RAM extends ‘Sonic Disruptions’ exhibition through September From Sarah McNamara Rockford Art Museum

Rockford Art Museum (RAM) has extended Sonic Disruptions: Buisch + Hogin through September 27 in response to the current public health crisis. The major art exhibition opened February 7 at RAM, located inside the Riverfront Museum Park building at 711 North Main Street in downtown Rockford. The museum is currently closed, and the original closing date for the exhibition was Memorial Day, May 25. Sonic Disruptions features Derrick Buisch and Laurie Hogin who use color, imagery, narrative and symbols to stimulate our senses and challenge our perceptions. Also featured is a custom-designed playlist and reading list of the artists’ favorite music and books, and related educational programming. Buisch is an art professor at the University of Wisconsin

while Hogin is Associate Director and Director of Graduate Studies at the School of Art and Design at the University of Illinois at Urbana-Champaign, and both are represented in the Rockford Art Museum Permanent Collection. “We are thrilled to extend Sonic Disruptions through the end of summer so more people have the opportunity to experience this engaging exhibition. We are grateful to artists Derrick Buisch and Laurie Hogin for their commitment to the museum and this exhibition,” said RAM Executive Director/Curator Carrie Johnson. “None of this would be possible without support from the artists, exhibition sponsors, museum members and our community. Organized by Carrie Johnson, Sonic Disruptions: Buisch and Hogin is on view February 7 through September 27, 2020.

Rockford mayor has strong words for stay-at-home violators By Jim Hagerty Reporter

ROCKFORD - Rockford Mayor Tom McNamara has stern words for those who insist on gathering in groups despite Gov. J.B. Pritzker’s stay-at-home order. The mayor used a portion of a coronavirus press briefing Thursday to respond to the Rockford Park District’s decision to take down outdoor basketball hoops in order to stop pick-up games. “It is pathetic that our park district has to remove basketball rims because some won’t do the right thing,” he said. Doing the right thing, McNamara said, is staying home. Doing the right thing, he continued, is not using the time away from work for family outings and group activities. “I, too, have small children, and once in awhile I just want to get out of the house,” the mayor said. “Use curbside pickup and online ordering. Don’t endanger others because you simply want to get outside.” And because Rockford Public Schools just launched its Distance Learning website, the mayor said basketball and video games should now take a backseat to school work. “What I would tell parents is, ‘Have your kids work on e-learning and not going to the video game store to buy more video games,’” he said.

The mayor’s message to businesses that may be staying open just to accommodate other scofflaws was also a simple one: “GameStop, Mattress Firm, you are not essential businesses.” A new ordinance that allows the city to fine non-essential businesses $750 per day for staying open, McNamara said, can also be used to fine individuals who gather in groups. “I have not used that power – which I have,” he said. “And I do not want to use that power. (But) I am not going to hesitate to use it if it means protecting the health of our community.” Pritzker’s stay-at-home order requires non-essential businesses to close through April 30. Under the order, gathering in groups of more than 10 people is also prohibited. The governor said while police agencies have not been instructed to aggressively enforce the 10-person rule, those who blatantly disregard it could be charged with reckless conduct, a Class A misdemeanor. In Winnebago County, 30 people have tested positive for COVID-19 and one resident has died. “The disease is spreading in our community,” Winnebago County Health Department Director Sandra Martell said.

Meanwhile, with around 75% of the state’s cases in Cook County, Chicago is considered a COVID-19 hotspot. As a result, the city is preparing for a surge as testing increases. Mayor Lori Lightfoot announced earlier this week as many as 40,000 people could be hospitalized there in coming weeks. Winnebago County is also ready for a spike. Officials hope to keep the local infection rate at 20% or better so not to overwhelm Rockford’s three hospitals that collectively only have 892 beds and 68 ventilators. Around 80% of COVID-19 cases are considered mild, meaning patients suffer flu-like symptoms that are treated at home. Approximately 14% are considered serious, while approximately 5-6% are critical. Although it’s a moving target, the mortality rate is currently around 1-3%. Those percentages, local leaders say, could still equate to a heavy strain on the medical community. “We need everyone who’s at home to stay home,” Martell said. “Only go out for essential services. And only one person should go out for those essential services, so you can limit the risk to your family, the rest of our community and our essential workers. I continue to see crowded parking lots with multiple individuals going into a store to shop for a single family.”

Acting Navy boss submits resignation amid coronavirus uproar By Lolita C. Baldor and Robert Burns Associated Press

WASHINGTON (AP) – Acting Navy Secretar y Thomas Modly resigned Tuesday, according to two officials, just hours after he had publicly apologized for a profanity-laced upbraiding of the officer he fired as captain of the coronavirus-stricken USS Theodore Roosevelt. The officials spoke on condition of anonymity in order to discuss the matter before an official announcement. Modly’s designated replacement will be James McPherson, a Navy veteran who is currently serving undersecretary of the Army. He was confirmed in that position by the Senate last month. Prior to that he was the Army’s general counsel. Modly had created a combustible controversy by firing the Roosevelt’s skipper, Capt. Brett E. Crozier, last week, saying Crozier had shown “extremely poor judgment” in widely distributing by email a letter calling for urgent help with

the COVID-19 outbreak aboard his ship. Modly then flew to the ship, at port in Guam, and delivered a speech to the crew Sunday in which he lambasted Crozier, saying he was either “too naive or too stupid” to be in charge of an aircraft carrier. On Monday night, at Esper’s insistence, Modly issued a public apology, but by then the calls among Democrats in Congress for his resignation were mounting. On Tuesday morning, House Speaker Nancy Pelosi said Modly must go. “Sadly, Acting Secretary Modly’s actions and words demonstrate his failure to prioritize the force protection of our troops,” Pelosi, D-Calif., said in a written statement. “He showed a serious lack of the sound judgment and strong leadership needed during this time. Acting Secretary Modly must be removed from his position or resign.” At least 173 sailors aboard the ship had tested positive for the coronavirus as of Monday. About 2,000 of the 4,865 crew members had been taken off the ship to be tested. The episode, which began when the Roosevelt reported its first COVID-19 case among the crew on March 22, two weeks after making a port visit in Vietnam, is one of the more extraordinary dramas in recent U.S. military history. In addition to the health threat posed to the crew of more than 4,800 sailors, the outbreak has sidelined the warship indefinitely and created conflict at the highest levels of the Pentagon. Defense Secretary Mark Esper had publicly expressed his support for Modly’s decision to fire Crozier, but after Modly’s speech about the ship, Esper grew unsettled. Just hours after Modly issued a statement Monday defending his words, Esper compelled Modly to reverse course and issue a public apology. “I want to apologize for any confusion this choice of words may have caused,” he wrote, referring to his speech aboard the Roosevelt. “I also want to apologize directly to Captain Crozier, his family, and the entire crew of the Theodore Roosevelt for any pain my remarks may have caused.” Esper’s staff had told Modly he must apologize, according to a person familiar with the matter who spoke on the condition of anonymity to discuss a private conversation. Trump told reporters at the White House on Monday that he might get involved, agreeing that Modly’s criticism of Crozier was “a rough statement.” He

said Crozier made a mistake when he sent a memo to several people laying out his concerns about the crew and the virus. In the memo, which was leaked to the media, Crozier said: “We are not at war. Sailors do not need to die.” Trump said Crozier had a good career prior to this incident, adding, “I don’t want to destroy somebody for having a bad day.” Modly, in his apology, reframed his earlier remarks that Crozier was “too naive or too stupid” to command. Instead, he said he believes Crozier is “smart and passionate.” “I believe, precisely because he is not naive and stupid, that he sent his alarming email with the intention of getting it into the public domain in an effort to draw public attention to the situation on his ship,” Modly wrote. Aboard the ship, Modly had urged the crew to stop complaining. “It is the mission of the ship that matters,” he said. “You all know this, but in my view your Captain lost sight of this and he compromised critical information about your status intentionally to draw greater attention to your situation.” Modly, a 1983 Naval Academy graduate, became the acting Navy secretary last November after Richard Spencer was ousted from the position. Trump last month nominated retired Rear Adm. Kenneth Braithwaite, the current ambassador to Norway, to be the next Navy secretary. In his remarks aboard the Roosevelt,

Modly raised issues likely to please Trump. He accused the news media, for example, of manipulating a political agenda to divide the country and embarrass the Navy. He said China “was not forthcoming” about the coronavirus when it began spreading there months ago, echoing Trump’s oft-repeated statement that China could have done more to prevent a pandemic. And Modly invoked the name of Trump’s chief Democratic challenger, Joe Biden, noting that the former vice president had said Modly’s decision to fire Crozier was almost criminal. “I assure you it was not,” Modly said. Modly said Crozier should have known his letter voicing urgent concerns about the virus aboard his ship would leak to the media. He said if Crozier didn’t think this would be the result, he was “too naive or too stupid to be a commanding officer of a ship like this.” He also accused Crozier of betraying his duty as an officer. “And I can tell you one other thing, because he did that he put it in the public’s forum and it’s now become a big controversy in Washington D.C., and across the country,” Modly said. After an unofficial transcript of Modly’s remarks and an audio recording circulated widely on the internet Monday, Rep. Elaine Luria, a Virginia Democrat and Navy veteran, called for Modly to be fired. Luria said Modly’s comments show he is “in no way fit” to lead the Navy. Luria’s district includes Naval Station Norfolk, the world’s largest naval base.

Wall Street’s rally fizzles as oil prices suddenly plunge BY STAN CHOE AND ALEX VEIGA ASSOCIATED PRESS

NEW YORK (AP) – A big rally on Wall Street suddenly vanished Tuesday, undercut in part by another plunge in the price of oil. The S&P 500 dipped 0.2% after erasing a surge of 3.5% earlier in the day. The market’s gains faded as the price of U.S. crude oil abruptly flipped from a gain to a steep loss of more than 9%. It dampened what had been an ebullient day for markets worldwide, following up on Monday’s 7% surge for the S&P 500 on encouraging signs that the coronavirus pandemic may be close to leveling o� in some of the hardest-hit areas of the world. Even though economists say a punishing recession is inevitable, investors this week have recently begun to look ahead to when economies will reopen from their medically induced coma. A peak in new infections would o�er some clarity about how long the recession may last and how deep it will be. Investors could then, finally, envision the other side of the economic shutdown, after authorities forced businesses to halt in hopes of slowing the spread of the virus. In the meantime, governments around the world are talking about pumping trillions of dollars more of aid for the economy. Many professional investors say they’ve been wary of the recent upsurge and expect more volatility ahead. The S&P 500 has rallied nearly 19% since hitting a low on March 23, though it’s still down 21.5% from its record set in February. “It’s important to remember we shouldn’t over-extrapolate temporary trends,” said Patrick Schaffer, global investment specialist at J.P. Morgan Private Bank. Such concerns were borne out in Tuesday’s trading, when the S&P 500

swung up, down, up, down and back up again through the day. “We are still in what you would call the relief rally o� of the prior low,” said Sam Stovall, chief investment strategist at CFRA. He noted that this kind of a rally is common within deep bear markets, Wall Street-speak for when stocks decline 20% or more from a peak. “There’s no guarantee that the worst is behind us, yet traders believe that at least there is some short-term money to be made,” Stovall said. The S&P 500 fell 4.27 points to 2,659.41. The Dow Jones Industrial Average slipped 26.13 points, or 0.1%, to 22,653.86 after losing an earlier gain of 937 points. The Nasdaq composite dropped 25.98, or 0.3%, to 7,887.26. Oil prices have been even more volatile than the stock market in recent weeks as demand has dried up for energy amid a global economy weakened by the coronavirus outbreak. Russia and Saudi Arabia have also been locked in a price war, refusing to cut production sharply even as the world is awash in excess oil. President Donald Trump said last week that he hoped and expected the two sides could agree on production cutbacks, which helped prices spurt higher temporarily. But investors still aren’t convinced about a deal, and benchmark U.S. crude oil fell $2.45, or 9.4%, to settle at $23.63 per barrel. Brent crude, the international standard, fell $1.18 to $31.87 per barrel. Earlier in the trading day, stock indexes in Europe and Asia climbed before oil’s sudden downdraft soured markets’ mood. They rallied after China, the first country to lock down wide swaths of its economy to slow the spread of the virus, reported no new deaths over the past 24 hours. Many experts, though, are skeptical of China’s

virus figures. Investors also see signals that the number of daily infections and deaths may be close to peaking or plateauing in Spain, Italy and New York. The number of daily deaths rose in New York, the center of the U.S. outbreak, but other statistics were more encouraging, including the average number of people hospitalized each day. Experts say more deaths are on the way due to COVID-19, which has already claimed at least 81,000 lives around the world. The U.S. leads the world in confirmed cases with more than 386,000, according to a tally by Johns Hopkins University. More economic misery is also on the horizon. Economists expect a report on Thursday to show that 5 million Americans applied for unemployment benefits last week as layo�s sweep the country. That would bring the total to nearly 15 million over the past three weeks. Analysts also expect big companies in upcoming weeks to report their worst quarter of profit declines in more than a decade. But central banks and governments are promising massive amounts of aid to prop

up the economy. Japan’s government on Tuesday formally announced a 108 trillion yen ($1 trillion) package for the world’s third-largest economy. In the U.S., the White House is seeking an additional $250 billion for a program to help small businesses, which was part of the $2.2 trillion rescue package Congress approved last month. In Europe, Germany’s DAX jumped 2.8%, and France’s CAC 40 rose 2.1%. The FTSE 100 in London added 2.2%. In Asia, Japan’s Nikkei 225 rose 2%, South Korea’s Kospi gained 1.8% and the Hang Seng in Hong Kong was up 2.1%. In a signal that investors are feeling less pessimistic about the economy and inflation, they pushed the yield of the 10-year Treasury up to 0.72% from 0.67% late Monday. That’s still painfully low relative to history. The yield was above 1.90% earlier this year and had never been below 1% until last month. Nonetheless, it’s been climbing since it hit a record low of 0.498% in early March, according to Tradeweb.

I’m not a big fan of buzzwords, but one I’ve heard a lot lately is “pivot,” as in adapt, or adapting to changing circumstances. That’s something we can all relate to right now. Adapting to new conditions is vital to survival. That’s why we stay home as much as possible and why we now wear face masks when we actually do have to venture out. Learning to pivot is helpful for individuals, families, and businesses alike. Many dine-in restaurants have pivoted, offering curbside pick-up and delivery to keep their businesses going. Sports programmers have pivoted by airing documentaries as wells as classic games and sporting events. News sources have

pivoted from near-constant election coverage to around-the-clock coronavirus programming. Fans of AMC’s The Walking Dead who were eagerly anticipating the season finale, originally scheduled to air April 12, will have to wait – possibly several months – to see the finale because the post-production editing process wasn’t complete before everything was shut down, and some of those tasks cannot be done remotely. To help fill the gap in its schedule, AMC pivoted. They moved up the season premiere of Killing Eve by a couple of weeks, to 8 p.m. CT on Easter Sunday. At least one daytime drama has made a slight pivot, as well. While CBS’s The Young and the Restless and The Bold and the Beautiful only tape about four to six weeks out, General Hospital tapes closer to two months ahead. That means only NBC’s Days of Our Lives – which was working eight months ahead before it went on a temporary hiatus amid renewal negotiations late last year (it was renewed) – is well-positioned to continue airing new episodes for several months. In order to stretch out its limited number

of finished episodes, General Hospital got creative. Last week ABC pivoted by airing weekly repeats of the soap under the banner of “Flashback Fridays.” The move will extend the new episodes a little farther, but eventually the network will run low and have to pivot again. Other networks and shows will probably make similar changes before it’s safe to resume production. Not because they want to, but because they have to. For now, anyway. Even without new episodes being made, there are still plenty of older shows you can discover – or rediscover – so your odds of running out of entertainment options are pretty low. For now anyway. Just pivot and you’ll find something else to watch.

CHICAGO - J.B. Pritzker has been known throughout the COVID-19 crisis for voicing his opinion that the federal government has done little to help Illinois with equipment to fight the virus. “I’ve given up on the federal government honestly,” Pritzker said Sunday, responding to an Associated Press report that the Strategic National Stockpile is nearly empty of personal protective equipment, otherwise known as PPE. With national supplies low and shipments to Illinois scant, Pritzker has not stopped sourcing masks, gloves, gowns – even ventilators – from other suppliers. But he said had federal agencies heeded warnings about coronavirus before it started exponentially spreading in major U.S. population centers, the pandemic

would more manageable. “We all know that they had intelligence briefings, they had memos, they had advice from medical advisors all the way back in January,” he said. “We knew in February, many of us from just watching television, let alone what intelligence agencies knew, (coronavirus) was overtaking parts of the world and was clearly coming towards the United States. “And people were traveling to the United States. So, the idea that the United States federal government did nearly nothing for quite a long time is now being visited upon us. “ Pritzker said had federal officials taken the virus more seriously three months ago, “fewer lives would be taken.” He added that Washington’s lack of preparation and the president’s decision to not make strong use of the Defense Protection Act

The Democrat’s words didn’t fall on deaf ears in the White House, as President Donald Trump made a point to mention him Sunday while reading from a list of states that will receive ventilators – Illinois is getting 600 – next week. “Pritzker. He’s always complaining,” the president said. “I just said, ‘Give me a list of a couple of the things we’ve done in Illinois.’ We’re building a 2,500-bed hospital in McCormick Place. That’s a big convention center in Chicago. We’re helping to staff it and probably will end up staffing it because he’s not able to do what he’s supposed to be able to do as the governor.” What Trump didn’t not mention was that the McCormick Place conversion was

sparked largely by Pritzker and Chicago Mayor Lori Lightfoot in their talks with the Army Corps of Engineers, plans that began taking shape last month. Regardless, Pritzker, who has sparred with Trump on Twitter early in the outbreak, said he is trying to control his frustrastion, but won’t stop short when it comes to matters of the state. “I’ve been quite angry, but I will fight for the people of Illinois,” he said. “I will say what I need to say, and I will do what I need to do to protect them.” Pritzker was one of the first governors to institute a statewide stay-at-home order when he ordered all non-essential businesses to close March 17, grounding the majority of Illinois’ 12.85 million people. The order is in effect until May 1. As of this report, more than 13,000 people in Illinois have tested positive for COVID-19.

Composting with Worms: Part 1 BY GRANT MCCARTY CONTRIBUTOR

If you have visited a home/garden center to purchase fertilizer and compost, you have encountered vermicast/worm castings. In essence, this is compost created by worms and is a mixture that includes their manure. The act of making this compost is called vermicompost and making your own at home with a bin is actually quite easy and can even be done on a very small scale. Setting up a vermicompost bin now will allow you to utilize vegetable scraps from your summer garden. Vermicast is classified as an organic matter. It will have low fertility so do not

treat vermicast as your sole fertilizer. Vermicast can be added to your soil to address drainage, soil biology, aeration, and soil organic matter. Vermicast is also highly prized for being a stable organic matter with a wide range of good soil biology. If you commonly add compost to your garden each year, you might look to vermicast/worm castings instead this season. Vermicompost is considered a cold compost. A cold compost method will take 6-8 months to create compost compared to a hot compost that could occur in 6-8 weeks. The hot compost method is done in the backyard garden where you are adding

brown ingredients to green ingredients then turning the compost often to increase in temperature. The vermicompost then is on the smaller scale and adding ingredients does not require you to turn it. One drawback to making your own vermicompost is that it will not kill weed seeds. In most cases, you won’t be adding weeds to your vermicompost though. If you began a vermicompost this spring, you’d likely have vermicast ready in the fall. A bin is necessary for making your own vermicompost. These bins can be purchased or you can make your own. Usually, these DIY bins are plastic containers in which you can nest one bin in the

other with the nest bin having holes that allow for liquid drainage when need be. The nested bin will need air pockets at the top too. You can also create a bin with 5 gallon buckets with one nested in the other. These bins can then be placed in your house and because of the nature of the bins, it should not create any smell. There are many guides online for making these bins. Next week, I’ll discuss choosing your worms and using material. The coronavirus is dominating the news and our lives for now. It is a serious and deadly virus. With its omnipresence in the news, it forces our political leaders to take action to address the problem. It is considered a new, novel virus which suggests that humans have no immunity to it. We will either acquire immunity from being exposed to it or will have to wait for the development of a vaccine. The major focus has been on slowing the speed of the spread of the virus throughout society so that the medical community is not overwhelmed as has occurred in northern Italy. Of critical concern is how little is known about the virus and how widespread it is within the human population. There is considerable uncertainty within the scientific community regarding it which can only be resolved with more widespread testing which will provide better information to how to deal with the problem. The quarantine of the population has devasted the economy which is taking a toll on the human spirit which in itself will lead to havoc and more deaths the longer it is in place. Suicides, drug and alcohol abuse and inability to a�ord medical attention as a result of the loss of income or lack of insurance often follow an economic collapse. The federal response has included a two trillion dollar recovery plan which has bipartisan support but essentially

reinforces the former existing economy including another major bailout for the banking community and major corporations. There are far smaller provisions to assist individuals, small businesses and the medical community. While governments were forewarned of the potential for another pandemic event, they remained ill prepared to cope with it. The scientific community has also warned governments of the potential devastation of not taking the threat of climate change seriously enough to avoid another catastrophe. The virus is assumed to be a temporary problem but ignoring the impacts of climate change will have continuous adverse e�ects possibly for centuries. In one sense the economic shutdown has had some positive environmental consequences and provides a far more extreme approach to slowing down climate change and environmental destruction than advocated by many environmental interests. A basic premise of the environmental movement is that infinite growth on a finite planet is not sustainable. Therefore economic policies and practices must be implemented on a global basis which will build a sustainable economy not based on perpetual growth. If planned for and appropriately funded a transition to a sustainable society could be implemented in a way to avoid the catastrophe of having to suddenly shut down an economy because the warnings of the scientific community have been ignored.

Unfortunately the existing stimulus package is oriented at restoring the economy to the way it existed prior to the arrival of the coronavirus. At the same time, the push to do away with environmental regulations and accelerate the use of fossil fuels fails to assure a sustainable society. There are numerous a lternat ive approaches to dealing with our energy, environmental, medical and social problems than those now being implemented. While many alternatives exists one model

that comes to mind is the idea that was developed by Jason Bradford, The Future Is Rural. It calls for food system adaptations to the great simplification. The idea behind the great simplification is that the dwindling abundance of cheap, easily exploited fossil fuels will no longer support the massive economic structure with all its complexity that has been built up over the centuries of industrialization. Therefore, we need to redesign society to be far less energy and resource intensive.
