COVID-19 deaths dip to lowest daily number since March Hospital bed usage by virus patients declines sharply over holiday weekend as well By Jerry Nowicki

SPRINGFIELD – Hospitalizations for COVID-19 in Illinois declined significantly over the holiday weekend and into Monday, touching their lows since the state began reporting the figures daily in April. There were 1,395 COVID-19 patients hospitalized as of 11:59 p.m. Sunday as the number remained below 1,400 for three days after spiking to 1,651 on Thursday. Of those hospitalized at the end of Sunday, 321 were in intensive care unit beds, the second-lowest number reported by the Illinois Department of Public Health during the pandemic’s presence in Illinois. The 304 reported at the end of July 4 marked

the lowest in one day. Ventilators in use by COVID-19 patients at the end of Sunday fell to 151 – the lowest IDPH has reported thus far. The state also reported just six new COVID-19-related deaths each on Sunday and Monday, marking a low since March 25. That’s after death counts of 10 on Saturday and 17 on Friday. Sundays and Mondays, historically, have had lower casualties reported by IDPH than the rest of the week throughout the pandemic, however, and IDPH warns in its daily releases that all data “are provisional and will change.” A disclaimer reported daily reads: “In order to rapidly report COVID-19 information to the public, data are being reported in real-time. Information is constantly being entered into an electronic system and the number of cases and deaths can change as additional information is gathered.”

The seven-day rolling positivity rate remained at 2.6 percent Monday for the seventh straight day after ticking downward from 2.7 percent. Monday’s one-day rate was 2.9 percent, however, as the state reported 614 new cases among 21,134 test results reported, a lower-than-normal number coming out of the holiday weekend. From Friday through Sunday, the state reported 868, 862 and 639 new cases each day with one-day positivity rates ranging from 2.3 to 2.5. Average daily test output for the three-day span was more than 31,000. Thus far, there have been 7,026 COVID19-related deaths reported by the state among 147,865 total confirmed cases. There have been 1.78 million tests results reported. The recovery rate for those 42 days removed from a positive test is 94 percent, according to IDPH.

SPRINGFIELD – State Rep. Arthur Turner, D-Chicago, announced his retirement from the Illinois House effective Friday, July 3. Turner, a deputy majority leader in the House, had served in the 9th District on the west side of Chicago since 2010. It’s a seat that was formerly held by his father, Arthur Lee Turner, who held it for about 30 years and now operates a lobbying firm in Chicago. “I will forever be grateful for the privilege of serving the people of Illinois and the opportunity to ensure that the voices of my community were heard loud and clear in state government,” Turner said in a resignation letter submitted to Secretary

of State Jesse White on Friday. Turner did not file for re-election in 2020, so the resignation cuts his final term short by about a half of a year. The timing of his announcement also means Democratic Party officials in the district will have to appoint a successor before the fall veto session. Lakesia Collins, a Chicago Democrat, won a crowded March primary to replace Turner as the Democrat on the November ballot. She received 46 percent – or more than 7,000 votes – topping seven candidates, including Turner’s brother Aaron Turner. Collins is a nursing home organizer for the Service Employees International Union, or SEIU. The retiring Turner did not state what he intends to do after leaving the House. His office did not immediately respond to a request for comment. “Every day I have had the opportunity

to serve the community I’ve always called home, my focus has been on showing the leaders of our state the realities that people in historically underserved communities face on a daily basis, and building consensus for change,” Turner said in a statement. “Now at the conclusion of my time in the House, we see that not only people across our state, but throughout our country are awakening to those realities and committing to work together for change. Protective gear for medical workers begins to run low again BY GEOFF MULVIHILL AND CAMILLE FASSETT ASSOCIATED PRESS

The personal protective gear that was in dangerously short supply during the early weeks of the coronavirus crisis in the U.S. is running low again as the virus resumes its rapid spread and the number of hospitalized patients climbs. A national nursing union is concerned that gear has to be reused. A doctors association warns that physicians’ o�ces are closed because they cannot get masks and other supplies. And Democratic members of Congress are pushing the Trump administration to devise a national strategy to acquire and distribute gear in anticipation of the crisis worsening into the fall. “We’re five months into this and there are still shortages of gowns, hair covers, shoe covers, masks, N95 masks,” said Deborah Burger, president of National Nurses United, who cited results from a survey of the union’s members. “They’re being doled out, and we’re still being told to reuse them.” When the crisis first exploded in March and April in hot spots such as New York City, the situation was so desperate that nurses turned plastic garbage bags into protective gowns. The lack of equipment forced states and hospitals to compete against each other, the federal government and other countries in desperate, expensive bidding wars. In general, supplies of protective gear are more robust now, and many states and major hospital chains say they are in better shape. But medical professionals and some lawmakers have cast doubt on those improvements as shortages begin to reappear. In other virus-related developments Tuesday: — Brazil’s president, Jair Bolsonaro, said he has tested positive for COVID-19 after months of downplaying the virus’ severity. The 65-year-old populist confirmed the test results while wearing a mask and speaking to reporters in the capital of Brasilia. Bolsonaro has often appeared in public to shake hands with supporters and mingle with crowds, at times without a mask. He has said that his history as an athlete would protect him, and that the virus would be nothing more than a “little flu” were he to contract it. — Australia’s second-largest city of Melbourne has been ordered back into lockdown as infections continue to surge. Australia has been among the world’s most successful countries in containing

its coronavirus outbreak, with the exception of Melbourne. When it comes to PPE, Dr. Aisha Terry said that she has good access as an associate professor of emergency medicine at George Washington University in Washington, but some non-academic and rural health facilities have much less. “I think overall, production, distribution and access has improved,” Terry said. “But the fear is that we will become complacent” and allow supplies to dwindle in some places. In a letter to Congress last week, the health department in DuPage County, Illinois, near Chicago, said all hospitals in the county are reusing protective gear “in ways that were not originally intended and are probably less safe than the optimal use of PPE.” The DuPage County department is a supplier of last resort that steps in when facilities have less than two weeks’ worth of gear. As of Monday, it had only nine days of some supplies at the current request level. A rise in new infections could make the supply go much faster. The American Medical Association w r ot e t o t he Fe d e r a l E me r g e n c y Management Agency, Vice President Mike Pence and members of Congress calling for a coordinated national strategy to buy and allocate gear. Rep. Carolyn Maloney, a New York Democrat, released a memo last week ahead of a congressional committee hearing that raised concerns about looming problems in the supply chain. Her report was based on interviews with unnamed employees at medical supply companies, one of whom warned that raw material for gowns is not available at any price in the amounts needed, leading to an “unsustainable” situation. Rear Adm. John Polowczyk, who is in charge of coronavirus-related supplies for the White House, told Congress last week that more than than one-fourth of the states have less than a 30-day supply. “It would seem like in less than 30 days, we’re going to have a real crisis,” said Rep. Bill Foster, an Illinois Democrat. FEMA, one of the main federal agencies in charge of the coronavirus response, would not break down which states have enough gear to last beyond 30 days and which do not. It referred those questions to individual states. In June, the government started replenishing its once-depleted stockpile with the goal of building up a two-month supply. As of June 10, FEMA had distributed or directed private companies to distribute more than 74 million N95 masks and

66 million pairs of gloves, along with other gear. The agency said it changed its distribution method to send more equipment to hot spots. Although all U.S. states and territories have received some protective gear from FEMA, an Associated Press analysis of the agency’s own data found that the amounts varied widely when measured by population and the number of confirmed COVID-19 cases. The AP analysis found that low-population, mostly rural states received the largest FEMA allocations per confirmed case. As of mid-June, for example, Montana had received 1,125 items of protective gear per case, compared with 32 items per case in Massachusetts, an early hot spot. States including California, Iowa and Nebraska, all of which have seen a surge in confirmed infections, received among the lowest amounts of protective gear from FEMA per case, according to the AP analysis. Many states say the federal supplies make up a small part of their stockpiles after they spent millions of dollars to acquire equipment on their own. FEMA told the AP that its initial distributions were made on a per-capita basis, but also said the agency has tried to accommodate individual requests from the states. Concerns extend beyond the amount of gear. In New Hampshire, an association representing nursing homes said most items sent by FEMA in early June were unusable, including child-size gloves, surgical masks with ear loops that broke when stretched and isolation gowns with no arm openings. A nonprofit group called #GetUsPPE was established in March by physicians to help distribute donated protective gear. The group had a 200% increase in requests during the last two weeks of June from medical providers in Texas, a state with a big surge in confirmed virus cases. State o�cials there have said their supplies are adequate. “We anticipated that we would need to be around for a few weeks until someone else stepped in and solved this problem,” said Dr. Megan Ranney, an emergency physician at Rhode Island Hospital who was among the group’s founders. “Here we are, still getting hundreds of thousands of requests a week.”

Wall Street follows solid stock market rally with pullback By Stan Choe and Alex Veiga Associated Press

Banks and companies that rely on consumer spending led stocks broadly lower on Wall Street Tuesday, as the market gave back some of the big gains it made the past couple of weeks. The S&P 500 was down 0.6% after spending most of the day in the red. The selling put the benchmark index on pace to snap a five-day winning streak. The market’s slide followed a deeper sell-off in France, Germany and elsewhere after the European Union’s executive arm said this year’s recession caused by the coronavirus pandemic will be deeper than forecast. It also said next year’s expected rebound could be weaker than expected. The Dow Jones Industrial Average was down 295 points, or 1.1%, at 25,991. Big technology stocks helped drive early gains for the Nasdaq, but they faded by afternoon, knocking the index 0.3% lower. Small company stocks were down more than the rest of the market. The Russell 2000 index was off 1.4%. The U.S. stock market has been churning over the last month, with big daily moves up and down keeping it roughly in place. It’s been a small-scale version of the market’s movements since the start of the year, when a nearly 34% plunge on worries about the pandemic-caused recession quickly gave

way to a tremendous rally that brought the S&P 500 nearly back to its record level. Lifting markets higher on one end are reports showing budding improvements in the economy. The job market, retail sales and other economic indicators are all still well below where they were before the pandemic struck. But they’ve stopped plummeting and have begun to grow again as governments relax restrictions meant to slow the spread of the coronavirus. That’s combined with unprecedented amounts of aid from central banks and governments around the world to prop up markets. It also helped send the S&P 500 up 1.6% on Monday, following up on a 4% rise the prior week, which itself helped cap the best decade for the index since 1998. “The economic data that has come out over the past couple of months has actually beaten even the most optimistic economists, so in that scenario it’s not surprising to see a euphoria-driven rally in the market,” said Megan Horneman, director of portfolio strategy at Verdence Capital Advisors. But pulling markets lower on the other end are worries that the optimism is overdone. The pandemic isn’t going away, with infection levels worsening across wide swaths of the U.S. South and West, among other global hotspots. The concern is that could keep households and businesses

nervous and scare them away from spending. In the worst-case scenario, it could force governments to bring back some of the restrictions that sent the economy into its sudden recession. Such worries spilled through markets Tuesday after the European Commission unveiled its more dour economic forecasts for 2020 and 2021. “The road to recovery is still paved with uncertainty,” EU Economy Commissioner Paolo Gentiloni told reporters in Brussels. “This is mostly linked to the epidemiological uncertainty.” The commission said the joint economy of the 27 nations in the European Union will shrink 8.3% this year, before growing 5.8% in 2021. In the previous forecasts released in May, it had forecast the economy would contract about 7.5% this year and bounce back 6% next year. Underscoring the fragility, a separate report showed that industrial production in Germany rebounded by less than economists expected in May, and remains far below levels from before the pandemic caused factories to close. Germany’s DAX lost 0.9%, while France’s CAC 40 fell 0.7%. The FTSE 100 in London dropped 1.5%. Markets in Asia also fell. In the U.S. market, airlines and stocks of other companies that most need the economy to get closer to normal had the

sharpest losses. United Airlines slid 7.9%, American Airlines dropped 6.3% and mall-owner Simon Property Group dropped 4.2%. Energy stocks fell 2.5% for the largest loss among the 11 sectors that make up the S&P 500. They’ve swung sharply with expectations for the economy’s health and demand for oil and gasoline. Devon Energy lost 6.9%, while Valero Energy fell 5.8%. Benchmark U.S. crude slipped a penny to settle at $40.62 per barrel after earlier flipping between losses and gains. Brent crude, the international standard, fell 2 cents to close at $43.08 per barrel. The yield on the 10-year Treasury slipped to 0.64% from 0.68% late Monday. It tends to move with investors’ expectations for the economy and inflation. ‘Senseless crime’: The victims of July Fourth shootings By Christopher Weber Associated Press

A 6-year-old computer whiz. A young mother working for a better home for her kids. An 8-year-old who loved to make dance videos. From San Francisco to South Carolina, a spate of shootings claimed the lives of people celebrating or just taking a drive over the Fourth of July weekend. Chicago saw one of its bloodiest holiday weekends in memory, with 17 killed and 70 wounded by gunfire. The incidents come amid fears the coronavirus pandemic, protests against racism, rising gun sales and an election year could make for a particularly deadly summer. Here’s a look at some of the victims from this weekend.

Instead, Charmaine Turner appeared before reporters with Atlanta’s mayor and interim police chief to plead for anyone with information about her 8-year-old daughter’s death to come forward. Secoriea was riding in a car with her mother and another adult just before 10 p.m. Saturday. They exited the interstate and tried to enter a parking lot when they were confronted by “a group of armed individuals” blocking the entrance, police said. Before the driver could make a U-turn, shots were fired and Secoriea was hit, Turner said. “She died in my arms,” Turner said. The shooting happened near the Wendy’s where Rayshard Brooks, a Black man, was fatally shot by a white police officer June 12. The fast-food restaurant was burned during protests the following night and became a gathering place for demonstrations against police brutality. Charmaine Turner noted the time as she spoke at a news conference Sunday, saying her daughter would have just finished eating dinner: “She would have been on TikTok dancing in her phone.” The girl’s father, Secoriya Williamson, further reflected on the simple pleasures of an 8-year-old girl: “She just wanted to get home to see her cousins. That’s all she wanted to do.”

‘A CHANCE AT LIFE’

Studious and sweet, Natalia Wallace was preparing to start second grade in a few weeks at a Chicago elementary school. The 7-year-old was killed Saturday night by a gunshot wound to the head. She was standing on the sidewalk in a West Side neighborhood where she’d visited her grandmother. Authorities said gunmen got out of a car and started firing rounds. Her father, Nathan Wallace, said he’d hugged his daughter minutes before the shooting. “I just wanted her to have a chance at life,” he said. “Whatever she wanted to do, I was going to be there no matter what. To see my daughter on the table with a gunshot wound to the forehead, that’ll change somebody’s life.” A 33-year-old man was charged with murder Monday. Teachers remembered Natalia as shy yet diligent as she completed remote lessons at the end of first grade. “Sometimes, her quiet spirit gave her the strength to lead the reading lessons within her group, and she soared when it came to doing math,” said a statement from the school. “During e-learning, Natalia was always present and participating. At the

end of each class session, she would type in the chat box, ‘I Love You.’”

‘HE WAS GOING TO BE SOMETHING’

Jace Young was a “bright star” with an unlimited future, his uncle said. Six-year-old Jace was shot and killed while attending a birthday party Saturday in the Bayview neighborhood of San Francisco. Nate Ford said his nephew was intelligent and empathetic beyond his years. “We knew he was going to be something,” the boy’s uncle told the San Francisco Chronicle on Monday. Jace was a whiz with computers, always chose milk over soda, and refused to eat meat, the unc said. “’Because it will kill animals’,” Ford recalled Jace saying. No arrests have been made. “Senseless violence like this that could so tragically claim the life of a small child is unacceptable in our City,” San Francisco police Chief William Scott said in a statement.

‘THE HARDEST PART’

Mykala Bell and Clarence Sterling Johnson were killed in a South Carolina nightclub shooting. Johnson worked as a security guard at the Lavish Lounge, where gunfire erupted early Sunday during a performance by trap rapper Foogiano. Bell’s family described the 23-year-old single mother of two small children as a caring person who looked after her younger family members. “That’s going to be the hardest part – looking at my niece in a casket,” Ramon Arnold, Bell’s uncle, told WHNS-TV in Greenville. “Can’t see her face no more. A senseless crime.” Ashley Arnold, Bell’s aunt, said her niece had just gotten a new job at a call center and planned to move her children into a new home. “They love their mommy,” Ashley Arnold said, according to the Anderson Independent Mail newspaper. “And it’s up to us to keep her legacy alive for them.” Friends affectionately referred to Johnson as “CJ” and “Big Sterling,” an affable man always happy to help out when he could. “He was one who showed no partiality when it came to serving,” pastor Henry Johnson of Queen Street Baptist Church, where Sterling Johnson served on the usher board, told the Herald-Journal of Spartanburg. “Sterling was what I called

a ‘servant’ who served in so many areas in our community wholeheartedly, making sure everyone felt safe.” A GoFundMe page was set up to help the 51-year-old security guard’s family, which includes two daughters, two sons, two grandchildren, two sisters and three brothers.

‘TIRED OF SHOOTINGS’

Davon McNeal wasn’t even supposed to be at the Washington, D.C., cookout where he was shot and killed. The 11-year-old had only stopped by to pick up a phone charger and some earbuds, his family said. Tony Lawson, the boy’s maternal grandfather, wept as he recalled the boy’s love for family and football. “He was a good kid ... 11 years old. He hadn’t lived his life yet,” Lawson told WTTG-TV. John Ayala, Davon’s paternal grandfather, told the news station that it was shortly after the boy arrived that partygoers heard gunshots and everyone dropped to the ground. “Everybody’s just saying they’re just tired – tired of the shootings in the community,” Ayala said. “We’re protesting for months, for weeks, saying, ‘Black Lives Matter, Black Lives Matter.’ Black lives matter it seems like, only when a police officer shoots a black person. What about all the black-on-black crime that’s happening in the community?”

Royta Giles Jr. would have started third grade this fall. The 8-year-old boy was waiting in line Friday at an Alabama mall with his family to buy new outfits for the Fourth when gunshots rang out, AL.com reported. Police said a group of men got into an argument near the food court and fired at one another. Family members, friends and his school described Royta as an energetic, smiling boy who dreamed of a future in the music industry and wanted to be a rapper. Former assistant principal Mr. Van James said: “He was bright, articulate, and very convincing. We even tried to convince him to become a lawyer.” The boy’s grandmother said the family was devastated. “This is a baby we’ll never see again,” Kesha Layfield said. “I have to comfort his mother, and I don’t even know how to begin. I can only imagine what she’s feeling. Not only am I grieving for my daughter, but I’m grieving the loss of my grandson.”

Public Display of 13 Sculptures Continues Through Summer 2021

As part of its city-wide Forest City Beautiful initiative, the Rockford Area Convention & Visitors Bureau (RACVB) is excited to announce a one-year extension allowing thirteen sculptures to remain on public display in Rockford. The pieces have been displayed since 2018 as part of the Rockford Sculpture Walk, and thanks to the generosity of many local donors they will remain in the Forest City until June 2021. Nine different artists from the Midwest were carefully chosen by a selection committee for the opportunity to feature their work at various locations in the Rockford region. Watering the vegetable garden BY GRANT MCCARTY CONTRIBUTOR

In the last couple of weeks, we’ve entered a period with a lack of rain and you may find that you are watering your vegetables every single day. This may be more common if you are growing in a raised bed or containers as these tend to dry out much more quickly. Between flowering and fruiting, a vegetable plant needs 1-1.5 inches of water each week. It can receive more than this and be okay, but too much all at once may not be the best for the plant. Wilting symptoms may

also show up if the plant has received too much water. These symptoms should dissipate in a matter of days. Let’s recall what water does for the plant. When water is combined with soil, this allows for the plant to take up all of those vital soil nutrients that it needs to produce a crop for you. Without water, the plant would be unable to take these up. Even if the soil looks very dry, there is still water in the soil. This right there should tell you why you should not water all over your plant. Wet leaves and plant material will do more harm than good.

Diseases can be spread by wet conditions. You may also have a weed problem if too much water is being applied. Always water at the root zone. Try to water in the morning. By watering in the morning, this allows wet foliage to dry out whereas by watering over night, any fungi and bacteria present can spread. To determine how much water you are getting, purchase a rain gauge. This small device can be set on the edge of your planting area and provide you with an accurate picture of how much rain your crops have gotten. It can then allow you

to water your plants more if they do not have enough water for the week. If you do need to water your plants, you will want to figure out how long you need to water them based on your watering device. Use an empty tuna can and see how fast it takes to fill up. That estimate will give you a rough idea on how long you’ll need to water your plants to get to the amount of water you need for the week. Facebook data center comes to Dekalb BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

A few days before the announcement of the Dekalb Facebook Data Center we received an email from a contact at Northern Public Radio wondering why they suddenly received requests for advertising space from renewable energy firms. The answer arrived a few days later when the video press conference announcement featuring the Governor of Illinois and the Mayor of Dekalb was made instead of the usual ground breaking ceremony apparently in response to covid-19 concerns. Of course its arrival was greeted with the usual glee associated with such an announcement as the $800 million dollar project will boost the local economy which has lagged since much of its industrial base was decimated in the 1970s and 1980s as happened throughout the Midwest. The project is expected to take two years to build and involve more than 1000 construction jobs. When in operation some 100 high tech jobs will provide good incomes for those with the appropriate skills. It will also serve as a major stimulus to the renewable energy industry which has been in search of additional funds to expand its presence in Illinois. Data centers such as Facebook are substantial consumers of energy and have responded to pressure to use cleaner sources of energy than they had in the past. Facebook has declared that the facility will be 100% powered by renewable energy but they have yet to declare what those sources will be. Of concern is how the facility will cover

intermittency in the supply of renewable energy. We await the answer and wonder whether nuclear power, battery backup or some other energy solution will be relied on to solve the intermittency problem. In addition to intermittency of supply is the trend toward increased frequency and intensity of storms disrupting electrical service. Falling trees, high winds, lightning strikes and intense heat can disrupt electrical service. Microgrids can help to minimize the risk of reliance on distant electrical supplies. But the need for reliable electrical service is essential for meeting the 24 hour 7 day per week power to both run the computers and keep the electronics cool enough to continue operating. Another component of the upgraded environmental aspects of data centers is to assure they meet the highest environmental standards in construction and operation of the facilities; the facility is expected to meet the LEED gold standard. Environmental claims regarding the facility come from the recognition that as a part of the so-called fourth industrial revolution the global growth in operating data centers is projected to expand dramatically. Whether the growth envisioned proves to be sustainable will depend on the industry’s setting high standards during its early growth phase. What could prove to be a tough challenge to overcome with the industry’s growth is how the electronic wastes associated with all elements of the industry including those in computers and renewable energy sources will be dealt with.

In a 2015 article Joe Kozlowicz pointed out eight ways Data Center Environmental Impact Goes Beyond Emissions. His list of concerns included batteries, cooling requirements, cleaning materials, diesel backup, electronic waste, fire suppression, packaging and o�ce areas. Many of them have already been addressed and others will be covered by meeting the LEED standard. But while most of those issues appear resolved there is always the possibility that new environmental issues will arise from technological

innovations which the industry will need to address. Beyond potent ial env ironmental concerns are the social implications of data centers and the overall thrust of the fourth industrial revolution. One hundred high tech jobs while beneficial will not address today’s unemployment challenges. For now the presence of the DeKalb Facebook facility is seen as an exciting addition to the economy of Dekalb, northern Illinois and Illinois.
