Temporary Rockford casino could open in 2019 By Jim Hagerty Reporter
ROCKFORD - Rockford Mayor Tom McNamara says he wants to see a temporary casino open this year while plans for a permanent facility is under construction. McNamara unveiled the Rockford casino timeline last Friday, the day Gov. J.B. Pritzker signed the gaming expansion bill. The signing gave Rockford 120 days to submit a casino application to the Illinois Gaming Board. If that application is approved, a casino could open at a temporary site by the end of the year. The application will depend on the responses to an RFP (Request of Proposal) the city is hopes to issue this week. “We have been working on that for 2 1/2 (or) three weeks,” McNamara said. “We are moving rapidly. Not many people have ever created an RFP like this.” The mayor before and application is sent to the state, it must meet certain criteria. There must be a good-faith negotiation, and city and applicant must agree on casino locations and a revenue sharing plan. They must also agree on
zoning and public health requirements. All the conditions must be approved by City Council. McNamara said a permanent casino would likely take two years to build and “multiple entities” have already expressed interest. Where the facility would be built, however, is not yet part of the discussion. “It’s something that’s going to go through an open and transparent request for proposal process,” he said. “Everything is up for debate. Everything is up for negotiation, and we are open to anything at this point.” A Rockford could casino could add nearly 1,600 jobs to the area and yield between $6 million and $8 million in annual revenue. The city would share that revenue with Winnebago County, Loves Park and Machesney Park. Pritzker spoke to local reporters Monday and said he will “do everything possible” to help Rockford “beat Beloit,” meaning get a casino off the ground as quickly as possible, in order to get a leg up on the facility planned just north of the Illinois border. The goal he said, is to be first to start
attracting casino-goers from Wisconsin. “Gaming will being in hundreds of millions of dollars in state revenue annually from all across the state when this is fully implemented,” Pritzker said. “For years, bills have been drafted and debates have been had. But it never got across the finish line. This year, Republicans joined Democrats in a bipartisan effort.” State Sen. Dave Syverson was one of those Republicans, a stalwart for a Rockford casino for more than a decade. “We saw the concern back then about other states building casinos intentionally on the border to come after Illinois residents – Illinois tourism dollars,” Syverson said. “We saw that problem, so we started working together years ago in building a coalition and building a piece of legislation that made sense.” In 2018, Illinois lost about $1.5 billion in gaming dollars to states like Iowa, Wisconsin and Indiana. “There’s not hiding. We’ve had huge deficits for years and years and years,” McNamara said. “This revenue comes at the perfect time.”

ROCKFORD - Mayor Tom McNamara presented Toronto Raptors guard Fred VanVleet with a key to the city last weekend. McNamara made the presentation Saturday, in front of thousands who packed City Market pavilion to welcome the former Auburn star and now NBA champion home. “It’s a tremendous honor for the city of Rockford to celebrate and honor our hometown hero,” McNamara said before reading a proclamation that unofficially renames Rockford “Fredford.” “Through your character and accomplishments, you are reinforcing the idea that it’s still cool to say, ‘I’m from Rockford, Illinois.’” VanVleet, who took a somewhat unconventional route to the NBA, was humbled by the honor, saying he hopes to attend a welcome-home party for players who came out in droves on a sweltering Saturday afternoon just to get a glimpse of him. “You really don’t understand what this means to me,” he said. “I’ve been on this Rockford train since seventh and eighth grade, when it wasn’t cool to claim Rockford, when everyone I knew as claiming the city--claiming Chicago. I stayed true to that, and I always felt
like we would turn things around here. And this is just the beginning of that. Look around you. I’ve never seen nothing like this in my 25 years here. We don’t understand how powerful we can be when we can come together. But this stuff is possible for us, and we can continue to do this.” As high school player, VanVleet opted to play AAU basketball locally instead of Chicago, a move some say kept major colleges in the dark about his talent and ability to compete against top recruits. As a result, the undersized all-stater was recruited by small D-I schools like Colorado State, Northern Illinois, Drake and Wichita State. In four years with the Shockers, he helped put Wichita State back on the NCAA map by advancing to the 2013 Final Four. He was then named Missouri Valley Conference Player of the Year twice and finished as the school’s all-time leader in assists, steals and assist-to-turnover ratio. He tied conference and school records with 120 career wins and made the 1,000-point club as a junior. Despite a stellar college career, VanVleet’s name was not called during the 2016 NBA Draft .There were teams that expressed interest in taking him
late in the second round, but they only wanted him as a system player in the now G-League but were never likely to promote him. So, Fred decided to make good on a tweet he sent after the draft that said “Bet on yourself,” and signed a free-agent deal with the Raptors that was contingent upon a strong Summer League showing. The bet paid off, launching his career and renewing hope to thousands of local youth players with dreams of playing at the next level. “There’s a lot of kids in this crowd,” VanVleet said. “Hopefully, when I’m older, I can come to their parade or their charity event or basketball camp. To me, that’s the most important part.” Saturday’s event was the third to honor VanVleet at City Market. More than 12,000 people were on hand during the NBA Finals for two viewing parties dubbed Jurassic Park RKFD. The pavilion exploded with excitement during Game 6, when VanVleet scored 22 points off the bench and dedicated Toronto’s first championship to his hometown by saying, “Rockford, Rockford, this is for you, baby!” during his postgame interview with ESPN. VanVleet will become an unrestricted free agent after next season.

Iran breaches uranium stockpile limit set by nuclear deal BY JON GAMBRELL AND AMIR VAHDAT ASSOCIATED PRESS
TEHRAN, Iran (AP) – Iran has broken the limit set on its stockpile of low-enriched uranium by its 2015 nuclear deal with world powers, international inspectors and Tehran said Monday, marking its first major departure from the unraveling agreement a year after the U.S. unilaterally withdrew from the accord. The announcement by Iran’s Foreign Minister Mohammad Javad Zarif and later confirmation by the U.N. nuclear watchdog puts new pressure on European nations trying to save the deal amid President Donald Trump’s maximalist campaign targeting Tehran. Iran separately threatens to raise its uranium enrichment closer to weapons-grade levels on July 7 if Europe fails to o�er it a new deal. It also further heightens tensions across the wider Middle East in the wake of Iran recently shooting down a U.S. military surveillance drone, mysterious attacks on oil tankers that America and the Israelis blame on Tehran, and bomb-laden drone assaults by Yemen’s Iranian-backed rebels targeting Saudi Arabia. The European Union urged Iran to reverse course and Israeli Prime Minister Benjamin Netanyahu called the action “a significant step toward making a nuclear weapon.” Iran long has insisted its nuclear program is for peaceful purposes, despite Western fears about it. Though Trump pulled back from airstrikes targeting Iran after the U.S. drone was shot down, Washington has rushed an aircraft carrier strike group, nuclear-capable B-52 bombers and thousands of additional troops to the region. That’s raised fears that a miscalculation or further incidents could push the two sides into an armed conflict, some 40 years after the Islamic Revolution and the takeover of the U.S. Embassy in Tehran. Speaking to journalists in Tehran, Zarif acknowledged Iran that broken through the limit set by the accord. “We had previously announced this and we have said it transparently what we are going to do,” Zarif said. “We are going to act according to what we have announced and we consider it our right reserved in the nuclear deal.” The U.N. nuclear watchdog, t he International Atomic Energy Agency, later said its director general had informed o�cials that it verified Monday that Iran had broken through the limit. Under terms of the nuclear deal, Iran agreed to have less than 300 kilograms (661 pounds) of uranium enriched to a maximum of 3.67%. Previously, Iran
enriched as high as 20%, which is a short technical step away from reaching weapons-grade levels. It also held up to 10,000 kilograms (22,046 pounds) of the higher-enriched uranium. Neither Zarif nor the U.N. agency said how much uranium Iran now had on hand. Last week, an Iranian o�cial in Vienna said that Tehran was 2.8 kilograms away from the limit. Iran previously announced it had quadrupled its production of low-enriched uranium, which at under 3.67% is enough to power a nuclear reactor to create electricity, but is far below weapons-grade levels. However, Iran could have chosen to mix the low-enriched uranium with raw uranium, diluting it and bringing it down under the cap. Pushing past the limit served as a notice to Europe, Zarif said. The “actions of the Europeans have not been enough so the Islamic Republic will move ahead with its plans as it has previously announced,” Zarif said. “We are in the process of doing our first phase of actions both on increasing our stockpile of enriched uranium as well as our heavy water reserves.” Breaking the stockpile limit by itself doesn’t radically change the one year that experts say Iran would need to have enough material for an atomic bomb, if it chooses to pursue one. But by coupling an increasing stockpile with higher enrichment, it begins to close that one-year window and hamper any diplomatic e�orts at saving the accord. At the time of the 2015 deal, which was agreed to by Iran, the United States, China, Russia, Germany, France and Britain, experts believed Iran needed anywhere from several weeks to three months to have enough material for a bomb. Zarif stressed the country remained on track to raise its enrichment if Europe did not take any additional steps toward saving the accord. “The next step is about the 3.67% limitation, which we will implement too,” he warned. There was no immediate reaction from Washington. Trump campaigned on pulling the U.S. from the deal, which saw Iran agree to limit its enrichment of uranium in exchange for the lifting of economic sanctions. Since Trump withdrew America from the pact a year ago, the U.S. has re-imposed previous sanctions and added new ones, as well as warning other nations they would be subject to sanctions as well if they import Iranian oil. A spokeswoman for EU foreign policy chief Federica Mogherini said the bloc urged Iran “to reverse this step and
to refrain from further measures that undermine the nuclear deal,” known as the Joint Comprehensive Plan of Action. Spokeswoman Maja Kocijancic underlined that Europe “remains fully committed to the agreement as long as Iran continues to fully implement its nuclear commitments.” British Foreign Secretary Jeremy Hunt said he was “deeply worried” by Iran’s announcement. In a tweet, he urged Tehran “to avoid any further steps away from JCPoA & come back into compliance.” As Netanyahu said Iran’s move was a “significant step toward making a nuclear weapon,” he urged European countries to “stand by your commitments” to impose sanctions against Tehran if it violated the agreement. “The policy changed from ‘wait out Trump’ to ‘hit back at Trump.’ That’s a big deal,” said Cli� Kupchan, a chairman at the Eurasia Group and longtime Iran watcher. “I don’t think either side wants war, but both sides do want leverage. We’re in for a rough ride.” In Moscow, Russia’s Deputy Foreign Minister Sergei Ryabkov noted that Iran had warned in advance it was going to exceed the limit set by the deal and emphasized that Tehran’s move followed “unthinkable” U.S. pressure. “It didn’t come as a surprise, Iran long has warned about it,” Ryabkov said. “Exceeding the 300-kilogram limit causes regret, but shouldn’t be overdramatized. It must be seen as a natural result of the preceding events,” Ryabkov said. “Iran has faced an unprecedented and unthinkable U.S. sanction pressure, e�ectively meaning a total oil embargo, an attempt to strangle a sovereign state.”

Administration moves to ease drive-time rules for truckers By Richard Lardner Associated Press
OPAL, Va. (AP) – Truck driver Lucson Francois was forced to hit the brakes just five minutes from his home in Pennsylvania. He’d reached the maximum number of hours in a day he’s allowed to be on duty. Francois couldn’t leave the truck unattended. So he parked and climbed into the sleeper berth in the back of the cab. Ten hours would have to pass before he could start driving again. “You don’t want even a one-minute violation,” said Francois, a 39-year-old Haitian immigrant, recalling his dilemma during a break at a truck stop in this small crossroads town southwest of Washington. The Transportation Department is moving to relax the federal regulations that required Francois to pull over, a long sought goal of the trucking industry and a move that would highlight its influence with the Trump administration. Interest groups that represent motor carriers and truck drivers have lobbied for revisions they say would make the rigid “hours of service” rules more flexible. But highway safety advocates are warning the contemplated changes would dangerously weaken the regulations, resulting in truckers putting in even longer days at a time when they say driver fatigue is such a serious problem. They point to new government data that shows fatal crashes involving trucks weighing as much as 80,000 pounds have increased. “I think flexibility is a code word for deregulation,” said Cathy Chase, president of Advocates for Highway and Auto Safety, an alliance of insurance companies and consumer, public health and safety groups. She said the hours of service requirements, which permit truckers to drive up to 11 hours each day, are already “exceedingly liberal in our
estimation.” There were 4,657 large trucks involved in fatal crashes in 2017, a 10% increase from the year before, according to a May report issued by the Federal Motor Carrier Safety Administration, an agency of the Transportation Department. Sixty of the truckers in these accidents were identified as “asleep or fatigued,” although the National Transportation Safety Board has said this type of driver impairment is likely underreported on police crash forms. The NTSB has declared fatigue a “pervasive problem” in all forms of transportation and added reducing fatigue-related accidents to its 20192020 “most wanted list “ of safety improvements. A groundbreaking study by the Transportation Department more than a decade ago reported 13% of truck drivers involved in crashes that resulted in fatalities or injuries were fatigued at the time of the accidents. The trucking industry has developed a strong relationship with President Donald Trump, who has made rolling back layers of regulatory oversight a top priority. At least a dozen transportation safety rules under development or already adopted were repealed, withdrawn, delayed or put on the back burner during Trump’s first year in office. “First of all, this administration is not as aggressive as the prior,” said Bill Sullivan, the top lobbyist for the powerful American Trucking Associations, whose members include the nation’s largest motor carriers and truck manufacturing companies. “Most importantly, the partnership with them has not been as suspicious of industry as in the past.” Trucking interests had pressed the administration and Congress for the rule changes and last year secured support from 30 senators, mostly Republicans.

The lawmakers wrote in a May 2018 letter to Federal Motor Carrier Safety Administration chief Ray Martinez that the rules “do not provide the appropriate level of flexibility” and asked him to explore improvements. Independent truckers in particular have chafed at what they see as a one-sizefits-all directive written by Washington bureaucrats who don’t understand what they face on the highways. “How can you judge me and what I do by sitting in a cubicle in an office?” said Terry Button, a burly hay farmer from upstate New York who owns his truck. Button estimates he’s logged about 4 million miles since he started driving a truck in 1976. He said he’s never caused an accident, although he’s been hit twice by passenger vehicles. The regulations have existed since the 1930s and are enforced by the Federal Motor Carrier Safety Administration. The proposed revisions are being reviewed by the White House’s Office of Management and Budget and have not yet been released, according to a spokesman for the motor carrier safety office. The regulations limit long-haul truckers to 11 hours of driving time within a 14-hour on-duty window. They must have had 10 consecutive hours off duty before the on-duty clock starts anew. And a driver who is going to be driving for more than eight hours must take a 30-minute break before hitting the eight-hour mark. Breaking the rules can be costly. A trucker might be declared “out of service” for a day or longer for going beyond the time limits. Many are paid by the mile, so if they’re not driving they’re not making money. Francois, who was hauling 45,000 pounds of drinking water to a Walmart warehouse in Woodland, Pennsylvania, said he gets 50 cents a mile and earns, after taxes, around $900 a week. Off-duty and on-duty time for most truckers is recorded automatically and precisely by electronic logging devices, or ELDs. Responding to a congressional directive, the Obama administration set in motion the mandated use of ELDs as of December 2017 — a regulatory requirement that Trump has not overturned. Paper logs could be fudged pretty easily, but not the ELD, which is wired to the truck’s engine and has a display screen visible to the driver. Chase’s organization says an accurate accounting of a trucker’s hours is one of the most effective ways to help prevent drowsy driving. But for many truckers, the logging devices have only highlighted the inflexibility and complexity of the regulations. “If you run out of time in the middle
of the George Washington Bridge, are you just going to pull over and park?” said Button, referring to the world’s busiest span connecting New Jersey and New York. The Owner-Operator Independent Drivers Association, which represents small business truckers like Button, said the schedule dictated by the rules is out of step with the daily realties confronting most of their members. Heavy traffic, foul weather and long waits for cargo to be loaded or unloaded keep them idle. All the while, the 14-hour clock keeps on ticking, pushing them to go faster to make up lost time. Especially vexing is the mandatory break requirement, according to organization president, Todd Spencer. The pause forces drivers to pull over when they don’t really need to rest, he said. And parking for a big rig is often hard to find and they may end up stopping in unsafe places, such as highway shoulders. Spencer’s organization, which says it has more than 160,000 members, has been pushing for the 30-minute break to be eliminated. In comments filed with the Transportation Department, the group recommended that truckers instead be allowed to effectively stop the 14-hour clock for up to three consecutive hours. During this off-duty period, drivers could rest or simply wait out heavy traffic. “This is not rocket science stuff,” Spencer said. “Rest when it makes sense to rest. Drive when it makes sense to drive.” But critics of the stop-the-clock idea said that would result in a 17-hour work window, heightening the risk of drowsy driving and accidents. There’s no guarantee a trucker can or will sleep during that three-hour stop and a number of them would be driving at the end of a long period of being awake, according to the American Academy of Sleep Medicine, a professional society of doctors and scientists. Harry Adler, executive director of the Truck Safety Coalition, criticized t he Fe der a l Motor C a r r ier Sa fet y Administration for “appeasing industry.” He said the agency has made the potential rule changes a higher priority than pushing forward with safety technologies such as software that electronically limits a truck’s speed. Bipartisan legislation was introduced in the Senate last week that, if passed, would circumvent the Trump administration’s indefinite delay of a proposed rule requiring new trucks to be outfitted with speed limiters. “None of this should be up for consideration,” he said. “There is no reason for any of this.”

Fate of Rockford lingerie shop still in balance BY JIM HAGERTY REPORTER
ROCKFORD - A lingerie modeling shop that was shut down by the city in May hopes to reopen pending a hearing to address allegations that it violated terms of its license. Exclusive Lingerie Boutique, 77 Seventh St., was closed May 23, when building code o�cials raided the establishment. In addition to code violations, the city says it has evidence that the shop was conducting illicit business that may include sex tra�cking and narcotics. Owner Ruth Miller was unable to attend an initial hearing about the fate of her business but sent Beloit attorney Rodney Kimes in her place. Kimes has since withdrawn and has been replaced by Jennifer Gibson and Brad Stewart of Crystal Lake.
At a second hearing, during which the city was prepared to present evidence and revoke Miller’s license, hearing o�cer Joe Kosek granted her discovery so her new lawyers can review the case and present a defense. Assistant City Attorney Matthew Flores objected, arguing that state law allows the city to proceed without discovery, and that allegations were clearly stated after the business was shuttered. “In the over 2 1/2 years that I’ve been the city’s prosecutor, I’ve never been ordered to provide a discovery request (in an administrative hearing),” Flores said. “I argued what I believe the law is, and it’s the hearing o�cer’s job to take those laws and ordinances into consideration and issue a ruling he believes is appropriate. I am not going to undermine his decision. The initial notice to appear listed a litany of code (violations). We thought it was
clear enough within the notice.” Gibson said she was not sure what the city was alleging. “The charges against my client, quite frankly, left me scratching my head as to what exactly she was charged with,” Gibson said, noting that she was not part of the first hearing. Under discovery rules, both parties are required to exchange exhibits and lists of witnesses they will present. They agreed to disclose everything by July 11, when a third hearing will be scheduled. While the city says it has strong evidence that Exclusive was involved in the sex and drug trade, no criminal charges have been filed. O�cials say the same about Chantilly Lace, a lingerie shop at 106 Seventh St. that was also raided May 23 for similar violations. No employees were arrested but owner Peggy Trousdale

Their licenses are different from those held by like strip clubs and massage parlors. You can run a race, hit a museum, shoot o� a rocket or count down to the moment 50 years ago that Neil Armstrong first stepped foot on the moon. There’s no shortage of events and exhibits celebrating the historic moon landing. Museums, galleries, concert halls, movie theaters and towns with an Apollo 11 connection will be marking the anniversary over the next few weeks, particularly for the July 16 launch, July 20 moon landing and July 24 splashdown. In downtown Wapakoneta, Ohio – Armstrong’s birthplace – the festivities include the Moon Festival Pageant, a Run to the Moon race and a “Wink at the Moon” concert, a nod to his family’s request after Armstrong died in 2012. In Huntsville, Alabama, where the Saturn V rocket was developed, there’ll be dancing in the streets. Residents will moonwalk down the roads of “Rocket City,” reliving the day they danced in the streets in 1969. The U.S. Space and Rocket Center is also going for a world record. On July 16 at 8:32 a.m. local time, exactly 50 years after Apollo 11 astronauts blasted o� for the moon, the museum will attempt to set a Guinness World Record by launching 5,000 model rockets simultaneously. “It’s going to be epic,” said Pat Ammons, spokeswoman for the museum and its popular space camp. The card-
board rockets will be set up in circles representing the five F-1 engines that propelled Saturn V into space. The museum has also invited space fans around the world to launch their own rockets that day. So far, people from 29 countries have joined, including Argentina, Vietnam and China, Ammons said. NASA will mark the occasion on the eve of the landing anniversary with a live, 1 ½-hour broadcast on NASA TV from several sites, including Kennedy Space Center in Florida, the launch site for Apollo 11 crew of Armstrong, Buzz Aldrin and Michael Collins. The Astronaut Scholarship Foundation is throwing an astronaut golf tournament, astronaut parade and astronaut pub crawl in Florida. And there’s nowhere better to learn about the moon landing than the Wings Over the Rockies Air and Space Museum’s weeklong “Apollopalooza “ in Denver. Peanuts character Snoopy will make appearances in his astronaut regalia at Comic Con in San Diego and at Space City in Toulouse, France for the countdown to man’s first steps. Can’t join Snoopy? NASA’s Johnson Space Center in Houston and t he Armstrong Museum in Wapakoneta will do public countdowns as well. And as part of their weeklong celebrations on the National Mall, the Smithsonian National Air and Space Museum will host
“The Eagle Has Landed ,” a free latenight celebration with scavenger hunts, stargazing and a countdown. Some of the world’s famous art galleries are also joining in the fun. Iconic and some rare drawings, paintings, films, astronomical instruments, photographs and even cameras that were flown in space will go on display. New York’s Metropolitan Museum of Art will open five galleries bedecked with images of the moon dating from the dawn of photography in the 1830s. And the National Gallery of Art in Washington is putting together an exhibit celebrating a century of lunar photographs including the earliest lunar images by Warren de la Rue and Lewis M. Rutherford. “It’s just extraordinary how magical these photographs are,” said art historian and exhibit curator Diane Waggoner. For a history crash course, theaters and museums are bringing the Apollo 11 mission back to life. The new IMAX film “Apollo 11: First Steps” combines never-before-seen footage and audio recordings. Starting on July 8, PBS will air its “Chasing the Moon “ documentary series. And the Hollywood film “First Man” is available to stream. The National Air and Space Museum will have Armstrong’s refurbished spacesuit out for the first time since 2003. It also put statues of his spacesuit in baseball stadiums around the country. A Smithsonian exhibit featuring the
Apollo 11 command module that flew astronauts to the moon is now on display at Seattle’s Museum of Flight and travels to Cincinnati this fall. Beginning Monday, the public can visit NASA’s Apollo-era Mission Control in Houston that was recently restored to the way it looked 50 years ago. “I think it conveys a great history of what humans have been able to accomplish,” said Tracy Lamm of Space Center Houston.

Little Honda By Allen Penticoff Columnist
Recently, a long-time friend, Greg Manual, acquired a brand new Honda motorcycle - the “Super Cub.” Like myself, Greg has owned a number of motorcycles, cars, airplanes and boats. We’re both basically gear-heads. He was quite excited about the arrival of his Super Cub. There is also a fun airplane called a Piper “Super Cub,” so I was a bit confused at first, but soon realized it was an earth-bound toy he was talking about. Actually Honda has long called the Super Cub the “Passport” in the United States due to this very name/branding issue. No, this former Harley owner has gone back to our motorcycling roots. Small, light, quick handling and fun. The big emphasis is on FUN. When I took his cute little motorcycle for a test ride, I passed a couple out riding their bicycles. Both waved. That’s exactly what the old Honda motorcycle advertising used to promote, “You meet the nicest people on a Honda.” I can’t speak for everyone riding a Honda, but there was a lot of truth to the phrase. This advertising campaign was so successful that it has long been studied as the first example of lifestyle marketing. The Super Cub’s roots are very deep. These “step-through” Honda motorcycles go back to production beginning in 1958. In 2017 Honda announced that 100 million of them had been made and sold worldwide so far (but absent from the U.S market for 45 years until 2019). And there appears to be no let up in the brisk sales of them. Indeed, they can be found as primary sources of personal transportation in all developing countries. This makes the Super Cub/Passport the most produced motor vehicle in world history. Variations in this simple motorcycle feature single-cylinder 49 - 124 cubic centimeter engines (that Honda has modeled as C50, C70, C90, C100EX and C125) all have been called “Super Cub.” Greg’s bike has the 124 c.c. engine (“125”) with electronic ignition, electronic fuel injection and electric start. It also has an electronic key fob that must be with you for the machine to start (an anti-theft/ convenience device). The instrument cluster is modern with a digital shift indicator and odometer, but the speedometer is still a good old analog dial. It has a bright headlight and turn-signals, but was lacking self-cancelling on the turn signals - a bit inconvenient - so arm/hand signals may be in order rather than forgetting to turn off the blinker. You won’t forget to turn off your arm. The Super Cub was designed to be ridden with one hand - for take out food deliveries. During my brief helmetless ride, I found that 40 mph was about as fast as was comfortable - 35 mph was better (it can
probably cruise at 60 mph). The clutchless shifting was easy with the 4-speed manual transmission - even wearing flip-flops (as much of the world does) because it has a heel lever on the shifter for shifting up. Neutral is all the way down and with the digital indicator there is none of the old trying to find neutral nonsense between first and second gear common to many motorcycles. It was very easy to push while still sitting on it with the engine off. The plastic fenders are good at keeping road grime off of the single rider, as does the fully enclosed chain and front leg splash guards (that make it readily recognizable as well as practical). Aluminum spoke wheels replace the old chrome steel wire-spoked wheels that are hard to clean. A front disc brake improves the stopping power as well. This makes the Super Cub/Passport perfect for zipping around town or a college campus. In other parts of the world the Honda Super Cub is used as a taxi, truck and family SUV, often with several people aboard and travelling on rough roads. The Super Cub seems to take all that Third World abuse with nary a whimper of complaint. It was expressly designed for such use by inexperienced owners/riders. While there are hearsay claims of extraordinary fuel economy with the Super Cub series, Greg tells me that real world fuel burn is about 90 mpg with his C125. That’s not bad for something that has no electric motor other than the starter involved. Even with a tiny fuel tank under the seat, it’s going to go a good long way before it needs a fill-up. While there are many makes of electric scooters that can offer a similar fun experience of two-wheel motorcycling, the very quiet Super Cub is darn near the same thing while using the tiniest bit of old fossils to get around. If you were to use one now to get about town you’d be doing more than your share of reducing greenhouse gases and pollutants, and no plugging in required either. They should come as standard equipment on the back of big RVs. The price is not the same as it was in the 1960s when Honda was really beginning to make its mark with motorcycles in the United States. You’ll have to pony up $3,700 for a new Super Cub - and order it through a Honda dealer to get one - and a wait will be involved. Cute little motorcycles are not in vogue in the United States at present - and that is a bit sad. We had a lot of fun in the 60s and 70s bopping around on smaller motorcycles that sipped on fuel. Can we bring that back?

With hot, muggy weather and several chances of thunderstorms forecasted for the upcoming holiday weekend (as of press time, anyway), it might be nice to stay indoors, crank the AC, and watch some old – or not-so-old – movies. There are hundreds of classic films available to stream, but several cable networks have marathons or blocks of patriotic films. TNT has Star Wars fans covered with a marathon starting with Star Wars: The Phantom Menace at 9:50 a.m. on July 4, followed by Star Wars: Attack of the Clones; Star Wars: Revenge of the Sith; Rogue One: A Star Wars Story; and Star Wars: The Force Awakens. Another block begins the next morning, starting at 10:30 a.m. with a repeat of Star Wars: The Force Awakens followed by Star Wars: A New Hope; Star Wars: The Empire Strikes Back; and Star Wars: Return of the Jedi. Meanwhile, Turner Classic Movies (TCM) is airing several patriotically-themed films on the 4th and 5th – and even has The Wizard of Oz slated for 7 p.m. on July 5. A few standouts include: John Paul Jones – in this 1959 movie, Robert Stack portrays the titular Scottish-born American hero. July 4 at 1:15 p.m. Yankee Doodle Dandy – See tough guy James Cagney in a new light in his Oscar-winning role as the real-life patriotic song and dance man George M. Cohan in this 1942 film. July 4 at 7 p.m. 1776 – Before Hamilton, 1776 was the number one Broadway musical
about the founding of our nation. This 1972 film adaptation of Tony-winning musical stars much of the original cast, including William Daniels as John Adams and Ken Howard as Thomas Jefferson. My favorite song is “But, Mr. Adams,” in which Adams, Jefferson, and Ben Franklin (Howard Da Silva) debate who should write the Declaration of Independence. July 4, 9:15 p.m. The Music Man – Perhaps not as patriotic as the other films TCM is airing, this 1962 musical certainly evokes old-time Americana. It has catchy songs performed by Robert Preston, Shirley Jones, and even a very young Ron Howard. July 5, 12:15 a.m. Young Mr. Lincoln – Henry Fonda stars in this fictional 1939 movie depicting the early days of our 16th president as he takes on a difficult court case. July 5, 11 a.m. Still need a couple more suggestions? At 12:10 p.m. on the fourth, FX Movie Channel (FXM) airs the 1958 movie, Rally ‘Round the Flag, Boys! Starring Paul Newman, Joanne Woodward, and Joan Collins. The story is about how a small town reacts to learning the U.S. Army plans to build a missile base in their community. Over on FX, a marathon of films from the X-Men franchise starts at 6 a.m. on the fourth, culminating with Captain America: The First Avenger at 6 p.m. followed by Captain America: The Winter Soldier at 8:30 p.m. Later, it’s Independence Day: Resurgence at 11:30 p.m. which repeats at 8 a.m. on July 5. S&P 500 hits all-time as US-China trade truce spurs optimism BY ALEX VEIGA

Wall Street kicked o� July with a record high for S&P 500 index after a cease-fire in the U.S. trade war with China put investors in a buying mood. The milestone marks the second time in less than two weeks that the benchmark index closed at a record high. The S&P 500 is now up 18.3% for the year. The broad rally came after the world’s two biggest economies agreed over the weekend to resume negotiations. The truce, which involves the U.S. holding o� on imposing new tari�s on $300 billion in Chinese goods, gave financial markets reason to breathe a little easier. The new tari�s would have come on top of existing tari�s that remain in place. Investors have been worried the fallout from the tari�s could hurt global economic growth and corporate profits. Those concerns prompted the Federal Reserve last month to declare its willingness to cut interest rates if the dispute hurts the U.S. economy. “It’s really a de-escalation of the tough talk we’ve heard from both sides on tari�s,” said Je� Zipper, managing director at U.S. Bank Private Wealth Management. “It’s basically kicking the can down the road with some more optimism that a deal is going to get done and negotiations are going to continue.” The S&P 500 index rose 22.57, or 0.8%, to 2,964.33. The index last set a record high on June 20. The Dow Jones Industrial Average gained 117.47 points, or 0.4%, to 26,717.43. The Dow had been up 290 points. The Nasdaq composite rose 84.92 points, or 1.1%, to 8,091.16. The Russell 2000 index of smaller company stocks added 3.09 points, or 0.2%, to 1,569.66.
The truce between the U.S. and China, along with some upbeat economic data, also helped push global shares higher. Presidents Donald Trump and Xi Jinping hit the reset button in their trade negotiations over the weekend at the Group of 20 meeting in Osaka, Japan. On Saturday, Trump said the U.S. would hold o� for the “time being” plans to impose new tari�s on $300 billion in Chinese goods. The move still leaves 25% import taxes imposed by the U.S. on $250 billon of Chinese imports in place, however. And China maintains the tari�s it placed on $110 billion in American goods, primarily agricultural products. Trump also said he would allow U.S. companies to sell some components to Chinese telecommunications giant Huawei, which last month was placed on an American blacklist as a threat to national security. Wall Street’s gains in the first half of the year were marked by months of volatile trading as investors rode the ups and downs of the trade war. That volatility is unlikely to fade as the U.S. and China head into yet another round of trade talks. The market also had a bounce back in December when both sides agreed to more talks and negotiations seemed on track. That rally quickly faded as investors complained the agreement didn’t resolve the core issues in the dispute. The key di�erence this time around is the Federal Reserve. In December, the Fed spooked investors by raising interest rates for the seventh time in two years. Now, the central bank has said it is willing to cut rates in order to shore up the U.S. economy if the trade war crimps growth in what is now the longest economic expansion in U.S. history. “The Federal Reserve is key here,”

Rising oil prices gave energy sector stocks a modest boost after OPEC agreed to extend current production levels for nine months. Baker Hughes gained 2.2% and ConocoPhillips added 2.1%. The oil cartel faces weakening demand as global economic growth slows. The current deal to cut production is meant to help reduce oversupply and push prices higher. Benchmark crude oil rose 62 cents to settle at $59.09 a barrel. Brent crude, the international standard, added 32 cent to close at $65.06 a barrel. Wholesale gasoline gained 0.3 cents to $1.93 per gallon. Heating oil rose 1 cent to $1.95 per gallon. Natural gas fell 4 cents to $2.27 per 1,000 cubic feet. Gold fell $24.40 to $1,389.30 per ounce, silver slid 15 cents to $15.19 per ounce and copper dropped 3 cents to $2.69 per pound. The dollar rose to 108.46 Japanese yen from 107.78 yen on Friday. Although this summer started with some chilly weather, the Rockford region is finally starting to warm up just in time for FOURTH OF JULY! There will be plenty of events occurring so that everyone can celebrate our independence in their favorite way. Whether you love to watch parades and catch candy, relax and enjoy the fireworks, or celebrate in another unique way, there are plenty of events to choose from for this 2019 4th of July!

Rockford 4th of July Parade will begin Thursday, July 4th at 5:00pm and will include various food and retail vendors to enjoy as well! Durand 4th of July Festival is THREE days long from Wednesday, July 3 - Friday, July 5. The parade, specifically, will take place Thursday, July 4th at 4:00pm at Center Square. Keep reading to hear about their other events occurring throughout the weekend. Unique from the typical parade, the 27th annual Cherry Valley 4th of July Patriotic
"Anything with Wheels" parade will start at the Village Hall promptly at 1 p.m. and proceed to Baumann Park. Decorate your bike, or anything on wheels, and get to the Village Hall at 12:45 p.m. to line up for the parade. Prizes will be awarded to all participants!
Flashy Fireworks
For some of us, fireworks are the main event on Fourth of July, and Rockford has an abundance of them. If you don’t already have your own secret cheat sheet for the best places to watch our fireworks, check out our list here. Rockford’s 4th of July Skyconcert 2019 has a spectacle in the sky that will keep you smiling long after the fireworks have stopped. Tune your radios to 95.3 The Bull or 103.1 to listen to the soundtrack that will be synced to 5,000 shells blasting over Downtown. You can also catch these fireworks live on TV on WTVO 17. If you aren’t near Downtown Rockford, Durand’s festival has their Durand 4th of July Festival fireworks display at dusk,
and the Cherry Valley 4th of July festival will feature fireworks as well!

Discovery Center Museum has an event dedicated to 4th of July! Family Fun Kaboom will take place Thursday, July 4 - Friday, July 5, and it will feature glow lights, rockets, sparkles, flags and more! What better way to celebrate the holiday than with an arts and crafts event that all ages can enjoy. Lifescape 4th of July Classic is a race in memory of Joe Marino and his contributions to Rockford's 4th of July celebration and to our community. This event is for anyone as you can choose to participate in an 8K, a 2 mile, or their 1 mile family fun walk. Due to a rainy June, you may have found that you did not get around to the summer garden. While the term “late summer” makes it sound that you are behind, the truth is that you are not. If you want to still plant a summer vegetable garden, you still have time. The largest challenge you will run into this late is that you may not find the vegetable transplants you want. Most home and garden centers should still have many available but you may find that your options are limited and will require you to shop around. Another issue is that it is too late to start seeds like tomatoes, peppers, cucumbers, and squash. You will be able to get yields by purchasing transplants now. It is possible you might be able to plant cucumber and squash seeds outdoors but it may take much longer to yield for you. Container gardens would be a great way to still have a summer garden. Most of the time the varieties that will list container or use keywords like “lunchbox” and “patio” will yield faster than those that are grown in the ground. You will find container varieties for tomato, pepper, and eggplant at

home and garden centers. You will also be up against the first fall frost. This date is di�erent each year but in general is mid-October. Between now and the first fall frost, you have around 100 days with hot and suitable weather. This means that you should still be able to harvest tomatoes, peppers, yellow squash, zucchini, cucumbers, okra, butternut squash, and some melons. Pumpkins and watermelon/cantaloupe may not work but you could still attempt it with varieties that will harvest under 100 days. Do not forget about cool season crops. Lettuce, spinach, carrots, cabbage, broccoli, radish, and others could be planted the end of July to mid-August. This group needs warm soil and hot weather to start o� with and will then tolerate colder temperatures as they dip into the fall. Broccoli and cabbage could be started indoors in the next couple of weeks before transplanting mid-August. Garlic will be planted mid-September and October. The Eighteenth Annual Renewable Energy and Sustainable Lifestyle Fair will be held at the Byron Forest Preserve for the second consecutive year. While we regret leaving our long-standing host, the Ogle County Fairgrounds, we have been satisfied with our new host. The building is beautiful, with natural history exhibits throughout the main floor. Fair exhibits will again be spread throughout the permanent exhibits. While an outdoor venue was appropriate for a fair, August’s occasional extreme heat and thunderstorms could not assure the consistent comfort of air conditioning, one of the amenities of the Jarret Prairie Center. An expanse of windows looking out on the prairie landscape provide a connection to nature and the outdoors. Hosts at both sites were friendly and cooperative. The Byron Forest Preserve’s interest in renewable energy and ecological restoration is consistent with many of the interests of the Illinois Renewable Energy Association. The Preserve has both a solar system and a small wind generator. It continues to buy land and focuses on restoring prairie and managing woody areas to serve ecological purposes consistent with sustainable practices. For the second year, the Fair will be held only on Saturday due to smaller audiences compared to previous events. This year’s event is occurring at a time of growing state support for solar and wind energy, e�ciency and electric vehicles. The goal of reaching 25% renewable energy by 2025 will require additional financial support as the demand for renewable energy is substantial and funding levels fell far below citizen interest in those technologies. IREA Fair speakers are known for their excellent quality. This year is no exception. Several sessions focus on new frontiers in agriculture, both personal and commercial, which promise to reduce its carbon footprint.
Last year the Fair highlighted increased interest in the agricultural aspect of a sustainable society. A presentation by Fred Iutzi, Director of the Land Institute, featured their progress in establishing a marketing system for perennial wheat which is now used in commercial wheat-based beer and bread. Perennial wheat has proven to produce over a three year period as opposed to annual wheat, a mainstay in traditional agriculture. The chief advantage of perennial wheat is that it reduces the amount of plowing and planting thus reducing both costs and its carbon footprint. A follow-up to last year’s focus on changing agricultural practices will be presented by a representative of the Savanna Institute, recommended by Fred Iutzi. A presentation on marketing Kernza, the Institute’s perennial wheat, will also be made. A study from the University of Illinois College of Agriculture Consumer and Environmental Services indicates that farming is becoming riskier under climate change. It predicts that warmer and wetter springs will disrupt the typical planting window for corn as it has this spring. Heavy rains in April and May make the fields far too wet to work. The expected hotter and drier summers will also cause farmers to reconsider their farming practices as yields could be adversely a�ected. A diversity of energy and lifestyle exhibits at the Fair will captivate and inform visitors. Some exhibit items will be for sale including perennial favorites, hand-made soaps from the Oregon Soap Shoppe and soft, warm non-allergenic alpaca products from Heartland Criations. Happy Leaf Grow Lights, helping people produce fresh food year-round, are available. They will also be discussed in a workshop session. Once again, the Illinois Renewable Energy and Sustainable Lifestyle Fair will inform people of practices they can implement to improve their own lives.

Government Notices n n n NOTICE OF TRANSPORTATION PLANNING for ROCKFORD URBAN AND METROPOLITAN AREA Notice is hereby given that the Region 1 Planning Council (R1PC), the federally-designated Metropolitan Planning Organization (MPO) for the Rockford Urban and Metropolitan Area, is seeking public comment on the transportation planning process and the development of the following documents. The MPO coordinates publicly funded transportation planning and transportation improvements among the various jurisdictions in Winnebago, Boone and Ogle Counties. All documents are available for viewing electronically at http://www.r1planning.org or at the MPO offices located at 313 N. Main Street, Rockford, Illinois. 1. MPO FY 2020 – FY 2023 TRANSPORTATION IMPROVEMENT PROGRAM (TIP): The Transportation Improvement Program (TIP) is a federally required and fiscally-constrained document that is used to track all surface transportation projects that use federal transportation funding from the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA) and state transportation funds from the Illinois Department of Transportation (IDOT) for the next four fiscal years (July 1, 2019-June 30, 2023). Key elements of the TIP include an itemized account of federal, state and local dollars used towards project development and project phases of all regionally significant highway and transit projects in the Rockford Metropolitan Planning Area (MPA). The current TIP (FY 2019 –FY 2022) was adopted by the Policy Committee in August 2018 (MPO Resolution 2018-13). The FY 2020-2023 Transportation Improvement Program is currently under development and a public comment period will occur when the draft is available. The draft document will be posted to the MPO website. Future updates to the TIP occur on an annual basis. As an extension to the TIP, the Annual Listing of Federally Obligated Projects is also released. The current listing can be found on the MPO website. 2. 2050 Metropolitan transportation plan: The Metropolitan Transportation Plan (MTP) is a federally required document, as designated by the U.S. Department of Transportation Final Rule for Metropolitan Planning (Part 450.324 section b), that guides recommendations for local government entities to manage and support an integrated transportation infrastructure within the context of the MPA. The overall goal of the MTP is to promote a safe and efficient transportation system for the movement of people and goods in the MPA through a continuing, comprehensive and cooperative (3-C) planning process. The intent is to provide a balanced multi-modal transportation system that minimizes costs and impacts to the tax payer, society and environment. Primary elements of the MTP pertain to the transportation network of the region which addresses all modes of transportation and stresses the integration and connectivity of these components over the next 20 to 30 years. The current Long Range Transportation Plan, now known as MTP, was adopted by the Policy Committee in July 2015 (MPO Resolution 2015-8). New regulations for the LRTP including the FAST Act (signed December 4th, 2015) and the Final Rule for Metropolitan Transportation Planning (issued May 27, 2016) will be further incorporated into the ongoing MTP update. Updates to the MTP occur on a five-year
cycle. The next update to the MTP is scheduled for adoption in 2020. The current LRTP can be found on the MPO website. 3. MPO COORDINATED PUBLIC TRANSIT-HUMAN SERVICES TRANSPORTATION PLAN (HSTP): The Coordinated Public Transit - Human Services and Transportation Plan (HSTP) is a federally required document that is used to identify the current needs of transit-dependent populations including: persons with disabilities, seniors, and individuals with low-income. The HSTP aims to maintain and enhance existing service levels, improve coordination and communication of service delivery, and improve educational outreach of transit providers and services to the community. Key elements of the plan include FTA funding allocation recommendations for the use of Job Access and Reverse Commute (JARC), Enhanced Mobility for Seniors and Individuals with Disabilities Program, and New Freedom eligible projects within the MPA. The current MPO HSTP was adopted by the Policy Committee in July 2017 (MPO Resolution 2017-6). Future updates to the HSTP occur on an update cycle of five years. The current HSTP can be found on the MPO website. 4. MPO UNIFIED WORK PROGRAM (UWP): The Unified Work Program is a federally required document that tracks federal, state, and local transportation funds the Metropolitan Planning Organization (MPO) receives for transportation planning. The UWP details the work activities that the MPO undertakes during its fiscal year (July 1st 2019 – June 30th 2020). These funds provide financial operational assistance for the MPO work tasks and ensures that the organization leads a cooperative, continuing, and comprehensive approach to the transportation planning process within the MPA. The UWP was adopted at the May 9, 2019 MPO Policy Committee meeting. Future updates to the UWP occur on an annual basis. The MPO FY 2020 UWP can be found on the MPO website. 5. MPO PUBLIC PARTICIPATION PLAN (PPP): The Public Participation Plan (PPP) is a federally required document detailing the policies and procedures to give the public adequate opportunity to participate in and provide feedback on all MPO related transportation plans before their adoption. The purpose of the document is to create a platform for the general public to participate in the transportation planning process and development of MPO transportation planning initiatives. Key elements of the PPP include strategies to engage, inform, promote and improve the public participation process for all who live, work and visit the Metropolitan Planning Area (MPA). The current PPP was adopted by the Policy Committee in May 2018 (RMAP Resolution 2018-6). Future updates to the PPP are on an update cycle of five years. The current version of the PPP can be found on the MPO website. 6. MPO TITLE VI AND ENVIRONMENTAL JUSTICE: The Title VI & Environmental Justice Plan is a federally required document used to ensure that the transportation planning process is provided in a nondiscriminatory manner in the Rockford MPA. Title VI is a Federal statute and provides that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance. In addition, it ensures that persons with limited English proficiency are provided reasonable access
to transportation programs and facilities. Key elements of the Plan include an outline of equitable transportation policies and procedures to accommodate underserved populations. The current plan was adopted by the MPO Policy Committee in February 2019 (MPO Resolution 2019-2). Future updates to plan occur on an update cycle of every three years. The current Plan can be found on the MPO website. 7. MPO BICYCLE & PEDESTRIAN PLAN: The Bicycle & Pedestrian Plan focuses on the active transportation network for the Rockford Metropolitan Area. The purpose of the document is to provide a data-driven analysis of safe and efficient transportation methods to serve the unique needs of pedestrians, cyclists and vulnerable populations including children and the elderly. Key elements of the Plan include design standards for pedestrian and bicycle facilities, a summary of the existing pedestrian and bicycle network and recommendations for project and program implementation. The current Plan was adopted by the MPO Policy Committee in September 2017 (MPO Resolution 2017-9). Future updates to the Plan occur on an update schedule of every five years. The current Plan can be found on the MPO website. 8. MPO BOONE AND WINNEBAGO COUNTIES GREENWAYS PLAN: The Greenways Plan is a regional effort led by the MPO to create a regional vision for coordinated greenway and trail preservation development. The development of the Plan provides a platform for governmental jurisdictions, nonprofit organizations, and residents of Boone and Winnebago Counties to discuss environmental stewardship strategies for natural and cultural resources and develop growth management objectives for the greenways network. The current Plan was adopted by the MPO Policy Committee in July 2015 (MPO Resolution 2015-8) with an update to the Greenways map on March 24th 2016. Future updates to the plan and associated maps occur every five years. Updates to the Plan will reflect recent changes in the green infrastructure network including trails, shared-use paths, bicycle lanes, sidewalks etc. The current plan can be found on the MPO website. 9. MPO TRANSPORTATION SYSTEM MANAGEMENT & OPERATIONS PLAN (M&O): The M&O Plan is a federally required document that is used by government jurisdictions and local transportation agencies to ensure that the transportation network can accommodate future growth. Management and operations strategies improve the performance of existing transportation facilities, identify methods to relieve vehicular congestion and maximize the safety and mobility of people and goods. The purpose of the M&O is to evaluate the existing conditions of the transportation system, analyze network operations efficiency, and develop a framework to integrate the congestion management process into the MPA. The current Management and Operations Plan was adopted by the Policy Committee in 2008 (MPO Resolution 2008-11). Updates to the Management and Operations Plan occur on an update cycle of approximately five years. The current plan can be found on the MPO website. 10. MPO SURFACE TRANSPORTATION BLOCK GRANT (STBG) PROGRAM: The U.S. Department of Transportation and Federal Highway Administration provide flexible funding for state and local jurisdictions to address transportation needs as apportioned by FAST Act through the Surface Transportation Block Grant Program (STBG). The MPO
Policy Committee has authority to select projects to utilize these funds. The recent resolution and project selection criteria for the STBG Program was adopted by the MPO Policy Committee in May 2017 (MPO Resolution 2017-5) and supersedes the previous resolution for the STP-U Program as adopted by the Policy Committee in January 1994 (MPO Resolution 1994-2). Additionally, the MPO receives a STBG set-aside which provides funding for transportation alternatives program (TAP) eligible projects. The current STBG resolution can be found on the MPO website. Public comments are welcomed on all the above MPO planning documents. Comments can also be provided at the MPO Alternative Transportation, Technical, and Policy Committee meetings or by contacting the MPO by telephone or email. Public comments regarding MPO planning documents will be accepted at any time. MPO Technical Committee meetings are scheduled on the third Thursday of each month. MPO Policy Committee meetings are scheduled prior to the R1PC Board meetings in the months of February, April, June, August, October and December. Alternative Transportation Committee meetings are scheduled quarterly on the second Tuesday of the month. A meeting announcement is sent to our mailing distribution list via email with dates, times, and locations a week in advance and the committees meeting calendar is available on the MPO website. Carpenter had five goals and 13 assists in a career-high 68 games with Vegas last season. Perhaps most importantly for the Blackhawks, he won a career-best 52.6 percent of his face-o�s. “It’s one of those really little details in games that sometimes maybe gets overlooked,” Carpenter said. “I think it’s just something you work on in practice and you kind of never stop working at it. It takes a lot of timing and doing little drills after practice or at pregame skates.” Carpenter’s deal with Chicago has an average annual value of $1 million. Carpenter, a Florida native who played college hockey at Bowling Green, made his NHL debut with San Jose in 2015. He was picked up by the Golden Knights after he was waived by the Sharks in December 2017. Chicago also announced it had agreed to a two-year contract extension with forward David Kampf. The deal has an average annual value of $1 million. The 24-year-old Kampf has eight goals and 22 assists in 109 career games, all with the Blackhawks over the last two seasons.

Trubisky and offense must take next step By Robert Zeglinski Contributor
The weight of expectations on a No. 2 overall pick is different than for most NFL players. They’re the savior. The best and sometimes only hope. The face of an era marked by a vibrant culture and self-assurance. This weight can be a motivating catalyst toward greatness, as the player lives up to his inflated hype. Or it can be burdening to the umpteenth degree, when the player grapples with intense scrutiny and his back breaks from carrying the ambitions of an organization on his feeble back. The definitive judgment on most quarterbacks in this top-pick scenario normally isn’t made until Year 3 of their career: when the game should have slowed down enough to play like a top pick. And when they’ve built up such an unassailable chemistry with their teammates, that it’s difficult to see them fail. Mitchell Trubisky – he of the next generation of NFL quarterbacks looking to gain their footing – is walking through the door of this scenario in 2019. Through two years there have been flashes of his potential – a football guy buzzword favorite. A game-winning drive against an elite Ravens defense in 2017. A six-touchdown massacre at the expense of the Buccaneers last season. Incandescent playmaking, particularly of the mobile variety, and poise on display toward the end of a 2018 divisional championship campaign. There have also been disappointments. Occasions where the Bears wanted to lean on Trubisky in a trust fall, and he never caught them. Not because he didn’t want to or because he was playing a childish prank, but because he couldn’t. A maligned early start to his sophomore campaign marked with interceptions and endless sailed throws. Hair-pulling, turnover laden performances against the Patriots, Vikings, and Rams. Defenses that confounded him. Inconsistency marked by the slowest of first halves, followed by an explosion of unstoppable production in second stanzas. The last note had to be the most cruel for the Bears as much as they believe their signal caller is prepared to make The Leap. Trubisky is a quarterback that shows off his ability in one quarter or one half or one week, and then it frustratingly goes missing the next. The sensible explanation as to why Trubisky has been so up-and-down to this stage is inexperience. He was already a raw passer with a limited college resume. Now he’s been forced to learn the ropes on the fly with the big boys and he hasn’t always acclimated well. When examining it from this prism, it’s understandable as to why there have been growing pains. But you only get to use the excuse of inexperience so much. You only get to be a deer-in-the-headlights the first time a car catches you crossing a dark road. If the problem persists while knowing the threat of motorized vehicles exists and you continue to be surprised by their light,
you only have yourself to blame. On paper, the Bears haven’t been this talented offensively in decades. They haven’t had this much depth and upside at every offensive position since the beaming white eyes of Mike Singletary roamed the middle of the field. They haven’t had a measured coach who understands the innate weaknesses and strengths of his weapons since ... ever. The main question with this attack is whether the young quarterback can take advantage of his supporting cast. Whether in the put-up or shut-up year of his career, he actually puts up. Whether he can cohesively unite the Bears’ offensive moving parts across the board. And whether he can lift a championship contender to the heights they’re ostensibly supposed to climb.
Key players
Mitchell Trubisky: If not for the presence of the Bears’ transcendent defense, the magnifying glass fixated on Trubisky would be burning. If the Bears are to book first-class plane tickets (No one wants to rely on Spirit) to Miami in February, it’s on the 24-year-old to forcefully take the mantle through his play. Trubisky’s legs have caught up to the speed of the NFL: he’s been one of the most productive mobile quarterbacks since entering the professional ranks. It’s his arm and his mental processing that have to catch up if the Bears are going to last past the first weekend of January. David Montgomery: Criticism of trading up for the most replaceable offensive position aside, the Bears hope this rookie back can add a welcome wrinkle of balance. It’s the rationale behind why they acquired the former Iowa State star. The past two seasons have seen Tarik Cohen and former Bear Jordan Howard play a predictable tag-team game in Chicago’s backfield. Montgomery’s presence and versatility ideally changes this reality enough to take pressure off of Trubisky and make life easier for play-caller Matt Nagy. Kyle Long: In his first three NFL seasons, the veteran Long made the Pro Bowl three times and missed one start. He was one of the league’s most physically imposing offensive linemen: a fact that showed off any time he manhandled a counterpart. In the three years since, Long’s body has been ravaged by leg and neck injuries. He hasn’t played double-digit games since 2015. He’s on the wrong side of 30 and is likely well past his peak given the trajectory of most battered and bruised NFL players. But the Bears brought the veteran back anyway because they believe he has something left in the tank. By some accounts, this off-season has seen the return of the Long of old, the one that bullied respective defensive linemen without falling part himself. The Bears need this virile Long to return if their underrated offensive line is to hold up together for the Long haul. Pun intended.
Money quote: “Don’t let people on the outside take control. You’re in control of your time, and how you’re working, and your peace of mind, and how you sleep at night. Being aware that you’re obsessed gives you that control.” – Trubisky on his tunnel vision in-season mentality.
Nothing but skill
For m e r B e a r s r e c e i ve r Mu h si n Muhammad once said Chicago was “where receivers go to die.” His assessment of an archaic passing game was first met with angry fervor, but was mostly accurate. If you wanted to make something of yourself as a feared flanker, playing for the Bears was not going to be the ideal route toward achieving lofty dreams. Alshon Jeffery, who played in a mere 53 games over five seasons with the Bears, is the franchise’s third all-time leading receiver. A running back, albeit one of the greatest to lace them up, is fourth in Walter Payton. The Bears have just 14 individual 1,000-yard receiving seasons. Only six have come in this millennium – four in this decade alone. Most NFL teams who entered the modern era long ago have more than double that number. The Bears have always been known for their sloppy dance in finding The Answer at quarterback. It’s as much a calling card as sideline-to-sideline linebackers, running backs, and Bill Swerski’s Superfans. The connection many never bridge is how this has affected their receivers: who suffer most directly from a dearth under center. For the first time since their incarnation, they might not have this issue anymore. For the first time, they might be able to cackle in Muhammad’s face. After suffering through years of No. 1 receivers like Bernard Berrian, the Bears’ receiving room is now stocked to the gills with a variety of complimentary skill-sets. Allen Robinson, the classic possession receiver and go-up-and-getit champion. A polished route-runner whose fuel is nothing but competitive fire in Anthony Miller. Taylor Gabriel, the gadget burner. A possession receiver in waiting in Riley Ridley. Cordarrelle Patterson, a three-trick pony and one of football’s most dynamic game-breakers. An undrafted free agent steal in Emanuel Hall with third-round talent (but undrafted free agent hamstrings). And Javon Wims, the big-bodied wild card who could find himself sticking with the Bears if all goes swimmingly. Never have the Bears possessed this distinctive a receiving group. Their skill position ranks, with enough seasoning and time, could become the envy of the rest of the league. This is a case where even if one of these players misses any time, it’s unlikely the remainders of the group can’t pick up the slack. The only drawback is that there’s but one ball to go around.
Patching up holes in the wall
A healthy Long should give the Bears’ offensive line a desirable boost with a kick. It should also set the Bears up with a premier interior led by Long, newly-minted center James Daniels, and the steady Cody Whitehair. As Charles Leno Jr. and Bobby Massie are set to return as the respective left and right book-ends, Chicago has a rare situation up front where all five starters from 2018 are locked in. If there’s one place you want continuity, it’s on the offensive line. If each of the five players have to work in unison as an amoeba, then it benefits the rest of the offense when they already understand each other’s strengths and faults. And when they can communicate like childhood friends. But sometimes continuity has to sand over the rough edges. That is, if it can. The departed Howard and poor play-calling weren’t the only contributing reasons to a haphazard running game for the Bears last year. Lapses in the Bears’ blocking played as much of a factor in the minimal push they often created. If you can’t move bodies up front, then the players you’re making way for don’t have room to work with. According to Football Outsiders, the Bears were 28th in adjusted line yards in 2018: how much space their offensive line actively manifested in the running game. They were stuffed or gained no yardage on 20.5 percent of their carries: 23rd in the league. When running to the left or right side, they didn’t rank any higher than 17th. The one area that most detracted from their efforts was in the middle: where they were 30th in adjusted line yards. That’s the clear one area of which can most improve with ascendance from Daniels and Long’s return, but it still sticks out as a glaring crevasse of a problem. The dream at Halas Hall is that continuity rings true. That offensive line coach Harry Hiestand can take his pet projects, present them at the weekly science fair at Soldier Field, and they pass with blue ribbons for everyone. The fruits of his labor can already be noted through the NFL’s seventh-best offensive line in pass protection and sack rate. Another year could mean more glory. Montgomery can’t diversify the Bears offense if he doesn’t have any holes to run through or enough time to get out into his routes. The beauty of Chicago’s newfangled weapons can’t propagate if they never have enough time to get the ball into their hands either. Trubisky can’t grow up if the Bears’ offense is again a one-note predictable scheme. The guru in Hiestand has been known to work his magic. For the sake of the seemingly limitless potential the Bears’ offense has at its disposal, he’ll have to sit back and let continuity feasibly shine light on the proper path.
