COVID-19 positivity rate continues to climb Key metric is highest it’s been since June 11 By Jerry Nowicki

SPRINGFIELD — Illinois’ seven-day rolling positivity rate for COVID-19 tests continued to rise through the weekend, reaching 3.8 percent — more than a full percentage point higher than it was at the beginning of the month. The positivity rate for tests completed has increased for seven of the past eight days, ticking upward from 2.9 percent on July 19. It’s the highest the rolling positivity rate has been since it was 4.2 percent on June 11. That comes after one-day positivity rates of 3.7, 3.8 and 4 percent on Saturday, Sunday and Monday, respectively. Over that three-day span, the state averaged about 1,399 new cases daily among an average of 36,537 tests completed over the same period. Speaking Monday in Adams County, which is in the state’s warning territory for COVID-19 trends, Pritzker continued to urge Illinoisans to wear masks and avoid crowds. Those measures will likely be necessary though at least the end of 2020, he said. Sen. Jil Tracy, R-Quincy, appeared alongside the governor at the Adams County Health Department in Quincy. She urged all residents to wear face coverings, which a number of studies have shown can help limit the spread of the virus. The senator called mask-wearing a “minor inconvenience” that is “so well worth it” to prevent spread of the lethal virus. “We learn new things about this virus every day. But one indisputable fact is that it’s highly, highly contagious,” she said. “…Even those that get very sick, and don’t die, they have lingering health problems. Wearing a mask, I advocate (for), because it is such a simple thing to do.” On Friday, the Illinois Department of Public Health reported that LaSalle, Peoria

and Randolph counties joined Adams County in warning territory according to state COVID-19 metrics that track new cases per 100,000 people; the number of COVID-19-related deaths; weekly test positivity; ICU availability; weekly emergency department visits for COVID-19like-illness; weekly hospital admissions; the number of tests performed; and the percentage of COVID-19 cases associated with clusters or outbreaks. “If these trends continue in a negative direction, the state will need to take immediate action to impose additional mitigations to slow the spread and keep more people from getting sick. We are trying to bring down infection rates before it gets out of control,” Pritzker said in Adams County. The metrics “are intended to be used for local level awareness to help local leaders, businesses, local health departments, and the public make informed decisions about personal and family gatherings, as well as what activities they choose to do,” according to an IDPH news release. “We’re counting on city and county health departments and leaders do what they know is right to protect their residents,” Pritzker added, noting those efforts include ticketing or closing bars that flout masking and social distancing guidelines. IDPH said the counties flashing warning indicators saw outbreaks associated with “risky behavior.” In Adams County, that includes larger social events, health care exposure, travel to hotspots including neighboring Missouri and Iowa, as well as outbreaks tied to places of worship and youth sports. In LaSalle County, outbreaks were tied to large family and social gatherings, while there were increases in cases among people younger than 29 years, many of whom visited bars or attended larger social events. “Inconsistencies with masking requirements” played a role as well, according to IDPH. Peoria County also saw increases in cases among people younger than 29 years old, while outbreaks were tied to large gath-

erings such as Fourth of July parties, and people traveling to Florida, Iowa, Texas and Wisconsin. Randolph County outbreaks were tied to congregate settings, numerous bars not complying with distancing and masking, and a large party with more than 200 people. The IDPH website, which is updated weekly, was still showing warning indicators as of July 18 on Monday afternoon, and Sangamon, Champaign and Randolph counties were the only three flashing an orange warning indicator. IDPH also reported 31 more COVID-19related deaths over the past three days, bringing total fatalities since the pandemic began to 7,416 among 172,655 confirmed cases. There have been more than 2.5 million tests performed in the state and the recovery rate from the virus is 95 percent for those 42 days removed from a positive test, according to the IDPH. Intensive care unit beds in use by COVID19 patients increased to 350 at the end of Sunday as well, marking the highest that number has been since June 30 when there were 384 ICU beds in use by COVID-19 patients. At the end of Sunday, there were 1,417 COVID-19-positive patients in hospital beds statewide, including 125 on ventilators. Both of those numbers were near their pandemic lows, although they were increases from the day prior. While Pritzker said the state is doing a better job handling the virus than its neighbors and others in the South, it does not take long for cases to spike. “I can’t tell you what’s gonna happen August 10 or any date in August yet,” he said. “What I can tell you is we’ve issued guidance for what we know right now, but we’re all gonna have to keep watching.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. Struggling merchants, insurers battle over pandemic coverage BY MICHAEL LIEDTKE ASSOCIATED PRESS

Restaurants, bars and other merchants struggling to stay afloat during the coronavirus pandemic are desperately reaching out for a lifeline from insurers that in turn contend they are being miscast as potential saviors. Shutdowns and crowd restrictions imposed by state and local governments to limit the spread of the virus have resulted in more than $1 trillion in estimated losses so far for thousands of rapidly sinking small businesses. That has prompted a flood of claims under business interruption insurance policies that have been almost universally rejected for a variety of reasons, including boilerplate provisions inserted by insurers after the SARS outbreak in 2003 to exclude disruptions caused by virus and bacteria. “This is an existential threat,” said John Houghtaling, a New Orleans attorney who is representing restaurants and other businesses seeking about $8 billion in losses that he estimates they will su�er during the pandemic. “A lot of people who did the right thing and bought this coverage thinking they would be thrown a lifeboat if disaster struck are now being told, ‘Sorry, let the Coast Guard come and get you instead.’” So many lawsuits have been filed against insurers in the U.S. that a July 30 hearing has been scheduled before a federal judicial panel in Washington to decide how to manage them all in the months – and possibly years – ahead. The panel’s review involves more than 200 federal complaints in addition the other lawsuits filed in state courts by the owners of meat-and-potato cafes as well as some of the nation’s bestknown and most exclusive restaurants, such as the French Laundry in Napa Valley’s wine country and California cuisine pioneer Chez Panisse in Berkeley, California, which sued its insurer, AMCO, for breach of contract earlier this month. “The servers, cooks, farmers, ranchers and other hard-working people in the Chez Panisse family are seeing their livelihoods in jeopardy because AMCO has declined to live up to its responsibilities,” said Alice Waters, Chez Panisse’s owner. President Donald Trump weighed in on the thorny issue in April when he told reporters that he suspected many insurers were dodging their obligations. “You have people that have never asked for business

interruption insurance (payments) and they’ve been paying a lot of money for a lot of years for the privilege of having it,” Trump said. “And then when they finally need it, the insurance company says, ‘We’re not going to give it.’ We can’t let that happen.” Although sympathetic to their policyholders’ plights, insurers say most business interruption policies were designed to cover shutdowns caused by catastrophes such as hurricanes and terrorist attacks while excluding pandemics that cause widespread losses too staggering to cover, even for an industry sitting on $850 billion in reserves. Only a small number of businesses sought additional coverage that specifically includes losses caused by pandemics, said David Sampson, CEO of the American Property Casualty Insurance Association, an industry trade group. Even so, Lloyd’s of London has estimated the insurance industry still will pay out $107 billion in pandemic-related claims, more than the combined amounts doled out after the terrorist attacks in September 2001 and Hurricane Katrina in 2005. Besides businesses that bought special coverage, the claims include payouts to major sporting and entertainment events that bought cancellation policies coverage, such as the Wimbledon tennis tournament that is collecting about $140 million under its pandemic policy. Insurers also are paying workers’ compensation claims for employees who get sick on the job. “This popular meme out there that the insurance industry isn’t paying for losses is just not true,” Sampson said. But the claims insurers are paying only a small fraction of the $231 billion to $431 billion in monthly losses piling up at U.S. businesses with fewer than 100 employees, according to the industry’s estimates. At that rate, insurers would have no money left to cover non-pandemic claims for auto accidents, home fires and even damages to businesses during the protests across the country since George Floyd died at the hands of Minneapolis police in May, according to industry consultant Robert Hartwig of the University of South Carolina’s risk and management center. The denial of business interruption coverage is also hurting bars across the country, many of which haven’t been able to o�er pick-up or outside dining like restaurants have. The Ivy Club, which also

o�ers live music during normal times its Albany, California, venue, has had to lay o� most of its 20-employee sta� since March and is now raising money from community donations while it fights its insurer over its business interruption claim. “Everything is so uncertain that we really don’t know what we are going to do,” said Summer Gerbing, one of the Ivy Room’s co-owners. Meanwhile, lawmakers in California and several other states have drawn up legislation that would force insurers to cover the business interruption losses that have piled up since March – a requirement that, if imposed, the industry is already vowing to fight as unconstitutional. The dispute boils down to whether business interruption policies can be applied to instances when there is no physical damage or destruction to a restaurant or store that is being prevented from conducting business as usual. In one of the first decisions issued on that question earlier this month, a Michigan state judge sided with an insurer’s rejection of a claim for $650,000 for two months of losses that Nick Gavrilides said he su�ered at two restaurants, the Soup Spoon Cafe in Lansing, Michigan, and the Bistro in nearby Williamston, Michigan. Gavrilides’ lawyer, Matthew Heos, contended business interruption coverage should apply because authorities prohibited customers from physically entering the property, an assertion derided as “nonsense” by Judge Joyce Draganchuk during a July 1 hearing posted online. “There has to be something that physically alters the integrity of the property,” Draganchuk concluded in her dismissal of Gavrilides’ case. Gavrilides is now serving customers inside both restaurants but only at half capacity, a restriction that is making it di�cult to stay open even though they are operating with skeletal sta�s. The Soup Spoon Cafe now has 12 to 15 employees, down from 40 just before the pandemic. “It’s literally day to day for us now,” Gavrilides said. “I feel let down for everybody. I thought by paying my premiums for the past 14 years and it my service was ever interrupted, I would be rescued. But I guess that isn’t going to happen now.”

Stocks are drifting lower on Wall Street Tuesday following a mixed set of earnings reports from big U.S. companies. Most stocks in the S&P 500 were falling in afternoon trading, but the overall index erased an early loss to drift 0.1% higher. Caution continued to hang over markets, sending Treasury yields a bit lower and gold a bit further into record heights. The Dow Jones Industrial Average was down 55 points, or 0.2%, at 26,5297, as of 1:50 p.m. Eastern time, and the Nasdaq composite was down 0.2%. 3M was a particularly heavy weight on the market after dropping 4.2%. The maker of n95 masks and various other products for consumers and businesses reported a profit for the latest quarter that fell shy of analysts’ expectations. It said sales trends have been improving this month, but it also said there’s still too much uncertainty given the pandemic to o�er any forecasts for its future performance. McDonald’s lost 2.3% after it said its earnings during the spring plunged by more than two-thirds from a year earlier as the pandemic kept customers away. The results were weaker than Wall Street was expecting. Ecolab slumped 7.2% for one of the largest losses in the S&P 500 after it said its profit fell more steeply last quarter than analysts expected. The company sells sanitizing and other products to food service

companies and other customers, and it was hurt by shutdowns in travel and dining due to the pandemic. It also said, though, that it expects the latest quarter to mark the low point for the company. Still, nearly 45% of the stocks in the S&P 500 were rising. Utility stocks had some of the biggest gains. Health care stocks were also holding up better than the rest of the market. Among them was Pfizer, which climbed 4.5%. It reported a profit for the latest quarter that topped analysts’ expectations, even though it was down by nearly a third from a year earlier. It also nudged up its profit forecast for the full year after announcing the start of a late-stage trial of an experimental COVID-19 vaccine that it’s developing with German partner BioNTech. They’re the latest earnings reports in what’s to be a deluge this week, with more than a third of the companies in the S&P 500 on the schedule. Profits have so far been better than analysts were expecting, though they’re still on pace to be down nearly 42% from a year earlier, according to FactSet. The Federal Reserve is also beginning a two-day meeting on interest rates, with an announcement scheduled for Wednesday. Investors largely expect the central bank to keep short-term rates at their record low, but they’re also looking to hear what it says about how long they may stay there. The Fed helped launch the stock market’s

recovery in late March after slashing interest rates and promising to buy Treasurys, corporate bonds and other debt to prop up the economy. On Tuesday, the Fed said it will extend the lives of seven of the lending programs by three months through the end of the year, an acknowledgment of the severity of the recession. The S&P 500 is back to within 5% of its record set in February, after earlier being down nearly 34%. Massive aid from Congress also helped that turnaround to erupt, but a big part of it is about to expire on Friday: $600 in weekly unemployment benefits. Such support has taken on more importance as a report last week showed an unexpected tick higher in the number of workers filing for jobless benefits. Rising coronavirus counts across the Sun Belt have pushed many businesses to close down again. Many investors are hopeful that Democrats and Republicans can reach a deal on more aid for the 16 million or so Americans who are getting unemployment benefits, even though the two sides still seem to be far apart. “They’re going to get to a resolution eventually, it’s just how the sausage is made is going to take a little longer and that’s causing a little trepidation,” said Ryan Detrick, chief investment strategist for LPL Financial. The yield on the 10-year Treasury note edged dipped to 0.57% from 0.60% late Monday. It tends to move with investors’

expectations for the economy and inflation. Gold, which has rocketed this year on worries about the economy, rose $13.70 to $1,944.70 per ounce. It earlier touched $1,974.40 to set an intraday record for the second straight day. Benchmark U.S. crude oil lost 1.3% to $41.07 per barrel. Brent crude, the international standard, slipped 0.7% to $43.61 per barrel. Stock markets overseas were mixed. In Asia, Japan’s Nikkei 225 index slipped 0.3%, but South Korea’s Kospi gained 1.8% and the Hang Seng in Hong Kong rose 0.7%. Stocks in Shanghai added 0.7%. In Europe, Germany’s DAX was virtually flat, and France’s CAC 40 fell 0.2%. The FTSE 100 in London rose 0.4%. End of trading update: A late slump left stocks broadly lower on Wall Street Tuesday, while cautious investors continued to push money into gold and Treasurys, leaving gold at another record high. Weak earnings from several big U.S. companies also dampened the mood. The S&P 500 gave up 0.6% after falling steadily in the last hour of trading. Weakness in technology stocks pulled the Nasdaq down 1.3%. A sizable loss in 3M pulled the Dow Jones Industrial Average lower. The maker of n95 masks reported earnings that fell shy of analysts’ expectations. McDonald’s also dropped after reporting earnings for the spring that were weaker than analysts had forecast.

Dealing with heat in the garden BY GRANT MCCARTY CONTRIBUTOR

For the most part, your vegetable garden is growing as it should this season. In the Rockford area, we’ve had some reports of disease and insect problems but nowhere near the issues we encountered in June 2019 with the record rainfall. The main challenge currently facing your vegetable garden this season is the heat and infrequency of rain. Every vegetable plant tends to react di�erently to periods of heat when we endure temperatures beyond 85° F during the day and 70°s F during the night. Many

of your summer crops like tomatoes, squash, peppers, sweet potatoes, and others will tend to thrive in this period. But it depends highly on the growth stage of your plants. Sometimes we receive calls in our University of Illinois Extension o�ces asking why their plants have many flowers and not any vegetables developed. Heat is the main culprit. These hot periods will make pollen unavailable for pollinators like bees to be able to properly assist in pollination. So, the flowers may just sit there and/or fall o�. You may also have vegetables on your plants that are not ripening. Yet again, this is most likely

due to the heat. You might also notice drooping of the leaves of your plants which can look like you need to water the plants. It’s important to recognize that the plants will naturally do this when it gets too hot and will then bounce back in the evening when temperatures cool down. This drooping of leaves may not signify that you need to water your plants. However, it certainly could and you need to check to see if you need to water your plants. During these hot periods, there isn’t much that you can do to remedy the situation. Try to ensure you are not overwatering

by having a rain gauge nearby. Your plants need close to 1 ½” of water a week during the growing season. To determine if you need to water, place a finger near the main part of the plant and if it’s extremely dry, it is time to water. Mulch, like straw, could be applied around the base of your plant to help in keeping the plant cooler. If you are growing vegetables in containers, expect to water those every single day as they dry out frequently. Just as momentum was building to more aggressively address the problem of climate change the arrival of the coronavirus became the issue of focus. It has yet to be resolved and some concern is being expressed that it could be with us for some time. For now the basic strategy is to wear masks in public, practice social distancing and avoid large group gatherings.

While the pandemic remains with us the need to address climate change also remains. While the coronavirus has already seriously disrupted the global economy, its impact is expected to be short term if medical strategies for addressing the problem dramatically improve. In contrast, climate change is ongoing and it, too, is disrupting the global economy in multiple ways through higher air and water temperatures, increased storm intensities, floods, wind

damage, droughts, deforestation, fires and economic inequalities adding to global economic woes. The spread of the virus was accelerated by government policies that failed to adequately address its presence quickly and in an aggressive manner. It leads to a justifiable concern that governments may fail to address environmental issues such as climate change in a timely and e�ective manner. Hopeful developments exist in the ongoing expansion of renewable energy and energy e�ciency to power the economy, such as Apple Computer’s determination to extend environmental reforms throughout its supply chain. While a transition to 100% renewable energy remains an expressed goal of many governmental leaders, securing the funding to implement the goal has become far more challenging with the arrival of covid-19. There is a growing recognition that existing global and national trends have us headed into far more stressful lives for humans and other life forms. Despite a growing sense of doom, e�orts to work toward a better future are ongoing. While multiple actions are occurring, increased interest is directed at the potential reorganization of the global economy as it is seen as the source of our ecological and economic deterioration. One approach is embedded in what is called The Great Reset as envisioned by the World Economic Form. It sees the covid-19 pandemic and economic collapse

as an opportunity to move forward on their global agenda. While some issues such as climate change need to be addressed from a global perspective, other approaches to building a more sustainable society can be approached from the local perspective. Questions we need to raise and address at the local level include: from environmental, sustainability and economic perspectives what is being done locally that should be continued, what should be added or modified and what should be abandoned? One interesting example comes from a slaughtering facility in Germany. The facility was closed due to an outbreak of covid-19; a study of the facility concluded that it had not been built with any consideration given to the challenges which would occur with the arrival of a virus and what must be redesigned to address implications of the virus. The approach was a technological solution making the facility safer for the workers. But the long term issue of reducing the production of climate changing gases could also question the continuing growth of human populations and increasing meat consumption. Addressing climate change from the perspective of the need to abandon unlimited growth on a finite planet would lead to the need to address the question of how much consumption is enough to meet everyone’s needs but not their greed. Dietz and O’Neill attempt to answer that question in their book Enough is Enough.
