Pritzker, Stratton announce reelection bid Pandemic response emphasized in first video ad By Jerry Nowicki
Capitol News Illinois jnowicki@capitolnewsillinois.com
SPRINGFIELD – Democratic Gov. JB Pritzker announced Monday he will seek a second term, joined once again by Lt. Gov. Juliana Stratton as a running mate. In a three-minute kickoff video ending with the tagline “strong leadership in tough times,” the governor emphasized his response to the COVID-19 pandemic and contrasted himself to former U.S. President Donald Trump, with whom Pritzker frequently sparred during the height of the pandemic. “When I ran for governor four years ago, I could not have imagined that I would end up leading the state through a global pandemic,” Pritzker said in the ad. “Look, I may not have gotten every decision right. But at every step along the way I followed the science and focused on protecting
the lives and livelihoods of the people of Illinois.” The ad shows business owners, local politicians and Illinoisans from across the state touting Pritzker’s pandemic response. Another one-minute video posted to the Pritzker campaign’s YouTube channel features Stratton, the state’s first Black lieutenant governor, touting the “history” of the pair’s 2020 election to the state’s executive office. “Over these last three years we’ve made massive strides to move Illinois in the right direction, but we know there’s still a lot of work ahead of us,” Stratton said in the ad. “We’ve got to help families get through the other side of the pandemic. We’ve got to continue tackling the systemic inequalities and barriers to justice that have been present for far too long, we’ve got to build on what we’ve started, keep putting Illinois on the right track and continue moving forward together.” The announcement comes as the state is in the middle of a broader reopening
period after more than a year of economic restrictions levied by Pritzker, largely through executive order, in response to the pandemic that has killed more than 23,000 Illinoisans. But it also comes as the state and nation are seeing a resurgence of the virus as vaccination rates stagnate and a new more contagious variant spreads. As the numbers rise, Pritzker’s office said Friday the governor currently has “no plan to implement any additional mitigations now that there is an abundance of vaccine available and accessible across Illinois. We encourage all Illinoisans ages 12-plus to get vaccinated as soon as possible.” But Pritzker, speaking at a news conference regarding infrastructure later Friday, said his administration is “always open to making changes in policy in order to keep people safe and healthy.” “Obviously, we’ve got rising rates of infection in certain parts of the state, and decisions will be made, if those areas continue to have rising infection rates, about whether or not we need to impose some different standard for those areas,” he said, speaking of counties on the border of Missouri, which has one of the worst infection rates in the nation. Pritzker spent $171 million of his multi-billion dollar personal fortune during his successful election to unseat Republican Gov. Bruce Rauner in 2018. In recent weeks, the governor has been bankrolling “Blue Wave Illinois” ads on social media, emphasizing Illinois Democrats’ accomplishments such as a minimum wage increase passed in 2019 and Republicans’ unanimous opposition to the measure. He will join a 2022 field that includes three announced Republican candidates and a number of other intriguing potential candidates. That includes Darren Bailey, a state senator from Xenia who was an outspoken critic of the governor’s pandemic response, challenging Pritzker’s executive orders in court in a high profile case that was eventually tossed by a judge. Paul Schimpf, an ex-state senator and former unsuccessful GOP candidate for attorney general in 2014, has also been campaigning across the state. Gary Rabine, a Schaumburg businessman who founded the Rabine Group, an exterior services company, is also seeking the Republican nomination. BLUE ORIGIN
Je Bezos blasts into space on own rocket: ‘Best day ever!’ BY MARCIA DUNN ASSOCIATED PRESS
VAN HORN, Texas (AP) — Je Bezos blasted into space Tuesday on his rocket company’s first flight with people on board, becoming the second billionaire in just over a week to ride his own spacecraft. The Amazon founder was accompanied by a hand-picked group: his brother, an 18-year-old from the Netherlands and an 82-year-old aviation pioneer from Texas — the youngest and oldest to ever fly in space. “Best day ever!” Bezos said when the capsule touched down on the desert floor in remote West Texas after the 10-minute flight. Named after America’s first astronaut, Blue Origin’s New Shepard rocket soared on the 52nd anniversary of the Apollo 11 moon landing, a date chosen by Bezos for its historical significance. He held fast to it, even as Virgin Galactic’s Richard Branson pushed up his own flight from New Mexico in the race for space tourist dollars and beat him to space by nine days. Unlike Branson’s piloted rocket plane, Bezos’ capsule was completely automated and required no ocial sta on board for the up-and-down flight. Blue Origin reached an altitude of about 66 miles (106 kilometers), more than 10 miles (16 kilometers) higher than Branson’s July 11 ride. The 60-foot (18-meter) booster accelerated to Mach 3 or three times the speed of sound to get the capsule high enough, before separating and landing upright. During several minutes of weightlessness, video from inside the capsule showed the four unbuckling from their seats and floating around, sharing Skittles and throwing balls. Cheering, whooping and exclamations of “wow” could be heard. The capsule landed under parachutes, with Bezos and his guests briefly experiencing nearly six times the force of gravity, or 6 G’s, on the way back. Led by Bezos, they climbed out of the capsule after touchdown with wide grins, embracing parents, partners and children, then popped open bottles of sparkling wine, spraying one another. Their flight lasted 10 minutes and 10 seconds — five minutes shy of Alan Shepard’s Freedom 7 flight in 1961. Shepard’s two daughters, Laura and Julie, were introduced at a press conference a few hours later. Sharing Bezos’ dream-come-true adventure was Wally Funk, from the Dallas area, one of 13 female pilots who went through the same tests as NASA’s all-male
astronaut corps in the early 1960s but never made it into space. “I’ve been waiting a long time to finally get it up there,” Funk said at the press conference. “I want to go again — fast,” she added. Joining them on the ultimate joyride was the company’s first paying customer, Oliver Daemen, a last-minute fill-in for the mystery winner of a $28 million auction who opted for a later flight. The Dutch teen’s father took part in the auction, and agreed on a lower undisclosed price last week when Blue Origin oered his son the vacated seat. “I got goose bumps,” said Angel Herrera of El Paso, who watched the launch from inside Van Horn High School, about 25 miles (40 kilometers) away. “The hair on the back of my neck stood up, just witnessing history.” Blue Origin — founded by Bezos in 2000 in Kent, Washington, near Amazon’s Seattle headquarters — hasn’t revealed its price for a ride to space. Two more passenger flights are planned by year’s end, said Blue Origin CEO Bob Smith. The recycled rocket and capsule used Tuesday flew on the last two space demos, according to company ocials. Virgin Galactic already has more than 600 reservations at $250,000 apiece. Founded by Branson in 2004, the company has sent crew into space four times and plans two more test flights from New Mexico before launching customers next year. Blue Origin’s approach was slower and more deliberate. After 15 successful unoccupied test flights to space since 2015, Bezos finally declared it was time to put people on board. The Federal Aviation Administration agreed last week, approving the commercial space license. Bezos, 57, who also owns The Washington Post, claimed the first seat. The next went to his 50-year-old brother, Mark Bezos, an investor and volunteer firefighter, then Funk and Daemen. They spent two days together in training. University of Chicago space historian Jordan Bimm said the passenger makeup is truly remarkable. Imagine if the head of NASA decided he wanted to launch in 1961 instead of Shepard on the first U.S. spaceflight, he said in an email. “That would have been unthinkable!” Bimm said. “”It shows just how much the idea of who and what space is for has changed in the last 60 years.” Bezos stepped down earlier this month as Amazon’s CEO and just last week donated $200 million to renovate the National Air
and Space Museum. Most of the $28 million from the auction has been distributed to space advocacy and education groups, with the rest benefiting Blue Origin’s Club for the Future, its own education eort. Fewer than 600 people have reached the edge of space or beyond. Until Tuesday, the youngest was 25-year-old Soviet cosmonaut Gherman Titov and the oldest at 77 was Mercury-turned-shuttle astronaut John Glenn. Both Bezos and Branson want to drastically increase those overall numbers, as does SpaceX’s Elon Musk, who’s skipping brief space hops and sending his private clients straight to orbit for tens of millions apiece, with the first flight coming up in September. Despite appearances, Bezos and Branson insist they weren’t trying to outdo each other by strapping in themselves. Bezos
noted this week that only one person can lay claim to being first in space: Soviet cosmonaut Yuri Gagarin, who rocketed into orbit on April 12, 1961. Branson sent a congratulatory tweet: “Impressive! Very best to all the crew from me and all the team” at Virgin Galactic. Blue Origin is working on a massive rocket, New Glenn, to put payloads and people into orbit from Cape Canaveral, Florida. The company also wants to put astronauts back on the moon with its proposed lunar lander Blue Moon; it’s challenging NASA’s sole contract award to SpaceX. Included in the many people that Bezos thanked Tuesday was “every Amazon employee, and every Amazon customer. Because you guys paid for all this.” Bezos has said he finances the rocket company by selling $1 billion in Amazon stock each year.

Size of Oregon wildfire underscores vastness of the US West BY GILLIAN FLACCUS ASSOCIATED PRESS
PORTLAND, Ore. (AP) — The monstrous wildfire burning in Oregon has grown to a third the size of Rhode Island and spreads miles each day, but evacuations and property losses have been minimal compared with much smaller blazes in densely populated areas of California. The fire’s jaw-dropping size contrasted with its relatively small impact on people underscores the vastness of the American West and oers a reminder that Oregon, which is larger than Britain, is still a largely rural state, despite being known mostly for its largest city, Portland. The 476-square-mile (1,210-square-kilometer) Bootleg Fire is burning 300 miles (483 kilometers) southeast of Portland in and around the FremontWinema National Forest, a vast expanse of old-growth forest, lakes and wildlife refuges. If the fire were in densely populated parts of California, “it would have destroyed thousands of homes by now,” said James Johnston, a researcher with Oregon State University’s College of Forestry who studies historical wildfires. “But it is burning in one of the more remote areas of the lower 48 states. It’s not the Bay Area out there.” At least 2,000 homes have been evacuated at some point during the fire and another 5,000 threatened. At least 70 homes and more than 100 outbuildings have gone up in flames. Thick smoke chokes the area where residents and wildlife alike have already been dealing with months of drought and extreme heat. No one has died. Pushed by strong winds from the southwest, the fire is spreading rapidly to the north and east, advancing toward an area that’s increasingly remote. Evacuation orders on the fire’s southern edge, closer to more populous areas like Klamath Falls and Bly, have been lifted or relaxed as crews gain control. Now it’s small, unincorporated communities like Paisley and Long Creek — both with fewer than 250 people — and scattered homesteads that are in the crosshairs. “The Bootleg Fire is threatening ranch houses that are in pretty far-flung areas,” Johnston said. “There are no suburbs in that area.” But as big as the Bootleg Fire is, it’s not the biggest Oregon has seen. The fire’s
current size puts it fourth on the list of the state’s largest blazes in modern times, including rangeland fires, and second on the list of infernos specifically burning in forest. These megafires usually burn until the late fall or even early winter, when rain finally puts them out. The largest forest fire in modern history was the Biscuit Fire, which torched nearly 780 square miles (2,000 square kilometers) in 2002 in the Rogue River–Siskiyou National Forest in southern Oregon and northern California. The largest fire of any type was the Long Draw Fire in 2012, which incinerated 872 square miles (2,260 square kilometers) of mostly sagebrush and rangeland in the endless expanses of southeastern Oregon, where almost no one lives. By the time the Bootleg Fire is extinguished months from now, it will likely be as big or bigger than those fires, but research shows that Oregon once experienced megafires much larger than these fairly often, Johnston said. “I think it’s important for us to take the long view of wildfire. In the context of the last couple hundreds years, the Bootleg Fire is not large,” he said. “One of the things my lab group does is reconstruct historical fires, and fires that were burning in that area in the 1600s and 1700s were just as big as the Bootleg Fire or bigger.” That’s little reassurance for fire crews battling the current blaze, which is 25% contained. On Monday, flames forced the evacuation of a wildlife research station as firefighters had to retreat from the flames for the ninth consecutive day due to erratic and dangerous fire behavior. Sycan Marsh hosts thousands of migrating and nesting birds and is a key research station on wetland restoration in the upper reaches of the Klamath Basin. Fire pushed by winds and fueled by bone-dry conditions jumped fire-retardant containment lines and pushed up to 4 miles into new territory, authorities said. Fire crews were also rushing to corral multiple “slop fires” — patches of flames that escaped fire lines meant to contain the blaze — before they grew in size. One of those smaller fires was already nearly 4 square miles (10 square kilometers) in size. Thunderstorms with dry lightning were possible Monday as well, heighten-
ing the dangers. “We are running firefighting operations through the day and all through the night,” said Joe Hessel, incident commander. “This fire is a real challenge, and we are looking at sustained battle for the foreseeable future.” The Bootleg Fire was one of many fires burning in a dozen states, most of them in the U.S. West. Sixteen large uncontained fires burned in Oregon and Washington state alone on Monday, affecting a total of 767 square miles (1,986 square kilometers), the Northwest Interagency Coordination Center said. Extremely dry conditions and heat waves tied to climate change have made wildfires harder to fight. Climate change has made the West much warmer and drier in the past 30 years and will continue to make weather more extreme and wildfires more frequent and destructive. At the other end of Oregon, a fire in the northeast mountains grew to nearly 26 square miles (49 square kilometers). The Elbow Creek Fire that started Thursday has prompted evacuations in several small, rural communities around the Grande Ronde River about 30 miles (50 kilometers) southeast of Walla Walla, Washington. It was 10% contained. Natural features of the area act like a funnel for wind, feeding the flames and making them unpredictable, ocials said. A complex of fires where the states of Oregon, Washington and Idaho meet also grew, reaching 167 square miles (433 square kilometers). The Snake River Complex was 44% contained. The complex was made up of three fires started by lightning on July 7. Flames were chewing through a mix of grass and timber in an extremely remote area of steep terrain about 20 miles (32 kilometers) south of Lewiston, Idaho. And in Northern California, authorities expanded evacuations on the Tamarack Fire in Alpine County in the Sierra Nevada to include the mountain town of Mesa Vista. That fire, which exploded over the weekend and forced the cancellation of an extreme bike ride, was 36 square miles (93 square kilometers) with no containment. Thunderstorms e x pected to roll through Monday night could bring winds to fan the flames and lightning that could spark new ones, the National Weather Service said.

Donor-Advised Funds
Critics take aim at charitable money sitting in donor funds By Haleluya Hadero Associated Press
Wealthy philanthropists have long enjoyed an advantageous way to give to charity: Using something called a donor-advised fund, they’ve been able to enjoy tax deductions and investment gains on their donations long before they give the money away. These so-called DAFs set no deadlines for when the donations must reach charities; the donors themselves decide when and where the money goes. Critics complain that because DAFs provide no financial incentive to quickly donate the money, much of it ends up sitting indefinitely in the accounts rather than being distributed to needy charities. That criticism has helped drive a Senate bill that would tighten the rules for DAFs and aim to speed donations to charities. The bill, introduced by Sens. Angus King, a Maine Independent, and Chuck Grassley, an Iowa Republican, appears to be gaining bipartisan support in Congress. The bill would make numerous reforms to DAFs by, among other things, creating new categories of accounts. One type of account would give donors an immediate income tax deduction for money they agree to give to a charity within 15 years. The second type would let them delay the distribution of their money for 50 years. These donors would get no income tax deduction until then. But they would still get to enjoy capital gains and estate tax savings for donating stocks or gifts into a DAF. Community foundation-sponsored DAFs with less than $1 million would be exempt from the requirement. But donors with more than $1 million in such accounts would qualify for upfront tax benefits only if they distributed at least 5% of their assets annually or gave their money to a charity within 15 years. Under current law, assets can remain in a DAF indefinitely, tax-free. “This is about as common sense a bill as I’ve ever seen,” said King, who caucuses with Democrats. “The idea of getting a tax deduction today for money that may not be paid out for 50 years makes no sense,” the senator added. “I understand you might want to put it into a fund and have someone else manage it. But it’s got to go out within a reasonable period of time. Otherwise, it’s an abuse of the tax code.” The proposed reforms have opened a rift in philanthropy circles among billionaire donors, community foundations and trade associations and have sparked intense
lobbying efforts both for and against the legislation. The debate was ignited when John Arnold, a Texas-based billionaire who made his fortune in hedge funds and now co-chairs Arnold Ventures, joined with a group of scholars and philanthropies to propose a set of reforms under a coalition they called The Initiative to Accelerate Charitable Giving. The group met with lawmakers to advocate for the reforms, which have largely been incorporated into the Senate bill. What sparked Arnold’s interest, he said, was seeing rich people with philanthropic intent funneling money into DAFs yet distributing very little of it to charities. “The money was just sitting there growing,” Arnold said. “There wasn’t any intent of abuse of the system. But the money was just building up because there was no forcing mechanism.” Opponents of the bill counter that tighter restrictions on DAFs are unnecessary because the average annual payout rates for DAFs hover around 20% — much higher than the 5% minimum required of private foundations. Richard Graber, who leads the conservative Bradley Foundation, calls the legislation “a solution in search of a problem.” (The foundation is affiliated with Bradley Impact Fund, a DAF sponsor). Yet without payout requirements, supporters of the legislation say DAFs — which hold an estimated $142 billion in the United States — have essentially become warehouses for charitable donations. The accounts let donors set up endowed accounts that exist in perpetuity and can pass on to their heirs. A June report by the Council of Michigan Foundations showed that 35% of DAFs sponsored by Michigan community foundations distributed no money in 2020, a year marked by enormous need because of the viral pandemic. Today, roughly 1 in 8 charitable dollars are estimated to go into DAFs. The New York Community Trust, a community foundation, established the first DAF in 1931. Their use accelerated in the 1990s, when Fidelity Charitable launched a national donor-advised fund program. Charitable arms of many financial firms, including Vanguard Charitable and Schwab Charitable, now run robust DAF programs. Community foundations, along with universities, hospitals, faith-based groups and large charities like United Way also sponsor DAFs. Collectively, they account for a 300% growth in DAF accounts over the past 10 years, according to the National Philanthropic Trust.
Eileen Heisman, who leads the philanthropic trust, notes the ease of opening a DAF account online, the emergence of workplace charitable-giving accounts and low initial minimum contributions. Indeed, Fidelity and Schwab require no initial contributions at all for opening a DAF account, Heisman noted, thereby transforming it into a financial vehicle anyone can use. Still, the average value of a DAF account — estimated at about $162,000 — shows that DAFs remain a vehicle mainly for the affluent. The Senate bill was crafted with guidance from Ray Madoff, a Boston College law professor who, alongside Arnold, has called for stricter DAF rules. Madoff and a colleague published a study in May that showed that working charities had lost $300 billion in contributions over a five-year period as more people channeled donations through DAFs and private foundations rather than directly to charities. The Philanthropy Roundtable, a conservative-leaning group that opposes payout requirements for DAFs, disputes those findings. Its president, Elise Westhoff, argues that “more mandates and regulations on giving will just make it harder for all Americans to support the causes they care about.” Supporters of the bill, including William Schambra, a philanthropy expert at the conservative Hudson Institute, say much of the pushback reflects a financial incentive that DAF sponsors want to preserve: The fees they charge to manage the accounts. Some community foundation leaders agree. “Community foundations’ business models are based on asset management,” said Paul Major, the CEO of the Coloradobased Telluride Foundation. “They charge fees, and that’s how they fund their operations. If they have less money to manage,
they bring in less fees.” “But the objective of charitable giving is not to manage more money,” Major said. “The objective is to put the money to work.” Other experts agree on the need to rein in DAFs but favor a different approach. Edward A. Zelinsky, a professor at Yeshiva University’s Benjamin N. Cardozo School of Law, argues that creating a minimum annual contribution requirement for all DAFs would more effectively accelerate donations to charities. Some community foundations say they think the bill is unnecessary because their organizations already have policies that incentivize faster payouts. Jeff Hamond, who oversees a coalition of 130 community foundations, contends that the legislation would increase the financial burden on community foundations, requiring them to track each donation. “For every kind of additional cost burden you put on a community foundation,” Hamond said, “you’re actually driving more people to Fidelity, Vanguard and Schwab.” The Senate bill would also prohibit donors from claiming tax benefits for complex donations — like real estate — that exceed the value of the gift. It would also incentivize private foundations to increase their payouts to 7% and bar them from meeting their payout requirements by paying salaries or other expenses for relatives or by donating to DAFs. The Senate bill has been referred to the Finance Committee, though a vote hasn’t been scheduled. A spokesman for King’s office said the senator expects a bipartisan House version of the bill to be introduced in the coming weeks. “I haven’t met anybody yet that I’ve described it to,” King said, “ who does anything but say, ‘Why didn’t we do this a long time ago?’ ”

Songs and Spirits By Paula Hendrickson Contributor
Two extremely different, yet equally entertaining, new series premiered last Friday – SyFy’s paranormal dramedy SurrealEstate, and AppleTV+’s heavily promoted musical comedy Schmigadoon! I’m not sure which one I enjoyed most. If getting a melody stuck in your head is any indication, Schmigadoon! may be the answer. Both series are parodies of popular genres, which is far more obvious when characters break into song in the middle of a conversation, but SurrealEstate has fun playing with the paranormal drama model made popular by The X-Files. SurrealEstate stars Tim Rozon and Sarah Levy, who were both supporting players on Schitt’s Creek. Without Mutt’s thick beard to hide behind, Rozon is barely recognizable as Nick, a Realtor who specializes in selling properties
with paranormal problem. And Levy has swapped diner owner Twyla’s apron and notepad for real estate agent Susan’s power suit and briefcase. Nick leads a team of paranormal investigators who research the cause of each property’s peculiar issue – ghost, poltergeist, possession, portal to a demonic dimension, whatever the case may be. We meet the team on Susan’s first day on the job. Together, they find ways to resolve the paranormal problems and sell the houses, often above asking price. Rozon and Levy have a great rapport, and it’s fun to watch them literally take the leads in this hour-long series. While there’s plenty of comedy, by the end of the first episode you learn the deeply personal reasons Nick and Susan are ideally suited to their work. Meanwhile, Schmigadoon! is an ambitious, star-studded, six-episode series starring SNL’s Cecily Strong as Melissa
and Key and Peele’s Keegan-Michael Key as Josh. Episodes are only about 30 minutes apiece; the first two were released July 16, with one new episode per week through August 13, so you might want to save up a few and watch them at once. The concept is simple: doctors Melissa and Josh are in a long-term relationship that’s going nowhere. The wilderness hike they hope will help them reconnect leads them to the titular technicolor town where life is an old-school musical, and no one can leave until they find true love. In the first two episodes along, musical fans will spot parodies spawned from Oklahoma!, The Music Man, Brigadoon, and others. There’s even a Gene Kelly-style dance by Aaron Tveit (The Good Fight). Anyone who enjoys SNL’s Broadway parodies – like “Diner Lobster,” based on Les Miserables – will appreciate Schmigadoon! I’m not if people who dislike musicals will like the show, but it’s certainly worth a look
if you have access to AppleTV+. As town mayor, Alan Cumming looks like an animated character that has sprung to life, and who better than Kristin Chenoweth to play the town pastor’s (Fred Armisen) overly-reverential wife? Dove Cameron – who was outstanding in Hairspray Live a couple years ago – is perfect as town flirt Betsy, and Martin Short even pops up in a small but pivotal role. (Pun intended.) Voices from the Grave
The Mysterious Death of Theodore Lakoff By Kathi Kresol Contributor
Theodore Lakoff had dreams like many who came from far away to call Rockford their home. He traveled from his home country of Bulgaria to Liverpool England in 1911. He was only 18 years old when he stepped off the passenger ship, Baltic in the New York harbor. Theodore traveled to Chicago and was living there in 1913. He would spend the next several years working a variety of jobs and moving around quite a bit before settling in New Diggins, Wisconsin. One article mentioned that the young man worked at several Supper Clubs in Wisconsin before arriving in the Roscoe area in 1930. Theodore operated his own roadhouse resort on North 2nd Street from 1930 to the beginning of 1931. The resort was long suspected of hosting illegal operations from serving alcohol (this was during Prohibition), to gambling and girls. Theodore also used several different names by early 1930. Tony Evanoff must have been a favorite. It appears in the newspaper articles as often as Theodore Lakoff. On Saturday, January 3, 1931, Theodore had a full house. People were still celebrating the New Year and the card games were in full swing as well as the liquor sales. George Farmer from Beloit would later testify that he was one of the last to leave just after midnight. Theodore lived
at the resort and he followed the stragglers outside to wish everyone a Happy New Year before heading back inside. On Sunday, Ted Manley showed up for an appointment with Theodore at around 10 a.m. He thought it strange that the doors were still locked. He knocked but Theodore did not answer. Manley decided to check in with Theodore’s manager, Charles Smith to see if he knew of the man’s location. Smith was so startled to hear that the doors of the resort were still locked that he decided to accompany Manley back to the roadhouse. They later stated that they both had an eerie feeling as they unlocked the door and stepped inside. This feeling grew as they made their way to the back portion of the place where Theodore was known to sleep on a couch. That is exactly where they found him. Theodore was curled up on the couch with his hands under his head. Or what was left of his head. It wasn’t long before Sheriff William C. Bell and Coroner Walter Julian arrived. They theorized that whoever killed Theodore had hid in the roadhouse sometime during the evening’s festivities. The assailant waited in the dark until Theodore was asleep before he crept from his hiding spot and fired the gun into the top of Theordore’s head. The shot killed him instantly. A thorough search was made but only deepened the mystery for the authorities. Theodore’s wallet was laying on the floor
completely empty. Witnesses from the night before stated that Theodore had around $100 in the wallet. But the search proved that there was a lot more money on hand that was not taken. They believed the wallet was only emptied to make it appear that robbery was the motive for the shooting. Of course, being a resort owner during the turbulent years of Prohibition opened the possible motives up tremendously. There were often rival gangs that used strong arm tactics to convince the owners to purchase their liquor from their particular stock. Authorities focused on this theory pretty quickly. But after questioning several of Theodore’s closest friends, they began to change their minds. These friends told of a young woman who was giving Theodore some trouble. Viola Hunsficker may have only been 20 years old at the time of Theodore’s murder but she had earned the reputation of being very street smart. Viola had worked for Theodore at the roadhouse for a short time. But something must have happened bet ween Theodore and t he young woman. The witnesses told the authorities that Viola was extorting money from Theodore. They heard horrible arguments between the two and stated that Theodore had stated he wasn’t going to pay her any more money. When Viola was picked up by the Sheriff’s
deputies and her apartment searched, they found two guns. One of them was Theodore’s gun that many people had seen him carry. The other gun was of the same caliber of the weapon that was used in the murder. Viola stated she had never seen the guns before. Sheriff Bell arrested the young woman but continued to question acquaintances of the slain man. Bell also sent the slug retrieved from Theodore and the gun found in Viola’s possession to Chicago. The results came back after two weeks. They did not match and Viola was released. As the police delved into Theodore’s personal life they were astonished to find five other women who were under the impression that they were Theordore’s only girlfriend. Some of these women also had boyfriends and even husband’s that added to the potential motives for wanting Theodore dead. The authorities developed many other theories in the days following Theodore’s death and followed many leads. They always believed that whoever had killed Theodore was probably close to him. But like several other killings during Prohibition, Theodore’s murder was never solved. He was buried in the Eastlawn Cemetery in Beloit. Kathi Kresol is a local historian and author. RACVB View
A Downtown Delight (Even for a Gluten Free Girl) By Maria Mascote Rockford Area CVB
Since interning at the RACVB, one of my favorite things about working in Rockford has been the food. As an individual who is gluten free and lives in a small town with very limited GF options for eating out, the food scene, particularly the GF food scene, in Rockford has been everything. One of my favorites has been Quixotic Bakery. Quixotic Bakery, best known for their cakein-a-jar, is a hidden gem of Rockford and very accommodating to those who have dietary restrictions (gluten free and vegan individuals). Founded in 2011 as a ministry at Grace Lutheran Church, they were originally mainly focused on giving youth employment skills and the opportunity to earn money for mission trips, camp, and other youth activities. The use of the kitchen soon changed at Grace Lutheran, and they began baking from home and attending some farmers markets to keep the bakery alive. In 2016, the bakery was accepted into Rockford City Market and that changed their role significantly as they were given a lot more exposure and gained a greater following. In 2019, their dream of a physical location being opened was finally made possible. When the Indoor City Market building was remodeled the bakery took a
jump, decided to be tenants and have been there ever since. The pandemic has caused quite a bit of setbacks for Quixotic as they had to close for three and a half months from October 2020 to January 2021. Despite all the obstacles they have had to overcome, Quixotic has always found their way back to their original mission of employing young people and helping them to gain confidence to earn their way to their dreams. As a GF individual with a *h u g e* sweet tooth, I typically end up disappointed with GF baked goods because they just don’t hit the spot. The flourless brownies from Quixotic however, *chef’s kiss* soooo good! And when they’re paired with their GF ice-cream? The best combination imaginable. Their GF cake in a jar is also a hit! It’s just the perfect amount of sweet and very spongy - overall, 12/10. Since discovering them, I have been a loyal weekly customer and will continue to be so through my time working in Rockford. Hopefully, you check them out too! Not only does it feel good to support a local business that is dedicated to giving back to their community, but seriously, their treats are to die for! Controlling Japanese Beetles BY GRANT MCCARTY CONTRIBUTOR
This past week, I noticed initial damage from Japanese Beetles on one of my peach trees and in talking with other growers at the Edgebrook Farmers Market, it seems that the Japanese beetles have begun to emerge this season in Northern Illinois. The adult form of the Japanese Beetle is emerald green and it emerges from the soil in late June to feed in July and August. The adult form can be a fairly generalist insect, eating many dierent types of plants. While they are eating, the adults will lay eggs in the soil where the grubs
will feed on roots and decaying matter into the fall and winter. As temperatures get colder, they move downward and overwinter. In the springtime, pupation will occur and adults will emerge again. Japanese beetles are attracted to plants that are already damaged as the beetles release a hormone when feeding. This is also why when you place a trap out you’ll have much more Japanese beetles than you would have ever had if you didn’t have a trap. Traps then are usually not recommended especially from a backyard perspective. Another strategy is to knock the beetles
into a soapy water in the morning. This tends to stun them with the soapy water drowning them. There are some insecticides you can use but keep in mind that some may aect your pollinators. Bacterial Milky Spore is a disease caused by a bacterium that can be applied to the soil to target Japanese beetle grubs. It will only target these type of grubs. While seen regularly as a solution, it usually is not eective, as the bacterium will not survive the winter and depends greatly on certain soil conditions. Beneficial nematodes, which are microscopic worms in the soil, could be applied to the turf in
late July to target grubs. Your lawn has to stay moist for these nematodes to move through the soil. You will not often find these nematodes at home and garden centers so will need to order them online. Covers, like a floating row cover/cheese cloth type of material, may help to keep the beetles from getting to your plants. They still allow for your plant to get the sunlight and water that it needs. As I look at my young peach trees eaten by Japanese beetles, this will be my strategy to keep the beetles away. IEA plan to reduce global reliance on fossil fuels BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS
While the future remains unknown scientists have been asserting for years that we that we must cut our use of fossil fuels to avoid dramatic changes in the global climate. For the first time, the International Energy Agency declared we must halt all new fossil fuel projects and cut demand for coal by 90%, oil by 75% and gas by 55% in order to meet the global climate goal of net zero emissions by 2050 and limit the rise in global temperature to 1.5°C or 2.7° F. The report calls for a total transformation of the energy system which supports the global economy. Rather than supplying 80% of our energy as expected in 2021, fossil fuels would supply only 20% of our energy by 2050. The IEA is an international organization of experts representing over 30 countries providing a global perspective on energy and climate issues. A core mission is aordable energy supplies to foster economic growth. The report is known as Net Zero by 2050: A road map. It presents clear targets spanning all sectors and technologies as to what should happen and when for an economy predominately powered by renewable energy. Transforming the global energy
system is recognized as a major challenge holding huge opportunities for countries by providing millions of new jobs and boosting economic growth. Increasing economic growth is appealing but comes at a time when some scientists indicate the global economy is already exceeding the planet’s ability to support it. The limits to growth was an environmental theme in the 1970 which continues to be expressed today. However the IEA report is newsworthy in that it makes the case for reducing reliance on fossil fuels in order to limit climate change while providing a pathway for achieving it. Reaching net zero by 2050 rests on an unprecedented installation of clean energy technologies to 2030. The report calls for immediate, massive deployment of all available clean, ecient energy technologies. The economy is expected to be 40% larger by 2030 but use 7% less energy. The reduction in energy use would nearly triple the average rate of reductions achieved over the last 20 years. Electrical production from low cost renewable energy sources should lead the eort to zero net energy in this decade. The plan calls for annual additions of 630 GW of solar photovoltaics and 390 GW of wind by 2030. The report considers hydro
and nuclear power low carbon sources of electricity providing an essential foundation for the transition. Electrification is considered a crucial tool for reducing emissions in the overall economy. Growth in the use of electric vehicles is projected to increase from the current rate of 5% of global car sales to 60% by 2030. The 2020 decade is one of massive clean energy expansion. The technologies needed to make substantial cuts in global emission already exist as do proven policies to implement them. The rapid deployment of existing technologies up to the 2030s will need to continue in order to reach the 2050 goal. But other technologies are needed and the continued development of advanced batteries, hydrogen electrolysers and direct air capture and storage are essential for success. What is most noteworthy about the plan is that it represents a dramatic change in the energy priorities of the International Energy Agency from fossil fuels to cleaner sources of energy. The cooperation and “active and willing participation of citizens” is essential for the success of this ambitious, optimistic plan. Data was excerpted from the IEA report. Comments are those of the columnists.
