SPRINGFIELD – The Illinois Senate is scheduled to return to the Capitol Tuesday to consider an energy regulatory overhaul bill that is years in the making but was not yet filed in its final form as of Monday night. The House is scheduled to return Wednesday. But several interest groups are pushing back on facets of the bill amid another frenzied push ahead of an arbitrary legislative deadline, and closed-door discussions continue on one of the marquee campaign promises of Gov. JB Pritzker. Working groups with representatives from the state’s public utilities, green energy groups, lawmakers and the governor’s o�ce met through the weekend in an e�ort to reconcile a bill drafted by the governor’s o�ce with a draft initiated in the Senate. According to stakeholders from those working groups, the major tenets of the legislation remain the same as they have for months – putting Illinois on a path to 40 percent renewable energy by 2030 through an increased fee on ratepayer bills; encouraging adoption of electric vehicles through rebates and incentives; and getting the state to 100 percent carbon-free energy by 2050. While some language is still being negotiated, the governor’s proposed bill contains several ratepayer-funded subsidies for nuclear generators, renewable projects, a coal-to-solar transition and more.

That includes, but is not limited to, $694 million in subsidies to three nuclear plants owned by energy giant Exelon at a cost of about 80 cents on the average monthly ratepayer bill; an added $1.22 to an average bill to fund new renewable development; 86 cents for an expanded low-income weatherization program; about 18 cents per month to incentivize the transition of closed or closing coal plants to solar facilities; and another 9 cents per month for the conversion of coal sites to battery storage. The average ratepayer bill for the purposes of the estimates is based on 650 kilowatt hours of usage monthly, which would equal a bill of about $90, depending on the area of the state. Members of the working group believe the level of subsidies, as well as the vast majority of the provisions in the two nearly 900-page draft bills, have been worked out. But negotiations continue on a number of measures, including the planned 2035 closure date for coal plants, equity measures for the renewable energy industry and language mandating that prevailing wages be paid for labor on renewable projects. The closure date for coal plants is the issue that derailed the bill ahead of the May 31 adjournment date of the regular legislative session. The current version of the governor’s bill would force the plants to be emission-free by 2035 through declining caps on emissions. Gas plants would be required to be emission-free by 2045. Members of the working group said the discussions include conversations about what level of carbon sequestration – such as capturing emissions and burying them underground – would be acceptable in meeting the declining carbon caps. Lawmakers representing the Prairie State Energy Campus in Marissa, Illinois and Springfield’s City, Water, Light, and Power coal-fired plants have also pushed back on the 2035 date. As written, the governor’s proposal would create a task force to investigate sequestration and debt financing options for Prairie State and a�ected municipalities which are paying o� bonds for the power plants. Rep. Ann Williams, D-Chicago, who is a member of the working groups and a longtime champion of renewable energy e�orts such as the Clean Energy Jobs Act, said in a phone call Monday that while negotiations continue on the sequestration language, she was skeptical that any sequestration method could prove 100 percent carbon free, calling it a “temporary, not permanent” solution. Any energy package must be “a strong, climate-led bill” focused on
reducing carbon emissions. “Honestly, at some point, coal plants need to close regardless,” she said. “We don’t want to continue to mine coal, we want to use nuclear as a bridge, and then we want to get to all renewables. And there’s really no need to invest, in my opinion, millions of dollars for decades if we’re going to be wrapping up production of power through fossil fuels.” But 52 lawmakers from both chambers – including two Democrats each from the House and Senate – sent a letter to the governor over the weekend opposing the coal plant closure provision. The measure needs 36 votes in the Senate and 71 in the House to pass. The letter was signed by 18 of the 59 state senators and 34 of the 118 state representatives. “Combined, these two plants employ more than 1,100 workers and support an additional 1,000 skilled union tradesmen and women in good, high paying jobs,” the lawmakers wrote. “If legislation is enacted to close these plants in 2035, before the end of their useful lives, there will be devastating consequences.” The letter also pointed to Illinois’ geologic makeup, which allows for the storage of carbon emissions deep into underground formations. A coalition of 20 business organizations also sent the governor a letter Monday calling the proposed language “the largest rate hike on consumers and businesses in history.” Included on the letter was the Illinois Chamber of Commerce, the Illinois Manufacturers Association, the Illinois Retail Merchants Association, the Illinois Municipal League and others. “On several occasions we have requested economic, reliability, and rate impact studies and the raw data inputs that undergird them. Those requests have been ignored. These are landmark energy changes (that) will upend Illinois’ competitive energy marketplace,” the organizations wrote in the letter. They urged lawmakers and the governor to slow the bill down so that a full cost analysis can be conducted and the exact language of the final bill can be analyzed. “At minimum, we project the first installment of the cost increase on businesses and municipalities to be $700 million annually; including an additional $215 million to pay for new programs paid for by ratepayers without their input,” the groups wrote in the letter. As US COVID-19 death toll nears 600,000, racial gaps persist By Carla K. Johnson, Olga R. Rodriguez and Angeliki Kastanis Associated Press
Jerry Ramos spent his final days in a California hospital, hooked to an oxygen machine with blood clots in his lungs from COVID-19, his 3-year-old daughter in his thoughts. “I have to be here to watch my princess grow up,” the Mexican American restaurant worker wrote on Facebook. “My heart feels broken into pieces.” Ramos didn’t live to see it. He died Feb. 15 at age 32, becoming not just one of the nearly 600,000 Americans who have now perished in the coronavirus outbreak but another example of the outbreak’s strikingly uneven and ever-shifting toll on the nation’s racial and ethnic groups. The approaching 600,000 mark, as tracked by Johns Hopkins University, is greater than the population of Baltimore or Milwaukee. It is about equal to the number of Americans who died of cancer in 2019. And as bad as that is, the true toll is believed to be significantly higher. On the way to the latest round-number milestone, the virus has proved adept at exploiting inequalities in the U.S., according to an Associated Press data analysis. In the first wave of fatalities, in April 2020, Black people were slammed, dying at rates higher than those of other ethnic or racial groups as the virus rampaged through the urban Northeast and heavily African American cities like Detroit and New Orleans. Last summer, during a second surge, Hispanics were hit the hardest, suffering an outsize share of deaths, driven by infections in Texas and Florida. By winter, during the third and most lethal stage, the virus had gripped the entire nation, and racial gaps in weekly death rates had narrowed so much that whites were the worst off, followed closely by Hispanics. Now, even as the outbreak ebbs and more people get vaccinated, a racial gap appears to be emerging again, with Black Americans dying at higher rates than other groups. Overall, Black and Hispanic Americans have less access to medical care and are in poorer health, with higher rates of conditions such as diabetes and high blood pressure. They are also more likely to have jobs deemed essential, less able to work from home and more likely to live in crowded, multigenerational households, where working family members are apt to expose others to the virus. Black people account for 15% of all COVID-19 deaths where race is known, while Hispanics represent 19%, whites
61% and Asian Americans 4%. Those figures are close to the groups’ share of the U.S. population – Black people at 12%, Hispanics 18%, whites 60% and Asians 6% – but adjusting for age yields a clearer picture of the unequal burden. Because Blacks and Hispanics are younger on average than whites, it would stand to reason that they would be less likely to die from a disease that has been brutal to the elderly. But that’s not what is happening. Instead, the Centers for Disease Control and Prevention, adjusting for population age differences, estimates that Native Americans, Latinos and Blacks are two to three times more likely than white people to die of COVID-19. Also, the AP analysis found that Latinos are dying at much younger ages than other groups. Thirty-seven percent of Hispanic deaths were of those under 65, versus 12% for white Americans and 30% for Black people. Hispanic people between 30 and 39 – like Ramos – have died at five times the rate of white people in the same age group. Public health experts see these disparities as a loud message that the nation needs to address deep-rooted inequities. “If we want to respect the dear price that 600,000 people have paid, don’t return to normal. Return to something that is better than what was,” said Dr. Clyde Yancy, vice dean for diversity and inclusion at Northwestern University’s medical school in Chicago. He added: “It will be an epic fail if we simply go back to whatever we call normal.” Ramos had asthma and diabetes and had quit his job as a chef at Red Lobster before the pandemic because of diabetes-related trouble with his feet. He died during the devastating winter surge that hit Latinos hard, and the rest of his household of seven in Watsonville, an agricultural city of around 54,000 people about 90 miles south of San Francisco, also got sick. That included his toddler daughter; the family matriarch, 70-year-old Mercedes Ramos; and his girlfriend, who was the only one in the household working and the first to get infected, bringing home the virus from her job managing a marijuana dispensary, according to family members. Mother and son were admitted to the same hospital, their rooms nearby. They would video chat or call each other every day. “He would tell me he loved me very much and that he wanted me to get better and that he was doing fine, but he was telling me that so I wouldn’t worry,” Mercedes Ramos said in Spanish, her voice breaking. She has since
returned to her job picking strawberries. Gaps in vaccination rates in the U.S. also persist, with Blacks and Hispanics lagging behind, said Samantha Artiga of the Kaiser Family Foundation, a nonpartisan health-policy research organization. Experts say several factors could be at work, including deep distrust of the medical establishment among Black Americans because of a history of discriminatory treatment, and fears of deportation among Latinos, as well as a language barrier in many cases. The U.S. was averaging about 870,000 injections per day in early June, down sharply from a high of about 3.3 million a day on average in mid-April, according to the CDC. Initial vaccine eligibility policies, set by states, favored older Americans, a group more likely to be white. Now, everyone over 12 is eligible, but obstacles remain, such as concerns about missing work because of side effects from the shot. “Eligibility certainly does not equal access,” Artiga said. “Losing a day or two of wages can have real consequences for your family. People are facing tough decisions like that.” The AP’s analysis of the outbreak’s racial and ethnic patterns was based on National Center for Health Statistics data on COVID-19 deaths and 2019 Census Bureau population estimates. It’s less clear who is dying now, but the still-incomplete data suggests a gap has emerged again. In Michigan, Black people are 14% of the population but accounted for 25% of the 1,064 deaths reported in the past four weeks, according to the most recent available state data. Similar gaps were seen in Florida and Pennsylvania. “For people of color like myself, we’ve had deep personal experiences during the pandemic” of caring for loved ones and sometimes losing them, said Yolanda Ogbolu, a nurse researcher at the University of Maryland, Baltimore. Ogbolu, who is Black, made herself an advocate for two relatives during their COVID-19 hospital stays: her 50-year-old police officer brother – she persuaded his doctors to treat him with the drug remdesivir – and her 59-year-old repairman uncle. She called the hospital daily during his 100-day stay. Both survived. But Ogbolu wonders whether they would have lived if they hadn’t had a nurse in the family. “What happens when people don’t have that person to push for them? What happens when you don’t even speak the language?” Ogbolu said. “What happens when they don’t know how to navigate the health system or what questions to ask?”

BRUSSELS (AP) — President Joe Biden on Tuesday moved to end a long-running dispute with the European Union over subsidies for aircraft manufacturers, a major breakthrough in the U.S.-EU trade relationship that comes on the eve of his highly anticipated meeting with Russian President Vladimir Putin. The announcement that the two sides reached resolution in a 17-year dispute over how much of a government subsidy each can provide for its aircraft manufacturing giant — Boeing in the United States and Airbus in the EU.—came as Biden met with European Council President Charles Michel and European Commission President Ursula von der Leyen. With the move, Biden eases a major point of tension in the trans-Atlantic relationship at a moment he’s seeking to marshal widespread European support for his e�orts to counter Russia prior to his Wednesday meeting in Geneva with Putin. U.S. Trade Representative Katherine Tai told reporters that the agreement calls for a five-year suspension of the aircraft tari�s, and stressed that it was time to put aside the fight and focus on China’s economic assertiveness. “Today’s announcement resolves a longstanding trade irritant in the U.S.-Europe relationship. Instead of fighting with one of our closest allies, we are finally coming together against a common threat,”” Tai said. “We agreed to work together to challenge and counter China’s non-market practices in this sector in specific ways that reflect our standards for fair competition. “ She added that the tari�s could be reimplemented if the U.S. determines U.S. companies are not able to “compete fairly” with the EU’s. The tari�s had been temporarily suspended on March 11 for four months, and the new agreement will o�cially go into e�ect on July 11. To be certain, the U.S.-EU relationship faces other trade-related friction. The continent’s leaders are becoming impatient that Biden has not yet addressed Donald Trump’s 2018 decision to impose import taxes on foreign steel and aluminum. Even without resolving all trade disputes, White House o�cials expressed confidence that they can build more goodwill with Europe ahead of the face-to-face meeting with Putin. The White House on Tuesday announced the creation of a joint U.S.-EU trade and technology council. The council will work on coordinating standards for artificial intelligence, quan-
tum computing and bio-technologies, as well as coordinating e�orts on bolstering supply chain resilience. Biden is appointing Secretary of State Antony Blinken, Commerce Secretary Gina Raimondo and Tai to co-chair the U.S. side of the e�ort. The White House said the two sides will also discuss e�orts to stem climate change and launch an expert group to determine how best to reopen travel safely as the coronavirus pandemic ebbs. Biden started his day by meeting with Belgian King Philippe and Belgian Prime Minister Alexander De Croo. The U.S.-EU summit is also expected to include a communique that will address concerns about China’s provocative behavior. That statement would follow a NATO summit communique on Monday that declared China a constant security challenge and said the Chinese are working to undermine the global rules-based order. On Sunday, the Group of Seven nations called out what it said were China’s forced labor practices and other human rights violations against Uyghur Muslims and other ethnic minorities in the western Xinjiang province. Biden is also expected to spend time discussing Russia with Michel and von der Leyen ahead of Wednesday’s summit with Putin. Since taking o�ce in January, Biden has repeatedly pressed Putin to take action to stop Russian-originated cyberattacks on companies and governments in the U.S. and around the globe and decried the imprisonment of Russian opposition leader Alexei Navalny. Biden also has publicly aired intelligence that suggests — albeit with low to moderate confidence — that Moscow o�ered bounties to the Taliban to
target U.S. troops stationed in Afghanistan. Both Biden and Putin have described the U.S.-Russia relationship as being at an all-time low. The Europeans are keen to set up a “high-level dialogue” on Russia with the United States to counter what they say is Moscow’s drift into deeper authoritarianism and anti-Western sentiment. At the same time, the 27-nation bloc is deeply divided in its approach to Moscow. Russia is the EU’s biggest natural gas supplier, and plays a key role in international conflicts and key issues, including the Iran nuclear deal and conflicts in Syria and Libya. The hope is that Biden’s meeting with Putin might pay dividends, and no one in Brussels wants to undermine the show of international unity that has been on display at the G-7 and NATO summits, according to EU o�cials. In addition to scolding China, NATO leaders in their communique on Monday took a big swipe at Russia, deploring its aggressive military activities and snap wargames near the borders of NATO countries as well as the repeated violation of the 30-nations’ airspace by Russian planes. They said Russia has ramped up “hybrid” actions against NATO countries by attempting to interfere in elections, political and economic intimidation, disinformation campaigns and “malicious cyber activities.” “Until Russia demonstrates compliance with international law and its international obligations and responsibilities, there can be no return to ‘business as usual,’” the NATO leaders wrote. “We will continue to respond to the deteriorating security environment by enhancing our deterrence and defense posture.”

NATO leaders declare China a global security challenge ASSOCIATED PRESS
BRUSSELS (AP) — NATO leaders on Monday declared that China poses a constant security challenge and is working to undermine global order, and they said they’re worried about how fast the Chinese are developing nuclear missiles. In a summit statement, the leaders said that China’s goals and “assertive behavior present systemic challenges to the rulesbased international order and to areas relevant to alliance security.” While the 30 heads of state and government avoided calling China a rival, they expressed concern about what they said were its “coercive policies,” the opaque ways it is modernizing its armed forces and its use of disinformation. They called on Beijing to uphold its international commitments and to act responsibly in the international system. The statement comes as President Joe Biden has stepped up his e�ort to rally allies to speak in a more unified voice about China’s human rights record, its trade practices and its military’s increasingly assertive behavior that has unnerved U.S. allies in the Pacific. Biden, who arrived at the summit after three days of consulting with Group of Seven allies in England, pushed for the G-7 communique there that called out what it said were forced labor practices and other human rights violations impacting Uyghur Muslims and other ethnic minorities in the western Xinjiang province. The president said he was satisfied with the communique, although di�erences remain among the allies about how forcefully to criticize Beijing. The new Brussels communique states plainly that the NATO nations “will engage China with a view to defending the security interests of the alliance.”” The Chinese Embassy to the United Kingdom on Monday issued a statement saying the G-7 communique “deliberately slandered China and arbitrarily interfered in China’s internal a�airs,” and exposed the “sinister intentions of a few countries, such as the United States.” There was no immediate reaction from the Chinese government to the new NATO statement. Biden arrived at his first NATO summit as president as leading members declared it a pivotal moment for an alliance beleaguered during the presidency of Donald Trump, who questioned the relevance of the multilateral organization. Shortly after arriving at the alliance’s headquarters for the first NATO summit of his presidency, Biden sat down with NATO
Secretary General Jens Stoltenberg and underscored the U.S. commitment to Article 5 of the alliance charter, which spells out that an attack on one member is an attack on all and is to be met with a collective response. “Article 5 we take as a sacred obligation,” Biden said. “I want NATO to know America is there.” It was a sharp shift in tone from the past four years, when Trump called the alliance “obsolete” and complained that it allowed for “global freeloading” countries to spend less on military defense at the expense of the U.S. Looking forward, Stoltenberg noted myriad challenges still facing the alliance. “We are meeting at the pivotal time for our alliance, the time of growing geopolitical competition, regional instability, terrorism, cyber attacks and climate change,” Stoltenberg said at the start of a joint session of the NATO leaders. “No nation and no continent can deal with these challenges alone. But Europe and North America are not alone.” Biden, who came to Brussels following three days of consultations with Group of Seven leaders in England, was greeted by fellow leaders with warmth and even a bit of relief. Belgium Prime Minister Alexander de Croo said Biden’s presence “emphasizes the renewal of the transatlantic partnership.” De Croo said NATO allies were looking to get beyond four stormy years under the Trump administration and infighting among member countries. “I think now we are ready to turn the page,” de Croo said. Italian Prime Minister Mario Draghi made a not-so-subtle dig at Trump, while welcoming Biden. “This summit is a continuation of yesterday’s G-7 and is part of the process of rea�rming, of rebuilding the fundamental alliances of the United States that had been weakened by the previous administration,” he said. “Think that President Biden’s first visit is to Europe and try to remember where President Trump’s first visit was?” Trump’s first overseas visit as president was to Saudi Arabia. Trump routinely berated other NATO countries for not spending enough on defense and even threatened to pull the U.S. out of the world’s biggest security organization and even questioned the mutual defense provision of the NATO charter, a central tenet of the alliance. When alliance members last met for a summit in England in December 2019, Trump grabbed headlines by calling Canadian Prime Minister Justin Trudeau “t wo-faced” and French President Emmanuel Macron “nasty.”
Trump lashed out after Trudeau was caught on a hot mic gossiping with other leaders about Trump turning photo opportunities into long news conferences. Ahead of the summit, Macron had declared NATO “brain dead” because of a void in U.S. leadership under Trump. The White House said the communique to be signed by alliance members at the end of the NATO summit is expected to include language about updating Article 5 to include major cyber attacks – a matter of growing concern amid a series of hacks targeting the U.S. government and businesses around the globe by Russia-based hackers. The update will spell out that if an alliance member needs technical or intelligence support in response to a cyber attack, it would be able to invoke the mutual defense provision to receive assistance, according to White House national security adviser Jake Sullivan. The president started his day meeting with leaders of the Baltic states on NATO’s eastern flank as well as separate meetings
with leaders of Poland and Romania to discuss the threat posed by Russia and the recent air piracy in Belarus, according to the White House. Biden’s itinerary in Europe has been shaped so that he would first gather with G-7 leaders and then with NATO allies in Brussels before his much-anticipated meeting with Russian President Vladimir Putin in Geneva on Wednesday. And with both summits, Biden aimed to consult European allies on e�orts to counter provocative actions by China and Russia. Biden will meet later on Monday with Turkey’s president, Erdogan, on the summit sidelines. Biden has known Erdogan for years but their relationship has frequently been contentious. Biden, during his campaign, drew ire from Turkish o�cials after he described Erdogan as an “autocrat.” In April, Biden infuriated Ankara by declaring that the Ottoman-era mass killing and deportations of Armenians was “genocide” — a term that U.S. presidents have avoided using.

Justice Department to tighten rules on seizing Congress data By Michael Balsamo, Mary Clare Jalonick and Michael Liedtke Associated Press
WASHINGTON (AP) — The Justice Department will tighten its rules around obtaining records from members of Congress, Attorney General Merrick Garland said, amid revelations the department under former President Donald Trump had secretly seized records from Democrats and members of the media. “Consistent with our commitment to the rule of law,” Garland said Monday in a statement, “we must ensure that full weight is accorded to separation-of-powers concerns moving forward.” Garland’s statement came as a Justice Department official said the top national security official, John Demers, planned to leave by the end of next week. Demers, who was sworn in a few weeks after the subpoena for the Democrats’ records, is one of the few Trump appointees who has remained in the Biden administration. The Justice Department is struggling to
contain the fallout over revelations that it had confiscated phone data from House Democrats and reporters as part of an aggressive investigation into leaks. The disclosure is also forcing Biden administration officials to wade back into a fight with their predecessors — something they’ve wished to avoid. News outlets reported last week that the Justice Department had secretly subpoenaed Cupertino, California-based Apple Inc. in 2018 for metadata from two Democratic members of the House Intelligence Committee — California Rep. Adam Schiff and California Rep. Eric Swalwell — as their committee was investigating Trump’s ties to Russia. Schiff, at the time, was the top Democrat on the panel, which was led by Republicans. Now the House Intelligence Committee Chair, Schiff said Monday that he had spoken with Garland, who had given his commitment to an independent investigation by the inspector general. Schiff said he had “every confidence” that Garland “will also do the
kind of top-to-bottom review of the degree to which the department was politicized during the previous administration and take corrective steps.” The intelligence panel initially said 12 people connected to the committee — including aides, former aides and family members — had been swept up, but more have since been uncovered, according to a person familiar with the matter who also was not authorized to discuss it publicly and spoke to the AP on condition of anonymity. Some people might not know they were targeted because the Apple notification was by email and showed up in the spam filters of some of those who were contacted, the person said. House Judiciary Committee Chair Rep. Jerry Nadler, D-N.Y., announced an investigation into the subpoenas on members of Congress and journalists. Senate Judiciary Committee Chair Sen. Dick Durbin, D-Ill., demanded a copy of the subpoena and other records about the decision to obtain the order. Meanwhile, Senate Minority Leader Mitch McConnell, R-Ky., lambasted a demand by Democrats that former attorneys general William Barr and Jeff Sessions testify before a committee on the subpoenas, saying his Democratic colleagues had given into the “urge to pick at the scab of politically-motivated investigations.” He defended Barr, saying the move was a “witch hunt in the making.” “There is no need for a partisan circus here in Congress,” he said. The subpoena, issued Feb. 6, 2018, requested information on 73 phone numbers and 36 email addresses, Apple said. It also included a nondisclosure order that prohibited the company from notifying any of the people, and it was renewed three times, the company said in a statement. Apple said that it couldn’t challenge the warrants because it had so little information available and that “it would have been virtually impossible for Apple to understand the intent of the desired information without digging through users’ accounts.” Although Apple says it contests legal requests that it believes are unfounded, the company challenged or rejected just 7% of the U.S. demands it received during the 2018 period when it received the subpoena for the information about Schiff and Swalwell. Apple was even less combative during the first half of last year, challenging just 4% of the U.S. legal requests. Apple has been turning over some customer data in 80% to 90% of the legal requests it has received in the U.S. in recent years, though the information often excludes the content of text, email or photos.
Like other major technology companies, Apple has been dealing with a steadily escalating torrent of legal requests for account and device information from around the world as its products and services have become more deeply ingrained in people’s lives. During the first half of last year, for instance, U.S. law enforcement agencies sought information on 18,609 Apple accounts — nearly seven times the number of accounts requested during the same time in 2015. The demands are becoming more broad, too. During the first half of 2018, when Apple received the subpoena affecting Schiff and Swalwell, the 2,397 U.S. legal requests that Apple received covered an average of seven accounts, according to the company’s disclosures. That was up from an average of roughly three accounts per request during the first half of 2015. The department’s inspector general has launched a probe into the matter after a request from Deputy Attorney General Lisa Monaco. Inspector General Michael Horowitz said he would examine whether the data subpoenaed by the Justice Department and turned over by Apple followed department policy and “whether any such uses, or the investigations, were based upon improper considerations.” In addition, Monaco has been separately tasked with “surfacing problematic matters deserving high level review,” Garland said. Garland emphasized in his statement Monday that “political or other improper considerations must play no role in any investigative or prosecutorial decisions.” Demers has been in charge of the department’s national security division since late February 2018, and his division has played a role in each of the leak investigations. He leaves as questions swirl over his potential involvement in the effort. He had planned for weeks to leave the department by the end of June, a second person familiar with the matter said. The two could not discuss the matter publicly and spoke to The Associated Press on the condition of anonymity. He will be temporarily replaced by Mark Lesko, the acting U.S. attorney in the Eastern District of New York, the official said, until President Joe Biden’s official pick, Matthew Olsen, is approved by the Senate. Olsen is an Uber executive with experience in the Justice Department. He has served as director of the National Counterterrorism Center and as general counsel for the National Security Agency. Demers had remained in place while Olsen awaits a confirmation hearing.

Trellising tomatoes BY GRANT MCCARTY CONTRIBUTOR
It is probably time to trellis those tomatoes if you have not already. I am on my third string row of trellising tomatoes this year and in a visit to a home and garden center this week, I saw a sign declaring that they were sold out of tomato cages. Cages or stakes are the two most common supports given to a tomato plant. As a reminder on determining your trellis needs, these are dependent on the type of tomato and number of plants you are growing. If you have one, small tomato plant, a tomato cage would be suitable.
If I was growing many indeterminate/ determinate tomato plants, staking will be the best. Stak ing requires either metal or wooden stakes with one at the start of the row and the next one after every two plants when plants are spaced 18-24 inches. A benefit to the staking system is that it allows you to adjust the string level instead of depend on set spacing from a tomato cage. Metal stakes like t-posts provide considerable more support for tomatoes than wooden stakes can. Some growers may also start their row with a metal stake and use wooden stakes the
rest of the row. Whichever spacing and stakes that you decide on, you’ll need to use heavy duty string to support them. Look towards a cotton string which can provide greater support to your plants as they grow. In trellising your tomatoes, your first string line usually needs to be in place under the first branches of your tomato plant. This is typically needed when your tomato reaches close to 10 inches in height though you may find that this needs to be in place much sooner. Trellising is fairly easy to do this early on in the season. Tie your string at the start
of your row, working past your first two tomatoes to ensure the string is underneath their branches. Once you reach a stake, loop your string, and continue to the next tomatoes on the same side. When you reach the end of your row, loop again and do the same actions on the other side. When you’ve gone down the other side, cut and tie the string to the stake started with. Add an additional string line as new branches grow on the plant. You may find that this is weekly. With this support, your tomatoes should be setup for a good season. With its increasing commercial focus, some of the original environmental and local energy emphasis could be lost in the rush for profits.
Renewable energy has gained considerable social and economic acceptance based on environmental concerns regarding climate change, air pollution and energy security. Renewable projects which call for cutting down trees or sacrificing protected natural areas and open space are at odds with the original intent of the renewable energy movement. A successful clean energy program can help address climate change but is not su�cient in itself to arrest global environmental deterioration caused by the endless pursuit of economic growth without addressing environmental consequences inherent in such growth.

When this column appears in print Illinois is expected to have finally passed legislation that will move the state along a cleaner energy path. It now appears that the Byron, Dresden and Braidwood nuclear plants will be bailed out in addition to earlier bailouts of the Clinton and Quad Cities plants. It leaves the plant in LaSalle as the only one without an additional subsidy. Solar, wind and electrical vehicles are also expected to receive subsidies. While Illinois struggles to pass the energy initiative, the threat of climate change continues to accelerate. The National Oceanic & Atmospheric Administration reports that atmospheric carbon dioxide levels as measured by the Mauna Loa Observatory peaked in May, 2021, at an average of 419 ppm, the highest level since measurements began in 1963. Atmospheric carbon is a major greenhouse gas and remains in the atmosphere and oceans for thousands of years. Scientist Pieter Tans with NOAA believes avoiding catastrophic climate change necessitates reducing C02 pollution to zero at the earliest possible date. NOAA indicates the atmospheric burden of C02 is comparable to levels occurring over 400 million years ago. At that time the sea level was 78 feet higher and the average temperature was 7°F higher than that of pre-industrial levels. A major study by the World Meteorological Organization indicates a 44% chance that the world’s average temperature could
reach the critical 1.5°C threshold in the next five years. Scientists have long warned that exceeding the threshold could bring about catastrophic changes in the climate. They include massive flooding, extreme droughts and massive loss of marine life as oceans become warmer and more acidic. Additionally, as ocean waters warm they are likely to fuel more intensive tropical storms. One proposed solution to climate change includes the installation of cost competitive solar and wind energy along with energy e�ciency and conservation. The Environmental Law and Policy Center is calling for the use of advanced transmission technologies to accelerate the transition to clean energy. It involves thinking beyond wires. The organization is also involved in a lawsuit challenging the installation of a grid extension through the driftless area of Wisconsin. Another organization known as the Beyond Wires Coalition is working to ensure that transmission and distribution connected technologies are considered and optimally deployed to maximize the cost e�ective delivery of renewable electricity. Increased transmission lines are being challenged as costly and time consuming. It is di�cult to secure access routes for them as they cross multiple jurisdictions and private lands. Other options such as battery storage, power flow control, distributed energy solutions and microgrids can increase local energy autonomy and reduce the need for grid solutions.
