Stay-At-Home Order

Non-essential businesses that refuse to close now face fines By Jim Hagerty Reporter

ROCKFORD - Owners of non-essential businesses can now be fined as much as $750 per day for staying open during Illinois’ stay-at-home order. Aldermen voted on the measure Monday during a special city council meeting conduced via video conferencing. The meeting came after the city announced on Facebook that it was reviewing complaints about certain merchants who may have been violating the governor’s order. “If a business is deemed non-essential, the City Department of Law will issue a determination letter advising the business to close,” the March 26 post read. But won’t stop at letters or fines. Officials warn that failure to comply could make re-opening a business when the stay-athome order is lifted difficult. “We will take all legal measures to enforce the executive order, including revocation of licenses, condemnation, fine, and criminal or civil sanctions,” the city said. T he ne w ord inance is ef fect ive immediately. The health department is also reviewing and investigating complaints that essential businesses are not taking proper measures to protect their employees and customers during the pandemic. Questions or complaints may be logged by calling the Winnebago County COVID19 hotline at 815-319-6705 or sending an email to COVID19@wchd.org. Responses will be updated daily on the COVID19 FAQ document. According to the State of Illinois, businesses deemed essential are: the government, health-care facilities and medical offices, stores that sell groceries and medicine, including farmers’ markets, convenience stores and food stands; food, beverage, and cannabis production and agriculture; businesses dedicated to the necessities of animals; charitable and social-service originations, including food banks and shelters; media, including newspapers, television, radio and web-based publications; professional services such as law offices, accounting

firms, appraisers, and real estate companies; gas stations and businesses needed for transportation--auto dealers, auto supply, auto repair and bicycle shops; financial institutions, including banks, currency exchanges, consumer lenders, payday loan centers, pawnshops, credit unions, title companies, financial trading markets and future exchanges, bond companies and companies selling financial products. Other businesses include hardware supply stores, companies that sell electrical plumbing and heating material; companies that provide business, IT and computer products and services--including retail (Best Buy, etc.); and the critical trades. The critical trades include building and construction tradesmen and tradeswomen – plumbers, electricians, exterminators, cleaning and janitorial workers, security staff, operating engineers, HVAC, painting, moving and relocation companies, and services necessary to maintain the safety, sanitation, and essential operation of residences. Organizations that provide essential activities, and essential operations are also permitted to operate during the order. They include mail, post, shipping, logistics, delivery and pickup-stores and services. Post offices and other businesses that provide shipping and delivery services, and businesses that ship or deliver groceries, food, alcoholic and non-alcoholic beverages, goods or services to end users or through commercial channels may remain open. Although students are not permitted in buildings, educational institutions are open to staff. They include public and private pre-K-12 schools, colleges, and universities – for purposes of facilitating distance learning, performing critical research, or performing essential functions, provided that social distancing of six-feet per person is maintained to the greatest extent possible. Restaurants are permitted to offer carryout, curbside service, delivery, drivethough and pick-up. In Rockford, under the mayor’s authority as liquor commissioner, bars are permitted to sell packaged beer and wine to go.

Laundromats, laundry services and dry cleaners may remain open. Schools and other entities that typically provide food services to students or members of the public may continue to do so under the condition that food is provided to students or members of the public on a pick-up and takeaway basis and that food be eat off-site. Other essential businesses include supply chain companies, labor unions, hotels and motels, funeral homes, and transportation companies including airlines, taxis, including Uber and Lyft; public transportation, and commercial transportation. Home-based care businesses offering services to adult, seniors and people with disabilities may also operate along with residential facilities and shelters. Residential facilities include shelters for adults, seniors, children, and/or people with developmental disabilities, intellectual disabilities, substance-use disorders, and/or mental illness. Day care centers granted an emergency license pursuant to Illinois Administrative Code, governing emergency day care or children of employees exempted by the executive order are permitted. The licensing requirements for day care homes pursuant to Section 4 of the Child Care Act are suspended for family homes that receive up to six children for the duration of the state disaster proclamation. Rock ford Mayor Tom McNamara mentioned the state’s executive order as it pertains to non-essential businesses Monday during a local COVID-19 update and said there are things companies are permitted to do during the shutdown. “You can take orders online and ship to customers via U.S. Mail, or any other delivery service,” he said. “You can process payroll and employee benefits, manage inventory, and perform routine maintenance. But you cannot be open for walk-in business and you cannot offer curbside pickup.” The governor’s stay-at-home order was extended Tuesday, and now lasts through April 30.

COVID-19 Tourism & Hospitality Rockford Area CVB

Much has changed since last week. Most of us are now “staying at home” while other essential employees continue to provide needed and important services to the general public. We are all quickly adjusting to new and changing realities presented by COVID-19. Our team remains committed to serving our communities, partners and residents during these changing times. WE ARE IN THIS TOGETHER!

Important Updates

New Local Loan Program to Help Small Business Owners: Joined by members of the local banking industry, Rockford Mayor McNamara announced the creation of the COVID-19 Small Business Emergency Loan Fund. These loans, available from $5,000 to $50,000, can be used for working capital and to help make ends meet during this critical time. The loan will be bridge financial while the small businesses seek funding from the Small Business Administration Disaster Relief Fund program. To date, $2 million has been raised for the loan program, with other financial institutions committing to support the fund. To be eligible businesses must: • Be for-profit entities • Have fewer than 100 employees • Be experiencing a business interruption or cash flow issue due to COVID-19 • Meet an average credit score • Have a full year of operations or other financial information For more information on the COVID-19 Small Business Emergency Loan Fund, contact John Phelps at John@rldc.us or Andrew Jury at Andrew@rldc.us or call 815-987-8675. Illinois Hospitality Emergency Grant Program for Hotels, Restaurants & Bars: The Governor announced a new $14 million grant program aims to help small hospitality businesses make ends meet, providing up to $25,000 to eligible bars and restaurants and up to $50,000 for

eligible hotels. These grants are available to support working capital (like payroll and rent), job training and technology to support shifts in operations (like increased pick-up and delivery). Bars and restaurants that generated between $500,000 and $1 million in revenue in 2019 are eligible for up to $25,000, and bars and restaurants that generated less than $500,000 in revenue in 2019 are eligible for up to $10,000. Hotels that generated less than $8 million in revenue in 2019 are eligible for up to $50,000. The program is funded by the Illinois Office of Tourism. Applications are available on DCEO’s website and are due by April 1 at 5 p.m. All valid, eligible applications received within the five-day window will be entered into a lottery, and grant winners will be notified on April 4. LunchChat – Connect. Inform. Help.: We are finalizing plans to launch a regular webinar series for partners on relevant topics such as cash flow planning, employment law updates, SBA and other gap funding opportunities, marketing/crisis communication. More to come on this. Help for Restaurants and Hotels: In an effort to alleviate short-term pressure for Rockford restaurants, bars and the hotel and tourism industry, the City of Rockford is deferring collection of its Food and Beverage Tax and its Hotel-Motel Tax. While businesses still need to submit the forms on time, the taxes will be collected in installments over subsequent months and will not be subject to late fees or penalties. Liquor Sale Changes: Effective March 20, 2020, Mayor Tom McNamara, in his role as City of Rockford Liquor Commissioner, is temporarily allowing all bars and restaurants to sell packaged alcohol in sealed original containers curbside, or “in person” on a “to go” basis, or by home delivery, including by third-party delivery services. RACVB Resource Center: Our online resource center content continues to evolve at www.gorockford.com/resourcecenter. We added a Small Business Resource tab

& Associates

that houses a variety of resources for our small business community to help navigate these trying times. Moreover, if you need additional assistance, email us at covid19@ gorockford.com and we’ll help track down the answer. Food/Beverage Updates

Curbside, Carryout & Delivery Still On! Local restaurants are still offering carryout, curbside, delivery and/or drivethrough services. Please continue to call restaurants individually to place orders and make sure hours are up to date. While we must still maximize social distancing to help keep each other safe, essential services like groceries and pharmacies remain open.

Sites/Attractions Updates

Engage Online, Take a Walk Online programming continues to be built out and offered for families at home. Many organizations like the Rockford Art Museum are sharing behind the scenes exhibitions and ways to engage, with

local creators. And remember, you are still allowed to take a walk, run or hike through your neighborhood - just keep your social distance!

Retail Updates

Shop Local, Support Small Biz While access inside of non-essential stores is not allowed, our local online community is thriving thanks to the creative efforts of city staples like the Rockford Art Deli, which launched its shipping-friendly Mystery Box. Others like 510 Threads offer curbside delivery. Keep shopping online locally to support our economy!

Hotels Updates

Essential & Open with Preventive Measures All Rockford area hotels are deemed essential and open. Enhanced cleaning, grab and go breakfasts and closed public spaces remain as standard practice. Moreover, the financial impact has already hit hard locally--over the last two reporting weeks, occupancy has dropped 28% while average daily rate is down nearly 14%. The coronavirus has dealt a financial blow to millions of Americans and now April’s bills are coming due. The good news is there is help available. Reach out immediately to your mortgage lender, student loan servicer or utility provider to see what’s available. Other assistance, such as stimulus checks or unemployment benefits, will take more time. The bottom line is that you need to take action to seek certain forms of relief. Here is help navigating the biggest issues:

HOUSING

Numerous mortgage lenders have said they are willing to work with distressed borrowers, including potentially suspending or reducing payments. Contact them immediately to find out about your options. If you hold a mortgage backed by Fannie Mae or Freddie Mac — about half of all mortgage holders do — there is help. The mortgage buyers have suspended all foreclosures and evictions for homes owned by their companies. They’ve also expanded their forbearance program, which could suspend payments for up to a year. Ask the company you make your payments to if you hold a Fannie or Freddie loan. The federal government has also halted foreclosures and evictions for mortgages insured by the Federal Housing Administration. Renters’ fate depends on where they live and who they rent from. Reach out to your landlord or property management company to ask for leniency. Several cities, such as Seattle, San Francisco and Boston, have halted evictions due to the coronavirus.

UTILITIES

Gas, electric, and other utility providers often have assistance programs for customers who cannot pay in full. There are also government and charitable programs to help low-income or struggling households. Ask the utility provider for referrals or call 2-1-1 for help finding local social service programs or charities. Several cities and regions have opted to halt utility shutos.

HEALTH INSURANCE

COBRA allows laid off workers at large employers to pay to continue their health insurance coverage, but it can be prohibitively expensive. Being laid o

also qualifies as a life event for most insurers, which means someone could get on a partner’s insurance outside of the normal open enrollment period. Due to the coronavirus, a handful of states have reopened their individual insurance exchanges to people who didn’t find coverage during the regular sign-up windows that started last fall. People who have lost coverage through their employer are allowed to shop on the exchanges outside the regular enrollment period. Some households may qualify for their state’s Medicaid program too.

DEBT

If you are struggling to pay your credit card, auto loan or other debt, reach out to your lender. They’ve been instructed by federal regulators to work with borrowers impacted by the virus. Banks have said they are willing to make a variety of arrangements such as waiving fees, temporarily lowering interest rates or making other payment arrangements.

STUDENT LOANS

Federal loan borrowers can now seek an emergency administrative forbearance, which would allow them to postpone payments for up to 60 days. Borrowers must contact a servicer to apply. The federal government also lowered the interest rate on all federally held student loans to 0%. However, that will not lower the monthly payment; instead it will apply the payment entirely to the principle balance. The government has also temporarily halted collections and wage garnishment for borrowers who’ve fallen behind on their federal student loans. It has instructed private collection agencies to follow suit. If you have private student loans, contact your servicer for their repayment options.

BUDGET

It’s time to cut any non-essential expenses,. That means ending your gym membership and trimming phone or internet plans. Daycare or monthly commuting passes might be paused or lowered during unemployment. Consider extra work if you can to bring in income. If you still come up short, stay calm. “Companies are rolling out programs to help with missed or late payments,” said Kristin Pugh, a certified financial planner. “If you can’t make a payment or can only make a partial payment you need

to be proactive and reach out.” FPA is oering free financial guidance to Americans in need. A nonprofit credit counseling agency can also provide low cost help managing debt and creating a household budget. If necessary, consider seeking aid for basic needs such as food and shelter. Or consider local food banks, which have more leniency in who they can help. United Way and 2-1-1 can also help you fi nd social service support you may qualify for in your area.

GOVERNMENT HELP

Yes, the government is delivering one-time payments to adults but those are still weeks away. Evelyn Zohlen, a certified financial planner and chair of the Financial Planning Association, urges people to use that money for needs not wants. If you are not in need, consider dropping that money into an emergency savings fund as anyone’s economic picture can change quickly. If you are laid o or your income has been reduced, apply for unemployment as soon as possible. Congress is beefing up what states can oer – including allowing part-time, self-employed and gig economy workers who typically weren’t covered to seek benefits. People who are quarantined, left work due to risk of exposure or to care for a family member can also apply. Applications can typically take two to three weeks to process, thought the surge in applications could extend that time frame.

Stocks fall, closing out their worst quarter since 2008 By Stan Choe, Damian J. Troise and Alex Veiga Associated Press

NEW YORK (AP) – Stocks fell Tuesday to close out Wall Street’s worst quarter since the most harrowing days of the 2008 financial crisis. The S&P 500 dropped a final 1.6%, bringing its loss for the first three months of the year to 20% as predictions for the looming recession caused by the coronavirus outbreak got even more dire. Stocks haven’t had this bad a quarter since the last time economists were talking about the worst downturn since the Great Depression, when the S&P 500 lost 22.6% at the end of 2008. The surge of coronavirus cases around the world has sent markets to breathtaking drops since mid-February, undercutting what had been a good start to the year. Markets rose early in the quarter, and the S&P 500 set a record with expectations that the economy was accelerating due to calming trade wars and low interest rates around the world. But benchmark U.S. crude oil dropped by roughly two thirds this quarter on expectations that a weakened economy will need less fuel. The yield on the 10-year

Treasury dropped below 1% for the first time as investors scrambled for safety, and it ended the quarter at roughly 0.67%. Germany’s DAX lost a quarter of its value, and South Korean stocks fell just over 20%. The big question is if markets will get worse. At this point, no one knows. “People are trying to digest the length and magnitude of what the coronavirus impact is going to be,” said George Rusnak, managing director of investment strategy at Wells Fargo Private Bank. The steep drops from Tokyo to Toronto in recent weeks reflect investors’ understanding that the economy and corporate profits are in for a sudden, debilitating drop-off. Economies around the world are grinding to near standstills as businesses close their doors and people hunker down at home in hopes of slowing the spread of the virus. But markets have also cut their losses in recent weeks on hopes that massive aid from governments and central banks around the world can blunt the blow. The S&P 500 was down nearly 31% for the quarter at one point, but it has climbed 15.5% since last Monday. The Fed has promised to buy as many ON AVERAGE, AARP MEMBERS ENJOY

Treasurys as it takes to get lending markets working smoothly after trading got snarled in markets that help companies borrow short-term cash to make payroll, homebuyers get mortgages and local governments to build infrastructure. Congress, meanwhile, approved a $2.2 trillion rescue plan for the economy, and leaders are already discussing the possibility of another round of aid. Whether markets have indeed found a bottom or whether investors have become too optimistic about the economic rebound coming after the viral outbreak peaks is impossible to say without knowing when the number of new infections will hit its peak. “We’re kind of on this little milestone journey with markets,” said Brent Schutte, chief investment strategist at Northwestern Mutual Wealth Management Co. “First, we get the economic plan in place, then we have to start to see some of the containment actions pay off. At some point it’s going to be how do we get back to work.” Among the next milestones for investors is Friday’s jobs report, which is expected to show a sharp drop in payrolls. Companies will also being reporting their earnings results for the first quarter in upcoming weeks, and analysts are looking for the steepest drop in profits since the start of 2016, according to FactSet. The numbers may get even worse in the following quarter. Goldman Sachs economists said Tuesday they expect the U.S. economy to shrink

34% in the second quarter, but they expect growth to rebound in the third quarter. The S&P 500 fell 42.06 points to 2,584.59. The Dow Jones Industrial Average lost 410.32, or 1.8%, to 21,917.16, and the Nasdaq was off 74.05, or 1%, to 7,700.10. The relatively modest moves are a big departure from earlier in the month, when huge swings punished investors. The S&P 500 had its worst day since Black Monday 1987 on March 12 with a 9.5% loss, for example, only to outdo itself with a 12% drop two trading days later. Sandwiched in between was a 9.3% surge. The number of known coronavirus cases keeps rising, and the worldwide tally has topped 830,000, according to Johns Hopkins University. The United States has the highest number in the world, more than 170,000. Most people who contract COVID-19 have mild or moderate symptoms, which can include fever and cough. But for others, especially older adults and people with existing health problems, the virus can cause pneumonia and require hospitalization. More than 41,000 have died worldwide due to COVID-19, while more than 175,000 have recovered. We’re still not even close to peak coronavirus in the U.S. which has already reported more cases than any other country and will sadly likely see a huge spike in the number of deaths, meaning further lockdown measures will likely follow,” said Craig Erlam, senior market analyst at OANDA Europe. “Huge challenges still lie ahead.”

tube talk

Another week By Paula Hendrickson Contributor

Not everyone has Netflix, and as another week under stay-at-home orders, those who do probably feel as if they’ve already watched everything on it. But there’s still a lot of good programming outside of Netflix that’s free to watch. Here are a couple of suggestions. Dishing with Julia Child, PBS – premieres April 3 Julia Child didn’t invent cooking shows, but she elevated them to new heights. Starting with her first PBS series, The French Chef (1963-1972), she showed home cooks how to make classic, and sometimes complicated recipes. She later went on to headline numerous cooking series, including Julia Child & Company, Julia Child & More Company, Dinner at Julia’s, The Way to Cook, In Julia’s Kitchen with Master Chefs, Baking with Julia, and Julia & Jacques Cooking at Home.

Dishing with Julia is a six-part series in which some of the world’s most recognizable chefs and foodies “dish” on some of their favorite episodes of The French Chef, delving not only into Child’s culinary knowledge, but her engagingly peculiar personality, her talent for teaching, and her passion for cooking. Chefs José Andres and Eric Ripert kick things off with commentary on an episode called “The Whole Fish.” Deadwater Fell, AcornTV – premieres April 6 In the mood for a twisty British (or Scottish, as the case may be) mystery? You might want to check out AcornTV’s new limited series, Deadwater Fell. For those who don’t already subscribe to the AcornTV streaming service, they’re offering a 30-day free trial (details below). Deadwater Fell stars David Tennant (Broadchurch, Doctor Who) as a physician who survives a fire that kills his wife and

children. Was it accidental? Was it arson? The emotional fallout from the tragedy impacts nearly every person in the bucolic Scottish town, and a series of flashbacks show that many of the town’s residents – and at least one of the victims – could be hiding sinister motives. Some Good News with John Krasinski, YouTube Like many of us, actor/writer/director John Krasinski (Tom Clancy’s Jack Ryan, A Quiet Place, The Office) was hungry for some good news in these disturbing times. He decided to cull positive news stories – and a Zoom interview with his former co-star Steve Carell – into Some Good News with John Krasinski, essentially a DIY “news” show that he uploaded to YouTube (URL below). Only one 15-minute episode exists so far, but if you need to smile, it’s worth checking out. Given the immediate positive response, it seems likely that more may follow.

While there is a lot of programming available to watch, I hope you’re not spending all (or even most) of your stayat-home time watching TV and movies. Go for a walk – with proper social distancing, of course. Call or FaceTime a friend. Read a book. Or do what Julia Child would have done and cook or bake something fantastic from whatever you have on hand. Above all, stay healthy.

Programming Notes:

Dishing with Julia Child premieres Friday, April 3 on PBS (it airs at 10 p.m. on WTTW) Deadwater Fell debuts Monday, April 6 on AcornTV streaming service, which for a limited time is offering a 30-day free trial (go to acorntv.com and enter promocode FREE30 to extend the 7-day free trial to 30 days) Watch Some Good News with John Krasinski at youtube.com/watch?v=F5pgG1M_h_U

Mr. Green Car

Chicago Auto Show Report By Allen Penticoff Columnist

Usually my report on the Chicago Auto Show is much more timely. But I wished to wrap up my pro-atomic energy series (available with some extra comments at: http://rockrivertimes.com/2020/03/04/ mr-green-car-our-energy-future-thefull-series/). Then I went on vacation. Now it is time to go over the things I saw and learned at the 2020 Chicago Auto Show. I of course go to the show to see what is new and interesting, particularly in areas of increased presence of electric drive. I also relish attending a luncheon put on by The Economic Club of Chicago. They always have a top-level industry executive as speaker. The food is great too. But us media types are relegated to a back corner. I’ll have more on this presentation later. This year there were more electric vehicles than ever. Really - too many to go into one at a time here. Most manufacturers have an EV for sale or will soon. First off, I got in line for a ride in the 2021 Ford Mustang Mach-E electric. While it was a very short ride and I was in the back seat. It seemed plenty powerful and gave me some bragging rights that I was among the first people to ride in this new vehicle. Clearly Ford is cashing in on the legendary Mustang name to promote this otherwise crossover SUVish sedan driven by electricity. This is sort of like Budwiser calling everything Bud Light - - -. Real Mustang aficionados are offended. But it’s a nice car and I’ll do a full report soon. I sat in as many EVs as I could. A shocking

result of this is that I found the 2021 Kia Soul EV to be a much more comfortable vehicle than the affordable Jaguar EPACE. There are already of course the Chevy Bolt, Telsa Model 3, Nissan Leaf +, Hyundai Kona/Kia Nero and a soon to arrive bevy of Volkswagens, the Mustang Mach-E and others to compete for your hard earned money. I was also intrigued by a collection of mobility devices that Toyota presented. Powered wheel chairs capable of transportation and the like. I also enjoyed driving Toyota’s racecar simulator - quite realistic. The luncheon speaker was Cody Thacker, Head of Electrification, Audi of America. His talk was quite enlightening. He started with describing the days when Oklahoma was opened up to those willing to go out and stake a land claim. Those who followed the rule and went at the sound of the cannon where called “boomers” – but they soon discovered folks went well ahead of the gun, those willing to take a risk, had already staked claims. These were the “sooners.” And finally there were those folks who came along later, in no particular rush, okay with claiming whatever was leftover. Thacker said the auto industry is much like this. There are companies out front, taking risks, and betting EV will be the “next big thing.” Other companies are sort of going along with it, but still more interested in conventional sales. While the last group is rather non-plus about it – taking a wait and see position. Audi, Volkswagen, Hyundai and Ford see themselves as in the “sooner” category. Thacker said they anticipate there will be 500 EV models on the world

market by 2021. Audi’s e-Tron will be the base DNA of the Audi line. VW is expected to have 25 EV models by 2028. He also showed where an Audi E-tron had towed a large trailer on a long cross-country trip in strong headwinds and bad weather. He recounted the charge stops along the way. A journalist next to me said he could not live with these charge times. I hit him with my standard reply. Drive an EV everyday – rent a truck when you need it or a regular gas burner when you have a long trip. Made him think. Thacker showed what EV shoppers concerns were. 50 percent had range concerns, 10 percent were concerned with charge point availability, and 5 percent each were concerned about cost and battery life. Most shoppers (48%) would like to see

range of 300 miles or greater. 250-300 miles 23%, 200-249 12%, and under 200 miles 17 % (these may not add up as I was looking at a photo of a PowerPoint slide). He also said that concern for the environment was VERY low in the rankings of EV purchase decisions. People buy EVs for economic reasons mostly and are apathetic about the environment. One of Thacker’s slides showed the exponential availability of charge points. At the time of the presentation there were 70,612 charge points in the U.S. alone and it will grow even more as Ford has big plans to create many more. Thacker said they project that 60 percent of the vehicle fleet will be electric vehicles by 2040, with 9.7 million EV units built per year. That’s exciting news for Mr. Green Car.

Growing the traditional and new broccoli BY GRANT MCCARTY CONTRIBUTOR

Broccoli is not always given it’s due. Yet I’ve noticed newer types of broccoli available as transplants and seeds. Many of these have a dierent flavor, do not produce a traditional broccoli head, and may be more kid friendly in taste. While you may be growing traditional broccoli every year, there are some newer cultivars of broccoli available that might be great addition to your garden this season. Broccoli does well from transplants. While you could start the seeds in the soil this season, you are much better starting

them indoors. While broccoli should be planted towards the end of April in Northern Illinois, you could start these transplants this week and be able to get a couple weeks of growth. Newer broccoli types are Broccoli Rabe, Romanesco, and Broccolini. Most of these are crosses between other broccoli family members. For example, broccolini is a cross between Chinese broccoli and the standard broccoli. It produces small florets, so not the traditional broccoli head you are expecting. Broccoli Romanesco has physical attributes similar to cauliflower. It may also be listed as Broccoflower. One of the benefits with

growing Broccoli Romanesco is that if eaten raw, it tastes like cauliflower while if you cook it, it tends to taste like broccoli. Broccoli Rabe may also be called Rapini. It tends to have a flavor closer to turnip and may be more bitter than broccolini. Since many of these are not producing a traditional broccoli head, they tend to have shorter maturity dates. While broccoli will produce in 74 days, broccoli rabe is 50 to 60 days and broccolini is 60 days. If you have struggled to grow traditional broccoli and have it produce a solid head, these other cultivars could be an option due their shorter maturity. Spacing can vary considerably

too. While broccoli is planted 12-24 inches in row, broccoli rabe is spaced 8-12 inches with broccolini 8-10 inches. There are very few broccoli cultivars. These include ‘Crusier’, ‘Green Goliath’, and ‘Green Comet’. You’ll find even less varieties for rabe, rapini, and broccolini too. Before growing these, I always encourage new growers to taste and cook with these. I’ve started to see more of these available at grocery stores in our area. Grant McCarty is the Local Food and Smalls Farms Educator of the University of Illinois Extension. His tips and tricks for local eating and your at-home garden appear in TRRT.

ENERGY & ENVIRONMENT

Coronavirus and energy BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

The lives of citizens have been impacted by government actions alerting us to the dangers over which we have little if any control. Wars and pandemics have periodically erupted producing alarm and changes in the laws and taxes impacting society. As we watch conflicting views emanating from government ocials at the state and federal levels we are left to ponder how the decisions being made by governments to address the crisis will impact our future. The first priority for government is to limit the adverse impacts of the coronavirus on us as citizens. What is puzzling is why we were caught with too few masks, ventilators, protective clothing, virus tests, medicine and trained personnel to address the pandemic. The shortage of supplies in large part appears to be the result globalization which outsourced much of the industry to China. When the virus struck, China shut down nearly 80% their factories limiting medical supplies along with other materials. The eciency practice of just in time deliveries and lack of maintaining an inventory of supplies accentuates the supply problem. The eorts to control the virus have brought the economy to a screaming halt. The Trump administration is calling for eorts to rekindle the economy while many in the medical community warn against a premature return to production. To a great extent we are left on our own

to cope with the situation within our own homes until government policies provide further guidance and support. We suspect the presence of the pandemic will give rise to various theories regarding its origin and why many governments were slow to respond to its potential global reach. Also likely to spark controversy would be any long term policy changes which might be seen as impacting our civil liberties such as the right to privacy, freedom of speech and other rights within the legal system. Overlooked in the intense eorts to deal with coronavirus is what is happening on the energy front. The current Saudi “oil war” with Russia in which the Saudis wanted the Russians to join them in cutting oil production in order to secure a higher price has adversely impacted the heavily indebted fracking industry in the United States. Subsidies of various forms are likely to be implemented to rescue the fracking industry along with the coal industry. Given the small amount of electricity now being consumed expansion of the electrical grid is likely to be delayed as utility revenues fall and supplies are harder to secure. Wind, solar and geothermal energies and the transition to electric vehicles are expected to be slowed as well as the acquisition of parts through the global supply chains, limiting installations. The health of workers in any country producing parts and that of the workers needed to install the systems is likely to be delayed. China is slowing its investments

in renewable energy; given its dominance in the industry it could have a ripple eect on the entire industry. The key question regarding government energy policies is the extent to which climate change and other environmental concerns will be downplayed or ignored in the eort to restart the economy. If implemented, existing plans to expand fossil fuel production will exceed the goal of keeping carbon emissions low enough to prevent the global temperature to rise above 1.5o°. Food supplies appear adequate but some items being flown in from other countries or distant markets could be disrupted. We could see a rise in local food production with the arrival of spring and the oppor-

tunity to garden on one’s own property. Families could engage in gardening as a means to add some variety to their diets and a purposeful activity if the stay at home message persists over a longer period of time. A friend recently sent us a picture of her garden which is shooting up sprouts of spinach ready for harvest. We have some leeks planted in pots poking through the soil. Perhaps ocials will approve small groups of 3 or 4 adjacent neighbors to share garden plots while following appropriate guidelines to prevent the spread of the virus. This is not a recommendation but it is something which ocials should consider as a means to make our lives and communities less vulnerable to outside forces and to be more able to sustain ourselves.

RACVB View

How Lucha Cantina is Dealing with this New Reality By Joshua Binning Rockford Area CVB

Saying that these are interesting times would be an understatement. I can’t imagine anyone has escaped the added stress brought on by this unprecedented situation. Here’s the thing, it’s not a contest. Getting the most stress certainly doesn’t make you or me any sort of winner. There might be a prize, but that prize probably involves bypass surgery so I’ll pass on that trophy. That said, I’m not going to sit here and say that I am some expert on this. I’ve sat on my couch and cried this week. This is tough stuff. For some of us our businesses are being forced into full or partial closure. For others, their jobs are instantly gone and they have mouths to feed. Again, this is tough stuff. The following is a list of the five things that I am doing to keep my sanity. If this helps, great. If not, no offense taken. 1. Prayer, Meditation, Yoga, Whatever works for you. Find a way to turn it all off a few minutes. I tried yoga once while my dog sat across the room and laughed at me. I’ll stick with prayer but do what works for you. 2. You have to move. Get outside for a few minutes. Take a walk. There’s just something about fresh air. 3. Turn off the TV (or at the very least change the channel). The talking heads are just talking. Most everyday there is a press conference with the President and Dr. Fauci. Watch that and try to catch Governor Pritzker’s press conference. Mayor McNamara has been holding frequent press conferences as well. Watch these. These are the guys that can actually say things that affect your life. The others just add to your stress. 4. Don’t believe or share anything that starts with “I heard” or “I guess” or

“They’re saying.” Google things. Facts are great. Everything else will add to your stress. 5. Focus on what you can do rather than what you can’t do. So what is Lucha Cantina doing you might ask? Well we are trying to adapt to the new rules that took us from a full service restaurant and bar and made us into a restaurant only selling food curbside. We have put some systems in place to make this a pain free experience for our guests as they now find themselves eating at home instead of in the restaurants. While we only have a skeleton crew, the people working know they aren’t just working for their families, but they are also working to keep our small business open for all of their teammates who find themselves on unemployment right now. They will need a place to come back to after all this over and we are doing our best to make them proud. We are serving our full menu. Chicken Fajita Tacos and our Moo, Peep, Oink Enchiladas seem to be the biggest sellers right now. We’d love for you to support us in this effort. We are doing curbside from 4 - 8 p.m. on Tuesday, Wednesday and Thursday and then we’ll be out there from 4 - 9 p.m. on Friday and Saturday. I’ll be outside under the big Lucha Cantina tent waiting for you. If you’re looking for other local businesses to support, please check out Winnebago Buy Local and Rockford Buzz both online and on Facebook.
