the story of the little canary and the owner who loved him. Within a week, a woman named C.W. Merriman came forward with the answer everyone had been searching for. Ms. Merriman grew up on Bluff Street and had a little friend by the name of Nellie Tuttle Clark. Nellie lived in the old Lee home as a child and later as an adult. Nellie had been an animal lover who had owned many pets including birds. “This is the kind of thing Nellie would do.” Mrs. Merriman said as she remembered her friend. The newspapers carried this little story and the response was immediate as well as surprising. The officials in charge of the building and Paul B. Kennedy were overwhelmed by the amount of people who contacted them. Everyone wanted to know what they planned to do with the tin and Little Dick’s body. The interest must have been intense because the officials decided that though they could not replace the bird’s body back into the original walls, they could place the tin into the walls of the brand new building. In a news article dated Sunday, October 4, 1936 the headline read, “A Canary from 1886 is Given a New Home.” The article stated that on a sunny afternoon all building noise ceased as the workmen gathered around Paul B. Kennedy. They were joined by many members of the community. Kennedy placed the small tin with the loving notes written by a young girl over 50 years before into the newly

built wall. The article ended with “Dickie was laid to rest once again.” But that wasn’t quite the end of the story. Apparently, Dickie comes back to visit every once in a while. Visitors to the Grinnell Memorial Hall claimed to hear the song and the beating of wings of a small bird inside the building. In the beginning the sounds of the bird’s warbling would cause folks to become concerned for the trapped bird. But over the years that concern has been replaced with air of acceptance. People theorize that the little bird was grateful to its owner and the officials that replaced its body back into the walls. They think that the little bird comes back every once in a while to express his gratitude with a little song. Nellie, too has returned to the location that once held her home. Apparently, visitors and staff have felt the presence of the young woman. There is a small area by the main entrance that now contains a small shop where visitors can purchase items. The staff has named it “Nellie’s Nook” in honor of the young girl. Though research has yet to reveal many facts about her, the story of Nellie continues to touch people over 120 years after she laid her dearest friend to rest. Kathi Kresol has been researching the history of this area for over a decade. She shares the stories she discovers in her articles for the Rock River Times, in her books, and during the events she hosts. Read more of Kathi’s stories on hauntedrockford.com.

Prime, Hulu, and Netflix have huge catalogues of classic and original series for you to binge on. Even if you don’t subscribe to any of those services, most of the major networks – and quite a few cable channels – not only let you watch their current shows online, but also offer a few select classics. (The catch with cable channels is you usually have to confirm that you subscribe to a cable or satellite provider that carries the channel.) Right now, on ABC.com you can watch full seasons of shows including My So-Called Life, Felicity, Ugly Betty, Reaper and more. On NBC.com you can even watch shows that never aired on the network itself, like House, Sex and the City, even Battlestar Galactica. On Fox.com and CBS.com you can watch episodes of their current series. If you have video-on-demand services as part of your pay-TV package, you can

find even more current and classic series to view. But pace yourselves. Too much binge watching is not the healthiest of behaviors. Go take a walk – staying at least six feet from any passersby, of course. Try a new craft or hobby. Cook or bake something. That’s what Daniel Levy, co-creator and co-star of Pop TV’s comedy Schitt$ Creek – a show you should definitely catch up on ahead of its series finale on April 7 – did over the weekend. Calling himself a non-cook, Levy posted several Instagram Stories about his (apparently successful) attempts to make chili, bake cookies, and cook a hearty breakfast. Whatever you do during this peculiar period of time – please don’t hoard food and supplies, be kind to others, and wash your hands.

Pace yourselves By Paula Hendrickson Contributor

With restaurants, bars, theaters, gyms, and other public-facing businesses shutting down for at least the next two weeks in a nationwide effort to slow the spread of the Covid-19 pandemic, a lot of people have no choice but to spend more free time at home. It’s not a problem for introverts, but most people will probably develop what my grandma used to call “cabin fever” after a few days. While a lot of us have the ability to work from home, others won’t have much to occupy themselves. Sports fans are experiencing a new form of March Madness because all live sporting events have been postponed or cancelled. With no sports news to cover, ESPN’s SportsCenter is reporting on Covid-19’s impact on the overall sports world, and the

network is turning to its archives and airing classic match ups and historic sporting events, and airing encore presentations of its acclaimed 30 for 30 sports-themed documentaries. And as of last week, most non-live television series had suspended production for the next few weeks in an effort to keep casts and crews from contracting or spreading the coronavirus. While some shows had already wrapped production on their current seasons, others will be pushed behind schedule. It’s uncertain when they’ll be able to return to work, or how long it will take to get new episodes out. Thankfully, there’s no shortage of already-produced programming to watch. Maybe there’s a show you wanted to watch, but you didn’t have time to catch up on multiple seasons. Now might be the time. Streaming services like Amazon

Growing potatoes BY GRANT MCCARTY CONTRIBUTOR

Potatoes are a crop that most people tend to not give a second thought to. You’ve chosen your potatoes, you’ve planted them, you hill them up, and you harvest them. It sounds pretty easy. Yet new cultivars of potatoes in the last couple of years have meant that red, blue, and purple potatoes are now available to grow. Some of these are also healthier than the traditional cultivars. In addition, baby and fingerling potatoes can be found. The main reason to discuss potatoes now is that you may need to order them so that they’ll be delivered closer to your planting date. Unfortunately, seed potatoes can be expensive to purchase due to shipping. Of the newer cultivars, potatoes with purple, blue, red flesh and skin are getting color from the presence of anthocyanin. This is the same compound found in purple cabbage. Blue potatoes also have antioxidants in them. Most of these will be good for multi-purpose of mashing, boiling, etc. These cultivars include ‘Purple Majesty’, ‘Mountain Rose’, ‘Adirondack Red/Blue’, and ‘Magic Molly’. ‘Huckleberry Gold’ is a cultivar that is very low in the glycemic index. Some of these may be found locally at your garden center but you may need to order them. Some other potatoes include

‘Irish Cobbler’, ‘Norland’, ‘Kathdin’, ‘Kennebac’, and ‘Yukon Gold’. Most potatoes are planted around mid-April. If you ask other Rockford potato growers when they plant, they will tell you that they plant on Good Friday. To plant a seed potato, you are aiming for a piece that is the size of an egg with two good eyes. This may mean that from 1 seed potato you may have 6-8 good eyes which could then be 3-4 potato “seeds” to plant. In most situations, you’ll space these 2-3 inches deep with 10-12 inches apart, and 2-3 feet between rows. Fingerling potatoes will not need to be cut. Places these in a trench 4-5 inches deep that is 6-8 inches wide with 8-12 inches between. Cover them to start out with 2-3 inches of soil. Your spacing between rows is 2 feet apart. Potatoes can be grown in containers. Drainage will be crucial here and you’ll still want to do the same spacing on them. This may mean you can only plant one seed potato per container. Fingerling potatoes may do really well in a container compared to larger types of potatoes. Grant McCarty is the Local Food and Smalls Farms Educator of the University of Illinois Extension. As advocates continue their eorts to secure additional funding for renewable energy other factors could temporarily slow installations in Illinois even if additional funding is secured. As we plan IREA events for this year we are aware of some uncertainties which could lead to their cancellation if the spread of the Corona virus necessitates it. While considerable uncertainty exists regarding the potential spread of the virus in Illinois, cancelling events is a basic public health response. In our youth several quarantines in late summer attempted to limit the spread of the polio epidemic. Fortunately a vaccine was developed which successfully halted its spread. An article by Parker Shea, a reporter for E&E News, pointed out that the existence of coronavirus is delaying some wind and solar projects in the United States. The problem originates with delays of materials in supply chains. This creates uncertainties for securing parts for utility scale projects. The delays could prevent firms from capitalizing on the production tax credits from the federal government which reduce financial costs of such projects. According to one source, wind project developers who use Asian wind component suppliers have been notified by the firms that they are evoking their right to temporarily delay their contract agreements regarding delivery of parts. Some of the firms are not providing a timeline regarding when the project developers can expect to receive these parts. Further complicating the situation is that there are few to no alternative sources of supplies to allow the projects to proceed in a timely manner. The Solar Energy Association also reports that some of its members are having supply chain problems. While no outright cancellations have been report-

ed, delays in delivering the components have occurred as suppliers are having diculty producing the parts in a timely manner. Failing to complete a project could adversely impact financing projects dependent on federal incentives. Perhaps the federal government will provide relief to impacted firms. The falling price of oil has also created some economic uncertainties. It could adversely impact money available for investments in oil production and pollution control technologies which leads to layos in the fracking industry. Low fuel prices also reduce the economic benefits of operating electric vehicles in contrast to the falling cost of fuel for gasoline and diesel powered vehicles. The adverse impacts appear temporary and should not lead to delays in securing additional state funding for renewable energy considering the benefits they provide to the local economy. The Illinois Renewable Energy Association intends to continue its eorts to educate the public about the benefits for renewable energy, especially for meeting local energy needs. An encouraging development for local renewable energy is the increased interest in residential storage in California and Hawaii. As battery prices fall residential storage should prove more popular in Illinois as well. Substantial pent up demand for renewable energy in Illinois remains, including a waiting list for 800 proposed community solar projects from last year and an additional waiting list for solar projects for schools, public buildings and business. Additional funding would prove helpful in meeting this demand. Within Illinois there are currently no funds for new utility scale solar and wind projects. It is important that additional state funding for renewable energy be made available this spring to capture the existing Federal financial incentives for their installation.

For two decades, Tom Brady was the face of the Patriots, and even of the NFL. When he turns 43 in August, his home address no longer will be in New England. The six-time Super Bowl champion plans to keep playing. But the centerpiece of the Patriots’ dynasty, the most successful quarterback in league history, says he is leaving the only pro team he has ever known. Brady posted Tuesday on social media “my football journey will take place elsewhere.” The comments were the first to indicate the Patriots icon would leave New England. Statements later by team owner Robert Kraft and coach Bill Belichick made it clear that Brady’s remarkable stint there is over. In a two-part message, Brady thanked the Patriots and the fans and said “FOREVER A PATRIOT.” “I don’t know what my football future holds, but it is time for me to open a new stage for my life and my career,” he wrote. “Although my football journey will take place elsewhere, I appreciate everything that we have achieved and am grateful for our incredible TEAM experiences.” The one-year contract Brady signed before last season expires Wednesday afternoon, and his agent could negotiate a deal with another team on Tuesday, though it can’t be official yet. He will count $13.5 million toward New England’s salary cap due to the signing bonus money he received in 2019. Kraft said of Brady: “I had hoped this day would never come, but rather that Tom would end his remarkable career in a Patriots uniform after yet another Super Bowl championship. Unfortunately, the two sides were unable to reach an agreement to allow that dream to become a reality. While sad today, the overwhelming feeling I have is appreciation for his countless contributions to our team and community.” A four-time Super Bowl Most Valuable Player and three-time league MVP, Brady has been the enduring face of the Patriots during a run that added another layer to Boston’s already rich sports history. Bill Russell, who won 11 NBA championship rings in the 1950s and ‘60s with the Celtics, has won more titles as a member of one of New England’s four major professional sports teams. Brady would be the oldest starting quarterback in the league at 43 at the beginning of next season. The Colts, Buccaneers, Chargers and Dolphins are among the teams expected to be in a Brady derby. “TB12,” as he has been dubbed, a nod to his 2017 book detailing his diet and exercise approach, arguably is coming off his worst non-injury season. He threw for 4,057 yards and 24 touchdowns in 2019, with eight interceptions. But he completed fewer than 56% of his passes six times in the final eight games of the year, including a season-ending loss to Miami that cost the Patriots a first-round playoff bye. They lost at home to the Titans in the wild-card round, Brady’s earliest postseason exit in a decade – and likely his last game in a Patriots uniform. Brady had a one-year contract for 2019 that paid him $23 million, placing him 10th among starting quarterbacks. It was the latest renegotiation by Brady to help give the Patriots salary cap flexibility to fill out the roster. The chief decision-maker in player personnel decisions, Belichick hasn’t been shy about moving on from players he felt were past their prime or seeking contracts that exceeded value in relation to their age. Belichick has severed ties with players much younger than Brady during his time in New England. “Nothing about the end of Tom’s Patriots career changes how unfathomably spectacular it was,” said Belichick, whose current quarterback is untested secondyear player Jarrett Stidham. “With his relentless competitiveness and longevity, he earned everyone’s adoration and will be celebrated forever. It has been a privilege to coach Tom Brady for 20 years.” After franchising offensive lineman Joe Thuney and coming to terms on new deals with Matt Slater and Devin McCourty, the Patriots have only about $18 million in salary cap space.

KENTUCKY DERBY

Scratched: Kentucky Derby now set for September due to virus BY BETH HARRIS ASSOCIATED PRESS

Change does not come easily to the Kentucky Derby. Fans sip mint juleps, don fancy hats and dress clothes and sing to the melancholy strains of “My Old Kentucky Home” as the thoroughbreds step onto the track on the first Saturday in May. It has always made the Derby as much a piece of Americana as a horse race. The country’s longest continuously held sports event thrives on this tradition, especially its date on the calendar. That changed Tuesday. Churchill Downs postponed the Derby until September, the latest rite of spring in sports to be struck by the new coronavirus along with the Masters, March Madness and baseball season. Instead of May 2, the race will be run Sept. 5, kicking o Labor Day weekend. “It’s good that they didn’t cancel it,” said Hall of Fame trainer Bob Baert, who has several top contenders that could earn him a record-tying sixth Derby victory. However, Baert added, “Until they get their arms around this virus, we’re all day-to-day” It’s the first time the Derby won’t be held on the first Saturday in May since 1945, when it was run June 9. The federal government suspended horse racing nationwide for most of the first half of the year before World War II ended in early May, but not in time to hold the opening leg of the Triple Crown that month. “We’ll roll with the punches,” Bill Carstanjen, CEO of Churchill Downs Inc. said during a conference call, “and feel very, very good that September is the right date.” The date change still must be approved by the Kentucky Horse Racing Commission at its meeting Thursday. The date belonged to smaller Ellis Park, which struck a deal with Churchill Downs. Skip Sayre, spokesman for Ellis Entertainment, said both sides agreed to keep the amount of money involved confidential. “We were more than willing to accommodate,” Sayre said. “Our agreement with Churchill keeps us whole from a financial perspective.” Still to be decided are the dates of the next two legs of horse racing’s showcase series – the Preakness and Belmont. Carstanjen said the September date was chosen after talks with NBC Sports, which televises the Triple Crown races, based on the limited number of sports events that weekend and hotel availability in Louisville.

Churchill Downs clearly wasn’t interested in running the 146th Derby without fans in the stands, which is what other tracks have been doing, including Santa Anita in California, Oaklawn in Arkansas and the Fair Grounds in Louisiana. “We feel confident we are going to run the Kentucky Derby and run it with a crowd,” Carstanjen said. “It’s a participatory event.” The race itself lasts just two minutes, but the partying and socializing goes on throughout Derby week, with celebrity-stued charity galas and private house parties. Last year’s race drew 150,729 fans. People who pay little attention to horse racing the rest of the year typically watch the Derby and wager on it either formally or in pools set up at parties. The Derby was first run in 1875 and has gone uninterrupted, even through the Great Depression and World Wars I and II. In 1943, there were travel restrictions imposed by World War II and no out-oftown tickets were sold. Still, the Derby went on, with Count Fleet winning in front of 65,000. The colt won the Triple Crown that year. The Kentucky Oaks, the race for fillies held on Derby eve, is also hugely popular, especially among Louisville locals. It first began in 1875. It will be run Sept. 4. Horses have been training and racing to earn points that translate into berths in the 20-horse Derby field even as the rest of the sports world has mostly shut down because of the virus pandemic. Horses have only one chance in their lives to compete in the Derby, Preakness and Belmont stakes for 3-year-olds. “From a trainer’s standpoint, holding those 3-year-olds throughout the summer is not a real big problem. I don’t think it aects our training schedule that much,” four-time Derby-winning trainer D. Wayne Lukas said. “I’m more interested in what would be the prep races leading up to it because you do need those.” Carstanjen said points already earned by horses would be maintained, while existing races at tracks across the country would be added to the Road to the Kentucky Derby qualifying process. “This will be fun and give fans more time to learn about this year’s crop of 3-yearolds,” he said. Baert must reconsider the training and racing schedules for his contenders. “I’m going to have to back o some of them that are ready to go right now,” he said. “The thing is to keep them healthy.” The Derby draws strong TV ratings.

By moving it to Sept. 5, the race wouldn’t conflict with Notre Dame football, satisfying NBC Sports, which televises both. The University of Louisville has an away football game that day. The Preakness is scheduled for May 16 at Pimlico in Baltimore, and no decision has yet been made on its status. “While we are mindful of the challenges these times present we also know that events like the Preakness Stakes can help restore our sense of place and economic well-being to our communities and state,” the Maryland Jockey Club said in a statement. The Belmont is June 6. The New York Racing Association said “decisions about large-scale public events must prioritize public health and safety above all else.” NYRA added that it will update the status of the Belmont “only when that process has concluded to the satisfaction of state and local health departments.” For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough, with the vast majority recovering in about two weeks. Carstanjen said Churchill Downs alerted Pimlico and Belmont Park as it got close to completing a new date with NBC Sports. “They were receptive and had their own questions. There is time in the calendar that

NBC can make available,” he said. NBC Sports said it appreciates the “traditional sequencing of the Triple Crown races,” but these are “uncharted waters” and the network will work with the Preakness and Belmont to “determine the most appropriate timing.” The Derby has an impact of about $400 million on the Louisville area. Hotels, restaurants, gas stations, grocery and liquor stores depend on the race for much of their yearly revenue. And they all jack up their prices come Derby week. The Kentucky Derby Festival said Tuesday its event will be postponed until later in the year. The two weeks of Derby Festival events leading to the race have a local economic impact of $127 million. Thunder Over Louisville, the popular fireworks display, has been rescheduled to Aug. 15. Tradition aside, Baffert expressed concern about the racing industry surviving the eects of the coronavirus pandemic. Keeneland race track in Lexington, Kentucky, recently scrapped its entire spring meet. “At the end of the day, it’s just a horse race,” Baert said of the Derby, “and I’m more worried about what’s going on in the world. Right now, we’re all in survival mode until we get this thing figured out.”
