Rockford OK’d for casino; local leaders comment on state budget By Jim Hagerty Reporter
SPRINGFIELD - Rockford was approved for a casino Sunday after the Illinois Senate approved a $39.9 billion budget. Led by Rockford Sen. Dave Syverson, R-Rockford, the city has been stumping for a casino for more than a decade but was continuously passed over. “My gaming bill adding Rockford as a site for a new casino passed this afternoon during a rare Sunday legislative session,” Syverson said. “The governor came to the Senate floor to congratulate and promise a quick signing. This will mean a lot of jobs and a lot of revenue for the area. Thanks also to Sen. Steve Stadelman, one of the cosponsors of the legislation.” Syverson said Illinois lost $1.5 billion in gambling revenue last year to casinos in five surrounding states. He said one in Rockford will keep millions here and provide relief for taxpayers. “This will help keep our dollars home and bring dollars to our community,” he said. “It will create hundreds of good paying jobs with benefits and will generate millions of dollars in revenue which we hope will lead to controlling property taxes.” Joining Rockford with casinos will be Carterville, Chicago, Danville, Lake County and southern Cook County. Gov. J.B. Pritzker is expected to sign the gambling bill within the next 10 days. Talks about a Rockford casino have been largely tentative recently, however, they took some footing in 2017 when RinglandJohnson Construction CEO Brent Johnson
announced he was part of an investment group that planned to buy the Clock Tower, tear it down and build a casino if Rockford was approved for a license. The Clock Tower has been demolished but the plan was quieted when Rockford didn’t get the nod. There were also rumblings that the Forest City may get the go-ahead for riverboat gambling before talks shifted back toward a land-based facility. And while the Clock Tower property appears to be the target for now, it hasn’t been hit yet. Leaders say a location will be chosen through a public process. Wherever a casino is sited, Rockford stands to receive between $6 million and $8 million in gambling revenue, about 70 percent of what is expected. The county would receive 20 percent while Loves Park and Machesney Park would receive 5 percent each. Rockford was also included in special legislation that allows a $250 fee for every video gaming machine in the city. Right now, Rockford is capped at charging only $25 per machine. The increase could equate to more than $100,000 in fees the city has left on the table as a non-home rule municipality. Rockford’s casino, which is likely about five years from happening, won’t be as big as what the state is allowing Chicago. Leaders say it will feature 2,000 gambling positions – slots machines and seats at tables – immediately. Chicago is allowed 4,000. Sunday’s vote came a month after Rockford Mayor Tom McNamara testified at the Illinois House about including
Rockford in a gambling expansion package. He told lawmakers sports betting made no sense without expanding the state’s number of land-based casinos. The two are tied together, he said, paving the way for cities that have been left out over the years. “The city of Rockford had a tremendously successful legislative session down in Springfield,” the mayor said. McNamara’s two-day trip to the capitol followed meetings he had with Pritzker, who made some hefty promises before and after he took office, vows previous governors made that but didn’t materialize. “One of the first items I had to sit down and talk to him about at Stockholm Inn when was campaigning was the need for a casino in the city of Rockford. And he has, time and time again, delivered,” McNamara said. Stadelman, D-Rockford, praised the budget package, noting that Rockford stands to benefit from more than gambling. There’s $275 million for passenger rail service to Rockford, something he’s been championing since the former journalist was elected to Springfield. He continued the push after ex-Gov. Bruce Rauner pulled the plug on a major Amtrak expansion announced in 2014 under his predecessor Pat Quinn. “I think this budget is another step in the right direction of creating a fiscally stable Illinois,” Stadelman said. “Additionally, the jobs and revenue created by a casino will not only help keep that budget stable but will see some much-needed growth come to Rockford.”
Wrongful Death Suit
Jury finds for city in wrongful death case By Jim Hagerty Reporter
ROCKFORD - A jury ruled in favor of the City of Rockford Friday in a wrongful death complaint brought by the family of a man killed in a hit-and-run near downtown. The lawsuit was filed by the estate of 34-year-old Michael Steines, who was killed near the intersection of Second and Oak streets on Aug. 30, 2012. The plaintiffs were seeking $2.8 million in damages, claiming a malfunctioning street light did not property illuminate the crosswalk, contributing to Steines’s death. The scene of the accident was a gruesome one; Steines lost a leg and a tremendous amount of blood after being struck by a car
traveling 53 miles per hour through the quiet residential neighborhood. Rockford resident Anthony Adkins was later charged with failure to report an accident involving death. Authorities alleged that after hitting Steines, Adkins left the scene, abandoned his car and told his girlfriend to report it missing. Steines claimed he was not driving the car and was found not guilty after a 2016 jury trial. He was not named in the suit against the city. Lawyers for the city argued that while the street light was cycling on and off around the time of the hit-and-run, it played no role in the accident. Because the light was between 80 and 90 feet away, its role was not to illuminate the crosswalk where the
estate’s attorneys David Brassfield and Erik Carlson claimed Steines was walking when he was hit. The city maintained that the crosswalk was well lit by functioning lights and that Steines, whose blood alcohol was three times the legal limit, was likely not in the crosswalk. Rockford was represented by City Attorney Kerry Partridge, Assistant City Attorney Ifeanyi Mogbana and William Kurnik, of Rosemont. “We have an excellent legal team at the City of Rockford,” Legal Director Nick Meyer said. “They work incredibly hard on a daily basis to defend the city and taxpayer dollars. This is a great win and a testament to their hard work.”

Powell hints Fed will cut rates if needed over trade wars BY MARTIN CRUTSINGER ASSOCIATED PRESS
WA SHINGT ON (A P) – C ha i r ma n Jerome Powell said Tuesday that the Federal Reserve is prepared to respond if it decides the Trump administration’s trade conflicts are threatening the U.S. economy. Investors read his remarks as a signal that the Fed will likely cut interest rates later this year. Powell’s remarks helped drive up stock prices, with the Dow Jones Industrial Average ending the day up more than 500 points, or 2%. Speak ing at a Fed conference in Chicago, Powell said, “We are closely monitoring the implications of these developments for the U.S. economic outlook and, as always, we will act as appropriate to sustain the expansion.” Powell didn’t explicitly say what the Fed would do. But expectations are rising that the Fed will cut rates at least once and possibly two or more times before year’s end, in part because of the consequences of the trade war. There is concern that the U.S. expansion, which next month will become the longest on record, could face growing risks of a recession as retaliatory tari�s weaken U.S. exports. Investors in the futures market are pricing in a 59% chance of a Fed rate cut by July. Also Tuesday, Vice Chairman Richard Clarida declined to speculate on the possibility of a Fed rate cut that soon but said in an interview with CNBC, “We will put in policies that need to be in place” to sustain the economic expansion. James Bullard, head of the Fed’s St. Louis bank, had said on Monday that a Fed rate cut “may be warranted soon,” in part because potential risks from trade uncertainties. Trump has imposed far-reaching tari�s on imports on China, which has retaliated with tari�s of its own on U.S. exports. He has also threatened to impose an escalating series of tari�s against Mexico unless it stops a flow of migrants from Central America into the U.S. At a news conference in London, President Donald Trump reiterated that his import taxes on Mexican goods will take e�ect next week at a level of 5%, rising to a peak of 25% until Mexico complies with his demand to cut o� Central America migration. The Fed conference in Chicago is focused on how the central bank can make its rate policy more e�ective at a time when inflation has remained chronically below the Fed’s target level. In his remarks, Powell called persistently low inflation the “pre-eminent monetary
policy challenge of our time,” because it limits the Fed’s ability to support the economy by cutting rates. Powell said that in its first-ever public review of its operations, the Fed will aim to improve its rate strategies, the tools it uses to achieve its objectives and the way it communicates its actions to the public. Next month, the economic expansion will become the longest period of uninterrupted growth on record, surpassing the 10-year expansion of the 1990s. The Fed manages interest rates to achieve two goals: maximum employment and stable prices. Even though unemployment has reached a 50-year low of 3.6%, inflation has failed to rise to the Fed’s target of 2%. The Fed regards that target as the optimal level for annual price increases and becomes concerned if inflation stray too far above 2% or too far below it. But the Fed’s e�orts to achieve the 2% target have so far failed even though it kept its key policy rate at a record low near zero for seven years. It began gradually
increasing its policy rate in 2015. After raising rates nine times, it declared in January that it would be “patient” in raising rates further. The policy rate at the moment is in a range of just 2.25% to 2.5%, meaning that the Fed has less room than usual to cut rates to stimulate growth. What the central bank can do to manage the economy when inflation is so low and rates have little maneuvering room will be a key topic at the two-day conference. “Our obligation to the public we serve is to take those measures now that will put us in the best position to deal with our next encounter with the ELB,” Powell said, referring to the “e�ective lower bound” for interest rates – essentially, zero. “With the economy growing, unemployment low and infl ation low and stable, this is the right time to engage the public broadly on these topics,” Powell said. In addition to the Chicago conference, the Fed is holding listening sessions around the country to gather public comments. Powell said that after this outreach, Fed o�cials will begin using their regular meetings to discuss possible changes.

Trump-GOP split: Senators loudly oppose Mexico tariff threat By Lisa Mascaro, Luis Alonso Lugo and Darlene Superville Associated Press
WASHINGTON (AP) – In a rare confrontation, Republican senators declared deep opposition Tuesday to President Donald Trump’s threatened tariffs on all goods coming into the U.S. from Mexico. But it’s unclear they have the votes to stop him, and Trump said they’d be “foolish” to try. All sides, including officials from Mexico meeting with Trump negotiators in Washington this week, remain hopeful that high-level talks will ease the president away from his threat. But with the tariffs set to start next Monday – and Trump declaring them “more likely” than not to take effect – fellow Republicans in Congress warned the White House they are ready to stand up to the president. The public split and looming standoff over 5% tariffs on all goods imported from Mexico revealed a fundamental divergence in values between the president and his party. Trump uses tariffs as leverage to get what he wants – in this case to force Mexico to do more to halt illegal immigration. For Republicans, tariffs are counter to firmly rooted orthodoxy and viewed as nothing more than taxes they strenuously oppose. Senate Majorit y Leader M itch McConnell said with understatement, “There is not much support in my conference for tariffs, that’s for sure.” At a lengthy closed-door lunch meeting at the Capitol, senators took turns warning Trump officials there could be trouble if the GOP-held Senate votes on disapproving the tariffs. Congressional rejection would be a stiff rebuke to Trump, even more forceful than an earlier effort to prevent him from shifting money to build his long-promised border wall with Mexico. “Deep concern and resistance,” is how Sen. Ted Cruz of Texas characterized the mood. “I will yield to nobody in passion and seriousness and commitment to securing the border, but there’s no reason for Texas farmers and ranchers and manufacturers and small businesses to pay the price of massive new taxes.” Ron Johnson of Wisconsin, who was among the senators who spoke up, said, “I think the administration has to be concerned about another vote of disapproval. ... I’m not the only one saying it.” The outcome would be uncertain – Trump could try to veto a disapproval resolution as he did before. But many Republicans who voted against Trump earlier this year actually supported his
ultimate goal of building the border wall. They were just uneasy with his executive reach to do it. Now, the president doesn’t have anywhere near the same backing for the tariffs. The GOP opposition is grounded in fears over what Trump’s tariffs would do to the livelihoods of ordinary Americans. Senators worry they would spike U.S. consumers’ costs , harm the economy and imperil a major pending US-MexicoCanada trade deal. With jitters running high, Federal Reserve Chairman Jerome Powell said Tuesday he’s prepared to respond to protect the economy, and stocks rallied on that signal that the Fed will likely cut interest rates later this year. Mexico is concerned about the tariffs as well, but top officials seemed optimistic about a resolution. “By what we have seen so far, we will be able to reach an agreement,” Foreign Minister Marcelo Ebrard said during a news conference at the Mexican Embassy in Washington. “That is why I think the imposition of tariffs can be avoided.” Trump, during a press conference in London, offered mixed messages. “We’re going to see if we can do something,” he said on the second day of his state visit to Britain. “But I think it’s more likely that the tariffs go on,” he said. He also said he doubted Republicans in Congress would muster the votes against him. “If they do, it’s foolish.” The Mexican officials arrived in Washington over the weekend as Mexico launched a diplomatic counteroffensive and fresh negotiations. On Tuesday, Mexico’s trade negotiator Jesus Seade was meeting with U.S. Trade Representative Robert Lighthizer, and Ebrard will meet Wednesday with Secretary of State Mike Pompeo. Republican senators are hopeful those talks will prevent the tariffs. But if negotiations should fail, the lawmakers warn they may have no choice but to take action to stop Trump. “Our hope is the tariffs will be avoided,” McConnell said. Lawmakers and business allies worry the tariffs will derail the long-promised United-States-Mexico-Canada trade deal – a rewrite of the North American Free Trade Agreement that Trump campaigned against and promised to replace. Sen. Chuck Grassley, R-Iowa, chairman of the Finance Committee, told reporters Tuesday the tariffs make passage of
USMCA “more difficult.” Questions remained, meanwhile, over how, exactly, the president would invoke executive authority to slap tariffs on the Mexican goods – and what Congress could do to block him. Trump has indicated he will rely on the International Emergency Economic Powers Act, a national emergency executive action he can take without congressional approval. But lawmakers say they can quickly vote on a resolution to disapprove. That’s what happened earlier this year when Congress, stunned by Trump’s claim of executive power, tried to block him from taking funds for the border wall with Mexico. Congress voted to disapprove of Trump’s actions, but the president vetoed the resolution. This time, Republicans warn the numbers could be higher against the president – possibly a veto-proof majority in the Senate. But it’s unclear the president could be blocked in the House
where Republicans may be less likely to oppose him. Democrats – and some Republicans – doubt the tariffs will ever take effect. Senate Democratic leader Chuck Schumer said Tuesday that “Trump has a habit of talking tough and then retreating.” Trump claimed “millions of people” are entering the U.S. through Mexico and criticized congressional Democrats for not passing new laws. He said, “Mexico should not allow millions of people to try and enter our country.” It is unclear what more Mexico can do – and what would be enough – to satisfy Trump on illegal immigration, a signature issue of his presidency. The United States has not presented concrete benchmarks to assess whether the U.S. ally is sufficiently stemming the migrant flow from Central America. Mexico calls the potential tariffs hurtful to the economies of both countries and useless to slow the northbound flow of Central American migrants.

ROCKFORD — A Winnebago County judge on Friday delivered the final blow to the e�ort to save the former Catholic chancery building. Judge Donna Honzel ruled that while the chancery has spurred a lot of emotions in the fight to save it from the wrecking ball, legal precedent did not allow a lawsuit against the city to advance. The lawsuit, fi led by preservation group Save Piety Hill and members of the Signal Hill Neighborhood Association, claimed Rockford aldermen did not follow their own ordinances when they voted against landmarking the 90-year-old

long-vacant chancery building at 1243 N. Court St. Council’s vote overturned the city’s Historic Preservation Commission, which recommended in March to make the chancery a historic landmark. The city argued that aldermen followed procedure and were not legally bound to follow the recommendation of the commission. Attorneys for the Diocese of Rockford intervened in the case, maintaining there was no legal standing to sue. Honzel agreed, ruling that the plainti�s have no protectable right to use the property and did not su�er damages unique to those that may be su�ered by the general public. Although the chancery is aesthetically pleasing to the plainti�s, aesthetics, she said, were not enough to constitute standing. “I am sure the chancery is a beautiful building,” Honzel said from the bench. “This court is bound by case law and must make its decision on collective precedent.” Representatives from Save Piety Hill did not appeal Friday’s decision, which gave the diocese the green light to resume demolition as soon city o�cials lifted the stop-work order issued earlier this month. “We are very disappointed on multiple levels,” spokeswoman Carol JamborSmith said. “We are disappointed as historic preservationists that these buildings are no doubt going to be torn down and lost forever. I think the City of Rockford needs to take a moment and
think about that. We are disappointed as a neighborhood grassroots organization that fought hard against an entity that has deep pockets. We are disappointed that we fought against the City of Rockford because we are neighbors and residents of the city.” Jambor-Smith, former Third Ward Alderman, said the ruling removes a possibility of development in Signal Hill that adds to the vibrancy of a neighborhood that is experiencing vitalization. Save Piety Hill, however, has fi led an application to create a new historic district that would include the Cathedral of St. Peter campus that comprises the chancery, former convent and elementary school. City Legal Director Nick Meyer said while that application will not protect the chancery, it could o�er reprieve for other properties eyed by preservationists. “Any application that would come in after historic district designation would have to be accompanied by a certificate of appropriateness, but it doesn’t apply to permits that have already been issued,” Meyer said. The city issued a permit to demolish the chancery on May 16, the day lawsuit was filed. A stop-work order came the next day, when code o�cials learned the contractor did not properly notify adjacent property owners. Judge Lisa Fabiano then issued a temporary restraining order that halted things for 10 more days. She later recused herself, sending the case across the hall to Honzel, who extended
the order until after Friday’s hearing. “The Diocese of Rockford is grateful the ruling upheld the property rights of the Diocese to freely determine future and best use of its Cathedral of St. Peter campus property in accord with our religious mission,” the diocese said in a statement. “As we have continually maintained, the Diocese of Rockford is not just one neighborhood and one city but many over 11 counties in northern Illinois. Petitioners in this matter believe our buildings on the Cathedral campus should be turned over to secular or commercial enterprise because it is their personal vision. We have made it clear that is not our vision, nor is it our mission. The Diocese of Rockford and the Cathedral of St. Peter Parish have followed every legal process in this lengthy matter and now look forward to bringing a new life to the Cathedral campus that will engage and serve the faithful from every part of this northern Illinois diocese as soon as possible.” The diocese wasted no time with demolition. Crews had razed about a quarter of the 90-year-old chancery Saturday morning and had nearly all of it down by press time. Members of Save Piety Hill were on hand and displayed signs that read “Shame” alongside a photo cutout of Bishop David Malloy. The diocese says it will also demolish the old convent but have not announced plans for the St. Peter’s school, which will close at the end of this academic year.

Remembering when Prince wrote that song for you BY MESFIN FEKADU ASSOCIATED PRESS
NEW YORK (AP) – By the mid-1980s, the Bangles were already a successful band, touring across the world with airplay on college radio, but they hadn’t hit the mainstream in a major way. That’s when Prince gave them the gift of a lifetime by crafting a perfect piece of pop confection known to the masses as “Manic Monday.” The midtempo ditty about the frustrations about the start of the workweek, released in 1986, became their first top 10 hit, paving the way for a slew of others to come. Yet when Susanna Ho�s thinks back to the song, she has one regret – that she didn’t get a chance to thank Prince years later. When she talks about it now, the tears flow freely. “I feel so sad just thinking that,” she said, crying, in a phone interview with The Associated Press. “As an adult I wanted to thank him and I just didn’t get around to it.” She adds: “It’s like to this day, that song, I’ll always love singing it. And I love that it’s such a universal theme, and that it ... resonates with people in a really deep way.” Prince’s mastery in songwriting didn’t just benefit the Bangles: The late superstar penned some of the biggest hits of other acts’ careers, from Sinead O’Connor’s “Nothing Compares 2 U” to Sheila E’s “The Glamorous Life.” Demo versions of those songs and more appear on the new posthumous album, “Originals.” Jay-Z helped select the songs on the album, which will be available on the music mogul’s Tidal streaming platform exclusively for two weeks starting Friday, which would have been Prince’s 61st birthday. The album will be widely available on June 21. In interviews with the AP, Hoffs, Apollonia Kotero , Susannah Melvoin and Taja Sevelle explain the magic behind the songs Prince wrote for them years ago.
THE FAMILY and SINÉAD O’CONNOR, “NOTHING COMPARES 2 U”
When Susannah Melvoin – a vocalist in the Prince-formed group The Family – walked into the studio and first heard Prince’s demo of a song called “Nothing Compares 2 U,” she thought to herself: “This is just extraordinary.” “We were not only musically involved with one another; we were also physically and emotionally involved with each other at this time. When I got this track, I was really emotionally hit,” said Melvoin, the twin sister of Revolution guitarist Wendy Melvoin. Melvoin sang the second verse on the track and said “it was the first time I was set
free to sing in my own voice on something for (Prince).” “I was drunk on that. Hearing it this way and hearing Prince and I on this track, I’m right back there. I’m sort of drunk on every moment of it,” she added. “Nothing Compares 2 U” appeared on the Family’s self-titled 1985 album, but didn’t become a No. 1 hit until Sinéad O’Connor released her version in 1990. “Had he not given that track to us for The Family, I’m sure he never would have given it to Sinéad O’Connor,” said Melvoin, who said Prince would have kept the song for himself. “Sinéad was the right person at the time to foster this record. We weren’t. We unfortunately, after the first single, the band went separate ways.” Melvoin, 55, said songwriting for Prince “was his way of communicating. He wasn’t the guy that was the great communicator, like, ‘Hey, let’s sit down and have a glass of wine and talk’ – unless it was later in his life.” A few weeks before he died, Melvoin said Prince’s engineer called and said Prince wanted her to go into the studio to collaborate. “I can’t even tell you what that was for me. When he reaches out to you that way, you know that you’re in his internal world,” she said. “It was his full acknowledgement of me as a singer and songwriter, but also as the person that loved him and that he has loved at one time.”
APOLLONIA 6, “SEX SHOOTER”
Like Susanna Ho�s, Apollonia Kotero of Apollonia 6 cried thinking back about Prince gifting her a song, but not because she didn’t get the chance to thank him: She was able express her gratitude before he died in 2016. “I got to thank him for picking me. I started crying. And I told him, I said, ‘I never thanked you. I have to thank you because’ – oh God, every time I say this I get like...,” Kotero said, trailing o� as she began to tear up. “I said, ‘Because you picked me, I was able to put food on the table for my family,” she continued. “I was crying really hard. And then he responded ... ‘You’re making me cry.’ I thanked him. I said, ‘I love you once. I love you twice. I love you more than beans and rice’ – and that’s a lot for this Mexican girl.” Apollonia 6 was formed after Vanity (Denise Matthews) of Vanity 6 left the group, leaving open the role written for her in 1984’s “Purple Rain.” Kotero stepped into the part and Prince formed Apollonia 6, also featuring former Vanity 6 members Brenda Bennett and Susan Moonsie. Kotero’s first recording with Prince
was “Sex Shooter,” which appeared on Apollonia 6’s 1984 self-titled debut album and was also performed in “Purple Rain.” “He played it for me with his vocals. Then he also played one with Vanity’s vocals. He didn’t really want me to focus on that. He kind of just let me to hear it, just for the sake of, ‘This is what it was. We’re going to make it di�erent,’” Kotero recalled. “When I asked, ‘How so?’ He said, ‘Well, there’s a sensuality about you, it’s not a blatant sexuality. I just nodded my head, ‘OK.’ I’m going to agree with him. He’s the boss. That was the first time I’d heard it. I fell in love with it. I was honored. Are you kidding me? I couldn’t stop pinching myself.” Kotero said Prince held a 30th anniversary party for her at Paisley Park in 2014 to celebrate the song, album and “Purple Rain.” And though she’s turning 60 in August, Kotero says she’s still a sex shooter. “If I think back about ‘Sex Shooter’ at my age, well, I’m still shooting love in your direction,” she said. “I’m always going to be a sex shooter — always and forever and I hope it’s on my epitaph.”
THE BANGLES, “MANIC MONDAY”
Both nervous and excited, Susanna Ho�s remembers the pressure she felt when she went in to record “Manic Monday.” “I can still picture being in that dark room in the recording studio,” Ho�s said. “The moment that I started singing it – it felt so right. My gratitude from that moment until, cut to all these many years later, is so deep.” Ho�s, 60, said Prince was a fan of the Bangles and he surprised the band by showing up to one of their shows and performing with them onstage. Then he decided to send the group “Manic Monday,” slotting the name Christopher as the song’s writer. For Kenny Rogers’ “You’re My Love” – which also appears on the “Originals” album – Prince used the moniker Joey Coco. Though the Bangles had some success with its debut album, 1984’s “All Over the Place,” it was “Manic Monday” that pushed their careers to new heights and helped

their sophomore album, “Di�erent Light,” reach triple platinum status. The band went on to release more hits with “Walk Like an Egyptian,” ‘’Eternal Flame,” ‘’Hazy Shade of Winter” and “In Your Room.” But “Manic Monday” remains special to Ho�s, who recalls hearing it on Top 40 radio for the first time. “We were standing on a street corner and a convertible pulls up, and we didn’t even recognize the song for a second ... hearing ourselves was a great disconnect,” she said. “We were like jumping up and down and being ridiculous, with excitement over it.”
TAJA SEVELLE, “WOULDN’T YOU LOVE TO LOVE ME?”
For Taja Sevelle, being an extra in “Purple Rain” led to a record deal and lifelong friendship with Prince. Sevelle, a performer who is also an author, recalls spending 48 hours straight in the studio with Prince recording her demo. One of the songs they collaborated on was “Wouldn’t You Love to Love Me?” – which became the second single from Sevelle’s 1987 self-titled debut, released on Paisley Park Records. It was rumored the song was originally submitted to Michael Jackson but he rejected it. “I don’t know if it’s true or not. I just don’t know the answer to that,” Sevelle said. “It’d be interesting to find out. We could probably call Quincy and ask him, he might know.” Sevelle considers Prince the greatest musician she’s ever collaborated with – and she’s worked with a heady bunch including “Burt Bacharach and Thom Bell and Nile Rodgers – you know, I’ve learned from all of these masters.” She added: “With Prince, he’s just the crème de la crème. He’s a perfectionist in every way,” she said. “In hindsight I’ve felt like, ‘Oh I wish I didn’t take it for granted quite as much.’ Maybe I took it for granted a little bit too much. I think experience teaches you to cherish the situations that are rare and wonderful. I knew it at the time, but I know it more now.”

Dow jumps over 500 points amid hopes of Fed rate cut By Damian J. Troise and Alex Veiga Associated Press
The Dow Jones Industrial Average jumped more than 500 points Tuesday as investors welcomed signs that the Federal Reserve may cut interest rates to help buttress U.S. economic growth in the face of escalating trade wars. Optimism about a resolution to one of those trade disputes and a rebound in technology shares also boosted the market. The benchmark S&P 500 index notched its best day since early January. Federal Reserve Chairman Jerome Powell spurred the rally when he said the central bank was “closely monitoring” trade developments and would “act as appropriate” to sustain the U.S. economic expansion. Investors read his remarks as a signal that the Fed will likely cut interest rates later this year. Investors have been worried the expanding conflicts between the U.S. and some of its biggest trading partners could slow U.S. economic growth and stymie corporate profits. They’ve been dumping stocks for the past month and fleeing to safer holdings such as bonds. “The concern in the market is that economic data is going to worsen,” said Jeff Zipper, managing director at U.S. Bank Wealth Management. “If economic data worsens, then growth slows down. So obviously a rate cut would provide liquidity into the economy and the marketplace, and that’s what investors are looking at right now.” The Nasdaq composite rode the rally in technology stocks to a gain of 194.10 points, or 2.7%, to 7,527.12. The index recouped
the losses it racked up a day earlier, when tech stocks slumped over concerns that several big internet companies could face more scrutiny from antitrust regulators. The S&P 500 index gained 58.82 points, or 2.1%, to 2,803.27, its best performance since Jan. 4. The Dow vaulted 512.40 points, or 2.1%, to 25,332.18. The Russell 2000 index of small companies picked up 38.58 points, or 2.6%, to 1,508.56. Major stock indexes in Europe also closed broadly higher. Speaking at a Fed conference in Chicago, Powell said: “We are closely monitoring the implications of these developments for the U.S. economic outlook and, as always, we will act as appropriate to sustain the expansion.” Powell didn’t explicitly say what the Fed would do. But his remarks fueled expectations that the central bank will cut rates at least once and possibly two or more times before year’s end, in part because of the consequences of the trade war. There is concern that the U.S. economic expansion, which next month will become the longest on record, could face growing risks of a recession as retaliatory tariffs weaken U.S. exports. Investors in the futures market are now pricing in a 59 percent chance of a Fed rate cut by July. “The market does not like uncertainty, so if we get more certainty as far what the Fed is going to do and what they’re saying, that bodes well for the market,” Zipper said. policy after steadily raising rates for two years. Investors have been hoping it will go further and cut interest rates to give economic growth another push. Fresh hopes for a resolution in the U.S.-Mexico trade dispute also helped put investors in a buying mood. Mexican Foreign Minister Marcelo Ebrard said that Mexico can likely reach a deal with the U.S. at a meeting Wednesday. That would stave off President Donald Trump’s threat to place 5% tariffs on Mexican goods beginning June 10 as part of a broader immigration dispute. The threat of a trade battle with Mexico has worried investors already nervous about the ongoing trade war between Washington and Beijing. Automakers rallied as traders bet that the U.S. and Mexico will work out their trade issues. Many automakers import vehicles from Mexico and would be hit particularly hard if the U.S. imposes tariffs. Ford Motor climbed 3.2%, General Motors gained 6% and Fiat Chrysler added 4%. Chipmakers were among the biggest gainers in the technology sector. Nvidia jumped 6.9% and Advanced Micro Devices climbed 7.2%. Other technology companies rallied. Microsoft rose 2.8% and Apple added 3.7%. Facebook rose 2% after a shaky start. A top European Union legal adviser said that social media networks could be ordered to take down any text, photo or other media ruled to be defamatory by a court, anywhere in the world. Banks also posted solid gains as bond prices fell, driving yields on the 10-year Treasury note to 2.12% from 2.08% late Monday. Banks benefit from higher yields because they can charge more interest on loans. Bank of America rose 4.6% and Citigroup gained 5.2%. Traders bid up shares in Tiffany & Co. after the luxury jeweler beat Wall Street’s profit forecasts for the first quarter. Investors focused on the solid profit figures amid a very mixed report. Tiffany gained 2.6%. Energy futures closed mostly higher Tuesday. Benchmark U.S. crude gained 0.4% to settle at $53.48 a barrel. Brent crude oil, the international standard, closed 1.1% higher at $61.97 per barrel. Wholesale gasoline fell 1% to $1.72 per gallon. Heating oil added 0.8% to $1.82 per gallon. Natural gas rose 0.5% to $2.42 per 1,000 cubic feet. Gold inched 0.1% higher to $1,328.70 per ounce, silver added 0.2% to $14.77 per ounce and copper rose 0.7% to $2.67 per pound. The dollar rose to 108.07 Japanese yen from 108.02 yen on Monday. The euro strengthened to $1.1258 from $1.1257.

Electric flight enters commercial market BY ALLEN PENTICOFF COLUMNIST
A recent news brief found in the June 2019 issue of AOPA Pilot Magazine (a publication of the Aircraft Owners and Pilots A ssociat ion) says this: “AIRLINE TO TURN ITS SEAPLANES INTO EPLANES – Harbour Air, North America’s largest seaplane airline, based in Vancouver, British Columbia, and Seattle [Washington], plans to transform its aircraft into the “first completely electric commercial seaplane fleet.” The 42-aircraft airline plans to convert its fleet of de Havilland Beavers, Otters and Twin Otters in a partnership with Redmond Washington-based electric propulsion venture magniX, using the magni500, a 750-horsepower electric motor.” This is significant news. While electric powered airplanes have been experimented with over the last few years – due to the increasing availability of light-weight powerful electric motors and energy dense batteries, the commercial application of converting existing conventional aircraft to electric power and using them in a passenger carrying for hire situation is nothing short of ground-breaking. The above-mentioned
aircraft are large sturdy airplanes. They have big radial gas burning engines or in the case of the Twin Otter, kerosene burning turbine engines. These big engines not only burn a lot of fuel, but have a lot of maintenance, particularly when flown in daily commercial use over fi xed routes. The availability of these very powerful “750-horsepower” electric motors is what makes this technically possible, plus the large battery capacity that would be needed to make this possible. These aircraft are cargo-carrying planes, so they produce a lot of lift, but are not particularly speedy. The point is that they can go where no roads go so the time to get there does not matter too much. The weight of the batteries is o�set by not needing to carry the weight of the fuel, which is considerable. In this particular flight operation, the planes are not going on thousand-mile flights, but rather a few hundred miles at most, then returning to their base of operation at the end of the day where there are the necessary recharging facilities. bodies have long been extraordinarily conservative about approving any new technology – and thus manufacturers must jump through many hoops to get their products approved for use in aircraft – and NO commercial aircraft can use un-approved technology. On the other hand, at the other end of the aircraft size scale, is the “ultralight.” An ultralight is a low-powered, very light aircraft limited to weighing only 254 pounds empty and can carry only five gallons of fuel with a maximum top speed of 63 mph. You do not need a pilot’s license to fly an ultralight aircraft and it cannot carry any passengers either. Within that restricted envelope of specifications there are many iterations of small, light, simple aircraft. A couple months ago, a brief report in Sport Aviation Magazine (a monthly publication of the Experimental Aircraft Association) described an electric powered ultralight owned by Richard Steeves of Madison, Wisconsin. Being nearby, I contacted Mr. Steeves, and long story short, I arranged to inspect his aircraft and watch him fly it from the Sauk – Prairie Airport, Prairie Du Sac, Wisconsin. His eGull 2000 was the sleekest ultralight aircraft I’ve ever seen. While most consist of aluminum tubes, primitive wings with wires supporting them and propelled by a small two-cycle engine that is exposed to the elements (a standard Gull uses one as well), Steeves’ Gull was very clean aerodynamically with metal cantilever wings with no struts or wires. Steeves had purchased his Gull used, built new longer wings for it himself, then removed the gasoline engine and put in its place the electric motor, battery pack and instrument pod from a Zero electric motorcycle. He had bought the entire motorcycle and traded o� the frame of the motorcycle for some of the labor done by the aircraft builder in making the conversion. It is one sweet little airplane. I was quite impressed. When Steeves started it - it was the typical electric thing – turn it on and go. Relatively quietly. Regular airplane engines of the certificated sort are quite primitive by automobile standards and require just the right combination of actions by the pilot to get them started (and sometimes they don’t start) - then start with a roar. Not so the electric. Steeves’ eGull got into the air quickly as all ultralights do, then he made a fly-by down the runway. I was a bit disappointed in that the propeller noise, spinning at a high RPM, was about the same as with a gasoline powered ultralight. Nonetheless, Steeves reports he regularly flies in close formation with flocks of ducks migrating along the nearby Wisconsin River. He gets quite close to them and they don’t seem to mind his presence at all.
I could certainly see myself flying an electric ultralight or other electric airplane, and I do day dream about building or converting an aircraft to electric power. Steeves admits that he has about $40,000 in his eGull (he is a Tesla Model 3 driving retired oncologist – so the expense is not unbearable). Steeves had previously built an all-wood amphibious airplane called a Coot – so he comes to this enterprise with considerable experience. There is far more I have learned from Mr. Steeves, but that is for a future Mr. Green Car or two. Electric flight is upon us. Major electrical manufacturer Siemens is big into developing electric aircraft (far more popular in Europe than in the U.S.) and there are several designs, some theirs, now flying and available for purchase. One major issue for the development of electric flight is the lack of charging infrastructure for airplanes. Steeves’ eGull can stay aloft for about an hour and travel 50 miles. He has flown cross-country with it, but charges using two chargers and cords he brings along – it takes about two hours to replenish his batteries using 110-volts. I wanted him to fly it down to my “home” airport at Brodhead, Wisconsin, which is about 70 miles from his home base airport. He’d need to stop and charge somewhere – but there is no public airport in between the two where this can be done. At least he can charge when he gets here. To that end I asked my local EAA chapter (431) to look into installing charging facilities. The board said go ahead and look into it. What I found in contacting Siemens directly is that there is no, as yet, any standard for charging plugs for airplanes. Hmm. Hope that comes along soon. At present, most electric flying activity is local fun flying or training where aircraft return to their home base for charging. This greatly limits the utility of aircraft. That’s not so bleak a picture though. Just like the development of the automobile, where once upon a time you had to take all the gas with you that you needed for a trip – the availability of charging for aircraft will follow the more widespread use of them as more and more operators like Harbour Air find the near-zero maintenance and low cost operating expenses of electric powered aircraft appealing. In the meantime, Mr. Green Car is contemplating buying a Zero electric motorcycle and riding it around until he finds the right little airplane to swap its motor to. Under the guidelines of building experimental aircraft, this is quite possible and I hope more experimenters look at this option as well - for recreational flying is one of those “polluting for pleasure” activities. I’d love to see more nice clean fun taking place in our skies.

Rockford’s history is rich with many cultures, stories and celebrations. One celebration that I have been introduced to in the past two years is the Swedish celebration of the coming of summer called Midsommar. If you are new to Rockford, or have lived here your whole life, you start to meet many people around town with the last names of Anderson, Johnson, Nelson and any other Scandinavian surname your mind can fathom. That’s right, Rockford has a ton of Swedes. We have a Swedish American Hospital, Swedish import shop (Finials), Swedish owned Japanese Gardens (Anderson Japanese Gardens) and of course Swedish restaurants (Stockholm Inn). I currently have the honor of being the Executive Director of the Swedish Historical Society, an organization that has
championed the Swedish cultural, traditions and history of its people in Rockford for over 80 years. So, when it comes to Midsommar, it is serious business. In Sweden, Midsommar falls on the longest day of the year- the summer solstice. In Rockford, Midsommar Fest is on the third Saturday in June, or June 15th from 10:00 AM – 3:00 PM. The Midsommar celebration in Sweden and in Rockford include making flower crowns, dancing around the majstång (maypole), eating wonderful foods, drinking beer and dancing the night away. The Swedish Historical Society hosts vendors, a children’s craft area and live music from Svea Sonjer Harmony Club and Swingbilly RFD during the day. Delicious dishes like Swedish pancakes, meatballs and strawberries and ice cream will be served, and if you get there early enough, you may
even be able to snag the Swedish bakery items up for sale. If you need to add some Swedish flair to your home or are looking for a perfect Swedish gift, swing by the MorMors’ Attic sale in the garden of the Erlander Home. MorMor is the Swedish word for mother’s mother and I am sure if you had a MorMor, she had some of this stuff laying around the house! With the help of Prairie Street Brewhouse’s lingonberry beer and a concert from ABBA Salute later that night at 7:00 PM at Veteran’s Memorial Hall, your Midsommar celebrations will be complete. Midsommar preparations begin at the beginning of the year booking bands, lining up vendors and connecting with restaurants to feature Swedish dishes and family favorites. It takes two days to set up the giant tent and get the stage ready for the entertainment. The

majstång is cut fresh each year from a local farm and covered with harvested wild greens and flowers. Last week I was watching something on TLC and saw a promo for a new series called Kate Plus Date. Yep. She’s back. Kate Gosselin has yet another reality show. I know she has a passel of kids to support, but I really wish she’d realize her 15-minutes of fame ended nearly a decade ago. Maybe then she could return to her roots as a nursing professional, or at least find a career that’s outside the public eye. Way back when her first reality series, Jon & Kate Plus 8, premiered in 2007 it was an immediate sensation. Kate and her then-husband, Jon, were living in a modest home with a pair of twins and a set of sextuplet toddlers. Sure, the couple argued a lot, and Kate had to take charge most of the time – often to the point where she treated Jon like a child – but they were constantly stressed out just getting eight young kids fed, dressed, and bathed each day. Shortly after the family relocated to a much larger house, it became increasingly clear to most viewers that the situation between Kate and Jon was tenuous at best. Before long they announced they were separating. Once Jon bowed out of the show it was retitled Kate Plus 8, and the once-practical mother of eight had a makeover that was almost worthy of one of Bravo’s Housewives shows. (Heavy make-up, fake nails, hair extensions, spray tan – but at least Kate didn’t opt for duck lips.) Of course, in some ways the new look was a better fit with what seemed
to be a perfectionistic and high-maintenance personality. After the series ended in late 2009, there was a failed show called Twist of Kate, which led to a series of Kate Plus 8 specials tracking events in the lives of Kate and the kids. Over the years she competed on both Dancing With the Stars and The Apprentice, guest hosted on The View, and appeared with her kids on a 2013 episode of Celebrity Wife Swap. Clearly, she enjoys being on TV. That’s why when I saw the ad for yet another Kate Gosselin reality show only one word came to mind: Why? I find it hard to believe that very many people would watch a show about Kate when her kids were the real stars of her past shows. And I really don’t understand why TLC thought the world needed yet another Kate Gosselin show. Maybe it’s part of a contractual obligation? I don’t know. The commercial didn’t o�er anything that would entice me to tune in. Like I said earlier, I know Kate has a bunch of teenage kids to support. That takes a lot of cash. But there are other ways for her to earn money – and even keep her in the public eye – without continuing to crank out reality shows. She’s already written or co-written several books, and love her or hate her, she always seems super-organized. Maybe she could write a book about organization, or better yet start a new career as a professional organizer. If and when she does that, I just hope no one televises it.

Nate Hagen brings an economic perspective to the energy situation and is well qualified to speak on the link between energy and money. As a former Wall Street money manager, he voluntarily left his lucrative practice when he realized the people for whom he managed money did not seem particularly happy and were preoccupied with continuing to increase their net worth. Many of his investment decisions involved natural resource stocks including energy. It led him to read more widely on natural resources which he came to recognize as finite, depletable resources; using them as we do leaves behind substantial environmental damage. A key understanding widely recognized but ignored is that the vast majority of the negative impacts of development are not included in the prices we pay for our goods and services. For Hagen our society is energy blind. Behind all our goods and services is the consumption of energy. Our actions are directed at increasing energy supplies and our reliance on technology. We continue to use energy at a prolific rate assuming our cleverness will provide abundant, cheap energy sources indefinitely. According to Hagen 99% of the work done in society is based on using energy. When we spend money it is really a claim on energy and when it is funded by debt it represents a future demand on energy. Our society is based on money but few of us pay much attention to it and how it is created. Hagen estimates that 95% of the money in society originates with a loan from a bank; the money is created at the Federal level and has had nothing tangible standing behind it since Nixon took us o� the gold standard. A new Green Deal being promoted at the Federal level is aimed at dramatically reducing the use of fossil fuels in society
to address climate change and increase our reliance on renewable energy. It would be funded by printing more money adding to the federal debt. The current abundance of oil and gas has come from fracking, and the industry has yet to produce a profit. Higher prices are essential for the industry to become profitable. Financing the Green Deal is based on the premise that a sovereign power can’t default on its debt as long as it prints more money. But increasing the level of debt leads to inflation causing people to lose faith in their money, undermining the economy, Hagen believes our institutions are not acting quickly enough to address climate change and suggests a 30% reduction in the size of the economy is essential to address climate change and other environmental problems. While supportive of renewable energy, Hagen reminds us the industry remains reliant on fossil fuels to manufacture and maintain renewable energy systems. A related challenge is whether industry can scale up quickly enough to replace fossil fuels. He also suggests renewable energy be renamed replaceable since it is a more accurate description of their nature. A tree can produce seeds to replace an aging one but a wind generator cannot. Essentially, he calls on individuals to simplify their lives now and learn new skills such as gardening and repairing the goods we already have that could be useful in a future addressing the challenge of a Great Simplification. He calls on individuals to unite with people of similar interests where they live and devise ways the community could deal with the challenge of downsizing the local economy in anticipation of its necessity. A need for speed: Kerrith Whyte Jr. continues a Bears’ fast track mission By Robert Zeglinski Contributor
Unthinkably, the average bear can run anywhere from 25-28 miles per hour. When factoring in weight ranging from 600 to 1,000 pounds, almost half a ton, bears might be some of the most underrated athletes in the animal kingdom. They’re routinely the fiercest predators of any ecosystem they find themselves in. And when they’re motivated, the utter ferocity, power, and speed they have make bears animals that should never be underestimated. In this food chain equation, it’s their speed that separates bears from the rest of the clawed titans and alphas crossing their path. If they were as sizable as they are normally, but slowly lumbered around, their ruthless survivalist reputation would not be earned. Instead, set one off for any reason, or find yourself in throes of a hungry bear, and you’ll be lucky to get away. For bears, speed is the differentiator between a powerful, oft-mysterious predator, and an afterthought. The same can be said for the football version of Bears, and one of their new draft additions in speedster Kerrith Whyte Jr. Over the course of a three-year career with Florida Atlantic, the 22-year-old Whyte Jr. was one of college football’s most explosive and crucially, most overlooked weapons. A 4.36 40-yard dash run at his pro day – which would’ve been second-fastest among all Combine participants – is a mere example of what happens when Whyte Jr. gets a full head of steam in the open field. It’s also, fittingly, an actual accurate portrayal of what happens when he gets the ball in his hands – complete chaos for the defense always following him in his wake. Now that he plays for the Bears, you can fatefully compare Whyte Jr. to his bears friends as he can similarly go from 0-100 in a split second and go for the kill, a touchdown, without warning. The only
major difference between the two being sheer unattainable size. In fact, the 5-foot10, 200 pound sharply-dressed Whyte Jr. could be characterized as the farthest thing from an actual bear, unlike some of his larger defensive teammates. But leave him as an oversight at your own risk. Should he get the chance to showcase his special gifts in the NFL, this is a blazer that’ll get a familiar jump on the most unfortunate of special teams coordinators. Where Whyte Jr. made his hay as an amateur is in the return game. In 2017, he became the first FAU player to ever score a kick return touchdown in program history. The rest of his college resume with a non-football powerhouse, predictably, blossomed from there. On a total of 81 kick returns in three years, Whyte Jr. accumulated well over 2,000 return yards: an average of 26.1 yards per attempt. That figure would’ve placed him near the tops among his peers every year from 2016-2018 as the only major FCS player to feature in the top 25 of return yardage each of the last three seasons. No matter the sample size, he made the most of his opportunities. He was the epitome of a bang-for-your-buck player on a play slowly being phased out of all levels of football, which speaks even more to his on-field value. But as long as the return game (tentatively) remains a factor in pro football, Whyte Jr. should have a place with the Bears. As long he retains his trademark speed, he fits Chicago’s new modus operandi of speed to a tee, as has been foreshadowed throughout this off-season. “I think we’re an exciting offense to watch and I think we’ve got a lot of pieces that can do a lot of different things and that’s only going to grow in Year 2,” Pace said before the festivities of the 2019 Combine kicked off. “Now from a personnel standpoint, do we need to add to that? Yes. Do we want to get faster and more

explosive? Yes. And that’s our challenge.” Following Pace’s on-the-nose challenge, the Bears would go on to add Cordarrelle Patterson, perhaps football’s premier active returner. It’s one thing to have balance and offensive diversity, like the Bears already do. It’s an entirely different subject to legitimately strike fear into workaholic defensive coordinators and quality control coaches, to make them lose more sleep than they already do. Offensive balance and diversity doesn’t inspire any kind of fear. To a degree, both facets can be limited with a quality gameplan. But throw in any mix of players who take game-plans and put them in a paper shredder off of the simplest of mistakes, and trouble follows. On a contending team, you can never have too many of these types of homerun hitters, these fifth and sixth magical unspoken elements. As ridiculous as they are, Patterson and the electric Tarik Cohen wouldn’t be enough or nearly satisfactory for the Bears. A contending team has multiple players who can flip the dynamic of a game on its head in an instant and leave heads spinning. Enter the seventh-round pick in Whyte
Jr. and his eventual ideal development into a special teams alpha. While Patterson holds the mantle of Bears’ lead dog returner for now, he’s only officially guaranteed one season on his fresh two-year, $10 million contract. If Whyte Jr. can open enough meaningful eyes between now and whenever the Bears’ 2019 season ends, it isn’t a stretch to say he can be the heir apparent to the far more seasoned Patterson. Whyte Jr. has experience making the most of limited opportunities by now. He reflected so after the draft. “Opportunities, they present themselves,” Whyte said in April. “I’m thankful to say I took advantage of a lot of them.” If all goes well, like with most kick returners, you won’t see Whyte Jr.’s impact coming until he’s waving past helpless special teams defenders on en route to the end zone. He’ll take advantage of his chances as he always has. If the speedy Whyte Jr’s playing career continues to play out like it has to this point, he’ll soon earn himself his own ruthless reputation in the NFL’s kingdom.
