Mayor, chamber of commerce push for Rockford casino By Jim Hagerty Reporter
ROCKFORD – Mayor Tom McNamara will travel to Springfield this week to further the city’s push for a casino license. McNamara, along with Rock ford Chamber of Commerce President and CEO Einar Forsman, addressed media Monday to expound on a letter they penned that was published in the Chicago-Sun Times and Chicago Tribune. The letter congratulates the Mayor-Elect Lori Lightfoot on her recent win and offers support for Chicago’s efforts to obtain a license. Both cities have been stumping for casinos for several years. “In the letter, it mentioned a number of areas that we have commonalities,” McNamara said. “One of those is that we have both been waiting a long time as municipalities for a casino, and that it could be mutually beneficial to advocate since we would not be having any negative impact if we were both to get a casino – advocate together to make our force stronger.” The chamber will also run print and digital ads in the Springfield Journal Register to urge Gov. J.B. Pritzker and the General Assembly to approve casino licenses in Chicago and Rockford. “Now is the time to act for the city of
Rockford to get a casino,” McNamara said. “We’ve talked about this literally before I could drive. It’s been well over 20 years since our community has wanted and has been working towards a casino.” McNamara said a casino in Rockford could mean 800 to 1,100 jobs and has the potential for the city to collect between This is $6 million to $8 million in revenue. “We need the state legislature to act and bring the city of Rockford a casino,” McNamara said. “This is incredibly important to the city of Rockford. There’s always been a sense of urgency, but I believe that the sense of urgency has stepped up as we see Beloit moving further and further down the road to having their own casino. We have enough of the state of Illinois taxes leaving Illinois and going to other states like Wisconsin and Indiana. Now is the time to stop that flow of our money going outside of our state and keep it right here in the city of Rockford.” In other city business, Rockford’s Code & Regulation Committee moved to uphold its decision to overrule the Historic Preservation Commission regarding landmark status on three buildings on the campus of St. Peter’s Cathedral, including the former chancery. The commission
voted to designate the buildings historic earlier this year. The Diocese of Rockford objected, citing a potential religious freedom violation and its unwillingness to sell the property if a developer wishes to restore the buildings. Committee members said Monday the latter part of the church’s argument is the most compelling and was conveyed clearly during a meeting between the diocese and Friends of Ziock, the group that filed the landmark application. “It did not go as we thought it would go,” Ald. Joe Chiarelli said. “It was telling. It was educational. And we did take a lot of time with this. I feel very good about that. We did explore different avenues with this – every which way possible. But there are four words that came out the meeting that just keep pounding in my head: ‘We will never sell.’ That was repeated continuously in that meeting. No matter which way we went, it continually came back to that.” The matter will now be back in front of the full city council May 6. Because the diocese is challenging the landmark application, approval requires 10 yes votes on council. If alderman do not vote next Monday, the application is automatically denied. R.
Things on track for 2020 opening of downtown Embassy Suites By Jim Hagerty Reporter
ROCKFORD – Things are track, and the Embassy Suites & Rockford Convention Center will be open next April. T h a t’s w h a t G a r y G o r m a n , o f Wisconsin’s Gorman & Co. says he’s certain of regarding the $87 million project that mark’s the largest construction project downtown since the BMO Harris Bank Center opened as the Rockford MetroCentre in 1981. “We are making tremendous progress,” Gorman said. “We are drywalling a number of floors, the fundamentals and bones of the conference center are up. The framework of the roof is up.” Construction on the conference center will completed by Nov. 1. The hotel component will be done by the end of year. The facility will open on April 1, 2020. “I couldn’t be more pleased with the cooperation of the city,” Gorman said. “They have been wonderful to work with.” The project has not been without its
hiccups. The first came in 2015 when ex-Gov. Bruce Rauner yanked a $233 million pledge to send Amtrak trough the city. The announcement came as a significant shock, as the package to turn the 13-story former factory into a 16-room hotel included a parking deck and multi-modal transportation hub. It was also reported that the cash-for visa EB-5 program was backlogged and in danger of being nixed by President Donald Trump. The program was spared, and Gorman was able to raise enough funds to make the deal work. “We’ve ignored those challenges and focused on the positive,” Gorman said. “The positive part is that we raised all the capital and it got done.” Aside from adding 160 rooms to a nearly non-existent downtown hotel stock, Gorman said the facility will likely spark others to invest in Rockford and a boon for surrounding business. “We are not going to be able to accommodate everybody,” Gorman said. “So, there is going to spin-over benefits
to other hotels and other restaurants. When people come to conferences and conventions, they don’t want to just go to one restaurant or one bar and stay in one place. They want to explore the city. So, there will be benefits to folks other than our facility.” Mayor Tom McNamara said even with the revitalization of downtown over the last decade, the area has still lacked a consistent flow of activity. Things like City Market, the UW Health Sports Factory and a growing urban housing base have laid the groundwork. Now leaders hope Gorman’s high-rise hotel and the city’s convention center will be the finishing touches. “This adds that 20 percent in activity that we’ve been missing in our city’s center,” McNamara said. “Small shops, small restaurants and locally owned shops will certainly benefit from the conventions, events and weddings. They will be big for our local economy in our downtown area, outside of downtown and throughout the entire city.” R.

WASHINGTON (AP) – President Donald Trump and Democratic congressional leaders agreed Tuesday to work together on a $2 trillion infrastructure package – but put o� for later the di�cult question of how to pay for it. Senate Minority Leader Chuck Schumer said there was “good will in the meeting” – a marked departure from the last meeting between Trump, Schumer and House Speaker Nancy Pelosi, which ended with Trump walking out in a hu�. Schumer said the two sides agreed that infrastructure investments create jobs and make the United States more competitive economically with the rest of the world. Most importantly, Schumer said, “we agreed on a number.” “Originally, we had started a little lower. Even the president was eager to push it up to $2 trillion, and that is a very good thing,” Schumer said. Added Pelosi: “We did come to one agreement: that the agreement would be big and bold.” Pelosi and congressional Democrats had asked for the meeting with Trump to discuss launching an ambitious building program that’s a top priority for the party and has been a rare area of potential bipartisan accord with Republicans. Trump, too, has long promised a big infrastructure plan. The dozen Democratic lawmakers in the meeting with the president called it a constructive start. They said Trump agreed that infrastructure investments should go beyond roads and bridges and include broadband, water systems, and enhancements to the electrical grid. Democrats also put the onus on Trump to come up with a funding source, and said they would meet again in three weeks, when the president will present his ideas. The nation’s top business groups and labor unions support increasing the federal gasoline tax, currently 18.3 cents a gallon. It was last raised in 1993. Asked whether Trump supports raising the gas tax, White House adviser Kellyanne Conway said before the meeting: “This president is the guy who lowers taxes.” Trump, Transportation Secretary Elaine Chao, adviser Ivanka Trump and a half-dozen other administration o�cials met with the 12 Democrats in the Cabinet Room. Infrastructure is seen as the one issue with the best chance for the two sides to work together this Congress – and even that isn’t given good odds for a fruitful ending.
The meeting played out against the backdrop of high tensions over escalating Democratic investigations following the release of special counsel Robert Mueller’s report into Russian meddling. Lawmakers and the Republican president also have on eye on the 2020 elections, meaning every provision of an infrastructure package – including how to pay for it – will be made with that in mind. More than one “infrastructure week” already has come and gone over the past two years with nothing to show for it. Still, advocates for an infrastructure package boost see a narrow window for action. “I think a deal can be had if everybody is willing to put their battle axes away for a period,” said former Republican Rep. Bill Shuster of Pennsylvania, who served as chairman of the House’s transportation committee for six years. A compromise could o�er political benefits to both sides. Trump’s re-election prospects are tied to a strong economy that would get another boost from new road and bridge projects. House Democrats have passed an array of bills that have gone nowhere in the GOP-controlled Senate. Pelosi has dozens of new Democratic House members who won in competitive districts, said Shuster, and “they need to be able to go home next year and say they’ve accomplished something.” But the two sides also have some competing priorities that will complicate matters. The president and Republican leaders want to speed up the permitting process for building energy and transportation projects and that’s not on most Democratic lawmakers’ to-do lists. Democrats are looking for ways to
pay for greater infrastructure spending without adding to the national debt, and that could mean higher fuel taxes. Committees in both chambers of Congress have started to lay the groundwork for an infrastructure bill through hearings, with Democratic lawmakers hoping to have legislation ready for consideration by June or July. T he Hou s e T r a n sp or t at i on a nd Infrastructure Committee will give every House lawmaker a chance to share their infrastructure priorities on Wednesday. Then, the committee’s chairman, Rep. Peter DeFazio, D-Ore., will lead a delegation to visit a dilapidated, century-old tunnel that connects New Jersey and New York. Experts say a new tunnel is essential to ensuring reliable rail travel throughout the Northeast, but the price tag will be steep. The infrastructure issue has aligned the nation’s top business groups and unions, a rarity in Washington. The U.S. Chamber of Commerce has proposed increasing the federal fuel tax 5 cents a year for five years, then allowing it to increase with inflation. Ed Mortimer, a vice president at the U.S. Chamber of Commerce, said the group would have the back of lawmakers who face criticism back home for supporting a higher federal gas tax. “We’re going to support any elected o�cial willing to have a serious discussion and vote to raise revenue for infrastructure,” Mortimer said. So far this year, Alabama, Arkansas, Ohio and Virginia have enacted gas tax increases, although Virginia’s only applies to a portion of the state. Some 30 states have done so since 2013.

Trump threatens Cuba as US supports Venezuela uprising By Matthew Lee and Ben Fox Associated Press
WASHINGTON (AP) – The Trump administration declared quick and enthusiastic support Tuesday for the Venezuelan opposition effort to spark a military uprising against embattled President Nicolas Maduro, hoping for decisive action in the political crisis that has engulfed the South American nation. Late in the day, President Donald Trump threatened a “full and complete embargo” and sanctions on Cuba if its troops do not cease operations in Venezuela. National Security Adviser John Bolton alleged earlier that Cuban troops were keeping Maduro in power in Caracas. Trump and senior foreign policy figures in his administration all weighed in during the day, casting the effort headed by opposition leaders Juan Guaido and Leopoldo Lopez as a move to restore democracy, not an attempted coup like the short-lived effort to oust then-President Hugo Chavez in 2002 that seemed to have U.S. support. “We are with you!” Vice President Mike Pence tweeted to the opposition. Pence, who has had a lead role in the administration’s effort to persuade Maduro to give up power, told the opposition group, “America will stand with you until freedom & democracy are restored.” Likewise Trump himself tweeted that he was monitoring the situation and “the United States stands with the people of Venezuela and their Freedom!” Lopez, the country’s most prominent opposition activist, had been under house
arrest, and his sudden appearance would seem to have required the cooperation of troops who guard him. However, late Tuesday, he sought refuge with his family in the Chilean Embassy in Caracas, a discouraging sign for supporters of the uprising. Bolton said it was a “very delicate moment” for Venezuela. “If this effort fails, they will sink into a dictatorship from which there are very few possible alternatives,” he said at the White House. The wholehearted embrace of the rebellion reflects the goals of an administration that from its earliest days has sought the removal of Maduro. But it was also an unusually full-throated endorsement by any government for a mass protest that was turning violent. “It’s more than cheerleading. They are very actively collaborating,” said Mark Weisbrot, who is co-director of the Center for Economic and Policy Research in Washington and has called for a negotiated end to the political crisis. The U.S. and about 50 other nations take the position that Maduro’s re-election last year was irrevocably marred by fraud and he is not the legitimate president of Venezuela, a once prosperous nation that has the world’s largest proven oil reserves. In January, the administration took the unusual step of recognizing Guaido, the opposition leader of the National Assembly, as interim president. It also imposed punishing sanctions on the country’s oil sector, deepening the coun-
try’s economic crisis. Despite these and other measures, Maduro, the hand-picked successor to Chavez, has retained his hold on the country and the support of the security services. That support had seemed to crack Tuesday with the launch of what the opposition was calling “Operation Freedom,” wh ich beg a n w it h t he early-morning release of a short video of Guaido and Lopez alongside a few dozen national guardsmen urging people to “take to the streets.” “What we are seeing today in Venezuela is the will of the people to peacefully change the course of their country from one of despair to one of freedom and democracy,” Secretary of State Mike Pompeo tweeted in an early reaction. “The U.S. stands with them.” Still, the Trump administration was caught slightly off-guard by Guaido’s decision to launch the campaign on Tuesday. Elliott Abrams, the special representative for Venezuela, said the administration had expected major marches and protests to take place on Wednesday for the May Day holiday. At some point after that, Abrams said, U.S. officials had been led to believe that the chief judge of Venezuela’s Supreme Court, the defense minister and the chief of the presidential guard would declare their support for the constitution and, by extension, renounce Maduro’s leadership. Abrams said U.S. officials believed such a step would galvanize public support for Guaido. “What was going to happen, we were told, was that they would announce their support for the constitution,” he told reporters at the State Department. That did not occur and Abrams said “the situation on the ground remains confused.” Nonetheless, Abrams said he had been in contact with Guaido by text message at midafternoon and the opposition leader seemed “buoyant and determined.” Bolton said a peaceful transfer of power from Maduro to Guaido could still occur if “enough figures depart from the regime and support the opposition.” The U.S. has been embarrassed by acting too soon in the past. In April 2002, a businessman who had repeated meetings with American officials staged a coup against the leftist President Chavez. While other countries in the hemisphere denounced the move, the administration of then President George W. Bush acknowledged the new government. It
had to backtrack as the rebellion fizzled. Trump administration officials sought to draw a distinction between the two situations. Acting White House Chief of Staff Mick Mulvaney, at a conference in California, said the U.S. considers Guaido, not Maduro, the legitimate leader of the country under the Venezuelan constitution. “Importantly, we do not consider it a coup,” he said. Still, Abrams sounded uncertain as to how Guaido’s bid would end and appeared to set the stage for his possible defeat. “We know this: At the end of the day, Juan Guaido will still be the legitimate interim president of Venezuela, the United States will still be supporting him,” he said. “The Maduro regime, while it exists will still be illegitimate and completely incapable of solving the problems of the Venezuelan people.”

‘Hadestown’ leads Tony Award nominations with 14 nods By Mark Kennedy Associated Press
NEW YORK (AP) – “Hadestown,” singer-songwriter Anaïs Mitchell’s Broadway debut, earned a leading 14 Tony Award nominations Tuesday, followed by the jukebox musical “Ain’t Too Proud,” built around songs by the Temptations, which received a dozen nominations. The musical “Hadestown,” which intertwines the myths of Orpheus and Eurydice and Hades and Persephone, bested more familiar names, including stage adaptations of the hit movies “Tootsie” and “Beetlejuice,” which both also got best musical nods. The giddy, heartwarming “The Prom” rounds out the best new musical category. “Hadestown” also was the only new musical on Broadway directed by a woman, Tony Award nominee Rachel Chavk in, who earned another one Tuesday. “I’m trying not to swear, but I am so proud of the 14 nominations. There is just not a weak spot on the team. There is no place where we haven’t all been working our asses off to make this show feel as ancient and as ‘now’ as possible, simultaneously,” she said by phone. The best-play nominees are the Northern Irish drama “The Ferryman,” from Jez Butterworth; James Graham’s “Ink,” about Rupert Murdoch; Taylor Mac’s Broadway debut, “Gary: A Sequel to Titus Andronicus”; Tarell Alvin McCraney’s “Choir Boy”; and Heidi Schreck’s “What the Constitution Means to Me,” a personal tour of the landmark document at the heart of so many American divisions. Des McAnuff, who directed “Ain’t Too Proud,” pointed to the timeliness of his musical, which charts the rise, sacrifices and challenges facing the 1950s group
that sang “Baby Love” and “My Girl.” “I think when people come to the Imperial Theatre, they’ll find that the story is as pertinent now as it was when they lived it,” he said. “It applies to Black Lives Matter and what’s going on in this country in terms of the tensions today.” “Tootsie” director Scott Ellis was also recognized for being able to modernize the problematic 1982 film source, about a struggling actor who impersonated a woman to improve his chances of getting a job. The show on Broadway embraces #MeToo and the push for equality. “We made the decision that we couldn’t and didn’t want to put the film onstage,” Ellis said after his show got 11 nods. “The core of it is still, ‘How far will someone go to do what they love?’ So that freed us up to explore relationships and how times have shifted and how women are demanding equality.” Theater veterans were surprised to see Aaron Sorkin’s adaptation of “To Kill a Mockingbird”; “Hillary and Clinton,” about Hillary Clinton’s 2008 presidential campaign; and the stage adaptation of the media satire film “Network” not getting best play nods, though they did earn recognition in other categories. Many also expected the celebrated actress Glenda Jackson to be nominated for playing “King Lear” but it was not to be. McAnuff said it has been a strong season for plays and wildly eclectic. “To me, that’s what the American theater’s about,” he said, adding he was surprised that Sorkin wasn’t recognized for his “brilliant” adaptation but “that speaks to the fact that there’s so many worthy works out there.” The best original score nomination for “Tootsie” means composer and lyricist David Yazbek could be one step closer to getting back-to-back wins. A few months ago, my sister cut the cable cord. Since she tends to watch TV on her iPad and has a Smart TV in her living room, it didn’t make sense for her to spend about thousand dollars per year for cable. After all, she has Netflix and Amazon Prime, and gets PBS overthe-air. (She could also get ABC, CBS, NBC, Fox and The CW over-the-air, but said she needs a better antenna to get those.) These days, a lot of networks offer free apps (some may require a small paid subscription) so you can stream your favorite shows. Unfortunately, my sister’s iPad is getting old, so some of the apps won’t always work for her. But there are other options for online viewing. ABC – abc.go.com/shows – You can view most ABC programming here, but newer episodes might have a lock icon at the top, indicating you need to confirm your paid TV provider (the list includes most cable and satellite providers) or sign up for Instant Access. There’s also the free ABC GO App that allows both live and on demand viewing. CBS – cbs.com/watch/ – You don’t need to pay for CBS All Access to watch most of CBS’ current series. Just visit CBS’ website and click the “Watch” or “Full Episodes” options. But you still need CBS All Access to view CBS series that don’t air on the broadcast network. They also have a free CBS app that allows you to view live and on demand. FOX – fox.com/entertainment/ – Most episodes are locked so you have to select your paid TV provider to view them, but some episodes aren’t locked. Yes, that’s confusing and makes it difficult for viewers to catch up on
their favorite shows. The free FOX NOW App allows you to steam live or on demand, but again, you need to have either a paid TV provider or a supported device (Apple TV, Roku, Xbox, Google Chromecast, FireTV, or AndroidTV). NBC – nbc.com/shows/all – On NBC’s website, you can stream older shows and current series. (Seriously, if you want to watch The Bionic Woman from the beginning, you can.) There’s also a free NBC App that works on far more devices that the Fox app currently does. The CW – cwtv.com/shows/ – You can watch all of The CW’s recent series online – plus CW Seed programs – online. Like all of the other networks, The CW also has a free app you can download to stream or watch live. Having to confirm you already have a paid TV provider pretty much defeats the purpose of viewing broadcast network shows online. But at least a couple of the five broadcast nets get it and try to make it as easy as possible for viewers to catch up on their favorite series online. The ways people watch TV have changed dramatically in the past few years – first thanks to DVRs, and then to streaming options. Most networks, both broadcast and cable, are trying to figure out how to keep their viewers happy without losing ad revenue. The choices you make as viewers will help them see which approaches work (NBC and The CW) and which don’t (the ones that only let you stream after confirming you already have a paid TV provider). Eventually, they might all get it right. In the meantime, at least they have apps for those lucky enough to have one of the supported devices. R.

US stocks post meager gains; PROVIDING S&P 500 index hits new high EXCELLENT By Alex Veiga

Wall Street capped a day of mostly wobbly trading with meager gains Tuesday, enough to nudge the S&P 500 to an all-time high for the third straight day. The benchmark index spent much of the day hovering below its previous high, but edged up in the last few minutes of trading. Household goods makers, health care stocks, utilities and other sectors helped lift the market, narrowly offsetting a steep decline in communications companies. Google’s parent company, Alphabet, led the slide after the search giant reported a slowdown in revenue growth. Retailers and hospitality industry companies also fell. The market’s latest gyrations came as investors weighed the latest batch of corporate earnings reports. “This is a market that’s trying to find its way after advancing nearly 18% through last night on a year-to-date basis,” said Lindsey Bell, investment strategist at CFRA. “While the numbers have been good, there still remains a cautious tone in the market.” The S&P 500 rose 2.80 points, or 0.1%, to 2,945.83, a record. The Dow Jones Industrial Average added 38.52, or 0.1%, to 26,592.91. The Nasdaq, which is heavily weighted with technology companies, fell 66.47 points, or 0.8%, to 8,095.39. The Russell 2000 index of smaller company stocks dropped 7.15 points, or 0.4%, to 1,591.21. Major indexes in Europe finished mostly higher. Bond prices rose. The yield on the 10 year Treasury fell to 2.50% from 2.53% late Monday. The U.S. stock market has been riding
high this year after mounting a big comeback from a steep slump at the end of 2018. Investors have been feeling more optimistic this year as fears of a global economic recession eased and negotiations between the U.S. and China over their costly trade war appear to be making progress. The Federal Reserve has done the most to allay the market’s jitters this year by signaling that it may not raise interest rates at all in 2019 after seven increases the previous two years. Traders will get to hear from the Fed again on Wednesday, when the central bank’s policymakers issue another update on interest rate policy and their view on the U.S. economy. Earnings reporting season is more than a third of the way in, and investors continue to search for clues about whether profit growth can accelerate later this year following a weak first quarter. So far, about 269 of the companies in the S&P 500 have reported their earnings for the first three months of the year. Among them, earnings are down about 0.3% from a year earlier. Analysts forecast a drop of 1% in earnings growth for S&P 500 companies this reporting season. That’s not as bad as the 4% decline they were expecting a few weeks ago. “Sales numbers have been better than expected, too, which I think is the bigger story here, because that was the No. 1 thing people were worried about,” Bell said. The strong rally in stocks at a time when company earnings growth is still sluggish may be giving investors reason to pause. Bell noted that valuations, or the price-earnings ratio of stocks, are becoming “a little bit stretched” at nearly 18 times expected earnings.

“You’ve seen corporate management teams still remain a little bit cautious in tone, with regard to guidance,” she said. The latest batch of corporate earnings Tuesday gave traders a mixed snapshot of how companies are doing. Industrial conglomerate General Electric climbed 4.5% in heavy trading after beating Wall Street’s profit and revenue forecasts for the second straight quarter. The company has been shedding units and reorganizing as it tries to increase growth. Health care stocks bounced back after wobbling in early trading as several of the sector’s big names reported their results. Merck rose 2.5% after reporting that its profit quadrupled in the first quarter, easily beating Wall Street’s forecasts. Pfizer, another huge drugmaker, gained 2.6% after higher sales of prescription drugs helped it report a 9% jump in profits, also easily beating forecasts. Eli Lilly slid 2.1% after the drugmaker cut its revenue forecast for the year as it faces price declines and more competition for its drugs. Other big names on Wall Street posted results that put traders in a selling mood. Alphabet slumped 7.5% in heav y trading after disappointing advertising sales held back revenue growth during the first quarter. The search engine’s revenue fell short of analysts’ forecasts because advertising revenue only grew by 15%. The company is in tight competition for digital ads with Facebook and Amazon. General Motors slid 2.6% after reporting a surprise drop in sales during the first quarter. The automaker raised prices on its vehicles, especially trucks, during the quarter. Restaurant operator Texas Roadhouse slumped 11.6% after profit fell because of higher labor costs. Both profit and revenue fell short of forecasts. Energy futures finished mostly higher. Benchmark U.S. crude rose 0.6% to settle at $63.91 per barrel. Brent crude added 1.1% to close at $72.80 per barrel. Wholesale gasoline gained 1.9% to $2.12 per gallon. Heating oil climbed 1.3% to $2.08 per gallon. Natural gas fell 0.7% to $2.58 per 1,000 cubic feet. Gold added 0.3% to $1,285.70 per ounce, silver inched 0.3% higher to $14.98 per ounce and copper rose 0.2% to $2.90 per pound. The dollar fell to 111.37 Japanese yen from 111.71 yen late Monday. The euro strengthened to $1.1221 from $1.1183.

It seems like Alzheimer’s but peek into brain shows a mimic By Lauran Neergaard Associated Press
WASHINGTON (AP) – Some people told they have Alzheimer’s may instead have a newly identified mimic of the disease – and scientists say even though neither is yet curable, it’s critical to get better at telling different kinds of dementia apart. Too often, the word dementia is used interchangeably with Alzheimer’s when there are multiple types of brain degeneration that can harm people’s memory and thinking skills. “Not ever y thing that look s like Alzheimer’s disease is Alzheimer’s disease,” said Dr. Julie Schneider, a neuropathologist at Rush University Medical Center in Chicago. And among all the known dementias, this newly identified kind “is the most striking mimic of Alzheimer’s,” she added. It’s not clear how many people have this particular type, which an international team of scientists defined Tuesday in the journal Brain. But there could be a sizeable number, said Dr. Peter Nelson of the University of Kentucky, the paper’s lead author. The dementia was dubbed “LATE,” an acronym chosen in part because the oldest seniors seem at greatest risk. Here’s a look at various dementias in the confusing Alzheimer’s-or-not mix:
Scientists stumbled onto newest disorder
Alzheimer’s is the most common form of dementia, and autopsies have long found its telltale signs in the brain: sticky plaque from an abnormal buildup of amyloid protein, and tangles of another protein named tau. Only recently have scientists developed special, pricey scans that can measure that buildup in living brains. Then studies with those scans found about a third of people with Alzheimer’s symptoms lack amyloid buildup — ruling out Alzheimer’s, said Schneider, senior author of Tuesday’s paper. What else could cause their dementia?
Another toxic protein found
It turns out another protein, named TDP-43, also can run amok in the brain. Scientists knew it plays a role in a completely different disorder, Lou Gehrig’s disease. Then, they linked TDP-43 buildup to severe shrinking of the hippocampus, a brain region key for learning and memory. Nelson said about a quarter of people over age 85 have enough abnormal TDP-43 to affect their memory or thinking abilities. For now, it takes an autopsy to spot — the symptoms seem like Alzheimer’s until a specialist can peer inside the brain. “What is now clear is that a lot of dementia is caused by gloppy proteins. We used to think it was just two gloppy proteins,
amyloid and tau,” Nelson said. The next step: Finding better ways to measure abnormal TDP-43 and diagnose LATE. (It stands for an unwieldy scientific name — Limbic-predominant Age-related TDP-43 Encephalopathy.) “Our ultimate goal is to test people hopefully in a very noninvasive way,” said National Institute on Aging dementia specialist Nina Silverberg. That’s key to eventually developing treatments.

— Strokes, sometimes small “silent” ones, can trigger what’s called vascular dementia, something scientists at the National Institutes of Health think might be prevented with better blood pressure control. — Lewy body dementia, named for clumps of still another abnormal protein, can cause Alzheimer’s-like symptoms along with movement and other problems. — Frontotemporal dementia often triggers changes in personality and tends to strike at a younger age than Alzheimer’s, yet can still be misdiagnosed. Many older patients probably have “mixed dementia,” several brain changes that combine to cause trouble, Dr. Walter Koroshetz, head of NIH’s National Institute of Neurological Disorders and Stroke, told a recent meeting about non-Alzheimer’s
Current treatments for Alzheimer’s and other dementias temporarily ease symptoms. But there are other reasons for a precise diagnosis. A list of medications common for seniors can harm people with Lewy body dementia, for example. Knowing the specifics also can help people plan care, as some types of dementia worsen faster than others. And it’s critical for developing better dementia treatments. Testing a treatment that targets, say, the tau tangles or amyloid plaques of Alzheimer’s won’t stand a chance if patients who only have TDP-43 are allowed into the study. “If you have a dementia percolating in your brain, the only hope we have right now is to participate in a clinical trial to try to stop it,” Nelson said.

RACVB Announces CRE8IV: transformational ART ROCKFORD AREA CVB
The Rockford Area Convention & Visitors Bureau, together with Mayor Tom McNamara and the City of Rockford, announced plans for CRE8IV: transformational ART, a new mural festival that will take place May 15-19, 2019 at various locations in downtown Rockford. CRE8IV (pronounced “Creative”) will be a community-building, arts-infused event. Over the course of the festival, eight lead artists will work with teams of artists to create eight large-scale murals in Rockford’s central city. Each day the festival includes a free-to-attend Block pARTy at one of the mural locations. CRE8IV is inspired by Rockford’s vibrant art scene and patterned o� successful mural festivals in Montreal, Denver and Detroit and made possible, in part, by a $91,800 matching grant from the Illinois Department of Commerce, Office of Tourism. “Illinois is full of vibrant cities and towns with endless attractions that are of interest to both residents and visitors alike. We are excited to provide the Rockford Area Convention & Visitors Bureau with a grant that will further their work to establish a new arts festival that will attract artists and tourists to the city,” said Erin Guthrie, Acting Director of Department of Commerce and Economic Opportunity. “As we considered new experiences we could bring to life, the idea of a mural festival quickly rose to the top. Local and visiting artists will transform tired and dull walls into beautiful works of art. Getting a soil test BY GRANT MCCARTY CONTRIBUTOR
Spring is a perfect time to get a soil test for the backyard garden. With the information from a soil test, you can determine what changes you need to make for the upcoming season. You may also find that the soil test provides you with a conclusion as to why your garden may have performed poorly last year. A soil test can be performed for a troubling area and/or new garden space. This test will reveal the soil pH, soil organic matter, and certain soil nutrients. As a reminder, soil pH is a soil measurement that will allow or limit nutrients to be up taken by the plant while soil organic matter is tied to nitrogen and soil biology. At the University of Illinois Extension o�ce, we recommend soil tests to help rule out garden problems like nutrient deficiency or disease. It is important to collect your soil sample throughout the growing area with 8-10 samples collected. You will not be sending o� all the samples but will mix them in a bucket and send in a collective sample, usually about half a cup. With a bucket and shovel, go about 6 inches into the soil. Remove any grass and place this sample in the bucket. You will want to zig-zag around di�erent
parts of the growing area. Mix these samples together and submit to a soil lab. If you have areas of your growing area that are problematic, that will be a separate sample. If you want soil results for your lawn and vegetable garden, those will be separate samples. The form you fill out for soil testing is crucial. It will ask you to list what you are growing. This ensures that the recommendations you get back are for the appropriate plant. Results will come back to you between 1-3 weeks. These results will tell you whether you need to raise/lower the pH, what rate of fertilizer you need to apply, and whether your soil nutrients are in the right range. If you have questions, you can ask your soil testing lab for clarity. University of Illinois Extension maintains a list of soil testing labs at our website (https://extension.illinois. edu/soiltest/). Here you will find soil testing labs to reach out to who can provide you instructions and collection envelopes sent to you. In most cases, a general soil test will be $15-20. R. While the most recent Earth Day has passed, its real message is that every day should be Earth Day in the sense of living our lives in an environmentally sustainable way. The implications of continuing to ignore the adverse environmental impacts of human activities were well illustrated in the original Club of Rome report known as the Limits to Growth. It was an e�ort to create public awareness of the potential consequences of unlimited growth on a finite planet. The most pressing environmental issue today is that of climate change resulting from the excessive consumption of fossil fuels. By now the public should be aware that there is broad agreement in the scientific community that human caused climate change is real, is imposing significant costs to today’s society and poses substantial future risks to society and natural systems. A paper, What We Know: The Reality, Risks and Response to Climate Change, by the American Association for the Advancement of Science, lays out three key messages for all Americans regarding climate change. One message is that climate scientists agree that climate change is occurring now. The evidence is documented in a massive number of peer-reviewed studies and shared with the public in statements made by leading scientists in the field. Over the past 100 years the average global temperature has increased by about 1.4°F. A second key message is that we risk pushing the climate toward abrupt, unpredictable and potentially irreversible changes which could produce highly damaging impacts. Adding to the concern is that scientists do not know

how much climate change is needed to trigger such a sudden change. A third key message is that sooner we act, the costs and risks will be lower than if we delay action. CO2 emissions accumulate and remain in the atmosphere for centuries or longer. Beyond the three key ideas, the core science of global warming addresses shrinking sea ice, melting ice sheets and glaciers, ocean acidification, ecological impacts, rising sea levels, floods, heat waves and droughts, wildfires and adverse impacts on health and human well being and national security. A growing global e�ort to reduce fossil fuel consumption and switch to renewable energy sources and energy e�ciency is underway; it shows promise of helping to minimize the damage resulting from climate change. Numerous other environmental initiatives are geared toward minimizing and correcting environmental damage from human populations and their activities. The multiple citizen e�orts to reduce environmental damages are often underlain by a concern for the wellbeing of future generations. But the laudable e�orts are not yet of su�cient size and scope to accomplish to their goals. This concern has been seized upon by students in response to a call from the Swedish teen climate change activist, Greta Thunberg, who started her weekly protest called “School strike for climate” outside the Swedish Parliament in August of last year. She is seeking action from politicians to support e�orts to combat climate change and feels the struggle for a sustainable future is a long term undertaking. Her e�orts inspired recent global student strikes calling for action on climate change. R.

Customer’s with disabilities who are receiving 100% disability benefits from the Social Security Administration, showing proof of the receipt of such benefits provided by the Social Security Administration, and a single family residential customer of the District, paying their own water bill, shall be billed at One Dollar and twenty-five cents ($1.25) per month less than the regular minimum rate. This discount shall become effective with the first billing period after determination of eligibility by the District. 3. No customer shall qualify for more than one discount per household. Section 2. That there shall be a fee established of $1.90 per month charged on each service/ unit located within the Machesney Park service area to reimburse the District for the cost of the waterworks infrastructure changes and improvements associated with the Machesney Park Road and Storm Sewer Projects completed in the North Park Public Water District, Winnebago County, Illinois. When more than one dwelling unit, distinct premises and/or commercial establishment are served by one water meter, then there shall be an additional $1.90 per month for each additional dwelling unit or distinct premise. Section 3. All ordinances, resolutions or orders, or parts thereof, in conflict with the provisions of this ordinance are, to the extent of such conflict, hereby repealed. Section 4. If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity of such section, paragraph, clause or provisions shall not affect any of the other provisions of this ordinance. ROCKFORD – Derek King is no longer the Rockford IceHogs’ interim head coach. King dropped the interim tag last Tuesday after signing a two-year contract to return to the Rockford bench along with assistant Anders Sörensen and continue building on the foundation they laid year, missing the AHL Calder Cup Playoffs by just two games. “I am happy about it,” King said. “I am happy about Chicago – the organization giving me an opportunity to continue on. I like it here. They’ve been great to me. I love my job and I love what I do. And for them to not even take other applications, it’s a positive and I can’t thank them enough.” King, 52, was named interim coach Nov. 6, 2018 and went on to lead Rockford to a 29-28-3-4 mark. The club finished 35-314-6 on the season. They were in position to sneak into the playoffs but dropped their final two games to finish seventh in an extremely close Central Division race. The 2018-19 campaign was King’s third with the ‘Hogs. He was hired July 7, 2016 as the assistant under former coach Ted Dent. Under Colliton the following year, King helped the IceHogs advance to the Western Conference Finals. Now that his first order of offseason business is behind him, King says he’ll remain in hockey mode. He plans to spend some time in Florida before coming back to prepare for Chicago’s Prospects Camp. “I wish the season was starting tomorrow,” he said. “I know my wife wants me home, but I could start the season right now.” King’s journey into the head-coaching ranks was a rather unusual one. After a 14-year NHL career, he was living in Arizona and coaching a house-league team. His debut as a pro coach came after a phone call from a former teammate who was coaching Toronto’s AHL club. “Dallas Eakins called me and asked me if I’d come help with the Marlies,” King said. “So, we packed up and moved to Toronto, and that’s when I started coaching.” The call from Eakins came 10 seasons ago. Over the last decade King said he’s changed some things about the way coach-

es but keeps one thing the same: he’s always learning. And what he’s learned the most this season was making the transition from assistant to the man in charge. “As an assistant, you can bury your head in the computer, have your meetings, show film and kind of be the rah-rah guy,” he said. “(As a head coach) you have to manage everybody.” And how to manage everybody he said, isn’t something he’s going to master right away. With players coming and going, strategy changes and the everyday grind of pro hockey, he must be open to different ideas. “The second you think you’ve figured it out as a coach, you’re not very good coach,” King said. “Coaching experience comes from paying attention. And I’ve paid attention to guys who’ve coached me over the years, and I’ve paid attention to coaches I’ve worked for.” As a player, King totaled 261 goals and 351 assists in 830 career NHL games. In 47 career Stanley Cup Playoffs games, he recorded 21 points (4G, 17A). He was originally selected as the 13th overall pick in the 1985 NHL Draft by the New York Islanders, with whom he spent 10 seasons. He also skated with the Toronto Maple Leafs, Hartford Whalers and St. Louis Blues. In seven years with the Marlies, King helped the team win one Western Conference Championship (2012) and three North Division Championships (2012, 2013, 2014). And like two Rockford coaches before him, King must juggle the duality of the role. And AHL coach is often under pressure to develop players and win games. “The big thing here is to develop these guys,” King said. “We need to develop them the best we can to get them ready for Chicago. Maybe they don’t play in Chicago. Maybe they play somewhere else in the NHL. But they have to be ready. I think it’s great that these guys get to develop without the pressures of winning. But on the other side, it’s nice to put some wins together to let them learn in a winning environment. That’s always good for development, and I think we showed it. The guys got a lot out of our last few months here. It was kind of like playoff hockey.” R.

Versatility, toughness, and polish: Why the Bears made each of their picks By Robert Zeglinski Contributor
Bears general manager Ryan Pace has always emphasized the importance of building in the draft. Even in years where the Bears have had minimal draft capital (2017), it’s clear there was a priority to make the most of limited chances on, at best, guesses of prospects. Pace, ever the aggressive executive, had to get creative in these moments. After making a franchise-shifting move for Khalil Mack in September, Pace and the Bears have known they were going to be shorthanded in the 2019 NFL Draft for a while. They readily accepted this reality if it meant acquiring a walking inevitability such as Mack. With only five selections to make on draft weekend, but several underlying holes remaining, Pace again had to be uncommonly inventive to place the Bears in a comfortable situation. From a versatile running back, to a physical freak of a converted defensive back, the rationale behind each of the Bears’ 2019 draft picks was incredibly transparent.
No. 73 overall, third round (trade up with Patriots): David Montgomery, RB
For the entirety of the 2019 off-season, the Bears have desperately combed through the possibilities of adding every running back in existence, both active and retired. They had to cover their bases, so why not look back upon the exploits of Hall of Famer Barry Sanders? The Bears didn’t actually encyclopedically run through every running back there ever was, but it certainly seemed like they did. With the huge hole they had in their backfield while in the midst of a Super Bowl window, they couldn’t afford to not check every box. They cross all their t’s and dot all their i’s to find the answer. The answer comes in the form of former Iowa State Cyclone, David Montgomery: One of the most productive backs in college football over the last two seasons. Montgomery has versatile skill-set as a patient runner and experienced receiver out of the backfield, and his fit with Chicago and head coach Matt Nagy’s offense should be seen as one of the best in the draft. No, seriously. I’m aware “perfect fit” is thrown around far too much in football jargon during draft season, but Montgomery fits the Bears like a glove. From the get-go, he should get off the ground running in an offense that’s almost positively going
to be centered around his abilities. There will come a time where the Bears’ process in trading up for any running back will have to be reasonably picked apart. A pickstrapped team like the Bears can’t afford to give up any selections for arguably the most replaceable position, regardless of where they sit in their championship window. But for now, at least on paper, the contender Bears have no major weaknesses on offense thanks to Montgomery’s addition.
No. 126 overall, fourth round: Riley Ridley, WR
The first thought that comes to mind with Ridley’s addition to the Bears receiving corps is luxury. Chicago already has a bevy of playmakers in the slot and out on the outside with Allen Robinson, Taylor Gabriel, and Anthony Miller. They didn’t technically need another weapon in the short-term, even if I’m sure that Mitchell Trubisky appreciates any time the Bears do invest in another toy for him. Ridley is a cherry on top of their offensive cupcake. Making a move for the former Georgia Bulldog in the fourth round means the Bears are already preparing for life after some of their active receivers. Like his older brother Calvin, now in Atlanta, Ridley was one of the most polished route-runners in the 2019 class, but needs patience to refine the other aspects of his game before he can thrive as a professional. In an ideal world for the Bears, he’s prepared to contribute by the time contracts of guys like Gabriel and Robinson soon have minimal dead salary cap remaining. In the near future, the Bears are going to have a litany of difficult decisions with several core players such as Trubisky and Eddie Jackson needing extensions. One of the places they’ll readily cut back to afford their stars is at receiver: Currently one of their priciest overall position groups. That doesn’t spell out a great outlook for Chicago’s veteran playmakers to carve out a long term career barring an explosive next couple of seasons. By then, fortunately, the Bears should expect the physical and smart Ridley to be ready to step into whatever role they give him. He’ll have no other choice but to be ready.
No. 205 overall, sixth round: Duke Shelley, CB
Off of most reputed draft analysts’ radars both due to a toe injury that limited his time at the Scouting Combine, and
because he played at Kansas State, Shelley is this year’s underrated Bears draft steal. No pressure on another draft cliche. The diminutive and generously listed 5-foot-9, 181 pound Shelley is the prototypical grinder. While primarily featuring on the boundary for the Wildcats, the Bears would be doing a disservice to their defense if they didn’t move Shelley over to the slot: Something that may already be evident in their plans. Shelley is a smart and patient player who doesn’t overexert himself despite his size. He knows how to play the long game in the context of a three-hour battle. He understands when it’s time to attack based on coverage, and when it’s time to sit back and let plays develop: Both for his own well-being and for the integrity of the defense. There’s a lot instinctive playmaking ability prominent in Shelley’s makeup that he’ll get a chance to fully unlock with the Bears. If all goes swimmingly, the main question with Shelley is when he eventually supplants veteran Buster Skrine at nickel cornerback. The ability is there, as is the untapped potential. The only notable difference between the two is experience with Shelley being a rookie and Skrine entering his ninth professional season with his third team. It’s a fascinating competition to watch in the upcoming summer that may get reasonable heat faster than you think. At worst, the Bears have depth at nickel cornerback now, which is something they didn’t possess entering this year’s draft. While he might be 180 pounds soaking wet, Shelley has the moxie to make it in the league, and he’ll be someone to keep a close eye on in the coming months.
No. 222 overall, seventh round: Kerrith Whyte, Jr., RB
Last season, while dominating on defense and just getting by on offense, the Bears had one of the NFL’s very worst special teams units. It’s easy to focus on the walking kicking parody that was Cody Parkey, but Chicago’s coverage teams on punts and kicks left a lot to be desired. And outside of the occasional electric Tarik Cohen punt return, so did most of the Bears’ return game. In 2019, the Bears no longer want to be handicapped in the latter realm. They wouldn’t have signed a predominant special teamer such as Cordarrelle Patterson - one of football’s best kick returners - if they were satisfied with their return efforts. They would’t have then have followed that up with some
hopeful competition and extra speed on special teams in the form of the former Florida Atlantic blazer in Whyte, Jr. Whyte Jr. is a big play waiting to happen any time he touches on the ball. He could play a factor on offense, but more realistically, special teams is where he’ll make his hay for Chicago. Over the course of three years as the Owls’ main kick returner, Whyte Jr. averaged 26.1 yards per kick return and scored two touchdowns. In 2016, he gained over 1,000 yards on kick returns on a mere 39 attempts. Talk about making the most of your opportunities. But as his role in Florida Atlantic’s offense grew, Whyte Jr.’s place on special teams was scaled back. To start his career in Chicago, there shouldn’t be such an issue for Whyte Jr. He’s not going to supplant any of Montgomery, Cohen, or highly-paid free agent Mike Davis at running back. So he can focus his energy on making special teams coordinator Chris Tabor’s coverage teams look silly, er ... making them better. The definition of a chunk play, Whyte Jr. adds to a missing return element the Bears will only have to worry about in the event of disaster.
No. 238, seventh round: Stephen Denmark, CB
Coming out of an obvious football school gold mine such as Valdosta State, it would’ve been reasonable if you were wracking your brain as to who exactly Denmark was when the Bears made the decision to draft him late. Here’s what you should know about Denmark: He’s tall. He’s fast. He’s long. Most importantly, he’s raw. A former receiver for three years in college, standing at 6-foot-3, 212 pounds with 33-inch arms, Denmark is more built like a small linebacker than any typical wiry cornerback. If he dedicates himself to make sure his natural physical assets become something to be feared, not just a novelty to gawk over, then Denmark has a bright NFL future. As a seventh-round pick, however, his leash to do is shorter than most. He’ll have to make his mark, and an impression on the Bears’ coaching staff, far sooner rather than later. Most teams aren’t stashing seventhround picks and giving them chance after chance to develop, year after year. Denmark will assuredly be no different, and the clock is already ticking. R.
