No firm plans yet for restarting session Hospitals among groups waiting on ‘must pass’ legislation By Peter Hancock

SPRINGFIELD – The Illinois General Assembly on Monday began its second week of shutdown due to the spread of the novel coronavirus disease, COVID-19, and officials said it is still uncertain when, or under what circumstances, the session will resume. Officials in the offices of Senate President Don Harmon and House Speaker Michael Madigan said Monday that conversations have been taking place among legislative leaders and their respective caucuses, but as of yet no decision has been made. “For now, we continue to weigh legislative and procedural priorities so that when we return to session we can be effective and efficient while also protecting public health and safety,” Harmon’s spokesman, John Patterson, said in an email. The last day lawmakers met was Thursday, March 5. They were scheduled to be off the following week, March 9-13, as many members campaigned in their home districts during the lead-up to the March 17 primary. They were scheduled to return Wednesday, March 18, but several days before that Gov. JB Pritzker issued a disaster declaration and began urging Illinoisans to practice “social distancing.” “The plan is to monitor and talk with the offices, and come back when it’s safe to come back, not only for members of the General Assembly but whatever arrangement we’ve made relative to the public
meeting part,” Madigan’s spokesman, Steve Brown, said in a phone conversation. The most important piece of legislation awaiting action is the state budget. Pritzker has proposed a $42 billion spending plan for the fiscal year that begins July 1, some of which depends on voters approving a constitutional amendment in November that would allow the state to levy a graduated income tax that levies higher rates on higher levels of income. That budget, however, was built around assumptions that the state’s economy would continue growing at roughly the same rate it had been growing before the COVID-19 outbreak. The outbreak, however, has forced many businesses to either close temporarily or scale back their operations while many of their employees have been furloughed. That is certain to have a negative impact on sales and income tax collections for the remainder of the current fiscal year, and the revenue slump could continue into the next fiscal year. Brown said the impact of such a slump could be eased depending on whether Congress approves an economic recovery package that provides aid to state and local governments. As of Monday, however, that recovery package was stalled in the U.S. Senate. Meanwhile, there are a number of other bills pending that are considered “mustpass” legislation, meaning the state could face dire consequences if they fail to pass. One of those is a renewal of the state’s hospital assessment program, which generates about $3.5 billion each year to help fund hospitals that treat large
numbers of Medicaid patients. Under that program, hospitals are assessed a tax based on the number of inpatient and outpatient procedures they perform. That money is then used to draw down federal matching funds and it is distributed back to hospitals based on the number of Medicaid patients they serve because Medicaid typically pays lower reimbursement rates than Medicare or private insurance. Illinois launched that program in 1992 but it must be renewed periodically and each renewal must be approved by the federal government. The current program is set to expire on June 30. Danny Chun, a spokesman for the Illinois Health and Hospital Association, said in an interview that conversations have been taking place behind the scenes about what the new program should look like, but he said time is a critical factor. That’s because once a bill is passed and signed by the governor, the federal review process could still take two or three months. Without the hospital assessment program, Illinois hospitals would lose $3.5 billion in revenue at a time when they could be under significant stress treating COVID-19 patients. Chun said one of the options he has heard discussed would be to call the General Assembly back into session for a single day – possibly even half a day – just to pass a budget and a few other essential bills. Patterson did not confirm or deny such a plan, saying in an email, “lots of options are being explored and discussed.”

I love books. Rockford Public Library is high on my list of my favorite places. I was delighted to discover I can order a book online and just pop in to pick it up when it was ready. And, when I pop in to pick it up, I have to see what’s on the New Releases shelves. We probably won’t be able to go to the library for a while. But the good news is that RPL has a digital collection of books, and all you need is the internet and a library card. (You can find a lot more than books there, too!) Some of my favorite authors are Kurt Vonnegut, Jr., John Steinbeck, Erik Larson, Bill Bryson, Douglas Adams, Ray Bradbury and George Saunders. Vonnegut’s Slaughterhouse 5 and Steinbeck’s East of Eden are particular favorites. I do have a personal rule that if I’m not enjoying a book by the second or third chapter, it goes back on the shelf or I skim a couple pages of each chapter to see if it’s worth starting over. There is too much else to read and too little time. Some books that others have said are wonderful, I just don’t get. And I’m sure it works the other way, too. Right now, I’m reading Invisible Women – Data Bias in a World Designed for Men, by Caroline Criado Perez (recommended by a friend). It explores the gender bias in all aspects of life that are designed by men for men. There are some interesting data here, though a little heavy for the current mood. I confess I’m doing a bit of skimming with the thought of getting on to lighter fare. What books are you reading? What are some of your favorites? Let’s share them with each other. CHICAGO (AP) – Bill Purdue waterproofs basements for a living, but he has spent the past few days in his buddy’s Washington, Indiana, auto trim and upholstery shop cutting rectangles of cotton fabric that his friend sews into face masks. Fashion designer Briana Danyele left Italy last month to return to her mother’s Greer, South Carolina, home, where she has turned the living room into a mini sewing factory, making masks that she embroiders with the words, “We Got This!” They’re among scores of people answering pleas from hospitals, doctors and nurses so desperate for personal protective equipment amid the viral pandemic that they’ve turned to the public, saying do-it-yourself face masks are better than nothing. And for those sitting at home worrying as the virus strains hospitals and the economy teeters, sewing masks makes them feel less helpless. “Whatever it takes to get the job done, that’s what I want to do,” said Purdue, 57, whose daughter works at the women’s hospital in Evansville, Indiana. He and his friend Mike Rice responded to a Facebook post last week from Deaconess Health System in Evansville asking the public for help. The efforts mirror those in other countries, including Spain, where mask-making volunteers include a group of nuns and members of the Spanish Air Force. Around 500 masks a day are coming off sewing machines at the Paratroop School in Murcia, in the country’s southeast, according to the Air Force’s Twitter account. In Belgium, what began as a one-woman operation about a week ago grew to a small army of home-sewing mask-makers within days. In Kosovo, inmates in a women’s prison volunteered to make masks. For most people, the new virus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. The vast majority recover. But the virus is spreading rapidly and starting to max out health care systems in several cities. Deaconess spokeswoman Pam Hight said the hospital system realized it could face a
shortage if local infections skyrocket like they have elsewhere. So officials produced and posted a how-to video that has been shared across the country. “We had people who wanted to ship them to us from all over the United States and we started saying, ‘Please, please use them in your communities,’” she said. “It makes your heart warm; people are so good.” She said Deaconess expects to collect thousands of masks this week at an off-hospital site and sanitize them before distributing them to nurses and doctors or sending them to local nursing homes and homeless shelters. Dartmouth-Hitchcock Medical Center, New Hampshire’s largest hospital, is preparing kits with fabric and elastic and encouraging volunteers to sew face masks for patients, visitors and staff so medical-grade protective equipment can be conserved for front-line health care workers. Providence St. Joseph’s Health in the hard-hit Seattle area last week put together kits using special material and distributed them to people willing to sew them. But the company said Tuesday that it was discontinuing the effort because local manufacturing companies had begun making masks and face shields quickly and on a larger scale. Federal officials had previously advised hospital workers to use surgical masks when treating patients who might be infected with coronavirus amid reports of dwindling supplies of fitted and more protective N95 respirator masks. “If nurses quit or become too fatigued or even become ill themselves, then we don’t have a frontline anymore,” said Wendy Byard of Lapeer, Michigan. She began organizing friends to make masks after learning her daughter, a nurse at a suburban Detroit hospital, was told to wear the same mask all day. Last week the Centers for Disease Control and Prevention quietly updated its guidance, saying hospitals that run low on surgical masks should consider ways to reuse them or to use them through an entire shift. And if hospitals run out, the CDC said, scarfs or bandanas could be used “as a last resort,” though some health officials warned cloth masks might not work. Mary Dale Peterson, president of the American Society of Anesthesiologists and chief operating officer at a Corpus Christi, Texas, children’s hospital, said she declined volunteers’ offers to make masks.
She said construction and manufacturing industries instead should donate or sell the high-grade masks they have to hospitals. “It would be only an extremely, extremely last resort that I would have my staff” wear homemade masks, she said. “I really hope it doesn’t get to that point in the U.S.” At the Missouri Quilt Museum in Hamilton, Missouri, board members asked local hospitals if masks were needed and “they emphatically said yes,” said director Dakota Redford. Soon other health care providers, including ambulance crews and nursing homes, were requesting masks. “This has been a true grassroots effort that has exploded across the country in the quilting world,” she said. Businesses also are stepping up. Crafts chain Joann Stores is making all of its 800-plus stores available for up to 10 people at each location to sew masks and hospital gowns, offering sewing machines and supplies, spokeswoman Amanda Hayes said. Hayes said the number of people allowed in the stores adheres to CDC guidelines, the sewing stations will be six feet apart and staff will continuously sanitize the work areas and materials. The company also has special kits for customers who want to make masks at home. “We’re enabling people to feel like they are contributing at a time when we don’t have control,” Hayes said. In Baltimore, almost 285 volunteers with 618 3D printers between them are making plastic face shields for Johns Hopkins and other area hospitals and dropping them off at a maker space called Open Works. Executive Director Will Holman, who organized the effort, said he laid off 21 part-time employees last week because of the virus but has rehired some to assemble, sterilize and package the shields. Danyele, the South Carolina fashion designer, said she made about 200 masks bound for a local nursing home and hospitals in Florida, Georgia, Indiana and Illinois. “If I’m one person creating 200 masks, imagine what we all could do,” said Danyele, 24. “It’s super sad that we’re at this point, but this is encouraging.”

NEW YORK (AP) – The Dow Jones Industrial Average surged to its best day since 1933 as Congress and the White House neared a deal on Tuesday to inject nearly $2 trillion of aid into an economy ravaged by the coronavirus. The Dow burst 11.4% higher, while the more closely followed S&P 500 index leapt 9.4% as a wave of buying around the world interrupted what has been a brutal month of nearly nonstop selling. Despite the gains, investors were far from saying markets have hit bottom. Rallies nearly as big as this have punctuated the last few weeks, and none lasted more than a day. Both Democrats and Republicans said Tuesday they’re close to agreeing on a massive economic rescue package, which will include payments to U.S. households and aid for small businesses and the travel industry, among other things. A vote in the Senate could come later Tuesday or Wednesday. Investors have been waiting in frustration for such aid, particularly as the Federal Reserve has done nearly all it can to sustain markets, including its latest round of extraordinary aid launched Monday. “I don’t think there’s any more confidence in the fundamental outlook, but the fact that we’re making progress is good news,” said Katie Nixon, chief investment officer at Northern Trust Wealth Management. “It’s sort of like, keep the patient alive in the emergency room so

you can provide some treatment options.” The Dow rose 2,112.98 points, its biggest point gain in history, to 20,704.91. The S&P 500, which is much more important to most 401(k) accounts, rose 209.93, or 9.4%, to 2,447.33 for its third-biggest percentage gain since World War II. The Nasdaq composite jumped 557.18 points, or 8.1%, to 7,417.86. The buying circled the world. South Korean stocks surged 8.6%, Germany’s market jumped 11% and Treasury yields rose in a sign that investors are feeling less fearful. The market has seen rebounds like this before, only for them to wash out immediately. Since stocks began selling off on Feb. 20, the S&P 500 has had six days where it’s risen, and all but one of them were big gains of more than 4%. After them, stocks fell an average of 5% the next day. “One of the things to be careful about is thinking this will be the panacea or that this fiscal response will be sufficient,” said Eric Freedman, chief investment officer at U.S. Bank Wealth Management. Ultimately, investors say they need to see the number of new infections peak before markets can find a floor. The increasing spread is forcing companies to park airplanes, shut hotels and close restaurants to dine-in customers. President Donald Trump said Tuesday during a Fox News virtual town hall that he hopes to “open up “ the economy by Easter. Analysts said the pronouncement wasn’t a contributor to the day’s huge rally, which was mostly due to the stimulus hopes.
For most people, the coronavirus causes only mild or moderate symptoms, such as fever and cough. Those with mild illness recover in about two weeks. Severe illness including pneumonia can occur, especially in the elderly and people with existing health problems. Recovery could take six weeks in such cases. Economists are topping each other’s dire forecasts for how much the economy will shrink this spring due to the closures of businesses, and a growing number say a recession seems inevitable. Some of the market’s areas hardest hit by the closures, though, led the way higher Tuesday as expectations rose for incoming aid from the U.S. government. Norwegian Cruise Lines, MGM Resorts and American Airlines Group were all up at least 33%. Energy companies and banks were also strong, though all remain well below where they were a month ago. Governments and central banks in other countries around the world are unveiling unprecedented levels of support for their economies in an attempt to limit the scale of the upcoming virus-related slump. Germany, a bastion of budgetary discipline, also approved a big fiscal boost. The gains came even as the first reports arrived showing how badly the outbreak is hitting the global economy. In the United States, a preliminary reading on business activity in March showed the steepest contraction on record, going back to 2009. Reports were also gloomy for Europe. “Everyone was prepared for a set of shockers, and that is precisely what we
got, but they are not a surprise,” said Chris Beauchamp, chief market analyst at IG. “It is at times like this that the market’s propensity to look forward is demonstrated most effectively.” More dour data is nearly assuredly on the way. On Thursday, economists expect a report to show the number of Americans applying for jobless claims easily set a record last week. Some say the number could be way beyond 1 million, amid a wave of layoffs, topping the prior record of 695,000 set in 1982. Helping to lift sentiment in markets is news from China that it is preparing to lift the lockdown in Wuhan, the epicenter of the outbreak, and from Italy reporting a reduction in the number of new cases and coronavirus-related deaths. “It’s still early days, of course – perhaps investors can start to envisage life beyond the coronavirus,” said Craig Erlam, senior market analyst at OANDA Europe. “That could make stocks look a little more attractive, although anyone jumping back in now will need to have nerves of steel.” Despite Tuesday’s big gains, it’s no time to get complacent, said Adam Taback, chief investment officer for Wells Fargo Private Bank. “We would caution that the danger is not all behind us at this point,” he said. “We still have not seen numbers that give us an indication of just how bad things are. Today was a good day, but we would not necessarily see this as turnaround time.”

Key medical glove factories cutting staff By Juliet Linderman and Martha Mendoza Associated Press
Malaysia’s medical glove factories, which make most of the world’s critical hand protection, are operating at half capacity just when they’re most needed, The Associated Press has learned. Health care workers snap gloves on as the first line of protection against catching COVID-19 from patients, and they’re crucial to protecting patients as well. But medical-grade glove supplies are running low globally, even as more feverish, sweating and coughing patients arrive in hospitals by the day. Malaysia is by far the world’s largest medical glove supplier, producing as many as three out of four gloves on market. The industry has a history of mistreating migrant workers who toil over hand-sized molds as they’re dipped in melted latex or rubber, hot and exhausting work. The Malaysian government ordered factories to halt all manufacturing starting March 18. Then, one by one, those that make products deemed essential, including medical gloves, have been required to seek exemptions to reopen, but only with half of their workforce to reduce the risk of transmitting the new virus, according to industry reports and insider sources. The government says companies must meet domestic demand before exporting anything. The Malaysian Rubber Glove Manufacturers Association this week is asking for an exception. “Any halt to the production and admin-
istrative segments of our industry would mean an absolute stoppage to glove manufacturing and it will be disastrous to the world,” said association president Denis Low in a statement released to Malaysian media. He said their members have received requests for millions of gloves from about 190 countries. U.S. imports of medical gloves were already 10% lower last month than during the same period last year, according to trade data complied by Panjiva and ImportGenius. Experts say greater declines are expected in coming weeks. Other countries making gloves including Thailand, Vietnam, Indonesia, Turkey and especially China are also seeing their manufacturing disrupted due to the virus. U.S. Customs and Border Protection announced Tuesday it was lifting a block on imports from one leading Malaysian medical glove manufacturer, WRP Asia Pacific, where workers had allegedly been forced to pay recruitment fees as high as $5,000 in their home countries, including Bangladesh and Nepal. The CBP said they lifted the September order after learning the company is no longer producing the medical gloves under forced labor conditions. “We are very pleased that this effort successfully mitigated a significant supply chain risk and resulted in better working conditions and more compliant trade,” said CBP’s Executive Assistant Commissioner for the Office of Trade Brenda Smith. The Southeast Asian medical glove manufacturing industry is notorious
for labor abuses, including demanding recruitment fees that send impoverished workers into crushing debt. “Most of the workers who are producing the gloves that are essential in the global COVID-19 endemic are still at high risk of forced labor, often in debt bondage,” said Andy Hall, a migrant workers rights specialist who has been focusing on conditions in Malaysian and Thai rubber glove factories since 2014. In 2018, workers told several news organizations they were trapped in factories and grossly underpaid while working overtime. In response, importers, including Britain’s National Health Service, demanded change, and companies promised to end recruitment fees and provide good working conditions. Since then, advocates like Hall say there have been improvements, including recent food handouts at some factories. But workers still suffer long, arduous shifts, and receive little pay to make medical gloves for the world. Most of the workers in the Malaysian factories are migrants, and live in crowded hostels at the factories where they work. Like everyone in Malaysia, they’re now locked down because of the virus. “These workers, some of the invisible heroes of modern times in fighting the COVID-19 pandemic, deserve much more respect for the essential work they do,” said Hall. Gloves are just one of many types of medical equipment now in short supply in the U.S.
The AP reported last week that imports of critical medical supplies including N95 masks have sharply declined in recent weeks due to factory closures in China, where manufacturers had been required to sell all or part of their supply internally rather than export to other countries. Rachel Gumpert, director of communications and membership services for the Oregon Nurse’s Association said hospitals in the state are “on the edge of crisis.” “Across the board there’s not enough of anything,” she said. They’re mostly lacking adequate masks right now, she said, but “in two weeks we’ll be in a very bad place in terms of gloves.” In the U.S., concerns about a shortage have prompted some stockpiling and rationing. And some locales were asking for public donations. In response, the FDA is advising medical providers whose stocks are dwindling or already gone: don’t change gloves between patients who have the same infectious disease, or use food grade gloves. Even with adequate supplies, the agency said that under present circumstances: “Reserve use of sterile gloves for procedures in which sterility is required.” Last week an Italian doctor died after testing positive for novel coronavirus. In one of his last interviews, he told broadcaster Euronews he had had to treat patients without gloves. “They have run out,” he said.

To help avoid the spread of Covid19, most television shows have wisely suspended production. Others, namely talk and news shows, have used modern technology to allow anchors, hosts, and guests to communicate directly with each other – and with audiences. Last week Today’s Savannah Guthrie, who wasn’t feeling well, played it safe and co-anchored from a makeshift studio in her basement. The women of The View have been discussing each day’s events from the safety of their own homes. Even CNN’s Anderson Cooper anchored his show from home, while Sunday night’s edition of The Walking Dead’s aftershow, Talking Dead, had host Chris Hardwick broadcasting from his house, with three guests safely ensconced in their respective homes.
Also from home, Stephen Colbert, Jimmy Kimmel, Jimmy Fallon and Conan O’Brien all taped updated segments for repeats of their late night talk shows – Colbert even did a monologue from a bathtub one night, and Fallon’s two young daughters helped him with his thank-you notes. Remotelyrecorded episodes of The Daily Show with Trevor Noah were temporarily re-dubbed The Daily Social Distancing Show with Trevor Noah. Technical challenges aside, it’s relatively easy for news reports, talk shows, and panel shows to keep producing programs remotely. The lack of a studio audience can be hard to adjust to at first, but it’s not really that distracting. Scripted series – as well as reality shows with large casts and crews – had no option but to go dark. A few years ago soap star, and Illinois native, Nancy Lee Grahn (Alexis, General Hospital) hosted a digital talk show,
GH Now! that covered behind-the-scenes life on the soap. Faced with California’s stay-at-home directive, she drew on her GH Now! days to simultaneously video chat with some of her daytime colleagues under the banner Soaps in Quarantine. Because soap operas tape anywhere from two to eight months in advance, they should have new episodes for a while. That’s not the case with most primetime series. Even though new episodes won’t be airing for much longer, some series found a way to help others during the crisis. Virtually all medical shows – including Grey’s Anatomy, The Good Doctor, New Amsterdam, Station 19, The Resident, Chicago Med, and Chicago Fire – donated surgical gowns, gloves, masks, and other medical props from their sets to hospitals and first responders. Some television performers are doing
whatever they can to entertain people and spread the message, via social media, to stay home and wash your hands. The Voice coach John Legend was one of the first musicians to livestream a concert from home. Schitt$ Creek’s Daniel Levy continues to post Instagram stories of his cooking efforts (as noted in last week’s column). And over the weekend, former talk show host Rosie O’Donnell revived her show as a one-night-only live-stream special (with an all-star line-up of guests joining from their own homes) and raised well over $500,000 to benefit The Actors Fund, which will help actors who’ve been put out of work due to the pandemic. If you’re among the people unable to work from home or go to work, I encourage you to spend a little time looking up what some of your favorite TV stars have been doing to bring a little light to us in a very dark time.

Growing vegetables: Choose your seeds BY GRANT MCCARTY CONTRIBUTOR
Growing vegetables from seeds is one of the easiest ways to start your vegetable garden. While you might think that it can be hard to do, in most cases, it’s actually pretty easy. The main challenges come from choosing the right seeds, starting them at the right time, and growing them the right way. A vegetable seed will be direct seeded, seeded as transplant, or both. Cool season vegetables like spinach, carrots, radish, and peas are direct seeded. What this means is that they can be planted in your garden, germinate, and grow well for you.
Many of the warm season vegetables like tomato, pepper, and eggplant needed to be started indoors before transplanting into the garden the end of May. If you were to plant a tomato seed the end of May, it may take much longer to get your tomatoes. Some vegetables are both direct seeded and transplants. This means that you could do either one depending on your timing and seed starting equipment. These vegetables include cauliflower, kale, broccoli, squash, and pumpkin. Your decision on when to start seeds indoors or to direct seed them is based on the last frost in our area. In Northern Illinois, our last average frost is around May
15th. Your seed guides will then say when you should safely plant or start your seeds based on the number of weeks from this date. For example, Kale can be direct seeded in the garden starting 5 weeks before the last frost which would be around the 2nd week of April. On the back of most seed packets, you will see growing information. This can guide you when it comes to spacing, sowing depth, growing, and harvesting. You may see the term thinning. Thinning is when you plant more seeds in a row then the spacing should be. Once these have germinated, you would then remove or thin them to the appropriate space.
If your vegetable seeds need to be started indoors, you’ll need seeds, growing mix, containers/flats, and a light source. You’ll find seed starting kits that include all the necessary equipment. Growing mix provides your plants the necessary nutrients they need these first few weeks. A fluorescent or LED light source works well for seeds too. There are many guides available that go into more detail on seed starting with tips/tricks and troubleshooting. Dealing with coronavirus and deteriorating environmental conditions BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS
We had a medical appointment recently that was cancelled unknown to us because our appointment was considered routine and not an emergency. Although we did get a brief positive report on some medical tests we also learned that a drive-through testing station for suspected cases of coronavirus was being set up as a means to diagnose the condition and initiate corrective actions. Eligibility criteria exist for securing such tests and subsequent treatment. Priorities make sense when a pandemic exists and medical supplies and personnel must be used in a judicious manner. Since we are still symptom free, we will not be tested. Beyond the level of the individual is the society as a whole; setting priorities at that level is required to limit the spread of the virus. Restrictions are being placed on group activities including limiting group gatherings to no more than 10 people. The coronavirus and related government restrictions will prevent large group events of any kind. How long restrictions will be in place is dependent on the spread of the virus, its severity, the availability of medical supplies and sta�, and how soon a vaccine becomes available for widespread
application. Given the restrictions and slowdown in economic activities it is appropriate to di�erentiate between meeting basic needs and things we can live well without. Those of us who lived through the Great Depression and WWII know that simple living is possible and some pleasures can be found. What helped was local support, including individuals who could make simple repairs. Since the end of WWII our economy has been design to facilitate the growth of consumerism with many goods and services outsourced to other countries. Globalization has undermined local, state and national economic autonomy and has linked us to global supply chains. We are gaining a fuller understanding of just how our lives can be disrupted by dependency on distant providers. Growth in the economy has also been at the expense of the natural environment as resource and energy consumption intensified and waste streams were spread around the globe adversely impacting human health and natural ecosystems. With the dramatic slowdown in the global economy, skies will be clean as they were after flight cancellations following 9/11. Waters will be cleaner as
well with fewer wastes reaching them. Energy consumption will drop. It will give us another example of how clean our environment could be if we redesigned our economy with sustainability as a goal. While exotic vacations, cruises, air travel, tourism, gambling casinos, recreational pot and others are enjoyable experiences for many people, they are not necessities. It is obvious we need to increase our investment in areas underfunded by society including real, widespread needs for basic services such as good nutrition, healthy living, adequate shelter and medical care and a good education. Those services require people to have incomes. While guaranteed incomes were considered in the Nixon era and abandoned, they may garner more support if job opportunities are slow to materialize. During WWII, purchases of sugar, butter, and meat were restricted, speed limits enforced, tire purchases limited, oil was cleaned and recycled and old cars and trucks repaired to keep them running. New cars and trucks were not being built as factories turned to producing the goods of war. Now facilities are producing goods and services to control the virus. The presence of the coronavirus, while troubling and likely to prove painful for
many of us, represents an opportunity for society to redesign itself to develop a far more sustainable economy taking into consideration all the accumulated scientific evidence on rapidly deteriorating environmental conditions around the planet. We can start by focusing on providing essential services at the local level while breaking the bonds of our oil and fossil fuel dependence which intensifies environmental destruction and increase our reliance on diplomacy while reducing our reliance on military solutions. While the coronavirus emergency is the current challenge being addressed, its presence creates an opportunity to redirect the overall trajectory of our society to address scientific studies which document the multiple threats to human wellbeing and ecological health associated with the existing economy. We were forewarned about the potential for another pandemic but failed to organize to prepare for it in a timely manner. We have also been forewarned about rapidly deteriorating environmental conditions and have yet to respond in an appropriate manner. The time to respond is now to avoid the worst consequences.

Food/Beverage Updates
Local restaurants are offering curbside carryout during normal business hours. Call ahead to place your carryout order and you will be given an order number. Their team will be outside ready to direct you and get the food to your car in the quickest and easiest way possible. Delivery is still being offered, but please call ahead for any order.

Although many leisure activities are closing, our museums and attractions are building online programming for families at home. Continue to check attraction websites and social channels for updates on social live-streams, suggested activities, art projects for kids of all ages you can do at home, and more!

Retailers are still open but making daily changes to keep their teams and community safe. Access inside of stores is being limited to a few at a time to promote social distancing. In addition, some are offering curbside pickup of anything people see online and free local delivery for purchases made by phone or social media.

All Rockford area hotels are open at the present time and many are offering a limited number of available rooms to promote social distancing and enhanced cleaning efforts. Additionally, breakfasts are being served in a Grab and Go fashion, and common areas like fitness centers, lobbies, and event spaces are closed.
