Rockford, IL – Klehm Arboretum & Botanic Garden is excited to announce that its annual free fall community event, Autumn at the Arboretum, will occur this year as a week-long series of on-site and virtual activities and programming from Sunday, October 11th to Sunday, October 18th. Timed to coincide with the season’s changing colors, Autumn at the Arboretum will see the return of the straw bale maze for children and numerous fall decorations. Visitors and families are encouraged to participate in several self-guided activities, including an all-new smartphone guided tour of fall colors with different points of interest found throughout the arboretum’s 155-acres of paths, trails, and gardens. A self-guided scavenger hunt for

children, themed for fall, will be offered as a printable PDF to encourage nature exploration. In addition to onsite self-guided activities, virtual programming posted on Klehm’s website and social media throughout the week will serve those who want to learn more about the arboretum and the fall season overall. A virtual pet costume contest will also be hosted the week of Autumn at the Arboretum, where visitors can snap a photo with their pet at a special display and can upload it to social media as their contest entry. Prizes will be awarded at the week’s conclusion. “We are so excited to be able to hold this event in such a way that we can promote social distancing and avoid large crowds, while still having small groups of families and visitors viewing, learning, and engaging with the autumn season’s different

displays of beauty. With free admission made possible by event sponsors and a variety of activities that can be done at the arboretum or even at home, this event has something to offer for everyone,” said Executive Director Alex Mills. Meadow Mart Mall will serve as a new Early Voting location in Winnebago County, Winnebago County Clerk Lori Gummow announced. The vacant “Citi Trends” will be transformed into a vote center at 6401 N. Second Street, Loves Park. It will serve voters residing outside the city limits of Rockford during the two-week Early Voting timeframe prescribed by the Illinois State Board of Elections. The Meadow Mart Mall location will be open weekdays, starting Monday, October 19th, from 8:30 a.m.–7 p.m., and weekends, 9 a.m.-5 p.m. “Our goals of Early Voting are to increase voter participation and relieve

congestion at polling locations on Election Day, especially when trying to mitigate the exposure to COVID-19,” explained Gummow. “Early voting at this large, off-site location will help alleviate lines by spreading out the voters to ensure appropriate social distancing,” she added. Many new cleaning procedures and protective equipment will be in place to help protect the voters and the election judges. Early Voting for Winnebago County voters residing outside the City of Rock ford Elect ion District is also taking place at the Winnebago County Administration Building, 404 Elm Street, Rockford, weekdays, September 24–October 16, 8:30 a.m.–4:30 p.m. except

the Monday, October 12 holiday. Extended hours at Elm Street start October 19: weekdays 8:30 a.m.–7 p.m. and weekends 9 a.m.–5 p.m. On Election Day, Tuesday, November 3, the polls are open from 6 a.m.-7 p.m. Refer to your Voter ID card for polling locations or visit WinnebagoCountyClerk.com. ORANGE BEACH, Ala. (AP) – Hurricane Sally drifted in a slow crawl Tuesday toward the northern Gulf Coast, threatening dangerous storm surge and relentless rainfall that forecasters warned could trigger historic flooding as the storm was expected to hover in the area long after coming ashore. “It’s going to be a huge rainmaker,” said Phil Klotzbach, a research scientist and meteorologist at Colorado State University. “It’s not going to be pretty.” The National Hurricane Center expects Sally to remain a Category 1 hurricane, with top sustained winds of 80 mph (130 kph) when it makes landfall late Tuesday or early Wednesday. The storm’s sluggish pace made it harder to predict exactly where its center will strike, though it was expected to reach land near the Mississippi-Alabama state line. By late morning Tuesday, hurricane warnings stretched from east of Bay St. Louis, Mississippi, to Navarre, Florida. Rainfall of up to 20 inches (50 centimeters) was forecast near the coast. There was a chance the storm could also spawn tornadoes and dump isolated rain accumulations of 30 inches (76 centimeters). Two large casino boats broke loose Tuesday from a dock where they were undergoing construction work in Bayou La Batre, Alabama. M.J. Bosarge, who lives near the shipyard, said at least one of the riverboats had done considerable damage to the dock. “You really want to get them secured because with wind and rain like this, the water is constantly rising,” Bosarge said. “They could end up anywhere. There’s no telling where they could end up.” In Orange Beach, Alabama, towering waves crashed onshore Tuesday as Crystal Smith and her young daughter, Taylor, watched. They drove more than an hour through sheets of rain and whipping wind to take in the sight. “It’s beautiful, I love it,” Crystal Smith said. “But they are high. Hardly any of the beach isn’t covered.” Capt. Michael Thomas, an Orange Beach fishing guide, was outside securing boats and making other last-minute preparations. He estimated up to 5 inches (13 centimeters) of rain had fallen in as many hours. “I’m as prepared as I can be,” Thomas said. A couple miles away in Gulf Shores, Alabama, waves crashed over the end of the long fishing pier at Gulf State Park.

Some roads in the town already were covered with water. Stacy Stewart, a senior specialist with the National Hurricane Center, said Tuesday that people should continue to take the storm seriously since “devastating” rainfall is expected in large areas. People could drown in the flooding, he said. “This is going to be historic flooding along with the historic rainfall,” Stewart said. “If people live near rivers, small streams and creeks, they need to evacuate and go somewhere else.” Donald Jones, a National Weather Service meteorologist in Louisiana, said Sally could unleash flooding similar to what Hurricane Harvey inflicted in 2017 when it swamped the Houston metropolitan area. As rain grew heavier Tuesday, many businesses appeared to be closed at exits along the I-10 highway that runs parallel to the Gulf Coast from Louisiana to Florida. In Gulfport, Mississippi, white plastic bags hung over some gas station pumps to signal they were out of fuel. Along a bayou that extended inland from the Gulf, three shrimp boats were tied up as shrimpers and others tried to protect their boats from waves and storm surge. Most boat slips at Gulfport’s marina were empty, and many businesses had metal storm shutters or plywood covering the windows. David Espinosa walked the streets of Pascagoula, Mississippi, Tuesday afternoon, drenched by the rain. He wasn’t worried much about Sally, having found his pickup truck in a tree after Hurricane Katrina wrecked much of Mississippi’s coast in 2005. Espinosa had just moved back to the area a few days ago, after a long stint in Oklahoma City. “We just didn’t know there would be another hurricane when we got back,” Espinosa said. “Here we go again.” In Alabama, o�cials closed the causeway to Dauphin Island and the commuter tunnel that runs beneath the Mobile River. An online video from Dauphin Island showed a few cars and SUVs stuck in a beachfront area, their tires sunk deep into wet sand. Alabama Gov. Kay Ivey urged residents near Mobile Bay and low-lying areas near rivers to evacuate if conditions still permitted a safe escape. The National Hurricane Center predicted storm surge along Alabama’s coast, including Mobile Bay, could reach 7 feet (2.1 meters) above

ground. “This is not worth risking your life,” Ivey said during a news conference Tuesday. The storm was moving at only 2 mph (4 kph) Tuesday afternoon, centered about 105 miles (165 kilometers) south of Mobile, Alabama, and 60 miles (95 kilometers) east of the mouth of the Mississippi River. Hurricane-force winds stretched 45 miles (75 kilometers) from its center. Forecasters expected Sally to move slowly northward Tuesday, with the storm’s center bypassing the coast of southeastern Louisiana. After making landfall, Sally was forecast to cause flash floods and minor to moderate river flooding across inland portions of Mississippi, Alabama, northern Georgia and the western Carolinas through the rest of the week. President Donald Trump issued emergency declarations for parts of Louisiana, Mississippi and Alabama on Monday, and tweeted that residents should listen to state and local leaders. The threat to Louisiana was easing as officials in some areas reversed evacuation orders that had been issued for areas that had been feared to be a risk of flooding from Sally. In New Orleans, government o�ces and public school operations were slated to reopen Wednesday. Florida Gov. Ron DeSantis declared an emergency in 13 counties as rain from Sally’s outer bands pummeled the Panhandle on Tuesday. The threat of heavy rain and storm surge was exacerbated by the storm’s slow movement. On the barrier island of Pensacola Beach, Florida, the Sandshaker Lounge was open Tuesday afternoon, filled with about 30 locals and tourists staying at nearby hotels. “I think I’m the only business open,” said bartender Kyra Smith. “It’s pretty windy, but nobody’s being knocked down. We want everybody to be safe.” Smith was serving hot dogs and pizza and planned to close late Tuesday afternoon or when the bridge to the mainland closed, whichever comes first. She said most locals have lived in the area for decades and have weathered many storms bigger than Sally. “We’re just going to ride it out,” she said.

Stocks give up part of an early gain but still end higher By Stan Choe and Alex Veiga Associated Press

Stocks overcame a late-afternoon burst of selling and closed higher Tuesday, as gains in big technology companies outweighed losses in banks and elsewhere in the market. The S&P 500 rose 0.5% after being up 1.1% earlier. It’s the second straight sizable gains for the benchmark index following its worst week since June. High-flying technology stocks, which have been driving the market higher throughout the pandemic, abruptly lost altitude earlier this month amid worries that their prices had simply climbed too high, even after taking into account their tremendous growth. But the past two days has marked a reversal of that trend, with shares in technology companies and others that play a key role in online access and commerce climbing again. Microsoft rose 1.6% Tuesday, while Amazon gained 1.7% and Zoom Video climbed 1.8%. A key reason tech stocks are climbing again is that investors’ expectations that the companies’ profits will boom as even more of daily life shifts online haven’t changed. “The things that are doing well or are beneficiaries or are working in this environment, for good reason, are the things that are going up,” said Tom Martin, senior portfolio manager with Globalt Investments. “That isn’t going to change until we get a notable change in one of the things that are uncertain: The virus itself and the effect that’s having on the economy, and whether we get anything new on the fiscal stimulus front.” The S&P 500 rose 17.66 points to 3,401.20.

The Dow Jones Industrial Average inched up 2.27 points, or less than 0.1%, to 27,995.60. The index swung between a gain of 237 points and loss of 61. The Nasdaq, which is heavily weighted with tech stocks, climbed 133.67 points, or 1.2%, to 11,190.32. Stocks of smaller companies eked out a tiny gain. The Russell 2000 index of small-caps picked up 1.18 points, or 0.1%, to 1,538.15. Because tech companies have grown so massive, their movements alone can dictate the market’s performance more than ever. Tech stocks as a group account for nearly 28% of the S&P 500, and they’re up 3.1% this week after slumping more than 4% in each of the prior two weeks. Analysts expect more volatility for stocks in the months ahead as the market navigates uncertainty over the outcome of the election, pessimism that Democrats and Republicans in Washington will be able to reach a deal to send more aid to unemployed workers and an economy still struggling amid the pandemic. Investors weighed a batch of mixed global economic data Tuesday. Stocks in Europe and much of Asia ticked higher following reports showing retail sales in China were higher last month than a year earlier for the first such growth this year, after the pandemic pancaked the world’s second-largest economy. In Europe’s largest economy, a reading on German economic confidence rose more than expected. In the United States, a report showed that industrial production also strengthened last month. But the growth wasn’t as strong as economists were expecting. Other reports showed that manufacturing in New York State is expanding more than

economists expected, as are import and export prices. Treasury yields were relatively steady. The yield on the 10-year Treasury was at 0.67%, unchanged from late Monday. The 30-year yield ticked up to 1.44% from 1.41%. Shorter-term rates remain pinned at lower levels on expectations that the Federal Reserve will keep its benchmark rate at nearly zero for some time to help the economy recover. The central bank is beginning its latest meeting on interest-rate policy Tuesday, and it will announce its decision on Wednesday. Economists say it could change some of the language around its existing pledge to buy bonds to support markets, but they expect no major news. On the losing side was Carnival, which dropped 10.8%, making it the biggest decliner in the S&P 500. The cruise ship

operator said it may sell up to $1 billion in stock to raise cash, and it reported a preliminary $2.9 billion loss for its latest quarter. More encouragingly, it also said its advance bookings for the second half of 2021 are similar to where booking positions were in 2018 for the second half of 2019, before the coronavirus pummeled the industry. Financial stocks were also laggards. JPMorgan Chase fell 3.1%, losing an earlier modest gain. It trimmed its forecast for this year’s net interest income, which measures how much profit it makes from interest payments for loans and other products after subtracting the interest it pays out on deposits. In European stock markets, Germany’s DAX returned 0.2%, and the French CAC 40 rose 0.3%. The FTSE 100 in London climbed 1.3%. Markets in Asia ended mostly higher.

Going to extremes By Paula Hendrickson Contributor

This week, more than most, I realized that my taste in TV shows is really broad. And growing. You could all it extreme. I know I’m not alone. Chances are that at least a couple of your favorite shows are polar opposites, too. Perhaps the only thing Prime Video’s action-heavy The Boys has in common with the British family drama, Last Tango in Halifax, is that they are two of my favorite TV shows currently airing new episodes. All have good acting, strong stories, and seamlessly mingle drama and humor, but in very different ways. The Boys – currently in its second season – has boldly-drawn characters, and even the vilest among them have softer sides. Likewise, the show’s softest characters are often more powerful than they realize. Even arch nemeses are more like than they realize, especially when it comes to moral ambiguity. Professional superhero, Homelander (Anthony Starr), and the man seeking vengance on him, Billy Butcher (Karl Urban), are two sides of the same coin – both seem unbothered

by the carnage left in their wakes, and are skilled at exploiting their enemies’ weaknesses to get what they want. Likewise, by the end of the first season it’s clear that the main character, everyman Hughie Campbell (Jack Quaid, yes, the son of Dennis Quaid and Meg Ryan), has something in common with A-Train (Jessie T. Usher), the speedy superhero who accidentally killed Hughie’s girlfriend at the very start of the series. Bloodshed is less common (but not unheard of) on Last Tango in Halifax, which starts a new season this Sunday on PBS after a lengthy absence. Centered on a late-in-life marriage of high school sweethearts Celia (Anne Reid) and Alan (Derek Jacobi) and their extended family, this show is all about family dynamics. Despite her sweet-grandma personage, Celia has a bit of a mean streak, and often butts heads with her grown daughter, educator and divorced mother Caroline (Sarah Lancashire). Alan is a gentler soul, doing what he can to help others. His daughter Gillian (Nicola Walker) runs a farm, works a part-job, and helps raise her teenage son’s child – she also killed her abusive husband, a fact few

characters know. There might not by any pyrotechnics in this show’s verbal battles, but they can be every bit as brutal as fight scenes on The Boys. Despite sharing a common language, the dialog in these shows is very different. And not because they’re produced in different countries. The Boys’ Butcher is a Brit, too, but his profanity-laced lines would never fly in Halifax (he seems incapable of uttering a single sentence without at least two vile obscenities). A few bits of British slang might crop up on both shows, but one of the joys about Last Tango in Halifax is hearing Yorkshire colloquialisms. Both series can switch from drama to comedy on a dime, and back again. On The Boys, that might mean a character affably grinning a split second before (or after) killing someone in a gruesome way. On Halifax it might be a bit subtler, like Caroline and Gillian getting giddily drunk only to have Gillian drop the bomb that she killed her husband. One more note: If you’re like me and don’t typically care for superhero stories, you still might like The Boys (if the excessive violence and cursing

isn’t too off-putting). You don’t need to know any “cannon.” The plots are more complex than the typical good-versusevil superhero tropes—there are some scenes where you don’t know who to root for. It’s not an all-boys club, either. The Seven, an elite team of professional mass-marketed superheroes, includes Queen Maeve (Dominique McElligott) and Starlight (Erin Moriarty), with Stormfront (Aya Cash) joining in season two, and Butcher’s gang of human guys has a ringer in the form of Kimiko (Karen Fukuhara), a mute young woman who had super skills forced upon her. It’s doubtful many people will love both of these series as much as I do. But good storytelling is good storytelling, so maybe you will.

2020 POW/MIA Remembrance Day From Dr. M.A. Belinson

In 1979, after several years of moving dates, U.S. Congress decided to give up the chore and turned it over to President Jimmie Carter, to decide where to place the now recognized necessary Recognition. In the prior years a day in September became related to the Families of the POW/MIA’s had been utilized, and thus in 1979, President Carter proclaimed the 3rd Friday of September as the official day for the yearly POW/MIA Recognition/ Remembrance Day. Thus begins a story which began 25 years ago by The Rockford Charter Chapter of VietNow (now changed to Vietnam2Now) when the initial ceremony was held, of course, on the 3rd Friday of September. But, we do need to comment about what

triggered the initial move toward such an event; well it was the pressures from returning Vietnam Veterans and at home by the Families of POWs and MIAs, more correctly “National League of POW/MIA Families.” The organization is located in Falls Church, VA. Our first Remembrance Ceremony took place, of course, on the 3rd Friday of September in 1996, with our initial keynote speaker Chapter Chapklin Bob Theroux. It was held at Memorial Hall in downtown Rockford. We have had 22 speakers, in fact one speaker appeared twice on the program as a second speaker. So actually 20 speakers, including this year. Yearly this is a one hour program, held outdoors, as said originally at Memorial Hall in downtown Rockford, followed by 17 years outside at the large Memorial in the

Rockford Park District area just north of the City of Loves Park Admin Building. Seven years ago we moved it indoors, quickly, into the Loves Park Admin Building Activities Hall because of impending bad weather and have remained there since 2014. We generally have 150-180 attendees, many of them using the program to honor, respect and remember family member of friends who are still missing, have died, and/or have been returned from captivity. The program, which generally was expected to be held indoors this year, left us with a decision because of the COVID-19 pandemic.With limitations by Illinois, reflecting some national limits and risks abounded, we made a decision in mid-June – supported by my “all volunteer” 10-member POW/MIA committee, now three years together – that we would

become “movie moguls” and produce a solid videotape, including all the sections of our yearly program. This program has very appropriate opening & closing aspects that a patriotic and well-rounded program should contain; musical presentations, recognition of the 59 Illinois military people still missing or not returned from Vietnam, the Missing Man Table Ceremony, candles lit for the 59 mentioned above and anyone else that needs to be remembered from any past conflict, plus appropriate associated video events. Growing great garlic BY GRANT MCCARTY CONTRIBUTOR

Garlic is a common vegetable that many backyard and commercial growers are interested in planting. The problem with garlic is that it has to be planted in mid to late fall, grown overwinter, and then harvested in June. If you do not plant at the right time, you will find that your garlic will not grow well for you. Garlic should be planted in Northern Illinois in October. Even if you plant in September and mulch, you may have green growth from the garlic beyond the mulch layer and need to add more mulch. Any exposure of the green tips to winter may

damage your garlic. One clove will yield one head of garlic. Basically, this garlic clove is cloning itself to create that garlic bulb. There is a direct correlation between the size of the clove and how the rest of the bulb will develop. If you plant a small clove, expect small cloves in the bulb you harvest in June. You want a hardneck type as these perform well in Northern Illinois. You might try softneck varieties but know that they still tend to perform poorly even with layers of mulch. Much of that will depend on our winter. Avoid grocery store garlic. This is commonly a softneck variety. Hardneck varieties that are recommend-

ed are ‘Spanish Roja’, ‘Carpathian’, and ‘Georgian Crystal’. Growers I know also like ‘German Porcelain’, ‘Chrysalis Purple’, and ‘Red Chesnok’. To get garlic for planting, visit a farmers market in your area and talk to the vendor. If you purchase a head of garlic from them, these cloves can be planted in your garden this fall. Garlic can be ordered online from reputable businesses though shipping can be expensive. However, since you are cloning the garlic clove into a garlic bulb, you can save back bulbs from next summer’s harvest to plant in fall 2021. As you think about where you want to plant it, keep in mind that garlic has a

long growing season. This space will not be available for crops until June/July of next year. Garlic should be planted twice the height of the clove with spacing 6-8 inches between. You need to mulch. A good mulch layer of 6-8 inches is needed to provide insulation for the garlic as it develops. You may find that you need to keep laying this down in winter months. Straw, leaves, and other mixtures are your best bet. It is not uncommon to have to reapply a mulch in December.. Climate extremes are increasingly apparent as higher temperatures, increasing droughts, severe hurricanes, strong wind damage, floods, cold snaps and intense fires are common elements in today’s media coverage. As weather extremes intensify, the resistance to acknowledging the reality of climate change is diminishing. As recognition of adverse impacts of climate change has grown, the remaining questions include what to do about it and whether the needed reforms occur at a fast enough pace to adequately address the problems. The arrival of the coronavirus has adversely impacted both citizens’ health and the nation’s economy making it more challenging to implement the transition to cleaner energy sources. The economies of local and state governments are stressed from the costs associated with the presence of the virus and the slowdown of the economy. As e�orts to transition to cleaner energy sources have intensified cracks are appearing within the environmental community some of which have found expression in the film Planet of the Humans. The film reminded us that all energy sources have some adverse environmental impacts and in our quest for cleaner energy sources there is a need to address them. It also raises questions regarding social justice and the implied commitment to continued

economic growth along with increasing social inequality. In spite of the progress being made in transitioning to renewable energy there exists an overall concern that the pace of the transition is far too slow to be in place by 2050. The slow pace of the transition and declining abundance of oil could lead to the downsizing of overall industrial economy. Within Illinois the renewable energy e�ort is currently targeted on passage of CEJA, the legislation to increase state funding for renewable energy. Also under consideration is Exelon’s request to fund some of its nuclear fleet, including Byron and Dresden. As we wait for state legislative actions there are some e�orts to accelerate the transition to cleaner energy sources. An article by Matthew Popkin published by the Rocky Mountain Institute calls attention to Chicago’s commitment to power city operations with renewable energy by 2025. The city released a request for proposals to facilitate the purchase of nearly one terawatt-hour of renewable electricity per year and is seeking a minimum of 50% of its electricity from renewable sources by 2025 from newly built projects. O�cials seek to use around 486 GWH annually from the newly added renewable energy grid sources which would supply the equivalent annual consumption of 44,000 American homes.* Mayor Lightfoot and other city leaders intend that a renewable transition is a just one for all its residents and business-

es. Their just transition will prioritize proposals either in Chicago or northern Illinois, support local suppliers, use local workers for construction and operations and encourage a diversity of developers and suppliers while supporting other community benefits. A second article available on the Rocky Mountain Institute webpage addresses building electrification as being an important approach to decarbonizing the Illinois economy. It addresses electrifying single family homes and eliminating appliances powered by natural gas or propane. The study envisions using air source heat pumps to provide space and water heating and air conditioning demands of homes

instead of high e�ciency gas or propane furnaces. If 500,000 homes were electrified the total carbon emissions by 2050 relying on CEJA level renewables would result in 81% lower carbon emissions. The proposed CEJA standard calls for 100% renewable energy by 2050. With a lower level of renewable energy installations the electrified homes would release 35% less carbon. Some homes in the area are already powered by air source heat pumps so if a new heating and air conditioning system is needed, this is an appropriate time to considering having one installed. *Some statements in this ¶ are direct quotes from the cited article.
