Pritzker stops in Rockford to sign new legislation By Jim Hagerty Reporter
ROCKFORD - Gov. J.B. Pritzker was in Rockford Tuesday and signed two pieces of legislation aimed to protect law enforcement officers. The first bill, SB 1862, strengthens Scott’s Law, a state statute that mandates drivers to slow down, move over when approaching stopped police vehicles. Tuesday’s signing expands the law to include first responders, department of transportation workers, and anyone authorized to work on Illinois roadways. Fines are now $250 for a first offense, $750 for a second or subsequent violation, with a maximum of $10,000. Violating Scott’s Law is also now Class A Misdemeanor if the offense results in damage to another vehicle. A offense can
be charged as a Class 4 felony if someone is injured or killed. The governor also signed SB 2038, which requires the Illinois Secretary of State to include a question relating to Scott’s Law violations on its written driver’s license examination. “There are few times that this office weighs heavier on me than when we lose someone who has dedicated their life to our state,” Pritzker said. “The depth of grief by their families is boundless. That grief is compounded by the senselessness of a death caused by a driver who is distracted, or careless or rushed. This (law) is how we keep our heroes, our first responders – our workers – as safe as possible in their line of work. The people of Illinois get to live their lives because law enforcement officials go
to work each day risking theirs.” The new law creates the Move Over Task Force which will study Scott’s law violations and their causes. Otherwise known as the “Move Over Law,” Scott’s Law is named after Chicago Fire Lieutenant Scott Gillen, who was killed by a drunk driver in 2000 while assisting at a crash on the Dan Ryan Expressway. Tuesday’s signings come after two Illinois State Troopers were killed in the line of duty this year. Trooper Christopher Lambert died Jan. 12, after being struck by a car while he was investigating a prior crash on I-294 in Northbrook. Trooper Brooke Jones-Story was hit by a tractor-trailer in March during a traffic stop on Route 20 near Freeport.

Top aides leave Dem campaign arm amid diversity complaints By Alan Fram

WASHINGTON (AP) – A mass departure of top aides shook the House Democrats’ campaign arm Tuesday, an exodus that followed complaints from Hispanic and black lawmakers that the organization’s staff lacked diversity and that came amid a war of words between the party and President Donald Trump over race. Rep. Cheri Bustos, D-Ill., chairwoman of the Democratic Congressional Campaign Committee, said in a statement late Monday that she had “fallen short” and promised to “work tirelessly to ensure that our staff is truly inclusive.” Executive Director Allison Jaslow announced her departure Monday, and a DCCC aide said five other senior aides had also resigned hours later. The tumult comes as race has become a partisan battlefield, following a series of Twitter attacks by Trump on House Democrats of color. In his latest blasts, he has disparaged Democratic Rep. Elijah Cummings and his city of Baltimore, which is majority black, as a “disgusting” place where “no human being would want to live.” The shakeup also occurred as both parties are already fundraising and recruiting candidates for the elections in 2020, when Democrats will be defending their House majority. The DCCC outspent its counterpart, the National Republican Congressional Committee, in 2018 elections that saw Democrats gain House control after eight years in the minority. Lawmakers complaining about the
DCCC’s staff have included Texas Democratic Reps. Filemon Vela and Vicente Gonzalez and Ohio Rep. Marcia Fudge, a member of the Congressional Black Caucus. Bustos, 57, became chairwoman of the campaign committee following the 2018 elections, arguing she would be effective because she has represented a swing district that supported Trump in 2016 and knew how to win in such areas. Democrats owed their 2018 triumph to winning closely divided districts, especially in suburbs. Hispanic lawmakers became disenchanted after Bustos replaced top staffers, including many minorities, with aides who were largely white, said an aide to Gonzalez who spoke on condition of anonymity because he wasn’t authorized to discuss the matter publicly. New committee leaders often name longtime aides to their staffs. In a statement last weekend, Gonzalez and Vela said the DCCC was “in complete chaos.” They said Bustos should appoint a person of color to be executive director “to restore confidence in the organization and to promote diversity.” Fudge also told Politico, which first reported about the DCCC’s disarray, about her unhappiness regarding the committee’s lack of diversity. “It is shocking, and something needs to be done about it,” she said. Gabrielle Brown, spokeswoman for the Congressional Black Caucus, said black House lawmakers have been holding meetings with DCCC officials for months and expressing similar concerns.
None of the lawmakers complained about the DCCC’s performance this year in raising money and finding candidates to challenge Republicans, the committee’s main job. But liberals in and out of Congress were angered when Bustos announced the DCCC would not do business with political consultants who help Democrats challenging incumbent House Democrats. Much of DCCC’s money comes from dues paid by House Democrats, and incumbents have argued that an organization they finance should not give some of its lucrative business to consultants who work for challengers trying to unseat them. Many Democrats were also unhappy when Bustos planned to attend an event in support of fellow Illinois Democratic Rep. Dan Lipinski, an abortion opponent and one of the most conservative House Democrats. Bustos ended up not attending. A House leadership aide said top Democrats largely faulted the now-departed Jaslow for not quickly responding to the complaints. The aide, who spoke on condition of anonymity because he wasn’t authorized to discuss the situation publicly, said leaders did not believe Bustos should leave her post. Jaslow, an Iraq War veteran, said in a statement that “sometimes selfless service means having the courage to take a bow for the sake of the mission – especially when the stakes are so high.” Bustos has appointed a council of aides to search for a permanent replacement for Jaslow.

A town known for garlic grapples with grief after shooting BY KATHLEEN RONAYNE AND JULIE WATSON ASSOCIATED PRESS
GILROY, Calif. (AP) – Only a few days ago, Gilroy was known for one thing: garlic. The rural community near San Francisco lived and breathed the prized, pungent crop. Now it’s the site of the latest U.S. mass shooting. A 19-year-old gunman slipped into the annual Gilroy Garlic Festival on Sunday evening and fired a military-style rifle before police shot him to death. Hundreds of residents held a candlelight vigil Monday night to mourn a 6-year-old boy, a 13-year-old girl and a New York college graduate who were killed. As they raised votive candles, long tapers or tea lights, they also raised their spirits in the defiant cry of “Gilroy Strong.” A sign with the phrase underneath an American flag covered in two garlic cloves hung from the front of the stage. “We cannot let the bastard that did this tear us down,” Mayor Roland Velasco declared to cheers. It was the cry heard so often after shootings at schools, parks, movies, nightclubs and festivals nationwide. The shooting brought out renewed demands for national gun control by politicians in California, which already has some of the strictest firearms laws in the nation. Gov. Gavin Newsom called for controls on high-powered, high-capacity guns that he labeled “weapons of mass destruction.” “It keeps happening, over and over and over again, on their damn watch,” Newsom told reporters. “I can’t put borders up in a neighboring state where you can buy this damn stu� legally.” The shooter, Santino William Legan, legally purchased the military-style rifle this month in Nevada, where his last address is listed. Under a California law that went into e�ect Jan. 1, residents younger than 21 are barred from buying guns unless they are in the military or law enforcement. Those 18 and up can buy guns in Nevada. Authorities sought a motive for the killings. On the day of the attack, Legan urged his Instagram followers to read a 19th century book popular with white supremacists on extremist websites. He also complained about overcrowding towns and paving open space to make room for “hordes” of Latinos and Silicon Valley whites. Legan also posted a photo from the Gilroy Garlic Festival minutes before opening fire, saying, “Come get wasted on overpriced” items. His since-deleted Instagram account says he is Italian and Iranian. Authorities said they are reviewing his social media for clues. They say he appeared to fire at random and that police patrolling
the event responded within a minute and killed Legan as he turned the weapon on them. Five people were still in hospitals, Bay Area station KTVU reported Tuesday. Legan grew up less than a mile from the park where the city known as the “Garlic Capital of the World” has held its three-day festival for four decades, attracting more than 100,000 people with music, food booths and cooking classes. Police searched Legan’s vehicle and his family’s home, leaving with paper bags. Authorities also searched an apartment they believed Legan used this month in remote northern Nevada. Big Mikes Gun and Ammo, which appears to be a home-based internet gun shop in Fallon, Nevada, said on its Facebook page that Legan ordered the rifle o� its website and “was acting happy and showed no reasons for concern” when the store owner met him. The post said the owner was “heartbroken this could ever happen.” The shooting followed mass killings in California that include an attack at a Thousand Oaks bar where 12 people died in November and a 2015 terrorist attack that killed 14 in San Bernardino. Police had training in responding to an active shooter. While they prepared for the worst, they never expected to use those skills in Gilroy, roughly 80 miles (176 kilometers) southeast of San Francisco. The city required people to pass through metal detectors and have their bags searched. Police, paramedics and firefighters were stationed throughout one of the largest food fairs in the U.S. Legan bypassed those security measures by cutting through a fence, Gilroy Police Chief Scot Smithee said. Some witnesses reported a second suspect, and authorities were trying to determine if he had any help. The gunfire sent people in sunhats and flip-flops running away screaming. Some dove for cover under the decorated food booth tables. Others crawled under a concert stage, where a band had started playing its last song. The youngest victim, Stephen Romero, described by his grandmother as a kind, happy and playful kid, had just celebrated his sixth birthday in June at Legoland in Southern California. “My son had his whole life to live, and he was only 6,” his father, Alberto Romero, told San Francisco Bay Area news station KNTV after the shooting. Also killed was 13-year-old Keyla Salazar from San Jose. The teen was eating ice cream with family when they heard gunshots and began to flee, said her aunt, Katiuska Vargas. The teen stayed back to keep pace with a relative who uses a cane and was shot with
a bullet that otherwise might have hit the woman, Vargas said. Keyla’s stepfather was wounded as he went back for her. “She was such a caring person,” Vargas said. “She would give everything to other people ... We lost a really beautiful life.” The oldest victim was Trevor Irby, 25, who graduated in 2017 from Keuka College in upstate New York. Troy Towner said his sister, Wendy Towner, was at the festival with her business, the Honey Ladies, when she saw a man with a gun climb over the fence. She yelled at him: “No, you can’t do that!” The gunman shot her in the leg and her husband three times, while a young girl dragged their 3-year-old son under a table, Towner wrote on a fundraising page he set up for his sister. Legan then approached the couple as they lay motionless on the ground and asked if they were all right. They didn’t move, fearing he would finish them o�, Towner wrote. Towner said his sister underwent surgery and was expected to have longterm nerve damage, while her husband faces many surgeries. Candice Marquez, who works for Wendy Towner and her husband, Francisco, told The Associated Press that she had gone to the bathroom and saw the gunman heading to their tent. She said her 10-year-old niece helped the toddler to safety. “She was brave,” Marquez said. Jan Dickson, a neighbor who lives across the street from the Legan family, described them as “a nice, normal family.” She said Santino Legan had not lived there for at least a year. “How do you cope with this? They have to deal with the fact that their son did this terrible thing and that he died,” Dickson said.

Trump administration, Democrats make progress on new NAFTA By Paul Wiseman and Kevin Freking Associated Press
WASHINGTON (AP) – Congressional Democrats appear to be moving from “no way” to “maybe” on President Donald Trump’s rewrite of a trade pact with Canada and Mexico. House Democrats have met four times with U.S. Trade Representative Robert Lighthizer, most recently on Friday, and both sides say they are making progress toward a deal that would clear the way for Congress to approve Trump’s U.S.Mexico-Canada Agreement, or USMCA. Democratic Rep. Earl Blumenauer of Oregon, who heads a House subcommittee on trade, declared a couple of months ago that there was “no way” Democrats and the administration could bridge their differences. Lately, he’s reconsidered. “In the course of the last two months, we have seen significant progress,” Blumenauer said. Negotiators so far have not offered details on where they’re making progress.
Democrats want the agreement to include stronger protections for workers and the environment. They also are seeking to jettison a provision they see as a giveaway to big pharmaceutical companies. Talks could still fall apart. Meetings between congressional staffers and officials from Lighthizer’s office during Congress’ August recess could prove critical. House Democrats working on USMCA will submit text next week to the administration “memorializing the concrete and detailed proposals that we have made.” They called on the administration to do the same. “It is time for the administration to present its proposals and to show its commitment to passing the new NAFTA and delivering on its own promises,” the Democratic lawmakers said. Supporters of USMCA are pushing for a deal before the 2020 election campaign heats up, which could make it harder for Democrats and Republicans to

compromise. A senior administration official, who spoke on condition of anonymity to discuss internal deliberations, said there was growing optimism within the administration about USMCA’s prospects amid signs that House Speaker Nancy Pelosi was willing to work toward a compromise. “The smart money in Washington is that USMCA will pass this fall following a bargain,” said Daniel Ujczo, a lawyer with Dickinson Wright in Columbus, Ohio, who specializes in North American trade. “However, it is just as likely that we will be in a ‘bump and blame’ scenario where the president can blame Speaker Pelosi and Speaker Pelosi can blame the president.” By ratifying the agreement, Congress could lift uncertainty over the future of U.S. commerce with its No. 2 (Canada) and No. 3 (Mexico) trading partners last year and give the U.S. economy a modest boost. U.S. farmers are especially eager to make sure their exports to Canada and Mexico continue uninterrupted. Rep. Cheri Bustos of Illinois, who oversees efforts to get Democrats elected to the House, said Pelosi “understands the sense of urgency” about USMCA among some lawmakers who represent rural districts. “The hope is that we can get to a yes,” Bustos said. “But first and foremost, it has to look out for working men and women in our country.” The USMCA is meant to replace the 25-year-old North American Free Trade Agreement, which eliminated most tariffs and other trade barriers between the U.S., Mexico and Canada. Critics – including Trump, labor unions and many Democratic lawmakers – called NAFTA a job killer for America because it encouraged factories to move south of the border, take advantage of low-wage Mexican workers and ship products back to the U.S. duty free. Lighthizer last year negotiated a do-over with Canada and Mexico. But it requires congressional approval. He sought to reach a deal that would win over Democrats. It includes provisions designed to nudge manufacturing back to the United States. For example, it requires that 40% to 45% of cars eventually be made in countries that pay autoworkers at least $16 an hour – that is, in the United States and Canada and not in Mexico. Vice President Mike Pence highlighted the carmaker provisions during a speech Tuesday in Lancaster, Ohio, where officials are beginning construction of a car seat manufacturing plant. He’s been
traveling to states the Trump administration believes would most benefit from a new agreement. I mean, this state has so much to gain from the USMCA,” Pence said. “And so, for Ohio, for the automotive industry, and for America, we’ve got to get the USMCA done. And we got to get it done this year. “ But Democrats say it still doesn’t go far enough. Democrats are also lined up against a provision of USMCA that gives pharmaceutical companies 10 years’ protection from cheaper competition in a category of ultra-expensive drugs called biologics, which are made from living cells. Shielded from competition, critics warn, the drug companies could charge exorbitant prices for biologics. Congress is supposed to give trade agreements an up-or-down vote, no amendments allowed. The reality is different. Despite those so-called fast-track provisions, Congress has managed to pressure past administrations into making changes to the last four U.S. free-trade agreements before approving them. The trade pact picked up some momentum after Mexico in April passed a laborlaw overhaul required by USMCA. The reforms are meant to make it easier for Mexican workers to form independent unions and bargain for better pay and working conditions, narrowing the gap with the United States. Mexico ratified USMCA in June. But Democrats are also watching whether Mexico budgets enough money later this year to provide the resources needed for labor reform. In Washington, lawmakers are getting pressure from all sides. Business and farm groups want the new deal approved as soon as possible. Meanwhile, labor, environmental and other activist groups last month declared a “No Vote Until NAFTA 2.0 is Fixed” day and collected 300,000 signatures on petitions demanding changes to the trade pact. “The only way forward is making the fixes,” said Lori Wallach, director of Public Citizen’s Global Trade Watch. Trump has repeatedly threatened to withdraw from the existing NAFTA – it remains in effect – if Congress won’t OK his version. But analysts say that pulling out of NAFTA would squeeze automakers and farmers. “The president knows that his voters here in the heartland and manufacturing Midwest cannot take another hit – we hope,” Ujczo said.

Loophole allows families to get aid meant for needy students By Collin Binkley Associated Press
The U.S. Education Department is being urged to close a loophole that has allowed some wealthy families to get federal, state and university funding that’s meant to help needy students. Federal authorities were notified last year that some parents in Illinois were transferring custody of their children to friends or relatives to make it appear they came from poorer backgrounds and to make them eligible for more financial aid. Disclosure of the practice comes at a time of intense debate over the fairness of college admissions. Earlier this year, federal authorities say they uncovered a sweeping scheme in which wealthy parents paid bribes to get their children into elite universities across the nation . In the latest case, officials at the University of Illinois reported the scheme to the Education Department’s independent
watchdog after finding several cases there. In total, the school says it has found 14 students involved. Andy Borst, the university’s director of undergraduate admissions, said the strategy appears to be legal but ethically questionable. By tapping into funding for needy students, he said, wealthy families are depriving students who legitimately need the help. “Financial aid is not infinite,” he said. “There are students who are eligible for need-based aid who are not receiving their awards because the state runs out.” The Education Department’s inspector general declined to say whether it’s investigating. But it’s recommending that the department add new language to its rules to close the loophole. Under the proposed language, changes of guardianship would not be recognized by the department “if a student enters into a legal guardianship but continues to
receive medical and financial support from their parents.” Department officials did not immediately comment to say whether the change would be implemented. The scheme, which was first reported by Pro Publica and The Wall Street Journal, has been traced to clusters of parents in Chicago suburbs. It’s unclear how widespread it is being used. According to the news organizations, some parents were advised to pursue the strategy by a college consulting firm called Destination College, based in Lincolnshire, Ill. The company did not return a request seeking comment. Mark Sklarow, CEO of the Independent Educational Consultants Association, says both the transfer of guardianship and the college bribery scandal are symptoms of the spiraling cost of college tuition. Still, he said the custody scheme is unethical and unfairly robs students of actual need.
“Guardianship laws are designed for when parents are unable or should not be responsible for a child’s well-being,” he said. “It isn’t something that is meant to be traded away in order to beat the system.” The University of Illinois is still deciding whether to provide its own need-based aid to students who have used the scheme, but officials say they’re required to continue channeling Pell Grants and other federal student aid to those students. In the meantime, the school has added new questions for applicants who have had changes in guardianship, asking who pays their cellphone bills and medical insurance. But the school is wary of making the process overly complex for students who really need help. Borst said he knows of at least five other Illinois schools that have uncovered the scheme but declined to say which ones. Sklarow, of the consultants association, said he hadn’t heard of it outside Illinois.

Patrick Pursley has full load since acquittal By Jim Hagerty Reporter
ROCKFORD - Two spine surgeries, a growing organization that helps at-risk youth, a new nonprofit and line of speaking engagements. That’s been Patrick Pursley’s life since he was acquitted of first-degree murder six months ago. While he sat in court like hundreds of others accused of crimes in Winnebago County, he was no ordinary defendant because his case was far from ordinary. Pursley spent 23 years of a life sentence in prison before winning a new trial in 2017. Judge Joe McGraw found him not guilty Jan. 16 after a two-day bench trial. Pursley, now 53, was convicted of fatally shooting Andy Ascher on April 2, 1993, during a robbery in the parking lot of an east-side condo complex. The Rockford Police Department was certain they had their man and went to great lengths to present the murder weapon. It was a Taurus 9mm, the state alleged, a gun owned by Samantha Crabtree, Pursley’s girlfriend at the time. Crabtree even told police she was with him on the day of the crime and he implicated himself. Pursley maintained such a conversation never took place and that he was nowhere near the crime scene. Crabtree would later recant her statement, claiming police coercion. It didn’t matter though. Ballistics tests told
another story. During retrial, firearms experts showed that the state’s findings were wrong. The bullets and shell casings recovered from the scene were fired from a different gun, something Pursley had been saying for more than two decades. With two trials and a nearly a quarter century in Stateville Correctional Center behind him, Pursley has a new focus. I Am Kid Culture, the nonprofit he started in prison, is growing. Through the organization, he is looking for community partners to help Rockford change how the city values kids with challenging circumstances. There are roadblocks though. A product of the state foster care system, Pursley knows how things like PTSD, poverty and marginalization are linked to crime, one of Rockford’s perpetual hot-button issues. Every year, more kids who are exposed to inter-generational poverty and abuse, are bombarded with negative media that promote sex, violence and materialism that only make matters worse. It’s easier, Pursley says, for a kid pick up a gun instead of a book. That’s why he wants to get the I Am Kids Culture curriculum into everybody’s hands. “We want to detail our curriculum to cater to company and organizational needs,” he said, “not only to get kids ready to go to work there, but for them to understand their own circumstances and how to
work your way up to a safer place in life.” The group also uses performing arts to send that message. I Am Kid Culture is working on its second album, a mixed tape of performances by local young people. The first, “Choices,” features gospel music, spoken word and a rap about the importance of good grades. “Hustle in Peace,” is in the works. I Am Kid Culture also participated in Chicago’s Complex Con, an effort sparked by what Pursley says will only strengthen Rockford’s relationship with kids who too often fall between societal cracks. “We are looking for partners because we want to do practical things for the community,” Pursley said. “They are educational and teach kids their own value but also educate the public of the need in the more impoverished communities.” In Rockford, that means the west side, Pursley said. “Impoverished communities play a large part in the economic revenues for municipalities,” he said. The problem though, he said, is that that too many of the dollars generated on the west side are punitive, fines for criminal penalties that are, in the end, fiscally draining on the system. A shift would mean buy-in from the criminal justice community. “We need to look at more holistic ways
to in order to move kids out of detention centers and jails and into jobs,” Pursley said, adding that showing someone who’s ingrained with the notion that the streets are all he or she will know that they have value is the first step. “Kids need a trajectory through the city, through the state, through (I Am) Kid Culture to guide them from the lower grades all the way up.” Another somewhat dubious fruit of Pursley’s 25-year-ordeal with the legal system is Wrongful Conviction Consultants, another organization he formed that advises convicts about the steps to appeal their verdicts. So far, it’s paying off in courtroom experience. A jailhouse lawyer while behind bars, Pursley is currently working as a paralegal for a defense attorney, who’s also an exoneree, in a downstate murder trial. And as the word gets out, he says he’ll only get busier. “The phones rings about six times a week,” he said. Pursley’s recent speaking engagements have been at the University of Illinois at Chicago and Northwestern University, home of the Center on Wrongful Convictions, which took his case in 2007 and worked it all the way to acquittal. Big Show - Big Footprint By Allen Penticoff Columnist
Last week was the 50th anniversary of the Experimental Aircraft Association’s (EAA) convention being held in Oshkosh, Wisconsin. Now called AirVenture, this absolutely huge aviation event was once held in Rockford from 1959 until 1968 (the first fly-in was in 1953 near Milwaukee). I joined the EAA at age 14 in 1968. While there have been lapses in my membership and attendance at the annual event over the years, I still hold my original member number of 47330. The new member numbers are well above a million. My memory is fuzzy. I do recall attending the last event in Rockford, and I know I rode my motorcycle there at the ripe age of 16, but I’m not sure about 1969. Did I go with someone? Where was I when Neil Armstrong landed on the moon. It seems to me I was in Oshkosh at the time. Anyway, the event has grown exponentially over the decades and many, including myself, believe it is too big. But just when I am at my most jaded about the whole thing, I encounter people experiencing it all for the first time. They are in Wonder Land and full of excitement. I tire of much of the daily airshow - yet there are things in the sky that provide a rare glimpse of aviation history or technology - truly amazing things sometimes. I went this last week, but spent most of my time sailing, golfing or hanging out with friends off the airshow grounds. I spent just one day wandering the grounds looking for the interesting, the new and the excellent. Old to new there is much to see. I particularly delighted in meeting a couple with
a home-built one of a kind stagger-wing cabin biplane that was a burgundy color. Mrs. owner had dyed her hair to match (the owners were senior citizens). I spent time hanging out at the EAA Seaplane Base on Lake Winnebago. This is an event almost unto itself. Its own camping, activities and forums. It attracts a lot of spectators like me as well. There are two night airshows complete with a substantial fireworks display - that this year included two huge “mushroom clouds” of black powder explosions. Saturday’s night show was bolstered by a line of clouds with intense internal lightning. That made quite the dramatic backdrop. Explosions of buckets of gasoline to simulate bomb drops have long been a part of the airshow when WWII vintage bombers are flying up the runway. Another visible source of carbon is the regular use of “smoke oil” to trace the flight of planes through their routines. This year there were performance demonstrations by Air Force A10s, F-22s and F-35s. I had a front row seat on this action, watching from the east side of the airport, the insanely powerful F-22 and particularly the F-35 roar right over our heads then climb to the heavens in glowing afterburner. It is truly deafening and earth shaking. These machines can do amazing maneuvers as well. When vintage jets fly - they are meek and quiet in comparison. But it is obvious the newer jets are burning their massive quantities of Jet-A kerosene much more efficiently. Both have a big blue flame in afterburner, while the pair of Mig 17s that flew at night had long orange afterburner exhausts. All this wonderful airplaney stuff and
here sits Mr. Green Car pondering the carbon footprint of this annual event. For six decades this has been going on. In all this time of getting bigger and bigger, there has been an exponential growth in the amount of fuel burned in all that happens. No longer a few homebuilt airplanes gathering with owners sleeping in pup tents. It is now an event that has large motorhomes by the thousands in the campgrounds from all across the continent (due to rain flooding the campgrounds, on Sunday July 21, there were 18 miles of campers pulled off the side of US 41 with nowhere to go). Airplanes from tiny light sports to huge corporate jets fly in just to attend. Huge vintage bombers and fighters fly-in to perform and to be seen. There is a startling number of privately owned vintage military jets. The U.S. military brings some kerosene burning planes to perform and to be seen. This year the Air Force had a giant C-5 Galaxy cargo plane on display and people were freely wandering through it. During the event there are a lot of support vehicles, shuttle buses, fuel trucks, and folks going out for dinner. It - all - burns - fuel. A LOT OF IT. Every kind of it. Electric planes are few and far between. Without even a rudimentary calculation, I believe that EAA’s Airventures are the hands down most carbon emitting events in the world. Nothing else comes close. Not the Indy 500, not Burning Man, or a Super Bowl. The giant magnet attracting airplanes, vehicles and people is like a star going super-nova - it all comes in, then explodes outward as all the mass returns from whence it came. On Monday follow
the show, Wittman Field is vacant. Only the closing crews remain to take down the tents (there is virtually no litter to clean up). Ghostly shadows are cast where the favorite airplanes were once parked and folks tramped the grass down around them. A Green New Deal would say this is too much. It is too terrible on climate change and must end. I could agree to that. But will all similar events be banned. Will we end all forms of entertainment that involve consumption of energy. I honestly don’t see us moving the needle much in this direction any time soon. And that’s the conundrum. We need to stop burning fossil fuels. We need to create lifestyles that have minimal environmental impact. Yet there is no incentive to do so. Not even the believers in climate change are doing much about changing their life, and those that are doing so are few. Even Mr. Green Car is a polluter for fun, I consumed much fuel dragging my sailboat to Lake Winnebago for this year’s AirVenture. I could have stayed home… but. I’ve said this a few times. For me, it is like being sent back in time to be aboard the Titanic. I try to tell the crew they are about to hit an iceberg but nobody will believe me. So I may as well listen to the band play and stand near a lifeboat. There will be a big price to pay for not listening to those voices from the future. I guess we are just planning to wait and see what happens. In the meanwhile, I’ll still promote reducing our impact on the environment despite my own occasional sins. Going green is catching on - if a bit slowly.

Police deal with Rockford gun violence By Jim Hagerty Reporter
ROCKFORD - The Rockford Police Department responded to several shootings over the past week including one involving a juvenile who allegedly fired at officers and a double homicide on the city’s east side. The double homicide occurred at about 8:30 p.m., Monday, in the 200 block of Hutchins Avenue. One victim, a man in his early 20s, was pronounced dead at the scene while the other, also a man in his 20s, died at a local hospital. Both men were found outside near the intersection of Hutchins Avenue and Pearl Street. Rockford Police Chief Dan O’Shea said details are still minimal but the investigation is active.
“Right now, it’s double homicide investigation,” O’Shea said. “We are working the scene. The detectives are here.” The killings mark the city’s 11th and 12th homicide of the year and the third shooting in Rockford on Monday. At approximately 10:30 a.m., a man was shot through his apartment door. His injuries were not life threatening. At around 10 p.m., a woman was also hit with gunfire while she was inside her residence in the 3300 block of Darwood Drive. She is expected to survive. Tuesday, July 23, A 14-year-old boy was arrested for allegedly shooting at Rockford police officers. O’Shea said that incident unfolded at around 7:45 p.m., when officers responded to a ShotSpotter alert in 1400 block of West
Street. Two officers located a group of subjects behind Washington Elementary School and began to approach. That’s when one of the subjects turned and fired at the officers, who were inside their squad car. The officers did not return fire. The juvenile was taken into custody a short time later and a firearm was recovered. He is charged with two counts of attempted murder of a police officer, three counts of aggravated discharge of a firearm and resisting a police officer. “Parents need to consider this,” O’Shea said. “There are 14-year-olds carrying guns. And if they are willing to fire at the police, they are presumably willing to fire at anyone. Having 14-year-olds walking the streets with handguns is completely unacceptable. Parenting needs to step up
in this city.” The chief said while overall crime is down, the number of offenses committed by juveniles is not moving in the right direction. So far this year, 31 suspects younger than 16 have been arrested for violent crimes. That’s two more than all of last year. “It’s a disturbing statistic,” O’Shea said. “We are only at July 23. That’s a bad number. We have to step up as a city – as one whole group to bring down juvenile crime.” As of this report, more than 50 people have been struck by gunfire in Rockford this year, a mark that’s down by about 30% from 2018. “We are reducing violent crime,” the chief said. “But having (50) people hit halfway through the year is not acceptable.”

US stocks end slightly lower amid mixed company earnings BY ALEX VEIGA

A mixed batch of corporate earnings helped drag the major U.S. stock indexes slightly lower Tuesday, pulling the market farther from its recent record highs for the second straight day. Mixed or disappointing reports from Under Armour, Dish Network, Corning, HCA and Beyond Meat and others weighed on the market. Capital One Financial slumped after the credit card issuer and bank disclosed that roughly 100 million people had some personal information stolen by a hacker. Apple climbed 3% in after-hours trading after its latest results handily beat analysts’ estimates. Homebuilders also bucked the broader decline after D.R. Horton reported strong quarterly results and positive gains in new home orders.
This week’s modest market pullback came as investors looked cautiously ahead to a key policy update from the Federal Reserve on Wednesday. That’s when the central bank is widely expected to cut its benchmark interest rate for the first time in a decade. The Fed has decided that a rate cut now — and possibly one or more additional cuts to follow — could help inoculate the economy against a potential downturn. “There’s just a lot of confusion on whether is there really going to be a rate cut, which the market seems to think there will be, and then if there’s going to be any indication of further rate cuts,” said Karyn Cavanaugh, senior markets strategist at Voya Investment Management. The S&P 500 index fell 7.79 points, or 0.3%, to 3,013.18. Despite its two-day slide, the benchmark index remains

within 0.4% of its all-time high set on Friday. The Dow Jones Industrial Average dropped 23.33 points, or 0.1%, to 27,198.02. The Nasdaq composite slid 19.71 points, or 0.2%, to 8,273.61. Small-company stocks fared better than the rest of the market. The Russell 2000 index rose 16.57 points, or 1.1%, to 1,585.60. Major stock indexes in Europe finished lower. Bond prices fell. The yield on the 10-year Treasury note rose to 2.06% from 2.05% late Monday. Even with the broader market pullback this week, indexes are still poised to close July with solid gains. Still, most of the companies that reported disappointing quarterly results Tuesday put investors in a selling mood. Gartner led the technology sector decline, tumbling 19% after the research company cut its earnings and revenue guidance. Under Armour plunged 12.2% after the sports apparel company’s revenue fell short of Wall Street forecasts. The company also said it expects a slight sales decline in North America this year and its overall profit forecast for 2019 is weaker than analyst forecasts. Dish Network slid 8.7% after the satellite television provider’s second quarter profit fell short of analysts’ forecasts. Beyond Meat slumped 12.3% after the plant-based burger maker reported a bigger loss than Wall Street anticipated during the second quarter and announced a stock sale. The loss and secondary stock o�ering overshadowed solid sales results and an increased sales forecast. O�shore drilling company McDermott International plunged 35.3% after it slashed its financial forecast and told
investors it will register a loss in 2019. Other companies got a boost after their latest results impressed investors. Procter & Gamble led consumer products makers higher after reporting results that easily beat Wall Street’s forecasts. The stock gained 3.8%. D.R. Horton climbed 5.7% after the homebuilder’s fiscal third quarter earnings and revenue topped estimates. The builder, which touted increased new home orders and prices, also authorized up to $1 billion in share buybacks. Horton’s results helped boost most other homebuilder stocks. Traders also had their eye on the trade dispute between the U.S. and China, as negotiators began a new round of talks. The lingering trade war between the U.S. and China has been cutting into corporate profit for some industries all year and has investors concerned that it will continue to crimp business investment and growth. Delegates from the U.S. and China are meeting in Shanghai this week in the latest round of negotiations, months after the trade spat escalated with more tari�s. President Donald Trump ramped up criticism of Beijing just as the new round of talks began Tuesday. In a series of tweets, Trump claimed China is trying to hold o� on an agreement until after the next U.S. elections. Trump threatened to get “much tougher” with China on trade if he wins in 2020. The remarks didn’t appear to have much of an impact on the market, however. “Investors are coming to the realization that this is going to be a long and drawnout process, and they can’t bet the farm every single time that there’s some type of announcement,” Cavanaugh said. Beyond earnings, trade and, investors were looking ahead to other potentially market-moving events this week, including a government jobs report on Friday. Benchmark crude oil rose $1.18 to settle at $58.05 a barrel. Brent crude oil, the international standard, gained $1.01 to close at $64.72 a barrel. Wholesale gasoline added 4 cents to $1.90 per gallon. Heating oil climbed 3 cents to $1.94 per gallon. Natural gas was unchanged at $2.14 per 1,000 cubic feet. Gold rose $9.30 to $1,429.70 per ounce, silver rose 13 cents to $16.50 per ounce and copper fell 4 cents to $2.67 per pound. The dollar fell to 108.60 Japanese yen from 108.80 yen on Monday. The euro strengthened to $1.1156 from $1.1146.

The Rockford Area Convention & Visitors Bureau will bring live music and workout experiences to Rockford’s Davis Park in July and August with a new event series called “Summer at Davis Park.” In total, six Workout Wednesdays and five Music at Davis Park concerts will take place during July and August. Each event is free to attend and open to all. Workout Wednesdays will occur every Wednesday July 24 through August from 5:30 - 7 p.m. The workouts are FREE and will feature high-energy music and exercise led by fitness instructors from the YMCA of Rock River Valley and a free Kid Zone for kids ages 5 – 12, with activities led by the Rockford Park District’s Youth Sports Department. Music at Davis Park events represent a variety of music genres and feature live bands, performers, food and beverage trucks and vendors. Concerts will take place every Thursday in August from 5 - 9 p.m. The concerts are free and open to all. General Questions
Where can I park? Parking is available in nearby surface parking lots at no cost, including the Rockford Park District lot at S. Main and Green Streets, and southwest of Davis Park at S. Main and Cedar Streets, both immediately west of the park. Directional signage will be available to help in identifying parking. Is there a cost for the event? No. The events are free! A great opportunity for community involvement! Weather-related cancellations In the unfortunate event of inclement weather, we may need to cancel the event. Workout Wednesdays
Are Workout Wednesdays family friendly? Absolutely! Teenagers and adults can
participate in the high-energy workouts with YMCA of Rock River Valley fitness instructors. The Rockford Park District’s Youth Sports Department will provide a focused Kid Zone Area for ages 5 – 12.

What time do Workout Wednesdays begin? Workouts begin promptly at 5:45 p.m. We encourage that you arrive around 5:30 p.m. to get settled. Workouts will end at 7 p.m.
What time will the concerts begin? Performances will begin approximately at 5 p.m. until 9 p.m.
What should I bring? We encourage that you stay hydrated. Please bring a water bottle. There will be a location onsite to refi ll your water bottle during these fun, high-energy workouts. What should I wear? Please wear closed-toe tennis shoes and workout clothing appropriate for an outdoor experience. On sunny days, visors and hats are encouraged along with sunscreen. Reducing carbon releases BY DRS. ROBERT & SONIA VOGL
Controlling Japanese beetles BY GRANT MCCARTY CONTRIBUTOR
Last week when visiting growers in the area, I saw on many di�erent fruit and vegetable plants Japanese beetles. While we thought a cold winter might impact the population, it is clear that it did not do much. The adult form of the Japanese Beetle is emerald green and it emerges from the soil in late June to feed in July and August. The adult form can be a fairly generalist insect, eating many di�erent types of plants. While they are eating, the adults will lay eggs in the soil where the grubs will feed on roots and decaying matter into the fall and winter. As temperatures get colder, they move downward and overwinter. In the springtime, pupation will occur and adults will emerge again. The rainy weather we saw this June most likely enhanced the severity that we are seeing so far with this insect. Japanese beetles are attracted to plants that are damaged as the beetles release a hormone when feeding. This is also why when you place a trap out you’ll have much more Japanese beetles than you would have ever had if you didn’t have a trap. Traps then are usually not recommended. If you do

have acreage, you might be able to get away with a trap; but, you would still regularly need to empty it. Another strategy is to knock the beetles into a soapy water in the morning. This tends to stun them with the soapy water drowning them. There are some insecticides you can use but keep in mind that some may a�ect your pollinators. Bacterial Milky Spore is a disease caused by a bacterium that can be applied to the soil to target Japanese beetle grubs. It will only target these type of grubs. While seen regularly as a solution, it usually is not e�ective, as the bacterium will not survive the winter and depends greatly on certain soil conditions. Beneficial nematodes, which are microscopic worms in the soil, could be applied to the turf in late July to target grubs. Your lawn has to stay moist for these nematodes to move through the soil. You will not often find these nematodes at home and garden centers so will need to order them online. Numerous approaches, including farming, are available to reduce practices that release carbon to the atmosphere. Industrial farming with proven productivity is being challenged in various ways. The state of Bavaria, Germany, has passed legislation supporting organic farming. In California, a judge has approved an award to a citizen suing for damages associated with exposure to the widely used chemical known as Roundup. The manufacturer is expected to challenge the award. Although industrial farming relies on fossil fuels, there are many approaches to reduce the use of the fuels. One method is to raise what is known as kernza, a form of perennial wheat which reduces the number of tractor runs in the field thus cutting carbon emissions. It has a deep and dense root system which contributes to organic soil material leading to fixing carbon in the soil. It requires less nitrogen fertilizer reducing fossil fuel use. Based on the Land Institute’s success with kernza, Keynote speaker Steve John of the Agricultural Watershed Institute will explain how perennial biomass may enhance farming in the Midwest. Industrial hemp is another plant which has environmental benefits, can be used to produce fuel and paper and is useful in construction. One acre of hemp can produce as much paper annually as four acres of forest. It releases a high level of oxygen during its growth and when burned as a fuel has a reduced impact on climate change, acid rain and ozone depletion according to its advocates. Hemp is naturally resistant to pests reducing the need for pesticides and herbicides and lowers fertilizer needs. It can replace cotton in cloth and flax fiber or seed for animal feed or bedding reducing pesticide use. Its deep roots seek ground water, cut soil erosion and provide nitrogen and other nutrients to the soil. It also can replace many chemicals derived from oil, including plastics. Hemp products can be recycled and reused and are biodegrad-
able. At an earlier Renewable Energy and Sustainability Fair, Ralph Bronner of Dr. Bronner’s Soaps addressed the family firm’s support of industrial hemp and reliance on organic suppliers for their products as a means to cut carbon emissions. Quinoa, a native plant of the high Andes, is both eaten by indigenous people and used as animal feed. It has drawn increasing commercial interest as it can be grown in saline soils, nutrient poor soils and drought stressed marginal soils. It holds potential as crop which might be more useful as the climate becomes less suitable for currently dominant agricultural crops. With increased interest its price has risen dramatically undermining its a�ordability for indigenous people. While most of these alternative agricultural crops are in the early stages of market development, they are increasingly gaining commercial acceptance. Lin Vogl, IREA Sustainability Coordinator, will present working toward a sustainable, healthy diet, including using nutritious grains such as quinoa. Another way to decrease the accumulation of carbon in the atmosphere is to increase global planting of trees which absorb carbon while photosynthesizing and store the carbon in their trunks and branches. Timber cut from mature trees retains carbon while providing shelter. If homes built from them meet the goals of zero net energy and are relatively small in size, they continue to serve as carbon neutral buildings over their lifetimes. Fair speaker Kaitie Adams of the Savanna Institute will discuss how trees can combat climate change. Doug McWain will encourage people to build small houses such as the one he built. The Search for Ke-Chunk Village at The Confluence - “The Search for Ke-Chunk Village at The Confluence”, will explore what is known about a historic Ho-Chunk village at 1:00 p.m. at Nature At The Confluence Learning Center, 306 Dickop Street, South Beloit. Dr. Bill Green will present findings from his archaeological research in the summer of 2012 which resulted in his report “The Search for Ke-Chunk”. Jeffrey Scott Mount 56, of Machesney Park, IL, passed away July 3, 2019 at his home. He was born July 25, 1962 at Falls City, NE to Jerry and Sherry (Pebley) Mount. Jeffrey proudly served in the U.S. Navy for 20 years and retired with the rank of Senior Chief Petty Officer on June 30, 2004 at Great Lakes, IL. Among his honors are Sailor of the Year, Armed Forces Expeditionary Medal, Good Conduct Medal, Meritorious Unit Commendation, National Defense Service Medal, Navy Achievement Medal, Navy Commendation Medal, Navy Expeditionary Medal, Navy Pistol Sharpshooter, Navy Recruiting Service Ribbons, Navy Unit Commendation, Sea Service Deployment Ribbon and Gold Wreath Awards. Following his retirement from the Navy he moved to Illinois and began his career at Kaman Fluid Power where he was a valued District Sales Manager until the time of his passing. He was preceded by his father, Jerry, and nephew, Darius Schulenberg. Jeffrey made so many friends during his time in Rockford, some of whom became surrogate family. Jeff had many interests included singing – he had a great voice for rock ‘n roll, loved karaoke, and even did some cameo appearances for a few local bands in the area. Jeff loved the water, of course, he was Navy – canoeing, fishing, jet skiing, and he just loved the ocean… the timing of the waves and the smell of the salt air. He was a diehard fan of Nebraska college and high school sports and was himself an excellent athlete in high school there. Jeff loved his kids, and grandkids – they came first, and he loved helping people. He was always there for his neighbors and coworkers, no matter what it was or what was needed. He had a big heart and gentle smile. All who knew him will miss him immensely every day! Jeffrey was laid to rest on Thursday, July 11, 2019 in Steele Cemetery, Falls City, NE with full military honors by the Navy Honor Guard assisted by the Falls City Ceremonial Honor Guard.

CHICAGO (AP) – Andrew Shaw is back in Chicago following a trade with Montreal last month, and the ever-chirping 28-yearold has been the toast of the team’s annual fan convention this weekend. The convention crowd erupted when Shaw – part of the Blackhawks’ 2013 and 2015 Stanley Cup championship teams – was introduced at opening ceremonies Friday. On Saturday, he got a standing ovation as he arrived for his own “welcome back” session on the event’s main stage. “I have a lot of good memories here, but you want to make more,” Shaw said. “I never wanted to leave. I always dreamt of coming back.” Shaw is generously listed at 5-foot11 and 182 pounds, but Blackhawks management and players believe his grit and scrappiness will help return the retooled Blackhawks to the playoffs after a two-year absence. “He’s one of the great guys in the game,” defenseman Brent Seabrook said. “He’s one of those guys that always brings energy, whether it’s on the ice or off the ice. You know you need those guys around to spark things. “The season gets long. The season gets dragged out. You’re in some dark cities, you know, snow and weather and all that kind of stuff, and then a guy like Shawzy really brings that energy, that fire.” As part of lowering their fat 3.55 goalsagainst average – second worst in the NHL last season – the Blackhawks want to be tougher to play against in 2019-20. “We felt were missing maybe some sandpaper and little more of a north-south game where we finished hits more often,” said Al MacIsaac, senior vice president of hockey operations. “Andrew Shaw, as we all know, has that personality on and off the ice.” Shaw had 16 goals and 19 assists in 67 postseason games during his previous five-year stint with Chicago, including one of the most memorable plays in franchise history. It was always off my body.” Shaw jumped in a goalmouth scramble and knocked the puck into the net with a soccer-style header in a game at Anaheim in the Western Conference Final 2015. The goal was disallowed, although Shaw celebrated in an attempt to sell it. If it seems like you’re untouchable and above burgeoning negativity, it’s because you probably are. If it appears everything you touch in passing turns to gold, that’s because it does, the limits of science be damned. The main differences between your case and King Midas’ is that you didn’t wish for every object to suddenly have an atomic weight of 79. It happened after one of your many triumphs instead. For one of the Bears’ stars in Tarik Cohen, he’s already offered a definitive answer to that last query. Try stopping the First-Team All-Pro kick returner in Cohen from preaching to the gospel. All you’ll do when putting a hand over his mouth is muzzle conviction that never wanes. on the part of Cohen, it is. But that’s just one of the faces of the team in Cohen loudly expressing what many of the Bears’ leaders quietly feel. The difference between them and Cohen is that they will never express their feelings publicly. Different strokes for different folks for different players. Cohen will talk the talk, loudly, and then he will walk the walk. What’s important is that other Bears stars will let Cohen do the talking, as he prefers, while knowing they will still walk in line with him. He’s not overstepping any boundaries. He’s actually had a red carpet laid out for his ambitious musings, the way a good team embraces the bullseye on their back. The way they need to. Take reigning First-Team All-Pro Eddie Jackson, for example. In terms of personality and approach, the quiet modesty of Jackson couldn’t be more of polar opposite to Cohen’s regular breaking of the fourth wall. Cohen looks at the camera and dances in front of it after making a trademark big play. His most comfortable place in life, on the Bears, is when everyone has their eye on his exploits. Meanwhile Jackson always, always keeps his business strictly to the field. “We’re determined. Yeah, determined. We come in, we work,” said Jackson of what he’s seen from the Bears and how they’re dealing with conversation already positing them amongst the game’s greats. “We don’t just talk about it, we do it.” Most contexts would dictate two personalities like Cohen’s and Jackson’s never meshing. They’re oil and water, pizza and pineapple. They could never get along. Someone as loud and brash as Cohen can’t possibly connect with someone as introverted as Jackson. Cohen’s ostentatious sensibilities originate from Mars and Jackson’s humble southern customs come from Venus, as the phrase is loosely translated. Circumstances change when a bond of passionate trust is established. Cohen wants to win, and is intently capable of helping his team win. Jackson wants to win and is also quite capable of helping his team win. These two don’t have to act the same way or be the same person to do so. They don’t even have to hang out outside of the context of football. They just have to be driven on a common united front. Take it from there, and the rest takes care of itself. This is a vigorous game of red rover. Someone is trying to break the line with a full head of steam. They have to stand their ground, or risk everyone in line tumbling to the ground. Football and the camaraderie it establishes is beautiful that way.
What better way to express your appreciation for such a contrast of a teammate, of a person, than winning with him? There isn’t. When you come from different walks of life but manage to reach the peak of your career with someone, you’re friends for life. You’re brothers who want to tackle the weight of expectations together, never apart. It’s an inseparable link. It’s funny what even contemplating about basking in confetti falling from the rafters can do for teammates, for a friendship. “We just have to be selfless,” Jackson said of how the Bears can answer a Super Bowl Liberty Bell surely cracked by now from ceaseless ringing. “We have to appreciate each other and understand what’s at stake. We have to be selfless.” Every extraordinary team in NFL history whoever accomplished anything noteworthy had its fair share of Tarik Cohen’s – guys who revel in the spotlight and keep the focus on them. Even when the spotlight veers away from their silhouette, these are the kinds of players who make certain to have a backup monologue in their back pocket. That way they can continue to demand attention. And every team has a fine amount of Eddie Jackson’s. Players who thrive thanks to the human-sized magnets known as Cohen, who attract conceivable outside energy. Every championship team has this volatile mix of rambunctious A-list stars and modest but transcendent characters. You can’t etch your name in history with one but not the other. They’re complementary performers. They make each other better through motivation. The presence of one guy helps his teammate process the pressure of contention. They spar in active friendly competition. In every instance, they rise above as one. The Bears already have a special defense primed to be legendary, thanks in large part to Jackson. Cohen and his offensive foils want to match Chicago’s defensive ensemble on the path to his proposed dynasty. Iron doesn’t only sharpen iron. It works wonders on steel and silver, too. “We need to be more consistent,” said Cohen. “The defense bailed us out last year a lot, and we want to do our job more often this year.” “We hold ourselves to a higher standard now.
