Haney sues county board; Hite Ross mum on open meetings violation By Jim Hagerty Reporter
ROCKFORD - Winnebago County Board Chairman Frank Haney, on Friday, Aug. 30, filed a lawsuit in circuit court against the board to regain the executive authority it has stripped from him over the past two years. The complaint was filed the same day Judge Donna Honzel granted a motion to allow Haney to use Ken Florey as a special prosecutor. The decision was the latest in a months-long legal battle between Haney and the board, one that began in March when Haney first argued that the state’s attorney’s office cannot represent him because it also represents the Winnebago County Board. Florey’s legal fees will be covered by taxpayers. In Friday’s filing in the chairman claims ordinances passed to strip him of his power and authority prevent him from the doing the job to which he was elected in 2016. “The Ordinances,” the complaint says, “along with the multiple other times the Board has restricted the duties and responsibilities of the Chairman, remove important checks and balances in government without the consent of the electorate via referendum. Further, the
Ordinances disregard the will of the voters, who elected the Chairman, county-wide, in order that the Chairman could perform the functions vested by law in the office of Chairman.” The lawsuit is against the entire county board. It marks the second time inside a month the chairman as has asked a court to settle things. Haney joined 47 other county voters on Aug. 12, in a complaint that claims 13 board members violated their rights by approving ordinances that stripped the chairman of his authority. In the federal case, the defendants are David Boomer, Dave Fiduccia, Joe Hoffman, Fred Wescott, Jim Webster, Jaime Salgado, Angie Goral, Dorothy Redd, Dave Tassoni, Burt Gerl, Steve Schultz, Keith McDonald, and Paul Arena. Haney is not seeking re-election in 2020.
State’s Attorney Mum
Winnebago County State’s Attorney Marilyn Hite Ross’s office has still not commented on an opinion by the Illinois Attorney General that the county board violated the Illinois Open Meetings Act earlier this year. The alleged violation happened May 2, when Operations and Administrative
and Finance committees went into closed session to discuss what appeared on the agenda as “911 with Municipalities.” Hite Ross advised the committees that because of pending litigation, they should discuss it behind closed doors. That, the attorney general said, violated the open meetings act. As a result of the violation, the state has asked the board to make public the closed-meeting minutes and verbatim recordings of any discussion of the 911 agreement. The Rock River Times has also requested copies of those documents. As of this report, Hite Ross has not announced whether she will advise the board to release the information. A 13 WREX reporter asked Deputy State’s Attorney Dave Kurlinkus to speak on the matter last week but Kurlinkus declined to comment, saying he is “not authorized to speak on behalf of the state’s attorney’s office.” Hite Ross came under fire by Rockford media this summer for a new policy that requires reporters to submit a form with a list of specific questions before interviewing her. She instituted the policy after a local reporter asked Hite Ross an off-topic question during a press conference.

City receives 3 casino proposals By Jim Hagerty Reporter
ROCKFORD - Rockford officials, on Friday, received three proposals to build the city’s first and only casino. Two of the proposals are for east-side casinos, while one developer wants to build the facility on the south edge of downtown. The plans were delivered, along with their respective $75,000 application fee, before Friday’s 2 p.m. deadline. The city will now review the proposals and submit recommendations to aldermen before citizens weigh in at a Sept. 23 public hearing. Rockford has until Oct. 25 to submit one or more proposals to the Illinois gaming board. “The RFP Review Team will submit follow-up questions to the proposers and evaluate the RFPs,” Strategic Communications Manager Laura Maher said in a statement. “During this process, the City will ensure that the proposals make a significant and lasting contribution to the City, are a catalyst for economic development, create jobs and new employment opportunities for residents, and utilize local and small business suppliers and vendors. Staff will then make recommen-
dations to the Council of which proposal(s) they think should be certified.”
Hard Rock International
The group of investors that includes Cheap Trick’s Rick Nielsen was the first RFP respondent to submit its proposal Friday. The group, led by singer-songwriter Miles Nielsen, loaded copies of multi-page plan into a road case and wheeled it into City Hall just after noon. Nielsen’s group announced in July plans for Hard Rock Casino at the site of the former Clock Tower Resort. The first phase of what could cost “hundreds of millions of dollars,” would include a casino, Hard Rock Cafe and concert venue. Hard Rock Chairman and CEO Jim Allen said in July a hotel could be added to the development in subsequent phases. The first phase, he said, could be completed in 12-14 months.
Rock River West Casino Group
The developer who is turning the downtown Ziock/Amerock Building into the Embassy Suites & Rockford Conference Center submitted a plan Friday to site a casino just south of that project. Wisconsin’s Gorman & Co. has not
announced a casino operator, it says a downtown gaming facility makes more sense than and on the east side because it will complement the area’s growing entertainment and tourism. It will also help build a case to bring passenger rail service back to Rockford, something that was part of the original hotel plan until it as squashed by incoming governor Bruce Rauner after he unseated Pat Quinn in 2014.
Forest City Casino
A group called Forest City Casino that’s led by businessmen Henry Leong and Kjell Kaashagen also want Rockford to have a multi-faceted facility. The plan calls for a casino, hotel, golf complex, water park and family fun center just south of the new Javon Bea Hospital near the I-90 entrance on East Riverside Boulevard. The project would reportedly approach $1 billion. All three proposals call for hundreds of construction jobs and more than 1,000 positions at the casino, which could generate between $6 million and $8 million in annual revenue. The City of Rockford would share those dollars with the Winnebago County, Loves Park and Machesney Park.

O�cials: 34 presumed dead after fire on scuba diving boat BY STEFANIE DAZIO ASSOCIATED PRESS
SANTA BARBARA, Calif. (AP) – No one likely escaped the flames that tore through a boat packed with scuba divers, with all 34 people sleeping below deck presumed dead during a Labor Day weekend expedition o� the Southern California coast, authorities said Tuesday as they called o� the search for survivors. Santa Barbara County Sheriff Bill Brown said no one has been found alive after the fire engulfed the dive boat early Monday. Flames blocked an escape hatch and a stairwell leading to the sleeping area crowded with passengers on a recreational scuba diving trip. Only five crew members sleeping on the top deck were able to escape by jumping into the water and steering a small boat to safety. The fire that engulfed the Conception is believed to have killed all 33 passengers and one crew member who was below deck, the sheri� said. Investigators have not yet determined how the fire erupted. Santa Barbara County Fire Chief Mark Hartwig told reporters that the victims’ relatives “will rely on us to do everything in our power to find out happened aboard that vessel in the last moments of these family members’ lives. That’s our commitment.” The bodies of 20 victims have been recovered, and divers have seen between four and six others in the sunken wreckage, the sheri� said. Authorities are trying to stabilize the boat that sank in about 60 feet (18 meters) of water so divers can recover those remains. Most need to be identified by DNA analysis and o�cials are collecting samples from families, Brown said. Five members of one family perished. Susana Rosas posted on social media that her three daughters, their father and stepmother were on board. Kristy Finstad, 41, leader of the scuba tour and co-owner of Worldwide Diving Adventures, which chartered the boat, was identified in a Facebook post by her brother, Brett Harmeling of Houston. Pacific Collegiate School in Santa Cruz said some of its students and their parents were on the boat. The sheriff says the majority of the victims appear to have been from Northern California, including Santa Cruz, San Jose and the San Francisco Bay Area. The boat had departed Santa Barbara Harbor on Saturday and the fire broke out about 3 a.m. Monday while it was anchored o� Santa Cruz Island, about
90 miles (145 kilometers) west of Los Angeles. The crew appeared to quickly call for help. “The call was garbled, it was not that clear, but we were able to get some information out of it to send vessels,” Coast Guard Petty O�cer Mark Barney said. Capt. Paul Amaral of the vessel assistance company TowBoatUS also launched a fast boat from Ventura Harbor, but it was some 30 miles (48 kilometers) away. Amaral said he fi rst searched the water and shoreline, then turned back to the Conception, which was adrift. He attached a line and pulled it into deeper water so the fireboats could reach it. “We launched that boat knowing that the vessel was on fire, lots of people aboard,” he told The Associated Press. The five crew members, meanwhile, went on a dinghy to a private fishing boat, The Grape Escape, that was anchored near the north shore of Santa Cruz Island. Two had minor injuries. That boat’s owners, Bob and Shirley Hansen, told The New York Times they were asleep when they heard pounding on the side of their 60-foot (18-meter) vessel about 3:30 a.m. and discovered the frightened crew members. “When we looked out, the other boat was totally engulfed in flames, from stem to stern,” Hansen said. “I could see the fire coming through holes on the side of the boat. There were these explosions every few beats. You can’t prepare yourself for that. It was horrendous.” The sheri� said scuba or propane tanks may have been exploding. Hansen said two of the crew members went back toward the Conception looking for survivors but found no one. The 75-foot (23-meter) Conception was on a three-day excursion to the chain of rugged, wind-swept isles that form Channel Islands National Park in the Pacific Ocean west of Los Angeles. The Conception, based in Santa Barbara Harbor on the mainland, was owned by Santa Barbara-based Truth Aquatics, founded in 1974. A memorial outside Truth Aquatics in the Santa Barbara Harbor grew as mourners came to pay their respects. Dave Reid, who runs an underwater camera manufacturing business with his wife, Terry Schuller, and has traveled on the Conception and two other boats in Truth Aquatics’ fleet, said he considered all three among the best and safest. “When you see the boats they are always immaculate,” he said. “I wouldn’t hesitate at all to go on one again. Of all the boat companies, that would be one
of the ones I wouldn’t think this would happen to.” His wife said Truth Aquatics crews have always been meticulous in going over safety instructions at the beginning of every trip she’s been on. “They tell you where the life jackets are, how to put them on ... the exits, where the fire extinguishers are, on every single trip,” said Schuller. “They are the best, the absolute best.” Both said the sleeping area is comfortable but tight, however, with bunk beds stacked next to one another on the lowest deck. Coming up to the top deck to get o� requires navigating a narrow stairway with only one exit. Coast Guard records show all safety violations from the last five years were quickly addressed by the boat’s owners. Some violations were related to fire safety. A 2016 inspection resulted in owners replacing the heat detector in the galley and one in 2014 cited a leaky fire hose.

‘Total devastation’: Hurricane slams parts of the Bahamas BY RAMON ESPINOSA, DANICA COTO AND MICHAEL WEISSENSTEIN ASSOCIATED PRESS
FREEPORT, Bahamas (AP) – Relief o�cials reported scenes of utter ruin Tuesday in parts of the Bahamas and rushed to deal with an unfolding humanitarian crisis in the wake of Hurricane Dorian, the most powerful storm on record ever to hit the islands. At least five deaths were reported, with the full scope of the disaster still unknown. The storm’s punishing winds and muddy brown floodwaters destroyed or severely damaged thousands of homes, crippled hospitals and trapped people in attics. “It’s total devastation. It’s decimated. Apocalyptic. It looks like a bomb went o�,” said Lia Head-Rigby, who helps run a local hurricane relief organization and flew over the Bahamas’ hard-hit Abaco Island. “It’s not rebuilding something that was there; we have to start again.” She said her representative on Abaco told her that “there’s a lot more dead” and that the bodies were being gathered. Emergency authorities, meanwhile, struggled to reach victims amid conditions too dangerous even for rescue workers, and urged people to hang on. “We wanted to go out there, but that’s not a risk we’re capable of taking,” Tammy Mitchell of the Bahamas’ National Emergency Management Agency told ZNS Bahamas radio station. “We don’t want people thinking we’ve forgotten them. ... We know what your conditions are. We know if you’re stuck in an attic.” Some of the first post-storm images out of Grand Bahama showed children and elderly people huddled in the shovel of a huge bulldozer as it cut through muddy waters and evacuated them to a safer area. Practically parking over a portion of the Bahamas for a day and a half, Dorian pounded the northern islands of Abaco and Grand Bahama with winds up to 185 mph (295 kph) and torrential rain before

finally moving into open waters Tuesday on a course for Florida. Its winds were down to a still-dangerous 110 mph (175 kph). The system was drifting north at 6 mph (10 kph). Over 2 million people along the coast in Florida, Georgia and North and South Carolina were warned to evacuate. While the threat of a direct hit on Florida had all but evaporated, Dorian was expected to pass dangerously close to Georgia and South Carolina – and perhaps strike North Carolina – on Thursday or Friday. Even if landfall does not occur, the system is likely to cause storm surge and severe flooding, the U.S. National Hurricane Center said. “Don’t tough it out. Get out,” said U.S. Federal Emergency Management Agency o�cial Carlos Castillo. In the Bahamas, Red Cross spokesman Matthew Cochrane said more than 13,000 houses, or about 45% of the homes in Grand Bahama and Abaco, were believed to have been severely damaged or destroyed. U.N. o�cials said more than 60,000 people on the hard-hit islands will need food, and the Red Cross said some 62,000 will need clean drinking water. “What we are hearing lends credence to the fact that this has been a catastrophic storm and a catastrophic impact,” Cochrane said. Lawson Bates, a sta�er for Arkansasbased MedicCorps, flew over Abaco and said: “It looks completely flattened. There’s boats way inland that are flipped over. It’s total devastation.” The Red Cross authorized a half-million dollars for the first wave of disaster relief, Cochrane said. And U.N. humanitarian teams stood ready to go into the stricken areas to help assess the damage and the country’s needs, U.N. spokesman Stéphane Dujarric said. The U.S. government also sent a disaster response team. Abaco and Grand Bahama islands, with a combined population of about 70,000, are known for their marinas, golf courses
and all-inclusive resorts. To the south, the Bahamas’ most populous island, New Providence, which includes the capital city, Nassau, and has over a quarter-million people, su�ered little damage. The U.S. Coast Guard airlifted at least 21 people injured on Abaco. Rescuers also used jet skis to reach some people as choppy, co�ee-colored floodwaters reached roofs and the tops of palm trees. “We will confirm what the real situation is on the ground,” Health Minister Duane Sands said. “We are hoping and praying that the loss of life is limited.” Sands said Dorian rendered the main hospital on Grand Bahama unusable, while the hospital in Marsh Harbor in Abaco was in need of food, water, medicine and surgical supplies. He said crews were trying to airlift five to seven kidney failure patients from Abaco who had not received dialysis since Friday. The Grand Bahama airport was under 6 feet (2 meters) of water. As of 2 p.m. EDT, Dorian was centered about 65 miles (105 kilometers) north of Freeport and 105 miles (170 kilometers) east of Fort Pierce, Florida. It was moving northwest at 5 mph (7 kph). Hurricaneforce winds extended up to 60 miles (95 kilometers) from its center. The coastline from north of West Palm Beach, Florida, through Georgia was expected to get 3 to 6 inches of rain, with 9 inches in places, while the Carolinas could get 5 to 10 inches and 15 in spots, the National Hurricane Center said. NA SA satellite imager y t hrough Monday night showed some places in the Bahamas had gotten as much as 35 inches (89 centimeters) of rain, said private meteorologist Ryan Maue. Parliament member Iram Lewis said he feared waters would keep rising and stranded people would lose contact with o�cials as their cellphone batteries died. Dorian also left one person dead in its wake in Puerto Rico before slamming into the Bahamas on Sunday. It tied the
record for the strongest Atlantic storm ever to hit land, matching the Labor Day hurricane that struck Florida Gulf Coast in 1935, before storms were given names. Scientists say that climate change generally has been fueling more powerful and wetter storms but that linking any specific hurricane to global warming would require more detailed study. Across the Southeast, meanwhile, interstate highways leading away from the beach in South Carolina and Georgia were turned into one-way evacuation routes. Several airports announced closings, and hundreds of flights were canceled. Walt Disney World in Orlando closed in the afternoon, and SeaWorld shut down. Police in coastal Savannah, Georgia, announced an overnight curfew. North Carolina Gov. Roy Cooper ordered a mandatory evacuation of the dangerously exposed barrier islands along the state’s entire coast. Having seen storms swamp his home on the Georgia coast in 2016 and 2017, Joey Spalding of Tybee Island decided to empty his house and stay at a friend’s apartment nearby rather than take any chances with Dorian. He packed a U-Haul truck with tables, chairs, a chest of drawers, tools – virtually all of his furnishings except for his mattress and a large TV – and planned to park it on higher ground. He also planned to shroud his house in plastic wrap up to shoulder height and pile sandbags in front of the doors. “In this case, I don’t have to come into a house full of junk,” he said. “I’m learning a little as I go.” In Folly Beach, South Carolina, many restaurants and shops wasted no time in boarding up, but some hurricane-hardened residents had yet to decide whether to heed the evacuation order. “If it comes, it comes. You know, God always provides, y’all,” Sammye Wooded said.

Time for lawmakers, governor to declare statewide ‘Jesse White Day’ Secretary of state’s service has been exemplary, inspirational
Note to readers: The accompanying editorial was written by the editorial board of Shaw Media and distributed to Illinois newspapers by the Illinois Press Association. In 1998, Jesse White was elected to lead an Illinois Secretary of State’s o�ce that was mired in scandal. Four years earlier, a truck driver who had paid a bribe to obtain an Illinois license caused a crash that killed six children near Milwaukee. That led to an FBI investigation into a licenses-for-bribes scandal dubbed “Operation Safe Road” – and in the weeks after White’s election, people began pleading guilty. The corruption probe eventually led to the downfall of White’s predecessor, former Gov. George Ryan, who was sentenced to prison after a single term as governor. Meanwhile, the everyday experience at Secretary of State o�ces around Illinois was every bit as bad as stereotypes suggest. We can sum it up in a word: brutal.
In the 21 years since, White has brought drastic changes for the better. The scandals are over. Use of technology has decreased wait times at o�ces. Stronger DUI laws, reforms in teen driving guidelines and truck driver licensing practices have made the roads safer for all. The expanded organ and tissue donor program has grown to more than 5 million people and saved lives. White has shown integrity many times as well, including in 2009, when he refused to certify Gov. Rod Blagojevich’s appointment of Roland Burris to the U.S. Senate in the wake of revelations the governor had tried to auction o� the seat to the highest bidder. Voters have recognized White’s service and character time and again, handing him landslide victories in six statewide elections. Amazingly, he has received more than 60 percent of the vote in each of his five re-election bids. White, a Chicago Democrat, became the first African-American elected secretary of state in 1998. Now in the first year of his sixth consecutive term, he has held the post longer than anyone in state history. He still works daily for the people of Illinois, leading a state agency that provides more
direct public service than any other. He has a decades-long track record of serving with honor and competence. In fact, he has accomplished more in terms of public service than most people could hope to accomplish in five lifetimes. White served in the U.S. Army as a paratrooper in the 101st Airborne Division, and later in the Illinois National Guard and Reserve. He was a third baseman in the Chicago Cubs’ farm system who played two seasons of Triple-A ball in Salt Lake City and learned from the great Ernie Banks. In 1959, White founded the internationally acclaimed Jesse White Tumbling Team to provide a positive outlet for children living in public housing in the Chicago area. The tumblers still perform today, with more than 200 young people set to make more than 1,500 performances this year. Before he was a public servant, White was a student at Alabama State College in Montgomery in the 1950s, where he experienced racial discrimination in the Jim Crow South. While there, he attended a church where Martin Luther King Jr. was pastor, and participated in the Montgomery Bus Boycott organized by King and Rosa Parks.

White has said it was King who inspired him to enter public service and help people. Rather than be turned o� by racial injustice, White worked to make America better. He eventually spent 16 years in the Illinois General Assembly, followed by eight as the Cook County recorder of deeds before his record-breaking run as head of Illinois’ largest government agency. There are few politicians with a biography as inspiring as Jesse White, who has taken Illinois from the nadir of Operation Safe Road to truly providing safe roads for citizens. We are calling on the Illinois House, Senate and Gov. J.B. Prtizker to declare a statewide “Jesse White Day.” The Honorable Jesse White is truly an Illinois treasure, and the time is right to recognize his remarkable service to our state. A Very Brady HGTV Takeover By Paula Hendrickson Contributor
Just over a year ago, HGTV made news when it outbid former N’Sync-er Lance Bass to buy the Studio City, California home made famous as the exterior of the Brady’s family home on The Brady Bunch. HGTV paid $3.5 million for the house that had been listed for $1.6 million. And they’re determined to milk the purchase for all they can. Their timing was perfect, too, since September 26 marks the 50th anniversary of The Brady Bunch 1969 series premiere. HGTV started by rounding up all of the original Brady “kids” – Barry Williams (Greg), Maureen McCormick (Marcia), Christopher Knight (Peter), Eve Plumb (Jan), Mike Lookinland (Bobby), and Susan Olsen (Cindy) – to take part in a
limited series centered on renovating the actual home’s interior match the original sets. Even as a kid I realized that the exterior didn’t really match the interior. (The Brady Bunch was not the only series I noticed that with, either.) So making that happen couldn’t have been an easy feat, especially with millions of Brady Bunch fans ready to nit-pick every detail. HGTV lined up Jonathan and Drew Scott, aka The Property Brothers, to guide the project, and also recruited stars of other HGTV shows including Good Bones, Hidden Potential, Restored by the Fords, and Flea Market Flip to take part in the ambitious renovation. Not surprisingly, an addition was needed to rework the home’s original floorplan to match the original set. But
structural changes only go so far. HGTV held a “Very Brady Scavenger Hunt” t hat to ok adv a nt age of crowd-sourcing to find some of the iconic touches fans remember from the series – the horse statuette, ginormous lamps, period toys, furniture, even appliances. When some items couldn’t be found, they were replicated. Attention was paid to the tiniest of details. The network is promoting the show like crazy, as it should. They have a lot more than the $3.5 million purchase price invested in this short-running series. Indeed, tie-ins with the Brady craze popped up throughout August on other networks in HGTV’s Discovery family – from Discovery Channel’s Fast N’ Loud to Food Network’s Worst Cooks in America. Walmart to stop selling certain gun ammunition By Anne D’Innocenzio Associated Press
NEW YORK (AP) – Walmart says it will discontinue the sale of handgun and short-barrel rifle ammunition and also publicly request that customers refrain from openly carrying firearms in stores even where state laws allow it. The announcement comes just days after a mass shooting claimed seven lives in Odessa, Texas and follows two other back-to-back shootings last month, one of them at a Walmart store. The Bentonville, Arkansas-based discounter said Tuesday it will stop selling handgun ammunition as well as short-barrel rifle ammunition, such as the .223 caliber and 5.56 caliber used in military style weapons, after it runs out of its current inventory. It will also discontinue handgun sales in Alaska. Walmart stopped selling handguns in the mid-1990s, with the exception of Alaska. The latest move marks its complete exit from that business and allows it to focus on hunting rifles and related ammunition only. “In a complex situation lacking a simple solution, we are trying to take constructive steps to reduce the risk that events like these will happen again,” according to a memo by Walmart’s CEO Doug McMillon circulated to employees Tuesday afternoon. “The status quo is unacceptable.” The retailer is further requesting that customers refrain from openly carrying firearms at its Walmart and Sam’s Club stores unless they are law enforcement officers. However, it said that it won’t be changing its policy for customers who have permits for concealed carry. Walmart says it will be adding signage in stores to inform customers of those changes.
Last month, a gunman entered a Walmart store in El Paso, Texas, killing 22 people with an AK-style firearm that Walmart already bans the sale of and marking the deadliest shooting in the company’s history. Texas became an open carry state in 2016, allowing people to openly carry firearms in public. Walmart’s moves will reduce its market share of ammunition from around 20% to a range of about 6% to 9%, according to Tuesday’s memo. About half of its more than 4,750 U.S. stores sell firearms, or around 2% of all U.S. firearms. Most firearms sales are done through thousands of unaffiliated gun shops or gun shows, not big retail chains. A number of gun control activists praised Walmart’s moves, while gun manufacturers such as Vista Outdoors and Smith & Wesson parent company American Outdoor Brands Corp. saw their shares fall. Other companies have responded to public pressure to restrict gun sales, including Dick’s Sporting Goods, which announced in March it would stop selling firearms and ammunition at 125 of its 700-plus locations. But supporters of stricter gun laws say Walmart’s latest steps should have an outsized influence because of its clout, sending a strong message to Congress as well as other corporations. “Walmart deserves enormous credit for joining the strong and growing majority of Americans who know that we have too many guns in our country and they are too easy to get,” said Igor Volsky, executive director and founder of Guns Down America, in a statement. “That work doesn’t end with Walmart’s decision today. As Congress comes back to consider gun violence, Walmart should make it clear that it stands with Americans who are demanding real change.”
The National Rifle Association posted a tweet attacking Walmart’s announcement. “It is shameful to see Walmart succumb to the pressure of the anti-gun elites. Lines at Walmart will soon be replaced by lines at other retailers who are more supportive of America’s fundamental freedoms,” it said. The nation’s largest retailer has been facing increasing pressure to change its gun policies by gun control activists, employees and politicians after the El Paso shooting and a second unrelated shooting in Dayton, Ohio that killed nine people . A few days before that, two Walmart workers were killed by another worker at a store in Southaven, Mississippi. In the aftermath of the El Paso shooting, Walmart ordered workers to remove video game signs and displays that depict violence from stores nationwide. But that fell well short of demands for the retailer to stop selling firearms entirely. Critics have also wanted Walmart to stop supporting politicians backed by the NRA. The retailer has long found itself in an awkward spot with its customers and gun enthusiasts. Many of its stores are located in rural areas where hunters depend on Walmart to get their equipment. Walmart is trying to walk a fine line by trying to embrace its hunting heritage while being a more responsible retailer. With its new policy on “open carry,” McMillon noted in his memo that individuals have tried to make a statement by carrying weapons into its stores just to frighten workers and customers. But there are well-intentioned customers acting lawfully who have also inadvertently caused a store to be evacuated and local law enforcement to be called to respond. Walmart joins a string of other retailers and restaurants including Starbucks, Target and Wendy’s in asking customers

not to openly carry their guns when they visit their premises. But they are not enforcing an outright ban because they don’t want to put their employees in confrontational situations. Walmart says it hopes to help other retailers by sharing its best practices like software that it uses for background checks. And the company, which in 2015 stopped selling assault rifles like the AR-rifles used in several mass shootings, urged more debate on the reauthorization of the assault weapons ban while also calling for the government to strengthen background checks. McMillon says Walmart will send letters to the White House and the Congressional leadership that calls for action on these “common sense” measures. Over the last 15 years, Walmart had expanded beyond its hunting and fishing roots, carrying items like assault rifles in response to increasing demand. But particularly since 2015, often coinciding with major public mass shootings, the company has made moves to curb the sale of ammunition and guns. Walmart announced in February 2018 that it would no longer sell firearms and ammunition to people younger than 21 and also removed items resembling assaultstyle rifles from its website. Those moves were prompted by the mass shooting at a high school in Parkland, Florida, that killed 17 people. In 2015, Walmart stopped selling semi-automatic weapons like the AR-15 style rifle, the type used in the Dayton shooting. The retailer also doesn’t sell large-capacity magazines. Dick’s Sporting Good stopped selling assault-style weapons in 2018.

Iceland’s hydrogen economy falters Growing great garlic BY GRANT MCCARTY CONTRIBUTOR
Garlic is a common vegetable that many backyard and commercial growers are interested in planting. The problem with garlic is that it has to be planted in mid to late fall, grown overwinter, and then harvested in June. If you do not plant at the right time, you will find that your garlic will not grow well for you. Garlic should be planted September to mid-October. Even if you plant the first week of September and mulch, you may have green growth from the garlic beyond the mulch layer and need to add more mulch. Any exposure of the green tips to winter may damage your garlic. One clove will give yield one head of garlic. There is a direct correlation between the size of the clove and how the rest of the bulb will develop. If you plant a small clove, expect small cloves in the bulb you harvest in June. You want a hardneck type as these perform well in Northern Illinois. You might try softneck varieties but know that they still tend to perform poorly even with layers of mulch. Much of that will depend on our winter. Avoid grocery store garlic. This is commonly a softneck variety. Hardneck varieties that are recommended are ‘Spanish Roja’, ‘Carpathian’, and
‘Georgian Crystal’. Growers I know also like ‘German Porcelain’, ‘Chrysalis Purple’, and ‘Red Chesnok’. To get garlic for planting, visit a farmers market in your area and talk to the vendor. If you purchase a head of garlic from them, these cloves can be planted in your garden this fall. Home and garden stores may have garlic too. Garlic needs a weed free area. Fertile soil is strongly encouraged. As you think about where you want to plant it, keep in mind that garlic has a long growing season. This space will not be available for crops until June/July of next year. Garlic should be planted twice the height of the clove with spacing 6-8 inches between. You need to mulch. A good mulch layer of 6-8 inches is needed to provide insulation for the garlic as it develops. You may find that you need to keep laying this down in winter months. Straw, leaves, and other mixtures are your best bet. It is not uncommon to have to reapply a mulch in December. The second annual Illinois Renewable Energy and Sustainability Fair featured Thorsteinn Sigfusson as a keynote speaker addressing Iceland’s goal of becoming a world leader in the development of a hydrogen economy. Their intent was to eliminate importing oil to fuel their transportation system. It was part of a 10 year plan with Daimler Benz and Ballard Power to use fuel cells and hydrogen to replace the internal combustion engine in transportation. The fuel was expected to come from locally produced hydrogen by electrolysis or by capturing carbon releases from aluminum plants and combining them with hydrogen to produce methanol for fuel. Following the Fair we spent a week in Iceland to learn more about their renewable energy resources and hydrogen e�orts and consider setting up a group trip for others with similar energy interests. While our group trip did not materialize Iceland today is a major tourist destination providing jobs and income to the country. But the growth in tourism has increased oil imports to meet the needs for air, land and water transportation to accommodate tourist tra�c focused on the unique and beautiful scenic qualities of its lands and waters. Earlier Iceland had transitioned much of its economy out of imported oil by using its abundant hydroelectric and geothermal power sources to provide 85% of its primary power and 99.9% of its electricity from renewable energy resources. Roughly 20% of their primary power comes from hydropower and 65% from geothermal sources. On a per capita basis Iceland has nine times more energy available than the average in the European union. Having the world’s highest share of renewable energy sources, it currently taps about 35% of its potential. The energy abundance is used to heat and power homes, businesses and industries such as energy intensive aluminum and steel. Heat from its geothermal plants is also used to melt ice from sidewalks, heat swimming pools, warm greenhouses and fish farms, and produce and process food. Emissions from the metal industry made it a di�cult for the country to comply with international agreements to cut carbon emissions; a successful transition to hydrogen would have helped to cut emissions. However interest in the hydrogen economy cooled due to a number of factors including technical and cost barriers. The economic collapse in 2008 and 2009 contributed to expanding
their vision of how to reduce their reliance on imported oil. Now hydrogen is only one of a number of locally developed fuel sources that can power their transportation systems. T he y e x p e r i me nt e d w it h u si ng hydrogen to provide auxiliary energy for a commercial whale watching ship, powered a few hydrogen fueled busses and roughly three dozen fuel cell powered cars. While the hydrogen e�ort did not end it is a far less prominent aspect of their current energy e�orts. The energy development agenda has changed. Contracts have been let to search for oil o� the Icelandic coast. Under study is where to site wind farms to tap their immense wind resources. Electricity produced from wind farms might be cheaper than that produced by hydro and geothermal plants. E�orts are being made to use electric vehicles as a means to limit oil imports. Biogas has been used for over a decade in Reykjavik to power busses. The gas is captured and processed from a landfill serving the metropolitan area. Capturing carbon dioxide from a geothermal plant and producing hydrogen by electricity could be combined to produce methanol for a transportation fuel. Iceland is involved in a project which captures carbon dioxide from a geothermal plant and pumps it underground into basalt rock where through a chemical reaction it forms veins within the rock. After two years only five percent of the carbon dioxide has escaped. As the economy has grown, the transportation systems remains dependent on imported fossil fuels. Its hydro and geothermal sources have been expanded to serve its metal processing industry, especially aluminum. Consideration is being given to laying an undersea cable to send electricity to England for use in Europe. If implemented it is likely that more hydro and geothermal plants along with wind farms would need to be built. For us the lesson from our Icelandic experience is that developing renewable energy resources does not guarantee that they will be used in a sustainable way. Far more changes are needed throughout the world’s economy for it to become sustainable. Our primary source of information was the Askja Energy website. CHAMPAIGN, Ill. (AP) – In his Illinois debut on Saturday, quarterback Brandon Peters showed more than 30,000 Illini fans that he can pass and run and do both pretty well. Peters, a graduate transfer from Michigan, went 14 of 23 for 163 yards and three touchdowns through the air, while running for another touchdown to lead Illinois past Akron 42-3. On Saturday, the Illini held the Zips to less than a 50 percent completion rate while allowing Nelson only 122 yards with one interception.

Illinois has no shortage of talent in the backfield, led by Reggie Corbin, who piled up 1,085 yards and averaged 8.5 per carry last season. Both Corbin and RaVon Bonner rushed for touchdowns on Saturday. Corbin carried six times for 38 yards, while Bonner carried six times for 38 yards in a balanced ground attack by the Illini. Akron was led by Deltron Sands, who rushed 13 times for 39 yards. Brandon Lee carried nine times for 30 yards.

Rodgers vs. Goliath: Bears finally proving to be a worthy foil By Robert Zeglinski Contributor
There’s no need to mince words: Aaron Rodgers has had the Bears’ number over the course of his illustrious career. Every time the Bears believed they mercifully turned the corner against their perennial tormentor in the Packers, Rodgers’ intimidating presence loomed in the background before he fired off a signature deep bomb. The script, albeit one that shifted with every season’s new adaptation, was down to a specific formula – the lowly Bears would either hang in against Rodgers all game before he inevitably broke their spirit with a wellplaced dagger, or Green Bay would decimate Chicago outright behind a sparkling wire-to-wire Rodgers’ performance. If it felt as if the Bears were stuck in a vicious time loop where they kept dying and subsequently re-spawning in the same place with the traumatic memories of their irreparable failures intact, that’s because they probably were. The rigid rules of the space time continuum do not apply in those select cases where oblong inflated pieces of leather are involved. Even when the Bears made the addition of their best individual talent since Brian Urlacher with a bold trade for the brilliant Khalil Mack last season, there Rodgers was, on one healthy leg, orchestrating a devastating 20-point comeback. One could have found it easy to give up hope in such dire, exhaustive circumstances. It was the Bears’ personal Groundhog Day from which there was no escape.
So when the future Hall of Fame passer exuded a trademark confidence in the lead-up to a Soldier Field visit this Thursday, who could have blamed him? One recent fall to the mat at the Bears’ hands last December is not enough to dissuade a player of Rodgers’s caliber. “Obviously last year they stuffed us pretty good,” said Rodgers in deference in a press conference call on Sunday. “ ... But we’ve also won in that place before and you take that confidence with you.” While Rodgers’s confidence is admirable at a glance – he’s 7-3 as a starter in Soldier Field since 2008 – his faith might be misplaced. As great as the Packers’ talisman has regularly proven to be, it does not mean he’s immune to the regressive human tendency of living in the past. It would be understandable if he forgot that healthy patience and time to learn from an abundance of mistakes heals deep wounds related to déjà vu. Under starkly different circumstances than what many are accustomed to, the Bears and Packers kick off the NFL’s 100th season this Thursday night on different platforms of prestige. The Bears begin their 2019 campaign as a championship contender brimming with gifted superstars and depth at most every relevant position. That’s on top of already exuding an uncommon team-w ide charisma speaking of self-assurance, not arrogance. The Packers, fresh off their second consecutive missed postseason – a blemish they haven’t attempted to sheepishly look past in over a decade –

have the aim of picking up the scattered pieces under the stead of the green Matt LaFleur. In a dramatic role reversal of a star-crossed Midwestern football battle for the ages, it’s the Bears who for once have every answer to every question on the exam, plus points for extra credit, while the formerly prestigious Packers fight tooth and nail for even a slight hint of validation. Gone are the days of a Hall of Fame Green Bay quarterback acting as a walking deus ex machina against the Bears, where they flipped the endings of entire seasons on short individual displays of genius. In arrives a strange euphoric period where the Bears have no legitimate reason to fear anyone who opposes them. Where the Bears have the pleasure of not only initiating aggression but getting in every last word. After all, they have Khalil Mack and the Packers do not. This 28-year-old locomotive train pays no mind to the past. A new bright future, led by his channeled and explosive example, is now. “Oh man, I’m so ready to hit somebody,” said Mack on Monday as the Bears begin their formal preparations for the Packers. When asked what part of BearsPackers he relishes most, Mack took it an expected but simple step further. “Sacking Aaron Rodgers,” the larger than life persona quipped. Aside from his singular tendency to manually paper shred the game plans of respective offensive coordinators, Mack has solid cause in propping up the rest

And if that’s the case, their tremendous narrative payoff of growth and wonder is yet to come. The Packers, Rodgers in particular, can only hope this chapter soon follows the refrain of older versions of the text, or they end up being at risk of falling into their own sadistic time loop the Bears were once intimately familiar with.
