Teachers’ union urges most schools to not reopen for in-person learning IFT says most schools, colleges and universities still are not ready By Peter Hancock

SPRINGFIELD – One of the state’s largest teachers’ unions said Monday that most schools in Illinois are not yet ready to reopen for in-person teaching in the fall and it urged schools to continue operating remotely until the safety of students, teachers and staff can be assured. “At this point, our recommendation is schools should return to online or remote learning after the beginning of the school year,” Dan Montgomery, president of the Illinois Federation of Teachers, said during a video news conference. “That is the safest and best option. It’s safest for the students and their families. And it’s also the most practical.” K-12 schools in Illinois, along with colleges and universities, were ordered closed for in-person classes on March 15, just days before Gov. JB Pritzker issued a statewide stay-at-home order in response to the emerging COVID-19 pandemic. They remained closed through the remainder of the school year and were allowed to reopen for summer school on only a limited basis in early June when the state entered Phase 3 of the reopening plan. On June 23, as the state was entering Phase 4 of the reopening plan, the Illinois Department of Public Health and the Illinois State Board of Education released guidelines for the resumption of in-person classes for the upcoming 2020-2021 academic year. “In-person instruction is strongly encouraged in Phase 4,” the guidelines state. “[H]owever, it is critical to note that this does not signify a return to
pre-pandemic operations. Appropriate social distancing, face coverings, enhanced sanitation measures, and other accommodations will be necessary to ensure the safety of students, staff, and their families.” Those guidelines require, among other things, use of appropriate personal protective equipment, or PPE, including face coverings; prohibiting more than 50 people from gathering in one space; observing social distancing as much as possible; monitoring all individuals for symptoms of COVID-19; and an increase in schoolwide cleaning and disinfection. But IFT issued a statement Monday suggesting those guidelines do not go far enough. In addition to the measures IDPH and ISBE recommended, IFT called for districts to negotiate their reopening plans with their local teachers’ unions, allowing a blended model of in-person and online learning that would limit class sizes to no more than 15 students at a time, giving teachers authority to decide what the best model is for their students, and requiring a two-week quarantine for any student or staff member who tests positive for COVID-19. Montgomery said there might be some schools in the state that are able to meet those standards. “But most districts right now are not able, we believe to hit the marks, the benchmarks in terms of social distancing, in terms of all the PPE and cleaning,” he said. Beth Anderson, who teaches special education in Kankakee, said her district has developed a plan that gives parents the option of putting their children in in-person classrooms, online learning or a combination of both. “However, we feel a great deal of unrest because we’re not sure we can really implement the plan for any length of time,”
she said. “This summer, we’ve already experienced both staff and students testing positive even with practicing all the recommended guidelines.” IFT has more than 103,000 members who teach in public, private and charter schools, as well as 21 community colleges, nine public universities and one private university. Its announcement Monday came nearly a week after the 135,000-member Illinois Education Association, the state’s largest teachers’ union, issued a similar statement that called for ensuring that all schools have adequate cleaning supplies, PPE, face masks and social distancing protocols. “No one wants to return to school more than those who have chosen education as their profession, but it is also professional educators who understand better than anyone the impact a contagious disease can have on a school population,” the statement read. Asked about the reopening plan at an unrelated event Monday in Peoria, Pritzker said he expects every educational institution in the state to approach the task differently. “In some cases, schools are going to choose no in-person school. In some cases, it’ll be mostly in-person school,” he said. “But what we’ve said is, make sure you’ve got at least the hybrid available. And for kids, and there are plenty of them, who are immunosuppressed, or kids who are in families where there’s somebody at home who is immunosuppressed, they may stay home. Federal presence in Portland gives protests new momentum BY GILLIAN FLACCUS ASSOCIATED PRESS
PORTLAND, Ore. (AP) – Mardy Widman has watched protests against racial injustice unfold in her hometown of Portland, Oregon, for more than seven weeks but stayed away because, at age 79, she feared contracting the coronavirus. But that calculus changed for Widman when President Donald Trump sent federal law enforcement agents to the liberal city to quell violent demonstrations – a tactic he’s said he’ll use for other cities as well. On Monday, a masked Widman was in the street with more than 1,000 other Portlanders – a far larger crowd than the city had seen in recent days, as it entered its eighth week of nightly protests. “It’s like a dictatorship,” Widman, a grandmother of five, said, holding up a sign that read: “Grammy says: Please feds, leave Portland.” “I mean, that he can pick on our city mostly because of the way we vote and make an example of it for his base is very frightening,” she said. Far from tamping down the unrest, the presence of federal agents on the streets of Portland – and particularly allegations they have whisked people away in unmarked cars without probable cause – has given new momentum and a renewed, laser-sharp focus to protests that had begun to devolve into smaller, chaotic crowds. The use of federal agents against the will of local o�cials has also set up the potential for a constitutional crisis – and one that could escalate if Trump sends federal agents elsewhere, as he says he plans to do. Federal forces were deployed to Portland in early July, and tensions have grown since then: first, on July 11, when a protester was hospitalized with critical injuries after a U.S. Marshals Service o�cer struck him in the head with a round of what’s known as less-lethal ammunition. Then, anger flared again over the weekend after video surfaced of a federal agent hitting a U.S. Navy veteran repeatedly with a baton while another agent sprays him in the face with pepper spray. Crowds had recently numbered fewer than 100 people but swelled to more than 1,000 over the weekend – and they are once again attracting a broader base in a city that’s increasingly unified and outraged. Federal agents again used force to scatter protesters early Tuesday and deployed tear gas and rubber bullets as some in the crowd banged on the doors of the Mark O. Hatfield Federal Courthouse and attempted to pull plywood o� the shuttered entryway. The Portland Police Bureau said in a statement
that some protesters lit fires in the street and tried several times to light fires at the courthouse doors. “It is time for the Trump troops to go home and focus their attention on other activities,” Oregon Gov. Kate Brown, a Democrat, said on MSNBC. Larry Cosme, president of the Federal Law Enforcement O�cers Association, said the federal agents were necessary because local forces have “refused to restore order to the city or cooperate with federal law enforcement attempting to protect federal property, personnel, and regain control.” “At the end of the day, we all have the same mission: to protect and defend the U.S. Constitution and the American people,” he said in a statement. “State and local o�cials are failing at that mission.” But constitutional law experts said federal o�cers’ actions are “unprecedented” and a “red flag” in what could become a test case of states’ rights as the Trump administration expands federal policing. Elsewhere, the Department of Homeland Security said Monday it plans to deploy about 150 of its agents to Chicago to help local law enforcement deal with a spike in crime, according to an o�cial with direct knowledge of the plans who was not authorized to speak publicly and spoke to The Associated Press on condition of anonymity. The Trump administration also sent more than 100 federal law enforcement o�cers to Kansas City to help quell a rise in violence after the shooting death of a young boy there. “We’re going to have more federal law enforcement, that I can tell you,” Trump said Monday. “In Portland, they’ve done a fantastic job.” For days after the death of George Floyd – a Black man who died after a white Minneapolis police o�cer pressed a knee into his neck – protests against police brutality and racial injustice in Portland attracted thousands and were largely peaceful. But smaller groups of up to several hundred people have vandalized federal property and local law enforcement buildings, at times setting fires to police precincts and smashing windows. They have also clashed violently with local police. A constant focus of protesters has been the federal courthouse, which sits in the heart of downtown and is now covered with gra�ti and completely boarded up, with only thin slits cut into the plywood for federal agents to use as peepholes. Portland police used tear gas on multiple occasions until a federal court order banned its o�cers from doing so without declaring a riot. Now, anger is building as federal
o�cers deploy tear gas. State and local authorities, who didn’t ask for federal help, are awaiting a decision in a lawsuit that seeks to restrain the federal agents’ actions. State Attorney General Ellen Rosenblum said in court papers that masked federal agents have arrested people on the street, far from the courthouse, with no probable cause and whisked them away in unmarked cars. Court documents filed in cases against protesters show that federal o�cers have posted lookouts on the upper stories of the courthouse and have plainclothes o�cers circulating in the crowd. The federal government faces also another lawsuit, filed Tuesday in federal court. In it, The Western States Center, two state representatives and others argue federal agents violated protesters’ 10th Amendment rights because they engaged in police activities that are designated to local and state governments. The Western States Center, based in Portland, helps organize and promote the rights of minority and low-income communities. Homeland Security has not responded to repeated requests to comment on these allegations against them, though the department has said the city is “is rife with violent anarchists assaulting federal o�cers and federal buildings.” O�cials in Illinois and Chicago have also pushed back on the planned deployment there. On Tuesday, Gov. J.B. Pritzker called it a “wrongheaded move.” Pritzker, a Democrat who has also been among the harshest critics of the federal response to the coronavirus pandemic, said he had contacted Homeland Security for information about the plan with no immediate response. As crowds have swelled again in Portland, most prominent among them now are the Wall of Moms and PDX Dad Pod, self-described parents who have shown up each night since the weekend by the hundreds, wearing yellow T-shirts and bicycle helmets and ski goggles for protection and carrying sunflowers. Some wielded leaf blowers Monday night to help disperse tear gas as they marched down a major downtown street and joined up with several hundred Black Lives Matter protesters in front of the federal courthouse. “It’s appalling to me, and it’s a unifying thing. Nobody wants them here,” said Eryn Hoerster, a mother of two children, ages 4 and 8, who was attending her first nighttime protest. “It’s bringing a lot of people downtown.”

Stocks are extending Wall Street’s recent run of gains Tuesday afternoon, despite an early rally losing some of its momentum. The S&P 500 was up 0.1% after having been up 0.8%. Banks and energy companies led the gains, outweighing losses in technology stocks. The latest gains followed strength in markets overseas as investors welcomed news that European leaders have agreed on a budget and coronavirus relief fund worth more than $2 trillion. The agreement comes as pressure intensifies on Congress and the White House to reach a deal on another economic aid package before a temporary boost in aid for unemployed Americans expires at the end of the month. Hope for more economic aid from the government, following Europe’s example, helped put investors in a buying mood, said Kristina Hooper, chief global market strategist for Invesco. “The U.S. does not have the safety net that Europe has,” she said. “This is an environment in which there is going to be a need for more fiscal stimulus or you could see real hit to consumers.” Investors also have their eye on the latest batch of quarterly report cards from companies. Coca-Cola and Philip Morris International rose after the companies reported earnings in the latest quarter that beat analysts’ forecasts. The Dow Jones Industrial Average was up 172 points, or 0.7%, to 26,852. The Nasdaq was down 0.7% a day after notching its best day since the end of April and its latest all-time high. Small company stocks were faring better than the rest of the market. The Russell 2000 index climbed 1.3%.
Treasury yields were mostly lower, continuing to reflect caution in the market. Energy companies were the biggest gainers among the 11 sectors in the S&P 500, by far, as the price of oil headed higher, an encouraging sign that markets hope economies will continue to recover. Occidental Petroleum led all other stocks in the S&P 500, vaulting more than 10%. More than a dozen other energy companies also moved sharply higher. Technology stocks and companies that rely on consumer spending, sectors that are up the most this year, gave up some of their gains after powering a rally a day earlier. The rise in financial, energy and industrial stocks is a reversal in the market’s prevailing trend since the pandemic struck, which has been to favor companies that benefit from Americans largely stuck at home and increasingly relying upon technology, digital communication and e-commerce. “Today you’re also seeing small-cap names move up at the expense of the tech names,” said Quincy Krosby, chief market strategist at Prudential Financial. After following up a 20% drop in the first three months of the year with a nearly 20% gain over the April-June quarter, Wall Street has continued its winning ways so far in July. The S&P 500 has notched a weekly gain the past three weeks as investors cheered improvements in hiring, retail sales and other parts of the economy, along with rising hopes for a COVID-19 vaccine. The Federal Reserve’s e�orts to support markets and expectations that Washington will deliver more financial aid to help Americans weather the economic downturn have been key in keeping markets
mostly pushing higher since stocks plunged in March. The overall S&P 500 index has rallied back to within 3% of its record set in February and is back to where it was in early June. Still, worries remain that the rise of coronavirus counts across much of the country will derail e�orts to reopen businesses shut down due to the pandemic. That’s why Wall Street is betting on Washington to deliver another trillion-dollar round of economic aid. “We still have areas of the U.S. that have become hotspots, there are localized lockdowns and we expect the employment landscape will not be able to heal until we have the economy open completely,” Krosby said. “The larger the (aid) package, the more it will continue to cushion the downside ramifications of the epidemic.” The yield on the 10-year Treasury slipped to 0.59% from 0.61% late Monday. The yield is a benchmark for interest rates on mortgages and other consumer loans. In the commodities markets, the price of benchmark U.S oil rose 2.8% to settle at $41.96 a barrel. Brent crude oil, the international standard, gained 2.4% to close at $44.32 a barrel. Stocks in Europe rose broadly after the 27 leaders of European Union countries agreed to a 1.8 trillion-euro ($2.1 trillion) budget and coronavirus recovery fund after one of their longest summits. To cope with the biggest recession in its history, the EU will establish a 750 billion-euro ($858 billion) coronavirus fund, partly based on common borrowing, to be sent as loans and grants to the hardest-hit countries. A new, free, streaming app BY PAULA HENDRICKSON CONTRIBUTOR
You’ve probably heard the news: NBCUniversal just launched a new, free, streaming app called Peacock. There are also two paid premium versions with additional content, but if you have Xfinity from Comcast, you’re automatically upgraded to the ad-supported version premium, for free. It’s not that Comcast is being generous, it’s because Comcast is part of the massive NBCUniversal family, so including it for free with Xfinity allowed them to launch in millions of homes. The free version has a few commercials – albeit fewer that you’d see on live TV – which seems fair considering you’re getting over 7,500 hours’ worth of current and classic series from the NBCUniversal catalogue, not just NBC itself, news, sports,
and a smattering of original programming. You can also stream new episodes from NBCUniversal networks the day after they air. In case you weren’t aware, NBCUniversal channels include: NBC, CNBC, MSNBC, Syfy, Bravo, Universal Kids, Oxygen, Golf, NBC Sports Network, Olympic Channel, Telemundo, E!, Universo, USA. And of course, NBCUniversal also owns Universal Studios, so you can expect to see some feature films in the mix, too. Even with premium you have options. There’s an ad-supported version of Peacock premium for $4.99 per month. Like the free version, there’s about five minutes of commercials per hour of programming, but you have access to more than 15,000 hours of programming, including new original series, news, more sports than the free version o�ers. You also get early access to
late-night shows (meaning you don’t have to stay up late to see Jimmy Fallon or Seth Meyers deliver their latest monologues), and more premium content. To get premium without the ads it’ll cost you $9.99 per month. The fact that NBCUniversal is o�ering a free, ad-supported streaming service sets it apart from something like CBS All Access, which is $5.99 per month without an ad-supported option (for now, anyway). If you aren’t already getting Peacock free from Xfinity, you can sign up for a free, ad-supported premium, or premium account at PeacockTV.com. While I haven’t tried streaming on any devices yet, I have watched a couple things through Xfinity. One was a show that I missed on NBC earlier in the week. That had ads in the pre-existing commercial breaks, but most were touting Peacock and
NBC Universal brands. Last night I decided to watch the new Psych movie – Psych 2: Lassie Come Home. It was light, fun, exactly what you’d expect from the franchise. But when it was over the app said to press Exit to leave the app. I did. Nothing happened. I did it again and again and again. Nothing. I tried every possible trick I could think of (and I thought of MANY), but the best I was able to get was the sound of a cable station with the image of what was “up next” on Peacock. I called Comcast for support, and after about 20 minutes on hold, I looked up and the app had finally closed. Hopefully that’s just a bug that’s already been rectified. But if it happens to you, too, be sure to let them know. That said, considering what they’re o�ering in the free version, it’s probably worth checking out.

The Rockford Area Convention & Visitors Bureau is honored to announce that Wendy Perks Fisher, RACVB’s retired president/ CEO, has been inducted into the Hall of Fame for Destinations International, the world’s largest organization serving and representing destination marketing organizations (like RACVB) focused on helping member agencies boost economic impact, create jobs and improve quality of life through tourism. Fisher, a Rockford native, became the bureau’s first executive director in 1986, shortly after the agency was created to help grow the region’s troubled economy and positively impact the lives of residents. Over the 20 years of her tenure, Fisher’s visionary leadership was the driving force in developing the region’s tourism industry, which now annually provides $400 million in economic impact to Rockford and Winnebago County, said John Groh, RACVB’s current president/CEO. “It’s a high honor for Wendy to be among a select few inducted into the Hall of Fame. It demonstrates that for 20 years our visitors bureau and the region’s tourism industry were led and shaped by someone of the highest caliber in the field.” Groh, who has led RACVB since 2009, said Fisher’s ever-expanding vision and high standards became part of the organization’s DNA, and her influence continues to be felt. “Rockford would not be the destination it is today without her pioneering work and her vision through the years,” Groh said. “We keep building on the work that traces back to Wendy. Fisher, who retired from the bureau in 2006, said her focus in the early years was identifying the tourism potential in the existing character of the community. She asked herself: What matches our community profile? Through a series of interviews with community leaders and residents, it
became apparent that growth potential existed in several areas: amateur sports (some of the current infrastructure already existed), the depth of interest in Rockford’s cultural and ethnic groups, and the region’s natural assets. While other cities built attractions to draw tourism, Fisher said she looked to the “heart and soul” of the community to develop ways to market the area. A former educator and administrator in the arts locally and in Washington, D.C., she put equal focus on improving quality of life for residents. Besides, there was little local money to devote to marketing the city for tourism, as the region was struggling out of the Recession when RACVB was launched. Reflecting on her induction in to the Hall of Fame, Wendy noted she considered it an honor to be included in the Hall and encouraged current destination leaders to use the unique opportunities presented by Covid19 to maximize their work on behalf of their communities and residents. “From the beginning, it wasn’t tourism we were after, it was economic development,” she said. “Tourism was a tactic for progress. I chalk our success up to partnerships, a lot of luck and a lot of hard work.” The partnership between the bureau and the Rockford Park District led to the development of the hugely successful Sportscore One and Two, which now attracts more than 150 sports tournaments every year. Harvesting the squash family BY GRANT MCCARTY CONTRIBUTOR
While most backyard growers know when to harvest a tomato or a pepper, harvesting from the squash family can be a bit tricky. Summer squash such as yellow crookneck, patty pan, cucumber, and zucchini can be harvested at any size depending on your use for it. If you are growing other members of this family though, you will need to harvest each one based on certain features. The squash family includes cucumbers, watermelon, cantaloupes, pumpkins, butternut, gourds, muskmelons, and others. All members tend to share similar
insects and diseases. If you are growing any melons like cantaloupe or musk, you will want to refer back to that particular variety to determine when to harvest. While some varieties can slip o� the vine with a soft tug, some melons need to be cut where they meet the vine. A melon smell outside of the rind is a common feature for when the variety is mature to harvest. Watermelon harvest is harder to determine. A mature watermelon will have a brown/dried tendril where it meets the vine. This is usually green throughout the growing season but shrivels up when ready to harvest. This brown tendril looks like
a curly, pig tail. The melon should have a yellow/creamy underside where it laid on the ground. I find that you should also go by maturity date. If your plant matures in 110 days, then try to work back when you planted to give you a better time frame. Most winter squash (butternut, acorn, and others) will be harvested when the shell becomes hard and you are unable to pierce the skin with a fingernail. This is usually near the first frost date (first week of October). You may find though that it is sooner than you expected. For pumpkins and gourds, the color should be fully developed and you should clip handles close to vine. You can cure them
from five to seven days outdoors and then store at a temperature between 50-60 F. While these harvest recommendations can guide you, I find that the best strategy is to have a maturity date in mind from planting. Outside of the summer squash, most of these other squash family members will be mature 90-120 days from planting. So, while they may look ready to be harvested, many of them will not be ready until end of August. Grant McCarty is the Local Food and Smalls Farms Educator of the University of Illinois Extension. Climate change and the demand for air conditioning BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS
Heat waves are increasingly common throughout the world and are expected to increase in frequency as climate changing gases continue to rise. According to the ELPC’s An Assessment of the Impacts of Climate Change on the Great Lakes we can expect the number of days above 90°F to increase for states bordering the lakes, especially those states on the southern end of the lakes. The global average temperature from 1901 through 2016 has risen by 1.8°F and is expected to continuing to rise as climate changing gases climb. Significant emission reductions need to occur to slow their adverse consequences. With the arrival of the latest heat wave, people along with their pets seek to escape its adverse impacts. Since excessive heat can lead to heat strokes and deaths, e�orts to avoid extreme temperatures are essential. While air conditioning is a popular means to cool down whether in the car, home, o�ce or shopping, it is not available to people who cannot a�ord it. While cooling centers have proven helpful, the arrival of coronavirus requires social distancing and masks to limit its spread. Along with cooling the air, fresh air needs to be brought in as well to prevent the buildup of toxins.
There are other methods to escape the adverse impacts of excessive heat many of which were in use prior to widespread air conditioning. It is important to develop a simple strategy to control heat starting by identifying which rooms get the most afternoon sun and covering the windows with drapes or blankets inside or shade cloth on the outside if accessible. Suggestions that could provide some relief if a power failure occurs include: • In the evening opening screened windows or doors can let in cooler air. • If possible for security, windows should be locked in an open position. • Screens are essential to keep insects out. • Some cooling can be provided by fans with additional cooling possible by blowing air over ice. • If still in discomfort, placing ice packs on the back of the neck or on the wrist can cool the blood. As pointed out by climate scientist Tom Mathews, 80% of the world’s population commonly experiences air temperatures of 35°C (95°F). A world record temperature of 53°C was reported in Pakistan in 2017 and Kuwait in 2016. Temperatures are commonly reported as dry bulb readings. When the air temperature reaches 35°C wet bulb the body relies on sweating to
keep its core temperature at a safe level. The process works unless the air contains a high amount of moisture which prevents the evaporation of sweat. Weather reports usual include reporting the heat index which considers how much moisture is in the air. If sweat is unable to evaporate human health is at risk. While the availability of air conditioning is expected to rise dramatically to meet rising global demand, it moves indoor heat outdoors thus adding to rising temperatures. It also increases energy demand
and releases gases that contribute to rising global temperatures. Less energy intensive technologies can substitute for more damaging forms of air conditioning but the scale of increasing demand could o�set the benefits of gains in e�ciency. While not the most urgent problem to address regarding climate change, it illustrates a core environmental problem. The urge to meet an existing human demand for a product or service often occurs without appropriate consideration of its long term implications.
