Report says Illinois was ill-prepared for pandemic Policy group highlights pre-existing nursing shortage; hospital association says it’s not a factor By Peter Hancock

SPRINGFIELD – A new report from an Illinois think tank says the state was ill-prepared for the COVID-19 pandemic, primarily because of a pre-existing shortage of nurses, and that the pandemic has left state even more vulnerable in the event of another public health crisis. The report, by the Illinois Economic Policy Institute, a nonprofit organization with strong ties to organized labor, also argues the state would be in a better position if nurses at more hospitals were unionized and if the state adopted a law requiring mandatory minimum nurse staffing levels, an idea that was proposed in the 2019 legislative session but was not adopted. But while the Illinois Health and Hospital Association agrees there is a nursing shortage, it argues the lack of preparedness was more of a federal problem, and that the nursing shortage did not diminish the quality of care patients received. It strongly opposes legislation requiring minimum nurse staffing levels at hospitals, and disputes any correlation between the quality of patient care and the presence of a nurses’ union in a hospital. The report notes that even before the pandemic, Illinois had a shortage of about 20,000 nurses statewide and that the shortage will likely be exacerbated in the coming years because about half of the nurses practicing are older than 55. “Even prior to the pandemic, more than 75 percent of registered nurses reported that insufficient staffing levels adversely affects their job satisfaction,” the report states, citing a national survey of nurses in 2019. “COVID-19 has the potential to exacerbate the nursing shortage if registered nurses feel even more overworked and stressed.” The report examines patient care data from all 169 hospitals in Illinois, 14 of which are unionized and 155 of which are
not. All but four of the unionized hospitals are in Cook County and include some of the largest health care facilities in the state. Across all levels of care, it noted, nurses in unionized hospitals were able to spend more hours per day treating their patients. They also had lower turnover rates and lower vacancy rates for registered nurses. The report does not draw specific connections to staffing levels, or union presence, and patient outcomes during the pandemic. Frank Manzo, the institute’s policy director, said it’s difficult to say with certainty the extent to which the nursing shortage contributed to the severity of the pandemic in Illinois. “What we can say is that we could have had more infection prevention and control staff,” he said. “We could have had better turnover rates and retention rates for nurses and lower vacancy rates and that would have made us better prepared for the pandemic.” Last year, Rep. Fred Crespo, D-Hoffman Estates, introduced House Bill 2604, which would have required hospitals to have at least one nurse for every four patients in medical-surgical units; one for every three patients in intermediate care; and one for every two patients in intensive care. The bill passed out of a House committee but was never voted on by the full House. “If the legislation had been fully implemented, Illinois would have had between 17,500 and 19,100 more registered nurses – which would have eliminated the shortage of registered nurses,” the report states. But Danny Chun, spokesman for the Illinois Health and Hospital Association, strongly disagreed that hospitals weren’t prepared for the pandemic. “First of all, we’ve been drilling and doing exercises on pandemics before the pandemic hit,” Chun said during an interview. “Every hospital in the state, as you know, has an emergency preparedness plan for disasters of all kinds – mass shootings, traffic accidents, biochemical, biohazard, flu epidemics or pandemics. In the city of Chicago last year in the summer of 2019, Chicago hospitals did an exercise, a drill with the Chicago Department of Public Health on this exact issue – pandemics.
And we were directly involved in a lot of the planning and discussions back in January, February, March where hospitals got ready for the pandemic.” Chun said hospitals were directly involved in discussions with Gov. JB Pritzker’s administration in the early stages of the pandemic to plan mitigation efforts, including the decision to cancel or postpone nonemergency surgeries and procedures in order to free up hospital resources for COVID-19 patients. “Look at the numbers. We flattened the curve,” Chun said, referring to hospitalization data from the Illinois Department of Public Health, which have shown a consistent downward trend since May in hospitalizations, intensive care admissions and ventilator usage by COVID-19 patients. If there was any weakness in preparation, Chun said, it was with the federal government and its failure to maintain a national stockpile of personal protective equipment as well as open supply chains with China, where most PPE is manufactured. Enacting a law requiring minimum staffing levels, Chun argued, would not solve the state’s nursing shortage and would likely harm many smaller hospitals as well as safety-net hospitals in urban areas that wouldn’t be able to meet the requirements. “You have an existing shortage of at least 21,000 nurses in Illinois,” he said. “Simply requiring hospitals to have a certain number of nurses does not create new nurses. In and of itself, ratios don’t do anything.” Chun argued that to address the nursing shortage, the state needs a multi-pronged strategy that includes more scholarships for nursing students, incentives to keep nurse educators in the workforce, and policies that would make it easier for nurses licensed in other states to practice in Illinois. Democrats call WH briefing on Russian bounties inadequate BY ZEKE MILLER, JAMES LAPORTA AND MARY CLARE JALONICK ASSOCIATED PRESS
WASHINGTON (AP) – House Democrats returning from a briefing at the White House Tuesday said they still have many questions about explosive allegations that Russia o�ered bounties to Taliban-linked militants for killing American troops in Afghanistan and questioned why President Donald Trump won’t condemn Vladimir Putin over the issue. Majority Leader Steny Hoyer and a small group of other House Democrats met with White House o�cials as Trump downplayed the allegations and the White House said he had not been briefed on them. A handful of Republicans received a similar briefing Monday evening. The Democrats said their briefing was insu�cient and they learned nothing new. Hoyer said it was White House o�cials giving “their perspective” when lawmakers really need to hear from members of the intelligence community. House Intelligence Committee Chairman Adam Schi� said, “The right people to give the briefing really were not in the room.” The intelligence assessments on the Russian bounties came amid Trump’s pu sh t o w it hd r a w t he U. S. f r om Afghanistan. They suggested Russia was making overtures to militants as the U.S. and the Taliban held talks to end the long-running war. The assessment was first reported by The New York Times, then confirmed to The Associated Press by American intelligence o�cials and others with knowledge of the matter. House Foreign Affairs Committee Chairman Eliot Engel, D-N.Y., said Democrats left the White House briefing “scratching their heads.” He said the American people need to know more because “for God’s sake, these are our soldiers.” Schi� said it was “inexplicable” why Trump won’t say publicly that he is working to get to the bottom of the issue and why he won’t call out Russian President Putin. He said Trump’s defense that he hasn’t been briefed is inexcusable. “Many of us do not understand his a�nity for that autocratic ruler who means our nation ill,” Schi� said. House Speaker Nancy Pelosi did not attend the briefing but said Monday – as she often does – that “all roads lead to Putin” when it comes to Trump. Senate Republicans returning to Washington on Monday evening said they had strong concerns about the reports. Many said they wanted more answers.
West Virginia Sen. Shelley More Capito said that Congress needs to get to the truth, because the allegations are “horrifying if true.” White House press secretary Kayleigh McEnany has repeatedly insisted Trump wasn’t briefed on the findings because they hadn’t been verified. The White House seemed to be setting an unusually high bar for bringing the information to Trump, since it is rare for intelligence to be confirmed without a shadow of doubt before it is presented to senior government decision-makers. McEnany declined to say why a di�erent standard of confidence in the intelligence applied to briefing lawmakers than bringing the information to the president. Some Republicans who were briefed by the White House on Monday also said they left with questions. Rep. Liz Cheney of Wyoming and Texas Rep. Mac Thornberry, the top Republican on the Armed Services Committee, said, “After today’s briefing with senior White House o�cials, we remain concerned about Russian activity in Afghanistan, including reports that they have targeted U.S. forces.” Senators reviewed classified documents related to the allegations Monday evening, including information that was not previously known, according to one aide who was not authorized to discuss the matter publicly and spoke on the condition of anonymity. It was unclear what was contained in the documents. Nebrask a Republican Ben Sasse, a member of the Senate intelligence committee, said that Congress should focus on finding out who knew what, and when, “and did the commander in chief know? And if not, how the hell not?” Others downplayed the matter. “I don’t think it’s should be a surprise to anybody that the Taliban’s been trying to kill Americans and that the Russians have been encouraging that, if not providing means to make that happen,” said Texas Sen. John Cornyn, also a member of the intelligence panel. “Intelligence committees have been briefed on that for months. so has Nancy Pelosi, so has (Democratic Senate leader) Chuck Schumer. So, this is, this is a more leaks and partisanship.” While Russian meddling in Afghanistan isn’t new, o�cials said Russian operatives became more aggressive in their desire to contract with the Taliban and members of the Haqqani Network, a militant group aligned with the Taliban in Afghanistan and designated a foreign terrorist organization in 2012. The intelligence community has been
investigating an April 2019 attack on an American convoy that killed three U.S. Marines after a car rigged with explosives detonated near their armored vehicles as they traveled back to Bagram Airfield, the largest U.S. military installation in Afghanistan, o�cials told the AP. Three other U.S. service members were wounded in the attack, along with an Afghan contractor. The Taliban claimed responsibility for the attack. The o�cials the AP spoke to also said they were looking closely at insider attacks – sometimes called “green-on-blue” attacks – from 2019 to determine if they are also linked to Russian bounties. One o�cial said the administration discussed several potential responses, but the White House has yet to authorize any step. Intelligence o�cials told the AP that the White House first became aware of alleged Russian bounties in early 2019 – a year earlier than had been previously reported. The assessments were included in one of Trump’s written daily briefings at the time, and then-National Security Adviser John Bolton told colleagues he had briefed Trump on the matter. Bolton declined to comment, and the White House did not respond to questions on the matter. The intelligence o�cials and others with knowledge of the matter insisted on anonymity to discuss the highly sensitive matter. The White House National Security Council wouldn’t confirm the assessments but said the U.S. receives thousands of intelligence reports daily that are subject to strict scrutiny. Trump’s Democratic general election rival, former Vice President Joe Biden, accused the president Monday of a “betrayal” of American troops in favor of “an embarrassing campaign of deferring and debasing himself before Putin.” “I’m disgusted,” Biden told donors, as he recalled his late son Beau’s military service. Families of service members, Biden said, “should never, ever have to worry they’ll face a threat like this: the commander in chief turning a blind eye.” Asked about the reports on the alleged bounties, Putin’s spokesman Dmitry Peskov said Monday, “These claims are lies.”

As virus roars back, so do signs of a new round of layoffs By Paul Wiseman, Travis Loller and Kelli Kennedy Associated Press
WASHINGTON (AP) – The reopening of Tucson’s historic Hotel Congress lasted less than a month. General manager Todd Hanley on June 4 ended a two-month coronavirus lockdown and reopened the 39-room hotel at half-capacity, along with an adjoining restaurant for outdoor dining. Yet with reported COVID-19 cases spiking across Arizona, Hanley made the painful decision last weekend to give up, for now. “We are closing everything,’’ he said. “We are going to live to fight another day.’’ The move means that once again, most of Hanley’s employees will lose their jobs, at least temporarily. Except for roughly a dozen who are needed to maintain the century-old property, more than 50 workers he had recalled will be laid off for a second time. A resurgence of confirmed COVID cases across the South and West – and the suspension or reversal of re-openings of bars, hotels, restaurants and other businesses – is endangering hopes for an economic rebound in the region and perhaps nationally. At stake are the jobs of millions of people who have clung to hopes that their layoffs from widespread business shutdowns this spring would prove short-lived. On Thursday, the government is expected to issue another robust monthly jobs report. Economists have forecast that employers added 3 million jobs in June, on top of 2.5 million added in May, clawing back a portion of the record-high 21 million that vanished in April at the height of the viral shutdowns. Yet any such news might already be outdated: The jobs report won’t fully capture the impact of the COVID upsurge in the South and West and the desperate steps being pursued to try to control it. The re-closings of restaurants and bars, and resulting job cuts, mark an about-face from what appear to have been premature efforts to restart the economy before the pandemic had been contained. “We’re still in a very deep hole,’’ said Diane Swonk, chief economist at the firm Grant Thornton. “This makes the June employment report backward-looking
instead of forward-looking.’’ Eager to jump-start their economies, governors in several states across the Sun Belt had lifted their lockdowns before their states had met reopening guidelines that were set – yet largely shrugged off – by the White House. Reported infections quickly spiked. From April 9 to June 8, the five-day daily average of confirmed new cases had dropped from 32,150 to below 19,400. Then it began rising again, surging past the April level to nearly 42,100 on Sunday before dipping to 41,000 on Monday. The number of infections is thought to be far higher because many people have not been tested, and studies suggest that people can be infected with the virus without feeling sick. The governors began to backtrack. Texas Gov. Greg Abbott last week ordered all bars closed. Arizona Gov. Doug Ducey told residents to stay home and declared that the state was “on pause’’ as the COVID cases stacked up. Florida also banned alcohol consumption at its bars. Kylie Davis, a 23-year-old bartender in Tampa, Florida, had returned to work May 23 after two months without a job, struggling to collect unemployment benefits from Florida’s backlogged system. The tips, she said, were good. “People were so understanding,” she said, “that we had been out of work for a while and were extremely generous.” Yet after a few weeks, Davis was coughing and exhausted and had lost her sense of taste and smell. On June 12, she tested positive for the virus and couldn’t return to work when Florida bars reopened. Neither, it turns out, could many others. As Florida’s reported cases spiked to record highs the past two weeks, with 9,000 cases recorded in one day last week, Gov. Ron DeSantis ordered bars to shut down again. And just like that, Davis and others found themselves unemployed for the second time this year. The jarring reversal underscores what many economists had been stressing for months: That the economy and the job market can’t regain their health until business shutdowns have lasted long enough to reduce infections and most Americans feel confident enough to return to restaurants, bars, hotels, shopping malls and airports. In the meantime, a resurgence of cases
and re-closings of businesses is increasingly evident. The data firm Womply found that the proportion of bars that are closed in Texas, Florida, Tennessee and some other states started climbing last week after having declined fairly steadily since April or early May. In many cases, it seems, customers themselves, rather than government edict, have driven that trend. A study by Austan Goolsbee and Chad Syverson of the University of Chicago found that Americans chose to stay home or avoid crowded stores this spring not so much because authorities told them to as out of fear stemming from reports of COVID deaths. Their study used cellphone data to track consumer traffic. “It is the virus, not lockdowns, that dictates the course of the economy,” said Yongseok Shin, an economist at Washington University and a research fellow at the Federal Reserve Bank of St. Louis. “We cannot have a full economic recovery without reining in the epidemic. He added: “We were worried about a second wave in the fall, but it now appears that we may have one very long wave. With the number of new cases high and rising, people will be slow to return to normal activities for fear of infection, and businesses will delay hiring and investment, lockdown or no lockdown.’’ Even before Texas’s governor shut down bars in the states again last week, Michael Neff had decided to re-close his, the Cottonmouth Club in Houston. In March, Neff had initially closed the Cottonmouth and laid off his 10 employees. Late last month, he reopened. He brought back two employees with precautions – requiring customers to wear masks except when seated, eliminating bar seating, developing a contactless menu and erecting a barrier at the bar’s entrance. It didn’t work. After being cooped up for months, bar-goers appeared in no mood for social distancing, especially when they could visit other bars with fewer restrictions. Employees at the Cottonmouth were spending most of their time monitoring customers’ behavior. “You can’t create an environment people want to be in if you are scolding them the whole time,” Neff said. Then he began hearing of bars where
the entire staff had tested positive for the coronavirus. Two weeks ago, Neff decided to shut down again on his own. “We couldn’t just be a magical COVIDfree zone,” he said. Financially, it has been difficult. But Neff said his landlord has allowed him to pay what he can so far. Likewise, Omar Yeefoon reopened his Dallas restaurant June 10 to “a pretty good reception,” after having been shuttered for three months. The comeback was fleeting. After four days, Yeefoon had to shut down again in the face of a COVID-19 resurgence in Texas and lay off two of the four workers he’d brought back. “People’s minds – they still don’t fe e l c om for t a ble,” Ye e fo on s a id . “Psychologically, forcing this reopening and forcing everyone to go out -- I don’t know how it is playing out ... We in Texas have not been doing this right.’’ Some business people have voiced frustration over the often contradictory and evolving directives from government authorities and by the impossible situation the virus has put them in. “You open too soon, and people die,’’ said Dawn Nielsen, chief operating officer at Kolache Factory, which has 27 bakeries mostly around Houston. “You don’t open soon enough, and businesses die.’’ Kolache Factory had reopened dining rooms for two weeks, then shut them back down on June 19 and returned to takeout and delivery only. The re-closings are complicating prospects for a enduring economic recovery from the sudden and deep U.S. economic downturn. In a worst-case scenario, economists at IHS Markit warn, after a brief rebound, the economy could slip back into recession by the end of the year. Economists Mark Vitner and Charlie Dougherty at Wells Fargo Securities note that the uptick in reported viral cases is occurring in cities like Dallas, Houston and Atlanta that have accounted for a disproportionate share of economic growth in recent years. “The second-half economic recovery will be weaker and more sluggish than what we hoped for,’’ Shin of Washington University said, “precisely because we failed to contain the epidemic as effectively as we should have.’’

Thanks to the pandemic, picnics and public fireworks might not be on the agenda for this Independence Day. But you can still celebrate at home – ideally in air-conditioning, given the sweltering forecast. Sometimes I like watching patriotic musicals like 1776 or even Yankee Doodle Dandy on the 4th, especially if the weather is bad. That’s why was really excited when Disney+ announced it would begin streaming the filmed version of Broadway’s ground-breaking musical, Hamilton, starting on July 3. Okay. It was one reason. The main reason I was excited: I love Hamilton. The Broadway production was filmed before original cast members – including Tony winners Leslie Odom, Jr. (Best Actor in a Musical, Burr), Renee Elise Goldsberry (Best Featured Actress in a Musical, Angelica), Daveed Diggs (Best
Featured Actor in a Musical, Lafayette/ Je�erson) – departed the show. In total, the production won 11 Tony Awards, including Best Musical, Best Direction of a Musical, Best Choreography, Best Score, Best Book of a Musical, Best Orchestration, Best Costumes of a Musical, and Best Lighting Design of a Musical. The film was originally intended to be released in theaters in late 2021, so premiering on Disney+ wasn’t a back-up plan. It was by design. People are craving entertainment, Hamilton fans will give Disney+ a huge boost, and the fact that it tells the story of one of our founding fathers – nearly forgotten before the musical, despite appearing on every $10 bill in circulation – makes it a perfect lead in to the Independence Day weekend. Unfortunately, Disney+ is no longer o�ering the free trial period it had at the start of the pandemic. But at $6.99 for a single-month subscription, it’s less expen-
sive than a ticket to see it at a movie theater would cost – better yet, you can stream it multiple times throughout that month. Despite sold-out shows on Broadway, London, Chicago, and for multiple touring companies around the world, it’s estimated that more people will see Hamilton on Disney+ than have seen a live production to date. (I’m one of the lucky ones who has seen the show live. Now I’ll get to see it with the original cast.) Without realizing it, you might already be a fan of a Hamilton star. AMC Theaters, the nation’s largest chain, is pushing back its plans to begin reopening theaters by two weeks following the closure because of COVID-19. The company said Monday that it would open approximately 450 U.S. locations on July 30 and the remaining 150 the following week.
The company had planned to begin opening theaters in mid-July, but last week the July theatrical release calendar was e�ectively wiped clean when Disney and Warner Bros. decided to delay the releases of “Mulan” and “Tenet” to August dates. AMC CEO and President Adam Aron said that its general managers across the U.S. started working full time Monday to get

their buildings ready to reopen. “We continue to devote extraordinary resources into our plan to operate our theatres with a hyper commitment to the safety and health of our guests and associates,” Aron said in a statement. Most indoor U.S. theaters have been closed since mid-March because of the coronavirus pandemic. But both independent locations and major chains are
readying to reopen within the next month. However plans could continue to change given the surge of cases in a number of states. Last week, Gov. Carl Reiner, beloved creator of ‘Dick Van Dyke Show,’ dies BY MIKE STEWART ASSOCIATED PRESS
NEW YORK (AP) – Carl Reiner, the ingenious and versatile writer, actor and director who broke through as a “second banana” to Sid Caesar and rose to comedy’s front ranks as creator of “The Dick Van Dyke Show” and straight man to Mel Brooks’ “2000 Year Old Man,” has died. He was 98. Reiner’s assistant Judy Nagy said he died Monday night of natural causes at his home in Beverly Hills, California. One of show business’ best liked men, the tall, bald Reiner was a welcome face on the small and silver screens, in Caesar’s 1950s troupe, as the snarling, toupee-wearing Alan Brady of “The Dick Van Dyke Show” and in such films as “The Russians Are Coming, the Russians Are Coming” and “It’s a Mad, Mad, Mad, Mad World.” In recent years, he was part of the roguish gang in the “Ocean’s Eleven” movies starring George Clooney and appeared in documentaries including “Broadway: Beyond the Golden Age” and “If You’re Not in the Obit, Eat Breakfast.” Tributes poured in online, including from Steve Martin, who said: “Goodbye to my greatest mentor in movies and in life. Thank you, dear Carl. Actor Josh Gadd called Reiner “one of the greatest comedic minds of all time” and Sarah Silverman said “his humanity was beyond compare.” Actor Alan Alda tweeted “His talent will live on for a long time, but the loss of his kindness and decency leaves a hole in our hearts.” Films Reiner directed included “Oh, God!” starring George Burns and John Denver; “All of Me,” with Martin and Lily Tomlin; and the 1970 comedy “Where’s Poppa?” He was especially proud of his books, including “Enter Laughing,” an autobiographical novel later adapted into a film and Broadway show; and “My Anecdotal Life,” a memoir published in 2003. He recounted his childhood and creative journey in the 2013 book, “I Remember Me.” But many remember Reiner for “The Dick Van Dyke Show,” one of the most popular TV series of all time and a model of ensemble playing, physical comedy and timeless, good-natured wit. It starred Van Dyke as a television comedy writer working for a demanding, eccentric boss (Reiner) and living with his wife (Mary Tyler Moore in her first major TV role) and son. “The Van Dyke show is probably the most thrilling of my accomplishments because that was very, very personal,” Reiner once said. “It was about me and my wife, living in New Rochelle and working on the Sid
Caesar show.” The pilot, written by Reiner, starred himself as Rob Petrie, and aired in July 1960. When the show was reworked (CBS executives worried Reiner would make the lead character seem too Jewish), Van Dyke was cast and the program ran from 1961 to 1966. One famous fan, Orson Welles, was known for rushing to his bedroom in the afternoon so he could be near a TV when the show was on. “Although it was a collaborative e�ort,” Van Dyke later wrote, “everything about the show stemmed from his (Reiner’s) endlessly and enviably fascinating, funny, and fertile brain and trickled down to the rest of us.” The story line had Petrie as the head writer for “The Alan Brady Show,” a comedy-variety series not unlike “Your Show of Shows,” in which Reiner, as Brady, was the egocentric star. Petrie’s fellow writers were character actors Morey Amsterdam as Buddy Sorrell and Rose Marie as Sally Rogers. It was an early parody of the Caesar show, which would later be dramatized in the film “My Favorite Year” and Neil Simon’s play “Laughter on the 23rd Floor.” Besides acting in and producing the “Van Dyke” series, Reiner wrote or co-wrote dozens of episodes. Although the show was the very best of good clean fun, it wasn’t clean enough for network censors. Reiner often battled network o�cials over the sleeping arrangements of Rob and his wife; the Petries slept in twin beds. He wanted them to sleep in a double bed. Reiner had joined the classic comedy revue “Your Show of Shows” in 1950 after performing in Broadway plays. Much of Reiner’s early work came as a “second banana” – although, as Caesar once put it, “Such bananas don’t grow on trees.” He performed in sketches – satirizing everything from foreign films to rock ‘n’ roll – and added his talents to a writing team that included Brooks, Simon, Woody Allen and Larry Gelbart. “As second banana,” he told TV Guide, “I had a chance to do just about everything a performer can ever get to do. If it came o� well, I got all the applause. If it didn’t, the show was blamed.” It was during the “Show of Shows” years that Reiner and Brooks started improvising skits which became the basis for “The 2000 Year Old Man.” Reiner was the interviewer, Brooks the old man and witness to history. Reiner: “Did you know Jesus?” Brooks: “I knew Christ, Christ was a thin lad, always wore sandals. Hung around with 12 other guys. They came in the store,
no one ever bought anything. Once they asked for water.” After the pair performed the routine at a party, Reiner said Steve Allen insisted they turn their banter into a record. The album, “2000 Years with Carl Reiner and Mel Brooks,” appeared in 1960 and was the start of a million-selling franchise. The duo won a Grammy in 1998 for their “The 2000 Year Old Man in the Year 2000” and Reiner won multiple Emmys for his television work. In 2000, he received the Kennedy Center Mark Twain Prize for Humor. When the sound system failed at the start of the ceremonies, Reiner called from the balcony, “Does anybody have four double-A batteries?” Besides “All of Me,” Reiner directed Martin in “Dead Men Don’t Wear Plaid,” “The Man With Two Brains” and “The Jerk.” Reiner is the father of actor-director Rob Reiner. The younger Reiner starred as Archie Bunker’s son-in-law on “All in the Family,” and directed “When Harry Met Sally ...” and “The Princess Bride.” Rob Reiner said in a tweet Tuesday that his “heart is hurting. He was my guiding light.” Carl Reiner was born in 1922, in New York City’s borough of the Bronx, one of two sons of Jewish immigrants. He grew up in a working-class neighborhood, where
he learned to mimic voices and tell jokes. After high school, Reiner attended drama school, then joined a small theater group. During World War II, Reiner joined the Army and toured in GI variety shows for a year and a half. Back out of uniform, he landed several stage roles, breaking through on Broadway in “Call Me Mister.” He married his wife, Estelle, in 1943. Besides son Rob, the couple had another son, Lucas, a film director, and a daughter, Sylvia, a psychoanalyst and author. Estelle Reiner, who died in 2008, had a small role in Rob Reiner’s “When Harry Met Sally...” – as the woman who overhears Meg Ryan’s in a restaurant and says, “I’ll have what she’s having.” His greatest disappointment was “Bert Rigby, You’re a Fool,” a 1989 musical he wrote and directed that starred Robert Lindsay, a British actor Reiner believed could be a new Dick Van Dyke. The film flopped, and Reiner’s career as a director faded. Reiner, inducted into the Academy of Television Arts and Sciences’ Hall of Fame, remained involved in other entertainment projects. In the 1990s, he reprised the Alan Brady character for an episode of “Mad About You.” His death was first reported Tuesday by celebrity website TMZ.

The weather’s heating up and 4th of July is just around the corner! There are plenty of ways to celebrate the holiday in the Rockford region. Whether you’re looking for classic fireworks, music, or a good run, there are events for everyone on this patriotic day!
Fireworks
If you want a traditional 4th of July experience, you’re probably looking forward to seeing some fireworks! There are a few places in the region you can get your fireworks fix this year. On the Fourth, you can hop over to Rockford Rivets Stadium for a spectacular fireworks show! You can watch from the inside of the stadium where you will have prime viewing, access to the concessions and bar, and a live DJ and entertainment before the fireworks show. But if you’re looking for a cozier way to watch the fireworks, you can still head to Rivets
Stadium, but opt for the tailgating option! Pack the family up in the car, grab your favorite snacks and drinks (no grills allowed, though), and watch the fireworks show from the comfort of your car. This is especially helpful if you have young kids, where you can hunker down in the car if the fireworks get too loud, but you can still see them! I’ve been to plenty of Rockford Rivets baseball games in past years with fireworks to know that these shows are incredible. Even on a random Friday night in June or July, these fireworks shows rival that of past 4th of July fireworks shows in downtown Rockford! Another place you can watch fireworks is the Rockford Speedway for their Red, White & Boom Celebration! On July 4, they have a whole lineup of unique races at the racetrack (in addition to the fireworks). One of the races you can watch is the RoadRunners Midnight Ride…where they turn off the lights on the track and the cars race around in the dark! After all the racing is done, there is not a

Symphony Concert at Home
If you’re having a 4th of July cookout at your house, a competitive game of bags going on, sparklers on hand, and you’re not really looking to leave the house, all you need to do to feel patriotic is to turn on the radio. At 7 p.m. on Saturday, 100FM will be playing “An American Salute” featuring music by the Rockford Symphony Orchestra! The usual Rockford Symphony Orchestra concert at Starlight Theatre is going virtual this year, so you are able to enjoy it anywhere. Songs in the concert include “American Salute” by Morton Gould, “Rhapsody in Blue” by George Gershwin, and other patriotic numbers by the Symphony.
Race Anywhere
The Lifescape 4th of July Classic is a traditional run held on the 4th of July. This year, the race has gone virtual!
What does that mean, you may ask? It means that any time between June 28 and July 4, you can run or walk either an 8k, 2-mile, or 1-mile family fun walk from anywhere you choose. You could run in the early morning along the Rock River, at night in your neighborhood, or even on your lunch break on a treadmill! No matter how you race, all you need to do is track your time and send it in to the race organizers. All participants who sign up will still receive a race t-shirt and finisher medal. And just because the race is virtual this year, that doesn’t mean you still can’t dress up! Put on that patriotic tutu or red, white and blue outfit and take a photo or video to share your race experience! Be sure to use the official race hashtag, #ARaceForTheAges. Controlling Japanese beetles BY GRANT MCCARTY CONTRIBUTOR
This past week, I noticed initial damage from Japanese Beetles on two of the peach trees I planted this spring and in talking with other growers, it seems that the Japanese beetles have begun to emerge this season in Northern Illinois. The adult form of the Japanese Beetle is emerald green and it emerges from the soil in late June to feed in July and August. The adult form can be a fairly generalist insect, eating many di�erent types of plants. While they are eating, the adults will lay eggs in the soil where the grubs will feed on roots and decaying matter
into the fall and winter. As temperatures get colder, they move downward and overwinter. In the springtime, pupation will occur and adults will emerge again. Japanese beetles are attracted to plants that are already damaged as the beetles release a hormone when feeding. This is also why when you place a trap out you’ll have much more Japanese beetles than you would have ever had if you didn’t have a trap. Traps then are usually not recommended especially from a backyard perspective. Another strategy is to knock the beetles into a soapy water in the morning. This tends to stun them with the soapy water
drowning them. There are some insecticides you can use but keep in mind that some may a�ect your pollinators. Bacterial Milky Spore is a disease caused by a bacterium that can be applied to the soil to target Japanese beetle grubs. It will only target these type of grubs. While seen regularly as a solution, it usually is not e�ective, as the bacterium will not survive the winter and depends greatly on certain soil conditions. Beneficial nematodes, which are microscopic worms in the soil, could be applied to the turf in late July to target grubs. Your lawn has to stay moist for these nematodes to move through the soil.
You will not often find these nematodes at home and garden centers so will need to order them online. Covers, like a floating row cover/cheese cloth type of material, may help to keep the beetles from getting to your plants. They still allow for your plant to get the sunlight and water that it needs. As I look at my young peach trees eaten by Japanese beetles, this will be my strategy to keep the beetles away. The coronavirus has taken a toll on human life, health and the economy. Its arrival stimulated the Federal government to rescue big banks and major corporations with lesser funds available to small businesses and the citizens who lost their jobs. In an e�ort to restart economic activity the restrictions which had been placed on business and the public have been slowly eased. As a result we are experiencing an increase in reported cases of illness and associated deaths. In a discussion with us, a local environmentalist expressed the hope of returning to our normal lives. While many of us share that sentiment perhaps we should be concerned with what the new normal is likely to look like. One thought to bear in mind is that the new normal could include covid-19 remaining a challenge. Questions persist as to whether the virus will increase in fall, be more or less harmful, whether an e�ective vaccine will be available and what
social limits, if any, will remain. We will continue to have a greater understanding of the virus and how to deal with it than we did this past winter. But we will continue to su�er from the toll it has taken on our economy and our lifestyles. A somewhat overlooked concern is what is happening with environmental and energy reforms while we and our government o�cials are preoccupied with the pandemic. The federal EPA recently announced it will waive penalties on a case by case basis of any noncompliance with its regulations due to the pandemic. This partial retreat from enforcing regulations is in addition to the many actions already taken by the current administration to weaken environmental and energy regulations. The Federal retreat from existing environmental and energy regulations leaves environmental enforcement up to state and local governments. They have some power to enforce regulations and pursue energy and environmental goals. But they are challenged to fulfil the abandoned
Federal role as prior to the arrival of the pandemic they had pre-existing financial problems which led to sta� reductions and budget cuts. They have seldom shown substantial public will to pass and enforce such regulations. The transfer of power to the Federal government which occurred in the 1970s was a result of state and local governments’ being ine�ective in addressing increasing pollution problems. While some latitude exists for state and local reforms, the pandemic has further weakened their economies. To some extent nongovernmental environmental organizations have stepped up their legal challenges to actions that threaten increased environmental harm. While such actions need citizen support, they cannot replace the essential role the Federal government plays in environmental protection. Some positive actions such as funding e�orts for cleaner sources of energy, energy e�ciency and provisions to stimulate employment in those areas are being
proposed on the Federal level. With so many people unemployed and uncertainty surrounding job prospects, new programs to employ people in maintaining and restoring natural areas along with other conservation work could prove beneficial. In the meantime volunteers are needed to support the work of local environmental e�orts including river and roadside cleanups as well as assisting in ecological restoration projects. One is volunteering to assist local gardening projects raising food for people in need. If people decide to become involved in such e�orts the risk of catching or spreading the virus can be minimized by working alone or in small groups of people they know well. Follow the experts’ recommendations by wearing a mask and honoring social distancing along with possibly wearing gloves. Engaging in healthy outdoor activities provides a social experience and gives the immune system a boost by absorbing vitamin D freely provided by the sun.
