New $5M state ad campaign to promote masks as virus positivity rate hits 4 percent Tagline for multimedia effort is ‘it only works if you wear it’ By Jerry Nowicki

SPRINGFIELD – COVID-19 cases are on the rise throughout the state and Gov. JB Pritzker is hoping a new $5 million state advertising campaign will help slow the spread of the novel coronavirus by encouraging use of face coverings. Pritzker announced the campaign, which has the tagline “It only works if you wear it,” at the Illinois Emergency Management Agency Operations Center in Springfield. The governor said the costs are reimbursable through federal coronavirus relief funds. Pritzker said the campaign will permeate “really every kind of medium that you can think of,” including “a good deal on social media,” cable, broadcast TV, Hulu, YouTube and many other platforms. Pritzker praised a recent action by Springfield Mayor Jim Langfelder, who signed an order imposing fines for Springfield bars and restaurants flouting masking, social distancing and capacity restrictions. It also banned occupancy of standing areas at bars both inside and outside. “But government action isn’t the only answer,” Pritzker said. “In fact, it’s not enough by itself. We also need all our residents to take this seriously, and to protect themselves.” The advertising campaign compares face coverings to seat belts and life preserves in

an effort to make their use commonplace. “Every day we do things that keep us safe, like buckling a seatbelt or putting on a bicycle helmet. A mask is no different. It only works if you wear it. So always wear a mask when you’re out in public, to protect yourself and others,” he said. “Keeping it in your pocket or wearing it just around your neck doesn’t work. It’s really that simple.” The added push for face coverings, which have been mandated in the state since May 1, comes as the state’s rolling seven-day positivity rate for COVID-19 tests hit 4 percent Monday. That drove the rolling positivity rate to the highest it’s been since June 11, when it was 4.2 percent. The 1,298 new cases among 28,475 test results reported made for a one-day positivity rate of 4.6 percent. That followed 3,106 combined confirmed cases announced Saturday and Sunday among 78,754 test results reported. When asked if the state or local governments should impose fines for those not wearing masks, Pritzker said, “the idea here is not to chase people down on the street and say, you know, ‘hey you’re not wearing a mask and I’m going to throw a ticket at you.’” He said the first priority is to ask those without masks to put one on. “People who refuse to wear a mask, people who are entering public premises where they know they’re supposed to wear a mask, and who have been reminded, and who aren’t, those people certainly should be, you know, reminded again by police and ultimately if they’re absolutely refusing in public, they’re putting other people at risk,

so it’s worthy of considering fine at a local level,” he said. When asked if the Legislature should return to Springfield to codify some of the mandates Pritzker has put in place, he said the legislative body “hasn’t been willing to move forward on a mask mandate.” “I went to the Legislature, and I asked JCAR (the Joint Committee on Administrative Rules) to consider a rule that would impose fines when people are not requiring masks to be worn. They didn’t want to do that. They wanted to consider legislation and then didn’t bring up that legislation. So we certainly are considering what rule we could put in place that JCAR would approve.” The state has now reported 183,241 cases of COVID-19, including 7,526 deaths, since the pandemic began. At the end of Sunday, there were 1,418 people in Illinois reported to be hospitalized with COVID-19. Of those, 347 were in intensive care units and 132 patients were on ventilators. Dr. Ngozi Ezike, director of the Illinois Department of Public Health, reiterated the need for wearing masks in public as well. “It’s the same message we’ve been echoing since the beginning. We’re all safer and stronger when we go all in Illinois,” she said. ‘Too many are selfish’: US nears 5 million virus cases BY PHIL MARCELO, CARLA K. JOHNSON AND LISA MARIE PANE ASSOCIATED PRESS

BOSTON (AP) – Fourth of July gatherings, graduation parties, no-mask weddings, crowded bars – there are reasons the U.S. has racked up more than 155,000 coronavirus deaths, by far the most of any country, and is fast approaching an o�-the-charts 5 million confirmed infections, easily the highest in the world. Many Americans have resisted wearing masks and social distancing, calling such precautions an overreaction or an infringement on their liberty. Public health experts say the problem has been compounded by confusing and inconsistent guidance from politicians and a patchwork quilt of approaches to containing the scourge by county, state and federal governments. “The thing that’s maddening is country after country and state after state have shown us how we can contain the virus,” said Dr. Jonathan Quick of the Duke Global Health Institute, who is leading a pandemic initiative for the Rockefeller Foundation. “It’s not like we don’t know what works. We do.” The number of confirmed infections in the U.S. has topped 4.7 million, with new cases running at over 60,000 a day. While that’s down from a peak of well over 70,000 in the second half of July, cases are rising in 26 states, many in the South and West, and deaths are climbing in 35 states. On average, the number of COVID-19 deaths per day in the U.S. over the past two weeks has gone from about 780 to 1,056, according to an Associated Press analysis. In Massachusetts, health o�cials are investigating at least a half-dozen new clusters of cases connected to such events as a lifeguard party, a high school graduation party, a prom party, an unsanctioned football camp and a packed harbor cruise trip. One recent house party on Cape Cod attended by as many as 60 people led to more than a dozen new cases and prompted some restaurants to close or limit service at the height of tourist season. Hot spots around the U.S. are popping up in what once seemed like ideal places to ride out the outbreak: rural, less populated and with lots of outdoor space. In South Dakota, a spike erupted at a Christian youth summer camp in the Black Hills, with cases growing to 96 among 328 people who attended. A Bible camp east of Portland, Oregon, saw an outbreak among at least 25

youngsters and sta� members. The Trout Creek Bible Camp’s executive director, Joe Fahlman, said the cases popped up even though it followed all requirements set by state o�cials, including daily temperature checks, frequent hand-washing and hand-sanitizer stations throughout the grounds. He said the children were split into groups of no more than 10 campers each. “We’re at a point where there’s enough spread of COVID-19 that people throughout the U.S. are at an increased likelihood of encountering the virus and getting exposed,” University of Florida epidemiologist Dr. Cindy Prins said. She added: “This is a behavioral disease right now for a lot of people.” Prevention means “changing our behavior, and it’s so hard for humans to do. We’re social creatures.” President Donald Trump’s public pronouncements during the crisis have been infused with an optimism at odds with the facts on the ground. In April, he assured Americans that “we have passed the peak in new cases, we are starting our life again.” In May, as the death toll surpassed 80,000, he declared the country had “met the moment and we have prevailed.” In Virginia, cases have surged so much in cities like Norfolk and Virginia Beach that Democratic Gov. Ralph Northam placed limits there last week on alcohol sales and gatherings of more than 50 people. Northam, the nation’s only governor who is a doctor, cited rising infections among young people and said the problem is that “too many people are selfish.” “We all know that alcohol changes your judgment,” he said. “You just don’t care as much about social distancing after you’ve had a couple of drinks. That’s when the virus gets spread.” Dr. Demetria Lindsay, the Virginia Department of Health’s district director for Virginia Beach and Norfolk, said there has been a pronounced spike among people ages 20 to 29. She said the factors behind the surge include gatherings of people not wearing masks or maintaining a safe distance. “Father’s Day, Memorial Day, graduations, birthdays, backyard barbecues, you name it,” Lindsay said. In Brandon, South Dakota, thousands of car racing fans packed the 9,000-seat Huset’s Speedway over the weekend. Many did not cover their faces or keep their distance from others. “We’re kind of over this whole COVID thing. I won’t wear a mask unless I absolutely have to,” 21-year-old Veronica

Fritz said. She added: “I am a very strong Christian and I know where I’m going, and I believe God will take me when I’m supposed to go. So if I get COVID and I die from COVID, it’s not my decision.” Nearly a quarter of Wisconsin’s more than 55,000 total cases had been confirmed over the past 14 days. Much of the spike has occurred in the state’s densely urban southeastern corner, but the disease has also spread with amazing speed in rural and sparsely populated northern Wisconsin. Zona Wick, a spokeswoman and contact tracer for Iron County’s health department, blamed the surge on July Fourth gatherings, birthday and graduation parties, out-of-county visitors and people crowding into bars. “The Fourth of July was tough on us,” Wick said. “People had a bit of quarantine fatigue, is what I’m calling it. People got a bit tired of staying in. People just got together like they have for years on the Fourth of July and spread it to one another.” The numbers are even more sobering in Barron County, a county of 45,000 people about 75 miles northeast of Minneapolis. As of Monday, it had seen 259 confirmed cases, more than 70% of them in the last two weeks. Sarah Turner, a public health specialist with the county, attributed much of the spike to an outbreak at a food processing plant but also cited crowded bars and family gatherings. “We were hoping that being rural and being more spread out” would protect the county, “but that’s proving not to be the case,” she said. “Like everywhere and anywhere right now, there are people who don’t buy into health measures. It’s a little bit of out-of-sight, out-of-mind. People don’t take it seriously when it’s not in your face.” The wedding industry likewise is seeing no-mask receptions with busy dance floors and no social distancing. Wedding planner Lynne Goldberg has a December wedding scheduled for 200 guests at the home of the bride’s parents in upstate New York. “They have emphatically shared that this pandemic is not going to get in the way of their wedding plans and that there will be no masks handed out and no signs promoting social distancing at their wedding,” she said. “The bride has said that when she shows her children her wedding video, she doesn’t want it to be a documentary of the 2020 pandemic.”

Wall Street ends a bumpy day modestly higher but yields fall By Stan Choe

NEW YORK (AP) – U.S. stocks are drifting between small gains and losses Tuesday as Wall Street’s big rally lets off the accelerator. The S&P 500 was down 0.1% in afternoon trading after falling back from an earlier 0.3% gain. The Dow Jones Industrial Average was up 40 points, or 0.2%, at 26,705, as of 2:45 p.m. Eastern time, and the Nasdaq composite was edging lower from its record, down 0.2%. Stock indexes are hanging close to their records after clawing back most or all of their sell-off from earlier in the year, with the S&P 500 within 3% of its all-time high. But caution is still very prevalent across other markets: Treasury yields were falling, while gold was rising as investors sought safety. Within the stock market, energy companies were making some of the largest gains. But nearly half the stocks in the

S&P 500 were lower following a mixed set of earnings reports. On the winning end was Take-Two Interactive Software, which rose 4.7%. The video-game maker reported a profit for the spring that was almost double year-ago levels as customers stuck at home played Grand Theft Auto and other games instead of going outside. It also raised its sales forecast for its fiscal year, a notable move when many companies have been shy to give any kind of predictions given all the uncertainty created by the coronavirus pandemic. On the opposite end was insurer American International Group. AIG fell 7.5% for one of the larger losses in the S&P 500 even though it reported stronger results for the latest quarter than Wall Street expected. Some analysts cited several unusual items that clouded its report, such as COVID-related losses, which makes it difficult to extrapolate how AIG’s profits will run from here.

Gold has been another investment that has moved strongly recently because of low interest rates and worries about the global economy. Gold for delivery in December rose $34.70 to settle at $2,021.00 per ounce. In Europe, Germany’s DAX slipped 0.4% to give back some of its big gain from a day earlier, when reports showed that manufacturing recovered across much of the continent last month. France’s CAC 40 added 0.3%, and the FTSE 100 in London was up 0.1%. In Asia, markets were more buoyant. Tokyo’s Nikkei 225 gained 1.7%, the Hang Seng in Hong Kong added 2% and the Kospi in Seoul picked up 1.3%. Stocks in Shanghai edged 0.1% higher. Benchmark U.S. crude oil rose 69 cents to settle at $41.70 per barrel. Brent crude, the international standard, added 28 cents to $44.43 a barrel. In Washington, meanwhile, negotiators on a big economic relief package reported some progress as their talks resumed in the Capitol. But multiple obstacles remain before a deal can be struck, one that investors say is crucial for propping up the economy in its weakened state. A weekly $600 in federal unemployment benefits has expired, threatening to crunch the finances of millions of out-of-work Americans. Recent data reports have shown an uptick in the number of workers filing for unemployment benefits after a resurgence of coronavirus counts pushed some states to reimpose restrictions on businesses. Economists expect a report on Friday to show that U.S. employers added 1.8 million jobs last month, which would be welcome growth but also a slowdown from June. The Federal Reserve last week said that it will keep interest rates at their record low levels, as it continues to pump massive amounts of aid into the economy. Now, investors are waiting for Congress to do the same. The yield on the 10-year Treasury note fell to 0.50% from 0.56% late Monday. It tends to move with investors’ expectations for the economy and inflation. The bond market was much earlier than the stock market to signal the coming economic disaster from the coronavirus pandemic. It has also remained much more cautious through the pandemic than the stock market has, in large part due to the Federal Reserve holding short-term interest rates at record lows.

In partnership with Rockford Art Deli and its #HereForGoodRKFD campaign, the Rockford Area Convention & Visitors Bureau (RACVB) and Rockford Area Arts Council (RAAC) are excited to announce the second round of recipients for the Our Journey Micro-Grant, which was developed in partnership to benefit local artists and arts organizations in driving excellent project work in Winnebago County. Seeded by the sales of Rockford-themed masks and t-shirts, four more micro-grant awardees have been announced including: • Rock House Kids for supporting the completion of a mural by local artists • Rockford Public Library for supporting the “How I Thrived in the 815” story creation and an illustration workshop for local youth • Evon J. Planning for the fall garden BY GRANT MCCARTY CONTRIBUTOR

It is hard to imagine but now is the time to plan and plant some cool season crops. With summer vegetables still in the ground, you might look to make room for these crops. Why would you want to plant now? Well, the reason is that some of these vegetables need warm soil and weather in order to germinate properly. By planting in September, you may find that the plants and seeds do not have the heat and temperatures that they need. Cool season vegetables are those that are cold hardy with the ability to withstand

cold air and soil temperatures. They can tolerate our first frost and in some cases, our first hard freeze. These vegetables are those that you plant in the spring before your warm season crops. In fact, you may still be enjoying some of these vegetables such as kale. Garlic is one of the main questions that we get in our University of Illinois Extension o�ce. While it is planted in mid-October, it can be very hard to find garlic locally. Now is a great time to order and/or look for garlic. Most garlic grown in Northern Illinois is hardneck and if you have a bulb, each clove would be the “seed”

to plant and it would clone itself for harvest next June when planted in the fall. Cool season vegetables include kale, radish, spinach, cabbage, broccoli, lettuce (both head and leaf), kohlrabi, and other plants. This group includes those grown in spring and fall. Direct seeded vegetables that can be sowed in two weeks include spinach, lettuce, radish, carrots, and others. If you wait too late to sow these seeds, they will not germinate properly or at all. Direct-seeded cool season vegetables can be sowed from now until end of August. Cool season vegetables purchased as transplants are not as dependent on the

warmer soil and weather. Still, you should aim to have these planted in the next couple of weeks. Some cool season vegetables purchased as transplants include kale, head lettuce, cabbage, kohlrabi, and broccoli. The trick to a cool season vegetable garden is knowing if it is direct-seeded or a transplant. From there, you’ll be able to get your garden started o� right and be harvesting from your backyard in October and November. The coronavirus and the resulting lockdown has produced a major economic collapse. The reports of a 33% drop in the U.S. GDP and the unemployment of millions of people is grim news. It is unclear if, how and when the economy will be reconfigured to address all the problems that have been accumulating. Political tensions are intensifying and their outcome remains unclear.

During the Great Depression of the 1930s many unemployed people had family farms or friends’ farms to move to as a means of survival. The growth of megafarms and the loss of small farms has dramatically reduced this former retreat. Another escape from the depression for young men was the Civilian Conservation Corp which built many of the park facilities enjoyed ever since in this area and across the nation. work to be done; e�orts could benefit from additional human labor. With 70 percent of the preexisting economy based on the consumption of goods and services there were far too few resources invested in protecting the environment and the earth’s capacity to process all the waste resulting from it. A recent conversation with a local farmer helped us gain some understanding of what is on his mind. His crops are in good shape now but the low prices for corn and beans make farming a greater economic challenge than earlier in his career. A recent hailstorm hit a portion of one of his corn fields but an insurance settlement eased the loss. To slow the rate of insect resistance to the benefits of using BT treated corn the seed he uses includes about 5% traditional seed without the BT treatment. Including BT treated corn during planting attracts some of the insects to it. When insects feed on the nontreated corn and mate with insects from BT treated corn, their o�spring no longer have resistance to BT. This approach has been implemented as a means to delay or slow down the resistance of insects to the BT corn. Such approaches come from agricultural research which develops techniques to reduce the intensive use of pesticides to protect crop yields. A major US agricultural research center located in Peoria could benefit from additional funding. According to Forbes magazine, “Up to 80 percent of nitrogen in feed is lost to the environment.” Agricultural activity

which continued as most of the economy shut down revealed large releases of lung damaging nitrogen, primarily from applications of manure to fields. Suggestions for decreasing this release include limiting nitrogen in livestock feed, rotational grazing, or eating more climate friendly foods. A video presentation by Congresswoman Sheri Bustos hosted by the Howard Learner of the Environmental Law and Policy Center focused on increasing agricultural resilience, achieving carbon emission reductions, providing technical assistance to farmers and providing incentives for renewable energy, energy e�ciency and conservation practices. Another approach to our rural communities is Jason Bradford’s The Future is Rural. It develops the case for food system adaptations to the great simplification envisioning a more rural, relocalized society as inevitable. It is seen as resulting from having less energy available producing a society far less complex with few monetary exchanges and an increase in subsistence and informal economies. Changing agricultural practices, improvements in rural economic conditions, and a major economic transition to the rural setting in response to a great simplification of society are suggestions proposed. Although agriculture is essential to the economy, changes can limit its adverse impacts on the climate and human health. How will we best achieve these goals?
