Investigation prompts legislation strengthening inspectors general Bills seek to prevent future outbreaks, allow subpoenas for former state employees By Sarah Mansur

SPRINGFIELD — Lawmakers representing the LaSalle Veterans’ Home, including Sen. Sue Rezin, R-Morris, unveiled new legislation that would allow inspectors general of state agencies to subpoena former state employees. The legislation was prompted by an investigation into the COVID-19 outbreak last year at the LaSalle home that killed 36 veterans. The former director of the Illinois Department of Veterans’ Affairs, Linda Chapa LaVia, and the former LaSalle home administrator, Angela Mehlbrech,

both declined to be interviewed for the investigative report compiled last month by the state Department of Human Services’ inspector general. Chapa LaVia, who resigned, and Mehlbrech, who was fired, left their respective positions in the aftermath of the deadly outbreak at LaSalle. “How could the former director of the Department of Veterans’ Affairs and the head of the veterans home refuse to answer any questions about the outbreak that costs the lives of 36 veterans?” Rezin said Monday during a news conference at the LaSalle home. “When I asked that question, I was told the inspector general does not have the power to compel former directors and employees to testify. After learning this, I was outraged.” Rezin said she filed Senate Bill 1445 in response to the decisions by Chapa LaVia and Mehlbrech to not cooperate with the investigation by the DHS’ inspector general. The bill allows agency inspectors general to subpoena a former state employee in the course of an investigation undertaken to “correct a systemic issue, problem, or deficiency,” according to the bill. It defines former employee as “a former agency director, senior administrator or any other individual who had the authority to implement policy action for the department, an agency under contract with the department or any facility or program operated for or licensed or funded by the department.” The DHS inspector general’s report found that the home lacked infection prevention plans or policies before the pandemic hit in March 2020. The report also found the home failed to maintain effective communication among staff, as well as failures to properly train and educate staff at the LaSalle home. In addition, the report found a repeated lack of compliance with personal protective equipment protocols. Mehlbrech contributed to the ineffective communication and lack of training, according to the report, which noted she initially held brief meetings one to three times daily to inform the staff of the changing policies within the home. But these meetings did not contain in-service training and they stopped entirely during the summer. In addition, the report states, Mehlbrech did not hold any meetings with nurses. Mehlbrech was “rarely seen at the home and often remained in her office,” according to the report. When Mehlbrech’s interim replace-

ment, Anthony Vaughn, arrived, one staff member told him, “I’m glad you’re here, because I haven’t talked to Angela in six months,” according to the report. Witnesses interviewed for the report described Chapa LaVia as “not a handson or engaged day-to-day Director.” They also said that her chief of staff, Tony Kolbeck, managed the agency and handled the day-to-day operations. Kolbeck has also since resigned from the department. Chapa LaVia, who is a former state representative and an Illinois Army National Guard veteran, told investigators that she would consider sitting for an interview with the inspector general if she received questions in advance. The inspector general’s team declined to provide Chapa LaVia with questions in advance, and she was not interviewed. Gov. JB Pritzker, who appointed Chapa LaVia in 2019, said he hired her to lead the IDVA because of her role in investigating the deadly outbreak of Legionnaires’ disease at the Quincy Veterans’ Home. But he admitted during a news conference on April 30 that if he knew then what he knows now, he would not have hired her. Pritzker appointed Terry Prince as IDVA acting director on April 1. In addition to SB 1445, Rezin has introduced a bill that would require facilities licensed and operated by the state to conduct outbreak preparedness drills, and a separate bill to require an IDPH onsite visit within one business day of an infectious outbreak at a veterans home. Those bills would codify recommendations made in a 2019 audit of the Quincy Legionnaires’ disease outbreak that killed 13 veterans. Rep. David Welter, a Morris Republican who also represents the LaSalle home, passed a House Resolution by a vote of 111-0 that calls on the Illinois Auditor General to conduct a separate investigation of the deadly LaSalle outbreak. The auditor general’s office also investigated state’s handling of the Quincy outbreak. A representative from the auditor general’s office confirmed that the office plans to conduct an audit based on the request contained in Welter’s house resolution. McConnell leads GOP in attack on Dems’ voting rights bill BY BRIAN SLODYSKO AND CHRISTINA A. CASSIDY ASSOCIATED PRESS

WASHINGTON (AP) — Republicans launched an all-out assault Tuesday on sweeping voting rights legislation, forcing Democrats to take dozens of politically awkward votes during a committee hearing that will spotlight the increasingly charged national debate over access to the ballot. The bill would bring about the largest overhaul of U.S. elections in a generation, touching on almost every aspect of the electoral process. Democrats say the changes are even more important now as Republican-controlled states impose new voting restrictions after the divisive 2020 election. Yet it’s a mot iv at i ng i ssue for Republicans, too, with GOP Senate leader Mitch McConnell so determined to stop Democrats that he’s personally arguing against the measure, a rare role for a party leader that shows the extent to which Republicans are prepared to fight. Republicans will o�er scores of amendments to highlight aspects of the bill they believe are unpopular, including the creation of a public financing system for political campaigns, an overhaul of the federal agency that polices elections and dozens of provisions that would dictate how states conduct their elections. “We should be finding ways to rebuild trust, not destroy it further,” McConnell told the Senate Rules Committee, pointing to the bitterly contested outcomes of the past two presidential elections. “But that’s exactly what a partisan power grab would guarantee. And that’s what (this bill) is all about.” States including Georgia, Florida, Arizona and Texas are pushing new voting rules, spurred by former President Donald Trump’s false claims about election fraud after his 2020 loss. Democrats are on defense, having been unable to halt the onslaught of new state rules that will take months or years to litigate in court. That leaves passage of legislation through Congress as one of the few remaining options to counteract the GOP e�orts. “These bills moving in state capitals across America are not empty threats, they are real e�orts to stop people from voting,” said Sen. Amy Klobuchar, a Minnesota Democrat and chairwoman of the Senate Rules Committee. But Sen. Roy Blunt, R-Mo., the top Republican on the panel, predicted the bill, if passed, would yield an “unmitigated disaster” in future elections where “chaos will reign.”

Republicans argue the new state rules are needed to clamp down on mail ballots and other methods that became popular during the pandemic, but critics warn the states are seeking to reduce voter access, particularly for Black voters, ushering in a new Jim Crow era for the 21st century. There was no widespread fraud in the 2020 election. Trump’s claims were rejected by Republican and Democratic election o�cials in state after state, by U.S. cybersecurity o�cials and by courts up to the U.S. Supreme Court. And his attorney general at the time said there was no evidence of fraud that could change the election outcome. McConnell wasn’t the only high-profile figure at Tuesday’s hearing. Senate Majority Leader Chuck Schumer, D-N.Y., also spoke during the Rules panel meeting to add his weight to the debate. “Instead of doing what you should be doing when you lose an election in a democracy, attempting to win over those voters in the next election, Republicans instead are trying to disenfranchise those voters,” Schumer said, his voice rising. “Shame on them!” President Joe Biden has said the federal legislation would “restore the soul of America” by giving everyone equal access to the vote. The legislation, known as the For the People Act, was given top billing on the Democratic agenda, but the path ahead is unclear. Moderate members of the Democratic caucus also pose a sizable obstacle to the bill becoming law. Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona have both said they oppose making changes to the Senate’s filibuster rules, which would be needed to maneuver the bill past Republican opposition and pass it with a simple majority in a 50-50 Senate, with Vice President Kamala Harris delivering the tiebreaking 51st vote. Manchin has called for any elections overhaul to be done on a bipartisan basis. Other Democrats want to pare back the bill to core voting protections to try to put Republicans on the spot. Both Manchin and Sinema were getting face time with President Joe Biden this week, as their votes are also vital to passing the president infrastructure plan. Manchin came to the White House on Monday, while Sinema was slated to do so on Tuesday, according to the White House. House resolution H.R. 1, and its companion, S. 1, in the Senate have been in the works for several years. As passed by the House in March, the legislation would create automatic voter registration

nationwide, require states to o�er 15 days of early voting, require more disclosure from political donors and restrict partisan gerrymandering of congressional districts, among other changes. It would also compel states to o�er no-excuse absentee voting. It would force the disclosure of donors to “dark money” political groups, which are a magnet for wealthy interests looking to influence the political process while remaining anonymous. Democrats have been making their own changes to the bill to draw support. In the latest version of the legislation, states would have more time and flexibility to put new federal rules in place. Some election o�cials had complained of unrealistic timelines, increased costs and onerous requirements. States would have more time to launch same-day voter registration at polling places and to comply with new voting system requirements. They would also be able to apply for an extension if they were unable to meet the deadline for automatic voter registration. Officials have said these are complex processes that require equipment changes or upgrades that will take time. Democrats are also dropping a requirement that local election o�ces provide self-sealing envelopes with mail ballots and cover the costs of return postage. They plan to require the U.S. Postal Service to carry mail ballots and ballot request forms free of charge, with the federal government picking up the tab.

Poll: Most in US who remain unvaccinated need convincing By Lauran Neergaard and Hannah Fingerhut Associated Press

Fewer Americans are reluctant to get a COVID-19 vaccine than just a few months ago, but questions about side effects and how the shots were tested still hold some back, according to a new poll that highlights the challenges at a pivotal moment in the U.S. vaccination campaign. Just 11% of people who remain unvaccinated say they definitely will get the shot, while 34% say they definitely won’t, according to the poll by The Associated Press-NORC Center for Public Affairs Research. That leaves a large swath of Americans in the middle who might still roll up their sleeves — including 27% who say they probably will and 27% who say they probably won’t — if someone credible addressed their concerns. That’s where National Institutes of Health immunologist Kizzmekia Corbett comes in. Corbett helped lead development of the Moderna shot, and she spends hours giving plain-spoken answers to questions from Americans — especially Black Americans like her — to counter misinformation about the three vaccines used in the U.S. No, COVID-19 vaccines won’t cause infertility: “Whoever started that rumor, shame on you.” No, the shots’ speedy development doesn’t mean corners were cut: “We worked our butts off for the last six years” hunting vaccines for earlier cousins of COVID-19 — a head start that made the difference, Corbett recently told the AP. Getting as many people vaccinated as fast as possible is critical to returning the country to normal. More than 150 million people — about 58% of all adults — have received at least one dose, according to the Centers for Disease Control and Prevention. As that number grows, reluctance is inching down. Overall, the AP-NORC poll found about 1 in 5 American adults say they probably or definitely won’t get vaccinated, compared to about a third in January, when the shots were just rolling out. Black Americans likewise are becoming more open to the shots, with 26% now saying they definitely or probably won’t get vaccinated compared with 41% in January. That’s similar to the 22% of Hispanic Americans and white Americans the poll found unlikely to get vaccinated. Among Asian Americans, just 9% say they

definitely or probably won’t get the shots. Holdouts are from all over American society — fueling experts’ advice that there is no one-size-fits-all vaccine message and that people need to hear from trusted sources, whether that’s scientists like Corbett or their own doctors. Adults under 45, rural Americans and Republicans are especially likely to say they will avoid vaccination, the poll found. But again, attitudes are changing: 32% of Republicans now say they probably or definitely won’t get vaccinated, down from 44% in January. About three-fourths of those who say they are unlikely to get vaccinated have little to no confidence that the vaccines were properly tested, and 55% are very concerned about side effects, the poll found. Even among those who say they will probably get vaccinated but have not done so yet, concerns about proper testing are elevated compared with people who have received their shots already. In forums hosted by colleges, Black pastors, doctors and even basketball great Kareem Abdul-Jabbar, Corbett says the best way to overcome distrust is to put the science in understandable terms for strangers just like she does for family. Later this spring, she’s moving from the NIH to Harvard’s School of Public Health to continue both her vaccine research and that outreach to communities, the school plans to announce on Tuesday. The vaccines’ speedy development “is historic and it is brag-worthy,” said Corbett, whose NIH team was able to customize a shot that matched the new virus after spending six years developing vaccines against other dangerous coronaviruses such as MERS. But “really, we should have started the conversations very early about what went into it,” she said, so the public understood that no steps were skipped. A combination of huge studies and realworld data show the main side effects of the U.S. vaccines are temporary fevers or aches as the immune system revs up. The shots are undergoing unprecedented safety monitoring, which last month led to a temporary pause in Johnson & Johnson vaccinations to determine how to handle an incredibly rare risk of blood clots. Even after that pause, overall confidence in the vaccines is up slightly compared with a few months ago, with 45% of all adults now very or extremely confident that the shots were properly tested for safety and effectiveness,

compared with 39% in an AP-NORC poll in February. But side effect myths persist. Corbett calls the fertility concern “completely absurd,” and in forum after forum explains why it’s biologically impossible for the vaccines to alter anyone’s DNA. The repetition is OK: “People need to hear things multiple times,” she said.

Plus, many Americans have some of the same questions scientists are still trying to answer, such as whether or when people might need a booster dose. “Those are things that even I can’t even answer. But what I can say is that we’re doing everything we can to make sure we can answer it as soon as possible,” Corbett said.

Bird-brained comedies By Paula Hendrickson Contributor

As long as you have an internet connection and a phone, tablet, computer, or TV to stream it on, there’s no reason not to give Peacock a try. Need another reason to check it out? It’s two new original comedies – Girls5eva and Rutherford Falls. Created by writer-producer Meredith Scardino (Mr. Mayor, Unbreakable Kimmy Schmidt) and executive produced by 30 Rock’s Tina Fey and Robert Carlock, Girls5eva centers on the efforts of a disbanded ‘90s girl group to launch a comeback after their song was sampled by an up-and-coming musician.

The four sur v iv ing members of Girls5eva are played by Tony winner Renée Elise Goldsberry (Hamilton) as Wickie, Grammy winner Sara Bareilles (Waitress) as Dawn, Busy Philipps (Cougar Town) as Summer, and Paula Pell (A.P.Bio) as Gloria. Goldsberry and Bareilles deliver powerful vocals that play wonderfully against some of the perfectly ridiculous lyrics – especially of their old hits – and Philipps and Pell bring some of the biggest laughs, but the real story is about the bond these four women share. The show’s 30 Rock roots show here and there (not in a bad way). Some of Dawn’s lines sound like they could have come out of Liz Lemon’s mouth, and it’s packed with a bunch of unexpected guest stars (including one under such a wild wig that it took me a minute or two to recognize him). Some of the early episodes are a bit uneven as it jumps between past and present, but the series really hits its stride in the final three or four episodes,

once viewers know enough about the women’s lives and history that set-ups aren’t needed for every joke. By the last episode I was hoping for a second season. Rutherford Falls also has ties to classic NBC comedies. It was created by Sierra Teller Ornelas (writer-producer of Superstore), Ed Helms (The Office), and Michael Shur (The Good Place, Parks and Recreation). As you might expect from one of Shur’s projects, Rutherford Falls is home to a bunch of well-meaning characters who don’t always do the right things. One thing I liked was that the character you’re rooting against in one episode is who you’ll be cheering for in the next, or vice versa. And much like The Good Place, it’s a comedy that asks difficult questions, in this case about history, race, and relationships. By the end of the first season, most of the core characters are questioning – or have questioned – their places in the

world. Helms stars as local museum owner Nathan Rutherford – who fully buys into the legend that his ancestor made a fair and friendly deal to obtain land from the native Minishonka people. His best friend Reagan (Jana Schmieding) runs an under-funded and nearly empty Cultural Center inside the Running Thunder Casino. When a push is made to move a prominent statue of Nathan’s many-times great-grandfather from the exact location of that “fair” deal (now the middle of the road), cultures begin to clash. In trying to defend his family’s honor, Nathan sets off a series of events that will change both his and Reagan’s lives, and may determine how accurately the shared – yet very differently interpreted – history of their two cultures will be told in the future. In short, Rutherford Falls is a quirky small town with a cross-cultural twist.

Elon Musk showed a combination of humility and hubris as he opened his highly anticipated hosting gig on “Saturday Night Live.” The 49-year-old Tesla CEO, SpaceX founder and one of the world’s richest men opened his monologue by mocking his monotonal speaking style, saying no one can tell when he’s joking. “It’s great to be hosting ‘Saturday Night Live,’ and I really mean it,” said Musk standing on the stage in a black suit with a black T-shirt. “Sometimes after I say something, I have to say that I mean it.” He added, in explanation, that he is the first person with Asperger’s syndrome to host the show. “Or at least the first person to admit it,” he said. It may have been the first time Musk has publicly said he has the mild form of autism. But at least one former “SNL” host, Dan Aykroyd, also has talked about having Asperger’s. Musk also joked about his Twitter account, which has more than 50 million

followers, and the tweets that led some critics to object to his being invited to host the show. “Look, I know I sometimes say or post strange things, but that’s just how my brain works,” he said. Playing on Musk’s reputation as an innovator, NBC live-streamed the episode globally on YouTube, the first time “Saturday Night Live” has ever been viewable simultaneously around the world. Musk took his first stiff stab at acting in the show’s first sketch, a mock soap called “Gen Z Hospital,” playing a doctor in a fake beard who delivered bad news to a group of youths in their own lingo. “You all might want to sit down, what I’m going to say might be a little cringe,” Musk said. “Your bestie took a major L.” He had small roles in subsequent sketches. He played one of a party full of people out for the first time after quarantine, and he did a German-ish accent in a bleached, spiked wig as the director of an Icelandic talk show. And on “Weekend Update” he played a character close to himself, donning a bow tie and glasses as a financial analyst

named Lloyd Ostertag, throwing an extended plug for Musk’s favored cryptocurrency dogecoin. After “Update” anchor Michael Che struggled to understand, Musk as Ostertag admitted, “Yeah, it’s a hustle.” Dogecoin’s price, which has been volatile all year, tumbled 23% in the hour after the show began, and fell further on Sunday. While Musk is likely the wealthiest host of the show ever -- Forbes Magazine puts his fortune at $177 billion -- several other business leaders, politicians and other non-entertainers have hosted the sketch comedy institution in its more than four decades on the air. Steve Forbes, a publishing executive from a wealthy family and a longshot presidential candidate, hosted in 1996. Donald Trump hosted twice, in 2004 as businessman and host of “The Apprentice” and in 2015 as a presidential candidate. The show’s sketches began making him their primary target the following year, but the choice to team with him has brought harsh criticism in the years since.

Recognizing Rockford’s Rad Art By Jackie Lindquist Rockford Area CVB

Perhaps you have heard about, seen or even completed it, but did you know that the Rockford region has its own Rockford Sculpture Walk, highlighting thirteen sculptures in the area? The Rockford Sculpture Walk is the perfect way to spend a beautiful spring day with friends or family. I completed the tour with a few friends and had a blast! This tour consists of thirteen sculptures installed in 2018. These sculptures were created by artists all over the Midwest from Illinois, to Wisconsin, Michigan and Missouri. While they are all unique and striking, five sculptures caught my eye! 1. Tall Ship II The moment I looked at Tall Ship II, I felt drawn to it. While this sculpture is rather secluded from the others on this tour, it

is worth the walk or drive! While I do not consider myself to be an art connoisseur (not even a little bit), I liked the clean lines and the sculpture’s shiny, silver material. When I found out the artist, Bruce Niemi, was from Kenosha, Wisconsin (where I attend Carthage College), I liked the sculpture even more! (Location: Corner of W State St. and N Avon St.) 2. Urban Moai Figure This little guy was fun to visit. Urban Moai Figure by artist Andrew Arvenetes is one of a kind. I think he looks like a little robot, but others may believe he looks more like a soldier. That is one of the awesome concepts about art – everyone sees it a little differently. I am also drawn to this sculpture because it is silver and shiny just like Tall Ship II. (Location: corner of N Main St. and Mulberry St.)

3. Heels Over Head Sitting kitty-corner from the Rockford Art Deli is Heels Over Head by sculptor Paul Bobrowitz. His reverse rendition of the popular phrase “head over heels” is in the perfect location on the grounds of Eddie Green Place. My friends and I were able to relax at the blue tables while enjoying the cool artwork. Naturally, Heels Over Head is also shiny and silver. I think I sense a trend forming. (Location: corner of E State St. and N 1st St.) 4. Two Cubes This giant sculpture welcomes visitors to the downtown region. With beautiful flowers growing all around, the sculpture sets the tone for the following stretch of East State Street scattered with overflowing planters lining the road. The sculpture, by Christopher Newman, reminds me of two giant, silver, shiny windows. I like this sculpture because it looks completely

different from every angle. (Location: corner of E State St. and N 3rd St.) 5. Flappers I know what you’re thinking, and no, this sculpture is not silver! However, it is one of my favorites! I love how big and bright it is and how I can see it walking down the East State Street Bridge. Located on the banks of the Rock River, it is a picturesque place for a beautiful sculpture. I can understand why this piece by Ruth Aizuss Migdal is called Flappers. I think it looks like two little mice dancing. Growing tomatoes in the garden BY GRANT MCCARTY CONTRIBUTOR

Tomato season is almost upon us. Many gardeners in Rockford plant tomatoes right after Mother’s Day weekend. This yearly date works well as evening temperatures tend to be in the 50s. However, this year looks di�erent with night temperatures in the 30s and 40s F this week. When temperatures are in the 30s F, the tomato plants can be damaged. While tomatoes will tolerate temperatures in the 40s, they tend to not grow much. So you might be best waiting to plant this upcoming weekend (May 14 and 15) or waiting for evening tempera-

tures to be consistently at or above 50 F. Tomatoes are one of those quintessential summer crops; but they can sometimes be a nuisance to grow based on their diseases, insects, and management. As you plant your tomatoes, there are a couple of beginning management practices you need to consider. Most tomato plants should be spaced 1.5 to 2 feet in a row with 3 to 4 ft between rows. If you are growing an heirloom tomato plant, try to space 2 feet as these plants are notorious for being big plants. Heirloom tomato plants are sometimes called indeterminate or open-pollinated. Determinate tomatoes tend to be smaller

and compact plants. You may also see a plant tag say Hybrid. The main di�erence between an open-pollinated and hybrid tomatoes is that the open-pollinated can be more prone to disease issues, will grow very tall, and will take up a big footprint in your garden. Tomato plants benefit greatly from mulches. Straw, plastic, and other mulches can keep moisture in and allow for the plant to thrive. Fluctuations in soil moisture can lead to Blossom End Rot which can be combated by using mulch. Mulches can also be used to keep water from splashing up on the tomato leaves and spreading disease. Tomatoes need to be trellised and

trellising systems vary greatly. Some people will grow tomatoes with a tomato cage. Others insist on staking tomatoes each season and using string/wire. Some growers will set up their own permanent trellis system. Whichever you decide, think about what is going to work best for you. If you are planting a determinate tomato plant, a tomato cage may be your best solution. If you are planting numerous heirloom tomatoes in a row, you might consider staking and trellising them. It all depends on what type and how many you are planting. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

As renewable energy and environmental advocates we are pleased with the fact that Governor Pritzker has introduced a comprehensive energy bill for consideration before the state legislators. It will serve as a focal point for e�orts to enact legislation before this year’s spring legislative session ends on May 31. His energy bill intends to combat climate change, hold utility companies accountable to rate payers and rapidly transition to renewable energy. The 900 page bill has been summarized in a 9 page document available in a press release. The summary is organized around 8 categories including ethics and accountability, consumer protection, renewable energy and labor standards, clean power and air, transportation electrification, just transition and workforce development, equity in the clean energy economy and energy e�ciency. Citizens can obtain access to the summary and familiarize themselves with some of the details laid out in it. Our intent in this article is to highlight some of its key ideas along with a few comments of our own. We understand the Governor’s introductory focus on ethics and accountability considering recent scandals. But from an energy and environmental perspective,

having energy e�ciency as the last point in the press release appears to overlook the fact that the quickest and least costly means to address climate change begins with using less energy. The overall plan is geared toward Illinois using 100% clean energy by 2050. It includes continued short-term support for the Byron and Dresden nuclear plants. ComEd and Ameren will not be allowed to charge ratepayers for their charitable contributions. An Exelon audit will be required annually. Utility funded compensation will be provided to non-profit organizations that intervene in ICC proceedings. By 2030 Illinois intends to secure 40% of its utility scale energy from wind and solar increasing from roughly 8% currently in use. Labor agreements on utility-scale wind and solar project greater than 10 MW will be required. Some aspects of the Solar for All programs will be provided with increased funding. The Renewable Portfolio Standard will be increased to 40% by 2030. The rate cap for utility RPS will be increased to 3.75% from the current rate of 2.015%, essentially increasing funding for renewable energy. Statewide backstop standards will be developed while maintaining local authority over permitting and final proj-

ect approval. The ICC will be tasked with developing and adopting renewable energy access plan zones that are su�cient for developing generating capacity from new renewable energy technologies. The ICC in consultation with IPA will develop specific programs to support the deployment of energy storage systems. Coal will be phased out by 2030 and natural gas by 2045 through declining caps on greenhouse gas emissions and an $8/ton carbon price with an annual 3% escalator. The plan hopes to have 1,000,000 electric vehicles running in Illinois by 2030. Incentives will support a buildout of electric vehicle charging stations. Electric utilities will be required to submit electrification plans to the ICC. Local governments will be allowed to engage in community energy and climate planning including funding opportunities. Displaced energy workers will be provided state support for their transition from lost energy jobs. Support will also be provided to communities adversely impacted by closing existing energy facilities. DCEO will select 3 regional administrators representing northern, central and southern Illinois to administer the Clean Jobs Workforce Network Hubs program. Every 3 years DCEO will select a community based organization to deliver specific

training: the core curriculum, training , pre-apprenticeships, certification preparation and job readiness. DCEO will also establish a grant program to promote the economy in eligible communities. The adjustable block program (small distributed generation, large distributed generation, and community solar) requires IPA to maintain a 40% set-aside for high scoring projects. The Governor’s plan will be scrutinized by the interested parties, so some modifications are likely to occur. A plan should be in place by the end of the spring session to move renewable energy forward in Illinois. The plan enhances the role of state government in energy policy. It addresses climate change and clean air and will change the visual landscape of the state. Although the concept of a rooftop solar revolution does not appear in the summary there certainly will be rooftop installations. For now the focus is on decreasing fossil fuel use, increasing renewable energy and creating jobs. However, the concept of the impossibility of infinite growth on a finite planet is not on the agenda. Some statements are direct quotes from the Governor’s Plan.

(Chicago) – Initial outcomes indicate that the majority of youth with severe trauma and emotional/behavioral issues significantly benefit from a therapeutic foster care pilot program from Lutheran Social Services of Illinois (LSSI). The LSSI therapeutic foster care pilot program had an 87% completion rate, and most children have succeeded in their “aftercare” homes without relapsing. The single home-based setting is often preferable to a residential institution or group home. When youth are diverted to therapeutic foster homes, they develop pro-social behaviors in the home, school and communities.
