Comptroller criticized for handling of late bill payments Participant says Mendoza’s prioritizing puts Vendor Payment Program at risk By Peter Hancock

SPRINGFIELD — A program that helps vendors get paid even when the state is late paying its bills might be in danger, the head of one financial company said, because of the way Illinois Comptroller Susana Mendoza is prioritizing the bills that she does pay. The program is called the Vendor Payment Program and it allows third-party financial companies, known as “qualified purchasers,” to buy the debts owed to state vendors and then collect the late interest penalty owed whenever the state does pay the bill. The problem, said Andrew Greta, president of Illinois Financial Partners, one of the program’s participating companies, is that Mendoza’s office has put a priority on paying off the principal owed on invoices so they stop accruing interest. But she only rarely, and sporadically, makes payments on the interest that is already due. “They have been few and far between,” Greta said of the interest payments during an interview Friday. “To date, we’ve got about close to $50 million in interest payments that remain outstanding,” he said. “So, they have made some payments from time to time. … But … there is no predictability to it and as far as we can tell, she’s completely put interest payments on hold now.” Abdon Pallasch, a spokesperson for Mendoza, disputed that statement. In an email Friday, he said the comptroller’s office paid out $127 million in late payment interest penalties in 2019, and it paid out $16.3 million this year before the COVID-19 pandemic hit, cutting deeply into state revenues. “We sympathize with Mr. Greta and the other qualified investors who have made healthy profits on this program and would like the final portions of their payments but we are not going to leapfrog them over nursing homes, hospice centers, battered women’s shelters and other state vendors awaiting payment,” Pallasch wrote. “They have received most of their payments and they will eventually be paid in full as fiscal conditions allow.” Greta, however, said the problem didn’t begin with the COVID-19 pandemic. He
said some of the invoices his company holds have had interest payments due for years. For example, he noted in an email that his company purchased a $57 million invoice that was payable for insurance premiums that were due as part of the State Employee Group Health plan. The state paid that base invoice in February 2018, making the $4 million in late payment interest penalty due at that time. The invoice for that $4 million was accepted by the comptroller’s office in August 2018, but Greta said that, to date, it still has not been paid. In another case, he said, Illinois Financial Partners purchased a $50,000 invoice in March 2018 that the Department of Corrections owed to a food service vendor. The base invoice was paid in April, leaving an interest penalty balance of approximately $6,000. The comptroller’s office accepted that bill in October 2018, nearly six months after it had become payable. In the nearly two years since then, the company still has not been paid. As of Friday, the state had a backlog of past-due bills totaling just over $5 billion. Under state law, if those bills are not paid on time, the state is charged a late payment penalty of 1 percent per month, or 12 percent per year. During an interview with WTTW-TV in Chicago in June, Mendoza was asked how she was keeping up with payments for COVID-19-related expenses while the state was suffering from a massive revenue shortfall. She explained her rationale for delaying late payment interest penalties. “I don’t pay interest on interest. That’s going to go to the back of the line,” she said. “I need to make sure that I’m either paying front-line providers or I’m paying down bills that are accruing late payment penalties at 12 percent. That’s the best use of taxpayer money.” But Greta said Mendoza’s reluctance to make those interest payments is having a ripple effect that extends far beyond the financial lenders who take part in the Vendor Payment Program. Under the program, he said, companies like his act much like commercial banks. They borrow money from their investors at a certain rate, something less than the 12 percent the state pays. They then pay the vendors 90 percent of what they’re owed and wait for the state to eventually pay off the bill with interest. W hen t hat pay ment comes, t he
companies then give the vendors the remaining 10 percent on their bill and pay the original investors the interest they are owed. The difference between the interest they pay to investors and what they collect from the state, known as the interest rate “spread,” is where the qualified purchasers make their profit. And the certainty that the state will eventually make those payments is what enables his company to get money into the pockets of vendors, many of whom cannot afford to wait for the state to catch up on its bills. But because the state has been reluctant to make those interest payments, Greta said, many of the investors that he works with have stopped putting money into the program, and he has to turn down requests from vendors to purchase their debt. “We’ve had an uptick in the number of inquiries that we’ve been getting, you know, sort of vendors asking for help, and we have to turn them away,” he said. In addition, he said, there are many more vendors whose debts have already been purchased who are still waiting for the remaining 10 percent balance still owed to them. Greta and other companies that take part in the program have complained to lawmakers about the late interest payments for years, and during the recent special session in May, lawmakers put language into one of the budget bills that says the comptroller’s office “must issue the interest payment within 60 days after acceptance of the interest voucher.” Greta argues that Mendoza’s office is intentionally ignoring that language, but Mendoza’s spokesperson Pallasch disagreed. “The (Illinois Office of the Comptroller) maintains compliance with this section of law, which is specific to a narrow group of interest vouchers that are permitted under the State Finance Act for those principal vouchers paid after the close of a fiscal year,” he wrote. “Without it, those vouchers would not be allowed to be submitted to the IOC for payment since the fiscal year has officially closed.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. On June 29, 2019, thousands of people gathered at downtown Rockford intersections, streets and venues to welcome home one of our city’s most noted ambassadors and newly crowned NBA champion. More than a celebration, the day’s festivities become a quintessentially Rockford event. Fast-forward about eight months from that historic day and any allusion to the word “essential”—now one of many all-too familiar buzzwords—would unknowingly take on a whole new meaning. Thankfully over the last several months, our community has persevered largely through its creative and resilient spirit, a sure sign that an air of optimism still exists. Fred Comes Home may seem like it was years ago, but it remains a transcendent time capsule of sorts. It’s also a reminder of the significance of shared optimism and responsibility, two words that shape our role as a destination storyteller. LONDON (AP) – Politicians and public health leaders have publicly committed to equitably sharing any coronavirus vaccine that works, but the top global initiative to make that happen may allow rich countries to reinforce their own stockpiles while making fewer doses available for poor ones. Activists warn that without stronger attempts to hold political, pharmaceutical and health leaders accountable, vaccines will be hoarded by rich countries in an unseemly race to inoculate their populations first. After the recent uproar over the United States purchasing a large amount of a new COVID-19 drug, some predict an even more disturbing scenario if a successful vaccine is developed. Dozens of vaccines are being researched, and some countries – including Britain, France, Germany and the U.S. – already have ordered hundreds of millions of doses before the vaccines are even proven to work. While no country can a�ord to buy doses of every potential vaccine candidate, many poor ones can’t a�ord to place such speculative bets at all. The key initiative to help them is led by Gavi, a public-private partnership started by the Bill & Melinda Gates Foundation that buys vaccines for about 60% of the world’s children. In a document sent to potential donors last month, Gavi said those giving money to its new “Covax Facility” would have “the opportunity to benefit from a larger portfolio of COVID-19 vaccines.” Gavi told donor governments that when an e�ective vaccine is found within its pool of experimental shots, those countries would receive doses for 20% of their population. Those shots could be used as each nation wished. That means rich countries can sign deals on their own with drugmakers and then also get no-strings-attached allocations from Gavi. Poorer countries that sign up to the initiative would theoretically get vaccines at the same time to cover 20% of their populations, but they would be obligated to immunize people according to an ethical distribution framework set by the United Nations. The donor countries are “encouraged (but not required) to donate vaccines if they have more than they need,” the document says. “By giving rich countries this backup plan, they’re getting their cake and eating it too,” said Anna Marriott of Oxfam International. “They may end up buying
up all the supply in advance, which then limits what Gavi can distribute to the rest of the world.” Dr. Seth Berkley, Gavi’s CEO, said such criticisms were unhelpful. Right now there’s no vaccine for anyone, he said, and “we’re trying to solve that problem.” Berkley said Gavi needed to make investing in a global vaccine initiative attractive for rich countries. Gavi would try to persuade those countries that if they ordered vaccines already, they should not attempt to obtain more, he said. But he acknowledged there was no enforcement mechanism. “If, at the end of the day, those legal agreements are broken or countries seize assets or don’t allow the provision of vaccines (to developing countries), that’s a problem,” Berkley said. Gavi asked countries for an expression of intent from those interested in joining its initiative by last Friday. It had expected about four dozen high and middle income countries to sign up, in addition to nearly 90 developing countries. Dr. Richard Hatchett, CEO of the Coalition for Epidemic Preparedness Innovations, which is working with Gavi and others, said they would be talking in the coming weeks with countries who had signed deals with drug companies to secure their own supplies. One possibility: They might ask countries to contribute their private vaccine stockpile to the global pool in exchange for access to whichever experimental candidate proves e�ective. “We’ll have to find a solution because some of these arrangements have been made and I think we have to be pragmatic about it,” he said. After a vaccine meeting last month, the African Union said governments should “remove all obstacles” to equal distribution of any successful vaccine. Africa Centers for Disease Control and Prevention chief John Nkengasong said Gavi should be “pushing hard” on convincing companies to suspend their intellectual property rights. “We don’t want to find ourselves in the HIV drugs situation,” he said, noting that the life-saving drugs were available in developed countries years before they made it to Africa. Shabhir Mahdi, principal investigator of the Oxford vaccine trial in South Africa, said it was up to African governments to push for more vaccine-sharing initiatives, rather than depending on pharmaceutical companies to make their
products more accessible. “If you expect it to be the responsibility of industry, you would never get a vaccine onto the African continent,” Mahdi said. Last month, Gavi and CEPI signed a $750 million deal with AstraZeneca to give developing countries 300 million doses of a shot being developed by Oxford University. But that deal happened after the drug company had already signed contracts with Britain and the U.S., who are first in line to get vaccine deliveries in the fall. “We are working tirelessly to honor our commitment to ensure broad and equitable access to Oxford’s vaccine across the globe and at no profit,” said AstraZeneca CEO Pascal Soriot. He said its contract with Gavi and CEPI marked “an important step in helping us supply hundreds of millions of people around the world, including to those in countries with the lowest means.” Chinese President Xi Jinping has also vowed to share any COVID-19 vaccine it develops with African countries – but only once immunization has been completed in China. The World Health Organization has previously said it hopes to secure 2 billion doses for people in lower-income countries by the end of 2021, including through initiatives like Gavi’s. About 85% of the world’s 7.8 billion people live in developing countries. Kate Elder, senior vaccines policy adviser at Doctors Without Borders, said Gavi should try to extract more concessions from pharmaceutical companies, including compelling them to suspend patents on the vaccines. “Gavi is in a very delicate position because they’re completely reliant on the goodwill” of drug companies, said Elder. She said the system of how vaccines are provided to developing countries needed to be overhauled so that it wasn’t based on charity, but on public health need. “We’re just having our governments write these blank checks to industry with no conditions attached right now,” she said. “Isn’t now the time to actually hold them to account and demand we as the public, get more for it?” Yannis Natsis, a policy o�cial at the European Public Health Alliance, said the last thing on the minds of o�cials in rich countries is sharing with poor ones. “Politicians are scared if they don’t throw money at companies, the citizens in the next country over will get the vaccines first and they will look very bad,” Natsis said.

NEW YORK (AP) – Wall Street is ticking higher Tuesday afternoon after pinballing through another day of unsettled trading. The S&P 500 was up 0.8%, as of 3 p.m. Eastern time, after erasing an earlier loss of 0.9%. It follows up on Monday’s turbulence, when stocks veered from an early gain to a loss after California brought back restrictions on its economy amid a jump in coronavirus counts. The Dow Jones Industrial Average was up 442 points, or 1.7% at 26,528, lifted by gains for UnitedHealth Group and Caterpillar, among others. Big tech-oriented stocks were turning in mixed performances, though, which helped hold the Nasdaq composite to a more modest gain of 0.3%. The latest erratic moves come as earnings reporting season kicks o� for the market, and three of the nation’s biggest banks painted a mixed picture of how badly the coronavirus pandemic is ripping through their businesses. “The earnings season is o� to a very guarded start,” said J.J. Kinahan, chief market strategist at TD Ameritrade. He pointed to cautious forecasts from companies that see the economy possibly taking a step back because of worsening COVID-19 trends, or at least taking longer to recover than expected. “The fact that they are prepared for bad scenarios is helping to give the market a little confidence,” he said. Like the broader market, financial stocks drifted between gains and losses for much of the day before turning higher in the afternoon. JPMorgan Chase, Wells Fargo and Citigroup said they collectively set aside nearly $27 billion during the second quarter to cover loans potentially going bad due to the recession. But investors took very different approaches to each of them. JPMorgan Chase, the nation’s biggest bank, was up 0.6% after it said it made a record amount of revenue from April through June. Its profit for the latest quarter also managed to beat analysts’ expectations, even though it roughly halved from year-ago levels. Wells Fargo, though, dropped 4.9% after it said it expects to cut its dividend. “Our view of the length and severity of the economic downturn has deteriorated considerably,” CEO Charlie Scharf said. Citigroup fell 3.5% after CEO Michael Corbat said its overall business performance was strong last quarter, though net income dropped 73% from a year ago
largely due to the $7.9 billion it had to set aside for loans potentially going bad. Delta Air Lines lost 2.3% after its earnings and revenue for the latest quarter fell short of Wall Street’s already very low expectations. The pandemic is keeping fliers on the ground, and Delta’s passenger count plunged 93% during the quarter from a year earlier. CEO Ed Bastian said it could be two years before the airline sees a sustainable recovery. Stocks have mostly churned in place since early June. That’s when the S&P 500 pulled back within 4.5% of its record high set in February, after earlier being down nearly 34%. The index is now 6% below its record. Pulling stocks higher has been a budding economic recovery, with the job market, retail sales and other measures of the economy halting their plunge and beginning to resume growth. Underlying it all is massive aid for the economy from central banks and governments around the world. But pushing stocks down are accelerating coronavirus counts in hot spots around the world, which threatens to halt the recovery just as it got going. California demonstrated on Monday how dangerous that can be when the governor of the
country’s largest state economy once again ordered bars, indoor dining and other businesses closed. The worry is that the continuing pandemic could push states across the Sun Belt to roll back reopenings of their economies. That’s why COVID-19 trends – along with the potential for more aid for the economy from Congress – will matter much more for markets in upcoming weeks than what companies say about their second-quarter results, said Keith Buchanan, portfolio manager at Global Investments. “The progression of the virus should still be front and center for what is dictating and going to continue to dictate our prospects for economic growth going forward,” he said. The stock market’s gains were relatively widespread in Tuesday afternoon trading, after it pulled out of its weak start. Smaller stocks were doing better than the rest of the market, with the small-cap Russell 2000 index up 1%. And four out of five of the big stocks in the S&P 500 were higher. Energy companies, raw-material producers and other companies whose profits desperately need the economy to strengthen were leading
the way. In Europe, France’s CAC 40 fell 1%, and Germany’s DAX lost 0.8%. The FTSE 100 in London added 0.1%. In Asia, Japan’s Nikkei 225 fell 0.9%, South Korea’s Kospi slipped 0.1% and Hong Kong’s Hang Seng dropped 1.1%. The yield on the 10-year Treasury dipped to 0.61 from 0.62% late Monday. It tends to move with investors’ expectations of the economy and inflation. Benchmark U.S. crude oil rose 19 cents to settle at $40.29 per barrel. Brent oil, the international standard, rose 18 cents to $42.90 a barrel. End of trading update: The stock market shook o� a weak start and ended broadly higher after pinballing through another day of unsettled trading. The S&P 500 rose 1.3% Tuesday. It had been down nearly 1% in the early going. The gains accelerated as the day went on. The Dow Jones Industrial Average rose 2.1%, lifted by gains for UnitedHealth Group and Caterpillar, among others. Let’s discuss what you might be seeing. Before you start disease diagnosing, it’s important to know your tomato variety. Some varieties have disease resistance and this is an easy way to rule out some of the diseases tomatoes commonly get. It’s also important to consider the weather. Hot, cold, wet, and dry are all factors that contribute to certain diseases developing compared to others. For instance, disease
symptoms that have appeared in the last two weeks while we have had dry and hot weather will pinpoint one cause over another. The most common tomato diseases in the area are blights and wilts. Verticillium and/ or Fusarium wilt will show up as yellowing then browning of the leaves. Later in the season the plants may wilt. Both of these wilts tend to look the same. Blights on tomatoes will be either Late or Early. Both of these diseases are very destructive with black-brownish spots on leaves causing the plants to die rapidly. There is some di�erence between them. Early blight is rarely on stems or fruits and
tends to favor wet, humid conditions while Late Blight needs cool, wet weather. We do not often get Late Blight as it was in our area last in 2013. Septoria will do similar damage as Early Blight. When trying to control these tomato diseases, it’s important to have them diagnosed properly. The University of Illinois Extension o�ce o�ers the Master Gardener hotline at the o�ce in the county you live in that assist homeowners in helping with disease management. You can visit our website (extension.illinois.edu/jsw) to find phone numbers and email addresses that can connect you with volunteers that can properly determine your disease problem.
What you might find out is that you cannot control the disease this summer and you need to take preventative steps next season. Crop rotation is one of the easiest strategies. By moving your tomato row over from where it was this season, it can help with any fungus/bacterium in the soil that overwinter to cause disease next year. Proper spacing to allow good airflow and dry leaves, mulching, and not working in wet conditions may also be the best preventative steps you can take. The coronavirus has shifted attention from renewable energy, e�ciency and environmental quality. For now the hope is the virus turns out to be a short term phenomenon and if it does, the economy could recover rather quickly according to some economists. The belief that the virus would retreat in the heat of summer has not proven true so far and some states and communities have reinstituted closing businesses and emphasizing staying at home, wearing masks and social distancing when out in the community. We know of several physically fit individuals hit by the virus. One in her 20s ran five miles a day, but now is on an inhaler. Another in her 40s is beginning to notice the e�ects. A physically fit person in his 60s who operates a cross training fitness center was recently cured of the virus, yet a full month after his recovery still has pain in one lung and only processes 70% of the oxygen from it. We did not expect these experiences in a rural community. If you don’t yet know someone who has covid-19, you probably will soon. The attention being paid to the virus is appropriate but the economic impacts of it are severe as well. It is expected that renewable energy production for the year will be down. The residential sector could be the hardest hit. With severe job losses and uncertainties surrounding future income, residential home owners are reluctant to invest in solar energy given the
uncertainties we are facing. Installations are occurring but not at the rate expected. Energy consumption for transportation has declined with low employment, but electric bills are increasing with families being home bound. A friend recently informed us that the electric bill for his family of three has doubled compared to last year at this time. With the family at home, television watching has increased as has internet usage as well as air conditioning. Air conditioning is a popular response to climate change which increases heat waves. While air conditioning cools those who can a�ord it the heat is released to the community increasing discomfort and possible deaths for those without access to it. While community cooling facilities are helpful, the coronavirus epidemic limits the number of people who can be served in them. According to an article by Molly Cox and Mitalee Gupta the fallout from the coronavirus and subsequent economic disruption are seen as driving down the prices for solar and storage systems at a faster rate than had been anticipated. With reduced demand for storage systems and electric vehicles prices are falling. Tesla, which sells its solar system via the internet, recently announced it will o�er the lowest cost solar in the nation. With the national average price of a solar system at $2.90/ watt, it is o�ering systems for $1.90/ watt before applicable tax credits. The o�er includes a money back guarantee
if its system is not the lowest cost one in the market, High rates of unemployment e�orts to stimulate the economy could increase investment in renewable energy and e�ciency. The arrival of the Facebook facility in DeKalb will increase demand for clean energy sources. With the changes in state support for future similar investments it could lead to additional demand for renewable energy. Increasing production of marijuana will increase electrical demand which could be met by renewable energy sources and energy e�ciency. Over a dozen virtual power plants are installed around the country. With a su�cient number of battery storage system installed in homes and businesses,
it is economical to collect power from the batteries and sell it to a utility during times of high power demand. Portland General Electric just announced a pilot project in which they will provide incentives to 525 households to have batteries installed on their premises which will be collected into one unit of power. The combined power will be equivalent to 4 megawatts of storage capacity. Such systems will reduce the need for new power plants as well as create more opportunities for local power production if solar systems provide power to the batteries. While the virus has temporarily slowed the transition to solar energy, the industry continues to lower its cost increasing the economic appeal of solar energy.
