Pritzker urges schools to focus COVID relief funds $7 billion in federal aid to help schools reopen fully By Peter Hancock

SPRINGFIELD – Gov. JB Pritzker took to the road Monday to urge local school districts in Illinois to carefully target the roughly $7 billion in federal funds they will soon receive in order to help students overcome the learning loss they may have suffered during the pandemic. “We’re all wondering if this was a lost year for our children,” Pritzker said at an early childhood learning center in the Champaign school district. “We worry if a year’s worth of online classes and virtual play dates will impact their future in some negative way in the future.” Pritzker highlighted a report released last month by the state’s P-20 Council, the Learning Renewal Resource Guide,
which outlines many of the issues schools around the state are likely to face as they prepare to return to full in-person learning and some of the strategies they should consider. Those strategies include things like diagnostic testing to get more precise measurements of where students are in their academic progress; offering more tutoring, counseling and afterschool programs; and possibly even lengthening the school calendar to add more days of school. Most of the money schools stand to receive – about $5 billion of it – will come through the recently-passed American Renewal Plan. The rest is the result of two earlier rounds of federal relief funding. According to guidelines from the U.S. Department of Education, those funds may be used for things such as buying personal protective equipment or acquiring additional space to ensure

social distancing in classrooms, hiring additional staff to address learning loss, implementing strategies to address the social, emotional, mental health and academic needs of students, and funding afterschool and other extended learning or enrichment programs. Schools can also direct the funds to target populations that have been the most disproportionately affected by the pandemic such as students from low-income backgrounds, students of color, students with disabilities, English language learners, students experiencing homelessness and students with inadequate access to technology. Su z a n Z ol a , s u p e r i nt e n d e nt of Champaign CUSD 4, which stands to receive about $39 million in federal aid, said improving student access to technology is among her district’s top priorities. “Since the beginning of the pandemic we have invested, and will now be able to continue to invest in improving access to technology for students and staff,” Zola said. “There should never be a time again where students don’t have access to a computer and internet connection in their home.” What remains unclear, however, is how long it will be before all schools can fully reopen. The Illinois State Board of Education has left that decision largely up to local school boards. According to the Illinois Department of Public Health, as of Monday, just over 72 percent of seniors age 65 and over in Illinois, and 40 percent of all adults age 16 and older, have received at least one dose of vaccine. But Pritzker said that a recent uptick in new cases and hospitalizations is still preventing the state from entering Phase 5, or full social and economic reopening. “You know, we’ve seen this before. I think other places in the nation have had three surges. We’ve had two,” Pritzker said. “We’re now seeing a rise in cases here. But these things come in waves. I am hopeful that with the rising number of vaccinations we’re doing – we’re averaging over 100,000 a day – the increasing number of people who are fully vaccinated, at the same time that we’re dealing with a surge, I’m hoping that we can sort of overcome the surge for the very first time ever.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. Olympic gold: Colleges, Team USA search for new ways to win BY EDDIE PELLS ASSOCIATED PRESS
INDIANAPOLIS (AP) — It’s a point of pride that stretches across dozens of universities, many of them rivals, and all the college sports leagues, many of which compete for the same dollars and the same talent. As one banner on the Pac-12 conference’s website puts it: “Olympians made here.” The coronavirus pandemic, along with the substantial changes in the collegesports business model that will come into play as soon as this year, have led many leaders in both the college and Olympic worlds to wonder if that will still be true a decade from now. In one question from a survey sent by The Associated Press to Division I college athletic directors across the country, nearly 65% of those who responded said “Yes” when asked if the U.S. Olympic and Paralympic Committee should pay part of the bill to the universities that run sports programs that, in turn, feed the U.S. Olympic pipeline. At stake is a stretch of Olympic dominance that has seen the U.S. win a world-leading 678 medals in both Summer and Winter Olympics since 2000. A huge portion of that success is underwritten by a college industry that, according to one estimate, spends $5 billion a year on Olympic sports programs. At the Rio Games in 2016, nearly 80% of America’s 558 athletes competed in a college program. “The fact that we’re one of the few countries that competes at the level we do on the Olympic stage without having government fund the program is because of college athletics and what it does to develop Olympic athletes,” said Florida AD Scott Stricklin. Stricklin is chairing a task force that includes about two dozen leaders of major programs and conferences who are looking for ways to keep the pipeline running. The mission takes on an even greater sense of urgency with the United States poised to host its first Summer Olympics in a generation in 2028. A key question looming over those home games is whether America’s colleges will be able to produce world-class athletes at the same clip they have over the past several decades. The AP sent its survey to all 357 ADs in Division I, and received 99 responses to multiple-choice questions about their views of how upcoming changes will a�ect the college-sports landscape. The ADs were also given a chance to add comments, and they were granted anonymity in exchange for candor. The Olympics question received a
jarringly high number of “Yes” answers to a proposal that might not be a true reflection of what’s possible – the USOPC depends on the largesse of the colleges to develop talent more than the other way around – but rather, on how concerned the universities are about their ability to keep operating business as usual. “I think it’s important to get the conversation going because NCAA is a vital piece in the Olympic process,” said gymnast Shane Wiskus, an Olympic hopeful who moved to the Olympic Training Center (OTC) in Colorado Springs after his college program, Minnesota, announced it would be shutting down its program. “NCAA gymnastics has done a lot for me and I do fear that if changes aren’t made, that could go away and maybe even a�ect the Olympic process,” Wiskus said. While Wiskus and other athletes who are good enough have an option to train at OTC and other centers funded by their individual sports’ national governing bodies, a cut in college programs could strain that system. Before most athletes even reach that elite level, they’re invested in years of expensive training and see limited opportunities for a payo�. A college scholarship has long been one of the key gateways for the fencers, gymnasts, rowers and others with an Olympic dream looming but a lack of resources to take that final step. But most of the 85 programs cut by Division I universities since the coronavirus pandemic hit last year have involved Olympic sports. Next on the horizon are proposals being debated by the NCAA and in Congress that would allow players to cut sponsorship deals and make money o� their names, likeness and images (NIL). A more far-reaching bill proposes revenue sharing between the sports programs and athletes. Once any of these proposals go into play, it’s likely that the billions of dollars generated by the two biggest sports on most campuses, football and men’s basketball, will be further divvied up. That will leave less to be used to underwrite the dozens of Olympic sports that aren’t self-sustaining. In a related question in the AP survey, 73% of the ADs answered “Yes” to the question: “If your school were to o�er compensation beyond scholarships to students, are there any sports that would lose funding or be cut by your school?” Most of those sports feed the Olympic team. A few of the most striking examples of the impact dwindling funds have already had on colleges: — Last year, Stanford announced it was cutting nine Olympic sports from
one of the nation’s most prolific athletic departments; when Stanford’s women’s basketball team wrapped up the national championship Sunday night, it marked the 45th straight year the school has brought home some sort of title. — The Clemson men’s track team is being disbanded. — The sport of men’s gymnastics will lose two more programs – Iowa is joining Minnesota in shutting down – in continuing a steady decline for that sport that began well before COVID-19 hit. “In America, the entire ecosystem is tethered back to football and basketball,” said Sarah Wilhelmi, the USOPC’s director of collegiate partnerships. “The thing we need to do is lean in and look at youth, college and elite sports across the board, up and down. We need to look at other opportunities we haven’t thought of yet.” One that almost certainly won’t work is asking the government to provide financial help. Though Congress is getting involved in shaping the look of both Olympic and college sports, the law passed in 1978 that governs the Olympic operation in the United States dictates that taxpayer money not be used to fund the team or its ancillary organizations. “If football revenue is split with football players, that is fine,” one AD wrote in the AP survey. “But if that were the case, there is no way those other women’s sports can be sustained and the men’s sports outside of football would have to be impacted as well. We cannot have it both ways.” It boils down to a stark reality that few people are willing to articulate: While many agree that football and basketball players are exploited for the free labor they produce to bankroll a billion-dollar industry, much of that revenue is sunk back into sports that bring gold medals back to America. What the Olympic movement has to figure out is what to do about this relationship. Some propose linking events such as NCAA championships and U.S. national championships or Olympic trials to create more visibility and better illustrate the clear connection between the two levels. Others see this as a time to completely blow up the college model and try to start over. “If there’s a di�erent way to fund elite athletes through schools that’s not coming through football, that’s great,” said Victoria Jackson, who teaches sports history at Arizona State. “But the problem now is, it’s coming through football. If they can figure out a way to have the money come from some sort of Olympic development support instead of football, that would be a good thing for everyone.”

WASHINGTON (AP) — The 18-year U.S. Capitol Police veteran killed in the line of duty is being remembered as a man with a sense of humor who loved baseball and golf and was most proud of one particular title: Dad. William “Billy” Evans, 41, was killed Friday when a vehicle rammed into Evans and another o�cer at a barricade just 100 yards from the Capitol. The driver, Noah Green, 25, came out of the car with a knife and was shot to death by police, o�cials said. Investigators believe Green had been delusional and increasingly having suicidal thoughts. Senate Majority Leader Chuck Schumer, D-N.Y., and House Speaker Nancy Pelosi, D-Calif., announced Tuesday that Evans will lie in honor in the United States Capitol Rotunda on April 13, a tribute reserved for the nation’s most eminent private citizens. The U.S. Capitol Police also released a statement from Evans family, saying: “His death has left a gaping void in our lives that will never be filled.” Evans, a father of two, grew up in North Adams, Massachusetts, a close-knit town of about 13,000 in the northwest part of the state. Jason LaForest knew Evans for more than 30 years. He was a close friend of Evans’ older sister, Julie, and recalled Evans as a prankster who made sure the
subjects of his jokes laughed as well. “As a young kid, Billy, of course, was the annoying little brother of one of my best friends, a title which he held on to for most of his life,” said LaForest, a North Adams city councilman. “But it was a joy to watch him grow up and become a talented athlete and a dedicated police o�cer, and, of course, the role in life that he loved the most, which was a dad.” Sports, particularly baseball, was another important part of Evans’ life. “He came from a long line of family members that loved baseball and especially the Boston Red Sox,” LaForest said. “He excelled in baseball and enjoyed playing baseball most of his life. It’s a passion that he instilled in his children.” Evans’ father, Howard, died about seven years ago. His mother, Janice, still lives in Massachusetts. He attended Western New England University, graduating in 2002 as a criminal justice major. He joined the Capitol Police the next year. Robert E. Johnson, the university’s president, said in a statement that Evans was a member of the school’s baseball and bowling teams and the campus activities board. He said that Evans’ friends at the university described him as “extremely welcoming and friendly, humble, and always willing to help others.” John Cla�ey, a professor of criminal justice, said that when news of Evans’ death first aired, he had the sense that
he knew that smile. “I immediately said that’s a face I recognize,” Cla�ey said. He recalled Evans as a student who knew what he wanted to do — a “very focused kid.” Over the weekend, Cla�ey received four calls from former students who just wanted to talk to him about Evans. “This has shaken a lot of people’s worlds,” he said. “A lot of people from Western New England, who haven’t been here in 18 years, it’s still having an impact on them.” Members of Evans family said in the statement through the U.S. Capitol Police that the most important thing in Evans’ life was his two children, Logan and Abigail. “His most cherished moments were those spent with them -- building with Lego, having lightsaber duels, playing board games, doing arts and crafts, and recently finishing the Harry Potter series,” the family said. “He was always so eager to show how proud he was of everything they did. Any opportunity to spend time with his children brightened both their lives and his. Their dad was their hero long before the tragic events of last week.” The family said Evans was proud of his job and that his friendship with colleagues near the “North Barricade” of the Capitol complex was one of the best parts of his job. “We hold them in our hearts, as we

know they acutely share our grief,” the family’s statement read. The death of Evans came nearly three months after the Jan. 6 rioting at the Capitol that left five people dead, including Capitol Police O�cer Brian Sicknick. He died a day after the insurrection. Lawmakers issued a wave of statements o�ering their condolences and gratitude to Evans after the Good Friday attack. Capitol Hill aides and members of the press corps that cover Capitol Hill also weighed in, recalling him as friendly and professional. In a joint statement released Tuesday, Schumer and Pelosi said they hoped next week’s tribute in the Capitol Rotunda would provide comfort to Evans’ family and express the nation’s gratitude to members of the U.S. Capitol Police. “In giving his life to protect our Capitol and our Country, O�cer Evans became a martyr for our democracy. On behalf of the entire Congress, we are profoundly grateful,” Schumer and Pelosi said. LaForest said Evans never considered himself to be a hero. “He wanted to serve his country as a Capitol police o�cer and looked forward to seeing lawmakers and visitors who came to the Capitol every day, many of whom became friends of Billy’s in large part because of his good-natured sense of humor,” LaForest said. “And, unfortunately, Billy paid the ultimate price defending his country.”

Spring has Sprung in the Rockford Region By Elizabeth Miller Rockford Area CVB
Every year around the middle to end of March, there are two little groups of daffodils that start to grow and bloom in the front of my house. And every year they pop up and I get so excited because flowers = spring! (Even if the weather doesn’t reflect the season quite yet sometimes.) So, I’m just going to go out on a limb and say it - spring has FINALLY sprung! After a long, cold (icy) winter, I’m sure we’re all ready for a little warmer weather here in the Rockford region. Pretty soon, flowers will start to bloom all across the Rockford region! Rockford is known as the “City of Gardens,” and for a good reason. We have tons of awesome, unique gardens and outdoor spaces in the area! Because it is now spring, it’s the perfect time to start planning a trip to visit some of these spectacular spaces. Here are a few suggestions of some of my personal favorites:
Walk a little past the lagoon and you can enjoy the rose gardens, another must-see outside the Conservatory!
Anderson Japanese Gardens
We still have a little while before Anderson Japanese Gardens officially opens for the season (counting down until April 16!), but we can still watch the gardens get greener from the comfort of Fresco at the Gardens until then! Anderson Japanese Gardens is filled with so many different plants and features that they continually change throughout the year. Everything is green and lush in the summer, fall brings on the orange and red tones to everything in the gardens…but springtime is when the true colors really come out. With the flow-
ers blooming and trees sprouting leaves, Anderson Japanese Gardens is a rainbow of colors in the springtime. Once the gardens open, I recommend going for a visit and wandering the gardens a while to really see the beauty of spring. The area with the waterfall is a must-see this time of year!
Klehm Arboretum & Botanic Garden
One site in the Rockford region that really shines in the spring and summer (who am I kidding, it shines year-round) is Klehm Arboretum. Klehm is 155 acres full of trees, plants, flowers and nature to observe. Once spring rolls around, the whole arboretum comes to life as the colorful flowers bloom
and everything turns green. One of the features I love about Klehm Arboretum is that they are dog friendly! As long as your dog is on a leash, you can bring your fourlegged friend with you as you explore the grounds. I know I love bringing my dog anywhere with me, so this makes trips here extra special! Now that you know where to look, have fun exploring the Rockford region this spring in search of flowers! I’m hoping more start popping up soon...aside from just the ones in the front of my house. It’s no secret that the inside of Nicholas Conservatory is beautiful and breathtaking all year long, but in the spring, the outside of the Conservatory really comes to life as well. I’m lucky enough to drive past the Conservatory on my way to work every day, and around this time of year, the tulips in the front of the building start to pop up. There have been several years where I’m driving, see the tulips, and literally pull into the parking lot to grab a picture for Instagram to share the excitement with all of GoRockford’s followers! And it’s not just the tulips in the front of the building that make the outside of the Conservatory so spectacular, it’s everything around the lagoon and beyond! Voices from the Grave
Hidden wounds By Kathi Kresol Contributor
On Friday, May 11, 1877, Winnebago County would experience one of the worst disasters it had suffered up to that time. While constructing a new courthouse, the time came to lower the new dome onto the limestone walls. The men were all in place as they lowered the elaborate piece onto the walls. Folks in town had been fascinated with the whole process and they lined the streets. Suddenly, there was a loud cracking sound. No one could believe it when the walls began to crumble under the weight of the dome. Men and limestone blocks tumbled everywhere. Towns folk worked together for days to dig out men both alive and dead. Newspapers from those days were filled with the graphic descriptions of the wounds suffered by the men. They laid the bodies of the dead on the lawn and rushed the injured to the City Hotel where they were treated by the doctors gathered there. One of the injured men was Charles Schultz. He had serious injuries including a bad head wound. His friends and family all said that he must be the luckiest man they knew. Though Charles’ wounds healed quickly, his wife Elizabeth grew worried about him. There was something different about
Charles after the accident. The news articles through the years gave clues to these changes. Charles was arrested numerous times for drinking, for fighting, and for disturbing the peace. The drinking and violence increased until finally in 1884, the decision came that something must be done with Charles. There must have been an incident with the family because it was given as the reason for his “confinement”. Authorities were concerned about Charles’ hurting someone, especially his family members. The correlation between personality changes and brain injuries was years away. But it was easy to see that Charles had changed after his accident. The people who knew Charles before the accident no longer referred to him as lucky. Charles was escorted to the Winnebago County Poor Farm and Hospital on North Main Street. He was confined to a wooden cage in the basement area. It was an area used only for the most “demented” patients. John Atkinson was the Superintendent of the Poor Farm in 1884. He had held the position since 1876. It was a prosperous time for the Poor Farm. Atkinson had earned the reputation of a kind, patient keeper. But the treatment of the insane was archaic during this time and consisted
more of confinement than treatment. In the daytime during warm weather the inmates were confined in large wooden cages outside. They were brought inside and locked in large wooden cages during inclement weather and during the night. Superintendent Atkinson’s day began early and by 5 a.m. on May 12, 1884 he began his rounds of waking the inmates. He worked his way from the top floor where most of the residents were just there because of their financial situations. He saved the basement patients for last. Atkinson unlocked the main door and began to make his way to the first cage which housed Charles Schultz. Atkinson was surprised to see Charles standing by the cell door. The fact that Charles did not move when Atkinson greeted him alarmed the superintendent. He rushed back to his office for the keys to the cells. When he opened the door to Charles’ cell it was obvious why he hadn’t answered. Charles had a noose made from cloth wrapped around his neck. His beard had hidden this fact from Atkinson at first. Lifting his beard, Atkinson saw the black bands that proved his fear to be true. Atkinson backed out of the cell and called the coroner. Coroner McCaughey arrived in short order. Schultz’s body had been cut down by Atkinson and his assistant. They
laid him on a small bed inside his cage. McCaughey would later testify that Schultz must have planned his suicide from the day he arrived. He ripped strips from the bedding. Then Charles took the time to weave these strips together to form a rope. When confronted with the fact that it was too thick to fit through the small opening above the door, Charles had removed a piece of wire from his mattress. He used this to attach the woven rope to the doorway. Charles then placed the noose around his neck, climbed on his bed and hurled himself from the bed. One of his feet was still on the bed when Atkinson cut him down. The headlines from the day carried the story under the head line “Schultz Shuffles off this Earthly Coil with a Coil of Rope.” Charles was laid to rest in the Poor House Cemetery. His wife Elizabeth married again and stayed in the area with her new husband. One can only hope that she and Charles’ children remembered their father the way he was before the horrible accident that changed his life and theirs forever. A few weeks back, my antiquated cell phone stopped receiving texts and calls. It had done that a few times before, but turning various settings off then on and restarting the phone always resolved the glitches. Until it didn’t. Luckily, it happened the same week I received the latest economic impact pay ment (a k a “st i mu lus c he c k”). Knowing the fanciest cell phones were out of my budget, I didn’t even look at fancy, expensive phones – which, face it, are designed for people who are more addicted to their cell phones than I am. I wound up buying Apple’s $399 phone. That’s not exactly cheap, but it works seamlessly with my other Apple devices. Perhaps best of all, my new phone came with a free year-long subscription
to AppleTV+. Having heard nothing but good things about the AppleTV+ original series, Ted Lasso, I was excited to know I could finally watch the entire first season of the comedy, created by Bill Lawrence (Scrubs), Joe Kelly (How I Met Your Mother), Brendan Hunt (Bless This Mess), and Jason Sudeikis (SNL). Given the show is literally set in a sports arena, as an avid sports loather, I shouldn’t like the show, which focuses on an American college football coach (played by Sudeikis, with Hunt as his number two, Coach Beard – both actors are also writers for the show) hired to manage a fairly dysfunctional professional British soccer team. But I love it. Ted Lasso is an unironic comedy about an indefatigable optimist facing a couple
of major hurdles: Ted’s strained, long-distance marriage (apparently, his relentless optimism is a LOT to live with) and the fact that he knows nothing about soccer. When locals insult him to his face, Ted smiles, nods, and thanks them for sharing their feelings. His folksy wisdom is often scoffed all. He’s undermined and underestimated, but he cheerfully prevails. Most of the time, anyway. Ted isn’t perfect. But he’s kind, and he has faith that others will do the right thing. He pushes enemies to seek common ground. On his first day, he addresses the team’s “kit man,” Nathan (Nick Mohammed) by name – shocking Nathan, who’s accustomed to being invisible), and even listen to his ideas. Ted gradually wins naysayers over simply by being his authentic, hopeful self. My favorite scene of season one comes
in the eighth episode, if I recall. It involves a wager over a game of darts. What Ted says about confidence really gets to the heart of the show. I won’t spoil it for those who haven’t yet seen it. The rest of you will probably know exactly what I mean. To me it was the ultimate Ted Talk. Despite it’s heartwarming qualities, Ted Lasso isn’t really for kids. Remember, much of it takes place in a locker room, so there’s quite a bit of profanity (less from Ted than his players). The series has already been nominated for a lot of awards and has won awards from the Writers Guild of America, the Broadcast Film Critics Association, and the AFI Awards – and is sure to win more. Sudeikis also won a Screen Actors Award and a Golden Globe for acting. If you get a chance to watch Ted Lasso, take it. You won’t regret it.

Some years ago we met with members of the Scottish parliament in Chicago to discuss energy policy for their country and what role renewable energy could play in their energy future. Almost all the members expressed doubts about relying on nuclear power based on the negative experiences with the multifunctional nuclear site at Sellafield in the U.K. It included nuclear fuel reprocessing, nuclear waste storage and nuclear decommissioning and a former nuclear power generating station. The representatives from Scotland were also not pleased with the prospect of large scale wind generators dotting the countryside impacting their scenic landscape. The cost of solar energy was too high and seasonal to prove economically useful at that time. With their ocean oil and gas fields depleting they eventually came to support wind installations. By 2000 97% of Scotland’s electricity came from renewable energy through a combination of on land wind generators and an increasing amount of ocean based generators. At the same gathering a ComEd o�cial expressed doubts that they would build any

new nuclear facilities. He indicated they felt nuclear power plants were too costly and would face public opposition. No mention was made of closing down existing nuclear facilities although the Zion nuclear plant was already closed and was being dismantled. The closing had a devasting impact on the town of Zion as property taxes doubled to compensate for the loss of the tax base from the nuclear plant. The area’s economy also su�ered from the loss of high paying union jobs and other work related to the nuclear power plant. Any closing of a large nuclear facility has a major adverse impact on the hosting community and its rationale for communities to seek support to keep a nuclear power plant operating. A recent article in Crain’s Chicago Business o�ers hope for the passage of state legislation to bail out existing nuclear plants such as Byron and also pass funding for energy e�ciency and renewable energy. With the political scandal involving earlier funding to bailout nuclear plants, ComEd and Exelon are no longer leading the quest for funding their plants. The union workers who would benefit from funding the new bailout have taken over the
of government as a result of a violation of either Section 33E-3 or 33E-4 of the Illinois Criminal Code. 2. leadership of advocating for a new energy bill. The Crain article indicates Governor Pritzker’s support for funding existing nuclear power plants, energy e�ciency and renewable energy. It anticipates supporting legislation could be passed sometime this spring. If passed the Byron facility along with other nuclear plants will continue to operate. On the national level a new e�ort is underway calling for increased reliance on nuclear power along with increased criticism of renewable energy. It remains to be seen how much influence these e�orts will have on federal energy policy. Recently an editorial in the Los Angeles Times relying on a NREL study came out in support of an e�ort to secure their electricity from renewable energy sources by 2035. If successful it would demonstrate how renewable energy sources can serve as the backbone of a cleaner energy future for our country. An interesting article in Vox magazine pointed out why major unions have been hesitant to support e�orts to fund renewable energy programs. It involves a reluctance to give up well-paying union jobs in the oil, gas and nuclear industries and shifting to less unionized, lower salaried

It might explain why President Biden, when advocating for his renewable energy initiatives, makes frequent references to the new employment opportunities as being well paying union jobs. The president’s latest announcement regarding renewable energy calls for a major e�ort to install ocean based wind farms o� the Atlantic coast. The e�ort seeks to have 30 Gigawatts of generating capacity in the coastal waters by 2030. Naturally ocean fishing interests are concerned and seek to protect their interests from any adverse impacts from massive wind farm installations. Given the importance of energy to our economy and the varied interests advocating for their contribution to energy supplies it remains a challenge to design and implement a sustainable energy system to power the nation. While still awaiting the outcome of energy policy decisions within Illinois, renewable energy prospects continue to advance as the technologies involved improve and costs fall. Renewable energy systems can provide individuals and communities with energy security, lowered levels of pollution and cost savings.
