Pritzker signs bills into law Pritzker signed 56 measures Friday, upping total from this session to 160 By Peter Hancock

SPRINGFIELD – Illinois residents will soon have greater access to mental health services under measures Gov. JB Pritzker signed into law Friday. Starting Jan. 1, most insurance companies doing business in Illinois will be required to provide their beneficiaries with timely and proximate access to treatment for mental, emotional, nervous or substance abuse disorders. That means beneficiaries will not have to wait more than 10 business days to see a provider after requesting an initial appointment or 20 business days after requesting a repeat or follow-up appointment. In addition, insurers will be required to maintain an adequate network of mental health care providers so that beneficiaries in Cook County and the surrounding collar counties will not have to travel more than 30 miles or 30 minutes from their home to see a provider. That limit expands to 60 miles or 60 minutes in other areas of Illinois. Insurers will also have to make exceptions to out-of-network copay requirements if no in-network providers are available within those time and distance limits. Those new requirements are contained in Senate Bill 471, which was sponsored by Sen. Laura Fine, D-Glenview, and Rep. Lindsey LaPointe, D-Chicago. The new law applies to health policies that are subject to state regulation, including Medicaid plans. It does not apply to large group health plans that are regulated under the federal Employee Retirement Income Security Act, or ERISA. Also signed into law Friday was House Bill 212, which calls on the state’s Children’s Mental Health Partnership to develop recommendations for ensuring that all youth in Illinois have access to mental health education and mental health care in a school setting. T h e C h i l d r e n’s M e n t a l He a lt h Partnership was established in 2003 to advocate for children’s mental health. It is made up of the secretary of human services, the state superintendent of education, and the directors of the Department of Children and Family Services, Healthcare and Family Services, Public Health and Juvenile Justice as well as the head of the Illinois Violence Prevention Authority, the attorney general and representatives of various stakeholder groups.

Pritzker also signed House Bill 33, prohibiting life insurance companies from denying coverage or raising premiums for people solely because they have undergone substance abuse treatment. It also prohibits them from discriminating based on whether an applicant has been prescribed an opioid antagonist drug such as Narcan, also known as Naloxone. “Overcoming an addiction means putting your future first,” Sen. Adriane Johnson, D-Buffalo Grove, the lead Senate sponsor of the bill, said in a statement. “I’m excited to see insurance companies will no longer be able to punish individuals for changing their lives for the better.” That bill takes effect Jan. 1. Meanwhile, another bill signed Friday requires school districts, starting immediately, to provide contact information for the National Suicide Prevention Lifeline and for the Crisis Text Line on the back of student identification cards issued by the school district. House Bill 597, by Rep. Michael Marron, R-Fithian, and Sen. Scott Bennett, D-Champaign, was an initiative of the Illinois Education Association. It also requires school districts that don’t issue ID cards to their students, or to all of their students, to publish the information on their websites.

TIF districts

Another new law will provide taxpayers with more information about how well tax increment financing districts, or TIFs, are performing. TIFs are an economic development tool aimed at clearing up blighted areas by allowing local governments to dedicate the new sales tax and property tax revenues generated by a redevelopment project to pay for improvements within the district. Those can include costs associated with redeveloping substandard, obsolete or vacant buildings, financing public infrastructure, cleaning up polluted areas, improving the viability of downtown business districts, rehabilitating historic properties and providing infrastructure needed to develop a site for new industrial or commercial use. As of 2015, there were 1,238 active TIF districts in the state, according to TIF Illinois. According to Illinois Comptroller Susana Mendoza, who pushed for the bill, municipalities have been required to report certain financial information about the districts to the comptroller’s office, but there has been little information available about how effective they have been in meeting their goals. House Bill 571, by Rep. Jonathan Carroll, D-Northbrook, and Sen. Ann Gillespie, D-Arlington Heights, begin reporting additional information including the

number of jobs originally projected to be created in each district along with the number of jobs actually created; the actual amount of new revenue created compared to the amount originally forecast; and the stated rate of return for the project, which must be independently verified by a third party chosen by the municipality. “This is a sensible plan to ensure taxpayers are presented with a more complete picture of whether promises made are promises kept when it comes to TIF districts in their communities,” Mendoza said in a statement about the bill. Those were among 56 bills Pritzker signed into law Friday. So far, he has signed 160 bills from the 2021 spring session while 505 bills are still awaiting action.

Other bills signed into law Friday included:

Senate Bill 107, by Sen. Sara Feigenholtz and Rep. Ann Williams, both Chicago Democrats, streamlines adoption processes by allowing state courts in Illinois to exercise jurisdiction in complex adoption cases in which one of more of the birth parents resides out of state. It also removes the residency requirement in cases involving the adoption of an adult by a former stepparent. House Bill 279, by Carroll and Sen. Julie Morrison, D-Lake Forest, requires oral medications to carry warning labels if they contain gluten. House Bill 122, by Rep. Dan Didech, D-Buffalo Grove, and Sen. Meg Loughran Cappel, D-Shorewood, prohibits utility companies – including telephone, cellular telephone, television, internet, energy, medical alert systems and water services – from charging early termination fees for customers who die before the end of a contract. House Bill 3783, by Rep. Carol Ammons and Sen. Scott Bennett, both Champaign Democrats, provides that only trained employees are allowed to work on coal ash cleanup projects. House Bill 58, by Didech and Johnson, limits to $10 the fee that county recorders can charge property owners for removing illegal restrictive covenants from recorded property deeds. And Senate Bill 605, by Sen. Jacqueline Collins, D-Chicago, and Rep. Barbara Hernandez, D-Aurora, requires schools to develop policies on truancy and chronic absences each year and report them to families, including information on chronic truancy. Senators, White House in talks to finish infrastructure bill By Lisa Mascaro, Alexandra Jaffe and Kevin Freking Associated Press

WASHINGTON (AP) — Senators and the White House were locked in intense negotiations Tuesday to salvage a bipartisan infrastructure deal, with pressure mounting on all sides to wrap up talks and show progress on President Joe Biden’s top priority. Despite weeks of closed-door discussions, senators from the bipartisan group blew past a Monday deadline set for agreement on the nearly $1 trillion package. They hit serious roadblocks over how much would be spent on public transit and water infrastructure and whether the new spending on roads, bridges, broadband and other projects would be required to meet federal wage requirements for workers. They’re also at odds over drawing on COVID-19 funds to help pay for it. Republican negotiator Sen. Rob Portman of Ohio, who took the lead in key talks with a top White House aide, insisted the bipartisan group was “making progress.” Biden struck a similarly upbeat tone, telling reporters at the White House he remained optimistic about reaching a compromise. But as talks drag on, anxious Democrats, who have slim control of the House and Senate, face a timeline to act on what would be some of the most substantial legislation in years. Senate Majority Leader Chuck Schumer, D-N.Y., told senators Tuesday they should be prepared to work through the weekend to finish the bill. Sen. Kyrsten Sinema of Arizona, one of Democrats’ leaders in the infrastructure bargaining, was meeting late Tuesday morning with Biden at the White House to discuss those talks, said two people who acknowledged the session only on condition of anonymity. The White House wants a bipartisan agreement for this first phase, before Democrats go it alone to tackle broader priorities in a bigger $3.5 trillion budget plan that’s on deck. A recent poll from The Associated Press-NORC found 8 in 10 Americans favor some increased infrastructure spending, and the current package could be a political win for all sides as lawmakers try to show voters that Washington can work. Securing the bipartisan bill is also important for some centrist Democrats before engaging in the broader undertaking. The House will also have a chance to weigh in on the legislation if it clears the Senate. At a private meeting of House Democrats on Tuesday, the chairman of the House

Transportation and Infrastructure Committee called the infrastructure measure that senators of both parties are struggling to complete “crap,” according to two Democrats who attended the session. Rep. Peter DeFazio, D-Ore., said the Senate effort was being led by “three Republicans” — Portman, Susan Collins, R-Maine, and Sinema, D-Ariz., a centrist distrusted by some Democrats. DeFazio’s remarks illustrated the tensions between Democrats in the two chambers over the budget talks. The Democrats spoke on condition of anonymity to describe the closed-door session. The bipartisan package includes about $600 billion in new spending on public works projects, with broad support from Republicans and Democrats for many of the proposed ideas. Yet there was little to show Monday after a grinding weekend of talks, putting the deal at risk of stalling out. The Democrats and the White House had sent what they called a “global” offer to Republicans on remaining issues late Sunday, according to a Democratic aide close to the talks and granted anonymity to discuss them. But Republicans rebuffed the ideas, saying the new proposal attempted to reopen issues that had already been resolved, according to a GOP aide also granted anonymity to discuss the talks. Collins said it’s time for Biden to become more involved. “I think it’s imperative that the president indicates strongly that he wants a bipartisan package,” she said. While much of the disagreement has been over the size of spending on each category, labor issues have also emerged as a flashpoint. Democrats are insisting on a prevailing-wage requirement, not just for existing public works programs but also for building new roads, bridges, broadband and other infrastructure, according to another Republican granted anonymity to discuss the private talks. At the same time, transit funding has been a stubborn source of disagreement. Pennsylvania Sen. Pat Toomey, the top Republican on the Senate Banking, Housing and Urban Affairs Committee, which oversees public transit, raised questions about the size of the transit funding increase. He cited, in part, previous COVID-19 federal relief money that had already been allocated to public transit. Democrats and public transit advocates don’t want spending to go any lower than what’s typically been a federal formula of about 80% for highways and 20% for

transit. They see expanded public transit systems as key to easing traffic congestion and combating climate change. The senators also appeared to still be debating money for public water works and removal of lead pipes after Sen. Mitt Romney, R-Utah, raised questions about the amount. Also unresolved is how to pay for the bipartisan package after Democrats rejected a plan to bring in funds by hiking the gas tax drivers pay at the pump and Republicans dashed a plan to boost the IRS to go after tax scofflaws. Funding could come from repurposing COVID relief aid, reversing a Trump-era pharmaceutical rebate and other streams. It’s possible the final deal could run into political trouble if it doesn’t pass muster as fully paid for when the Congressional

Budget Office assesses the details. The final package would need the support of 60 senators in the evenly split 50-50 Senate to advance past a filibuster — meaning at least 10 Republicans along with every Democratic member. A test vote last week failed along party lines as Republicans sought more time to negotiate. Meanwhile, Democrats are readying the broader $3.5 trillion package, which would go beyond public works to include child care centers, family tax breaks and other priorities. It is being considered under budget rules that allow passage with 51 senators in the split Senate, with Vice President Kamala Harris able to break a tie. That package would be paid for by increasing the corporate tax rate and the tax rate on Americans earning more than $400,000 a year.

WASHINGTON (AP) — The Department of Veterans A�airs on Monday became the first major federal agency to require health care workers to get COVID-19 vaccines, as the aggressive delta variant spreads across the nation and some communities report troubling increases in hospitalizations among unvaccinated people. The VA’s move came on a day when nearly 60 leading medical and health care organizations issued a call for health care facilities to require their workers to get vaccinated. No federal law stands in the way of employers requiring vaccinations, but like mask mandates, the issue has been politicized in a society that’s divided on matters of public health. “With more than 300 million doses administered in the United States and nearly 4 billion doses administered worldwide, we know the vaccines are safe and highly e�ective at preventing severe illness and death from COVID-19,” Dr. Susan Bailey, immediate past president of the American Medical Association, said in a statement. “Increased vaccinations among health care personnel will not only reduce the spread of COVID-19 but also reduce the harmful toll this virus is taking within the health care workforce and those we are striving to serve.” Although vaccination among physicians is nearly universal — 96% according to an AMA survey — that’s not the case for many other people working at health care facilities. In nursing homes, only about 60% of sta�ers are vaccinated, compared with about 80% of residents, according to recent numbers from Medicare. And COVID-19 cases are rising. At the VA, vaccines will now be mandatory for certain medical personnel — including physicians, dentists, podiatrists, optometrists, registered nurses, physician assistants and others who work in departmental facilities or provide direct care to veterans, said VA Secretary Veterans Affairs Secretary Denis McDonough. Employees will have eight weeks to be fully vaccinated. “It’s the best way to keep veterans safe, especially as the delta variant spreads across the country,” McDonough said in a statement. “Whenever a veteran or

VA employee sets foot in a VA facility, they deserve to know that we have done everything in our power to protect them from COVID-19. “With this mandate, we can once again make — and keep — that fundamental promise,” he added. It was unclear what would happen to VA employees who refuse to be vaccinated. The agency said vaccination will be required “absent a medical or religious exemption.” The longstanding policy in the health care industry is for sta� to stay up-to-date with vaccinations, such as annual flu shots. Exceptions for medical reasons include known allergies. In addition to the AMA, the medical and health care groups calling for mandatory vaccines for health workers included the American Academy of Nursing, the American Public Health Association, the American Pharmacists Association and, for the first time, a nursing home industry group. LeadingAge, which represents nonprofit nursing homes and elder care facilities, had previously advocated educating nursing home employees about the benefits of getting their shots. Also joining the call was the National Medical Association, the leading professional group representing Black physicians. “Unfortunately, many health care and long-term care personnel remain unvaccinated,” the groups said in a statement. “We stand with the growing number of experts and institutions that support the requirement for universal vaccination of health workers.” Earlier this year, the U.S. Equal Employment Opportunity Commission said current federal laws do not prevent an employer from requiring employees physically entering the workplace to be vaccinated against COVID-19. The Centers for Disease Control and Prevention has heavily promoted vaccinations as a way to slow the pandemic and save lives. However, the agency has not recommended that state or local o�cials, or employers, mandate vaccinations for their employees. “The politics is really tricky because President Biden hasn’t ordered mandatory vaccinations for federal workers,” said Lawrence Gostin, a public health law expert at Georgetown University. “And it would seem hypocritical if CDC made that recommendation” to businesses or state

and local o�cials, he said. A CDC spokeswoman would not comment. To make matters more complicated, the COVID-19 vaccines have yet to win full approval from the Food and Drug Administration. They continue to be provided under emergency use authorization and the lack of a full approval has fed into hesitancy among some people. Still, the FDA’s emergency approval process was thorough and didn’t skip the extensive testing required of any vaccine. Of the three manufacturers of vaccines approved in the U.S., Pfizer and Moderna have applied for full approval, and a Pfizer decision is expected soon. The COVID-19 vaccines were not brewed overnight, either. They were the fruit of more than 10 years of behindthe-scenes research and huge injections of funding that laid the groundwork for them to be rolled out so quickly. ‘This is how I’m going to die’: Officers tell Jan. 6 stories By Mary Clare Jalonick Associated Press

WASHINGTON (AP) — “This is how I’m going to die, defending this entrance.” Capitol Police Officer Aquilino Gonell told House investigators Tuesday he could feel himself losing oxygen as he was crushed by rioters – supporters of then-President Donald Trump – as he was defending the Capitol during the Jan. 6 insurrection. Metropolitan Police Officer Michael Fanone, who rushed to the scene, told the new House committee investigating the attack that he was “grabbed, beaten, tased, all while being called a traitor to my country.” Doctors later told him he’d had a heart attack. Daniel Hodges, also a D.C. police officer, said he remembers foaming at the mouth as rioters crushed him between two doors and bashed him in the head with his own weapon, injuring his skull. “I did the only thing I could do, scream for help,” Hodges said. Capitol Police Officer Harry Dunn said one group of rioters, perhaps 20 people, screamed the n-word at him as he was trying to keep them from breaching the House chamber. The four officers gave emotional, occasionally angry, accounts of the attack, in which they were beaten and verbally abused as the mob of Trump’ supporters overwhelmed them, broke through windows and doors and interrupted the certification of Democrat Joe Biden’s presidential win. The new committee is launching its probe with a focus on the law enforcement officers who protected them — an effort by the panel to put a human face on the violence of the day. Tensions on Capitol Hill have only worsened since the insurrection, with many Republicans playing down, or outright denying, the violence that occurred and denouncing the Democratic-led investigation as politically motivated. Democrats are hoping to win public support for the probe by reminding people how brutal it was, and how the law enforcement officers who were sworn to protect the Capitol suffered serious injuries at the hands of the rioters. The officers emotionally detailed the horror of their experiences, their injuries and the lasting trauma as they begged the lawmakers to investigate the attack. They wiped away tears and paused to compose themselves as they spoke. Rebuking Republican lawmakers who have resisted the hearings, Fanone said, “I feel like I went to hell and back to protect them and the people in this room.”

Pounding his fist on the table in front of him, he said, “Too many are now telling me that hell doesn’t exist or that hell actually wasn’t that bad. The indifference shown to my colleagues is disgraceful.” The panel’s chairman, Mississippi Rep. Bennie Thompson played video of the attack and told the police officers: “History will remember your name.” He said the rioters “came ready for a fight, and they were close to succeeding.” Thompson added: “There’s no place for politics and partisanship in this investigation.” Wyoming Rep. Liz Cheney, one of two Republicans on the panel, gave opening remarks after Thompson — an effort by Democrats to appear as bipartisan as possible. She expressed “deep gratitude for what you did to save us” and said they would not be forgotten. “The question for every one of us who serves in Congress, for every elected official across this great nation, indeed, for every American is this: Will we adhere to the rule of law, respect the rulings of our courts, and preserve the peaceful transition of power?” Cheney asked. “Or will we be so blinded by partisanship that we throw away the miracle of America?” The House Republican leader, Kevin McCarthy, withdrew the participation of other Republicans last week after Democratic House Speaker Nancy Pelosi rejected two of them, saying their “antics” in support of Trump, and his lies that he won the election, weren’t appropriate for the serious investigation. Monday evening, the House voted against a resolution offered by the GOP leader to force his chosen members onto the panel. McCarthy has stayed close to Trump since the insurrection and has threatened to pull committee assignments from any Republican who participates on the Jan. 6 panel. He has called Cheney and Illinois Rep. Adam Kinzinger, who is also sitting on the committee, “Pelosi Republicans,” which Cheney has dismissed as “childish.” Ahead of the hearing on Tuesday, McCarthy again called the process a “sham” and said Pelosi only wants the questions asked “that she wants asked.” McCarthy told reporters that Pelosi should be investigated for her role in the security failures of the day but ignored questions about Senate Republican Leader Mitch McConnell, who had identical authority over the Capitol Police and Capitol security officials. Thompson aid the hearing will “set the tone” of the probe, which will examine

not only Trump’s role in the insurrection but the groups involved in coordination before the attack, white supremacists among them. It will also look at the security failures that allowed hundreds of people to breach the Capitol and send lawmakers running for their lives. Some of those who broke in were calling for the deaths of Pelosi and then-Vice President Mike Pence, who was hiding just feet away from the mob. Outside of a committee preparation session for the hearing on Monday, Kinzinger told reporters that “for too long, we’ve been pretending that Jan. 6 didn’t happen.” He said he never expected to be in this position, “but when you have these conspiracies that continue to thrive, when you have lies and misinformation that continue to thrive, it’s essential for us as members of Congress to get to the answers.” Shortly after the insurrection, almost every Republican denounced the violent

mob — and some criticized Trump himself, who told his supporters to “fight like hell” to overturn his defeat. But many have softened their tone in recent months and weeks. And some have gone further, with Georgia Rep. Andrew Clyde saying a video of the rioters looked like “a normal tourist visit” and Arizona Rep. Paul Gosar repeatedly saying that a woman who was shot and killed by police as she was trying to break into the House chamber was “executed.” Others have falsely claimed that Democrats or liberal groups were responsible for the attack. The officers testifying have become increasingly politically active in recent months, and went from office to office in May to lobby Senate Republicans to support an outside commission to investigate the insurrection. The Senate GOP ultimately rejected that effort, though that panel would have been evenly split between the parties.

The Return of Ted Lasso By Paula Hendrickson Contributor

Earlier this month the AppleTV+ original series, Ted Lasso, received 20 well-deserved Emmy nominations for its debut season. If that’s not exciting enough for the comedy’s legion of fans, Jason Sudeikis – Emmynominated for playing the pathologically positive coach Ted Lasso – and the team are back for season two. Changes are in store this season. For starters, team Richmond has been downgraded to a lower division. When a traumatic incident on the pitch affects one of the team’s top players, a sports psychologist (Sarah Niles) is called in to alleviate a case of the “yips.” Her presence makes the normally affable Lasso squirm – possibly from his distrust of therapists, but he also might be jealous of her ability to instantly connect with and help his players. Either way, it’s fun to see the usually unflappable

coach a bit off kilter. Former star player Roy Kent (Brett Goldstein, nominated for Outstanding Supporting Actor in a Comedy Series) has trouble adjusting to retirement, but is happy in his relationship with team publicist and ex-model Keeley (Juno Temple, nominated for Outstanding Supporting Actress in a Comedy Series). Team owner and recent divorcee Rebecca (Hannah Waddingham, also nominated for Outstanding Supporting Actress in a Comedy Series) is testing the dating pool – even engaging in a little “girl talk” about it with Lasso when Keeley is unavailable. But Rebecca’s biggest change occurred late in season one when she transformed herself from team saboteur to supporter. Other changes are less obvious. Nate (Nick Mohammed) – also nominated in the Supporting Actor category along with Goldstein, Brendan Hunt (Coach

Beard), and Jeremy Swift (Higgins) – may be taking his new role as an assistant coach a bit too seriously. But you’ll have to wait for the end of the first episode to find out what former Richmond player Jamie Tartt (Phil Dunster) is up to now. Other things remain the same. The “Believe” sign is still taped above Lasso’s office door. Coach Beard still has a beard. Lasso continues to give good-but-meandering answers to the press. Sports reporter Trent Crimm (James Lance) still announces he’s with The Independent. And Ted Lasso remains one of the most charming, inspiring televisions shows you’ll ever see – which stems directly from the scripts. When not on screen, Sudeikis, Hunt, and Goldstein all serve as Ted Lasso writers. Sudeikis, Hunt, along with co-creators Bill Lawrence and Joe Kelly, share a joint nomination for writing the pilot episode.

Sudeikis, Kelly, and Hunt are also nominated for writing the episode “Make Rebecca Great Again.” The show also garnered three directing nominations, two more for single-camera picture editing, plus nods for casting, production design, sound mixing, original main title theme music, and of course, Outstanding Comedy Series. Multiple nominees in the same category often cancel each other out, but I believe Ted Lasso to collect multiple awards come September.

AppleTV+ isn’t “dropping” the entire 12-episode season at once, so you’ll have to savor Ted Lasso one week at a time (through October 1) or wait to binge it all at once. I’ll probably do both, along with a re-watch of season one.

New baseball stadium a home run for Beloit By Charles Herbst Contributor

Life in Minor League Baseball has never been dull. Rosters continuously change. Teams are constantly coming and going. Affiliations and league alignments seem to change with each passing year. But the last couple years have brought a blizzard of changes to baseball in Beloit. Minor League Baseball has been part of Beloit since 1982. In October 2019, Major League Baseball announced dramatic changes to the structure of the Minor Leagues. Club affiliations were scrambled, and new standards for management and operations were adopted. Instead of semi-autonomous Minor Leagues, Major League Baseball took charge of all issues related to Minor League governance, including scheduling, umpiring, license compliance, and other league administrative functions. Most controversially, the number of Minor League clubs was reduced from 160 to 120. The Beloit Snappers, then affiliated with the Oakland Athletics and playing ball at Pohlman Field in Beloit, were initially one of the clubs to be eliminated. Pohlman Field did not meet the new standards required by Major League Baseball for Minor League clubs. To help save the team, Quint Studer, a Pensacola, Florida businessman in the healthcare field and the owner of the Pensacola Blue Wahoos, purchased the Beloit Snappers from a local group. The Blue Wahoos are a double-A baseball team affiliated with the Miami Marlins. Studer

has ties to the Chicago area, is an alumnus of UW Whitewater, and a former Janesville teacher. Stepping up to the plate to provide the new stadium was Diane Hendricks, owner of ABC Supply Company and long-time Beloit benefactor. Hendricks Commercial Properties will own and operate the $35 million ABC Supply Stadium at 217 Shirland Avenue, just west of the Rock River in Downtown Beloit. Construction of the stadium was begun in June 2020. After the latest round of changes, Minor League Baseball has four levels of teams, Triple-A, Double-A, High-A and Low-A. Each Major League club is affiliated with a Minor League club at each level. Most Minor League clubs are now geographically near their Major League affiliates. Beloit is an exception. Because of the common ownership of the Blue Wahoos, the Snappers are now affiliated with the Miami Marlins. They are part of the High-A Central League West Division. Until the latest realignment, the teams in the High-A Central League were formerly in the Midwest League. Beyond the Minor Leagues, there are also partner and independent leagues. For example, the Kane County Cougars, a former Minor League team, now plays in the American Association. It gets complicated. Even more change is coming to Beloit baseball. The Snappers will retire their nickname and mascot at the end of this season. They will be known by a new name next year. The new name is expected to be announced in October. Play Ball!

The first game at ABC Supply Stadium will be Tuesday, August 3rd at 6:30 p.m., when the Beloit Snappers take on the Wisconsin Timber Rattlers. The new stadium has 2,500 fixed seats and a capacity of 3,850 people. It will be the smallest stadium in the High-A Central League, with grass turf, an intimate feel, and seats close to the action. A right-handed batter, if he clears the stadium roof, could theoretically hit a foul ball into the next state! Similarly, a left-handed batter’s foul ball can end up in the Rock River. The stadium has a large 40 by 40-foot scoreboard, something that’s unusual in the Minor Leagues. The Beloit Transit System’s main station is immediately east of Right Field. There is an entrance to the stadium on the north side, just beyond Center Field, near the Beloit Post Office. This entrance will be the most convenient gate for fans walking from Downtown Beloit. The stadium will have only a 40-car parking lot adjacent to the main entrance on Shirland Avenue and a 130-space lot to the north. The rationale for these smaller lots is that there is plenty of parking available in Downtown Beloit. Fans will be expected to walk 10 minutes or so from these existing downtown spaces to the ballpark. Downtown Beloit has no shortage of restaurants, bars, overnight lodging, and other services, and it is believed that this setup will promote business. A similar parking arrangement exists at the Blue Wahoo’s stadium in Pensacola. Initially, the stadium will feature two party decks. Along Right Field is the

230-person Goose Island Party Deck. A smaller, 125-person Coors Light Chill Zone will sit next to Left Field. Future development will include a rooftop deck overlooking Right Field, to be used for parties and other occasions. Behind Right Field is an area for food trucks to set up and sell their wares. Exclusively for season ticketholders, the Beloit Health System Club is located on the upper level, offering 5,000 square feet of space overlooking the field, with room for 500 people. A large kitchen will provide food for guests of the club as well as the adjacent First National Bank and Trust Company Suite, which will hold 100 guests. Back on the main concourse level, the stadium will feature a gift-shop selling team merchandise and two very large concession areas featuring five different food concessions. There will be 83 beer taps in the park. (This is, of course, Wisconsin.) Consistent with Major League Baseball’s requirement for Minor League parks, the facilities offer state-of-the-art amenities for players. Each team will have a dugout that is over 100 feet long and directly connected to luxurious locker rooms, indoor batting cages with dirt pitcher’s mounds, and a weight room. The team has generously sized business offices, with windows overlooking the Rock River. A modern press box with separate space for television broadcasting has also been incorporated into the facility. Although the park is brand-new and has many fan amenities, ticket prices at the new stadium, at least for the rest of this year, will begin at an affordable $10.

Controlling Cucumber Beetles in the garden BY GRANT MCCARTY CONTRIBUTOR

One of the main insect pests I have seen this summer in squash is cucumber beetles. While given the name cucumber beetle, they will target almost all members of the squash family. I have encountered them on pumpkin, zucchini, winter squash, and cucumbers this season. These beetles are yellow and green in color with either black spots or strips on them. They tend to be around the size of ladybird beetles. Cucumber beetles are heavily destructive and their numbers can increase substantially during the

growing season. When you are looking for these in your garden, look into the flowers, under leaves, and near the base of the plant. These beetles are very good flyers and will move pretty quickly if they are disturbed. Some growers I know will apply a sticky adhesive like craft glue spray to yellow/ orange colored plastic plates near the plant. As it’s the same color as flowers, it may attract beetles away from your cucurbits. Others have used trap crops like blue hubbard squash to attract the cucumber beetles away. Intercropping with corn and broccoli has also been

shown to address cucumber beetles. Straw may provide relief for the plantings as well. Of course, there are a number of insecticides that can manage them. One of the main actions you can take is to collect and destroy the male flowers of your squash plants. Each squash plant produces male and female flowers that are needed for pollination and the development of your squash. A female flower will have a swollen base right behind the flower compared to a male flower that does not have this. Male flowers bloom for usually a single day. As cucumber beetles hide in these male flowers, an

easy step is to remove these flowers and throw them away. As you can imagine, if you do remove the male flowers this may lessen the squash that develops on your vines. However, you most likely have enough pumpkins, winter squash, and watermelon already forming and the removal of these male flowers will not make a di�erence. If you are growing zucchini, cucumbers, and others that continually are yielding, you might be cautious of removing these male flowers at least until they have shriveled up. Our main interests over our long careers have focused on environmental, energy and sustainability issues. We have secured grants to help support those e�orts and upon retirement we and others have freely given our labor and talents toward those ends. Along with others we were successful in purchasing an 82 acre former Christmas tree farm which contained nine high quality prairie remnants that the former owner protected. For the last decade priorities involved removing overgrown, nonnative Christmas trees, upgrading and expanding prairie areas and establishing an oak savanna on the property. It is now owned outright by the Prairie Preservation Society of Ogle County. But as with any natural area preservation/ restoration project, owning a property requires a budget for maintaining and expanding native species. Fortunately the maintenance needs of a restoration project can be delayed to some extent without any health implications for those involved.

In cont rast t he ma intenance of buildings, roads and bridges has life threatening consequences as witnessed most recently in the Florida condominium collapse. As has happened in other structural collapses of buildings and bridges, engineering reports identified deteriorating conditions but the structures remained in use despite the risks. Ugo Bardi, an Italian energy expert who maintains a web site known as the Seneca E�ect, notes that following WW2 we experienced rapid economic expansion and enjoyed the prosperity it produced. He wonders whether it is creating the conditions that will lead to society’s collapse. While acknowledging widespread support for the idea that technological progress will maintain human expansion forever, his article on The Collapse of Concrete Buildings has raised an interesting issue. Perhaps the massive construction boom was built on false assumptions. The article focuses on the collapse of the Morandi bridge in Genoa, Italy, in 2018 which led to the loss of lives. The bridge was built using pre-compressed concrete.

It was widely used in Europe following the war based on the belief that concrete embedding internal steel beams would protect them from deterioration and the costly, labor intensive need to periodically paint them. Unfortunately the concrete did not prevent steel beams from rusting and to some extent hid their visibility. Encasing steel beams in concrete was widely used in constructing buildings in Europe and could necessitate a greater expenditure of energy and money to correct the related problems. In the United States, concrete is widely used in roads, bridges, dams and buildings. Some concern has been expressed regarding the approaching the end of its lifespan. If nothing is done to repair or replace it, concrete structures fail and lives are lost. Correcting the problems requires funding, skills and natural resources which add to the global carbon load. The sudden collapse of a significant component of the ecosystem is also a concern regarding the impacts of climate change. But as warnings regarding the unsafe conditions of particular buildings, bridges and dams were set aside

or inadequately addressed, it was the people who used them who su�ered the consequences. If climate change is not addressed humanity as a whole is expected to su�er. The collapse of a particular structure has a limited impact on society. The collapse of many buildings and bridges would have wider impacts. With the massive amount of energy and resources consumed in creating the economic growth since WW2, it is di�cult to envision how the existing infrastructure could be maintained while minimizing climate change. The sheer magnitude of existing human enterprise is beyond our comprehension and yet the prevailing expectation is it will continue to expand. Global conditions dwarf our existing local projects but we and others remain committed to rebuilding local economies with energy e�ciency, renewable energy and preserving and restoring natural areas. They are some of many public interest projects in need of additional public support. Join with others and give your time and money to projects dear to your heart.

Pec Playhouse

Pro-Granary Group Promotes Win/ Win Possibilities for Theatre/Village From Joan Cunningham

Since the collapse of their roof in February, Pec Playhouse Theatre has been working on ways to rebuild and resume their operations. They announced plans in early June to demolish not only their theatre building but also the historic granary next to it, replacing it with a multi-million-dollar theatre. The announcement that a piece of Pecatonica’s agricultural and community history was to be destroyed was unexpected and upsetting, and has left those who are in favor of saving both as very conflicted. Among those are the members of the former Pecatonica Heritage Museum, a not-for-profit group that formed in 1995 to preserve the granary, but sold it to the theatre in 2016 with the understanding it would be maintained. “We sympathize with PPT and their loss and we want to see them succeed and come back, but we strongly believe as we always have, that the granary is too important to lose and needs to stay.”, says Joan Cunningham, former president of PHM. “We believe there is a way to get PPT the theatre they need without the community losing our granary and its history”, she added. Based on information presented to the Village Board on July 20th, it appears they may have come up with just that. After a few introductory remarks from Ms. Cunningham reiterating their support for the theatre as well as the granary, a presentation was given by architect Gary Anderson. Anderson, and his Rockford-based firm, now known as StudioGWA, has over 20 years of experience in the preservation, restoration and repurposing of historical landmarks and other buildings to bring them back to life and put them to use. He also has special expertise in what he called “heavy timber” structures, such as the granary - expertise not usually found with all architects. He and his firm have used their architectural planning and interior design services to restore and repurpose 20 barns and granaries, historic streetscapes, historic buildings and more. “I don’t save a building just to save a building” Anderson has stated. “I find ways to repurpose them and make them a productive part of the community, while keeping their historic charm and identity”. Some of their past projects include: restoration of two barns and other buildings at Edwards Apple Orchard after the 2008 tornado; The Prairie Street Brewhouse in Rockford, formerly a brewery operating

under several names for over 70 years, again is brewing beer, houses a thriving restaurant, contains offices and event space. Village President Bill Smull even commented on what an outstanding job was done on that project. Most recently completed: the former Amerock building in downtown Rockford, saved from certain demolition, is now the Embassy Suites Hilton Hotel and Conference Center. Anderson revealed that a vital tool to these and other successes are the use of Historic Tax Credits, a means of financing projects from both federal and state sources that can make up as much as 45% of a project’s total cost. These are not loans, and would not need to be paid back. That is a huge benefit to Not For Profit organizations that are trying to find ways to avoid assuming crippling debt. The process involves connecting a project to the right developers and investors, and Anderson and his team have years of experience doing just that. Some possible ideas for the granary have included a welcome center to the theatre, gift shop, meeting spaces, or most intriguing, Pecatonica’s very own micro-brewery. But the historic value of the granary is tied to its location. If it is moved, as has been suggested, it would no longer qualify for preservation. But here is the potential benefit to PPT for a new theatre: because the theatre is physically connected to the granary (currently), it could be included in the granary project and potentially get 45% of its construction paid for. This would be a significant amount of money for PPT. There are some steps that need to be taken, and fairly soon: 1) determine the overall condition of the granary. Gary would need to verify it’s still in suitable condition for saving, either with personal inspection or use of detailed photos inside. The village board seemed amenable to contracting a local contractor to use drone photography to capture images, both for analytical and historic preservation purposes. 2) Put the granary on the Register of Historic Places. The PHM group has already received notification from the state historical society that the granary is eligible for consideration. The next step is to submit the formal application, which PHM has ready to go if PPT has no objections. Also important to know: putting the granary on the Historic Register does NOT require PPT to do anything, and it does NOT restrict any of the rights they currently have as owners. They give up nothing to take this step. It only allows the process to continue to determine what funds are available for

the project. PPT can stop the project at a later time if they wish. 3) Keep the theatre and granary connected. PPT may have to work with their insurance company to get an extension on demolishing their theatre. If the theatre is demolished or disconnected from the granary before it has achieved its historic status, the theatre loses the chance to gain financially. The granary would then be the sole beneficiary. Gary is excited about the potential the granary has to enhance the community and area, and the additional possibilities it can afford the theatre, whether or not it chooses to include the granary. The granary’s unique architecture and purpose set Pecatonica apart from any other community in the area. He has observed that people in our society are more mobile than ever before, able to work from any location, and their desire to spend time in communities such as Pecatonica are trending upward. He also commented that having an historic landmark also offers

future financial potential for the village through other preservation-related grants and other efforts. The former PHM members and others supporting their efforts are working under the newly-revived Pecatonica Improvement Association NFP charter. They are posting regular information on the Pecatonica Granary page on Facebook for those who are interested in learning more about the granary’s history and importance. Since PPT’s announcement, several editorials have also been published by other local residents, urging a solution that saves both the theatre and granary. Anyone who also supports such an effort and goal is invited to join PIA and help in their effort. Cunningham concludes, “Our new motto of ‘Preserve the Granary – Save the Theatre’ more accurately reflects what we have always believed, and we hope that PPT, the village board and the community will take the time to consider this option for the win/win that can happen.
