State COVID Update

Vaccination pace increases Hospitalizations, positivity rate continue to rise By Jerry Nowicki

Capitol News Illinois jnowicki@capitolnewsillinois.com

SPRINGFIELD – Over the past seven days, 132,188 doses of COVID-19 vaccine had been administered daily on average in Illinois as of Monday, an increase of more than 27,000 from the daily average one week ago. That average was driven upward by a one-day record of 175,681 doses administered Friday, the third day in a row the record was broken. Over 22 percent of the state’s population is now fully vaccinated, according to the Illinois Department of Public Health, as more than 7.2 million vaccine doses had been administered as of Monday. All Illinoisans over the age of 16 may now be vaccinated, although Chicago vaccination sites are planning on expanding eligibility next week. More information about COVID-19 vaccines can be found at coronavirus.illinois.gov, or by calling 1-833-621-1284. But as the vaccination effort ramps up, the virus positivity rate is increasing as well, and hospitalizations hit a high Sunday that has not been seen since Feb. 9. There were 1,998 Illinoisans reported hospitalized for COVID-19 as of Sunday night, an increase of more than 160 from the day prior. Over the past seven days,

from Monday to Sunday, there were 1,804 hospital beds in use by COVID-19 patients each day on average, a 24 percent increase from the one-week period prior. Intensive care unit beds saw an 18 percent increase from the one-week period prior, with 377 beds in use on average from Monday to Sunday. At the end of Sunday, there were 418 ICU beds in use by COVID-19 patients, a high since Feb. 12. On a seven-day average, only about 24 percent of ICU beds remained open, according to IDPH. Ventilator use was also increasing as of Sunday night, with 177 in use by COVID-19 patients. The 163 used on average from Monday to Sunday marked an increase of 23 percent from the week prior. The rolling seven-day average case positivity rate ticked up to 4.4 percent Monday after remaining at about 4.2 percent for four straight days. It’s a 0.6 percentage point increase from one week ago and a 1.1 percentage point increase from two weeks ago. The COVID-19 death toll has now reached 21,523, with 1.2 million cases confirmed out of more than 21 million tests conducted. The Illinois Department of Corrections also announced Monday that they would be opening facilities to in-person visits for the first time since March 14 last year. The East Moline Correctional Center opened to visits Monday, as the IDOC website reported there were three

inmates and two staff members currently positive for the virus at the facility. Across the prison system, 87 staff members and 31 inmates were reported as current positive COVID-19 cases as of Monday. Since the pandemic began, 4,365 staff had tested positive, along with 10,859 inmates. Visitations for the rest of the state’s correctional centers will begin in the coming weeks. On April 19, visits will open at Graham, Taylorville, Jacksonville, Dixon, Centralia and Stateville correctional centers; Stateville Northern Reception Center; Elgin Treatment Center; and Fox Valley, Crossroads and North Lawndale adult transition centers. On April 26, Pinckneyville, Sheridan, Big Muddy River, Pontiac, Shawnee, Vienna, Hill, Lawrence, Illinois River, Robinson and Vandalia correctional centers will open for visits. So will Joliet Treatment Center, Peoria Adult Transition Center, and Kewanee and Murphysboro life skills re-entry centers. On May 3, visits will reopen at Southwestern Illinois, Decatur, Logan, Lincoln, Western Illinois, Danville and Menard correctional centers. Earth Day Tree Giveaway From Lori Gummow

Winnebago County Clerk

Winnebago County Clerk & Recorder Lori Gummow, in partnership with Winnebago County Soil and Water Conservation District (SWCD), will be giving away bare-root shrub seedlings on Earth Day, Thursday, April 22, beginning at 8 a.m., at the County Clerk’s office, 404 Elm Street, Room 104, to anyone that purchases a birth certificate, death certificate or applies for a marriage license. With more sunshine and springtime on the horizon, many are looking forward to and are already planning how they will spruce up their home to welcome in a new season, according to Clerk Gummow. “For many of us, it’s been a long season of spending more time in our homes and redefining how we use our living spaces. Our hope is that spring will bring a sense of renewal and people are able to feel their house become a home again,” she said. This year, Earth Day is celebrated on Thursday, April 22 and Arbor Day is

celebrated on Friday, April 30, so there is a full week to celebrate the environment. “These seedlings are very easy to grow and can adapt to a range of soil and light conditions,” added Gummow, also known as the community Green Queen, for her years of dedicated service of recycling and cleaning up the region. The shrub varieties available include Serviceberry, Hazelnut and Red osier Dogwood. The shrubs are between 12 and 18 inches tall and have been harvested when dormant and without soil around the roots, making them easy to transport and plant. They will be distributed on a first-come, first-served basis, while supplies last. On Earth Day, people are looking for ways to give back to the environment in which they live. Earth Day’s roots go back to 1970 and Wisconsin Senator Gaylord Nelson, who came up with the idea when an oil spill occurred in Santa Barbara, California. At the time, many environmental issues were not enough of a concern to bring about any

effective change. The Senator, however, had an idea to direct some of the energy and enthusiasm of the anti-war movement toward issues regarding pollution. He promoted an event designed to create an appreciation and awareness of the Earth’s environment. The event, which was the first Earth Day, took place on April 22, 1970. The seedlings are being donated by the Winnebago County SWCD, which sells bare root and transplant shade trees, evergreens, and shrub seedlings; in an effort to increase efforts to provide energy conservation and/or habitat cover for wildlife in the rural setting. Winnebago County SWCD is a public body made up of citizens concerned with the protection of natural resources. For more information on the tree sale, or to get on their mailing list, call SWCD at 815-965-2392 x3. For more information about the Winnebago County Clerk’s office, purchasing a birth certificate, or to apply for a marriage license, please call 815-319-4250.

Biden aims for bipartisanship but applies sly pressure BY JONATHAN LEMIRE AND KEVIN FREKING ASSOCIATED PRESS

WA SHINGTON (A P) — President Joe Biden has begun publicly courting Republicans to back his sweeping infrastructure plan, but his reach across the aisle is intended just as much to keep Democrats in line as it is a first step in an uphill climb to any bipartisan deal. Biden’s high-profile Oval Oce meeting with a bipartisan group of lawmakers on Monday was just one piece of his eort to win over GOP lawmakers, White House aides said. But even if it doesn’t succeed, it could prove useful — boxing in Republicans while helping keep the widely disparate Democrats in line. Some moderate Democrats, notably Sen. Joe Manchin of West Virginia, have urged an eort at bipartisanship to pass the $2.3 trillion bill. And while Biden has made clear, publicly and privately, that he wants Republican support, the White House is also preparing to go it alone, if necessary, to get the bill passed. That would leave the GOP in the politically unpopular position of explaining why it objected to investments many Americans want. “I’m prepared to negotiate as to the extent of my infrastructure project, as well as how we pay for it,” Biden said during Monday’s meeting with lawmakers. “Everyone acknowledges we need a significant increase in infrastructure.” Biden dismissed the idea his outreach to Republicans is just for show, proclaiming, “I’m not big on window dressing, as you’ve observed.” In fact, lawmakers left the White House meeting with the understanding that Biden was open to discussion and the president’s team was headed to Capitol Hill to meet with them or any other representatives, as soon as Tuesday. “Those are all the exact words that I wanted to hear going into the meeting,” Republican Rep. Garret Graves of Louisiana, a member of the Transportation and Infrastructure Committee, said in an interview with The Associated Press. “And so that was really encouraging.” Sen. Alex Padilla, D-Calif., oered, “Nobody stormed out yelling ‘no.’” The White House outreach has been significant, with Cabinet members and allies meeting with lawmakers and activists while also fanning out across the country to sell the plan directly to voters. Ocials said that Biden would hold more bipartisan gatherings this month and that top administration ocials have meetings planned with more than a dozen congressional committees this week. But most Republicans have made it clear

they have little interest, for now, in joining the eort, rejecting the idea of increasing the corporate tax rate to pay for it. And they have lambasted the proposal as big spending, preferring to stand by and leave Biden to pursue his priority legislation on his own. Senate Republ ican leader M itch McConnell has said the entire package would need to be redone, “completely recrafted,” to bring on Republicans. And Sen. Roger Wicker of Mississippi, the top Republican on the Commerce Committee, who was in Monday’s meeting, said afterward that “clearly there are parts of this program that are non-starters for Republicans.” Undoing the 2017 GOP tax breaks “would be an almost impossible sell,” Wicker told reporters on Capitol Hill. Wicker said he told Biden just that in the meeting and characterized the president’s response: “Well, he disagrees.” But the White House has expressed confidence that voters won’t be sympathetic to a defense that corporations object to their tax rates being raised from 21% to 28% at the expense of broadly popular funding for highways, subways, water pipes, broadband and more. Cedric Richmond, the White House director of public engagement, said the outreach to lawmakers and business leaders alike has benefited from Biden being perceived as an honest broker who is straightforward with his intentions. Richmond has also stressed to the companies that the 21% rate established by President Donald Trump’s 2017 tax cut was above and beyond what they had requested. “Not one business in six years ever mentioned 21%.” Richmond said. “What I’m reminding them of is we would be bringing the rate back to the neighborhood they wanted in the first place. And at the same time, we could fix infrastructure.” Congress has launched the long slog of legislating, with multiple paths for bringing the package forward for votes. Democrats hold the slimmest of majorities in Congress, a three-vote margin in the House and an evenly split 50-50 Senate that leaves no room for error as Biden tries to keep party aligned. The party’s vice president, Kamala Harris, can provide a tie-breaking vote in the Senate. House Speaker Nancy Pelosi has set a July 4 goal for action, but even that seems politically ambitious in the face of the daunting challenges ahead. And for every move the White House makes to win over centrists, including Manchin and Sen. Kyrsten Sinema of Arizona, they risk losing liberals like Rep. Alexandria Ocasio-Cortez, D-N.Y., who wants Biden to reach for an

even larger package to meet the nation’s needs. One option Democrats are considering is the so-called budget reconciliation process, which would allow for passage on a 51-vote majority in the Senate, rather than the 60 votes typically needed to overcome a Republican filibuster. Manchin, in particular, has expressed some queasiness at using reconciliation without an attempt at bipartisanship, making him as much an audience for the White House’s outreach as Republicans. He and others have resisted eorts to change the filibuster rules, but West Wing aides believe that he would be inclined to support reconciliation if he saw that Republicans were stonewalling an attempt at bipartisanship. “This is another moment to showcase that the Republicans simply want to obstruct all of the Biden agenda,” said Dan Pfeier, former senior adviser to President Barack Obama. “And the American people want to see you try to be bipartisan but not at the expense of things you support.” Citing his four decades in Washington, Biden campaigned as a bipartisan deal-maker. But Republicans have, to this point, uniformly rejected his eorts. Not a single GOP lawmaker voted for the $1.9 trillion COVID-19 relief bill that Biden signed into law last month despite polling that suggested the measure was popular among Republican voters. White House press secretary Jen Psaki said Biden’s outreach was sincere: “You don’t use the president of the United States’ time multiple times over, including two infrastructure meetings, if he did not want to authentically hear from the members attending about their ideas about how to move forward this package in a bipartisan manner.” The West Wing has also pointed to polling that suggests a bipartisan appetite among voters for infrastructure spending, and Biden plans to unveil a second part — focused on health and family care — in the coming weeks. The White House has telegraphed that far more of this package is open to negotiation than was the case with the COVID-19 bill, but it also set a Memorial Day deadline for showing progress. “Democrats have set up a proactive eort to make it hard for Republicans to stand and cut the ribbon at a transportation project in their district if they didn’t vote for it,” said Kevin Madden, senior adviser to Republican Mitt Romney’s 2012 presidential campaign. “That’s their eort to pressure Republicans. Can Republicans as a party now keep the same level of unity to oppose it?”

COVID VACCINES

US recommends ‘pause’ for J&J vaccine over clot reports BY ZEKE MILLER, LAURAN NEERGAARD AND MATTHEW PERRONE ASSOCIATED PRESS

WASHINGTON (AP) — The U.S. is recommending a “pause” in using the single-dose Johnson & Johnson COVID-19 vaccine to investigate reports of potentially dangerous blood clots. The Centers for Disease Control and Prevention and the Food and Drug Administration said Tuesday they were investigating unusual clots that occurred 6 to 13 days after vaccination. The clots occurred in veins that drain blood from the brain and occurred together with low platelets. All six cases were in women between the ages of 18 and 48; there was one death and all remained under investigation. The reports appear similar to a rare, unusual type of clotting disorder that European authorities say is possibly linked to another COVID-19 vaccine not yet cleared in the U.S., from AstraZeneca. More than 6.8 million doses of the J&J vaccine have been given in the U.S., the vast majority with no or mild side eects. Federally run mass vaccination sites will pause the use of the J&J shot, and states and other providers are expected to follow. The other two authorized vaccines, from Moderna and Pfizer, make up the vast share of COVID-19 shots administered in the U.S. and are not aected by the pause. “I’d like to stress these events appear to be extremely rare. However COVID-19 vaccine safety is a top priority,” FDA Acting Commissioner Janet Woodcock said at a news conference. “We expect it to be a matter of days for this pause.” A CDC committee will meet Wednesday to discuss the cases and the FDA has also launched an investigation into the cause of the clots and low platelet counts. CDC’s Dr. Anne Schuchat said authorities have not seen similar clots after use of the Pfizer or Moderna vaccines, and that people should continue to get vaccinated with those shots. FDA ocials emphasized that Tuesday’s action was not a mandate. Doctors and patients could still use J&J’s vaccine if they decide its benefits outweigh its risks for individual cases, said Dr. Peter Marks. The agencies are recommending that people who were given the J&J vaccine who are experiencing severe headache, abdominal pain, leg pain, or shortness of breath within three weeks after receiving the shot contact their health care provider. J&J said in a statement it was aware of the reports of blood clots, but that no link to its vaccine had been established. The company also said it is delaying the rollout

of its vaccine in Europe as a precaution. U.S. health authorities cautioned doctors against using a typical clot treatment, the blood-thinner heparin. “In this setting, administration of heparin may be dangerous and alternative treatments need to be given,” the FDA and CDC said. European authorities investigating the AstraZeneca cases have concluded clots appear to be similar to a very rare abnormal immune response that sometimes strikes people treated with heparin, leading to a temporary clotting disorder. While it’s not clear yet if the reports among J&J recipients are related, doctors would treat these kinds of unusual clots like they treat people who have the heparin reaction — with dierent kinds of blood thinners and sometimes an antibody infusion, said Dr. Georey Barnes, a clot expert at the University of Michigan. As authorities investigate whether the clots really are related to the J&J vaccine, Barnes stressed that it’s important Americans get vaccinated as soon as possible using the other two available vaccines, from Pfizer and Moderna. “If you have a chance to get vaccinated with those, we strongly encourage it. The risks of COVID are real and they’re high,” Barnes said. Je Zients, the White House COVID-19 response coordinator, said 28 million doses of the Pfizer and Moderna vaccines will be available for states this week, more than enough to keep up the nation’s pace of 3 million shots a day despite the J&J pause. Asked if the government was overreacting to six cases out of more than 6 million vaccinations, Schuchat said recommendations will come quickly. Because these unusual clots require special treatment, “it was of the utmost importance to us to get the word out,” she said. “That said, the pandemic is quite severe and cases are increasing in lots of places and vaccination’s critical.” States and cities swiftly moved to implement the pause. New York state health commissioner Dr. Howard Zucker said people with Tuesday appointments for J&J vaccines at state-run mass vaccination clinics will instead get the Pfizer vaccine. The city of Dallas had planned to begin an in-home vaccination program using the J&J vaccine for homebound or elderly people. The city said it will pause the program until more guidance is released. The J&J vaccine received emergency use authorization from the FDA in late February with great fanfare, with hopes that its single-dose and relatively simple storage requirements would speed vaccinations

across the country. Yet the shot only makes up a small fraction of the doses administered in the U.S. as J&J has been plagued by production delays and manufacturing errors at the Baltimore plant of a contractor. Last week the drugmaker took over the facility to scale up production in hopes of meeting its commitment to the U.S. government of providing about 100 million doses by the end of May. Only about 9 million of the company’s doses have been delivered to states and are awaiting administration, according to CDC data. Until now concern about the unusual blood clots has centered on the vaccine from AstraZeneca, which has not yet received authorization in the U.S. Last week, European regulators said they found a possible link between the shots and a very rare type of blood clot that occurs together with low blood platelets, one that seems to occur more in younger people.

The European Medicines Agency stressed that the benefits of receiving the vaccine outweigh the risks for most people. But several countries have imposed limits on who can receive the vaccine; Britain recommended that people under 30 be oered alternatives. But the J&J and AstraZeneca vaccines are made with the same technology. Leading COVID-19 vaccines train the body to recognize the spike protein that coats the outer surface of the coronavirus. But the J&J and AstraZeneca vaccines use a cold virus, called an adenovirus, to carry the spike gene into the body. J&J uses a human adenovirus to create its vaccine while AstraZeneca uses a chimpanzee version. The announcement hit U.S. stock markets immediately, with Dow futures falling almost 200 points just over two hours before the opening bell. Shares of J&J dropped almost 3%

RPD mourns the loss of Dan Nicholas From Laura Gibbs-Green Rockford Park District

ROCKFORD, IL – The man responsible for efforts to add beauty throughout our community, and one of the main reasons Nicholas Conservatory & Gardens exists today has passed away. Daniel J. Nicholas passed away on April 5, 2021, and was 93 years old. Dan was the first Rockford Park District Foundation Board President from 1993 to 1999 before going on to serve as a Rockford Park District Commissioner from 2001 to 2003. Dan then continued his volunteer efforts with the Foundation Board and was named an Emeritus Director in 2019. Rockford Park District Foundation helps secure philanthropic support to the Rockford Park District fundraising for

people, projects, and places. “I was lucky to be able to work with Dan as he served on our Foundation Board after his time as president of the Board. Dan loved this community and loved seeing others enjoy life,” said Lori Berkes-Nelson, Rockford Park District Foundation Director. Dan and his wife Ruth are credited for establishing the City of Gardens program and every year hundreds of hanging baskets are hung all throughout our community as flowers and gardens add beauty to the region, improve our spirits, and provide a more pleasant place to live, work, and play. Dan Nicholas was also one of the namesakes for Nicholas Conservatory & Gardens. Nicholas Conservatory & Gardens is named after the Nicholas family, who in March 2006 announced their donation of

$2,150,000 toward the Conservatory project in honor of their parents, William and Ruby Nicholas. Like many families growing up in Rockford in the 1940s and 1950s, the three Nicholas brothers, Bill, Dan and Ab, spent much of their time outdoors enjoying Sinnissippi Park and the Rock River. The Nicholas brothers envisioned Nicholas Conservatory & Gardens as a gathering place for our community and a catalyst for future river development. “Nicholas Conservatory & Gardens would still be a dream without Dan’s vision, passion for his hometown of Rockford, and his financial contribution. He provided us with a gift that will continue to give back to the community in honor of his parents. The Nicholas Conservatory staff are fortunate to live out Dan’s dream of having a place for so

many to gather for special occasions or to capture precious family moments. We will continue to do so in his honor,” said Dan Erwin, Manager of Nicholas Conservatory & Gardens. Dan Nicholas was also a volunteer at Nicholas Conservatory & Gardens serving as a greeter. On Thursday, April 15, 2021, at sunset, Nicholas Conservatory & Gardens will be lit in purple to honor Dan Nicholas and the contributions he made to the City of Gardens and Nicholas Conservatory & Gardens. Luminaries will also be placed at special areas throughout the Conservatory campus. Ruth Nicholas, Dan’s wife said, “The Park District meant the world to Dan and our family. He dedicated himself to making Rockford a beautiful place to live and work.”

Gardening

Small-space options big with new gardeners By Kelly Allsup

Horticulture Educator, Illinois Extension

URBANA, Ill. – When victory gardens returned last spring, long gone were acre plots with rows and rows of vegetables. Instead, a new generation of gardeners who were interested in home cooking and food access grew herbs and small-scale varieties in backyard strips, patios, or balconies. During the pandemic, 16 million people, many under the age of 35, started gardening, according to the Garden Media Group. “We expect these new gardeners will continue growing in 2021,” says Kelly Allsup, a University of Illinois Extension horticulture educator based in Bloomington. “Most will likely be growing their own vegetables, fruits, and herbs in small spaces like raised beds, containers, and grow bags.”

Allsup says produce from lettuces to peppers can be grown successfully in a variety of containers. Gardeners are only limited by their imagination, willingness to experiment, and availability of drainage holes. Whether choosing standard patio containers or fabric grow bags, each vegetable has unique minimum size needs. For example, tomatoes need a container that is at least 20” in diameter at the top, while leafy greens only need a 10” diameter container. The diameter of the top of the container is the “Minimal Pot Size.” Container heights are usually categorized as “standard” or “azalea.’ Azalea pots are shorter and ideal for plants with minimal roots such as herbs. When in doubt, standard pots are recommended for growing vegetables and are readily available at garden centers.

These are the container sizes and amount of soil recommended for some common container plants. • Minimal pot size: Tomatoes >20”, Peppers >16”, Carrots >12”, Radish, Onion, Beets, Leafy Greens, Herbs and Flowers > 10”. • Soil Volume by pot size: 10” = 3 gallon, 12” = 5 gallon, 14” = 7 gallon, 16” = 10 gallon, 18” = 15 gallon, 24” = 25 gallons, 30” = 30 gal. Containers do well with spinach, Swiss chard, beets, kohlrabi, kale, eggplant, peppers, carrots, potatoes, tomatoes, radishes, and herbs such as cilantro and basil. Some vegetables are better off in beds. “We’ve learned that some vegetables, tomatoes, and squash, for example, are not well suited for containers,” Allsup says. “But the green industry has created smaller varieties that can grow in smaller soil volumes.”

Many of these may need to be ordered as seeds from garden catalogs, but some may be available as transplants in local garden centers. Here are a few container suitable vegetables: ‘Micro Tom’ tomato, ‘Dwarf Yellow Crookneck’ squash, ‘Romeo’ ‘Short Stuff’ carrots, ‘Baby Ball’ beets, ‘Mexican Miniature’ watermelon, ‘Striped Guadeloupe Fairy Tale’ baby eggplant, ‘Tom Thumb’ peas, ‘Mini White’ cucumbers, ‘Kitchen Minis’ bell peppers and tomatoes, and ‘Huckleberry’ potatoes. There are also fruits for container growing. Bushel and Berry is a series of berries described as “patio perfect.” They grow shorter but may have cold hardiness issues. ‘Raspberry Shortcake’ fruits in late June, while ‘Baby Cakes Blackberry’ produces a crop its first year in September and its second year in July.

Spring has Sprung in the Rockford Region By Liz Gronewold Rockford Area CVB

As a college student, trips home are always the best. I get to see my family again, relax, and I’m back in the 815. I recently got to come home for Easter weekend, and one of my favorite people to hang out with (my mom) and I decided to check out Rock Cut State Park. Neither of us had been there despite being lifelong citizens of the Rockford area, and let me tell you, we have been missing out. I don’t want anyone else to miss this opportunity, so I made sure to whip up a blog post about it ASAP. First of all, we often think we have to drive up to Wisconsin to have a nice day by the lake. We found out there’s a beautiful, large lake right in our backyard at Rock Cut. On the beautiful sunny day we were visiting, there were so many people kayaking, throwing frisbees, and picnicking by the lake. It really felt like we were in a completely different destination, and I immediately felt like I was on vacation. There are actually two lakes at the park, the largest and main lake being Pierce Lake, and the smaller, Olson Lake. Once the weather gets warmer (and stays warmer), you can take the family out to swim at Olson Lake (please note that swimming and wading aren’t allowed at Pierce Lake). There is a small entrance fee of $5 a person over 4 feet, $2.50 for anyone under 4 feet, and entrance is free for kids 3 years and younger.

One of my favorite things to do in the summer is hammock. If you’ve also caught onto this trend and are as hooked as I am, Rock Cut should be your next spot to HANG out (I crack myself up). Whether you find a spot in the wooded area or hang your hammock between some trees along the walking paths, you’re sure to have a relaxing time and enjoy the sunshine. My mom is a photographer, so one of her favorite things to do in the summer is take pictures of all the wildlife that’s returned to Illinois. There were plenty of spots she’s planning on going back to soon to snap some photos, so whether you’re just taking in the views or capturing them in a photo, there are so many opportunities at Rock Cut. There are plenty of paved and unpaved walking paths at the park, and dogs are allowed as long as they’re on a leash! I recommend taking a nice long walk with a loved one and enjoying the view that will make you feel far from the bright lights of our beloved city. Overall, there is so much to do at the park for all ages and interests (not mentioned above was boating, fishing, camping, and so much more). Please don’t wait any longer and go take a look for yourself. For more information about Rock Cut State Park and more outdoor recreation locations in the Rockford region, visit GoRockford.com.

Starting seeds in the garden BY GRANT MCCARTY CONTRIBUTOR

With the weather warming up, grass starting to green, and many trees beginning to bud out, it’s becoming clear that the vegetable garden season is close by. While it is still too early for summer vegetables like tomatoes and melons, there is a group of cool season vegetables that you might be able to plant into your garden now. Cool season vegetables include broccoli, cauliflower, kale, Brussels sprouts, cabbage, radishes, spinach, carrots, and many others. This group includes both direct seeded and transplants. While many of these transplants are not ready to be planted, you might be able to plant

direct-seeded cool season vegetables. This groups thrives on warming soil temperatures. They also tend to be short-seasoned to reach maturity. Direct-seeded vegetables include carrots, radishes, spinach, lettuces, beets, and peas. Many of them are directly correlated to produce one plant. So, a single radish seed will produce one radish. Peas, spinach, and lettuce will produce multiple pods and leaves, respectively. Most of these vegetables allow for staggered planting. In this scenario, you would plant say one row of spinach this week and then plant another row in two weeks. This will allow for a staggered harvest. The main environmental need for this

group is soil temperature. Because they will be germinating in your soil, the soil temperature will either allow for them to grow quickly or further push back their germination. Most likely our soil temperatures are where they need to be for you to direct seed this week and next but it may not be the case depending on your growing area. For instance, beets and peas will germinate when soil temperatures are between 60-65° F. I took soil temperatures today in my garden and I am still around 56-58° F. I could still plant the seeds with these colder soil temperatures but germination would be delayed by maybe a week depending on how warm the soil becomes. Your seed packets will list this infor-

mation on seed germination temperature in the soil. Sometimes the packets will further suggest planting many seeds close together and then thinning them out to the proper spacing the plants need. Smaller seeds like carrots and radish may be sold in a pelleted form. This form takes the seed but incases it in a clay or other mixture. They are then easier to handle and see when you place them in the soil. If you plant this week or next, ensure that your seeds are staying moist. Give your plants some time. The soil temperatures are steadily warming and soon you’ll have a cool season vegetable garden ready to be managed. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

ENERGY & ENVIRONMENT

Expanding plastic wastes BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

Plastic wastes have long been a concern in society. When we were in Iceland to assess their eorts to become a hydrogen economy, we saw numerous applications of using heat from the earth to generate electricity to warm buildings, pools and greenhouses and electrolysis to provide hydrogen to power a small fleet of buses. During our visit we were struck by a question asked of us that we were unable to answer. What do American farmers do with the plastic wrap they use to protect round bales of hay? Most of the wrap is simply burned or buried on the farm as other options for their disposal are unavailable or not well developed. But eorts by the Recycling Association of Minnesota are underway to recycle a variety of film plastics from farm operations including silage bags, bunker covers, oxygen barriers, grain bags, drip tape, greenhouse film and boat wraps. One firm intents to make plastic pipe from film plastic. A related concern is the presence of tiny plastic particles found in farmland where sewage sludge has been applied to the land. An article by Susan Scott highlights the issue. One source of particles is from synthetic threads in clothing that wash

o in laundry water which is sent to sewage treatment plants and remain in the sludge. John Scott, a chemist with the Illinois Sustainable Technology Center is conducting a study to help determine a baseline to determine how much microplastics are safe to deposit on farmland. When we were involved in the Freedom Field project in Rockford one member of the team familiar with landfill operations asked us if we knew of any solutions for the plastic shopping bag debris scattered about the community. We have noticed dierences in store policies for shopping bags. One food store does not supply bags so shoppers bring their own durable shopping bags. Another only provides plastic bags and few shoppers come with their own shopping bags. A third store uses only paper bags. Some communities have enacted bans on single-use plastics such as bags, straws, stirrers and takeout food containers. Courtney Lindwall points out that plastic straws have been banned in cities including Berkley and Miami Beach. California passed a plastic bag ban earlier while New York state and Hawaii recently passed similar bans. Such bans are seen as reducing litter and the demand for plastic production which is expanding dramatically.

In addition to government actions some firms including McDonalds, Disney and Starbucks have reduced the use of plastic straws and switched to paper straws. Additionally, individuals can act to cut consumption of plastics in their purchases. Beth Gardiner points to the projected global increase in plastics production. In the United States fracking of natural gas and oil has led to an increase in ethane, which can be used in making plastics. The Chemistry Council estimates that 350 fracking-enabled petrochemical projects are planned or have been completed since 2010. The facilities are known as ethane crackers which use heat, pressure and catalysts to break the molecular bonds of ethane molecules to form ethylene gas. Under pressure and a catalyst the ethylene is turned into polyethylene resin or plastic. The entire process is energy intensive and releases pollutants along with carbon emissions. The resin can be shipped as powder or turned into small particles known as nodules. Nodule spills have occurred where ships are being loaded for export to distant markets. Spilled nodules are consumed by sea creatures who may see them as eggs and ingest them leading to health issues and potential death.

Pressure from environmental groups has forced firms to limit the spills. Plastics are widely consumed in nearly every industry around the globe and their disposal has become a major environmental problem. They can persist for centuries without decomposing or can degrade leaving them to accumulate in all ecosystems including lakes, streams, oceans, forests and soils. Plastic particles are showing up in food chains and are found in the food we eat. An estimate is that each of us has the equivalent of a credit card worth of plastics in our bodies. Covid-19 mask mandates along with related personal protection equipment has led to a dramatic increase in plastic waste. Most waste is sent to landfills but evidence of improper disposal of masks is seen in many parking lots. The Environmental Science & Technology journal has estimated that 129 billion face masks and 65 billion gloves per month are being used globally with some of them showing up in streams, lakes, oceans and beaches. In response to the growth in plastic production and waste there are demands for plastic bans, less use of plastics and more recycling. There are increased eorts to use bioplastics which can decompose far more quickly but provide a similar service as do plastics from fossil fuels fracking.

Mr. Green Car

Nuclear Powered Trucks By Allen Penticoff Columnist

This sounds just like a headline on the cover of Popular Science magazine. “Nuclear powered trucks will silently and cleanly haul the nation’s goods.” That may have been a title in the 1950s for all I know. Nuclear energy was new then, space exploration was on the horizon, the sound barrier had been safely broken. Everyone’s lives and technology were changing rapidly. Indeed, in the late 1950s and early 1960s Ford had two models made up of futuristic nuclear powered cars, Studebaker had one as well and so did two other manufacturers. See them at: https:// www.autoblog.com/2014/07/17/nuclearpowered-atomic-age-classic-cars/ And of course too there is the famous time traveling Delorean powered by a “Mr. Fusion” reactor that ran on garbage in the Back to the Future films. So, in the spirit of this futuristic dreaming - why not nuclear powered trucks? The size of new nuclear power reactors is getting smaller and smaller (recall how our cellphones and computers have shrunk in size). They’ve been in

submarines for decades with no issue. A molten salt reactor (MSR) was even tested in a large airplane. Now community based small modular nuclear reactors (SMR) are upon us. Koreans, and probably soon the Chinese will be building advanced nuclear reactors on assembly lines - and so should U.S. industry. Our industries need to take the lead, and perhaps a very small modular reactor (VSMR) may be our chance to fill a market niche. For use not only in transportation, but bringing electricity to impoverished places. Having plenty of reliable power lifts people out of poverty and lowers birth rates as women become educated and empowered. General Motors (GM) the transportation behemoth, has announced that by 2035 they will no longer make gasoline powered personal transportation vehicles (more on this in a future column). This is the future, and it is quite doable if we modernize our electrical grid with adequate clean nuclear energy. But GM admits that truck needs are a tough nut to crack with EV battery technology. And so I undertook a “thought experiment” to consider if nuclear reactors in

large trucks might not be the best way to clean up how our goods are delivered. Certainly reactors could be put in ships of all sizes - that is a present reality in our Navy. Nuclear powered locomotives could easily handle the size and weight of a VSMR so we might have carbon-free rail without the need to wire the rails for power. That only leaves the downsizing of molten salt reactors and particularly liquid fluoride thorium reactors (LFTR) that could be very small self-contained powerplants powerful enough to move a big rig along effortlessly, quietly, and very cleanly. Maintenance and fuel costs would all but disappear. Tires would be your primary expense. And, since autonomous trucks are all the rage within the trucking industry - a nuclear powered truck could run coast to coast, non-stop, no-fuel, no-charging, no sleeping or eating and no concern over shielding the driver from radiation. Kinda creepy, but the economic benefits would accrue quickly. Such diesel-powered autonomous trucks are on our highways right now. Obviously safety would be the primary

concern, but I do believe such a truck could be designed to withstand the impact of a dual head on collision with another such truck both travelling at 80 miles per hour. That’s a lot of force, but as long as the reactor sphere is undamaged, all is good. In a MSR, even if the reactor core was to leak out, you’d have a cement-like puddle of radioactive material to clean up. Special teams and equipment could be dispatched to deal with the mess. Admittedly, it is the one high hurdle to get over to develop such a powerplant. In the 1950s, they thought there would be “force fields” in the future that could do this. Not yet. I remind you that tractor-trailer rigs ply our highways now, every day, with thousands of gallons of gasoline - a highly explosive liquid - yet we accept that risk as a need for society. Nuclear power and nuclear trucks need to be viewed similarly as a risk-reward. Radiation is truly everywhere - in your banana, in the soil, in the air - once you get over the irrational fear of it, possibilities open up to think of the very clean environment that is possible with the magical power of nuclear fission.

Climate Change

Business leaders urge Biden to set ambitious climate goal By Matthew Daly Associated Press

WASHINGTON (AP) — More than 300 businesses and investors, including such giants as Apple, Google, Microsoft and Coca-Cola, are calling on the Biden administration to set an ambitious climate change goal that would cut U.S. greenhouse gas emissions by at least 50% below 2005 levels by 2030. The target would nearly double the nation’s previous commitment and require dramatic changes in the power, transportation and other sectors. President Joe Biden is considering options for expected carbon reductions by 2030 ahead of a virtual climate summit the United States is hosting later this month. The so-called Nationally Determined Contribution is a key milestone as Biden moves toward his ultimate goal of net-zero carbon emissions by 2050. Biden has promised to reveal the nonbinding but symbolically important 2030 goal before the Earth Day summit opens April 22. “A bold 2030 target is needed to catalyze

a zero-emissions future, spur a robust economic recovery, create millions of well-paying jobs and allow the U.S. to ‘build back better’ from the pandemic,’’ the businesses and investors said in a letter to Biden. “New investment in clean energy, energy efficiency and clean transportation can build a strong, more equitable and more inclusive American economy,’’ they wrote. An ambitious 2030 target would guide the federal government’s approach to sustainable and resilient infrastructure, as well as zero-emissions vehicles and buildings, and “would inspire other industrialized nations to set bold targets of their own,’’ the group wrote. Besides the tech and consumer products giants, companies with major energy holdings, including Exelon, General Electric, PG&E and Edison International, also signed the letter. Meanwhile, dozens of European lawmakers, business executives and union leaders on Tuesday also urged the United States to slash its greenhouse gas emissions

in half in the coming decade. They called for a trans-Atlantic alliance to tackle climate change and achieve a “just and sustainable transition” toward a low-carbon economy. The letter from U.S. business leaders to the Democratic president comes as fissures between corporate America and the Republican Party have opened over the GOP’s embrace of conspiracy theories and rejection of mainstream climate science, as well as its dismissal of the 2020 election outcome. The most recent flashpoint was in Georgia, where a new Republican-backed law restricting voting rights drew harsh criticism from Delta Air Lines and CocaCola, whose headquarters are in the state, and resulted in Major League Baseball pulling the 2021 All-Star Game from Atlanta. More than 100 business leaders participated in a Zoom call last weekend to discuss how to oppose Republican-backed proposals across the country that could limit voting. Options include stopping political donations and holding off in investments in states that approve the laws. On climate, the business leaders told

Biden they “applaud your administration’s demonstrated commitment to address climate change head-on, and we stand in support of your efforts.’’ Millions of Americans are already feeling the impacts of climate change, they wrote, citing the severe winter storm that caused blackouts in Texas and other states, deadly wildfires in California and record-breaking hurricanes in the Southeast and Gulf Coast. “The human and economic losses of the past 12 months alone are profound,’’ they wrote. “Tragically, these devastating climate impacts also disproportionately hit marginalized and low-income communities who are least able to withstand them. We must act now to slow and turn the tide.’’ While Biden has reentered the U.S into the Paris climate accord and made climate action a pillar of his presidency, more action is needed, the business leaders said. “An effective national climate strategy will require all of us,’’ they told Biden, but “you alone can set the course by swiftly establishing a bold U.S. 2030 target.’’
