After touring the facility, Cardona and the first lady announced President Joe Biden’s investment in higher education through the American Rescue Plan, the latest federal COVID-19 pandemic relief package, which includes $40 billion for higher education infrastructure projects and programs to make education more accessible. Gov. JB Pritzker was also in attendance for the visit on Monday, along with other Illinois lawmakers, but did not speak publicly. As a professor at Northern Virginia Community College, Biden is a longtime advocate for education, especially community college education. During her husband’s former vice presidency, Biden was appointed by President Barack Obama as honorary chair of the College Promise program, a national initiative to make two-year community college education free. “What starts in one community college classroom can create a chain effect that is eventually felt by every single American,” Jill Biden said. She announced at the news conference that Sauk Valley Community College will be launching its own College Promise program. Although the program was established six years ago, President Biden intends to build on this initiative to make higher education more attainable, according to the first lady. “(President Biden) is ready for big ideas and bold action, so that all Americans can go to community college and have the support they need to finish and get good jobs,” Jill Biden said. “Together we are going to get this done because community colleges are our future.” Cardona said the pandemic has had a significant impact on community college attendance, citing a 10 percent decline in community college enrollment this year. “Most (community college) students are part-time students, part-time workers, parents, caregivers and displaced workers,” Cardona said. “Community college plays such a critical role in addressing equity, and making sure that gaps, exacerbated by the pandemic, close.” In Illinois, 19 higher education institutions will benefit from the American Rescue Plan funding, including Illinois State University, the University of Illinois System, Illinois Valley Community
College and Illinois Eastern Community Colleges, to name a few. The eligible institutions will be required to spend at least half of these allocated funds to provide direct relief grants to students to cover an array of student costs of attendance, such as housing, food and technology expenses, among other needs. Similar to funding from previous federal relief packages, remaining funds can also be used by the institutions to cover lost revenue, technology costs due to remote learning, faculty and staff training, or payroll. The National Education Association released a fact sheet that outlines the Higher Education Emergency Relief Fund included in the American Rescue Plan, which found that about 7.5 percent, or nearly $3 billion of the $40 billion in grants will be specifically dedicated to historically Black colleges and universities, tribal colleges and universities, minority-serving institutions and other under-resourced institutions. Approximately $36 billion will go to 3,500 public and private, nonprofit colleges and universities, and around $395.8 million will be allocated for 1,630 for-profit institutions, according to the American Council on Education. “My husband, our president, understands...if we want our communities to thrive, if we want our businesses to have more skilled workers that they need, if we want to prepare our economy for the future, there is no greater investment that we can make than in education,” Biden said. Cardona also noted an infrastructure proposal backed by the president would invest in community college facilities, and the discretionary budget proposed by the president “increases the maximum Pell Grant by $400, the largest since 2009.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. Walter Mondale
In death, long after loss, Mondale’s liberal legacy stands By Walter Mears and Kathleen Hennessey Associated Press
MINNEAPOLIS (AP) — In the last days of his life, former Vice President Walter Mondale received a steady stream of phone calls of appreciation. Former Presidents Jimmy Carter and Bill Clinton, President Joe Biden and Vice President Kamala Harris all called to say goodbye and thank you. It was a sign of respect for a man many Americans remember largely for his near-shutout defeat for the White House in 1984. But well after his bruising loss, Mondale remained a revered liberal elder — with a list of accomplishments that are still relevant today. As a young senator, he co-wrote the Fair Housing Act of 1968, a pillar of federal civil rights legislation. He later engineered a 1975 bipartisan deal that ended the two-thirds rule for stopping filibusters, so that 60 senators instead of 67 could cut off debate. Under President Jimmy Carter, he became the first vice president with a day job, as adviser to the president, not just a bystander. He called it the “executivization” of the vice presidency. And as a Democratic presidential nominee, he chose the first female nominee for vice president from a major party. Harris, who won the job 36 years later, specifically thanked him for all he did to change the office, according to a person familiar with the calls who asked for anonymity to discuss the private conversations. Mondale, 93, died Monday at his home in Minneapolis, as the city awaits a verdict in a murder trial that has forced the nation to again wrestle with structural racism. He welcomed that debate, his family said in a statement: “We are grateful that he had the opportunity to see the emergence of another generation of civil rights reckoning in the past months.” Mondale was appointed senator from Minnesota to succeed his political mentor, Hubert H. Humphrey, who resigned to become vice president. He won Senate elections in 1966 and 1972, and stepped down to become vice president in 1977. Carter lost to Ronald Reagan in 1980 and Mondale went into private law practice — while beginning his own campaign for the presidency. He won the nomination in 1984, chose Rep. Geraldine Ferraro of New York as his running mate, and was crushed in the landslide that reelected Reagan, carrying only Minnesota and the
District of Columbia. Mondale was ambassador to Japan from 1993 until 1996. In 2002, at 74, he was drafted for a political reprise, running a truncated campaign for the Senate after Sen. Paul Wellstone, the Democratic nominee, was killed in a plane crash shortly before the election. Mondale was favored at first, but he lost the election. And it cost him one record that had consoled him in earlier defeat — until then, he had won every time he was on the ballot in Minnesota. Instead, he got another, unwanted, record: the only man to lose elections in each of the 50 states. After his 1984 defeat to a former actor, Mondale said one of his campaign problems was that “I’ve never really warmed up to television and ... it’s never really warmed up to me.” Even his supporters said he came across as plastic and bland. His wife, Joan, said he was not a showman, just stable, hardworking and honest. “We call it Norwegian charisma,” she said. Even so, Mondale has some striking moments on television, none more so than in a 1984 campaign debate against Sen. Gary Hart of Colorado, whose primary upsets threatened Mondale’s front-runner standing for the Democratic nomination. “You know, when I hear your new ideas I’m reminded of that ad ‘Where’s the beef?’” he told Hart, using a fast-food chain’s slogan to question the substance of his rival’s campaign proposals. Suddenly, the bland candidate had delivered a telling quip and created a slogan that stuck. It was no ad-lib and it wasn’t original — a Mondale campaign ally had used it before. But no matter, it was a boost as Mondale limped through the presidential primaries, losing more states than he won, but steadily gaining delegates to capture the nomination Against the favored Reagan, Mondale’s best opening came when the president’s age, 73, became an issue. The president seemed disengaged and even confused in early campaign debates. Reagan undid that one with his own quip in the final debate. Asked about it, the president said: “I will not make age an issue of this campaign. I am not going to exploit for political purposes my opponent’s youth and inexperience.” Mondale could only smile as the audience laughed. But he said later he was smiling through tears because he knew from that moment that his quest was hopeless. Then there was the 1984 Mondale line
Republicans made into a telling issue against him. In accepting his nomination, Mondale said that whoever won the election, taxes were going to be increased. “Let’s tell the truth,” he said. “Mr. Reagan will raise taxes and so will I. He won’t tell you. I just did.” Republicans translated that into a Mondale campaign promise to raise taxes. He said he was just being honest. His forecast was accurate. Mondale, “Fritz” to some of his friends, was a dedicated liberal. He used the label in the subtitle of his 2010 memoir, “The Good Fight.” As attorney general of Minnesota and in the Senate, his major causes included civil rights, consumer protection, education, housing and the problems of migrant workers. The son of a Methodist minister and a music teacher, Walter Frederick Mondale was born Jan. 5, 1928, in tiny Ceylon, Minnesota, and grew up in several small southern Minnesota towns. He was only 20 when he served as a congressional district manager for Humphrey’s successful Senate campaign in 1948. His education, interrupted by a two-year stint in the Army, culminated with a law degree from the University of Minnesota in 1956. Mondale began a law practice in Minneapolis and ran the successful 1958 gubernatorial campaign of Democrat Orville Freeman, who appointed Mondale state attorney general in 1960. Mondale was elected attorney general in the fall of 1960 and was reelected in 1962. As attorney general, Mondale moved quickly into civil rights, antitrust and consumer protection cases. He was the first Minnesota attorney general to make consumer protection a campaign issue. As Clinton’s ambassador to Japan from 1993-96 he fought for U.S. access to markets ranging from cars to cellular phones. He helped avert a trade war in June 1995 over autos and auto parts, persuading Japanese officials to give American automakers more access to Japanese dealers and pushing Japanese carmakers to buy U.S. parts. Mondale kept his ties to the Clintons. In 2008, he endorsed Sen. Hillary Rodham Clinton for president, switching his allegiance only after Barack Obama sealed the nomination. In 2002, state and national Democrats looked to Mondale when Wellstone died less than two weeks before Election Day. Mondale was working at the Minneapolis law firm of Dorsey & Whitney — he returned to the firm after the brief
campaign — and serving on corporate and nonprofit boards. He agreed to stand in for Wellstone, and early polls showed him with a lead over the Republican candidate, Norm Coleman. But the 53-year-old Coleman, emphasizing his youth and vigor, out-hustled the then-74-year-old Mondale in an intense six-day campaign. Mondale was also hurt by a partisan memorial service for Wellstone, in which thousands of Democrats booed Republicans politicians in attendance. One speaker pleaded: “We are begging you to help us win this election for Paul Wellstone.” Polls showed the service put off independents and cost Mondale votes. Coleman won by 3 percentage points. “The eulogizers were the ones hurt the most,” Mondale said after the election. “It doesn’t justify it, but we all make mistakes. Can’t we now find it in our hearts to forgive them and go on?” Years after the 2002 defeat, Mondale returned to the Senate to stand beside Democrat Al Franken in 2009 when he was sworn in to replace Coleman after a drawn-out recount and court battle. Mondale and his wife, Joan Adams Mondale, were married in 1955. During his vice presidency, she pushed for more government support of the arts and gained the nickname “Joan of Art.” She had minored in art in college and worked at museums in Boston and Minneapolis. The couple had two sons, Ted and William, and a daughter, Eleanor. Eleanor Mondale became a broadcast journalist and TV host, with credits including “CBS This Morning” and programs with E! Entertainment Television; she died in 2011. Ted Mondale served six years in the Minnesota state Senate and made an unsuccessful bid for the Democratic nomination for governor in 1998, and William Mondale served for a time as an assistant attorney general. Joan Mondale died in 2014 at age 83 after an extended illness. While he lacked the charisma of his mentor Humphrey, Walter Mondale had a droll sense of humor. When he dropped out of the 1976 presidential sweepstakes, he said, “I don’t want to spend the next two years in Holiday Inns.” Reminded of that shortly before he was picked as Carter’s running mate, Mondale said, “I’ve checked and found that they’re all redecorated, and they’re marvelous places to stay.”

Climate change creates migrants. Biden considers protections BY JONATHAN LEMIRE AND KEVIN FREKING ASSOCIATED PRESS
SAN DIEGO (AP) — Ioane Teitiota and his wife fought for years to stay in New Zealand as refugees, arguing that rising sea levels caused by climate change threaten the very existence of the tiny Pacific island nation they fled, one of the lowest-lying countries on Earth. While New Zealand’s courts didn’t dispute high tides pose a risk to Kiribati, about halfway between Hawaii and Australia, laws dealing with refugees didn’t address the danger so the government deported them. No nation oers asylum or other legal protections to people displaced specifically because of climate change. President Joe Biden’s administration is studying the idea, and climate migration is expected to be discussed at his first climate summit, held virtually Thursday and Friday. The day the summit starts, Democratic Sen. Edward Markey of Massachusetts plans to reintroduce legislation to address the lack of protections for those who don’t fit the narrow definition of “refugees” under international law. It failed in 2019. “We have a greater chance now than ever before to get this done,” Markey said in a statement to The Associated Press, citing Biden’s climate diplomacy and greater awareness of the problem. The idea still faces monumental challenges, including how to define a climate refugee when natural disasters, drought and violence are often intertwined in regions people are fleeing, such as Central America. If the U.S. defined a climate refugee, it could mark a major shift in global refugee policy. Biden has ordered national security adviser Jake Sullivan to see how to identify and resettle people displaced directly or indirectly by climate change. A report is due in August. It makes sense for the United States to lead the way, being a principal producer of greenhouse gases, advocates say. “No nation in the world has taken the leadership to address this reality, which we face today,” said Krish Vignarajah, head of Lutheran Immigration and Refugee Service. “It’s not an issue that we can punt to 20, 30 years from now. Our hope is the U.S. can take strong action that will produce a domino eect on other nations.” The United Nations says there may be as many as 200 million climate-displaced people worldwide by 2050. A World Meteorological Organization report released Monday showed it’s already happening, with an average of 23 million climate refugees a year since 2010 and nearly 10 million recorded in the first six months of last year, especially in Asia and
East Africa. Most moved within their own country. The 1951 Convention on Refugees defines “refugee” as a person who has crossed an international border “owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion.” Some argue that’s outdated, but few expect changes to the international accord to account for those fleeing rising sea levels, drought or other eects of climate change. The U.S. may define the displaced as climate migrants instead of refugees and oer them humanitarian visas or other protections. Biden ordered the idea to be studied after a landmark ruling last year from the U.N. Human Rights Committee on a complaint Teitiota filed against New Zealand. Teitiota argued his 2015 deportation violated his right to life. He said saltwater from rising seas destroyed land and contaminated the water supply on the island of Tarawa in Kiribati. Scientists say the impoverished string of 33 atolls with about 103,000 people is among the nations most vulnerable to climate change. The committee said Teitiota was not in imminent danger at the time of his asylum claim, rejecting his case. But it said it may be unlawful for governments to send people back to countries where the eects of climate change expose them to life-threatening risks — from hurricanes to land degradation. “This ruling sets forth new standards that could facilitate the success of future climate change-related asylum claims,” committee expert Yuval Shany said. Even so, identifying climate refugees is not easy, especially in regions rife with violence. In Central America, for example, thousands initially leave their villages because of crop failure from drought or flooding, often end up in cities where they become victims of gangs and ultimately flee their countries. “It’s a threat multiplier, and so creating a status or category would have to address this complexity rather than to ignore it or to seek ‘pure’ climate refugees,” said Caroline Zickgraf, who studies how climate change aects migration at Belgium’s University of Liège. “Does someone have to prove they were displaced by climate change? That’s an extraordinary, if not impossible, thing to ask of someone.” Carlos Enrique Linga traveled to the U.S. border with his 5-year-old daughter after rains from back-to-back hurricanes caused landslides and flooding that destroyed more than 60,000 houses in Guatemala alone, including Linga’s farm and home. He said he took the dangerous trip north because he needed to feed and clothe his
children, including 2-year-old twins who stayed behind with his wife. “To come here, we had to sell whatever harvest we had” to pay a smuggler, said Linga, who stayed at a Texas shelter last month after U.S. immigration authorities released him and his daughter. He hoped to find work in Tennessee, where a friend lives, and send money back to Guatemala. Global warming is shifting the migrant population from men seeking economic opportunities to families uprooted by hunger, according to Duke University and University of Virginia researchers studying migration out of Central America. Researchers reviewing data for about 320,000 Hondurans apprehended at the U.S.-Mexico border from 2012 to 2019 found they were largely from violent, agricultural regions also experiencing their lowest rainfall in 20 years. According to the study released in March, even when homicide rates in the regions dipped, if the drought worsened that year, apprehensions of families from there jumped at the U.S. border. Climate change is a driving force, but there’s little political will to help climate migrants, said David Leblang, a professor of politics and policy at the University of Virginia who co-wrote the study. “As a political scientist, I would say the chances of this happening right now are close to zero,” he said. Some fear political pressure may lead Biden to back o after the number of people stopped by the Border Patrol last month hit a 20-year high. He faced similar criticism Friday for expanding refugee eligibility but not lifting his predecessor’s record-low admissions cap of 15,000. Hours later, the White House said Biden would raise it by May 15, without saying how much. Climate migrants should be treated separately from those resettled under the 41-year-old U.S. refugee program, experts say, to not take spots from traditional refugees. In New Zealand, a new government in 2017 tried oering humanitarian visas to Pacific Islanders aected by climate change, aiming to let in about 100 people a year. Six months later, the plan was quietly dropped. New Zealand Climate Change Minister James Shaw said the government is focusing on reducing emissions so people are not displaced. “Right now, Pacific nations want us to help safeguard their future by focusing on mitigating climate change and supporting them to adapt,” he said. “And so that’s what we’re doing.”

STOCK MARKET
Stocks close lower on Wall Street, led by tech and banks BY DAMIAN J. TROISE AND ALEX VEIGA ASSOCIATED PRESS
Stocks were down in afternoon trading Tuesday, giving up more of their recent gains as investors weighed the latest batch of company earnings reports for clues about the health of Corporate America. The S&P 500 index was down 0.9% as of 2:27 p.m. Eastern. The Dow Jones Industrial Average fell 332 points, or 1% to 33,746 and the technology-heavy Nasdaq slid 1.2% after shedding an early gain. Bond yields fell and weighed down banks, which rely on higher yields to charge more lucrative interest on loans. The yield on the 10-year Treasury fell to 1.56% from 1.60%. Bank of America fell 3% and Citigroup dropped 3.7%. Technology stocks accounted for the biggest share of the decline in stocks, putting more pressure on the broader market. Apple fell 1.7%. The broader market took a more
defensive posture as utilities, real estate stocks and a mix of companies that make consumer staples like food and household products gained ground. General Mills rose 1.5% and Clorox rose 2.8%. The Russell 2000 index of smaller company stocks, which has been outpacing the broader market all year, was taking the brunt of the losses, shedding 2.4%. The market has been swaying between gains and record highs to pullbacks as investors weigh solid economic growth against the risks still posed by the virus pandemic. That push and pull will likely continue as vaccine distribution rolls on and various industries reopen. “Overall, we’re going to have some volatility in the market this year, but everything to me looks fairly rosy for the next six months or so,” said Sylvia Jablonski, chief investment ocer at Defiance ETFs. This Mr. Green Car will not go into the technical depths of electric vehicle fires as I’m on deadline, but in need of some “damage control” over a news report of a Tesla crash in Texas that killed two people and caused a fire that burned for four hours. First, the investigation showed that one of the persons in the Tesla was in the right front seat, while the other was in the rear seat. Nobody was at the steering wheel! The Tesla’s autopilot system was engaged when the car left the road and crashed into a tree. This is yet another crash with Teslas caused by drivers ignoring explicit instructions to be at the wheel and attentive while using the car’s autopilot system. Common sense should tell you that. So this accident killed two people, hopefully upon impact with the tree. For dying in a car fire is a truly horrendous thing - even
observing one, as happened to a friend of mine, is nearly as horrific. But electric cars with lithium-ion batteries are not more prone to fires than are your everyday gasoline powered cars in an accident. However, if there is an accident in an EV, most are designed, Tesla included, to shut everything down upon impact. The battery packs are also designed to limit heat/fire damage. But, it is still possible to damage a significant number of battery cells (there are thousands in a Tesla) to where the batteries have an internal short that causes an overheat and fire - then there is trouble. Lithium will burn, and like magnesium, another combustible metal, it can be a self-sustaining fire with its own oxygen supply. If you have a metal burning fire, spraying water on it may only cause an explosion as oxygen and hydrogen (H2O) are added. This applies to any device that has a lithium-ion battery, your cell phone or laptop to name just two. If such a fire is
happening, get it outside, there are hazardous fumes venting and nothing but a Class D fire extinguisher can put it out. Better that it burn itself out than make a bigger fire by using water. Use a long handled shovel or something similar and carefully remove the device to a safe location. Not so easy with the car, so the Texas firemen basically kept the fire from spreading while the fire burned itself out. This is not the first such fire among Teslas - but it is very rare. This said, I have no qualms about driving an electric Chevy Bolt. Some friends just bought one as well. I encourage people to purchase EVs. But having just been a part of a two-hour seminar all about EV batteries - there is far too much to say on the topic for this column. If you wish to learn more about EV fires, there is plenty of info about them on the Internet. But look up regular old car fires too to have a balanced perspective. None are pleasant viewing.

Get Planting! It’s Starting to Feel Like Spring!
Rows of flowering plants at Gensler Gardens Rockford Area CVB
Spring is in full swing and is bustling with colorful flowers and budding leaves. If you’re like me, finding time to clean out your flower beds and fill them with plants can seem daunting. However, if you put in the time and effort now, you can enjoy fairly low maintenance flower beds throughout what is sure to be a busy summer.
First Step
The first step to beautiful flower beds is always the worst...the cleanup. Rake out your beds, prune back last year’s perennial stalks and generally “fluff” stuff. Once the cleanup is done, you will be able to assess what you have and plan for what you need. To keep your flower beds low maintenance, consider incorporating potted annuals that
don’t require deadheading. A decorative garden accessory such as a bird bath or spinner also makes nice fillers. Most importantly, be sure you have plenty of mulch. Mulch will help your plants retain moisture without a lot of watering and will greatly reduce the amount of time you will spend weeding.

Kortman Gallery
Artist Andrew Harlan brings his odd view of the world to Kortman Gallery From Doc Slafkosky Kortman Gallery
Artist Andrew Harlan is odd. It’s nothing personal, but then again, it is. “odd” is a pseudonym for his work and a self-imposed moniker for this emerging artist from Rockford, now living in Chicago. “Odd has become a constant for the way I respond to and digest the world around me,” writes Harlan in his Artist’s Statement for his Kortman Gallery exhibition, “it’s an odd world” opening Friday, April 23, Spring ArtScene weekend. Harlan’s idiosyncratic exhibition presents an eclectic mix of media including painting, illustration, photography, and embellished found objects. But all together, his seemingly unrelated works reflect his personal feelings and view of the world around him. “With the abundance of unknowns and possibilities in life, it can be easy to live in fear of the mystery and uncovered truths,” says Harlan. “However, stepping back and realizing how strange, how odd, living this
human life is, helps me set aside fear.” “This is Andrew’s, or should I say odd’s first solo exhibition in the Kortman Gallery,” said Doc Slafkosky, gallery director. “His artistic perspective is definitely peculiar, but refreshing coming from a young, talented artist who is difficult to categorize. “it’s an odd world” is definitely an appropriate title for his intriguing, and often facetious works in this concept installation.” Opening receptions for “it’s an odd world,” featuring mixed media works by odd/Andrew Harlan is Friday, 5-9 p.m., and Saturday, 4-9 p.m., April 23 & 24 (ArtScene Weekend) in the Kortman Gallery, located upstairs at J. R. Kortman Center for Design, 107 North Main Street in Downtown Rockford. The exhibit is free, and open to the public. Covid safe guidelines will be followed. The exhibit will run though May 31. Troubleshooting seed starting BY GRANT MCCARTY CONTRIBUTOR
In northern Illinois, it is now time to start your warm season vegetables indoors. By starting this week, you should get 5-6 weeks of growth for your young transplants before planting them in the garden near Memorial Day weekend. This group of summer vegetables include tomatoes, eggplant, peppers, and many herbs. It’s still too early to start your cucurbits like melons and squash as those need about 3-4 weeks if you choose to start them indoors. When it comes to starting warm season vegetables indoors, they can have similar needs as cool season but they need some additional environmental needs.
Wa r m season seeds need w a r m soil. That sounds like something you would expect and yet sometimes this is the main challenge in starting them indoors. Further, this temperature must be consistent for 10-14 days. What this means is that you may have planted your seeds indoors around the first week of April and still have yet to see any germination-growth now at around 10-14 days. I planted pepper and tomato seeds on April 8th and out of 50 cells, I only have 8 that have germinated after 10 days. Each vegetable has a set soil temperature range and days to germination. For example, pepper seeds will germinate between 8-13 days when the soil tempera-
ture stays 68-77 F. In that same temperature range, tomatoes would germinate in 8-10 days and eggplant at nearly 14 days. Most cool season vegetables would thrive in this temperature and germinate at 3-4 days. If your indoor soil temperatures are colder, your seeds may take 25-30 days to germinate or may never germinate. To address the soil temperature needs of this group, use three pieces of equipment: soil temperature probe, plastic covering, and germination heat mat. The clear, plastic covering will create that greenhouse eect to allow for the seeds to stay warm and provide moisture to increase soil temperature. The heat mat can be used to increase soil temperature,
usually 10 degrees. Both of these would help close the gap to get the growing media to the temperature it needs to be for your plants. Once germination has occurred, remove both of these pieces of equipment. Your soil probe would tell you accurately what the soil temperature is to ensure that it is not a problem for germination. Finally, give your seeds some patience. Expect that this may take beyond the 14 days that your seed packet lists. If you are getting close to day 20, there may be other issues at hand. Otherwise, these seeds just take some time to germinate. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.
ENERGY & ENVIRONMENT
Another dimension of climate change BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS
Action at the Federal level will set the tone for addressing climate change in our country. This will rely on accepting the reality of climate change and that we must reduce fossil fuel consumption. By 2030 scientists claim that there must be dramatic reductions of carbon emissions
or life on the planet will face increasingly harsh conditions. Resistance to accepting the science supporting climate change casts doubt on whether governments will act in a timely manner. Some progress has been made but far more action is needed to meet the 2030 goal. The Biden administration has proposed

an aggressive plan of action which could stimulate actions in state governments as well. Both federal and state actions require citizen support which many organizations are urging citizens to express. The eort to control carbon emissions is often presented as a technological solution emphasizing carbon free technologies which will promote economic growth and job opportunities. It is a positive message about the benefits of clean energy sources. Dr. Johnathan Patz, Director of the Global Health Institute at the University of Wisconsin, encourages appropriate action for what he calls the greatest threat to human health, including mental health. He warns that rising temperatures and intensified storms, droughts and floods associated with climate change will drive huge refugee migrations, citing the massive increase in Syrian refuges following drought and civil war. Dangers of the increased number of hot days in summer was illustrated by the 700 deaths in 1995 in Chicago resulting from insucient relief from the heat. In 2003 another climate change linked heat wave produced 30,000 deaths in Europe. Warmer temperatures and higher carbon levels in the atmosphere are associated with discomfort as both ragweed and poison ivy increase under those conditions. Warmer temperatures and higher carbon levels also increase mosquitos, some of which carry dangerous parasites. Increased cases of malaria, west Nile virus,
yellow fever, zika virus and dengue fever are expected. Climate change will cause the atmosphere to carry more moisture producing heavier rains increasing the number of flooding events. Combined sewers will overflow discharging raw sewage into water systems. Bacteria carried into streams and lakes will make them unsuitable for recreation until health ocials determine they are safe. Drinking water can also be adversely impacted. High levels of C02 also present an ethical challenge to the nations which have historically added the most carbon dioxide into the atmosphere by burning fossil fuels. The United States tops the list with China close behind. Scientists tell us that if we exceed a temperature rise of 2°C there is danger of ecosystems collapsing. Dr. Patz points to the economic benefits of taking appropriate actions citing an MIT study in which the health benefits of reducing fossil fuel consumption far exceed the costs of solutions: reducing C02 at a cost of $30/ton and investing it in clean energy provides $200/ton of health benefits. Patz indicates there is no reason to wait for solutions as cleaner energy sources such as solar and wind are dropping in costs. Dr. Patz’s presentation, produced in 2019, has been available online. In Illinois both CUB and the Illinois Clean Jobs program are advocates of cleaner energy solutions.
