The 73rd Greenwich Village Art Fair (GVAF) takes place Saturday, Sept. 18 – rain or shine – on the grounds of Rockford Art Museum (RAM) at Riverfront Museum Park, 711 N. Main St., in downtown Rockford, Illinois. Tropical Storm Nicholas slows, dumps rain along Gulf Coast By Juan A. Lozana Associated Press

HOUSTON (AP) — Tropical Storm Nicholas slowed to a crawl over the Houston area Tuesday after making landfall earlier as a hurricane, knocking out power to a half-million homes and businesses and dumping more than a foot (30.5 centimeters) of rain along the same area swamped by Hurricane Harvey in 2017. Nicholas could potentially stall over storm-battered Louisiana and could bring life-threatening floods across the Deep South over the coming days, forecasters said. Nicholas made landfall early Tuesday on the eastern part of the Matagorda Peninsula and was soon downgraded to a tropical storm. It was about 10 miles (15 kilometers) southeast of Houston, Texas, with maximum winds of 45 mph (75 kph) as of 10 a.m. CDT Tuesday, according to the National Hurricane Center in Miami. Galveston saw nearly 14 inches (35 centimeters) of rain from Nicholas, the 14th named storm of the 2021 Atlantic hurricane season, while Houston reported more than 6 inches (15 centimeters) of rain. That’s a fraction of what fell during Harvey, which dumped more than 60 inches (152 centimeters) of rain in southeast Texas over a four-day period. Nicholas is moving so slowly it will dump several inches of rain as it crawls over Texas and southern Louisiana, meteorologists said. This includes areas already struck by Hurricane Ida and devastated last year by Hurricane Laura. Parts of Louisiana are saturated with nowhere for the extra water to go, so it will flood, said University of Miami hurricane researcher Brian McNoldy. “It’s stuck in a weak steering environment,” McNoldy said Tuesday. So while the storm itself may weaken “that won’t stop the rain from happening. Whether it’s a tropical storm, tropical depression or post-tropical blob, it’ll still rain a lot and that’s not really good for that area.” The storm was moving north-northeast at 6 mph (9 kph) and the center of Nicholas was expected to move slowly over southeastern Texas on Tuesday and over southwestern Louisiana on Wednesday. Nicholas, expected to weaken into a tropical depression by Tuesday night, could dump up to 20 inches (51 centimeters) of rain in parts of southern Louisiana. Forecasters said southern Mississippi, southern Alabama and the western Florida Panhandle could see heavy rainfall as well. Much of Texas’ coastline was under a tropical storm warning that included potential flash floods and urban flooding.

Texas Gov. Greg Abbott said authorities placed rescue teams and resources in the Houston area and along the coast. In Houston, officials worried that heavy rain could inundate streets and flood homes. Authorities deployed high-water rescue vehicles throughout the city and erected barricades at more than 40 locations that tend to flood, Mayor Sylvester Turner said Monday. “This city is very resilient. We know what we need to do. We know about preparing,” said Turner, referencing four major flood events that have hit the Houston area in recent years, including devastating damage from Harvey. Meteorologist Kent Prochazka of the National Weather Service told The Associated Press early Tuesday that Nicholas’ winds downed trees in coastal counties and caused some gas stations to lose awnings. “Right before it made landfall, it abruptly intensified into a hurricane and as it moved inland, the pressures began to rise with it. The winds have relaxed slightly and now we’re getting down into tropical storm force (winds),” he said. More than 500,000 homes and businesses were without power in Texas by midmorning Tuesday, according to the website poweroutage.us that tracks utility reports. Numerous school districts along the Texas Gulf Coast canceled classes Monday and Tuesday because of the storm. The weather threat also closed multiple COVID-19 testing and vaccination sites in the Houston and Corpus Christi areas and forced the cancellation of a Harry Styles concert scheduled for Monday evening in Houston. A tornado or two may be possible Tuesday along the upper Texas and southwest Louisiana coast, according to the weather service. Nicholas brought rain to the same area of Texas that was hit hard by Harvey, which was blamed for at least 68 deaths, including 36 in the Houston area. After Harvey, voters approved the issuance of $2.5 billion in bonds to fund flood-control projects, including the widening of bayous. The 181 projects designed to mitigate damage from future storms are at different stages of completion. McNoldy, the hurricane researcher, said Nicholas is bringing far less rain than Harvey did. “It’s not crazy amounts of rain. It isn’t anything like Hurricane Harvey kind of thing with feet of rain,” McNoldy said. Harvey not only stalled for three days over the same area, it moved a bit back into the

Gulf of Mexico, allowing it to recharge with more water. Nicholas won’t do that, McNoldy said. Louisiana Gov. John Bel Edwards declared a state of emergency Sunday night, ahead of the storm’s arrival in a state. On Monday, Misty Tran dreaded the thought of Nicholas reaching as far east as her home south of New Orleans in Empire, Louisiana. Ida damaged the roof of Tran’s mobile home. A tarp covers the roof now, Tran said, but it wouldn’t be a match for a even a weak storm. “A tarp can only do so much,” said Tran, helping clean up at a marina where she works. The storm was expected to bring the heaviest rainfall west of where Ida slammed into Louisiana two weeks ago. Ida has been blamed for 86 deaths throughout the United States. Across Louisiana, about 95,000 customers remained without power Tuesday morning, according to poweroutage.us. Colorado State University hurricane researcher Phil Klotzbach said via Twitter that only four other years since 1966 have had 14 or more named storms by Sept. 12: 2005, 2011, 2012 and 2020.

Ex-cops accused of violating Floyd’s rights plead not guilty BY AMY FORLITI ASSOCIATED PRESS

MINNEAPOLIS (AP) — Four former Minneapolis police o�cers charged with violating George Floyd’s civil rights pleaded not guilty Tuesday to the federal charges against them. A federal grand jury indicted Derek Chauvin, Thomas Lane, J. Kueng and Tou Thao in May for allegedly depriving Floyd of his rights while acting under government authority on May 25, 2020, as Floyd, 46, was held face-down, handcu�ed and not resisting in a restraint that was captured on bystander video. His death led to worldwide protests and calls for change in policing. All four of the men appeared at the hearing remotely via videoconference. Chauvin appeared from a room in the state’s maximum security prison, where

he is serving a 22 1/2-year sentence for murder in Floyd’s death. The other three men appeared remotely alongside their attorneys. Prosecutors and attorneys for the former o�cers are also arguing about 40 pretrial motions on Tuesday. Among them, Kueng and Thao have asked that their federal trials be separated from Chauvin’s, saying they would be unfairly prejudiced if they went to trial alongside him. Lane asked to join that request, which is being opposed by prosecutors. It wasn’t immediately clear if that issue will come up at Tuesday’s hearing, because both sides have agreed the request was premature and have asked to set it aside until more information develops, according to court documents. But U.S. Magistrate Judge Tony Leung indicated at the start of the hearing

that it would be addressed. The federal indictment alleges Chauvin violated Floyd’s right to be free from unreasonable seizure and unreasonable force by a police o�cer. Thao and Kueng are charged with violating Floyd’s right to be free from unreasonable seizure by not intervening to stop Chauvin as he knelt on Floyd’s neck. All four o�cers are also charged with depriving Floyd of his rights when they failed to provide him with medical care. During Floyd’s arrest, he repeatedly said he couldn’t breathe as Chauvin pinned him to the ground. Kueng and Lane helped restrain Floyd; Kueng knelt on Floyd’s back, and Lane held Floyd’s legs, according to evidence in state court. Thao held back bystanders and kept them from intervening during the 9 1/2-minute restraint. The four o�cers were also charged in

state court, where Chauvin’s trial was eventually separated from the others due to space restrictions during the COVID-19 pandemic. Chauvin was convicted in April of murder and manslaughter and was sentenced to 22 1/2 years. The other three former o�cers face state trial next March on aiding and abetting counts. Chauvin is also charged in a separate federal indictment alleging he violated the civil rights of a 14-year-old boy in 2017. Meanwhile, the federal government is investigating policing practices in Minneapolis. The investigation known as a “pattern or practice” — examining whether there is a pattern or practice of unconstitutional or unlawful policing — includes a sweeping review of the entire police department. It may result in major changes to policing in the Minnesota city.

More doesn’t always mean better By Paula Hendrickson Contributor

It’s no secret. I’ve been watching NBC’s Days of our Lives since I was a kid. I was stuck home with the flu and there weren’t nearly as many channels to choose from back then, so before you know it Salem – where the soap is set – almost felt like a second home. Naturally, I was interested to hear that a special limited series, Days of Our Lives: Beyond Salem, premiered on the NBCUniversal-owned streamer, Peacock. The concept was to show current and former cast members in other cities, and tie the storylines together with a mystery that incorporates a lot of history of the long-running show and has callbacks to a couple of old storylines. The mystery? Recovering several valuable gemstones missing from the

newly-recovered Alamainian Peacock (subtle, huh?) statue, stolen 30 years ago. On paper it sounded great. Having Charles Shaughnessy back as ISA agent Shane Donovan is always a pleasure. And it was obvious that Eileen Davidson had fun reprising her role as the devious Kristen DiMera, especially in a scene where she and her Real Housewives of Beverly Hills co-star Lisa Rinna (back as ISA agent Billie Reed) tossed drinks and tipped over a table. The miniseries gave us a peek into the world one of Salem’s newest and wealthiest residents, Pauline (Jackée Harry), left behind as she takes Abe (James Reynolds), Lani (Sal Stowers) and Eli (Lamon Archey) to her home in Miami; updated us on Carrie and Austin (Christie Clark and Austin Peck) and their life in Zurich; and reunited Chad (Billy Flynn) with his best friends Will

(Chandler Massey) and Sonny (now played by Zach Tinker) at their home in Arizona. That said, a few things made it hard to suspend disbelief. Like, why would Austin ever think Carrie would want him to spend a fortune on an expensive sapphire necklace? Why would anyone believe Ciara (Victoria Konefal) was Princess Greta? Did the writers forget that Ciara is probably 25-30 years younger than Greta would be today? And how did Billie, agent Graham (Peter Porte), and Shane bounce back and forth between Zurich, Miami, New Orleans, and Phoenix so quickly? Soap opera writers are highly skilled at teasing out storylines, but with just five episodes the plotting felt more than a bit uneven. There was a lot of exposition early on, but the writers acknowledged it by having troublemaker Leo Stark (delight-

fully played by Greg Rikaart) flop down on a sofa in the midst of exposition and comment about how confusing it all was. By the final episode it seemed as if the writers realized they actually needed to tie up all the storylines at once, and rushed to toss in a few predictable twists. A few other Salem residents figured into the story, too: Deidre Hall (Marlena), Drake Hogestyn (John), Robert Scott Wilson (Ben), Leann Hunley (Anna), and Thaao Penghlis (Tony). Would I recommend Days of Our Lives: Beyond Salem to anyone unfamiliar with the soap? No. But if you’re a Days fan and want to see Chad in a whole new light, or catch up with a few familiar faces, it’s worth checking out. It’s not the best storytelling, but one thing is obvious: the cast seemed to have a lot of fun making it.

Lake Le-Aqua-Na State Park reopens By Charles Herbst Contributor

Eight months behind schedule, Lake Le-Aqua-Na State Park has reopened for visitors. The 715-acre park is about 15 miles northwest of Freeport and just north of the Village of Lena. The park was closed for renovations in January 2020 for a what was expected to be 12 months, corresponding to the 2020 calendar year. Like so many construction projects, the rehabilitation of Le-Aqua-Na has been delayed. The park surrounds the 40-acre Lake Le-Aqua-Na, which was created by erecting a dam on Waddam’s Creek. Waddam’s Creek is a small tributary of the Pecatonica River. The park is very hilly and deeply wooded, in contrast to much of Illinois. The road system consists of a loop road around the lake with small branches connecting the entrance and various park facilities. Prior to renovation, these roads had badly deteriorated, and were nearly impassable. The dam creating the lake was found to be leaking and in need of major repair. The lake had been filling with silt, which was damaging the quality of the water and the use of the lake as a fishery. A decision was made to address all of these elements at once. Because of the amount of construction, the Illinois Department of Natural Resources decided to close the park during the construction period. Several other projects were added: A fishing pier with handicapped access, improvements to the beach and a

complete renovation of the campground. Three hairpin turns along the loop road had made it difficult for larger vehicles to negotiate their way to the campground. The roadway was reengineered to eliminate these obstacles. In all, the renovation became a $7 million project involving both state and federal funds. Earlier this month, just before the reopening, I had an opportunity to tour the park: The most striking thing about the park is that the lake is not back yet! The 40-acre lake is now a large puddle. But over the autumn and winter, as rain and snow fall on the watershed, the lake will naturally refill. Brennan Caputo, Natural Resources Specialist for the Illinois Department of Natural Resources, explained that, for a lake of only 40 acres, Lake Le-Aqua-Na has a very large upstream catchment basin of about 2000 acres. That should hopefully expedite the lake’s refilling. For now, the lake is largely a meadow that has been exposed to the sunshine for about two years. New fish habitats have been constructed, and after the lake refills, the lake will be restocked, presumably with desirable species like largemouth bass, bluegill, and walleye. In the past, Lake Le-Aqua-Na was known as a good fishing spot, and the hope is that, after rehabilitation, it will regain that prominence. It was a rainy day when I visited. Lake Le-Aqua-Na needs more rainy days, The completely rebuilt and repaved

roads were a welcome contrast to the crumbling old blacktop that was there before reconstruction. The park has also been heavily pruned, but it still retains a heavily-wooded appearance. The haircut looks good, and it should give the park a more polished look when the rest of the work is complete. Although the campground was thinned out, many of the sites are still wooded and have good visual privacy. One doesn’t have the exposed feeling of pitching a tent in an open field. Electrical hookups and showers are available for campers, but there is also a “primitive” campground without those amenities. I did not see any evidence of the beach or new pier on my visit, but presume these will be added in their original locations when water returns to the lake. Nor did I see any of the weirs that will be installed upstream to control silt. Besides the lake, something else is missing: Some signs directing visitors to the park. Lake Le-Aqua-Na State Park is a little hard to find if you don’t know to get there, and some signs pointing the way would help. I can understand that, with the park under renovation, the state would be reluctant to post signs to a closed facility. But with the reopening, it’s time, and I hope it won’t be too long before those signs are erected. Is the park ready for your visit? Or should you wait for the lake? It’s a dilemma. There is no question that the park will be more scenic next year when the water returns. But for

now, there is the opportunity to see the contrast, which is an interesting bonus for regular habitués and devotees of the park. I’d missed Lake Le-Aqua-Na, and I was glad to be back! It’s always been one of my favorite parks in the area. For me, Lake Le-Aqua-Na is the place I’ll take a lawn chair and a good book. I’m looking forward to finding a real page turner for a day trip there next summer. The area around Lake Le-Aqua-Na is more rural than around Rock Cut, the Winnebago Forest Preserves or certainly Illinois Beach in Zion. So it’s less crowded, and you can find a pleasant, quiet place to read and occasionally glance out at the lake. Another friend from Nearby Wisconsin used to take his five hounds to the western, sparsely used, back area of the park at an off-hour in the winter so he could let them run at large. Sure it’s verboten, but the dogs didn’t know that, and the six of them had a really good time! With a beach, fishing pier, campground, hiking trails, picnic groves and a playground, there is plenty to do. The park’s hilly, wooded terrain provides a nice ambience, and now, modernized facilities. One of my favorite ways to get to the park is to take Riverside to Kilbourn Avenue in Western Rockford and continue west to Lena on Trask Bridge/Cedarville Road. It’s a relaxing ride on a good road through a rolling, rural topography. There are several good supper clubs in Lena, and it makes a nice day trip. Not a bad candidate for leaf-peeping next month.

Inside Met Gala, where there’s always someone more famous BY JOCELYN NOVECK ASSOCIATED PRESS

NEW YORK (AP) — U.S. women’s soccer star Megan Rapinoe had just gotten her beverage at the bar at the edge of the room. She looked back at the throbbing crowd of celebrities packed into the center of the airy Petrie Court, where the Met Gala was holding its cocktail reception. Even for a world-renowned athlete, one’s first Met Gala can be a little intimidating -- whoever you are, it seems, there’s always someone more famous (unless you’re Rihanna, maybe.) Rapinoe looked for a bit, and suddenly said, “Another athlete! I’m going over.” She headed in the direction of NBA star Russell Westbrook. Rapinoe, who made a fashionably patriotic statement in her bright red silk Sergio Hudson pantsuit with a royal blue blouse emblazoned with white stars -she’d gotten the memo that the sartorial theme was American independence -had just been noting the preponderance of big athletes at this particular gala. “We’ve infiltrated,” she said with a grin. Indeed, in the room and nearby were a tournament’s worth of tennis stars — Serena Williams, recent U.S. Open finalist Leylah Fernandez, gala host Naomi Osaka, Maria Sharapova, Venus Williams, Sloane Stephens, and U.S. Open champ Emma Raducanu, resplendent in Chanel. Westbrook wasn’t the only NBA luminary -- there was Steph Curry and his wife, Ayesha. Gymnasts were in the house, too: Simone Biles made a memorable entrance in an 88-pound embroidered gown with a huge train carried up the museum steps by six men. And Nia Dennis did an actual gymnastic routine, to music from the Brooklyn United Marching Band. But then, the museum was filled with screen and TV stars, too, and musicians, and luminaries of business and politics. In fact, an evening that had been casually billed as a “mini” gala — with the fullsize gala to return in May — hardly felt “mini” at all, with 400 guests instead of the usual 550 or so. The cocktail reception seemed as packed as always, the mingling just as energetic. Also as energetic: the attention from the crowds outside, packed behind barricades across Fifth Avenue and a block away on Madison, too, several rows deep. At one point, fans had also swarmed outside the Petrie Court’s fulllength windows, hoping for a glimpse and a photo, and forcing museum sta� to quickly move screens to the windows

to block their view. Still, there were reminders that this was no ordinary gala. The most obvious were masks, though few wore them during cocktails. (Guests had been reminded beforehand that masks were required, unless eating or drinking.) Participants were also required to provide proof of vaccination, and to take a rapid PCR test, administered by the museum either the day before or the day of the gala. The smaller size had been a nod to pandemic restrictions, but there was clearly a need to bring in funds to make up for losses incurred in May, when the gala was canceled. (Tickets are estimated at about $35,000 per person.) The Costume Institute raises its own funds, and this gala had been presented as a way of signaling that not only the fashion industry and the Met, but New York itself was back, even as the pandemic still poses huge challenges. And so, museum o�cials, like director Max Hollein, and many guests spoke of the greater importance of the occasion this time, as not merely fashion’s biggest party, but a crucial shot in the arm for New York. Prominent chef and restaurateur Marcus Samuelsson had chosen a group of 10 chefs to provide a plant-based menu, and he spoke passionately of the need to restore the health of the restaurant industry, fashion, Broadway theater and more. “This evening says to the rest of the world that we are back,” Samuelsson said. The contributing chefs were also guests at the gala. “Chefs don’t usually come to this,” said Nasim Alikhani, owner of a Persian restaurant, Sofreh, in Brooklyn. “We’re in the kitchen.” To mark the occasion, she wore a dress with a silk panel bearing a satellite map of her home country, Iran. She and fellow chef Simone Tong, owner of Silver Apricot in the West Village, said they were happy to be included and felt safe, given the strict COVID protocols in place. Fernandez, the Canadian teenager who made a fairytale run to the U.S. Open final just as she turned 19, also called the evening an important sign of the city bouncing back. Fernandez had paid eloquent tribute to the city on the anniversary of the 9/11 attacks, in her runner-up speech Saturday in the arena. It was only after the final, Fernandez said at the cocktail reception, that her parents told her she’d been invited to the Met Gala. The invitation had come earlier in the week, but they hadn’t wanted to distract her.

“When they told me, I just had this huge smile on my face and I was so excited,” said Fernandez, who was wearing a blackand-white Carolina Herrera cocktail dress. “I started laughing.” She again praised the city’s spirit. “Whenever I come here I feel electric, with this sense of energy,” she said. Sitting on a bench in the reception was New York congresswoman Carolyn B. Maloney, taking a break after killing it on the red carpet (actually, beige carpet) with an outfit calling for certification of the Equal Rights Amendment. Not to be outdone by fellow congresswoman Alexandria Ocasio-Cortez, her junior by four decades who wore a white

gown with the message “Tax the Rich” on the back, Maloney wore a full-length number in su�ragette colors, with sashes reading “Equal Rights for Women.” She was eager to talk about how it was past time for the amendment, which would ban discrimination on the basis of sex, to become law, and she urged the administration to prioritize it. The 75-year-old congresswoman also carried a tambourine that read “ERA YES.” It would have made a great purse, and Maloney said she was going to try to transform it into one. “I’m into fashion with a purpose,” she said.

Pumpkin and gourd options BY GRANT MCCARTY CONTRIBUTOR

Pumpkin season is upon us in Northern Illinois. In the next couple of weeks, you should be able to find pumpkins and gourds available at your local pumpkin patch and even many of the orchards in our area. For the most part, the pumpkin season has been fairly good if you were able to supplement with watering during the dry periods we encountered. As you see a multitude of pumpkins, gourds, and squash, you may be wondering what the main di�erences are. In general, there are not any di�erences other than color, texture, shape, and use.

All are members of the cucurbit family with similar growing characteristics. Some are more suited for long term storage as more of a winter squash or gourd. Typically, we call pumpkins any squash that has the orange color. From there, some pumpkins are better for eating known as a pie pumpkin. Pie pumpkins are the traditional orange color but are smaller in size. Some of the gourds you use as display are good eating gourds with flesh that can be used just as you would pumpkins. Rouge Vif d’Estampe, Long Island Cheese, and Jarrahdale are all commonly found as decorative display but are good

eating gourds. While these gourds have traditional round shape, they are flatter. The color varies among these three with Jarrahdale being blue-green and Rouge Vif d’Estampe is orange-red. Like it’s name denotes, Long Island Cheese is shaped like a cheese wheel with a tan-orange color. Acorn and butternut squash are available this time of year too. These are similar to summer squash but they develop a hard outer shell that allows them to be stored for a period of time. Both acorn and butternut should be stored in a cooler area of your home away from heat. Depending on how these are stored, they

could last until spring. Pink Banana and Candy Roaster are two winter squashes that you may find this season. Both have a banana shape with a pink, salmon color. The flavor is similar to butternut squash. If you want to use pumpkins or gourds for display, pick those that do not have any insect damage or disease on them as this can speed up decomposition. You should dip them in an rubbing alcohol solution to keep them from rotting faster. Gourds that are good for cooking can be processed the same way you would cook a pie pumpkin. Afghanistan withdrawal: a first step in facing energy limits BY DRS. ROBERT & SONIA VOGL

We periodically look at the web page of Gail Tverberg, trained as an actuary who applies those skills to analyze our current energy situation. Her recent posting on Our Finite World provides an energy perspective on our disputed military withdrawal from Afghanistan using data and graphs to illustrate her message. She determined that the United States is facing energy limits which forced us to pull out of Afghanistan to have enough energy to meet other challenges such as Covid-19, infrastructure needs and supporting retired workers. Governments use debts and promises to secure resources for providing goods and services for their constituents. But they are unable to create low cost energy and mineral supplies to reach those promises. The Afghanistan withdrawal saves energy, military expenditures and the debt used to finance the war. While stating that “most wars are resource wars” she o�ers no opinion on whether we should or should not have withdrawn from the 20 year war. What is pointed out is that when the

Afghanistan war was initiated in 2001 there were surplus funds in the Social Security trust fund and the price of oil was relatively low. With the surplus Social Security funds nearly gone annual funding by the government will be needed for the program to continue. A quote from a 1957 speech by Admiral Hyman Rickover served to illustrate the point that as resources deplete and the overall population keeps rising eventually the economy will have to collapse. Rickover had pointed out that “surplus energy provides the material foundation for civilized living - a comfortable and tasteful home instead of a bare shelter, attractive clothing instead of mere covering to keep warm; appetizing food instead of anything that suffices to appease hunger…” In a sense it is the memory of the 30s depression being given a new voice. Rickover’s concern included that our “total fossil fuel reserves recoverable at not over twice today’s unit cost, are likely to run out at some time between the years 2000 and 2050, if present standards of living and population growth rates are taken into account.” According to Wik ipedia, in 1945

Rickover was assigned to work with General Electric to develop a nuclear propulsion system for a naval destroyer but the project was redirected to power a submarine. He subsequently administered the development of the fi rst commercial pressurized water reactor to generate electricity. The push for nuclear power included the nonsensical notion expressed by some of its advocates as being too cheap to meter. That has never been realized. As a Presidential candidate and admirer of Admiral Rickover, Jimmy Carter voiced concerns over running out of oil and expressed the need for conservation but lost the election to Ronald Reagan. Due to the election result, Tverberg believes that energy depletion receives far less visibility during competition for the oval o�ce. Currently the focus is on reducing the consumption of fossil fuels and transitioning to renewable energy. Peak oil is primarily expressed as a concern over the loss of low cost oil supplies. Tverberg characterizes the situation as a two-sided price problem. Consumers need low energy prices while producers need higher prices due to depleting resources and growing

populations. Some cuts in energy consumption were achieved in the U.S. and Europe by shipping much of their industrial and service industry to low wage countries. Low interest rates and debt funded a temporary rise in the production of oil and gas from fracking in the United States. Tverberg believes the United States must make more cutbacks as we have far too many commitments and too few low cost resources to fulfill all of them. She wonders what new cuts are coming and whether they will be directed at the elderly, poor, military, medical system, or education at the university level and younger. For Tverberg our current economic and social challenges are connected to the decline in low cost energy supplies and our over-commitments. She and others remind us that renewable energy and nuclear power sources of electricity require fossil fuels for their construction and maintenance. If her analysis is accurate returning to what we knew as normal is not happening. Energy Bill

Energy bill heads to Pritzker By Jerry Nowicki

SPRINGFIELD – The Illinois Senate put the final legislative stamp on an energy regulation overhaul bill Monday, sending it to Gov. JB Pritzker, who says he will sign it. It’s the culmination of years of negotiation, and it marks a policy win on one of Pritzker’s biggest outstanding first-term campaign promises as the 2022 campaign heats up. The measure passed by a 37-17 vote, with Republicans Sue Rezin, of Morris, and John Curran, of Downers Grove, joining Democrats in support. “After years of debate and discussion, science has prevailed, and we are charting a new future that works to mitigate the impacts of climate change here in Illinois,” Pritzker said in a statement after the bill’s Senate passage. “(Senate Bill) 2408 puts the state on a path toward 100 percent clean energy and invests in training a diverse workforce for the jobs of the future. Illinois will become the best state in the nation to manufacture and drive an electric vehicle, and equity will be prioritized in every new program created.” The final proposal forces fossil fuel plants offline by 2045, spends billions of dollars to subsidize renewable and nuclear energy to prevent plant closures, incentivizes the adoption of electric vehicles, funds workforce training programs, and requires union labor on the installation of renewable infrastructure. Advocates hailed it as a nation-leading climate bill, while downstate Republicans warned of its impact on consumer bills and energy grid reliability. Senate President Don Harmon, D-Oak Park, said it sets the state on an “aggressive and progressive” path toward decarbonization and renewable energy adoption, while leaving pathways for future General Assemblies to reassess the state’s energy needs through follow-up legislation.

Investments, cost increases

The measure, Senate Bill 2408, aims to put Illinois on a path to a carbon-free energy future by 2050 by doubling the state’s ratepayer investment in renewable energy and further subsidizing the state’s nuclear fleet. It aims to increase the portion of the state’s energy produced by renewables from less than 8 percent to 40 percent by 2030 and 50 percent by 2040. The main provision in the bill that would push the state toward those ambitious goals is a massive increase of more than $350 million annually to the pot of money funding renewable projects. It also provides that more than $300 million already collected for renewables will be spent for such projects instead of being refunded to ratepayers despite previous deadlines having passed.

The bill also provides $694 million in total over a five-year period to subsidize three nuclear plants owned by Exelon Corporation, preventing the closure of a plant in Byron that Exelon said it would take offline Monday in the absence of legislative action. It issued a statement after the bill’s passage saying it would begin the refueling process. Other expenditures include a $180 million annual investment in equity-based and “just transition” programs aiming to diversify the renewable industry and to provide out-of-work fossil fuel employees with a pathway to renewable energy jobs. The bill also provides subsidies to convert coal-fired plants to solar or energy storage facilities at about $47 million annually starting in 2024. While the subsidies and investment programs are staggered in their implementation dates, the Citizens Utility Board estimates that it will cause an increase to ratepayer bills of about $3 to $4 a month over the next five years. In terms of percentages, bill sponsor Sen. Michael Hastings, D-Frankfort, said residential electric bills would increase by about 3-4 percent, commercial bills by about 5-6 percent, and industrial bills by about 7-8 percent. The senior advocacy group AARP estimated that number could be as high as $15 monthly for ratepayers, but advocates for the bill cite estimates in the CUB range. Sen. Donald DeWitte, R-St. Charles, cited the AARP estimate and a Crain’s Chicago Business analysis which showed the increase could be between $7 and $8 monthly. “The fact is, no one knows how much this piece of legislation is going to cost Illinois ratepayers,” he said. “What we do know is that it will be borne by all ratepayers in the state. I guess what we’re seeing and hearing today is that we’ll just have to watch our friends across the aisle pass this legislation, and then we’ll find out.” The CUB analysis, meanwhile, said the investment in cheaper, renewable solar and wind energy could lead to lower costs for consumers over time.

Decarbonization, compromise

Large-scale renewable projects will be required to have project labor agreements to employ union labor, and non-residential labor projects, with the exception of small churches, will be required to pay a prevailing wage. That stipulation was part of the final compromise that brought union and environmental groups together on the bill, along with decarbonization provisions for municipal power plants. Specifically, two municipally-owned coal-fired power plants – a City, Water, Light and Power facility in Springfield and

the Prairie State Energy Campus facility in Marissa – had caused a stalemate, as the plants and the lawmakers within their districts pushed back on the hard 2045 decarbonization date. The final bill provides that the facilities must be carbon-free by 2045, and must reduce carbon emissions by 45 percent by 2035. If they can’t, they have three years to comply or shut down part of their generation capacities to come into compliance. Other fossil fuel plants are required to go offline between 2030 and 2045, depending on the energy source and the level of carbon emissions. With those plants going offline, nuclear energy, which provides more than half of the state’s energy mix, would become even more important. But with only one nuclear plant in the MISO electric grid region which serves most of downstate Illinois south of Interstate 80, some Republicans warned of reliability issues. Sens. Chapin Rose, R-Mahomet, and Terri Bryant, R-Murphysboro, said if the state’s fossil fuel plants are driven offline, Illinois will end up buying energy for a higher price from carbon-emitting power plants across state lines. But Democrats say SB2408 specifically provides that the Illinois Environmental Protection Agency, Illinois Commerce Commission and Illinois Power Agency conduct a study at five-year intervals to determine whether renewables and nuclear are doing enough for grid sustainability. If they’re not, Rep. Robyn Gabel, an Evanston Democrat who was one of the lead negotiators in the House, said the agencies could decide to leave some of the coal- or gas-fired plants online. “The first wave of plants to close would be 2030, and so 2025 we’ll start the planning process in terms of grid reliability,” Hastings said in a news conference following the bill’s passage. “And through that we’ll determine, based on the planned closures, what’s the baseload generation going to be for the state of Illinois and we’ll make an assessment at that point whether or not we have to extend certain timelines, or put other measures in place.” Hastings said inaction on an energy bill would have led to the closure of at least one nuclear power plant, driving up energy prices far beyond any increase included in the bill. Republicans on the floor, including Sen. Dave Syverson, of Rockford, said they would have preferred a more targeted bill to prevent nuclear closures, but Democrats, including Harmon, said there wasn’t enough legislative support for such an action. “For a Republican legislator to say vote ‘no’ to this legislation would cause, in essence, at least, one-third to two-thirds

Equity, electric vehicles

The bill directs the Department of Commerce and Economic Opportunity to create the Clean Jobs Workforce Network program, which establishes 13 hubs in different communities across the state that rely on community-based organizations to provide job training and a career pipeline for equity-focused populations. It also establishes a “Climate Bank” within the Illinois Finance Authority to help fund renewable projects, as well as a Jobs and Justice Fund, run by a nonprofit entity, aimed at ensuring “the benefits of the clean energy economy are equitably distributed.” Another program aims to train individuals recently released from incarceration for careers in the renewable energy field. It also creates a Displaced Energy Worker Bill of Rights, requiring the Department of Commerce and Economic Opportunity to give advance notice of power plant or coal mine closures and to notify workers of available assistance programs. The bill also sets a goal of putting 1 million electric vehicles on Illinois roads by 2030, aiming to do so through incentives, such as offering rebates on the installation of charging infrastructure in certain communities, provided prevailing wage is paid on the construction labor. It offers a $4,000 rebate for electric vehicle purchases starting in 2022, but Hastings said that’s only in counties covered by the preexisting Alternative Fuels Act, meaning Cook and collar counties, because they pay into a fund from which the rebates will be paid. While Republicans objected to rebates not being available downstate, Hastings said he’d work with them to identify a revenue stream to fund rebates in those areas. Supporters said the bill also makes it more difficult for utility companies to raise consumer rates year after year by ending a formulaic rate increase process and instead taking into account “reliability, resiliency, peak load reduction, supplier diversity, affordability, request response time, customer service performance, minimizing greenhouse gas emissions,” and other factors when a company seeks a rate increase. The citizen advocacy group PIRG, however, opposed the bill, saying it was still too easy for utility companies to guarantee profits under the new bill language. The measure also prohibits utilities from charging late fees to low-income residential customers, and from charging a credit card fee on any consumer’s bill.
