Lawmakers could redraw Illinois Supreme Court district maps Districts have remained unchanged for decades BY SARAH MANSUR

SPRINGFIELD — Drawing new district lines for state and federal elections is the main focus for lawmakers when they begin the redistricting process every 10 years. But Illinois Democrats, who control all three branches of government, have some incentive to redraw the boundaries for the five Illinois Supreme Court districts this year as well after a Democratic justice was defeated in a retention bid in the 3rd Judicial District in November. House Minority Leader Jim Durkin, of Western Springs, said Monday he expects the Democrats in the General Assembly will seek to redraw at least the 3rd District in the northwestern part of the state, spanning from Joliet to the Quad Cities. “Quite frankly, if they don’t change (the 3rd) district, Republicans win and the balance of power would go to Republicans,” Durkin said at a virtual news conference. “That’s why there is going to be, I imagine, within the next few weeks, some type of map – and it could be this week – that is going to redraw that 3rd Supreme Court District to make
it more appealing to Democrat voters.” A judicial remap would be the first for the state since the early 1960s. Unlike with the legislative district maps, there are no set deadlines in state law or the Illinois Constitution for redrawing Illinois Supreme Court districts. The five Supreme Court districts contain seven total justices, with three justices from Cook County, which encompasses the 1st District, and one justice each from the remaining four districts. Those districts are identical to the state’s five appellate districts as well, meaning a remap would a�ect them both. Justices from the 1st and 3rd districts ran as Democrats, which have a majority on the court. The 2nd District, which encompasses the collar counties and counties along the Wisconsin border, as well as the 4th and 5th Districts, which are downstate, are represented by justices who ran as Republicans. Spokespeople for House Speaker Emanuel “Chris” Welch and Senate President Don Harmon did not immediately respond to requests for comment as to whether a judicial remap is in the works. term representing the 3rd District, put Democrats and their funders on high alert because Kilbride failed to reach the 60 percent threshold required to win retention. Kilbride’s retention campaign, which was supported by Democratic funders largely representing the interests of unions and trial lawyers, came under attack by wealthy conservative donors who sought to flip the seat from Democrat to Republican. After Kilbride’s defeat in the November election, the Illinois Supreme Court appointed another Democrat, Justice Robert Carter, who will serve until November 2022, to fill the vacancy. Carter has said he will not seek reelection when his two-year term ends. That means an election without incumbent candidates will determine which party controls the 3rd District seat. Kent Redfield, an emeritus professor of political science at the University of Illinois at Springfield, said the 3rd and 2nd districts are the most likely targets for Democrats who are trying to keep a majority on the court. “They’re arguing about partisan control of the Supreme Court, and trying to change the map to give the Democrats the best shot, given the way that the distribution of the population and the political demographics have changed since the last time we drew through them,” he said in an interview. Redfield said he expects lawsuits will be filed to challenge any new boundaries for the Illinois Supreme Court districts, although he said he can’t predict the nature of such a challenge. For example, the federal courts have ruled that generally the principle of “one person, one vote” – which provides that districts should be drawn to ensure each person’s vote carries equal weight – does not apply to electing judges. However, the U.S. Supreme Court has held that Section 2 of the Voting Rights Act, which prohibits voting practices that discriminate on the basis of race, color or membership in a defined minority group, can apply in judicial elections. “I’m sure they’ll be sued. I’m just not sure what the basis of the suit would be,” Redfield said. As deadlines slip, Biden agenda faces crucial assessment By Lisa Mascaro and Jonathan Lemire Associated Press
WASHINGTON (AP) — President Joe Biden’s infrastructure plan is hitting roadblocks. A policing overhaul after the killing of George Floyd is up in the air. Even a seemingly bipartisan effort to investigate the Jan. 6 insurrection at the Capitol faces the blockade of Republican opposition in Congress. It’s a pivotal time for many aspects of Biden’s ambitious agenda. Rounding the first quarter of his presidency, the White House and Congress have been unable to meet key Memorial Day deadlines set by the administration on crucial priorities. While lawmakers quickly approved Biden’s $1.9 trillion COVID-19 rescue package and senators confirmed the top ranks of the administration with Biden’s nominees, the next legislative priorities on the White House’s agenda will be a longer slog. The sweeping infrastructure investment, in particular, faces a crucial moment: The White House is assessing whether the president can strike a bipartisan deal with Republicans on his American Jobs Plan, a top domestic priority, or try to go it alone with Democrats if no progress is made over the next week. Biden’s allies in the House and Senate are preparing for all scenarios. “This is going to feel like a tightrope walk all the way until it gets to Biden’s desk,” said Jim Kessler, executive vice president of Third Way, a centrist think tank. Presidents are often judged not only by the goals they achieved, but whether their proposals were popular with the public and the leadership in trying to muscle the bills into law. The White House appears to be taking those factors to heart as Biden makes his case to the public and conducts extensive outreach for his agenda on Capitol Hill. The administration is signaling that it’s important not just whether Biden can push his infrastructure and other proposals into law, but how he does it. By this reasoning, voters — and some moderate Democratic lawmakers — are more likely to be on board if Biden at least tries for bipartisanship. The White House said Monday that Biden is awaiting an infrastructure counteroffer from Senate Republicans after a core group of GOP negotiators rejected his latest $1.7 trillion proposal, leaving the fragile talks on a compromise at a standstill. White House Press Secretary Jen Psaki said the president is “eager to engage” and would welcome more talks with the senators. But she said the Republicans have “a ways more to go” to find common ground. Biden dropped $500 billion from
his initial $2.3 trillion offer, and Psaki said the Republicans raised their $568 billion offer by about $50 billion. Republicans have rejected Biden’s plan to pay for the road and broadband spending with a corporate tax increase. “The ball is in the Republicans’ court,” Psaki said at the White House briefing. At the same time, key congressional negotiators are working behind the scenes on a bipartisan police overhaul in response to a nationwide reassessment of law enforcement practices sparked by Floyd’s death a year ago Tuesday in Minneapolis. Biden had hoped to have the legislation ready by the anniversary. In a rare joint statement Monday, negotiators Sen. Tim Scott, R-S.C., Sen. Cory Booker, D-N.J., and Rep. Karen Bass, D-Calif., said, “This anniversary serves as a painful reminder of why we must make meaningful change. While we are still working through our differences on key issues, we continue to make progress toward a compromise and remain optimistic about the prospects of achieving that goal.” But other priorities on gun violence, voting rights and immigration law face long odds with the narrowly split Congress and robust opposition from Republicans. Democrats hold only a slim majorities in the House and evenly divided Senate, and much of Biden’s agenda would require broader support to reach the 60 votes under the rules to advance past a Senate filibuster. Senate Republ ican leader M itch McConnell has said repeatedly that “100% of my focus” is on stopping Biden’s agenda. The West Wing believes its bargaining position is strong. Aides point to Biden’s high poll numbers and the popularity of his proposals, all while believing that they have the option of muscling the infrastructure plan to passage under special budget reconciliation rules that require only a party-line vote. But there is a growing sense of urgency within the White House and among Democrats. After a burst of legislative accomplishment, including the sweeping COVID relief bill, the pace has slowed dramatically. And the future may hinge on a few select senators. After Biden was elected on the heels of a campaign promise to work with Republicans, the White House has been quick to defend his bipartisan record of accomplishment. Aides have pointed to how quickly the president’s Cabinet was confirmed — one choice, Neera Tanden, withdrew after it was clear she would not get support.
Along with Biden’s chocolate-chip cookie diplomacy — inviting lawmakers to the White House, treating them with sweets on the way out — the administration has been conducting vigorous outreach to Capitol Hill. The White House has had nearly 1,000 phone calls or meetings with lawmakers or their staffs, including more than 200 with Republicans on the jobs plan and the related American Families Plan — the president’s stalled proposal to invest in preschool, child tax credits and other so-called human infrastructure. Still, the partisan tensions are stark, showing the limits of Biden’s ability to bridge the divide. This week, legislation passed by the House to establish a bipartisan commission to investigate the Jan. 6 insurrection at the Capitol is likely to face a filibuster by Republicans in the Senate. GOP leaders argue the panel is unneeded as they try to move past the deadly riot by support-
ers of Donald Trump who laid siege to the Capitol in a failed effort to overturn Biden’s election. As the administration assesses next steps on Biden’s infrastructure proposal, White House aides have not thrown in the towel on landing a bipartisan agreement with the GOP senators, but their optimism cooled, according to Biden advisers. The group led by Sen. Shelley Moore Capito, R-W.Va., rejected Biden’s counteroffer in a sharply worded statement late last week. Psaki insisted no decisions had been made on whether the administration will go it alone as it awaits a counteroffer from Republicans. “We’re not quite there yet,” she said. “We’re eager to see their proposal and see what they have to offer.” The GOP senators have not said if they were preparing another proposal, but kept the door open late Monday. “I’m not ready to call it quits,” Capito told reporters on Capitol Hill.

Iran, world powers resume talks on US return to nuclear deal BY DAVID RISING AND PHILIPP JENNE ASSOCIATED PRESS
VIENNA (AP) — World powers were set to open a fifth round of talks Tuesday with Iran aimed at bringing the United States back into the landmark 2015 nuclear deal meant to prevent the Islamic Republic from obtaining an atomic bomb. The talks in Vienna come the day after the U.N.’s nuclear watchdog, the International Atomic Energy Agency, was able to strike a last-minute agreement with Tehran on a one-month extension to a deal on surveillance cameras at Iran’s nuclear sites. The issue wasn’t directly related to the ongoing talks on the nuclear deal, known as the Joint Comprehensive Plan of Action, or JCPOA, but had Iran not agreed it could have seriously complicated the discussions. The U.S. is not directly involved in the talks but an American delegation headed by President Joe Biden’s special envoy for Iran, Rob Malley, has also been in the Austrian capital. Representatives from the other powers involved — Germany, France, Britain, Russia and China — have been shuttling between the U.S. and the Iranians to facilitate indirect talks. As he headed back to Vienna for the resumption of talks, Malley tweeted that the latest round had been “constructive and saw meaningful progress.” “But much work still needs to be done,” he wrote. “On our way to Vienna for a fifth round where we hope we can further advance toward a mutual return to compliance.” Russia’s delegate, Mikhail Ulyanov, who has consistently been the most optimistic about the possibility of an agreement, suggested a resolution was in sight. “I think it can be final,” he tweeted about the fifth round. “But in order to be on the safe side I would prefer to say: let’s see.” In 2018, then-President Donald Trump pulled the U.S. unilaterally out of the agreement saying that it was not broad enough and needed to be renegotiated. As part of a “maximum pressure” campaign, he reimposed sanctions and added additional ones on Iran in an e�ort to bring Tehran back to the table. Iran’s economy was crippled by the move but it has refused new talks, instead retaliating by slowly and steadily breaking the restrictions of the JCPOA in an e�ort to pressure the other parties involved, thus far unsuccessfully, to come up with incentives to o�set the American sanctions. Biden, who was vice president when the original deal was negotiated, has said he wants the U.S. to rejoin but that Iran has to return to complete compliance. Iran
has insisted that all American sanctions imposed under Trump be dropped, including measures that were taken in response to non-nuclear issues. Iran’s violations include a significant increase in the purity and quantity of uranium it has been enriching, e�ectively reducing the so-called break out time to produce an atomic bomb, even though that is something Iran says it does not want to do, insisting that its nuclear program is for civilian purposes only. On Monday, Ali Akbar Salehi, the head of Iran’s civilian program, said Tehran had stockpiled 5 tons of uranium enriched up to 5% purity, 90 kilograms (198 pounds) enriched up to 20% and 2.5 kilograms (5.5 pounds) up to 60% — still below weapons-grade levels of 90% purity. Though the West fears it could be used to help Tehran potentially obtain an atomic bomb, U.S. intelligence agencies have said they “assess that Iran is not currently undertaking the key nuclear weapons-development activities ... necessary to produce a nuclear device.” Despite Iran’s violations of the JCPOA, the other nations involved have stressed that the agreement was still important as it allowed IAEA inspectors to continue their surveillance of Iran’s nuclear facilities. Continuity of that surveillance was threatened, however, until the last-minute agreement negotiated by the IAEA with Iran on Monday. a series of surveillance cameras installed at Iranian nuclear sites. Those cameras helped it monitor Tehran’s program to see if it is complying with the nuclear deal. Iran’s hard-line parliament in December approved a bill that would suspend part of U.N. inspections of its nuclear facilities if European signatories didn’t provide relief from oil and banking sanctions by February. The IAEA then struck a three-month deal with Iran in February to have it hold the surveillance images, with Tehran threatening to delete them afterward if no deal had been reached. Speaking at a news conference Monday in Vienna as the deal was due to expire, IAEA Director-General Rafael Grossi told journalists Iran had agreed to a one month extension though his agency still cannot access the images taken by the cameras for the time being. “I’d want to stress this is not ideal,” Grossi said. “This is like an emergency device that we came up with in order for us to continue having these monitoring activities.” Kazem Gharibabadi, Iran’s representative to the IAEA, acknowledged the deal at the same time on Twitter. He said Tehran’s civilian nuclear agency, the Atomic Energy Organization of Iran, would keep the material already recorded by the IAEA cameras. “We recommend the negotiating countries to seize the extra opportunity provided by Iran in good faith for the complete lifting of sanctions in a practical and verifiable manner,” Gharibabadi wrote.

US to reopen Jerusalem consulate, upgrading Palestinian ties By Joseph Krauss Associated Press
JERUSALEM (AP) — Secretary of State Antony Blinken announced Tuesday that the U.S. would reopen its Consulate General in Jerusalem — a move that restores ties with Palestinians that had been downgraded by the Trump administration. The consulate long served as an autonomous office in charge of diplomatic relations with the Palestinians. But former U.S. President Donald Trump downgraded its operations and placed them under the authority of his ambassador to Israel when he moved the embassy to Jerusalem. T r u m p’s m o v e i n f u r i a t e d t h e Palestinians, who view east Jerusalem as occupied territory and the capital of their future state. Blinken did not give a precise date for reopening the consulate. Blinken announced the step after a meeting with Palestinian President Mahmoud Abbas in Ramallah, in the occupied West Bank. The U.S. is trying to bolster Abbas in his rivalry with Gaza’s ruling Hamas militant group and on the international stage. “As I told the president, I’m here to underscore the commitment of the United States to rebuilding the relationship with the Palestinian Authority and the Palestinian people, a relationship built on mutual respect and also a shared conviction that Palestinians and Israelis alike deserve equal measures of security, freedom opportunity and dignity,” he said. Blinken is in the region to help shore up the cease-fire last week that ended a devastating war 11-day war between Israel and Hamas that killed more than 250 people, mostly Palestinians, and caused widespread destruction in the impoverished coastal territory. He promised to “rally international support” to aid Gaza after the war while keeping any assistance out of the hands of Hamas. The truce that came into effect Friday has so far held, but it did not address any of the underlying issues in the Israeli-Palestinian conflict, something Blinken acknowledged after meeting with Israeli Prime Minister Benjamin Netanyahu. “We know that to prevent a return to violence, we have to use the space created to address a larger set of underlying issues and challenges. And that begins with tackling the grave humanitarian situation in Gaza and starting to rebuild,” he said. Blinken will not be meeting with Hamas, which does not recognize Israel’s right to exist and which Israel and the U.S. consider
a terrorist organization. Blinken addressed the larger conflict, saying “we believe that Palestinians and Israelis equally deserve to live safely and securely, to enjoy equal measures of freedom, opportunity and democracy, to be treated with dignity.” But the top U.S. diplomat faces the same obstacles that have stifled a wider peace process for more than a decade, including a hawkish Israeli leadership, Palestinian divisions and deeply rooted tensions surrounding Jerusalem and its holy sites. The Biden administration had initially hoped to avoid being drawn into the intractable conflict and focus on other foreign policy priorities before the violence broke out. Netanyahu, meanwhile, is fighting for his political life after a fourth inconclusive election in two years. He faces mounting criticism from Israelis who say he ended the offensive prematurely, without forcibly halting rocket attacks or dealing a heavier blow to Hamas. Netanyahu hardly mentioned the Palestinians in his remarks, in which he warned of a “very powerful” response if Hamas breaks the cease-fire. Netanyahu spoke of “building economic growth” in the occupied West Bank, but said there will be no peace until the Palestinians recognize Israel as a “Jewish state.” The Palestinians have long objected to that language, saying it undermines the rights of Israel’s own Palestinian minority. The war was triggered by weeks of clashes in Jerusalem between Israeli police and Palestinian protesters in and around the Al-Aqsa Mosque compound, a site revered by Jews and Muslims that has seen several outbreaks of Israeli-Palestinian violence over the years. The protests were directed at Israel’s policing of the area during the Muslim holy month of Ramadan and the threatened eviction of dozens of Palestinian families by Jewish settlers. The truce remains tenuous since tensions are still high in Jerusalem and the fate of the Palestinian families is not yet resolved. The evictions were put on hold just before the Gaza fighting erupted, but the legal process is set to resume in the coming weeks. Police briefly clashed with protesters at Al-Aqsa on Friday, hours after the cease-fire came into effect. Adding to the tensions, an Israeli soldier and a civilian were stabbed and wounded in east Jerusalem on Monday before police shot and killed the assailant in what they described as a terrorist attack.
Then, early Tuesday, a Palestinian man was shot and killed by undercover Israeli forces near the West Bank city of Ramallah, according to the Wafa news agency. Pictures circulating online appeared to show the man bloodied and lying in the street. The Israeli army referred questions to the Border Police, which did not respond to requests for comment. Blinken will head to Ramallah later Tuesday to meet with Palestinian President Mahmoud Abbas, who has no power in Gaza and was sidelined by recent events. Abbas heads the internationally backed Palestinian Authority, which administers parts of the occupied West Bank but whose forces were driven from Gaza when Hamas seized power there in 2007. Abbas, who called off the first Palestinian elections in 15 years last month when it appeared his fractured Fatah movement would suffer an embarrassing defeat, is seen by many Palestinians as having lost all legitimacy. A crowd of worshippers at Al-Aqsa chanted against the Palestinian Authority and in support of Hamas on Friday. But Abbas is still seen internationally as the representative of the Palestinian people and a key partner in the long-defunct peace process. The Palestine Liberation Organization, the umbrella group led by Abbas, recognized Israel decades ago, and the Palestinian Authority maintains close
security ties with Israel. Blinken will also visit neighboring Egypt and Jordan, which have acted as mediators in the conflict. Egypt succeeded in brokering the Gaza truce after the Biden administration pressed Israel to wind down its offensive. The administration had been roundly criticized for its perceived hands-off initial response to the deadly violence, including from Democratic allies in Congress who demanded it take a tougher line on Israel. Biden repeatedly affirmed what he said was Israel’s right to defend itself from rocket attacks from Gaza. The administration has defended its response by saying it engaged in intense, but quiet, high-level diplomacy to support a cease-fire. Blinken has said the time is not right for an immediate resumption in IsraeliPalestinian negotiations, but that steps could be taken to repair the damage from Israeli airstrikes, which destroyed hundreds of homes and damaged infrastructure in Gaza. The narrow coastal territory, home to more than 2 million Palestinians, has been under a crippling Israeli-Egyptian blockade since Hamas seized power. Israel says the blockade is needed to keep Hamas from importing arms, while the Palestinians and human rights groups view it as a form of collective punishment.

One Hundred Years On By Paula Hendrickson Contributor
A homegrown atrocity occurred 100 ago May 31 and June 1, 1921, in Tulsa, Oklahoma. After a young Black man rode in the same department store elevator as a white woman, rumors and accusations spread. He was arrested May 31. Early on June 1, white rioters – supported, and in many cases deputized by local police – destroyed the Greenwood district, which was known as “Black Wall Street” because it was perhaps the most prosperous Black community in the nation. The assault was more than a mere attack. After the mob looted homes and businesses, entire blocks were flattened. Airplanes were used to drop makeshift bombs on buildings. It’s estimated that
between 200 and 300 Black residents were killed and dumped in unmarked mass graves. Thousands more were left homeless and were held in a detention center. Thriving businesses – and even a hospital – were destroyed. The massacre was covered up so thoroughly that history books didn’t mention it. It wasn’t until 2001 that an official commission was formed to investigate details of the event. With the 100th anniversary of the horrific assault upon us, the story is finally being told. Smithsonian Magazine recently ran a detailed article about the massacre. Last week 60 Minutes dedicated a segment to it. Several new documentaries are airing in the coming week to honor the memory of those killed and traumatized by the
massacre, and to ensure this disturbing chapter of American history is no longer forgotten. Please try to watch at least one of these documentaries. insights – two TV series that depict and acknowledge the horrors that befell the Greenwood District a century ago: Lovecraft County and Watchmen. Both can be streamed on HBO Max. As hard as it is to do, it’s important to acknowledge and remember atrocities like what happened a hundred years ago Tulsa, especially since none of the perpetrators were ever caught or punished for their crimes. broke a bottle over the cabin. The bottle contained liquid air instead of champaign. Mrs. Harpham was joined by other executive’s wives for the first flight. In August 1931, the Columbia traveled to the home base at the Holmes Airport in the Jackson Heights in Queens, New York. The airship ran as a sight seeing service. People paid $3 for a 15 minute flight around New York City. On February 13, 1932, John was with the pilot Prescott Dixon flying over Long Island. The wind was bad that day with gusts over 40 miles per hour. The airship was being tossed around and the pilot struggled to keep control. John and Prescott tried to keep control of the dirigible as the wind pushed it toward the ground. The men’s efforts became frantic when they noticed they were approaching electrical wires and a large gas tank. John Blair suggested that they should “rip the ship”. This was a defensive measure that called for the mechanic to grap a rip cord and yank it. The cord was attached to the top of the airship. When the cord was pulled, it would tear the section open and allow gas to escape. This move would lower the airship quickly to the ground without (hopefully) putting the men in danger. The major problem with this maneuver was that the rip cord was just beyond the gondola. John reached for the rip cord. Just as he
touched the rope, the wind surged and the large bag rolled. The rope wrapped around John’s arm and pulled him from the gondola. Time seemed to stand still as the rope caught and held. A full minute passed then the rope broke and John’s body fell many feet before smashing into the ground. John never knew that he had been successful in causing the Columbia to fall to the earth before it ran into the wires, saving the craft from catching fire and the pilot from certain death. Thousands of people had gathered to see the Columbia in action. Almost all of them watched as the horrible tragedy played out in front of their eyes. The newspapers stated that there was an audible gasp from the crowd when John’s body slipped from the gondola. John’s body was found 100 feet from the wreckage of the airship. John’s brother, Roland accompanied John’s wife Betty and John’s body back to Rockford for burial. Betty returned to Rockford to live and eventually married again. Today the Goodyear Blimp is well known, especially to sports fans. According to their website the airships fly over events like the Daytona 500, PGA Championships, and the College Football Playoff National Championship. Goodyear built its first balloon in 1912 and started its production in America when the U.S. Navy ordered nine airiships. Since the hangar hadn’t been completed in Akron, Ohio, the production took place in a Chicago amusement park building. After World War I, Goodyear built the airships for its own use. These blimps were mainly used for advertising and marketing for the Goodyear Company and soon the airships were spotted all over the United States. The first, “Pony” was built in 1919. The dirigibles traveled from city to city, offering 15 minute rides for a few dollars per person. Rockford had several visits from these dirigibles during the late 1920s and early 1930s. The Register Star featured a great picture of the airship “Vigilante” that was taken from a plane flown by Fred Machesney. The airship visits were a huge draw for the folks in Rockford and the surrounding area. In the early 1930s Goodyear was unveiling a new generation of dirigibles. The Vigilante was one of the first built of these
airships. Unfortunately, the Vigilante crashed in November of 1931. The gondola car and fins were used in the production of a new airship, the “Columbia”. The airship was written about in dozens of newspapers. One article described the dirigible as 144 feet long and stated that it cost $65,000 to build. It also mentioned that it had walnut woodwork and leather chairs. It carried six passengers and it flew at an amazing 60 miles per hour. One of Rockford’s own was hired as the Chief Mechanic for the Columbia. John Wallace Blair had only lived in Rockford for a couple of years. He and his wife Betty married in 1926. John worked as an auto mechanic and a driver for the Blue Line Transfer Company during his time in Rockford. John’s brother, Roland was hired at the same time as a pilot. John must have thought it was the chance of a lifetime when he was hired by Good Year. As Chief Mechanic for the Columbia John would be in charge of maintenance for the dirigble. He would also be riding in the airship. John and Betty left Rockford to begin their new life in New York. The Columbia’s christening ceremony was scheduled for July 14, 1931 at the Goodyear-Zeppelin Airlock near Akron Municpal Airport. The people in Akron welcomed the new airship with a 200 piece band and a huge chorus. The Vice President of the Goodyear, Fred M. Harpham’s wife

“Baile” A Rockford Mexican Music Exhibit
On Saturday, May 29th from 12:00-4:00 pm, the Hispanic Gallery will host “ BAILE” an exhibit of the Mexican music scene in Rockford from the 70’s 80’s and 90’s. It is not a historical exhibit but an examination of a culture and life-style that many did not know existed or had the opportunity to experience. This exhibit includes original pictures, posters and media types. All the music that will be playing are originals and covers recorded in Rockford from the last 40 years. These recording are extracted from records, tapes and 8 tracks. This event is free to the public but donations are appreciated. This exhibit
will remain on display in the Lockwood Gallery through June. Free “BAILE” posters will be given to visitors while supply last.
Ribbon Cutting and Gazebo Dedication Ceremony
On Thursday, June 10th at 10:00 am, the Board of Directors for the Heritage Museum Park and the Rockford Chamber of Commerce will dedicate a new gazebo erected during the Covid-19 pandemic. This event will have a limited audience. Speakers will include Heritage Museum Park members, elected o�cials and other members of the community. Attendees will have the ability to tour the Ethnic Heritage Museum and the Graham-Ginestra House. Live music will be played in the Gazebo. This new gazebo was made possible through a generous grant from the Community Foundation of Northern Illinois.

On Sunday, June 13th from 1:00-4:00 pm, Heritage Museum Park will host live music in the Gazebo. “Bring a blanket or chair to relax outside and enjoy the live music”. A local food-truck favorite will be onsite. Free tours through Ethnic Heritage Museum and the Graham-Ginestra House will be available. This event was made possible through the generosity of Members Alliance Credit Union. The Heritage Museum Park, a historical campus on South Main Street, is comprised of the Ethnic Heritage Museum and the Graham-Ginestra House. The Ethnic Heritage Museum celebrates the cultural history of six nationalities: African American, Hispanic, Irish, Italian, Lithuanian, and Polish. The GrahamGinestra House is a beautiful historic home built in the 1850’s by the Graham family and
purchased in 1920’s by the Ginestra family. For almost 150 years the home was only occupied by members of these two families. The Heritage Museum Park is taking part in the community-wide initiative entitled, “Clean Hands,” and has re-opened safely and responsibly. Visitors must wear masks and practice social distancing while inside the house museums. Hand sanitizer will be available. Masks are optional outside on the museum campus. General admission to both museums is only $5 student, $7 individual, $15 per family or free to members. The Ethnic Heritage Museum is handicap accessible. There is parking available in the parking lot on the corner of South Main and Morgan Streets next to the Graham-Ginestra House and on Loomis Street by the museum. RACVB Brings Back CRE8IV Rockford Area CVB
The Rockford Area Convention & Visitors Bureau, together with community leaders from Rockford, Loves Park, Pecatonica and Rockton, participating artists and sponsors, announced the return of CRE8IV: transformational ART. After a one-year hiatus, the RACVB-led public art festival will take place beginning June 1, 2021 at various locations in the Rockford region. Eleven local and visiting lead artists will work with teams of artists throughout the summer to create twelve large-scale, vibrant murals in the Rockford region. In addition to murals in downtown Rockford, artists will create museum-quality murals on big walls in Rockton, Loves Park and Pecatonica and in Rockford’s South Main Street business district. “We are so grateful to everyone who is helping to make the return of the CRE8IV: transformational ART possible. Having murals and public art displayed throughout Rockford and now Rockton, Loves Park and Pecatonica is a bold way to tell and share our destination’s story,” said Kristen Paul, RACVB’s director of destination development. “The twelve new murals will add to an already incredible lineup of public art in our region and is yet one more way we can differentiate, enhance and build up our neighborhoods while inspiring our residents and visitors.” The new murals will spotlight scenes and imagery portraying natural beauty, hope, peace and love; diversity and inclusion; youth education, historic symbolism rooted in our Midwestern hometowns; and inspirational leaders who have made an impact in our communities. State St. and Winnebago St. A team of local artists was assembled and a dynamic composition planned, however, the funding for the project fell through due to COVID-related challenges. Since March of 2020, the Arts Council and the RACVB have collaborated on a variety of community-centered projects and initiatives, so when the RACVB invited the Arts Council to participate in CR8IV in an effort to help realize a mural on that wall, they jumped at the chance. “The Arts Council is committed to working with local artists—and after reviewing the submissions for the 2021 CRE8IV installment, we felt strongly about working with local artist, Stuk One. People are drawn to places and communities that are vibrant, inviting and alive with creativity. Beginner’s Guide to managing weeds in the vegetable garden BY GRANT MCCARTY CONTRIBUTOR
It might seem odd to cover a topic like weed management before your summer vegetables have been planted. Yet, this actually is the perfect time to cover this topic. As many spring weeds have started to flower and produce seeds like Dandelion and Curly Dock, it is crucial to share the basic recommendations for weed management in the vegetable garden that can hopefully help you for this season and many seasons to come. The main strategies for proper weed control depend on proper weed identification. By knowing the weed you are dealing with, you will be able to keep it
from becoming a problem, limit it’s seedspread distribution, and further manage and eradicate the weed population. There are a number of weed ID books, online resources, and plant ID phone apps. If you use these, ensure you double-check what you have identified as sometimes weeds can look very similar. Perennial and annual weed management can look di�erent. As a reminder, a perennial weed will produce annual growth each year. If you are dealing with a perennial weed and you are only addressing its annual growth, there is a strong chance that the perennial weed will still be a problem next year. Perennial weeds include Dandelion, Curly Dock,
some thistles, and ground ivy (sometimes called Creeping Charlie). Most of these have annual development right now. Annual weeds are easier to manage as they will germinate in a single season. The challenge with these is that they may flower and create seeds to enter into the soil which can stay dormant for sometimes up to 10 years. Right now, you may not be seeing too many annual weeds as the soil is just beginning to warm up. As you are planting your summer vegetables, small annual weeds can be removed by hand. Some weeds are biennial. This means that they need two years to reach maturity to flower and produce seeds. In its first
year of growth, a biennial weed may look di�erent from its second year. An example of this type of weed is Garlic Mustard. Beyond these classifications, it is important to consider how the weed is spreading. While some weeds will produce seeds that will be dispersed, some may spread via rhizomes. Quackgrass is a long rooted, perennial weed that spreads via rhizomes. Because of this, it is very di�cult to remove by hand as any rhizome parts left behind will continue to grow. The focus of the Illinois Renewable Energy Association, formed in 2001, was on encouraging the use of energy e�ciency, solar energy and small wind energy systems in Illinois since not much was happening here compared to what was occurring in Wisconsin. Our first public e�ort was a workshop held at the McHenry County Community College; our first annual Renewable Energy Fair was held at the Ogle County Fairgrounds the following year. The fair included workshops, displays and vendors encouraging the public to consider integrating energy e�ciency and renewable energy sources into their existing homes and businesses. The backbone of the renewable industry at the time were individual entrepreneurs and small businesses focused on seeking customers for their products and services o�ering cleaner and more secure energy sources than existing fossil fuels and nuclear power. There was also interest in restoring natural areas, relying on geothermal power, wood heating and organically grown foods. Environmental concerns were integral to the fairs. There were seldom representatives from large firms at the event other than
ComEd who provided some funding for it. The Illinois Clean Energy Community Foundation and the Illinois Department of Commerce and Economic Opportunity were also major sources of funds. The Rock River Times continues to support our e�orts. After years of growing success, interest in the fair dwindled due to multiple factors as state funded disappeared and many of the original small business interests either died, retired, lost their customer base to larger firms, or accepted employment with such firms. The arrival of low cost natural gas and gasoline dramatically reduced interest as well. Media support providing free or low cost visibility also disappeared and attendance at the event fell o�. We continued to o�er a smaller version of the annual fair at the Byron Forest Preserve. With the arrival of Covid-19, our event was cancelled for the last two years. Similarly the workshops we o�ered at community colleges were cancelled as was our seasonal workshop o�ering participants a chance to assemble a one kilowatt solar system providing them with an understanding of and familiarity with a solar electric system. We intend to o�er the one-kilowatt workshop again this year, continue to write our weekly article for the Rock River Times and answer questions for the interested public on renewable energy.
Recently renewed interest in renewable energy has been stimulated by the dramatic drop in the cost of renewable energy systems, particularly solar. Concerns about climate change, environmental deterioration, desires for energy security and renewed government support for cleaner energy both at the state and federal levels have rekindled interest. Both the Biden administration on the Federal level and the Pritzker administration on the state level are strong advocates of a cleaner energy systems and are implementing policies directed at accelerating the energy transition. Renewable energy has now become a big business and major firms are competing to securing a stake in the field which is likely to result in increased consolidation in the industry. Several issues are developing regarding e�orts to transition to cleaner energy sources. A basic issue is that production of goods and services , including those of renewable energy, remain dependent on fossil fuels. It raises the question whether clean energy can reduce its dependence on fossil fuels and other resources to a su�cient degree to dramatically cut the risk of devastating climate change. If it succeeds, a remaining question is what level of a global economy the industry will be capable of supporting.
Visions of a national grid shipping power throughout the country are increasingly likely. If it occurs can it be done without increasing the risks of grid failures, sabotage, hacking or massive storm damage? Another issue is the role nuclear power will play in our energy future and the extent to which its presence increases the risks associated with its use. If a larger, more centralized energy system is created, what opportunities will citizens have to hold the industry accountable for its impacts? The original vision of the renewable revolution was a decentralized energy system enhancing local economic autonomy and security while providing local job opportunities. The technology exists to create a more decentralized approach to supplying clean energy sources. As the study from the National Renewable Energy Lab recently pointed out, nearly 40% of the rooftops in Illinois could host renewable energy systems. Many of those available rooftops occur in every Illinois community. If utilized they could make a substantial contribution to a more decentralized, cleaner energy system. It is clear that providing renewable energy sources has become an important growing industry supplying an increasing share of our energy supplies.
