Coronavirus Outbreak

Illinois to see COVID-19 peak in June, Stateline on track for ‘Phase 3’ By Jim Hagerty Reporter

CHICAGO - Gov. J.B. Pritzker said Monday that Illinois has not reached its peak in new COVID-19 cases. The governor said during his daily press briefing that it could be a month before the state hits a peak, according to models. “Compared to the forecast that I shared with you on April 23, which predicted peaking between late April and early May, that time frame of plateauing near a peak has been expanded from mid-May into mid-June,” Pritzker said. “In many ways, this news is disheartening.” Winnebago County, however, according to benchmarks laid out in the governor’s five-phase Restore Illinois plan, is on track to transition into Phase 3 May 29. That means if the local infection rate and hospitalization data hold, outdoor gatherings of 10 would be allowed, and salons, barbershops, factories and gyms could open with social-distancing restrictions. Restaurants and bars can’t open until Phase 4. “Our positivity rate is below 20%,”

Winnebago County Health Administrator Dr. Sandra Martell said. “Today it was about 14.8%. We need everyone to understand that all of the actions that you’ve taken to date have helped us get to where we are at today. And we are doing to need you to continue to do that so we can begin to restore, open and being our processes so we can bring more activities back online. That requires all of his to be vigilant. It will mean wearing face masks in public, frequent hand washing, making sure we limit the number of exposures when we go out for essential services.” As of Monday, there have been 948 cases of COVID-19 and 26 fatalities in Winnebago County, which is part of Restore Illinois North-Central Region. The region also includes Boone, Lee, Ogle and Stephenson counties. There has been some resistance to the governor’s plan, mostly from downstate Republicans who say they do not have the COVID-19 cases to warrant shutdowns hundreds of miles away from the disease’s epicenter, which continues to be Cook

County. Pritzker said he is open to suggestions and that the plan may evolve, but restarting the economy is going to be a gradual process. “Lifting all of our mitigation at the end of May would likely lead to a second wave of outbreak in each and every one of our four regions,” he said from his Chicago home. Pritzker gave his daily press briefing from his home office after an asymptomatic staff he has contact with tested positive for COVID-19 last weekend. He said his team will work remotely at least until his office at the Thompson Center undergoes a deep clean. The governor tested negative for the virus Sunday. The Illinois Department of Public Health reported 1,266 new cases of COVID-19 Monday with 54 additional deaths. There are now 79,007 confirmed cases in Illinois and 3,459 COVID-19 related fatalities. The number of total cases includes many people who have already recovered.

Fauci warns of ‘suffering and death’ if US reopens too soon By Lauran Neergaard and Ricardo Alonso-Zaldivar Associated Press

WASHINGTON (AP) – Dr. Anthony Fauci, the nation’s top infectious disease expert, warned bluntly Tuesday of “really serious” consequences of suffering, death and deeper economic damage if state and local officials lift stay-at-home orders too quickly, even as President Donald Trump pushes them to act to right a free-falling economy. Fauci’s testimony before a Senate committee came as more than two dozen states have begun to lift their lockdowns as a first step toward economic recovery. Underscoring the seriousness of the pandemic that has reached Congress and the White House, Fauci and other experts testified by video from their homes. Sen. Lamar Alexander, R-Tenn., chaired the hearing by video from the study in his cabin in Tennessee, though several members of the Health, Education, Labor and Pensions Committee did attend at the Capitol. Fauci and other health officials stressed that pandemic danger persists, even as testing increases and work toward a vaccine and treatments continues. More COVID-19 infections are inevitable as people again start gathering, but how prepared communities are to stamp out those sparks will determine how bad the rebound is, Fauci told the senators. “There is no doubt, even under the best of circumstances, when you pull back on mitigation you will see some cases appear,” Fauci said. And if there is a rush to reopen without following guidelines, “my concern is we will start to see little spikes that might turn into outbreaks,” he said. “The consequences could be really serious.” In fact, he said opening too soon “could turn the clock back,” and that not only would cause “some suffering and death that could be avoided, but could even set you back on the road to try to get economic recovery.” Fauci was among the health experts testifying Tuesday to the Senate panel, as Trump has been praising states that are reopening after the prolonged lockdown aimed at controlling the virus’s spread. Committee chairman Alexander said as the hearing opened that “what our country has done so far in testing is impressive, but not nearly enough.”

Worldwide, the virus has infected nearly 4.2 million people and killed over 287,000 – more than 80,000 in U.S. alone. Asked if the U.S. mortality count was correct, Fauci said, “the number is likely higher. I don’t know exactly what percent higher but almost certainly it’s higher.” Fauci, a member of the coronavirus task force charged with shaping the response to COVID-19, testified via video conference after self-quarantining as a White House staffer tested positive for the virus. With the U.S. economy in free-fall and more than 30 million people unemployed, Trump has been anxious to reopen states for business. A recent Associated Press review determined that 17 states did not meet a key White House benchmark for loosening restrictions – a 14-day downward trajectory in new cases or positive test rates. Yet many of those have begun to reopen or are about to do so, including Alabama, Kentucky, Maine, Mississippi, Missouri, Nebraska, Ohio, Oklahoma, Tennessee and Utah. Of the 33 states that have had a 14-day downward trajectory of either cases or positive test rates, 25 are partially opened or moving to reopen within days, the AP analysis found. Other states that have not seen a 14-day decline, remain closed despite meeting some benchmarks. Besides Fauci, of the National Institutes of Health, the other experts include FDA Commissioner Dr. Stephen Hahn and Dr. Robert Redfield, head of the Centers for Disease Control and Prevention – both in self-quarantine – and Adm. Brett Giroir, the coronavirus “testing czar” at the Department of Health and Human Services. The event Tuesday got underway in the committee’s storied hearing room, but that’s about all that remained of the pre-pandemic way of conducting oversight. The senators running the event, Alexander and Democrat Patty Murray of Washington, were heads on video screens, with an array of personal items in the background as they isolated back home. A few senators, such as Alaska Republican Lisa Murkowski and Connecticut Democrat Chris Murphy, personally attended the session in the hearing room. They wore masks, as did an array of aides buzzing behind them. The health committee hearing offers a very different setting from the White

House coronavirus task force briefings the administration witnesses have all participated in. Most significantly, Trump did not control the agenda. Eyeing the November elections, the president has been urging on protesters who oppose their state governors’ stayat-home orders, while expressing his own confidence that the coronavrius will fade away as summer advances and Americans return to work and other pursuits. The U.S. has seen at least 1.3 million infections and nearly 81,000 confirmed deaths from the virus, the highest toll in the world by far, according to a tally by Johns Hopkins University. Separately, one expert from the World Health Organization has already warned that some countries are “driving blind” into reopening their economies without having strong systems to track new outbreaks. And three countries that do have robust tracing systems – South Korea, Germany and China – have already seen new outbreaks after lockdown rules were relaxed. WHO’s emergencies chief, Dr. Michael Ryan, said Germany and South Korea have good contact tracing that hopefully can detect and stop virus clusters before they get out of control. But he said other nations – which he did not name – have not effectively employed investigators to contact people who test positive, track down their contacts and get them into quarantine before they can spread the virus. “Shutting your eyes and trying to drive through this blind is about as silly an equation as I’ve seen,” Ryan said. “Certain countries are setting themselves up for some seriously blind driving over the next few months.” Apple, Google, some U.S. states and European countries are developing contact-tracing apps that show whether someone has crossed paths with an infected person. But experts say the technology only supplements and does not replace labor-intensive human work. U.S. contact tracing remains a patchwork of approaches and readiness levels. States are hiring contact tracers but experts say tens of thousands will be needed across the country.

STOCK MARKET

Late slump on Wall Street leaves stock market broadly lower BY STAN CHOE AND DAMIAN J. TROISE ASSOCIATED PRESS

Stocks are lower in afternoon trading on Wall Street Tuesday, as investors debate whether the lifting of lockdowns around the world will drive an economic rebound or just more coronavirus infections. U.S. indexes spent much of the day flipping between small gains and losses before turning lower in the early afternoon. The S&P 500 was down 0.6%, as of 2:30 p.m. Eastern time, and Treasury yields were also lower in a sign of increased caution following mixed performances in European and Asian stock markets. Governments around the world and in many U.S. states have begun gradually lifting restrictions on businesses, which were meant to slow the spread of the coronavirus outbreak but also caused a severe recession. Expectations that growth will resume following the reopenings has helped drive the S&P 500 up about 30%

since late March. But South Korea and other countries further ahead in removing restrictions have also seen small but notable increases in infections. That’s raising worries about possible second waves of infections, which is keeping enthusiasm in check. Underscoring the concerns was testimony from the top U.S. infectious diseases expert. Dr. Anthony Fauci told Congress that if the country reopens too soon, it could not only cause “some suering and death that could be avoided, but could even set you back on the road to try to get economic recovery.” The Dow Jones Industrial Average was down 145 points, or 0.6%, at 24,076 after drifting between an earlier gain of 160 points and a loss of 176 points. The Nasdaq was down 0.2%. “What we’re dealing with, both today and the last couple of weeks, is the optimism behind the reopening and asking: Are

More than 90 species of native plants available for purchase include grasses, sedges, ferns and wildflowers for woodlands, wetlands and prairies. These native plants are adapted to growing in climate conditions of northern Illinois, provide habitat for wildlife, support pollinators like bees and butterflies, and don’t need pesticides and fertilizers. They are an attractive addition to any yard, church or business and once established are easy to care for. The plant sale location is the W.F. Paulson farm, 4601 Paulson Rd. (same as Paladen Parkway), just off East Riverside Blvd. and I-90 on the northeast side of Rockford. Watch for Wild Ones signs. we going to be reopening too soon?” said Bill Northey, senior investment director at U.S. Bank Wealth Management. “We’re in an unknowable scenario at this point in time,” he said. After dropping by roughly a third from February into late March on worries about the coming recession, the S&P 500 began recovering after the Federal Reserve and Capitol Hill flooded the economy with trillions of dollars in aid. The latest implementation came Tuesday, with the New York Fed beginning to buy exchange-traded funds, or ETFs, to support the corporate bond market. With all that unprecedented support in place, markets are now focusing much more on when the economy can resume growing and less on reports coming in daily that show how badly the economy has been hurt by the pandemic. Inflation in the United States was just 0.3% last month from a year earlier, weaker than economists expected, as purchases withered amid widespread stay-at-home orders. But the report released Tuesday morning caused only minor ripples in markets. Treasurys were some of the first investments to signal the economic devastation coming from the pandemic. The yield on the 10-year Treasury slipped to 0.68% from 0.72% late Monday. It tends to fall when investors are downgrading their expectations for the economy and inflation. The yield is still well below the roughly 1.90% level where it started the year, but it has been climbing since setting a record low in early March of a little less than 0.50%. Stocks whose profits are most closely tied to the strength of the economy had some of the sharpest losses. Financial stocks in the S&P 500 fell 1.7%. They’ve struggled this year on worries that the recession will force waves of households and businesses to default on their loans. JPMorgan Chase fell 2%, and Bank of America lost 2.1%.

Many companies are opting to give no financial forecasts as they release their latest quarter earnings report, due to overwhelming uncertainty over what lies ahead. That was true of Toyota Motor, whose shares fell 2% Tuesday as it reported its net profit dropped nearly 90% in the January-March quarter from a year earlier, though it said it expected a recovery as the pandemic is brought under control. In the United States, Simon Property Group likewise said it’s currently impossible to predict future results amid the pandemic, and it withdrew its financial forecast for 2020. But its stock was still close to flat after it said it plans to have about half of its U.S. shopping malls reopened within the next week. Uber rose 5% after analysts said news reports of a possible takeover attempt of food delivery company Grubhub make strategic sense. Grubhub jumped 34.5%. A barrel of U.S. oil to be delivered in June rose 6.8% to $25.78 per barrel. Brent crude, the international standard, added 0.9% to $29.91. In Europe, Germany’s DAX was down 0.1%, while France’s CAC 40 was down 0.4%. The FTSE 100 in London was up 0.9%. In Asia, Japan’s Nikkei 225 slipped 0.1%, Hong Kong’s Hang Seng fell 1.4% and South Korea’s Kospi lost 0.7%. End of trade update: An afternoon slump on Wall Street gained momentum in the last hour of trading, leaving stocks broadly lower and erasing some of the market’s gains from last week. The S&P 500 lost 2.1% Tuesday. The weakness came as investors debate whether the lifting of lockdowns around the world will drive an economic rebound or just more coronavirus infections. Underscoring the concerns, the top U.S. infectious diseases expert, Dr. Anthony Fauci, told Congress that if the country reopens too soon, it could lead to needless “suering and death” and set back eorts to get the economic going again.

How to Make a COVID-19 Protective Mask BY LULU YOUNGMAN Rockford Area CVB

This project started when a former student, now working in healthcare, sent me a photo of the paper mask she had been given. It was in a brown paper bag and she was told, “to wear the mask until soiled”. I was shocked. She asked if I could make something that would cover what she had been given, and hopefully help it last longer. I started looking at mask patterns and at ways to line masks. I learned that a mask becomes less effective when it starts to get wet, and it will the longer it is worn. Non woven, non fusible interfacing is a good moisture barrier, but h100 surgical fabric made by Halyard is better. I was able to order some from a dental supply company. I have been using this as the liner for the masks I am making now. The biggest surprise for me as I was trying different liners and fabrics was discovering that fusible interfacing is a poor moisture barrier. I thought the fusing would be the perfect barrier, but not only did it smell bad, but it was as if I hadn’t used a lining at all. I created a couple of different prototypes using patterns I found on the Internet before finding one that worked best. The pleated style was the most comfortable, but took quite awhile to make and a lot of fabric, especially for the ties. The style in the video is simple, uses less fabric, can either have ear pieces, ties, or both, and is quick to sew.

the corners on the inside of the mask (but make sure not to cut the seam!) to give your mask sharper points on the corners. • You can trim out the extra fabric along the nose piece of the mask if it seems like there is a lot of fabric in the area. • For straps that tie on the mask, a general length for the strap for women is 50 inches, and for men is 60 inches. • If there is a little gap in the mask by the nose once the mask is finished, you can put in an additional metal piece. Just be sure to mark where you are sewing on the mask around the metal piece so you don’t break a needle. • Before placing in the optional metal piece, be sure to bend the ends of it so it does not pierce through the fabric of the mask when you go to wash it. To watch the full how-to video, visit the RACVB website blog at gorockford.com/blog/ post/how-to-make-a-covid-19-protectivemask.

Helpful Tips as You Sew Your Mask

• Wash your fabric before you start sewing. • If you’re making more than one mask, cut out all the fabric pieces at once as a first step. • Keep a pair of scissors nearby for cutting the thread as you go. • Wait until the end to iron your seams. • When you’ve sewn your mask layers and before you turn it right side out, clip

Lack of greenness in lithium-ion batteries By Allen Penticoff Columnist

I often say this, “there is no such thing as a free lunch – in the world of energy.” About the closest one can get to low carbon, guilt and pollution free transportation is to be a vegan who only walks barefoot to where you need to be. I have been evangelizing electric vehicles for years now. But hidden in the back of that promotion has been the suspicion that the lithium-ion batteries that have made our cellphones and electric vehicles possible have a dark secret in their closet. In the February/March 2020 issue of Professional Boatbuilder Magazine (yes, I have a subscription) author/marine electrician Nigel Calder has a long article about upgrading marine electrical systems. As a part of that story there is a

lengthy side-bar report on the problems associated with the production and use of lithium-ion batteries. I truly wish I could reprint the entire article, and if you are inclined to read it all, contact me through TRRT and I’ll try to get it to you. It was quite eye opening for me. I cannot improve upon Calder’s concise writing, so the following is a quote from his side-bar article, “How Green Is My Battery?” “Lithium Mining. The dominant producers of the raw material for batterygrade lithium are Chile, Australia, and China, which collectively account for 85% of production. Two primary extraction processes are involved – evaporation from vast lake beds that contain high levels of lithium salts (Chile and China/ Tibet), and conventional hard-rock

mining (Australia and China). The raw material is processed on site into relatively low concentrations of lithium carbonate or lithium hydroxide. These are later refined to high concentration and purity, mostly in China, for use in battery manufacturing. Although lithium is not particularly abundant in the Earth’s crust, the “Lithium Triangle” between Chile, Argentina and Bolivia holds vast reserves, especially Bolivia – more than sufficient to meet anticipated demand, even with the currently predicted massive expansion of electric vehicles and other applications requiring lithium-ion batteries. As with any mining process, there are significant environmental and societal impacts from lithium extraction. The Lithium Triangle is one of the driest

places on Earth, but it takes 500,000 gallons of water to produce a ton of lithium. Consequently, the water table is being depleted at the expense of local farmers and others. To extract lithium, chemicals are added to evaporation ponds, from which leakages, especially in China/Tibet, have caused major fish kills and other harm. Not for the first time, the search for “green” solutions and technologies in developed countries can have a seriously negative impact in developing nations.” I do not have sufficient space remaining in this week’s column to delve into the deep problems with cobalt mining, lack of recycling and lithium-ion battery manufacturing economic considerations. I’ll explore these issues in the next Mr. Green Car.

Jerry Stiller Obituary

Jerry Stiller, comedian and ‘Seinfeld’ actor, dies at 92 By The Associated Press

NEW YORK (AP) – Jerry Stiller, who for decades teamed with wife Anne Meara in a beloved comedy duo and then reached new heights in his senior years as the highstrung Frank Costanza on the classic sitcom “Seinfeld” and the basement-dwelling father-in-law on “The King of Queens,” died at 92, his son Ben Stiller announced Monday. “I’m sad to say that my father, Jerry Stiller, passed away from natural causes,” his son said in a tweet. “He was a great dad and grandfather and the most dedicated husband to Anne for about 62 years. He will be greatly missed. Love you Dad,” wrote Ben, who followed in his father’s comedic footsteps and became an A-list box office star with movies like “Tropic Thunder,” “Dodgeball” and “There’s Something About Mary.” Jerry Stiller was a multi-talented performer who appeared in an assortment of movies, playing Walter Matthau’s police sidekick in the thriller “The Taking of Pelham One Two Three” and Divine’s husband Wilbur Turnblad in John Waters’ twisted comedy “Hairspray.” He also wrote an autobiography, “Married to Laughter,” about his 50-plus year marriage to soul mate and comedic cohort Meara, who died in 2015. And his myriad television spots included everything from “Murder She Wrote” to “Law & Order” – along with 36 appearances along-

side Meara on “The Ed Sullivan Show.” Stiller, although a supporting player on “Seinfeld,” created some of the Emmywinning show’s most enduring moments: co-creator and model for the “bro,” a brassiere for men; a Korean War cook who inflicted food poisoning on his entire unit; an ever-simmering salesman controlling his explosive temper with the shouted mantra, “Serenity now!” Jason Alexander, his former TV son on “Seinfeld,” said Stiller “was perhaps the kindest man I ever had the honor to work beside. He made me laugh when I was a child and every day I was with him.” Added Billy Eichner “Seeing Jerry Stiller on screen instantly made you happy.” Stiller earned an 1997 Emmy nomination for his indelible “Seinfeld” performance. In a 2005 Esquire interview, Stiller recalled that he was out of work and not the first choice for the role of Frank Costanza, father to Jason Alexander’s neurotic George. “My manager had retired,” he said. “I was close to 70 years old, and had nowhere to go.” He was initially told to play the role as a milquetoast husband with an overbearing wife, Estelle, played by Estelle Harris. But the character wasn’t working – until Stiller suggested his reincarnation as an over-the-top crank who matched his wife scream for scream. It jump-started the septuagenarian’s career, landing him a spot playing Vince

Lombardi in a Nike commercial and the role of another over-the-top dad on the long-running sitcom “King of Queens.” While he was known as a nut-job father on the small screen, Stiller and wife Meara raised two children in their longtime home on Manhattan’s Upper West Side: daughter Amy, who became an actress, and son Ben, who would become perhaps the most famous Stiller as a writer, director and actor. He and Ben performed together in “Shoeshine,” which was nominated for a 1988 Academy Award in the short subject category. Stiller was considerably quieter and reflective in person than in character – although just as funny. The son of a bus driver and a housewife, Stiller grew up in Depressionera Brooklyn. His inspiration to enter show business came at age 8, when his father took him to see the Marx Brothers in the comedy classic “A Night at the Opera.” Years later, Stiller met Groucho Marx and thanked him. Stiller earned a drama degree at Syracuse University after serving in World War II, and then headed to New York City to launch his career. There was a brief involvement in Shakespearean theater, including a $55 a week job with Jack Klugman in “Coriolanus.” But his life and career took off after he met Meara in spring 1953. They were married that fall.

The seemingly mismatched pair – he a short, stocky Jewish guy from Brooklyn, she a tall, Irish Catholic from the Long Island suburbs – shared an immediate onstage chemistry, too. They were soon appearing on “The Ed Sullivan Show” and working nightclubs nationwide. The pair also wrote and performed radio commercials, most memorably a series of bits for a little-known wine called Blue Nun. The duo’s ads boosted sales by 500%. Ben Stiller recalled trips with his sister to California when his parents would head west to do television appearances. The couple went on to appear as a team in dozens of film, stage and television productions. One of them was “After-Play,” a 1995 off-Broadway show written by Meara. Actor Michael McKean honored Stiller on Twitter as “a great comic actor and a splendid man. He and his wife, Anne, were royalty but they would’ve laughed in your face if you said so. And then hugged the hell out of you.” Jerry Seinfeld also shared a tribute, posting a photo of himself holding “The Last Two People in the World,” a 1967 comedy album from Stiller and Meara. Seth Rogen tweeted: “He made me laugh till I cried on many occasions.” Stiller joined “Seinfeld” in 1993, and moved on to “King of Queens” when the other Jerry & company went off the air in 1998. He also appeared in Ben Stiller’s spoof on modeling, “Zoolander,” released in 2001.

Growing tomatoes in the garden BY GRANT MCCARTY CONTRIBUTOR

Tomato season is almost upon us. Starting Memorial Day Weekend, you should be able to safely plant your tomato plants. You are probably also safe planting them this upcoming weekend as tomato plants can tolerate air temperatures near 40° F without damage. Tomatoes are one of those quintessential summer crops; but they can sometimes be a nuisance to grow based on their diseases, insects, and management. As you plant your tomatoes, there are a couple of beginning manage-

ment practices you need to consider. Most tomato plants should be spaced 1.5 to 2 feet in a row with 3 to 4 ft between rows. If you are growing an heirloom tomato plant, try to space 2 feet as these plants are notorious for being big plants. Heirloom tomato plants are sometimes called indeterminate or open-pollinated. Determinate tomatoes tend to be smaller and compact plants. You may also see a plant tag say Hybrid. The main dierence between an open-pollinated and hybrid tomatoes is that the open-pollinated can be more prone to disease issues, will grow

very tall, and will take up a big footprint in your garden. Tomato plants benefit greatly from mulches. Straw, plastic, and other mulches can keep moisture in and allow for the plant to thrive. Fluctuations in soil moisture can lead to Blossom End Rot which can be combated by using mulch. Mulches can also be used to keep water from splashing up on the tomato leaves and spreading disease. Tomatoes need to be trellised and trellising systems vary greatly. Some people will grow tomatoes with a tomato cage. Others insist on staking tomatoes each season and

using string/wire. Some growers will set up their own permanent trellis system. Whichever you decide, think about what is going to work best for you. If you are planting a determinate tomato plant, a tomato cage may be your best solution. If you are planting numerous heirloom tomatoes in a row, you might consider staking and trellising them. It all depends on what type and how many you are planting. Grant McCarty is the Local Food and Smalls Farms Educator of the University of Illinois Extension. tax credit. Given the health and economic complications involved with Covid -19, the rate of solar installations will be slowed in Illinois as well as other places in the states or around the globe. Nationally, the Solar Energy Association anticipates as many as half of the 250,000 workers in the industry may loose their jobs due to the combined impacts of the virus and

the economic shutdown. They also believe their markets could shrink by 18 to 28%. In spite of the expected drop in installations the industry continues to cite progress in bringing down the cost of solar systems. They expect the prices of solar panels will continue to fall by 23% for every doubling of the number of panels being sold. The advantages of going solar remain.

ENERGY & ENVIRONMENT

Solar update BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

Renewable energy in Illinois had a bright future before the arrival of the corona virus and the resulting shut down of much of the society as a means to prevent hospital sta and supplies being overwhelmed by the growing number of patients requiring care. The passage of FEJA in 2007 by state legislatures served as a major stimulus for wind and solar installations and energy eciency upgrades. It stimulated an increase in installations, providing job opportunities for workers. It included provisions to train new workers for the growing industry. Without additional funding, far fewer installations and job opportunities will exist. The hope for securing additional funding from the state was wrapped up in the CEJA legislative proposal which supporters had hoped would be accomplished in the spring session. The arrival of the virus has shifted the Governor’s focus from passage of CEJA. He did appoint Doug Scott to spearhead eorts to secure additional funding but doubts are growing that any major legislation will be passed this spring. Hopefully additional funding will be provided in a later legislative session. The state budget will be under additional stress from the costs involved in dealing with the virus. With businesses closed down and workers laid o the anticipated revenue stream available has dropped o as well. For existing potential customers uncertainties around the virus and their own job security has

lead them to cancel contracts or delay the installation. The presence of the virus also creates challenges for installers on several levels. One is securing masks and hand sanitizers for workers and ensuring they maintain a safe distance from other crew members. Another is that of securing the necessary permits from government ocials to install a system and inspect it prior to connecting it to the grid as some municipalities have suspended their services. A few municipalities accept e-mailed documents as a means to secure a permit or approve of an installation. Some fi rms have reported getting around the need to do an on-site evaluation to assess the potential of the site to accommodate solar installation. They reportedly use a drone to provide the information to assess the potential of the property for a system. Connecting the system to the home or building often requires installers to enter the facility to connect the system to the building’s wiring system. Building owners and installers may be reluctant to allow workers to enter the building due to the possibility of a virus infection Another concern is the status of Federal tax incentives for solar installations. As currently constructed Federal incentives require the systems to be installed within a given time period. Installers would like those requirements removed as the virus has delayed the completion of projects. Some installers have determined that with fallen customer incomes providing a cash rebate would be preferable to a

Stay Home Songs Winner & Industry Updates Rockford Area CVB

RACVB is thrilled to continue celebrating our upward journey together by announcing “Up, Up, Up” by Rockford native Clark Kelly as the winner of Stay Home Songs, RACVB’s community songwriting contest. One of 25 entrants, “Up, Up, Up” stood out to our five expert judges and was selected as the song that best embodies the resiliency of our community. “Although I have spent much of my adult life in Nashville, as a hometown boy I’ve always been proud of my Rockford roots,” Kelly said. “This songwriting contest from RACVB was the perfect opportunity for our creative community to showcase the resiliency of Rockford. My hope is that the song I wrote affirms the hard work and pride of Rockfordians, as well as the continued rise of our great city.” After growing up in the Forest City, Kelly moved to Nashville, TN, for awhile to attend Belmont University while studying music.

While there, he was voted best songwriter in an annual songwriting competition, establishing him as an artist to watch. After graduating, Kelly signed with Sony/ ATV, which represents many top artists including Taylor Swift and Ed Sheeran. He has played concerts across the country, opening for Panic at the Disco and the All-American Rejects, among others. Kelly released his third EP, Frames, in 2018 and is currently living back in his hometown writing new music scheduled for release in 2020. “We are again blown away by the creative excellence and spirit that is based right here in our region,” said John Groh, RACVB president & CEO. “We’re so thankful to Clark for writing ’Up, Up, Up’. It’s a great representation of our community’s resiliency and commitment to do more, together—what a much-needed boost for our region! We are also so grateful to all who submitted their songs for us to consider.”
