State’s wealthiest person gives $20 million to anti-graduated tax committee Griffin was big-time donor to GOP ex-Gov. Rauner By Jerry Nowicki

SPRINGFIELD – Illinois’ wealthiest man and frequent Republican political donor Ken Griffin has pledged $20 million to a group dedicated to defeating a graduated tax constitutional amendment. Griffin, who is the founder of the hedge fund Citadel, has previously donated tens of millions of dollars to the campaign of Republican former Gov. Bruce Rauner. He’s also given millions to House and Senate Republican leadership in the state and donated to several individual lawmakers. Forbes estimates his net worth at $15 billion. His recent $20 million donation went to the Coalition to Stop the Proposed Tax Hike Amendment ballot initiative committee. Prior to Griffin’s donation, the committee had received $950,000 in donations. Gov. JB Pritzker has already dropped more than $50 million of his own personal fortune, estimated at $3.4 billion, in support of his marquee legislative proposal. His donation went to the Vote Yes for Fairness ballot initiative committee. The constitutional amendment in question would scrap the state’s protection of a flat-rate income tax for a new structure allowing lawmakers to tax different levels of income at fluctuating tax rates. A progressive rate structure that would take effect if the amendment passes is expected to bring in more than $1 billion in additional state revenue this fiscal year and more than $3 billion annually when it is implemented for a full fiscal year. It will be up to the voters in November as to whether the state gains authority to scrap the flat tax, which is currently 4.95 percent for every penny of taxable income for every taxpayer. If more than half of those voting in the November election, or three-fifths of those voting on the ballot question, approve the measure, a graduated rate structure can take effect.
Lawmakers have already approved the rate structure that will become law should the measure pass. Effective Jan. 1, rates would remain flat or decrease for those earning $250,000 or less, while they would increase for those earning above that amount. Individuals earning more than $750,000 and joint filers with incomes exceeding $1 million would see the largest tax increases. A flat tax rate of 7.99 percent on all income would apply to anyone exceeding those thresholds. For all other earners, each varying tax rate would apply to only one specific margin of income. The rates are 4.75 percent on taxable income from $0 to $10,000; 4.9 percent from $10,001 to $100,000; 4.95 percent from $100,001 to $250,000. For joint filers, a 7.75 percent rate would kick in on margins from $250,001 to $500,000; and 7.85 percent from $500,001 to $1 million. For single filers, the 7.75 percent rate applies from $250,001 to $350,000, while the 7.85 percent rate applies from $350,001 to $750,000. The measure also includes an increase in the property tax credit from 5 percent to 6 percent, and up to a $100 per-child tax credit for couples earning less than $100,000 and single persons earning less than $80,000. The corporate tax rate would go from 7 to 7.99 percent, not including an existing corporate property replacement tax of 1.5 to 2.5 percent that is not changed by the bill. Opponents of the graduated tax have not disputed the rates that will become law upon its passage, but they argue that the change does not put safeguards in place to prevent future adjustments to the rate structure that could impose higher taxes on lower levels of income. The necessary threshold to raise taxes in the General Assembly would remain unchanged by the amendment, although opponents argue it would make the task politically easier by allowing lawmakers to raise taxes on different tax brackets at different times.
In light of receiving the big check from Griffin, the Coalition said in a statement it “welcomes support from anyone who believes we must stop Springfield politicians from having new power to increase income taxes on every group of taxpayers, whenever they want.” “The constitutional amendment sets no limit on the number of tax brackets that can be created and no limit on how high tax rates can be increased on groups of individual taxpayers – including middle-income families,” the statement added. Earlier in the week, more than 125 labor unions organized by the Vote Yes for Fair Tax ballot initiative committee hosted a virtual news conference to announce their support for the measure. “Yesterday—the day that unions representing more than 1 million Illinois workers stood up to support Fair Tax reform—the state’s richest billionaire Ken Griffin spent $20 million to protect the broken status quo,” John Bouman, the chairman of the group, said in a news release. “Griffin took home $1.5 billion in 2019 alone, yet paid the same state income tax rate as teachers, nurses, grocery store clerks and other essential workers. That’s wrong and it’s exactly why Illinois needs the Fair Tax amendment.” In August, the Illinois State Black Chamber of Commerce and the Illinois Hispanic Chamber of Commerce announced opposition to the graduated tax as well, warning of the effects a tax hike could have on job creators. Proponents, however, point out that small businesses owners operating as sole proprietors or pass-through entities such as S-corporations will see a tax reduction under the plan if they have less than $250,000 in annual income.. HOUSTON (AP) — Students across the U.S. ran into computer glitches Tuesday as they began the school year with online instruction at home because of the coronavirus threat, adding to the list of problems that have thrust many a harried parent into the role of teacher’s aide and tech support person. The online learning platform Blackboard, which provides technology for 70 of the nation’s 100 biggest districts and serves more than 20 million U.S. students from kindergarten through 12th grade, reported that websites were failing to load or were loading slowly, and users were unable to register on the first day of school. Three of Texas’ largest school districts — Houston, Dallas and Fort Worth — were hit with technical problems, as were school systems in places such as Idaho and Kansas. A ransomware attack forced schools in Hartford, Connecticut, to postpone Tuesday’s start of online and in-person classes. Elsewhere around the country, Seattle’s system crashed last week. An online learning program used in Alabama and other places recently went down. And North Carolina’s platform crashed on the first day of classes last month. Amanda Mills’ 8-year-old son, Rowan, woke up excited to start his first day of third grade, even though it was online through Idaho’s largest school district, based in the town of Meridian, just outside Boise. But they ran into trouble even after practicing logging in smoothly on Monday. “Whatever happens, we’ll figure it out and we’ll make it work however we can, and rely on the patience of those teachers who are up against their own obstacles,” Mills said. “It’s a weird, wild world right now.” Summer break gave school districts time to iron out kinks that cropped up when the virus forced them to switch to online classes in the spring. But the new school year already has been plagued by some of the same problems, with no end in sight to the outbreak that has infected more than 6.3 million people and killed 189,000 in the U.S. Erik Rasmussen, a Falls Church, Virginia, resident who has three children taking online classes, said he regularly copes with computer glitches and short attention spans. The divorced dad has his children half the time. “You put your kids in front of the computer, and then I go to do my work, but kids are kids -- they’re going to turn o� the video function and start playing a game,” he said. In the Houston school system, with
209,000 students, a web hosting service went down, causing problems for families as they tried to sign into the district’s main classwork portal. Families were given a di�erent link to access the portal until the problems were resolved by around noon. The Dallas and Fort Worth districts said they were working to fix problems with their phone lines and websites. “In this unprecedented school year, we must remain flexible and quickly adapt to changing conditions and circumstances like we noticed this morning,” said Houston Interim Superintendent Grenita Lathan. Florida’s largest school district, in Miami-Dade County, had assured parents that it had consolidated di�erent programs into one platform that would be easier to navigate. But software glitches and cyberattacks disrupted the first week of the new school year that started Aug. 31. A high school student was arrested and accused of orchestrating a series of network outages. School administrators believe other people may be doing the same. Christy Rodriguez, 36, said her thirdand fourth-grade boys’ classes struggled with connection problems during the first week of school. “Four full days were lost,” she said. “Either somebody is not able to go on, or the screen goes blank, or the teacher can’t hear the kids, so the teacher then just logs o� and then sends a message to the parents.” Rodriguez said she has been forced to work until late at night because her children need help fixing connection problems.

“The teachers are frustrated. The kids are frustrated. I hope that they soon open up schools,” she said. Another parent, Alessandra Martinez, said her 7-year-old son has struggled with logins, passwords and connection problems. He had a meltdown on Friday when he was moved to a smaller breakout group but didn’t see the teacher and didn’t know what he was supposed to be doing. “At their age, everything is amplified, and it feels like a big deal,” Martinez said. Martinez said she was against the school district using a product commonly employed by parents who homeschool. “This is a homeschooling program, but for parents who are working from home and have multiple children, it is a bit overwhelming,” she said. “We have this set up as a one-size-fits-all, and it doesn’t work for everybody.” In Hartford, where a new start date for the school year was not immediately announced, parents were upset at what they called the last-minute notice of the delay. They noted that o�cials knew about the problem since the weekend. Kate Court said her 13-year-old son was already dressed and ready to go to the bus stop when she learned of the postponement. The shipping warehouse employee counted herself lucky that her mother could watch over the teen and his younger brother so she didn’t have to miss work. “This is crazy,” Court said. “We’re looking for normalcy again, whatever that may be.”

Tech’s sudden sell-o� continues; Nasdaq sinks 10% in 3 days BY STAN CHOE AND ALEX VEIGA ASSOCIATED PRESS
NEW YORK (AP) — Big technology stocks tumbled again on Tuesday, continuing the Icarus-like flight path for companies that just a week ago were the high-flyers carrying Wall Street to record heights. The S&P 500 fell 95.12, or 2.8%, to 3,331.84 and clinched its first three-day losing streak in nearly three months. Big names that were the main reasons for the market’s rocket ride back from its pandemic-caused losses were among the heaviest weights. Apple sank 6.7%, Microsoft pulled 5.4% lower and tech stocks across the index were down 4.6%. The Dow Jones Industrial Average lost 632.42 points, or 2.2%, to 27,500.89. The Nasdaq composite, which is packed with tech stocks, dropped 465.44, or 4.1%, to 10,847.69 and is down 10% since it set its latest record on Wednesday. Tech stocks had been the darlings of Wall Street on expectations that they can continue to deliver strong profit growth almost regardless of the economy and global health. Tech stocks in the S&P 500 are still up nearly 23% for 2020 so far, and Amazon has rocketed 70.5%, even when unemployment remains high and much of the economy is limping ahead. Analysts say a flurry of activity for stock options of Big Tech companies goosed the gains even further recently. With certain kinds of options, investors can make huge profits on a stock, without having to pay for its full share price, as long as the stock’s price keeps rising. If enough of these kinds of stock options are getting sold, it can create a buying frenzy for the stock that
accelerates the gains even more. But all that activity can unwind quickly and send prices tumbling if momentum turns, which is what happened last week. Apple stock dropped 3.1% for just its second weekly loss in the last 14 weeks. Critics have long been saying that big technology stocks had shot too high, even after accounting for their strong profit growth. Such high-growth stocks have been trouncing the performance of stocks that look like better bargains, which are called “value stocks” by investors, by margins wide enough to raise eyebrows along Wall Street. “The growth versus value outperformance was at an unheard of extreme at the end of August,” said Sam Stovall, chief investment strategist at CFRA. That gap began to narrow on Thursday, when tech stocks began cracking and the Dow fell more than 800 points, and that “showed investors that tech stocks and growth stocks can fall just as easily as they rise,” Stovall said. “It’s a reminder that we’re still in 2020,” said Willie Delwiche, investment strategist at Baird. “The degree of selling we’ve seen the past few days is just a reminder that volatility is still around.” The trigger for last week’s turnaround may have been expectations that longerterm interest rates will rise, according to strategists at Morgan Stanley. Low rates often act like steroids for stocks, encouraging investors to pay higher prices for stocks relative to corporate profits, which can benefit high-growth stocks in particular. The yield on the 10-year Treasury has returned to 0.67%. That’s down from 0.72%
late Friday, but it’s notably higher than the 0.53% it was o�ering at the end of July. Tesla has been one of the brightest examples of Big Tech’s wild movements, and it surged 74.1% in August alone. It slumped 21.1% Tuesday amid disappointment that it won’t be joining the S&P 500 anytime soon. The company behind the S&P 500 announced the inclusion of several companies in the benchmark index, including Etsy. Some investors thought Tesla would be among them, which can create huge bouts of buying as index funds automatically fold the stock into their portfolios. The big question for the stock market is whether the losses can stay mostly confined to the tech area, which had been soaring so quickly earlier and looked to be the most expensive part of the market. “How resilient can the stocks beneath the surface be?” said Delwiche. “If they hold up, that would fit with a healthy correction,” which is what traders call a drop of 10% for the market and can mark a short-term breather for stocks in the midst of an upward run. “If they don’t, then it could be something more significant.” Beyond the tech stock slump, other worries are also hanging over the stock market, which had been setting record highs just last week.

Pessimism is rising that Democrats and Republicans in Washington will be able to find a deal to send more aid to unemployed workers and an economy still struggling amid the pandemic. Investors have been largely assuming that a deal would eventually pass, but recent talks between government leaders have yielded no progress. President Donald Trump is also talking about “decoupling” the U.S. economy from China, as the presidential campaign heats up. The relationship between the world’s two largest economies has been on edge for years, and all the uncertainty threatens to exacerbate the global economy’s already shaky standing. Energy stocks had some of Wall Street’s sharpest drops as the price of oil tumbled. Apache lost 10.7%, and Diamondback Energy fell 10% after benchmark U.S. crude sank $3.01 to $36.76 per barrel. Brent crude, the international standard, lost $2.23 to $39.78. But the market’s losses were widespread, with nearly 90% of the stocks in the S&P 500 lower. Among the few gainers was General Motors. It rose 7.9% after it said it’s taking an ownership stake in electric-vehicle company Nikola, which itself surged 40.8%. European stock markets sank, following modest gains in Asia.

‘Tenet’ tallies $20.2M as Americans step back into theaters By Jake Coyle

NEW YORK (AP) — In a litmus test for American moviegoing in the pandemic, Christopher Nolan’s “Tenet” brought in an estimated $20.2 million through the holiday weekend in U.S. and Canadian theaters. The result could be greeted as either the rejuvenation of U.S. cinemas — more Americans went to the movies this weekend than they have in nearly six months — or a reflection of drastically lowered standards for Hollywood’s top blockbusters given the circumstances. About 70% of U.S. movie theaters are currently open; those in the country’s top markets, Los Angeles and New York, remain closed. Theaters that are operating are limiting audiences to a maximum of 50% capacity to distance moviegoers from one another. “Tenet” played in 2,810 North American locations, about three-fourths of what most major releases typically launch in. Warner Bros. declined to split up U.S. and Canadian box office receipts. Theaters in Canada, where COVID-19 cases are much lower than in the U.S., began showing “Tenet” a week earlier. The film debuted stateside with nightly preview screenings Monday through Wednesday before the official opening on Thursday. Warner Bros.

It debuted there with $30 million in ticket sales from Friday to Monday. Internationally, “Tenet” has exceeded expectations. In two weeks of release, its overseas total is $126 million, with a global tally thus far of $146.2 million. Warner Bros. has emphasized that the usual opening-weekend calculus is out the window. Few onlookers felt it was possible to gauge how “Tenet” would open. The film, which cost $200 million to make and at least $100 million to market, will need to get close to $500 million to break even. In the film’s favor: It currently has the big screen almost entirely to itself. Some multiplexes played “Tenet” as many as 100 times over the weekend. With little else on the horizon, Warner Bros. is counting on a long run for “Tenet.” Not in the film’s favor: Audiences didn’t love Nolan’s latest time-bender. Moviegoers gave the thriller, starring John David Washington, Robert Pattinson and Elizabeth Debicki, a “B” CinemaScore, the lowest grade for a Nolan release since 2006’s “The Prestige.” Reviews (75% positive on Rotten Tomatoes) have been good but far from overwhelming.
Warner Bros. declined to make executives available to discuss the opening but said in a statement that “Tenet” had to be judged differently. “We are in unprecedented territory, so any comparisons to the pre-COVID world would be inequitable and baseless,” said the studio. Analyzing the film’s performance was virtually impossible, said senior media analyst Paul Dergarabedian for data firm Comscore. He acknowledged North America remains a more challenged marketplace than Europe or Asia, but called it a solid start in what will be lengthy run for “Tenet.” “It’s going to take a longer time to assess this,” said Dergarabedian. “The win is just to have movies open. To me, that says a lot.” Hollywood is watching closely. With the majority of the studios’ top productions delayed until next year, the industry is experimenting with how to release its most expensive movies in the COVID-era. The Walt Disney Co. this weekend also debuted its $200 million live-action “Mulan” remake, but did so as a $30 purchase for Disney+ subscribers. Disney on Sunday didn’t share digital returns for “Mulan” — a practice that’s been common among streaming companies and previous anticipated VOD releases like Universal’s “Trolls World Tour” and
Disney’s own “Hamilton.” But “Mulan” is also playing in theaters in some overseas territories. It began with $5.9 million in Thailand, Taiwan, the Middle East, Singapore and Malaysia. Next week, it debuts theatrically in its most important market: China. The release of “Tenet” was also hotly debated, given the health risks associated with indoor gatherings. Several prominent film critics said they wouldn’t review “Tenet” over ethical concerns. Theater chains, meanwhile, are struggling to remain solvent. Exhibitors have argued that they need new films to survive. Last weekend offered the first significant opportunity for U.S. cinemas to convince moviegoers to come back. Disney’s “The New Mutants,” a long delayed “X-Men” spinoff, collected about $7 million in 2,412 locations last weekend. Dipping significantly in its second weekend, its total is now up to $11.6 million. Fittingly in an upside-down year, the palindromic “Tenet” — a thriller in which time is reversed — essentially began the summer movie season on the weekend it typically ends. VENICE (AP) — There’s been a lot of talk about gender parity, feminism and equality at the Venice Film Festival this year, with nearly half the in-competition films directed by women. One of them, “Miss Marx,” certainly backs that trend. The historical drama profiles Karl Marx’s youngest daughter, Eleanor, an innovative British-born social activist and women’s rights campaigner who wrote the first English translation of Flaubert’s “Madame Bovary.” But Italian director Susanna Nicchiarelli also sought to highlight the less-than-empowered side of Miss Marx, who for years
tolerated her louse of a partner as he cheated on her, squandered her money and otherwise humiliated her. “The focus was on the dichotomy between the public activism and her public beliefs and the inconsistency with her private relationship,” said Romola Garai, who plays Eleanor in the film. “We are left to wonder why and how human beings can be so eloquent on the one hand, and that can so not enter your psyche on the other hand.” Nicchiarelli said she was drawn to this internal conflict, which she said was both touching and deeply human. “That says so much about the way we are,” she said. To hammer home the current-day rele-
vance of that dichotomy, the film’s score includes punk rock music and Nicchiarelli spliced in archival footage of 20th-century labor protests to “whip the audience into this insistence” that the issues Marx fought for still haven’t been resolved, Garai said. “The wheel of history has turned through the 20th century, but the same conversation about the dynamic around capitalism and who benefits from it is the same,” said Garai, who said she first learned about Eleanor Marx’s contribution to labor and feminist causes working on the 2015 British historical drama “Sufragette.” The film “Miss Marx” is one of eight directed by women that is competing for the top Golden Lion award in the main
competition at Venice, which wraps up Sept. 12. The Venice festival has long been criticized for the lack of female directors in its in-competition films, with only four films made by women in the 62 films that competed for the Golden Lion between 2017 and 2019, and only four women winning the Golden Lion in the festival’s history. This year, 44% of the in-competition films were directed by women. “I dream of the day when it will no longer be interesting to talk about how many women there are in a festival, and we will no longer count how many they are,” Nicchiarelli said. “Having said as much, Eleanor Marx really is important. She gave an enormous contribution to history, also, for her feminist ideas.”

Closing down the summer garden BY GRANT MCCARTY CONTRIBUTOR
This week of cooler temperatures and rain may have you ready to shut down your vegetable garden. This might be especially the case if your summer crops have started to slow down and you do not have plans for a fall garden. One question that we receive at the University of Illinois Extension o�ce is what to do with the garden plant debris. You could leave some garden debris behind especially if it is debris that did not have disease problems. The debris will break down into the fall. If you had
any disease problems though (like on tomatoes), you would want to remove it from the garden. It is your call on whether to remove or keep it. If you do remove debris from the garden, try to take as much as you can. Any left behind that had some disease symptoms could overwinter into the soil depending on the disease. While you will be crop rotating between families each year (or should be), you will still not want to have this debris enter the soil. If you have an active compost pile/bin, this vegetable residue should break down fast. Any tools/tomato stakes that were used
in the garden this season should be cleaned and put away. Especially make sure that you have cleaned them of any soil since this is where some disease causing pathogens can remain. A rubbing alcohol can be a great cleaning product to sterilize the tools before they are placed away. The fall is a great time to address your soil. Adding organic matters like composts, manure, leaf litter, and others can break down into the soil and give great benefits to next year’s garden. You could also get a soil test at this time. In fact, we usually recommend a fall test as it can give you enough time to change your soil pH if you
need to. Cover crops could also be planted with cereal rye and wheat as the two most common ones. Finally, keep weeding into the fall. While your garden is finished, this time between seasons is when weeds can go to seed fast and create problems next spring as their seeds lay dormant in the soil waiting for next spring. Energy attention in Illinois is focused on whether or not to bail out ComEd’s nuclear fleet. Exelon has declared it will start closing the plants in Byron and Dresden in 2021 if the state does not provide additional funds to keep them operating. The state wants to see the books on both plants to determine their financial condition. The plants’ closings will have devastating impacts on the economies of the regions where they are located. Nuclear power is a major source of the state’s electrical generation. In 2019 it generated 54% of the state’s electrical production followed by coal with 27%, then natural gas with 10%, wind with 8% and solar with about 1%. While the current federal administration is determined to increase our dependence on fossil fuels, the state’s goal is to run the economy on clean energy by 2050. It remains unclear what role if any nuclear power will play in the state’s energy mix. Environmental interests have di�ering views on whether nuclear power should be part of the it. Beyond the issue of power generation is the question of how to increase the reliability of the grid. As climate change intensifies the vulnerability of the grid to storm damage will increase. We recently went through an intense storm which left thousands of people without power for extended periods of time. Over time the costs of extreme weather
such as wildfires, droughts, floods and hurricanes increase and are expected to intensify as climate change continues unabated. We have yet to learn the full costs of the derecho which stormed across the Midwest. While hardening the grid is one approach, another way to deal with the problem is to reduce reliance on the grid and foster the decentralization of electrical production. An estimate from NREL suggests that about 40% of the roofs in Illinois could host solar electric systems. When combined with backup battery systems, owners of such systems could have hours of electrical service if the grid fails or with su�cient investments could disconnect from the grid entirely. An article posted on Better - better energy transition though e�ciency and local renewables points out that wind and solar systems do not share the same market in the Midwest. Solar is seen as better suited for homes and businesses and does not require additional transmission installations. For ratepayers the most economically beneficial investments are in energy e�ciency and grid tied solar for homes and businesses. The author questions the rationale for remotely developed solar power if it requires the installation of costly new power lines to bring the power to the market. The article relies on the cost of electricity in Wisconsin and is in response to the approval of the new Badger-Coulee line by the Wisconsin Public Service Commission.
Critics point out that investments in energy e�ciency, local power and load management would directly benefit local economies providing jobs and retaining energy dollars in the community. John Farrell, Director of Energ y Democracy at the Institute for Local SelfReliance, has run a video series addressing whether energy remains a natural monopoly. The issue was debated roughly 100 years ago and the idea of a natural monopoly won out. It was seen as more economical that those managing the electric grid would be the only ones allowed to do it in a certain geographic area. Farrell and his guest Scott Hempling question whether that assumption
makes sense today. Solar panels on roofs, microgrids for neighborhoods, electrical storage on many scales and demand response technologies can support local energy independence. Community solar approaches are available and increasingly cost e�ective. We mentioned a similar idea to a former Illinois governor who indicated the issue was settled over 100 years ago and dismissed the idea. But with today’s technological options the idea should be considered as it could accelerate the transition to a cleaner, safer system of generating and distributing electrical power in communities.

California fires bring more chopper rescues, power shutoffs By Marcio Jose Sanchez and Christopher Weber Associated Press
SHAVER LAKE, Calif. (AP) — Helicopters rescued more people from wildfires Tuesday as flames chewed through bonedry California after a scorching Labor Day weekend that saw a dramatic airlift of more than 200 people and ended with the state’s largest utility cutting power to 172,000 customers to try to prevent more blazes. Rescue helicopters pulled dozens of people from the Sierra National Forest through the morning, the California National Guard said. California has already set a record with 2 million acres (809,000 hectares) burned this year, and the worst part of the wildfire season is just beginning. The previous record was set just two years ago and included the deadliest wildfire in state history, which swept through the community of Paradise and killed 85 people. That 2018 blaze was started by power lines amid strong winds and tinder-dry conditions. Liability from billions of dollars in claims from that and other fires forced the Pacific Gas & Electric utility to seek bankruptcy protection. To guard against new disasters, the company last year began preemptive power shutoffs when fire conditions are exceptionally dangerous. That’s the situation now in Northern California, where high and dry winds are expected until Wednesday. PG&E said it has learned from past problems and will seek this year to make the outages “smaller in size, shorter in length and smarter for customers.” More than 14,000 firefighters are battling more than two dozen fires around the state. Two of the three largest blazes in state history are burning in the San Francisco Bay Area. California was not alone: Hurricaneforce winds and high temperatures kicked up wildfires across parts of the Pacific Northwest over the holiday weekend, burning hundreds of thousands of acres and mostly destroying the small town of Malden in eastern Washington. In Southern California, fires burned in Los Angeles, San Bernardino and San Diego counties, and the forecast called for the arrival of the region’s notorious Santa Ana winds. The U.S. Forest Service on Monday decided to close all eight national forests in the region and to shutter campgrounds statewide. “Existing fires are displaying extreme fire behavior. New fire starts are likely. Weather conditions are worsening, and we simply do not have enough resources
to fully fight and contain every fire,” said Randy Moore, a forester for the Forest Service’s Pacific Southwest region that covers California. Lynne Tolmachoff, spokeswoman for the California Department of Forestry and Fire Protection, known as Cal Fire, said it’s “unnerving” to have reached a record for acreage burned so soon. September and October usually are the worst months for fires because vegetation has dried out and high winds are more common. While the two mammoth San Francisco Bay Area fires were largely contained after burning for three weeks, firefighters struggled to corral several other major blazes ahead of the expected winds. Evacuation orders were expanded to more mountain communities Monday as the so-called Creek Fire burned through the Sierra National Forest in Central California. It was one of many recent major fires that displayed terrifyingly swift movement. The fire advanced 15 miles (24 kilometers) in a single day during the weekend. Since starting Friday from an unknown cause, it has burned 212 square miles (549 square kilometers). Forty-five homes and 20 other structures were confirmed destroyed so far. Debra Rios wasn’t home Monday when the order came to evacuate her hometown of Auberry, just northeast of Fresno. Sheriff’s deputies went to her ranch property to pick up her 92-year-old mother, Shirley MacLean. They reunited at an evacuation center. “I hope like heck the fire doesn’t reach my little ranch,” Rios said. “It’s not looking good right now. It’s an awfully big fire.” Mountain roads saw a steady stream of cars and trucks leaving the community of about 2,300 on Monday afternoon. Firefighters working in steep terrain saved the tiny town of Shaver Lake from flames that roared down hillsides toward a marina. About 30 houses were destroyed in the remote hamlet of Big Creek, resident Toby Wait said. “About half the private homes in town burned down,” he said. “Words cannot even begin to describe the devastation of this community.” A school, church, library, historic general store and a major hydroelectric plant were spared in the community of about 200 residents, Wait told the Fresno Bee. Sheriff’s deputies went door to door to make sure residents complied with evacuation orders. Officials hoped to keep the fire from pushing west toward Yosemite National Park. Early Tuesday, California National Guard and Navy helicopters rescued 13 people
from the China Peak area and 22 from Lake Edison and flew them to Fresno, the Guard said. Late in the morning, a twin-rotor CH-47 Chinook landed with 46 more people and four dogs from Lake Edison. On Saturday, National Guard rescuers in two military helicopters airlifted 214 people to safety after flames trapped them in a wooded camping area near Mammoth Pool Reservoir. Twelve people were hospitalized, two of them with seriously injuries. One of the Southern California fires
closed mountain roads in Angeles National Forest and forced the evacuation of the historic Mount Wilson Observatory. Late Monday night, the Los Angeles County Fire Department told residents of Duarte, Bradbury and Monrovia near the forest to get ready for a possible evacuation. Cal Fire said the so-called El Dorado Fire in San Bernardino County started Saturday morning when a smoke-generating pyrotechnic device was used by a couple to reveal their baby’s gender.
