Downtown festival will celebrate NBA champ Fred VanVleet By Jim Hagerty Reporter

ROCKFORD - Rockford will celebrate NBA champion Fred VanVleet Saturday, June 29, at City Market pavilion, downtown. The event will run from 2 to 5 p.m. VanVleet is expected address the crowd at 3 p.m. Various guest speakers will also talk about his remarkable career as an All-State selection at Auburn High School, All-American standout at Wichita State and now one of the best bench players in the NBA. “(We) are thrilled to be able to host this opportunity for the community to come down and celebrate their hometown hero,” Rockford Area Convention & Visitors Bureau CEO John Groh said. Groh said besides honoring his feats on the basketball court, the event is will serve to recognize how VanVleet continues to give back to Rockford.

“We recognize all of his accomplishments during the last season,” Groh said, “but also the many ways he gives back to our community, through his philanthropic and charitable activities and continued involvement with many youth programs and basketball programs. He was an important member of the Toronto Raptors championship team and is certainly a standout member of our community. We know the community is excited to welcome him home, to show Fred the city’s excitement and appreciation. Saturday will be a memorable, fun and festive day in the city of Rockford.” What has been dubbed as “Dribble the City” will take place before pavilion gates open. Beginning at 1:45 p.m., fans are asked to bring their own basketballs and dribble from City Hall to City Market. Gates will not open until 2 p.m. Lawn chairs are prohibited inside the pavilion.

Chairs are only allowed on Water Street and in the alley between the pavilion and the indoor market. No bikes, smoking, pets, or outside food and beverages are allowed. Cost is free. VanVleet dedicated the 2019 NBA Finals championship to Rockford following Toronto’s decisive Game 6 win over the Golden State Warriors by grabbing ESPN reporter Doris Burke’s microphone at the end of his postgame interview and saying, “Rockford, Rockford, this is for you, baby!” Fred was a big factor throughout the series, averaging 14 points per game, including 16 3-pointers. He shot 45.5 percent from the field, 39.3 percent from beyond the arc. He was also lauded for keeping Golden State’s Steph Curry in check. Though Curry averaged 30.5 points per game in the Finals, he scored sparsely with VanVleet guarding him.

Violent crime down 21 percent By Jim Hagerty Reporter

ROCKFORD - The Rockford Police Department, on Wednesday, released its latest crime statistics and reported that violent crime was down by 21 percent from January through May compared to the same time last year. In addition, robberies decreased by 16 percent, property crimes were down by 15 percent, aggravated assaults down by 20 percent, shots fired down by 23 percent and auto thefts down by 25 percent.

The statistics also showed that 54 percent of aggravated assaults were domestic related. There were nine homicides between January and May of last year. During the same time period in 2019, there were six. There are currently eight homicides in the city, including the fatal shooting that occurred last week near SwedishAmerican Hospital. “We recognize that any amount of violence is too much, but are pleased with the way the community has stepped up to

help us take back our city and our safety,” Rockford Police said in a statement on its Facebook page. “We have some 300 officers who patrol a city of approximately 150,000 people, so every citizen who sees something and says something, is vital to our continued success. These statistics are not only a reflection of incredible police work by officers and detectives and our partner agencies, but also of the way in which the community works with us.”

Two charged in death of local rapper Staff Report ROCKFORD - Two men are in custody after the body of a missing 23-year-old Rockford man was discovered outside the city, Rockford Police Chief Dan O’Shea last Friday. O’Shea said investigators working the missing-persons case involving William Pickering, a rapper otherwise known as Billy Da Kid and EBE Bandz, located a crime scene in the 5200 block of Inidanhead Avenue Thursday. From there, O’Shea said police were led to an area in unincorporated Winnebago

County, where Pickering’s remains were discovered. William Arzate, 22, of Rockford, is charged with two counts of first-degree murder and concealment of a homicidal death. Manuel Ramirez, 22, of Rockford, faces a single count of concealment of a homicidal death. A third man, 20-year-old Dakota Graff, is wanted on a number of outstanding warrants in unrelated cases. A cause of death or exactly where Pickering’s body found is not being released at this time. Pickering was repor ted missing

Saturday, June 1, after he was involved in a dispute with two teens near Court Street and Fisher Avenue. His car was later found behind his apartment complex. His dog was located inside his apartment and turned over to animal control. O’Shea said the investigation is ongoing. “We are looking for other persons of interest,” he said. Arzate’s bail is set at $1 million. Ramirez is being held on a $500,000 bond. Both men are in the Winnebago County Jail. Anyone with information regarding the whereabouts of Dakota Graff is urged to call police.

TEHRAN, Iran (AP) – Iran warned Tuesday that new U.S. sanctions targeting its supreme leader and other top o�cials meant “closing the doors of diplomacy” between Tehran and Washington amid heightened tensions, even as President Hassan Rouhani derided the White House as being “a� icted by mental retardation.” President Donald Trump called that a “very ignorant and insulting statement,” tweeting that an Iranian attack on any U.S. interest will be met with “great and overwhelming force ... overwhelming will mean obliteration.” His secretary of state said the Iranian statement was “immature.” The sharp remarks from Tehran shows the pressure that the nation’s Shiite theocracy and its 80 million people feel over the maximalist campaign of sanctions by the Trump administration. From Israel, U.S. National Security Adviser John Bolton said Iran could walk through an “open door” to talks with America but also warned that “all options remain on the table” if Tehran makes good on its promise to begin breaking one limit from its 2015 nuclear deal with world powers. The verbal volleys recalled North Korea’s statements about Trump before the dramatic change in course and the start of negotiations with Washington. In 2017, state media quoted North Korean leader Kim Jong Un calling Trump “the mentally deranged U.S. dotard.” However, there are no signs the Iranian leadership would welcome talks. “The useless sanctioning of Islamic Revolution Supreme Leader (Khamenei) and the commander of Iranian diplomacy means closing the doors of diplomacy by the U.S.’ desperate administration,” Iranian Foreign Ministry spokesman Abbas Mousavi t weeted. “Trump’s government is annihilating all the established international mechanisms for keeping peace and security in the world.” Trump enacted the new sanctions against Supreme Leader Ayatollah Ali Khamenei and his associates on Monday. U.S. o�cials also said they plan sanctions against Iranian Foreign Minister Mohammad Javad Zarif, something that drew Rouhani’s anger during his televised address Tuesday. “You sanction the foreign minister simultaneously with a request for talks,” an exasperated Rouhani said. He called the sanctions against Khamenei “outrageous and idiotic,” especially since the 80-year-old Shiite cleric has no plans to travel to the United States. “The White House is a�icted by mental

retardation and does not know what to do,” he added in Farsi, using a term similarly as o�ensive in English. While U.S. Secretary of State Mike Pompeo said he hadn’t heard Rouhani’s reaction to the new sanctions, he said that if true, “that’s a bit immature and childlike.” “But know that the United States will remain steadfast in undertaking the actions that the president laid out in this strategy to create stability throughout the Middle East, which includes the campaign we have, the economic campaign, the pressure campaign that we have on the Islamic Republic of Iran,” Pompeo added. The crisis gripping the Middle East stems from Trump’s withdrawal of the U.S. a year ago from the nuclear deal with Iran and other world powers and then imposing crippling new sanctions on Tehran. Recently, Iran quadrupled its production of low-enriched uranium to be on pace to break one of the deal’s terms by Thursday, while also threatening to raise enrichment closer to weapons-grade levels on July 7 if European countries still abiding by the accord don’t o�er a new deal. Citing unspecified Iranian threats, the U.S. has sent an aircraft carrier to the Middle East and deployed additional troops alongside the tens of thousands already there. All this has raised fears that a miscalculation or further rise in tensions could push the U.S. and Iran into an open conflict, 40 years after the Islamic Revolution. The sanctions followed Iran’s downing on June 20 of a U.S. surveillance drone, worth over $100 million, above the Strait of Hormuz, sharply escalating the crisis. Trump then said he pulled back from the brink of retaliatory military strikes but continued his pressure campaign against Iran. Mousavi’s statement echoed that of Iran’s U.N. ambassador, Majid Takht Ravanchi, who warned Monday that the situation in the Persian Gulf is “very dangerous” and said any talks with the U.S. are impossible in the face of escalating sanctions and intimidation. Meanwhile, the U.S. envoy at the United Nations, Jonathan Cohen, said the Trump administration’s aim is to get Tehran back to negotiations. Later Tuesday, Rouhani spoke by phone with French President Emmanuel Macron and told him: “If the Americans again want to violate the waters and airspace of Iran, Iran’s armed forces are assigned to confront them and will take a strong approach,” according to the state-run IRNA news agency.

But he added that Iran does not have any interest in escalating tensions in the region and never seeks war with any country, including the United States, the news agency reported, quoting him as saying: “We have always been committed to improving the stability and security of the region, and we will take e�orts in this direction.” Pompeo held talks Monday with o�cials in the United Arab Emirates and Saudi Arabia about building a broad, global coalition that includes Asian and European countries to counter Iran. He is likely to face a tough sell in Europe and Asia, particularly from those nations still committed to the nuclear deal with Iran. Meanwhile, Bolton said Trump was open to real negotiations to eliminate Iran’s nuclear weapons program and “all that Iran needs to do is walk through that open door.” He was meeting with his Russian and Israel counterparts in a fi rst-of-its-kind trilateral security summit in Jerusalem that was focused on Iranian involvement in regional conflicts, particularly in neighboring Syria. “As we speak, American diplomatic representatives are surging across the Middle East, seeking a path to peace. In response, Iran’s silence has been deafening,” Bolton said. “There is simply no evidence that Iran has made the strategic decision to renounce nuclear weapons and open realistic discussions to demonstrate that decision.” But only hours later, Bolton told a news conference that “all options remain on the table” if Iran goes over the limit for its low-enriched uranium stockpile as planned by Thursday. “It would not be in their interest to do it but they have done a lot of things recently that are not in their interest,” Bolton said.

Possible outcome of Trump-Xi meeting: A truce in trade war BY PAUL WISEMAN ASSOCIATED PRESS

WASHINGTON (AP) – American businesses are bracing for a painful escalation in President Donald Trump’s trade war with China. Yet they might just get a reprieve. If history repeats itself – and most analysts are betting it will – Trump and President Xi Jinping will agree to some kind of cease-fire when they meet late this week at a Group of 20 international summit in Osaka, Japan. Indeed, a senior administration o�cial sought to downplay expectations Tuesday by suggesting that the primary goal for the Trump-Xi meeting is simply an agreement to restart negotiations. The o�cial, who spoke on condition of anonymity, said the hard work of finalizing the complex details of any broad new accord would come later, when negotiating teams for the two sides meet. Under the cease-fire scenario, the two sides’ existing tari�s and counter-tari�s on many of each other’s goods would remain in place. But no additional import taxes would take e�ect. This would buy time for U.S. and Chinese o�cials to restart talks that stalled last month after 11 rounds of negotiations. The last time Trump and Xi met – in early December at a G-20 gathering in Buenos Aires, Argentina – they called a truce. That cease-fire injected some new momentum into the talks between the world’s two biggest economies. “Ideally, results at this summit could match the last summit in Argentina,” said Tu Xinquan, director of the Institute for WTO Studies at the University of International Business and Economics in Beijing. “That is, to prevent the trade war from escalating.” The stakes are even higher now. Trump has ordered U.S. Trade Representative Robert Lighthizer to prepare import taxes

on $300 billion in Chinese goods – which would extend U.S. tari�s to everything China ships to the United States. The administration has already imposed 25% tari�s on $250 billion in Chinese imports. Beijing has retaliated by taxing $110 billion in goods from the United States. “What I’m hoping is that two leaders will recommit to fully engage on the trade talks,” said Myron Brilliant, head of international a�airs at the U.S. Chamber of Commerce, a traditional Republican ally that has been sharply critical of Trump’s use of tari�s. “There’s too much at stake in the bilateral relationship for the two governments not to try to work out the final parts of the trade agreement.” The administration accuses Beijing of using predatory tactics in a pell-mell push to give Chinese companies an unfair competitive edge in such advanced technologies as artificial intelligence and driverless cars. In particular, Trump o�cials allege that Beijing forces American companies to hand over technology in exchange for access to China’s market, unfairly subsidizes Chinese tech companies and sometimes resorts to outright cyber-theft to pilfer U.S. trade secrets. Beijing denies the charges and contends that the administration is simply trying to suppress a rising competitor in global trade. If Trump did expand his tari�s to the final $300 billion in Chinese imports, it would amount to a significant escalation in the U.S.-China trade war. The earlier rounds of U.S. tari�s mostly spared consumers by targeting industrial goods, not everyday staples. Higher taxes on the rest of Chinese imports – from alarm clocks and baby carriages to contact lenses to Christmas ornaments – are “finally going to get into the average guy’s pocket. It’s all been hidden up to now,” said Je� Moon, a former China hand with

the U.S. State Department and the Trade Representative who runs the China Moon Strategies LLC consultancy. When Lighthizer’s o�ce ran seven days of hearings this month on the expanded tariffs, the message from American businesses was fairly uniform: Don’t do it. Indeed, economists warn that additional higher tari�s – e�ectively, a tax increase on consumers and companies – would hurt a U.S. economy that already appears to be weakening. Consider Celestron, a telescopes and optics company with 80 employees at its o�ces in Torrance, California, that moved most of its manufacturing to China years ago. Trump’s earlier tari�s hit only about 10% of what Celestron brings in from China. The next round would cover the remaining 90% – and it might force company to lay o� manufacturing and assembly workers it still employs in California. “These skilled positions will be imperiled by the proposed tari�s, because the parts and equipment these workers need to do their jobs are sourced in China,” Celestron said in a filing with the government. Until last month, the Trump administration and Beijing seemed to be edging toward an agreement to end the trade war. Then Trump o�cials accused China of backpedaling on commitments it had made in earlier negotiations. The talks stopped. Trump raised tari�s on $200 billion in Chinese imports from 10% to 25% – the sanctions he had suspended after he met with Xi in December – and threatened to tax the $300 billion in Chinese goods he hadn’t already hit. A key reason why analysts say the best to expect from the Trump-Xi meeting is an agreement to resume talks is that a substantive deal remains enormously di�cult. The Trump side is demanding concessions that would require China

to scale back its aspirations as a global technological powerhouse. The di�erences between the two countries’ political and economic systems – America’s free-market capitalist economy versus China state-driven Communist model – are so vast that a resolution to the dispute likely would amount to “a pause in a broader conflict over trade and technology,” said James Green, a former U.S. trade o�cial in Beijing and now senior adviser at McLarty Associates consultancy. A few months after any deal, Green said, “we will be back talking about this.” The administration will insist on a means to enforce any agreement, reflecting its contention that Beijing has violated past promises. It will likely insist on retaining some tari�s as leverage. Yet Beijing will want to eliminate all the U.S. tari�s. “China seems willing to o�er Trump many concessions to de-escalate trade tensions,” said Eswar Prasad, a Cornell University economist and former head of the China division at the International Monetary Fund. “But it is unlikely to cave in to demands that it change its economic model or industrial strategy. Such actions would go against the grain of Chinese leaders and their vision of China’s economic future.” The senior Trump administration o�cial suggested that the negotiations could go on for “months and months,” noting that both sides have a “long view” about what’s in their best interests. “Solutions to the outstanding remaining issues can be found as long as both sides have the political will to do so,” said Wendy Cutler, a former U.S. trade negotiator who is now vice president at the Asia Society Policy Institute. “It’s not entirely clear if that political will is there.”

Rockford – SupplyCore Inc., a supply chain and technology integrator, donated $30,860 to local non-profit organizations today after a successful fundraiser. Through this annual fundraising event, employees raised $15,430, setting a new all-time record since the inception of this event in 2007. SupplyCore matched the amount raised, bringing the grand total of money donated to $30,860.

All proceeds will be donated to four not-for-profit organizations, including Youth Services Network, RAMP, Walter Lawson’s Children’s Home, and the Veterans’ Drop-In Center in Rockford. Earlier today during a special ceremony at SupplyCore corporate headquarters in downtown Rockford, SupplyCore representatives presented each agency with a check in the amount of $7,715. SupplyCore President & CEO Peter Provenzano, a

longtime supporter and advocate for the greater Rockford community, promotes a company-wide culture of giving and voluntarism. “SupplyCore is proud to be an active corporate citizen of the greater Rockford region,” Provenzano said. “Our associates are community-minded, generous, and passionate about volunteering. Powell says economy facing growing uncertainties By Martin Crutsinger Associated Press

WASHINGTON (AP) – Federal Reserve Chairman Jerome Powell said Tuesday the outlook for the U.S. economy has become cloudier since early May, with rising uncertainties over trade and global growth causing the central bank to reassess its next move on interest rates. Speaking to the Council on Foreign Relations in New York, Powell said the Fed is now grappling with the question of whether those uncertainties will continue to weigh on the outlook and require action. Powell did not commit to a rate cut but said the central bank will closely monitor incoming data and be prepared to “act as appropriate to sustain the expansion.” “The crosscurrents have reemerged, with apparent progress on trade turning to greater uncertainty and with incoming data raising renewed concerns about the strength of the global economy,” Powell said. Many economists believe the Fed could decide at its next meeting on July 30-31 to cut its key policy rate, something it has not done since 2008. But markets showed disappointment with Powell’s comments, which

suggested a rate cut was not certain. That followed separate comments Tuesday by James Bullard, head of the Fed’s St. Louis regional bank, who said that he believed a quarter-point cut in July would be sufficient as an insurance move against a possible severe economic slowdown. The S&P 500 dropped 1% to 2,917, its biggest loss of the month, while the Dow Jones Industrial Average fell 179 points or 0.7%, to 26,548. In addition to disappointment with the Fed comments, reports showing a drop in consumer confidence and weakness in the housing market added to investor gloom. In an interview with Bloomberg television, Bullard said an “insurance cut” of a quarter-point would be enough to protect against a sharper-than-expected slowdown in economic growth and a half-percentage point cut would be “overdone.” Bullard last week cast the lone dissent from the Fed’s decision to hold rates steady, favoring instead an immediate rate cut. Trump on Monday tweeted that the Fed “blew it” by not cuttings rates at its meeting last week. At that session the Fed kept its policy rate unchanged in a range of 2.25% to 2.5% but dropped a previous pledge to be “patient” in changing rates

in coming months. Trump reportedly has considered either firing Powell or demoting him from the chairman’s job but has been told by the White House legal team that he does not have the power to do either. Asked about the repeated criticism by Trump, Powell said, “We are human. We make mistakes. I hope not frequently but we will make mistakes. But we won’t make mistakes of integrity or character.” Powell said that the Fed’s independence from direct political control had served the country well and when central banks do not have that protection “you see bad things happening.” The baseline outlook for the U.S. economy remains favorable for continued growth, Powell said, but “the risks to this favorable baseline outlook appear to have grown.” In early May, Trump more than doubled the tariffs on Chinese goods after U.S.China trade talks broke down. The president has threatened to essentially hit all Chinse imports with tariffs if China does not meet the administration’s demands for greater protections for U.S. technology. Trump’s moves sent financial markets tumbling because of concerns the trade conflict could end the current 10-year

economic expansion, which in July will become the longest in U.S. history. Trump is scheduled to meet Chinse President Xi Jinping later this week at the Group of 20 economic summit in Japan, a meeting that is being closely watched for signals that the two sides are prepared to resume talks in search of a trade deal. In addition to rising trade tensions, Powell said since May incoming data has raised new concerns about the strength of the global economy, noting tentative signs that investment by U.S. businesses has slowed from earlier this year. Many Fed officials believe the case for easier monetary policy has strengthened, but “we are also mindful that monetary policy should not overreact to any individual data point or short-term swing in sentiment,” he said. Powell said that would risk adding even more uncertainty to the outlook. Earlier this year, economists believed the Fed would keep its key policy rate unchanged all year long after four rate hikes last year. Now private economists believe from two to four rate cuts are possible this year, although some analysts think the Fed could keep policy unchanged if trade tensions are resolved without harming the economy.

Shattered dreams More summer series Kathi Kresol Contributor

David Benjamin and his wife, Frances were much like everyone else that settled in the early town of Guilford, Illinois. Their parents moved here to make a better life for their families. Both of their families made their living by farming. When David and Frances took their wedding vows on March 19, 1861, they must have believed that their future was bright. The birth of their son, Charlie in December of 1861 was celebrated by both families. But 1861 was a turbulent time for our country and the Civil War, though fought many miles from Rockford, would invade on David and Frances’ dreams for their family. On August 15, 1862 David was 23-years old and he enlisted in the 74th Illinois Infantry here in Rockford. His enlistment papers describe him as 5’ 11” with brown hair and blue eyes. One can only imagine what was going through David’s thoughts as he said Frances and Charlie. After training, David’s regiment was sent to Nashville, Tennessee to serve under General Grant. At the end of 1862, Rosecrans would be the commander of the Army of the Cumberland after Grant sent him to replace Don Carlos Buell. The regiment was sent to halt the advance of Braxton Bragg’s Army of Tennessee. The battle that took place was given the name Battle of Stone’s River. The fighting was fierce and the casualties were many. The battle raged for five days with the most intense fighting from December 31, 1862 to January 2, 1863. The battle would later be second only to Gettysburg for its high casualty percentage. The National Park Service’s website about the battle claims that 24,000 men from the original 81,000 that fought that day were casualties. The page also lists the rate of several other

major battles. Gettysburg had a 31% casualty rate and Stones River was 29%. Rosecrans would be considered the victor of the battle but at a heavy cost. David Benjamin was one of the casualties. The records only list that David died on February 10, 1863 from wounds he received in the battle. David was buried in the cemetery at Stone’s River Cemetery. Frances must have been devastated at the loss of her young husband. She now faced raising her son on her own as she tried to hold on to the farm that she and David had built. Frances was fortunate to have her family so close. Her father and brothers would help work the land while her mother and sisters pitched in with the house and the care of Charlie. She would hold on to the dream that she and David had for their family. But fate would step in once again. Little Charlie had taken ill and though everyone around her was hopeful, Frances was filled with fear. Those fears were realized on May 10, 1963 when Charlie died. Frances’ heart broke for the second time in three short months. It was a blow from which Frances would not recover. She died on March 9, 1864 and was buried next to her son at Greenwood Cemetery. Though David was buried many miles away on Tennessee, he is listed on the tombstone for Frances and Charlie. All that is left of the hopes and dreams of this family is the obelisk shaped tombstone that Frances’ family had built for them. Summer temperatures may have taken their time arriving in our area, but the summer TV season is in full swing. As if Sunday night weren’t already packed with great shows like Endeavour and The Good Fight (and until last Sunday, Luther, too), and fan favorites like Fear The Walking Dead and America’s Got Talent, a couple more shows will join the fray this weekend. Starz’s new series, The Rook, is a London-set supernatural spy story focused on Myfanwy Thomas (Emma Greenwell, Shameless, True Blood). She’s an EVA – short for a person with Extreme Variant Abilities – who wakes up on London’s Millennium Bridge one night, in the rain, sounded by corpses, with her memory wiped. Before the carnage, Myfanwy (rhymes with Tiffany) must have anticipated the memory wipe because she left herself a series of messages designed to help her piece together what transpired. She could have done almost anything, since EVAs are sought after by human traffickers and others who “reprogram” them in order to weaponize their abilities. The Gestalt siblings – Eliza (Catherine Steadman, Downton Abbey), Robert (Ronan Raftery, Moone Boy) and twins Alex and Teddy (both played by John Fletcher, Genius) – are EVAs. Or perhaps they’re an EVA, singular, because they’re not four separately people, they’re one mind inhabiting

four bodies. The cast also includes Olivia Munn (The Newsroom, X-Men: Apocalypse), Joely Richardson (Nip/Tuck), and Adrian Lester (Hustle). The mystery, supernatural elements, cast, and location make this a new show I’m eager to check out. Also on Sunday, the mystery series Instinct returns to CBS. Alan Cumming (The Good Wife) stars as Dr. Dylan Reinhart, an author, professor, and former CIA agent who serves as a consultant to the New York police department where he works alongside Detective Lizzy Needham (Bojana Novakovic, Shameless). Their cases are filled with just as many twists and turns as another CBS mystery, Elementary, and Reinhart’s genius is on a par with Sherlock Holmes. (Which is why I would like to see them as a programming block.) My only quibble with the quirky character is that Cumming has to hide his natural Scottish lilt in favor of a not-very-convincing American accent. If you stay tuned after Instinct you can watch Cumming’s former castmate, Christine Baranski, on The Good Fight. Not a bad way to end a weekend.

Illinois becomes 11th state to allow recreational marijuana BY JOHN O’CONNOR ASSOCIATED PRESS

SPRINGFIELD, Ill. (AP) – Illinois’ new governor delivered on a top campaign promise Tuesday by signing legislation making the state the 11th to approve marijuana for recreational use in a program o�ering legal remedies and economic benefits to minorities whose lives critics say were damaged by a wayward war on drugs. Legalization in Illinois also means that nearly 800,000 people with criminal records for purchasing or possessing 30 grams of marijuana or less may have those records expunged, a provision minority lawmakers and interest groups demanded. It also gives cannabis-vendor preference to minority owners and promises 25% of tax revenue from marijuana sales to redevelop impoverished communities. Gov. J.B. Pritzker, whose election last year gave Democrats complete control over state government again after four years under GOP predecessor Bruce Rauner, signed the bill in Chicago amid a bevy of pot proponents, including the plan’s lead sponsors, Rep. Kelly Cassidy and Sen. Heather Steans, both Chicago Democrats. “Today, we’re hitting the ‘reset’ button on the war on drugs,” Cassidy said. Residents may purchase and possess up to 1 ounce (30 grams) of marijuana at a time. Non-residents may have 15 grams. The law provides for cannabis purchases

by adults 21 and older at approved dispensaries, which, after they’re licensed and established, may start selling Jan. 1, 2020. Possession remains a crime until Jan. 1, a spokesman for Senate Democrats said. “The war on cannabis has destroyed families, fi lled prisons with nonviolent o�enders, and disproportionately disrupted black and brown communities,” Pritzker said. “Law enforcement across the nation has spent billions of dollars to enforce the criminalization of cannabis, yet its consumption remains widespread.” On the campaign trail, Pritzker claimed that, once established, taxation of marijuana could generate $800 million to $1 billion a year. He said dispensary licensing would bring in $170 million in the coming year alone. But Cassidy and Steans have dampened that prediction, lowering estimates to $58 million in the first year and $500 million annually within five years. Carrying the psychoactive ingredient THC, marijuana was e�ectively outlawed in the U.S. in 1937 and in the 1970s was declared a drug with no medicinal purpose and high potential for abuse. Blacks have been most susceptible since then to “Just say ‘No’’’-era crackdowns. Pritzker quoted a 2010 statistic from the American Civil Liberties Union that while blacks comprise 15% of Illinois’ population, they account for 60% of cannabis-possession arrests.

Peoria Democratic Rep. Jehan GordonBooth summarized marijuana’s recent history as one where “white men would get rich and black men would get arrested.” The plan addresses those concerns with the criminal-record scrubbing by giving preference to would-be marijuana vendors in areas of high poverty and records of large numbers of convictions. And 25% of tax proceeds must be reinvested in impoverished communities, while 20% is dedicated to substanceabuse treatment programs. “What we are doing here is about reparations,” Gordon-Booth said. “After 40 years of treating entire communities like criminals, here comes this multibillion-dollar industry, and guess what? Black and brown people have been put at the very center of this policy in a way that no other state has ever done.” Pol i c e or g a n i z at i on s a r e w a r y, concerned about enforcing driving under the influence laws and arguing technology for testing marijuana impairment needs more development. Law enforcement organizations fearing black-market impacts were successful in killing an earlier provision that would have allowed anyone to grow up to five marijuana plants at home for personal use. Police said they’d have di�culty enforcing that, so the bill was amended to allow five plants to be maintained only by authorized patients under the state’s medical marijuana law. They previously

could not grow their own. Ten other states and the District of Columbia have legalized smoking or eating marijuana for recreational use since 2012, when voters in Colorado and Washington state approved ballot initiatives. This year began with promising proposals in New York and New Jersey , but both fizzled late this spring. Despite a statewide listening tour on the issue by Pennsylvania’s lieutenant governor last winter, the idea never took flight. Vermont and Michigan last year were the latest states to legalize marijuana. Vermont did so through the Legislature – the first time it wasn’t done through a ballot initiative – but while it allows residents to grow small amounts for themselves, it didn’t establish a statewide distribution system like Illinois did, licensing dispensaries. Other states license dispensaries too, but not all. Illinois’ 55 medical-cannabis dispensaries get first crack at licenses to sell under the new law because they’re proven business concerns, Cassidy said. They may apply to dispense recreational pot at their current stores and for a license for a second location, meaning the state could have 110 recreational pot outlets by the time sales start Jan. 1. In October, the application period for 75 more dispensaries opens. No more would be allowed to open after that until the state conducts a review of the rollout.

This week for Rockford Rocked Interviews we switch things up a bit. What goes hand and hand with music? The answer is food. Pizza in particular. This week we catch up with With Steve Blake of Windsor Pizza Parlor in Loves Park. Todd Houston: Tell us a little bit about yourself if you would. Where you live, family, wife? You know, just the usual run down. Steve Blake: We live in Kirkland which is a little southeast of Cherry Valley. I have a wife, Samantha, and one baby girl, Aspen, who is 11 months old. We are going to be welcoming a son in about six weeks whose name will be Easton. We are a younger family just trying to make it in life. TH: So how does a kid from the country decide that he can make pizza? And do it Extremely well? SB: First you have to love pizza to know what good pizza is. I can eat pizza every day of the week, I extremely love pizza. Once you are able to achieve that you add about six years of pizza making experience into the mix, then take a big leap in life and open up your own business and hope it works out (laughs). TH: When did you find out that you had a passion for cooking? SB: In college I managed a pizza restaurant and loved doing it. After I graduated college I went out and worked for a few different corporations but always wanted

to get back into the pizza business. I loved doing it and I missed doing it after college, things lined up and I went for it. TH: I was told the sauce is either an old family recipe or you actually came up with it on your own. Can we debunk this rumor once and for all? SB: The sauce recipe is over 30 years old, I was able to obtain it from the original owner of the recipe. I also put in a small twist of my own that I thought would take it to the next level even though it was great already. People seem to like it so I think we have made some really good decisions with ingredients. TH: On any given Friday or Saturday night your restaurant is packed. Have you ever had to turn folks away from the door? You know, fire marshall stuff. SB: We haven’t had to turn anyone away. We have had to have people wait for tables for a few minutes some nights. We have put a lot of money into our patio area so during the summer we can fit about 60 additional people out there if it’s too busy inside. We strive to give the best customer service that we can to all patrons and will do anything we can to make their experience at the Parlor a fun one. TH: Windsor Pizza Parlor has had great success with comedy night and live bands in the beer garden. Thoughts? SB: We consider ourselves a neighborhood pizzeria and pub, with the patio area we have we keep trying different things to

pull the neighborhood in and give them a fun atmosphere to hang out in. We try different things and usually all of our events are family friendly and fun. The comedy nights we have started have been a big hit and pulling in local bands has really given us a boost on Saturday nights. All of our events are posted on our Facebook page so everyone can see upcoming events. One big event we have coming in August is our first ever kids fest held outside in our empty lot. There will be entertainment for the kids and great food available all day long. The Lions Club will be hosting it and between the Macktown Lions club and Windsor Pizza Parlor we hope to raise money for Gigi’s Playhouse which is a local Down syndrome achievement center. TH: Your restaurant started out as a Kentucky Fried Chicken back in the ‘70s. As a matter of fact I have a photo of it from 1975. The building is sort of small – have you ever thought about expanding? SB: Yes we have limited space but have done great with utilizing the space we have. I would love to expand at some point but need to keep bringing in money and growing the business to be able to do so. As of right now I am all-in in my business adventure and need to payoff what we got. We are coming up on a year of being in business so hopefully we can keep growing the business with the space we have and maybe down the road can add on or build a new building utilizing the empty lot we have next to us.

TH: I personally love your staff. Very friendly and hard working folks. They never leave your beer glass empty. Combined with great food and atmosphere you have a winning combination for sure. Tell us what’s next for the Windsor Pizza Parlor; new menu items, bands, etc. SB: Customer service means more to me than money or anything. I will do whatever it takes to keep this establishment with a high standard of customer service. The pizza we make here is made from scratch and with the freshest ingredients we can get our hands on. We will continue to strive to make you the best pizza in the area. As far as what’s next for us I can’t really tell you an exact answer. We like feedback from the community so bring us an idea, if we think it’s a good idea we more than likely will give it a try. We like to try to serve everyone so whether it’s a band, comedy night, paint and sip, kids fest, bringing in a magician, etc., we will give it a try. If it works that’s great, if it doesn’t we will try something else to keep people coming in to be the best neighborhood pizza parlor we can be. I would like to thank everyone that supports us we couldn’t do it without the support of a wonderful community. Viola Davis determined to go above and beyond on diversity By John Carucci Associated Press

NEW YORK (AP) – When Viola Davis started her production company nearly a decade ago, she was determined to bring about change in Hollywood with a strategic mandate: Normalize people of color on screen. “We’re not social statements. We’re not mythical creatures all the time ... you can literally put pen to paper and write a great story that includes people of color, and it could actually sell,” the Oscar winner said in a recent interview with The Associated Press. Now, in the era of Time’s Up and #MeToo, the call for diversity on all levels has been amplified. Some actors and directors have publicly called for 50-50 inclusion riders,

contractual stipulations for the diversity of a film’s cast and crew. But Davis says she doesn’t need a piece of paper to do the right thing, and her projects don’t try to replicate diversity simply based on statistics. “Maybe that’s narcissistic of me, but I don’t want to tell my daughter that because she’s 12 percent of the population, she only deserves 12 percent of the pie,” Davis said. She calls her JuVee Productions a “walking metaphor” of inclusion, noting that she has people of color and members of the LGBTQ community on staff at every level. “Women are at the forefront of just about every project,” she adds. She started JuVee Productions with her husband, Julius Tennon, in 2011 so she could have more of a voice in her own career, as well as provide more diversity on set. Before

that, Davis says, she often felt left out of the conversation. Davis spoke to the AP while promoting a documentary on diabetes, “A Touch of Sugar.” The actress, who has an early form of the disease and has lost family members to it, wants to use her celebrity to help raise awareness. “That’s what I can do. I’m not a politician. I’m not a senator. I’m not in the House of Representatives. I’m not in Congress. What I am is an artist. That’s how I provoke change,” Davis said. Earlier this month, she signed on to Netflix’s adaptation of “Ma Rainey’s Black Bottom,” to be produced by Denzel Washington and co-starring Chadwick Boseman. And JuVee has a slate of films on the hori-

zon, including “Emanuel,” a documentary released this month that explores life in a Charleston, South Carolina, community after a self-avowed white supremacist killed nine African Americans at a church there in 2015. The story focuses on the victims’ family members, friends and community, and their efforts to heal through faith and forgiveness after the massacre at Emanuel African Methodist Church. Dylann Roof was convicted of federal hate-crime and obstruction-of-religion charges and sentenced to death. Nothing says summertime like seeing food trucks roll up to your favorite community spots. There's just something about eating outside that says, "The nice weather is here to stay!" Whether you're looking for a way to break up your lunch routine or wanting something that the whole family can enjoy - food trucks are your answer. Aside from offering tasty, affordable meals, food trucks also provide a strong sense of community. That's exactly what local Greek food truck The Olive Branch is doing. "We are passionate about giving back to the community in many different ways. From offering 10% fundraising cash back to providing food at local school events," says Michele Christidis, wife of The Olive Branch owner, Bob Christidis, "We are proud to be creating food truck culture here in Rockford, and we do our best to provide not only great food and service, but [also] get families out of the house and get them connecting over our food!" Speaking of which, local food truck

culture has greatly developed within the last few years with the addition of new trucks and a wider variety of food options. The accessibility to customers and embraced community collaboration is what makes food truck culture so strong. "Compared to a brick and mortar, we are able to go to the people until [they] know how to find us," Christidis says, "Another thing we love about our particular business model is working with other entrepreneurs! We have solid relationships with many local brewing companies and wineries. They have the alcohol and we have the food works our good for all parties!" One of the main inspirations for The Olive Branch was having control of their calendar. Along with a family history in the local food scene and wanting to provide Rockford with authentic Greek food, The Olive Branch wanted a business that would fit with their lifestyle. Christidis recalled, "We knew being married to a restaurant was not what we wanted. We wanted to design the hours and make the business work around our family. Plus, we love the idea of being mobile. Trellising tomatoes BY GRANT MCCARTY CONTRIBUTOR

It is probably time to trellis those tomatoes if you have not already. I noticed some of my plants are at that stage where I need to decide what support I’m going to put in place. Cages or stakes are the two most common supports given to a tomato plant. As a reminder on determining your trellis needs, these are dependent on the type of tomato and number of plants you are growing. If you have one, small tomato plant, a tomato cage would be suitable. If I was growing many indeterminate/ determinate tomato plants, staking will be the best. Staking requires either metal or wooden stakes with one at the start of the row and the next one after every two plants. Some growers may place a stake after each tomato plant depending on what type of plant it is. A benefit to the staking system is that it allows you to adjust the string level instead of depend on set spacing from a tomato cage. Metal stakes like t-posts provide considerable more support for tomatoes than wooden stakes can. Some growers may also start their row with a metal stake and use wooden stakes the rest of the row. Whichever spacing and stakes that you decide on, you’ll need to use

heavy duty string to support them. The Florida Weave is a trellising method that Florida tomato growers use in their staking system. Using general spacing (1 stake every 2 plants, spaced 18 inches apart), the first string line will cross between the plants before the next stake, creating a figure eight once you’ve worked your way to the end of the line and then returned to the first stake to tie it. Following this initial criss-cross string line, the next string lines will be the traditional trellis spaced every 6-8 inches. There are numerous online resources that explain the Florida Weave further with photos to show what this method looks like. Your first string line should be when your plant is about a 1ft in height and the string should be placed under the first stem. As heavy fruit develops, you may be trellising much more. The stakes may also need to be hammered into the ground as fruit weighs down the plants. With your trellis system in place, your tomato plants are ready to start fruiting. When we were kids much of our spending money came from picking up bottles and cans and taking them to be recycled at a local store. When industries and stores began to reject recycling because of the costs imposed on the stores and container manufacturers from handling recycled materials, the opportunity to earn a little money from recycling disappeared and the waste problem exploded. Some states enacted programs which placed a fee on aluminum cans and glass bottles to encourage recycling those wastes. Not all states, including Illinois, passed such legislation. The arrival of plastic bags and fast food chains with throwaway containers only added to the problem. When we inquired about securing mulch for the garden from a major supplier, the source warned us that it would include plastic particles. While recycling centers do an admirable job with our waste streams, their composition is increasingly complex due to changes in available products. Funds to support such wastes are too limited to handle the entire stream. While it remains important to reduce, reuse and recycle it remains a challenge to keep up with the ever growing waste stream. When the Chinese government banned accepting wastes from other countries including the United States further stress to waste handling services resulted. Now with the documentation of the growing plastic pollution in the ocean adversely a�ecting wildlife and impacting human health, the projected growth in plastics is alarming. The oil and gas industry is looking to increase the consumption of abundant fuels from fracking by expanding processing them for use in plastics and other chemicals. A report

published by the Center for International Environmental Law indicates that during this year the plastics industry will release as much greenhouse gas pollution as 189 new coal fired power plants running year round. The industry is projected to expand so quickly that by 2030 it will add greenhouse gas pollution equal to the output of 295 new coal plants. The petrochemical expansion is occurring at the same time that an international e�ort is underway to dramatically cut carbon emissions in half by 2030 to avoid the worst impacts of climate change on people, their property, the global economy and the health of the planet. According to the CIEL report the plastic growth trend if fully implemented will account for 20% of global oil consumption by 2050. Even if demand for fossil fuel energy declines in response to climate change concerns, Sharon Kelly reports that oil and gas executives expect the demand for plastics and petrochemicals will persist as a growth area for the industry. The expansion of plastic is occurring at a time when only 9% is recycled. Some are landfilled, others are burned in incinerators adding to carbon emissions and other pollutants. A substantial amount of plastics end up in the ocean collecting in large debris piles. What can we do to help alleviate the problem? We need a much more vigorous program directed at curtailing wastes before they are generated, designing the products to last longer and be repairable, and designing them to be recycled. We have yet to design our economy for sustainability. But for now it remains critical to sustain existing waste disposal systems and fund them adequately so existing services are not reduced as has been done in Ogle County and by Keep Northern Illinois Beautiful.

Countdown to Bourbonnais: Mack and defense the one constant Bears should count on

A half year ago, the Bears defense was one of the toasts of the NFL. They brought life to a football-starved city. Starting fast and never losing much steam over the course of four months, the Bears defense was a stark jump away from the new norm: where most of the rest of the league focused on tenets of offensive efficiency to maximize every last blade of grass, the Bears were the black sheep leaning on laurels of disciplined defense. The Bears led the league in takeaways (36) and were first in Football Outsiders’ all-encompassing efficiency metric known as DVOA. They were not the eventually-coronated 1985 Bears, 2000 Ravens, 2008 Steelers, 2013 Seahawks, or 2015 Broncos because they never wore the crown. But they remain one of the most intimidating and overpowering NFL defenses of the last four decades, especially when considering how distinctive their accomplishments were. It’s easy to forget about how uniquely special the Bears defense was last year when for six months the conversation centers on their ill-fated swipes at kicker and fixing their hole at running back: two of the least important positions in football in the grand scheme of things. It’s easy to make a buzzsaw of a defense an afterthought when the insistence that they don’t have to change much hangs in the air. (You can, after all, put in earplugs.) Which, is a fact: they don’t have to change. What the Bears and their defense were able to uncommonly manifest in 2018 should be what defensive coordinator Chuck Pagano and each of his underlings focuses on maintaining for as long as they can. What they have to do is lose little and keep the ship sailing smoothly. The question of how much the Bears defense can maintain the integrity of their defensive ship while letting every other aspect of the team grow up is the primary question that should loom over training camp in Bourbonnais a month from now. It’s the question that should either bring the tightest of knots to their stomachs, or inspire beautiful butterflies to rise to the occasion.

Khalil Mack: The reigning First-Team All-Pro and 2018 Defensive Player of the Year runner-up is the face of the Bears. A trade for the superstar last summer awakened a doormat of a franchise. There’s nothing for Mack to improve upon. His penchant for breaking the will of offensive tackles and putting his teammates on his back is the one variable the Bears can always count on and ill afford to lose. Playing highlights of Mack’s first season in Chicago while the Raiders used the first-

round pick they acquired from the Bears encapsulates an infatuation the entire organization has with the 28-year-old. Eddie Jackson: A free-wheeling mercenary of a safety the Bears have been seeking for most of this century, Jackson’s rise has served as one of the catalysts for their Renaissance. He’s on the fast track toward not only becoming the best safety the Bears have ever had, but the best safety in the NFL. The catch-22 is whether he can play in January this time around. Roquan Smith: As a rookie, Smith accrued 121 tackles: second-most in Bears history only to Brian Urlacher. You may have heard of the latter or at least seen dozens of his hair restoration billboards while driving around Chicago. Despite a reasonable contract dispute that kept Smith out for all of training camp and despite not receiving his first start until Week 2 of the 2018 season, the “Montezuma Missile” lived up to the hype. In accordance with a heavy-handed prophecy, another small progression in Smith’s game will have him take over the star-studded Bears defense as his own. It’ll also have his name embroidered firmly alongside legendary Bears linebackers. Money quote: “I’ve always thought of myself as the best defensive player in the league and I want to play like the best defensive player in the league,” - Khalil Mack on his ambitions.

Rebels without a cause

The Bears for the time being embody zagging while everyone else zigs. They are the defensive rebel most around the league are probably confounded still exists given heavy investments into the offensive revolution. The results of those investments don’t lie. The NFL’s four top offenses by most metrics last year in the Saints, Chiefs, Patriots, and Rams were the four teams to reach Championship Sunday. The only team of the top four defenses to even see the playoffs was the Bears. 2018 saw the second-most points ever scored in a 16-game NFL season, with an average of 23.1 points scored per contest. Offenses also averaged over 350 yards a game in 2018, with 2015 (352.7) acting as the only time any offense has ever averaged more. To top it off, a median 5.6 yards a play – the epitome of efficiency – is the most the NFL has ever seen in its century of play. Well over 300 yards of offense in any game was once a mythical bar only juggernauts could reach. They were “Madden” numbers. Now, well over 300 yards is a mediocre baseline standard. Something that is inherently expected out of everyone and inspires disappointment when it doesn’t arrive. Three yards and a cloud of dust, as Woody Hayes and his stubborn

reincarnated form in John Fox would attest to, is no longer acceptable by modern parameters. For the Bears to enjoy one of the most nuanced defensive seasons in recent memory despite every conceivable obstacle stacked against them speaks volumes as to what they’ve created, and what their focus should continue to be. As much as Matt Nagy may consider himself an offensive guru, the Bears are a defensive team. As much as they may be in the process of ideally turning Mitchell Trubisky into a lynchpin of their success, the Bears are, conspicuously, a defensive team. Their foundation rests on some of the game’s premier defensive talents – led by the likely future Hall of Famer in Mack – and it’s this steady variable that should comfort them, not dissuade. What the Bears actively have on defense is rare. Given the way the NFL machine continues to shift with a largesse toward offensive play, it won’t last. It’s on them to make sure they wring out every last drop they can.

15.9 games on their defense, fourth in the league. Injuries play a clear factor in any team’s success in any sport. Given the grueling nature and length of most football seasons and the game itself, the last team standing is the team that won a war of attrition, not a healthy head-to-head. Even still and even with an upgraded strength and conditioning staff, the likelihood that the Bears lose less than 16 games to their defense in 2019 is minimal. Football is too violent of a game to see all 11 members, plus depth, enjoy the same injury fortune from year to year. It’d be a jarring statistical anomaly if it weren’t true. Where the Bears can cross their fingers for on this front is that the serious injuries they end up suffering have better timing. Last year, late-season respective leg and groin injuries to Jackson and Trey Burton deflated a lot of what the Bears did well on both sides of the ball. It’s not about staying healthy for the long haul, though that helps. It’s about being as healthy as possible once the weather turns and the Soldier Field turf is more unusable than usual.

Battling regression

One of the benefits behind the football analytics revolution is in the wide use of statistics to predict future performance. It shouldn’t have to be stated, but yes, simple math based on basic trends combined with the realities of the fragile human body, can make evaluating a quality NFL roster that much easier. No longer do coaches and general managers have to solely rely on the merits of the “eye test”—otherwise known as professional sports’ most common crutch to do less work. Analytics, through its player tracking, personnel-defining, and play-polishing acts as the preeminent tool behind preparing for the future. It’s unparalleled means for being ready for the terrifying and exciting mystery of regression and ascendance at the same time. It’s the former principle of regression that’s been discussed most often with the Bears and their defense this off-season. What the Bears were able to accomplish last year is seen as unsustainable. On the whole, each of the NFL’s last four leaders in takeaways dropped off at least 25 percent in takeaway production the ensuing year. If the Bears follow this familiar trend based on surprise, that could mean one less magical Jackson pick-six. It could mean one less dispiriting Mack strip sack. It could mean one or two less victories galvanized by the randomness of turnovers. Injuries are the more troubling aspect to consider when it comes to this Bears defense. According to Football Outsiders’ Adjusted Games Lost Metric – which takes into account actual games lost to injury and when players who show up on injury reports still play – the Bears lost roughly

Perhaps the chief quality of the Bears defense shouldn’t be viewed in binary terms. It’s not about the talent they have at their disposal, with depth and stars at all three levels. It’s not about the coaching and experience on their side, with Pagano at the helm and a bunch of veterans that have been there and done that. What makes the Bears defense distinguished, what allows it to survive in a football ecosystem that no longer wants it alive, is an intangible confidence. Every member of the Bears defense believes they’re either at the individual top of their profession, like Mack, or soon will be, like Jackson and Smith (though they’ll never say it). Every member of this defense, from role players to field-tilters, believes that when they come together, no offense stands a chance. It’s that faith, that damned blind faith in the operation that sets them apart and reassures them they won’t fall off a cliff. No matter what anyone says to the contrary. As they gear up for what is shaping up to be one of the steepest roller coaster seasons in franchise history, this Bears defense isn’t going to shy away from criticism. If anything, having them be a respective afterthought is what they need to make history and get their crown. “The level of expectation has been raised,” Danny Trevathan said at the Bears100 convention. “Let’s not care about what anybody thinks about us or what they say about us.
