Emergency Assistance Programs

State announces expansion of emergency assistance programs By Peter Hancock

SPRINGFIELD – As Illinois prepares to enter the next phase of Gov. JB Pritzker’s reopening plan, his administration is launching a number of initiatives to help individuals and families who have been financially impacted from the economic shutdown brought on by the COVID-19 pandemic. On Monday, Pritzker was in Belleville to announce the expansion of two existing programs, the Low-Income Home Energy Assistance program, or LIHEAP, and the Community Services Block Grant program, which provide food, utility and other kinds of assistance to people who are struggling financially. “While we continue to fight to keep Illinois’ people healthy and safe from the virus, we must battle the economic pain that it has wreaked upon our communities,” Pritzker said. “Unfortunately, in this battle, we are not unique. Every state in the United States at every stage of reopening has suffered job losses and business closures, including those that never formally had a stay-at-home order.” LIHEAP provides direct financial assistance for low-income people who are having trouble affording their utility bills. The Community Services Block Grant program offers financial help for things like food, shelter and medicine. Both programs are operated by the Illinois Department of Commerce and Economic Activity. In the budget passed during a special session in May, lawmakers

added $90 million to the programs from federal funds, bringing the total available to $275 million, and they expanded eligibility for the programs so they are now available to households with incomes up to 200 percent of the federal poverty level, or $52,400 a year for a family of four. Pritzker also announced a new web portal, HelpIllinoisFamilies.com, where people can pre-apply for benefits under either program. Until recently, it was a federal requirement to apply in person at a local office. Applicants will be asked for proof of employment, such as pay stubs for the head of the household for the past 30 days; copies of heat and electric bills issued within the past 30 days; a copy of their rental agreement if they are renting their home; and proof of Social Security numbers for all people living in the household. People who need to talk with someone to walk through the application process can also call a new hotline number, 1-833-711-0374. Those announcements came as the Illinois Department of Public Health reported 1,818 new confirmed cases of COVID-19 and 67 virus-related deaths during the three-day period from Friday afternoon through Monday afternoon. That’s an average of 606 new cases and about 22 deaths per day. That brings the statewide totals to 133,016 cases, including 6,326 deaths, since the pandemic began early this year. Laboratories have now processed more than 1.2 million tests for the virus. The preliminary seven-day statewide positiv-

ity rate for June 8-14 was 3 percent. As of midnight Sunday, there were 1,961 COVID-19 patients hospitalized in Illinois and 569 in intensive care units, including 340 who were on ventilators.

Summer youth employment

In addition to those programs, the Pritzker administration announced another new initiative last week to help people economically impacted by the pandemic – the COVID19 Summer Youth Employment Project. The spread of the coronavirus disease this year, and the economic shutdown it caused, has made it especially difficult for teenagers and young adults to find summer jobs this year. In response, the Illinois Department of Human Services has dedicated $6 million to help employ 2,200 low-income, minority and at-risk youths, ages 16-24, living in high poverty communities and counties hardest hit by the pandemic. The money will be distributed to local organizations that contract with IDHS. They, in turn, partner with local employers in need of summer help. Participants will be placed in work-based learning opportunities, career development programs or pre-apprenticeship programs that are appropriate for their age, experience and skill level. IDHS said it expects up to 30 projects will be funded in Champaign, Cook, Lake, Macon, McLean, Peoria, St. Clair, Stephenson and Winnebago counties. People interested in participating can contact IDHS to find their local participating organization.

Rivets season begins July 1 From Rockford Rivets

Rochester, Minn. – Another “pod” of Northwoods League teams comprised of the Fond du Lac Dock Spiders, the Green Bay Booyah, the La Crosse Loggers, the Rockford Rivets, the Wisconsin Rapids Rafters, and the Wisconsin Woodchucks will return for play this summer starting July 1. The season for this pod will last until August 20, and will be capped with a two-day, pod playoff series. Working in consultation with state and local officials, the six teams have each developed a plan for safe operation in their respective locations, and the teams look forward to welcoming fans and players back for a much-anticipated season of Northwoods League

baseball.“Patience, creativity, and a focus on safety have paid off for Northwoods League fans and players,” said Northwoods League President and Commissioner Gary Hoover. “This next phase represents tremendous effort by our Affiliates to safely bring baseball back into their communities, and to provide their fans with a timeless way to spend quality time.” With additional teams in the region still working through the possibility of opening later in July, this “pod” could expand before the season’s end. Details regarding each team’s initial schedule of games will be released soon, and additional details can be found at the Northwoods League website at www.northwoodsleague.com.

A drug offers hope amid spikes in coronavirus infections By R.J. Rico, Menelaos Hadjicostis and Lisa Marie Pane Associated Press

ATLANTA (AP) – As nations grapple with new outbreaks and spiking death tolls from the coronavirus, a commonly available drug appeared Tuesday to offer hope that the most seriously ill could have a better chance of survival. The pandemic has forced countries to impose lockdowns and tough restrictions on daily life and travel, but infections have surged as they eased these rules and reopened their economies. With no vaccine available and much still unknown about the virus, researchers in England announced the first drug shown to save lives. The drug, called dexamethasone, reduced deaths by 35% in patients who needed treatment with breathing machines and by 20% in those only needing supplemental oxygen, researchers in England said. It did not appear to help less ill patients. British Prime Minister Boris Johnson said the drug was the “biggest breakthrough yet” in treating the coronavirus, and top U.S. infectious disease expert Dr. Anthony Fauci called it “a significant improvement in the available therapeutic options that we have.” Britain is making dexamethasone available to patients on the country’s National Health Service. The U.K. Department of Health said the drug had been approved to treat all hospitalized COVID-19 patients requiring oxygen, effective immediately. It said the U.K. had stockpiled enough to treat 200,000 patients. “It’s on almost every pharmacy shelf in every hospital, it’s available throughout the world, and it’s very cheap,” said Peter Horby of Oxford University, one of the leaders of the trial that randomly assigned 2,104 patients to get the drug and compared them with 4,321 patients getting only usual care. Since the virus first emerged in China late last year and spread around the globe, there have been more than 8 million confirmed cases and more than 435,000 deaths. The U.S. death toll has reached 116,526, according to Johns Hopkins University. That surpasses the number of Americans who died in World War I, when 116,516 were killed – although both death tolls are far from precise. The United States has more confirmed cases and deaths from COVID-19 than any country in the world. For most people, the virus causes mild or moderate symptoms, such as fever and cough that clear up in two to three weeks. For some, especially older adults and people

with existing health problems, it can cause more severe illness, including pneumonia and death. The vast majority of people recover but the more difficult cases last for weeks and sometimes take a bad turn even after symptoms seem to ease. Countries that appeared to have largely contained the virus are seeing new outbreaks. In China, authorities on Tuesday locked down a third neighborhood in Beijing to contain an outbreak that has infected more than 100 people. Most of the cases have been linked to the capital’s Xinfadi wholesale food market, and people lined up for massive testing of anyone who had visited it in the past two weeks or come in contact with them. About 9,000 workers at the market were tested already. New Zealand, which hadn’t seen a new case in three weeks, was investigating a case in which two women who flew in from London to see a dying parent were allowed to leave quarantine and drive halfway across the country before they were tested and found to be positive. The re-emergence of the virus in the country once praised for how it handled infections raised the specter that international air travel could trigger a fresh wave of contagion just as countries are reopening airports to stimulate tourism. Canada and the U..S agreed to extend to July 21 an agreement to keep their border closed to nonessential travel. The restrictions were announced in March and have been extended repeatedly, with many Canadians fearing cases arriving from the U.S. “This is a decision that will protect people on both sides of the border as we continue to fight COVID-19,” Canadian Prime Minister Justin Trudeau said. The U.S. car industry was among the first to reopen following a lockdown in mid-March. Yet almost immediately after reopening factories and restarting production on a limited basis, the virus began to spread again – even with significant safety precautions in place. Similar spikes have been seen after the reopening of hair salons, day-care centers and bars and restaurants. Hula Hut, a large Tex-Mex restaurant in Austin, Texas, that was closed for weeks this spring, reopened earlier this month but had to shut down again for six days after two employees tested positive for COVID-19 in quick succession. “It’s difficult navigating the guidelines – the city, the state, the CDC all have them – but I think we did the right thing,” said Elias Chocalas, the restaurant’s general

manager. Texas doesn’t require restaurants to close after a positive test, but Chocalas said the temporary shutdown allowed Hula Hut to be sanitized multiple times and gave his employees time to get tested and learn their results. “We follow all the steps and then to see that someone has gotten it is just disheartening,” Chocalas said. “It just brought the realization that this is going to happen regardless of how safe we are.” Florida’s confirmed cases rose sharply again Tuesday, weeks after the state began reopening its economy, setting a daily record with almost 2,800 new cases reported. The number of infected patients in Tennessee hospitals has reached its highest level at more than 400, Vanderbilt University researchers reported. The surge in new cases and hospitalizations have led Memphis and Nashville to delay plans to reopen more businesses and increase capacities for restaurants and retail stores. Nevada reported 379 new cases statewide, its single largest daily increase since May 22. State health officials said the increase can be partially attributed to delayed reporting from the weekend but is also part of an upward trend of new cases in the last three weeks. Nevada’s casinos reopened almost two weeks ago after being closed for 11 weeks.

Elsewhere around the world:

— New, record-high infections were registered in South Africa over the weekend, two weeks after the loosening of restrictions that opened businesses and houses of worship. The country now has more than a quarter of the cases on the 54-nation African continent with more than 73,000. — Egypt’s health ministry reported 97 deaths Monday, the country’s highest for a single day. Egypt, which has resisted a full lockdown, has over 46,000 COVID-19 infections and 1,672 deaths. — Israel’s steady raise in infections since restrictions were eased last month has increased fears of what a top Health Ministry official said looked like the “beginning of a wave,” with 200 new cases daily. That’s a tenfold increase from a few weeks ago, and authorities warned of possibly reinstating strict lockdown measures. — Turkey, which has seen an uptick in cases since it eased restrictions in early June, made the wearing of face masks mandatory in five more provinces Tuesday.

NEW YORK (AP) – Stocks rose again Tuesday, part of a strong and worldwide rally for markets, after a big rebound in buying at U.S. stores and online raised hopes that the economy can escape its recession relatively quickly. The S&P 500 climbed 1.9% for its third straight gain, bringing it back within 8% of its record set in February. Gains have built in recent weeks as reports bolster investor expectations that the worst of the downturn may have already passed. Continuing, immense support from the Federal Reserve is also calming markets, and its chair said Tuesday that the central bank will continue to use all its tools to cushion the blow of the worst recession in decades. But trading remains very skittish across markets as worsening coronavirus trends in several global hotspots raise the possibility that all the improvements could unravel. The S&P 500 shot to an early 2.8% gain, lost nearly all of it at one point and then rallied back. By the end of Tuesday, the index was up 58.15 points at 3,124.74. The Dow Jones Industrial Average rose 526.82, or 2%, to 26,289.98, and the Nasdaq composite climbed 169.84, or 1.7%, to 9,895.87.

“The markets have been looking forward to the economy reopening, and that’s a large part of the story for the next few months,” said Bruce Bittles, chief investment strategist at Baird. “My feeling is that while reopenings and things get better, it won’t be without some backsteps, and I think it’ll be a rocky few months more for the markets.” Retail sales jumped 17.7% from April to May, more than double economists’ expectations, to retrace some of their record-setting plunges in March and April as businesses reopened across the country. It follows earlier reports that the U.S. job market unexpectedly strengthened last month. Economists at IHS Markit said this could be the shortest recession on record for the United States, perhaps just a couple months. Among other encouraging signs spurring markets worldwide: Researchers in England said they have the first evidence that a drug can improve survival from COVID-19, one that is already widely available and cheap. Underpinning all of the market’s strength is continued aid coming from central banks, which have repeatedly come to the economy’s rescue. The Federal Reserve helped turn markets around on Monday after it said it will buy individual

corporate bonds as part of a previously announced program to support lending markets. “The Fed has flooded the economy with liquidity,” said Randy Frederick, vice president of trading and derivatives at Charles Schwab. And with lots of cash sitting uninvested in money market accounts, the market has more potential fuel for its next leg higher, he said. “People are just waiting for any good news to jump in and drive that higher.” Still, caution continues to run through markets. A record number of fund managers in Bank of America’s monthly survey say the stock market is overvalued following its nearly 40% surge since late March. The rally has also been showing some cracks recently as investors worry that a possible resurgence of infections could push governments to reinstate lockdown measures to slow the spread of the virus. Analysts on Tuesday cited discouraging trends in Florida, Texas and China. And even if the stay-at-home orders don’t come back, worried consumers and businesses could pull back on their spending. Skepticism has been high about the stock market’s run since it began climbing since hitting a bottom in late March, down 34% from its record. The huge backstops from the Fed and Capitol Hill helped halt

the declines. More recently, investors have been pushing up shares of companies that would benefit from a reopening economy on expectations that activity can rebound as governments relax shutdown restrictions put in place to slow the spread of the virus. Such stocks were again leading the market on Tuesday. Smaller stocks were among the market’s biggest gainers, which often happens when investors are getting more optimistic about the economy. The Russell 2000 index of small-cap stocks rose 2.3%. Nordstrom jumped 12.9% for one of the biggest gains in the S&P 500, leading a group of retailers that stand to benefit if shoppers return to stores. The yield on the 10-year Treasury rose to 0.74% from 0.70% late Monday. It tends to move with investors’ expectations for the economy and inflation. In Asia, Japan’s Nikkei 225 jumped 4.9%, South Korea’s Kospi surged 5.3% and the Hang Seng in Hong Kong rose 2.4%. In Europe, Germany’s DAX returned 3.4%, France’s CAC 40 rose 2.8% and the FTSE 100 in London added 2.9%. Benchmark U.S. crude oil for July delivery rose $1.26 to settle at $38.38 a barrel Monday. Brent crude oil for August delivery rose $1.24 to $40.96 a barrel.

Juneteenth By Paula Hendrickson Contributor

I was hoping more broadcast and cable networks would have planned to air some Junteenth programing for June 19, but a cursory review of several schedules doesn’t show much. While Junetheenth is not (yet) a national holiday, it should be. Also known as Freedom Day, June 19, 1865 was the date that the United States’ final group of enslaved people, located in Texas, were emancipated – two-and-a-half years after President Lincoln’s Emancipation Proclamation went into effect. History is marking the day with four hours of programming focused on African American history – Black Patriots: Heroes of the Revolution at 6 a.m. CT; Honor Deferred at 7 a.m. CT; A Distant Shore: African Americans of D-Day at 8 a.m. CT; and Rise Up: The Movement that Changed America at 9 a.m. CT. (Yes, you read those times correctly. They air back-to-back in the morning. Not primetime.) And OWN is airing Oprah Winfrey Presents: Legends Who Paved the Way a 6:30 p.m. CT followed by back-to-back episodes of OWN Spotlight: Where Do We Go From Here. While the broadcast and cable networks

proved disappointing, something else caught my eye: a locally-produced Juneteenth program premiering 6 p.m. Friday, June 19th on Comcast local channel 17. The program, untitled as of press time, is the brain child of Tommy Meeks, president of the Inner City Reconstruction Group and founder of Rockford Juneteenth Celebrations, which marks its 30th anniversary this week. Meeks, who also hosts the show, It’s Time For a Change, on Comcast’s local channel, didn’t let the pandemic deter him. “I had a meeting with the mayor, on the phone in April, and he told me, ‘Tommy, I don’t think the Governor is going to have any of these summer festivals, especially in June, taking place.’ When the mayor said that I knew I wasn’t going to have Juneteenth as a gathering, so I start thinking of something creative I could do. Well I’ve got this TV show – let’s promote a TV show with local people. The mayor will say something. People that have been with me for a while will make comments about Juneteenth and comment on all the things going on with COVID and George Floyd.” Because of social distancing, Meeks’ guests had to make their own videos.

While the finished product might not be quite studio quality, it will reflect what Juneteenth means to various people throughout our community. Meeks says he first learned about Juneteenth in 1988, from his aunt and uncle James and Maggie Wright. “I had never heard of it, and my aunt said my grandfather would never let any of his 15 kids work on June 19,” he says. “When I heard about that, I just felt my grandfather was my ancestor in me. And his grandfather, who I never knew…It’s is just a spiritual thing to me that we represent our ancestors who really dealt with hard times in America, the slaves and the discrimination. I just always felt that this was something that could wake our country up. And honestly, with all the things that’s happening, it’s really being woke up – you’ve got the President talking about doing something on June 19. He never did before. He gave more exposure to it, which is better – he might not have meant to, but, he did.” Meeks is planning a Zoom “after show” with even more guests, including former Chicago Bulls player Craig Hodges – who Meeks refers to as “The First Kaepernick” for speaking out about human rights despite

knowing it might hurt his career. (Look for instructions on how to join the Zoom event at https://www.juneteenth1865.com.) Troubleshooting fruit tree issues BY GRANT MCCARTY CONTRIBUTOR

June is typically the time when I get a number of phone calls to the University of Illinois Extension o�ce asking what’s wrong with a backyard fruit tree. These issues begin to show up between spring and summer. Some of these issues can be resolved currently while other problems will need to be addressed next year. It is important to realize that some of the problems you face are out of your control. While we did have a mild winter this season and stone fruit such as peach, plum, and cherry should have produced fruit this season, it is still possible that your growing

area was colder than usual. In addition, a late spring frost/snow coverage that we saw this April may have e�ected the buds on your apple and pear trees depending on when they produced buds. It is also possible this cold snap in April impacted your stone fruit too. If your trees have green leaves, additional growth, healthy looking bark, and have a history of producing fruit, the main culprit for a lack of buds, bud losses, and no fruit is mostly likely the spring weather. Hope for a better season next year. Another common problem can be poor pollination. You need more than one variety of apple trees to cross-pollinate.

This may explain why you have never gotten any fruit from your apple trees if all you have planted are one variety. There is not an immediate solution, as you need to now add another apple variety in the backyard. If you had a lot of fruit last summer but find you don’t have a lot of buds this season, you may find that your pear and/or apple trees have entered biennial fruiting. Yet again, this is an issue that needs to be addressed this upcoming winter by properly pruning your trees. In June and July, remove any fruit/ leaves that have dropped. Insects like apple maggot will tend to hang out in this

fruit then move to fruit on the tree. Apple maggot traps are available and should be hung around July 1st. These sticky, red spheres do a good job of trapping apple maggots though you need 1 trap per 100 apples on your tree. Keep in mind that proper diagnosis is key to disease, insect, and physical disorders. Contact the local University of Illinois Extension o�ce in your county for assistance. Bob, his brothers and mother spent their entire summers at a small cottage the parents had built on the shores of an 80 acre lake in central Wisconsin. Their mother’s intent was to establish a survival site if their father lost his job. They would have a small garden, eat fish from the lake and secure fruit from apple trees. At the time two taverns and dance halls, a public beach and about six cottages and three year round homes were scattered around the lake. Small towns and small dairy farms served as the region’s economic base. For the boys swimming, fishing, frogging, raft and tree house building and lining the shore bank with large stones occupied the sunny days. Rainy days meant puzzles, card games and listening to music from an old record player. The cottage relied on kerosene for lighting, heating and cooking. Ice cut from the lake and stored in an ice house was placed in an icebox to keep food cold. Water was drawn from a nearby hand pump and carried in a milk pail which the boys took turns pulling along the gravel road to the cottage. The two taverns and dance halls on opposite sides of the lake provided Friday night fish fries and Saturday night dancing for weddings and adult recreation. The

boys were hired to cut the lawn on one site and spent time helping on an adjacent dairy farm. All that changed gradually with the prosperity following WWII when more spacious cottages were built or winterized for year round use. Soon water skiing and power boating arrived and clashed with fishing interests so time limits were set on skiing and power boating. Their presence also limited the common practice of swimming across the lake and back. With over 70 cottages and homes surrounding the lake the water quality deteriorated as septic tanks replaced outhouses and modern household appliances increased water demand and detergent releases. A public boat launching area was added and increased boating quickly spread weeds into the lake. Water quality issues have intensified as septic systems release pollutants to the upper water table. Fertilizers and chemicals are spread on the lawns to achieve the green carpet appearance now cherished. Large farms with huge cow herds which increase water use have replaced family farms. Animal wastes are deposited on the land, adding pollutants to the lake especially if heavy rains occur shortly after the wastes are applied. The waste from a distant large dairy is now dispersed on farmland surrounding the lake. An old former farmer pointed out in his

60 years of operating a dairy there was only one severe drought that caused him to lose his crop. The water table was 10 to 15 feet from the soil surface and ensured the crops would receive adequate moisture. Over the past decades the lake experienced a water milfoil invasion characteristic of lakes in the area which is now controlled with chemicals. Increases in nitrogen and phosphorus from farm operations and cottage use of septic systems and lawn fertilizers have contributed to limiting water contact for about a week during summers when algal blooms occur. We seldom fish now as fish advisories suggest people limit their consumption from rivers and lakes due to chemicals in them. The last fish we caught and gutted released a rotten odor further discouraging our interest in fishing. Ironically the lake is currently being heavily fished by bored householders who have been out of work or locked in their homes with the arrival of Covid-19. The lake is situated in a windy area of the state so the viewscape has changed as wind farms were established. The increased intensity of wind storms are related to climate change; one powerful storm recently destroyed a half dozen trees some of which were planted for conservation reasons and privacy. The surrounding landscape is changing dramatically with the expansion of a two

lane road into a four lane highway. The work is destroying dramatic, huge drumlins being removed to fill wet areas that line the roadway. Surprisingly property values surrounding the lake have increased over the years as people still enjoy the scenic values of the lake as we still do. If regulations continue to be as weakly enforced as they have tended to be under the previous and current administrations one is left to wonder if the public will once again unite and push for reforms. This brief overview of the experience of one cottage owning family over eight decades illustrates the ongoing incremental environmental deterioration characteristic of societal trends. The global economy, the stress on economic e�ciency, weakened environmental regulations and increasing populations are accelerating environmental deterioration. The costs of pollution are not included in market transactions and have been called the world’s biggest market failure. Our pursuit of what is called progress falls far short of what is essential for sustaining the health of the planet and all of its inhabitants. Given current high unemployment levels some people are establishing various survival e�orts but they are occurring under deteriorated environmental conditions.
