Programs like this enable us to help inspire and shape the future generation of art makers and lovers in Rockford. Advocate warns of moving foster children to managed care Health plan changes for 18,000 children took effect Tuesday By Peter Hancock

SPRINGFIELD – The state is moving ahead with its plan to shift an estimated 18,000 children from the child welfare system into a health care coverage plan despite warnings from children’s advocates that the change will cut many of those children off from access to the critical care they need. “These are some of the most medically-complex and high-needs, special-needs children in the state,” Cook County Public Guardian Charles Golbert said during an interview. “These are children who by definition have been taken away from their parents due to abuse or neglect or sex abuse.” “Some of these children were born drug-exposed,” he added. “Some of the children have been very much abused and need therapy sessions and counseling.” For decades, children in the state’s foster care system have been covered under a traditional fee-for-service Medicaid plan. Effective Sept. 1, however, they are being shifted into a “managed care” insurance program called YouthCare, which is similar to the coverage most other Medicaid recipients currently have. Under managed care, a private, for-profit insurance company – in this case, Centene Corporation – is paid a flat monthly per-person rate to manage each enrollee’s health care. It is the job of the insurance company, known as a managed care organization, or MCO, to put together a network of providers and negotiate the rates they will be paid for their services. Those providers include not just primary

care physicians and specialists but also mental health providers, pharmacies, medical equipment suppliers and a host of other entities within the health care industry. The plan to shift foster children into managed care began during former Republican Gov. Bruce Rauner’s administration, but it has been delayed several times amid concerns from advocates and state lawmakers that YouthCare will not have an adequate statewide network that can meet the unique needs of the foster care population. “A lot of foster parents don’t even know this is happening,” Golbert said. “Some foster parents do know this is happening and have been assured that their provider is in the network, or they’ve looked up on this database and seen that their provider’s in the network, and they’re going to take their kids to existing doctor’s appointments on Tuesday, Wednesday and Thursday, and their doctors aren’t going to see their kids. The doctors are going to say, ‘We don’t take this new health care plan,’ and you’re going to have these families really frantic about scrambling to get care for their kids.” The Department of Healthcare and Family Services, the agency that oversees the state Medicaid plan, has said in the past that the YouthCare provider network is sufficient and, in fact, is larger than the existing fee-for-service network. “With more than three times as many providers as the status quo system and a personal care coordinator to connect each family to providers, YouthCare vastly expands access to quality care for vulnerable children and families,” the agency said in a statement Monday. “From behavioral health to dental care and more, by any measure, families have far more opportunities for support and access with

YouthCare than the current system, which has left them on their own to find and receive care.” The statement went on to say that DHFS has “worked closely with families and an array of stakeholders, including the (Cook County) Public Guardian, as we move forward with this transition and are confident this program will mean a significant enhancement in healthcare for vulnerable youth and their families.” But Golbert said his office conducted a spot-check of the YouthCare provider list and found that many of the providers listed as being in the network actually aren’t. “We’ve called more than 300 of the alleged providers in this database over the past few weeks,” he said, noting several have said they were not in the provider network. “So that means when you call these doctors who DCFS boasts and brags are in their provider network to try to get an appointment, they tell you no.” Although Golbert works exclusively with children and foster families in Cook County, he said the lack of access to certain kinds of providers can be seen in many parts of Illinois. “In fact, a lot of the areas of the state, I think, to be most concerned about are (places) where you’re in provider deserts, where there are not a lot of doctors, especially specialists to begin with,” he said. And now you’re going to start limiting the number of providers for foster parents to those who are in the MCO.”. Third virus vaccine reaches major hurdle: final US testing BY CARLA K. JOHNSON AND LAURAN NEERGAARD ASSOCIATED PRESS

A handful of the dozens of experimental COVID-19 vaccines in human testing have reached the last and biggest hurdle – looking for the needed proof that they really work as a U.S. advisory panel suggested Tuesday a way to ration the first limited doses once a vaccine wins approval. AstraZeneca announced Monday its vaccine candidate has entered the final testing stage in the U.S. The Cambridge, England-based company said the study will involve up to 30,000 adults from various racial, ethnic and geographic groups. Two other vaccine candidates began final testing this summer in tens of thousands of people in the U.S. One was created by the National Institutes of Health and manufactured by Moderna Inc., and the other developed by Pfizer Inc. and Germany’s BioNTech. “To have just one vaccine enter the final stage of trials eight months after discovering a virus would be a remarkable achievement; to have three at that point with more on the way is extraordinary,” Health and Human Services Secretary Alex Azar said in a statement. NIH Director Francis Collins tweeted that his agency “is supporting several vaccine trials since more than one may be needed. We have all hands on deck.” AstraZeneca said development of the vaccine, known as AZD1222, is moving ahead globally with late-stage trials in the U.K., Brazil and South Africa. Further trials are planned in Japan and Russia. The potential vaccine was invented by the University of Oxford and an associated company, Vaccitech. Meanwhile, a U.S. advisory panel released a draft plan Tuesday for how to ration the fi rst doses of vaccine. The National Academies of Sciences, Engineering and Medicine proposed giving the first vaccine doses — initial supplies are expected to be limited to up to 15 million people — to high-risk health care workers and first responders. Next, older residents of nursing homes and other crowded facilities and people of all ages with health conditions that put them at significant danger would be given priority. In following waves of vaccination, teachers, other school sta�, workers in essential industries, and people living in homeless shelters, group homes, prisons and other facilities would get the shots. Healthy children, young adults and

everyone else would not get the first vaccinations, but would be able to get them once supplies increase. The panel of experts described “a moral imperative” to lessen the heavy disease burden of COVID-19 on Blacks, Hispanics, Native Americans and Alaska Natives, and suggested state and local authorities could target vulnerable neighborhoods using data from the Centers for Disease Control and Prevention. The National Academies will solicit public comments on the plan through Friday. There’s a good reason so many COVID19 vaccines are in development. “The fi rst vaccines that come out are probably not going to be the best vaccines,” Dr. Nicole Lurie, who helped lead pandemic planning under the Obama administration, said at a University of Minnesota vaccine symposium. There’s no guarantee that any of the leading candidates will pan out — and the bar is higher than for COVID-19 treatments, because these vaccines will be given to healthy people. Final testing, experts stress, must be in large numbers of people to know if they’re safe enough for mass vaccinations. They’re made in a wide variety of ways, each with pros and cons. One problem: Most of the leading candidates are being tested with two doses, which lengthens the time required to get an answer — and, if one works, to fully vaccinate people. Another: They’re all shots. Vaccine experts are closely watching development of some nasal-spray alternatives that just might begin the first step of human testing later this year — late to the race, but possibly advantageous against a virus that sneaks into the airways. For now, here’s a scorecard of vaccines that already have begun or are getting close to final-stage tests:

GENETIC CODE VACCINES

The Moderna and Pfizer candidates began Phase 3 testing in late July. Neither uses the actual coronavirus. Instead, they’re made with the genetic code for the aptly named “spike” protein that coats the surface of the coronavirus. Inject the vaccine containing that code, called mRNA, and the body’s cells will make some harmless spike protein — just enough for the immune system to respond, priming it to react if it later encounters the real virus. These mRNA vaccines are easier and faster to make than traditional vaccines, but it’s a new and unproven technology.

TROJAN HORSE VACCINES

Br it a i n’s O x ford Un iversit y and AstraZeneca are making what scientists call a “viral vector” vaccine but a good analogy is the Trojan horse. The shots are made with a harmless virus — a cold virus that normally infects chimpanzees — that carries the spike protein’s genetic material into the body. Once again, the body produces some spike protein and primes the immune system, but it, too, is a fairly new technology. Two possible competitors are made with di�erent human cold viruses. Shots made by Johnson & Johnson began initial human studies in late July. The company plans to begin Phase 3 testing in September in as many as 60,000 people in the U.S. and elsewhere. C h i n a’s gover n ment aut hor i z e d emergency use of CanSino Biologics’ adenovirus shots in the military ahead of any final testing.

‘KILLED’ VACCINES

M a k i ng v a c c i ne s by g r ow i ng a disease-causing virus and then killing it is a tried-and-true approach — it’s the way Jonas Salk’s famed polio shots were made. China has three so-called “inactivated” vaccine candidates against COVID-19 made this way. Sinovac has final studies of its candidate underway in Brazil and Indonesia. Competitor SinoPharm has announced plans for final testing in some other countries. Safely brewing and then killing the virus takes longer than newer technologies. But inactivated vaccines give the body a sneak peek at the germ itself rather than just that single spike protein.

PROTEIN VACCINES

Novavax makes “protein subunit” vaccines, growing harmless copies of the coronavirus spike protein in the laboratory and packaging them into virus-sized nanoparticles. There are protein-based vaccines against other diseases, so it’s not as novel a technology as some of its competitors. But it only recently finished its first-step study; the U.S. government’s Operation Warp Speed aims for advanced testing later in the fall.

Virus crisis easing across Sun Belt but could heat up again BY MATT SEDENSKY ASSOCIATED PRESS

The torrid coronavirus summer across the Sun Belt is easing after two disastrous months that brought more than 35,000 deaths. Whether the outbreak will heat up again after Labor Day and the resumption of school and football remains to be seen. Seven of the nine states along the nation’s Southern and Western rim are seeing drops in three important gauges — new deaths, new cases and the percentage of tests coming back positive for the virus. Alabama is the only state in the region to see all three numbers rising; Mississippi’s deaths are up, but positive rates and cases are dropping. In Florida, where reported deaths from COVID-19 are running at about 114 a day on average, down from a peak of 185 in early August, Gov. Ron DeSantis went so far as to announce Tuesday that he is easing the state’s 5-month-old ban on visitors to nursing homes. “Part of having a healthy society is understanding that human beings seek a�ection,” DeSantis said, his voice cracking at times as he wondered aloud whether his actions contributed to the su�ering by separating the elderly from their loved ones. He paused for about 20 seconds to collect himself. The governor also said the number of people in the hospital in Florida with COVID-19 is down nearly 60% from its peak in July, and new cases on Monday dropped below 2,000, the lowest daily total since mid-June. The U.S. leads the world in both coronavirus deaths and confirmed infections after a spring outbreak centered around New York, followed by the flareup across the Sun Belt over the summer.

As of Tuesday, there were more than 25.3 million confirmed cases and over 850,000 deaths worldwide, according to the tally kept by Johns Hopkins University, with the U.S. accounting for more than 6 million infections and 183,000 of the dead. About 68,000 of the U.S. deaths have come since the start of summer, with the number of infections among Americans nearly tripling in the same period. “It’s been a summer of fire, not ice,” said Dr. William Scha�ner, an infectious-disease expert at Vanderbilt University in Nashville. “If anything, we’ve learned that this virus is even nastier than we thought it was in the spring.” Texas alone amassed more than 10,000 virus deaths in July and August, Florida added over 7,600, and California recorded nearly 7,000. The Sun Belt also includes Arizona, New Mexico, Louisiana, Mississippi, Alabama and Georgia. States across the region began to make progress against the virus after suspending or rolling back business reopenings and taking a harder line on mask-wearing and social distancing. Americans are now heading into Labor Day weekend, the uno�cial end of summer, knowing the threat isn’t gone as fall brings a return to school, college and sports. “We’ll be struggling with COVID. I don’t know whether it will surge in the winter, but it certainly will stick around,” Sha�ner said. Health experts pinned some of the blame for the summertime surge on Memorial Day and Fourth of July gatherings, and now they worry that Labor Day will contribute to the virus’s spread. Mississippi Gov. Tate Reeves and the state’s epidemiologist, Dr. Paul Byers, held a news conference Monday in which

they implored people to avoid big Labor Day parties. “I think all we are is just a moment away from us all forgetting and getting tired of doing the things that have gotten us this far,” Byers said. Elsewhere around the South, Alabama recorded more than 1,200 deaths in July and August. Deaths are down from their late July peak but are trending upward again, running at an average of about 23 a day. Dr. Donald Williamson, president of the Alabama Hospital Association, said the state is seeing several warning signs since the return of students to schools and colleges and the resumption of high school football. He said the question is whether the state can avoid a spike that fills intensive care beds in hospitals. “If we were to see the same e�ect from Labor Day, we would be in worse shape than we were after July Fourth,” said Williamson. “It’s a higher baseline.” Diego Lozano, 28, of Phoenix, is among those who had his summer travel plans changed by the outbreak. Each year, he joins his parents and grandfather in visiting relatives in the Mexican state of Morelos. But for his grandfather, 75-yearold Lorenzo Lomas Perez, it was his final journey. Perez died in late July at a Phoenix hospital of complications from COVID-19,

and his family brought his remains with them to Mexico. Because of coronavirus restrictions, there was no traditional open casket ceremony inside a church; the rites were held outside in the cemetery. Only relatives were allowed to attend, when normally the entire village would be expected to come. “We put him in an urn and then we buried the urn,” Lozano said. Among other coronavirus developments Tuesday: — New York City, with 1.1 million public school students, delayed the start of in-person instruction for a week and a half until Sept. 21 to give teachers more time to prepare, under a deal with the union. — Millions of children across Europe and beyond returned to school. In France and the Balkan countries, mask rules are in place for many children, while other nations have taken a more relaxed stance. Some classrooms have plastic shields around desks and warning signs everywhere. — In India, many states relaxed lockdown restrictions to allow more businesses to reopen and ease the economic pain, though the country’s daily count of new infections is the highest in the world. — Public tours of the White House, halted nearly six months ago, are set to resume Sept. 12.

ROCKFORD – The Heritage Museum Park is proud to re-open with a new addition, the O’Leary mirror. This mirror is said to have hung in O’Leary’s Saloon in Chicago in the early 1900s. The saloon was owned by James “Big Jim” O’Leary, the son of Cate O’Leary, whose cow was falsely blamed for starting the Great Chicago Fire in 1871. Not only did this son of Irish immigrant start his own successful saloon and gambling parlor, but it was located around the corner from the Graham Bros. Distillery’s Chicago o�ce. Freeman Graham owned the first sour-mash whiskey distillery in Illinois and it was located in Southwest Rockford. This successful enterprise prospered until 1919 when production stopped due to prohibition. Graham may have sold his whiskey and spirits to O’Leary’s Saloon. The O’Leary mirror is on display in the Garden Room of the Graham–Ginestra House. It was donated by Jill Brown in loving memory of her grandmother, Lorraine Kee-Ross. The Heritage Museum Park, a historical campus on South Main Street, is comprised of the Ethnic Heritage Museum and the Graham-Ginestra House. The Ethnic Heritage Museum celebrates the cultural history of six nationalities that were instrumental in developing southwest

Rockford: African American, Hispanic, Irish, Italian, Lithuanian, and Polish. The Graham-Ginestra House is a beautiful historic home built in the 1850s by the Graham family and purchased in 1920s by the Ginestra family. For almost 150 years the home was only occupied by members of these two families. The Heritage Museum Park is taking part in the community-wide initiative entitled, “Clean Hands,” and has re-opened safely and responsibly by following the seven standards intended to reduce disease transmission. Visitors must wear masks and practice social distancing while on the museum campus. Hand sanitizer will be available. To ensure social distancing, walk-ins will not be permitted. Tours are scheduled for Sundays from 2-4 p.m. and we have extended our availability with pre-arranged weekday tours. Tour groups are limited to one family or 2 individuals. Pumpkin and gourd options BY GRANT MCCARTY CONTRIBUTOR

Pumpkin season is upon us in Northern Illinois. In the next couple of weeks, you should be able to find pumpkins and gourds available at your local pumpkin patch and even many of the orchards in our area. The season has been uneven for this crop as the plants started strong in June but have been e�ected by these hot and dry conditions the last month. My yields have been significantly lower than what I was expecting this year. As you see a multitude of pumpkins, gourds, and squash, you may be wondering what the main di�erences are. In general,

there are not any di�erences other than color, texture, shape, and use. All are members of the cucurbit family with similar growing characteristics. Some are more suited for long term storage as more of a winter squash or gourd. Typically, we call pumpkins any squash that has the orange color. From there, some pumpkins are better for eating known as a pie pumpkin. Pie pumpkins are the traditional orange color but are smaller in size. Some of the gourds you use as display are good eating gourds with flesh that can be used just as you would pumpkins. Rouge Vif d’Estampe, Long Island Cheese, and Jarrahdale are all commonly found

as decorative display but are good eating gourds. While these gourds have traditional round shape, they are flatter. The color varies among these three with Jarrahdale being blue-green and Rouge Vif d’Estampe is orange-red. Like it’s name denotes, Long Island Cheese is shaped like a cheese wheel with a tan-orange color. Acorn and butternut squash are available this time of year too. These are similar to summer squash but they develop a hard outer shell that allows them to be stored for a period of time. Both acorn and butternut should be stored in a cooler area of your home away from heat. Depending on how these are stored, they could last until

spring. Pink Banana and Candy Roaster are two winter squashes that you may find this season. Both have a banana shape with a pink, salmon color. The flavor is similar to butternut squash. If you want to use pumpkins or gourds for display, pick those that do not have any insect damage or disease on them as this can speed up decomposition. You should dip them in an alcohol solution to keep them from rotting faster. Gourds that are good for eating can be processed the same way you would cook a pie pumpkin. Reviving Pritzker’s clean energy plans BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

According to articles in Crain’s Chicago Business, Governor Pritzker is seeking to pass comprehensive energy legislation that stalled with ComEd’s corruption admissions and the arrival of the coronavirus. He proposed principles to guide the development of new legislation to secure a carbon free power system by 2050. A priority is abolishing the system which allowed ComEd and Ameren to raise delivery charges via a set formula. Rate setting authority will be returned to the Illinois Commerce Commission. Ratepayers would no longer reimburse regulated utilities for their charitable contributions to the state and local communities. Lawmakers and o�ceholders will disclose any relatives working for regulated utilities. Existing subsidies for operating nuclear plants will be reviewed. Setting a price on carbon emissions will allow the market to determine which plants survive. Exelon claims three of four nuclear plants could close without support. Securing support requires the company to allow the state to review the books on each plant before considering subsidies. Exelon announced Byron is starting to close down.

Incentives will encourage the construction of more wind farms and solar projects. Workers and communities hurt by closing power plants would receive support as well as low-income households unable to meet their energy bills. An existing working group is resuming sessions intent on having an energy bill ready for the fall veto session. A similar e�ort to transition to renewable energy is occurring in Germany as described by Dan Gearino in Inside Climate News. For 20 years it has served as a model for installing renewables to displace fossil fuels in generating electricity. Public support for renewables was stimulated through local control of energy supplies. Germany and the United States are both heavily industrialized with substantial energy and automotive industries. Germany produces 43% of its electricity from renewable energy while the United States produces around 18%. In Germany public support, particularly from rural areas, pushed for an energy policy based on renewable energy and phasing out nuclear power. Financing wind and solar installations yielded a cleaner and less centralized energy system. Progress was slowed in 2014 as the rising cost of the renewables program led

to changes in the laws supporting them. The changes weakened the focus on local control and strengthened support for utility scale projects. Increased public protests over limiting climate change led to a $60 billion government program in 2019. A tax on carbon dioxide emissions will subsidize wind and solar systems and cut emissions from cars, trucks and airplanes. By 2038 coal plants will be closed and funding will help coal miners and their communities adjust. Whether the energy transition should focus on a utility approach to cutting emissions or one which emphasizes people and more local control of the energy system continues to be debated. We sent Gearino’s article to relatives in Germany who had participated in two of our energy fairs and asked them to respond to it. Fabian Kellermeier felt the article gave a good overview of their renewable energy program. In Germany most wind generations are installed in north while most solar is installed in the south. Given the country’s small size and population density large projects provoke tensions between neighbors. In Bavaria to ease tensions a 10H law requires that any new turbine must be 10 times the height of the turbine away from a neighboring house.

It virtually eliminates new wind turbine parks. When financial incentives for private owners of PV ran out most new homes are built without solar systems. But many are heated with an electric air-based heat pump. Kellermeier would like to see more PV systems on homes. The new government program has stimulated construction of solar parks along highways and railways. A local farmer wants to build a solar park on his land along a railway. It appears well planned for a 7.4 acre parcel which will include an island of biodiversity using sheep to manage its growth. Neighbors have started an action against the project as they consider it an “optical illusion,” i.e., ugly. Fabian pointed out that Germans are becoming more like Americans with an increasing preference for large cars. Nearly 1/3 of the cars sold in Germany in 2019 were SUVs. He would like to see a change in that trend. Their energy transition emphasizes decreasing detrimental impacts on the forests and the desire to increase biodiversity. In Bavaria a new law increases e�orts in land management and ecology. Perhaps the German initiatives could be helpful for e�orts in Illinois.
